Commons ChamberVery simply, Ukraine has taught the world a great deal about this. When it comes to, for instance, producing sufficient munitions to restock the Ukrainians’ supply, it is very difficult—in fact, impossible—to do that instantaneously. When there is global competition for 155s or other missiles, we want to ensure that our own industrial defence estate is able to produce such items by telling those in the industry that they are on a war footing. By putting in £75 billion more and, critically, naming the date by which we will get there, we will put them on that war footing.
I commend my right hon. Friend for his stalwart stubbornness in securing this important increase in defence spending. He and I both know that much more money is needed, but this is a step in the right direction. He is off shortly to meet NATO members, and I fear that he will have a great deal of work to do. For example, only two NATO members are prepared to open fire on the Houthis in the strait of Hormuz, one of the major trade routes for NATO and the west. Does my right hon. Friend feel that there will be a lot of work for him to do when he goes to meet those NATO members and asks them to step up and spend 2.5% on defence, as they should do and as we are going to do?
I thank my hon. and gallant Friend for his comments. He is right to point out the need to be prepared to use the abilities that we have. Ours is one of the only countries with both the global reach and the desire and preparedness to use those abilities, which is why we have ended up defending ships in the Red sea from the Houthis. I can report that a specific incident along those lines has taken place today, with our armed forces in action, and we can be very proud of everything they do for us.

Commons ChamberThere is no escaping the fact that the world is incredibly complicated at the moment. In the Euro-Atlantic, we face the challenge of Russia; in the middle east, the challenge of Iran and its proxies; in the Indo-Pacific, the growing competition with China; and then across Africa and other parts of the world there remains the challenge of violent extremism. At a time of such crisis, one would expect the armed forces to be as busy as they are. That does not mean that we should take for granted the effort that they are putting in, but if we were not reaching for them as extensively as we are right now, we would have to question when on earth we would reach for them, given the demands on our nation.
I pay tribute to my right hon. and gallant Friend the Minister for Armed Forces—I am very sad to hear that he is going. He talks of warfighting. As he knows, I am on the Defence Committee. I would challenge the idea that we are ready to fight a sustained war with the armed forces that we have, and bearing in mind all the threats that we face, that possibility has become very real. Bearing in mind that his collective responsibility is about to go, will he now stand at the Dispatch Box and say that we need to spend a lot more money on defence?
That will go soon, but not yet. Colleagues on both sides of the House will note that whenever I have been invited to respond to such a question, like all good Defence Ministers, I have never missed the opportunity to say yes, but the reality is that our armed forces remain fit. Yes, it is the job of this House and particularly my hon. Friend’s Committee to scrutinise our readiness, as the Committee has done—and I commend the report to colleagues who have not already read it—but reinvestment is needed to sustain our armed forces at warfighting level. That is no scandal; that is the consequence of a peace dividend that rightly allowed successive Governments to disinvest in the resilience that kept our cold war force credible. However, as the Secretary of State so rightly said in his speech the other week, we are now in a “pre-war era”, so it is the responsibility of this Government and those who follow to reinvest in the necessary warfighting capability.

Commons ChamberIs a very good and important question. As the hon. Lady knows, sourcing steel is primarily a decision for our prime contractors who lead on procuring those platforms. To take the example of Type 26, I believe that almost 50% of that is UK-sourced, so it varies according to needs and requirements, but we encourage our prime contractors to use UK steel where possible and practical.
One decision that my hon. Friend could make to support defence jobs is to retain HMS Albion and HMS Bulwark. Will he reassure the House, the Royal Marines, the Royal Navy and the armed forces that these two vital ships will be kept in operation and not mothballed?
I am grateful to my hon. Friend, who speaks with great authority from all his time on the Defence Committee. No final decision has been made on those platforms. I know that there has been much coverage in the press—and, inevitably, chatter—and I know how important they are to our service personnel. I reassure him that we are looking at this in the round. We are absolutely committed to supporting defence jobs across the piece. Obviously, we have recruitment challenges, but we must also support British industry, and that is why the Secretary of State is leading on that in his role as shipbuilding tsar.

Commons ChamberColleagues have rightly offered their condolences to the new Secretary of State, and remarked on the anniversary of 9/11, but the thing that has maybe fallen through the cracks is for us to send our regards to the former Secretary of State, with whom I had the great pleasure of working for three and a half years. His effort and contribution to defence was quite extraordinary, and I think he will be remembered in history as one of the great Secretaries of State. He should be very proud of everything he achieved.
The right hon. Lady is absolutely right that NATO’s southern flank, Africa, is of enormous importance to Europe and the security of the Euro-Atlantic. It will not surprise her to know that, in the wake of the coups over the summer in both Niger and Gabon, conversations among European Defence Ministers and NATO Defence Ministers have been regular and urgent as people seek to understand what the response could be. It does not look like it is one in which NATO would be to the fore, but it is clearly in NATO’s interests that a European response in Africa to these coups is forthcoming.
I send my condolences to the Secretary of State.
As my right hon. Friend knows, membership of NATO requires an expenditure of 2% of GDP. This is an arbitrary and paltry figure bearing in mind the threats that we all face. What discussions is he having with other NATO partners, many of which are not even spending the 2%, to increase their spending on defence?
I steer my hon. Friend to the communiqué from the Vilnius summit, which was very clear that NATO countries that are not yet spending 2% need urgently to increase their spending to do so. Our Prime Minister has gone further and indicated his willingness to spend 2.5% on defence once the economic circumstances allow. I think that that is the right order, because we cannot have physical security without economic security.

Commons ChamberMy hon. Friend speaks with huge experience as a former senior Army officer, and he is absolutely right. I referred to visiting Bovington last Friday. For the soldiers there, Ajax is a step change from the vehicle from 1971, but there is another very serious point. They talked about the extra lethality of the cannon, the manoeuvrability and the amazing sensors in that machine, which gives them such huge oversight of the battlefield. It has great capability.
On my hon. Friend’s final point, as someone who is passionate about exportability and our defence sector exporting around the world, I would like to see it get to that phase, but the good news is that we have got it out there, and the Army is now training on it.
I commend the Minister—a conscientious Minister, if ever there was one—and his predecessor, my right hon. and learned Friend the Member for Cheltenham (Alex Chalk), to whom we have spoken on many occasions in the Defence Committee, on which I sit. I know that they are just as alarmed by this as we all are.
We have to learn the lesson about attention to detail. On our visit to General Dynamics, there were two sets of headphones on the table. One set was used by the civilian operators, and one was used by the military, for which the vehicle was being built. The civilian one had double protection, but the military one did not, so when the military used their headphones, it affected their hearing. That was 10 years after the vehicle had been built. As it took another while to drive this vehicle, as we can no longer afford to do so, it took another year before the fault was eventually found. It is attention to detail, quite apart from everything else, that we need, to ensure that this never happens again.
My hon. Friend makes an excellent point and reminds us about the background of the noise and vibration issues. It is my understanding that part of that was because this vehicle came forward in the wake of Iraq and Afghanistan, and had what is called a rigid body design, which has its own characteristics of noise and vibration. He is right to highlight the issue of the headphones. We do not believe that the first headset that was used was responsible for those noise and vibration issues, but the good thing is that we worked with General Dynamics and brought in the second headset. That is the one I wore one on Friday. To put it crudely, there is a smaller black one that goes right into your ears—a bit like the sort of thing we are given when we go on a factory visit—and then there are the bigger external ones that sit on top of the helmet. It was very effective.
This has been a very difficult programme, and I have been completely open in acknowledging that to the House, but I believe that we can use this moment as an opportunity genuinely to improve our acquisition system.

Commons ChamberIt is a pleasure to follow the hon. Member for Newcastle upon Tyne North (Catherine McKinnell). I wish to thank our armed forces for what they do both here at home and in many countries across the world. They are a credit to our nation. Bearing in mind that the defence of our island must be any Government’s top priority, these debates are important, not least when we face a world that is as unstable as it has ever been in my lifetime.
I note that the heading of this debate is “Global Military Operations”. Those operations are set: first, by the Government’s priorities; secondly, by what we can afford; and, thirdly, by our obligations, not least to NATO. Having served in the armed forces for nine years, and been in this place for 13 years, four of which have been with the Defence Committee, I have seen Prime Ministers and some Ministers struggle to clarify the scope and structure of our armed forces and to fund them properly. I exclude the current set of Ministers who are doing an outstanding job. My criticism goes straight to the Treasury in the main. To be fair to the Government, world events have a nasty habit of changing, as yet another defence review—a “refresh” of the previous one—highlights, and this while the world stands on the edge of an abyss with another murderous war taking place in Europe and, worryingly, on NATO’s borders.
Since the end of world war two, we have not faced a top-tier opponent, but that threat is very real today with both China and Russia raising the threshold. I quite accept that conflict on this scale would be fought with allies, not least the US. But as the right hon. Member for Birmingham, Hodge Hill (Liam Byrne) mentioned the Falklands war—let us hope we never have to go back there again. Many of my friends served when I was in in 1982—let me say that, as the Falklands is one of our main dependants, the question for this or any Government is: can we retake the islands in the event that they are invaded? If we cannot, clearly, we are failing in our duty.
While the US gears up for major conflict, I do not detect the same sense of urgency here. To deter war, one needs to prepare and train for it, with sufficient mass to sustain a lengthy conflict. On that point alone, we must reverse the decision to cut the Army by 10,000. Everywhere the Defence Committee has gone—although I can speak on my own behalf—I have heard that our armed forces are stretched to breaking point.
I said at the start of my speech that a Government’s top priority must be the defence of our island nation. That is essential, of course, but this debate is about our global reach, which requires more funding for more planes, more ships and more soldiers. It is clear from the Committee’s evidence sessions that the pitiful 2%— or just over—of GDP that is spent on defence is not enough. It clearly is not. It was more than 5% in my day, and since then the kit has become more expensive and our requirements and obligations even greater.
If we are to play our part globally, along with our allies in most cases, we must fund our armed forces to allow them to do the job that we in this place send them to do. It is our responsibility. We cannot ask them to do things without the kit, the manpower or whatever they need to do the job. If we do, we are failing in our duties.
Global reach and influence are of huge significance, as China is showing. Too few politicians, regrettably, have understood the significance of a military presence around the world and the diplomatic and economic benefits that flow from it. An effective presence costs money—money that politicians all too often divert to other priorities. I mentioned China, whose economic and military reach around the world are expanding at an alarming rate. China appreciates that the world’s resources are not limitless and that, to ensure its security, those resources need to be identified, secured and protected.
The war in Ukraine is a wake-up call, if ever there was one. I pay tribute to the Prime Minister, to his predecessor and to Members on both sides of the House who have stood together on this issue; long may that be the case. Many European countries, not least Poland, Germany and France, are increasing their defence budgets. Political leadership is what we badly need if we are to fund our armed forces sufficiently to meet the inevitable rise in our global responsibilities. To be fair, our brave men and women are already operating in many countries, as we have heard, and very effectively. That is to their great credit, but greater mass is needed for the reasons I have stated.
Looking back in history, we have a rather poor record on being prepared for major conflict. The peace dividend that followed the end of the cold war saw a major disarmament, to the extent that we now struggle to find one fighting division where it is needed, as my right hon. Friend the Chairman of the Defence Committee stated.
May I not? I have little time left and I know others on the right hon. Gentleman’s side of the House particularly want to speak.

Order. Perversely, the debate is under-running slightly at the moment. Having admonished hon. Members earlier, if the hon. Gentleman does wish to give way, I think the House would understand.
In that case, may I reverse my decision? I would be delighted to hear from the right hon. Gentleman.
I am very grateful. I wanted to underline the point the hon. Gentleman is making so eloquently to the House. The risk is even greater than he has set out, because global defence spending is now rising by between $200 billion and $700 billion a year. If we want to keep pace with that, defence spending is going to have to rise.
I hear the right hon. Gentleman, and of course it is true. To be fair to our Government, it is down to the economy, how much money we have and everything else, but at the end of the day, where we spend our money is about political priorities.
History shows, as I have said already, that for many years we have underfunded the armed forces, to our detriment. At the start of the second world war, thank heavens, we had a Royal Navy with more than 1,000 warships, which played a huge part, with the RAF, in preventing the Germans from invading our country. To under-invest in our armed forces at times when we think we do not need them is short-termism of the worst kind. As history again shows, on many occasions when a war breaks out, it comes from nowhere and many countries are taken by surprise. Alternatively, MPs and others warn of conflict and nothing is done. In either case, surely we have to learn from history.
At the start of world war two, we had over 1,000 warships; I think the figure now is 17 or 18, and the RAF has been similarly emasculated. Talk of the global reach of military operations is one thing, but funding them is quite another. Will I be refreshed after the refresh? I am sure the narrative and ambition will be along the right lines, but those are easy. It is the political will, the funding and the sense of urgency that are the challenge, if we are to take our global responsibilities seriously.

Madam Deputy Speaker, may I say how nice it is to see you back in your place? It is a very great pleasure.
I commend my right hon. Friend the Defence Secretary and his excellent Front Bench team, because I know for a fact that they are fighting for every single penny they can get. However, as has been said, and I must agree, £5 billion is not sufficient to ensure that our core armed forces are properly equipped and prepared for—God forbid—something we all dread, as the world potentially totters towards world war three. What on earth is going through the minds of Treasury officials?

Commons ChamberThe cost of living crisis is no doubt affecting all those in the armed forces, and so, too, will the call on them to help out during all these strikes. Will the Government reward those who so generously give of their time? I know they are assigned to work over Christmas and new year, but are there any signs of some sort of reward or thank you to those who, yet again, have been called on to fill a hole?
My hon. Friend takes a close interest in the armed forces, and I think I can assure him that conversations on this subject are happening across Whitehall.

Commons ChamberIn the context of a question about NATO, the hon. Gentleman is wrong. NATO massively outnumbers Russia as an adversary. The UK commits more than our minimum requirement to NATO. Moreover, allies around NATO are clear that contributing in the traditional domains of land, sea and air is no longer sufficient and that NATO needs capabilities in space and cyber-space, on which, through the integrated review, the UK has invested and is to the fore.
I am going to follow up that question, I am afraid. NATO does outnumber Russia, it is true, but we have to have the weight, muscle and mass, to a certain extent, to react in the event, God forbid, of some form of confrontation with Russia. I ask my hon. Friend the Minister and my right hon. Friend the Secretary of State to reverse the very bad decision to reduce the Army by 10,000.
The Secretary of State has been clear throughout the integrated review process that we are a threat-led Department. As things stand, and as I have said at the Dispatch Box a number of times—I know that my right hon. Friend the Defence Secretary has said likewise—a lot of what is in the IR is proving to be vindicated by the realities of the conflict in Ukraine. As we move towards Madrid, and NATO is increasingly clear about what it wants as an alliance as capabilities across all five domains, the UK continues to lead thinking, rather than being behind it.

Commons ChamberIt is a pleasure to take part in this debate. I start by praising the Prime Minister and commending the Government. The Prime Minister showed huge courage in going to Ukraine as he did, within range of artillery. That is exactly the sort of leadership we would expect from our Prime Minister and he showed it in abundance.
I also praise and commend the Ukrainian people and the Ukrainian armed forces, who are doing the most remarkable job, in hell—the pictures we see of men, women and children being slaughtered make uncomfortable viewing, to put it mildly. However, let us not fool ourselves that we here in the west are safe. The bombs may not be falling in our countries, but Russian troops are bludgeoning all that we in the west hold dear: freedom, democracy and the right to live in peace.
Ukraine must not become the west’s sacrificial goat—after devouring it, goodness knows where the beast will go next. To that extent, NATO must gear up. I have huge praise for my hon. Friend the Minister for the Armed Forces personally, because he has done a tremendous job, but I am delighted that he is in his place, because the next part of my speech refers to some correspondence he and I have had. He might grimace at that point, but I shall plough on.
The UK is a significant and respected member of NATO, but we must gear up too. The best way to deter war is to prepare for one. While there are plans to modernise our armed forces, it will take too long to equip fully our men and women in the event that, God forbid, we face a war with Russia. Let us not beat about the bush: the west stands on a perilous cliff edge. As one of my colleagues said, the world order has changed, certainly for many years to come.
As a former soldier, I am appalled and shocked that we are due to reduce our Army by 10,000 and that, in the face of this clear and present danger, Ministers are not prepared to reverse what I am afraid I call a reckless decision to neuter our Army to a large degree. It is not just me saying that, but the outgoing head of the Army, He agrees, as do many distinguished former senior officers. Even now, battalions are woefully below strength.
The integrated review was right in many ways. I have the great honour and privilege of sitting on the Defence Committee, where we looked at it in great detail, and in many ways the Government got it right. What they unfortunately got wrong was putting the money into the right elements to ensure that the integrated review was actually worth the paper it was written on. I believe the integrated review did not take into account the fact that now in 2022 we could face a threat of a conventional war with a very well-equipped enemy.
What frustrates me and many others is that there seems to be no sense of urgency from the Government or the Ministry of Defence to take that into account and potentially to reverse some decisions that will be irreversible. We cannot just pluck battalions, aircraft and ships out of thin air, although I accept the Navy is being heavily invested in. I hope the meeting of Defence Ministers will see a flurry of military activity in both production and further deployment.
United we stand, divided we fall. Freedom is the most precious gift we could ever be given. Sometimes, as we have found in our history, we have had to fight for it. That takes resolve, investment and courage. The Ukrainians are showing that, and showing us what can be done. We are rightly doing all we can to help, but this war must be a wake-up call to the west. I hope never to hear the words, “If only we had learned from history” as once again our brave armed forces are sent to war ill prepared for it.
