Commons ChamberMake no mistake: the NATO membership of our great friends and allies in the Baltic represents one of the great strengthening moments of the alliance generally. Nobody is prouder to fly the NATO flag than Latvia, Estonia and Lithuania, and we stand four-square behind them and behind what it would mean if President Putin were to try to compromise the territorial integrity of those countries in any way. As for the hon. Gentleman’s wider question about resourcing defence across the alliance adequately, I strongly agree; we are one of only a few countries that has been routinely spending the 2% of GDP target. It is fantastic that this moment of challenge within the euro-Atlantic has meant that other countries have now increased their spending to meet that target, too. If there are arguments for more money for defence, no Defence Minister is ever going to object, but we should reflect that the UK has been spending 2% for a while and was given a very significant uplift from the Treasury only 12 months ago.
I commend the United Kingdom for all it is doing to help our NATO allies, but I make this point to the Minister, from one soldier to another. He said earlier that, if circumstances change, the policy changes. I do not excuse myself for again asking the Government to rethink the cut to the Army. He was referring to out of area-type operations, and we are now looking potentially, God forbid, at a conventional war, where mass will be important. We no longer have that mass and it must be retained.
My hon. Friend and I will debate keenly the future of the land battle, but I am not sure that what we have seen on our TV screens over the past few weeks has been a justification for large amounts of massed armour. I think it is entirely a vindication of a change in the way in which the land battle is prosecuted. If forces are massed, they are vulnerable to missile technologies, which are absolutely in the ascendancy. I think that Future Soldier and the integrated review, which gave birth to that, are exactly the right way to develop the Army to meet the requirements of the land battle as it is now and not perhaps how we thought it was 20 years ago.

Commons ChamberI would be inept if I did not praise our Ukrainian friends and allies who are fighting with such courage against such appalling odds with little more than the kit we have given them and their training. It really is awe-inspiring and humbling to see what is being done by them, their population and their President, who spoke so movingly in this Chamber.
I thank the members of the Defence Committee, on which I sit. They all do a fantastic job, including the right hon. Members for Warley (John Spellar) and for North Durham (Mr Jones), who are passionate about the defence of our country and ensuring it is properly paid for.
I also praise the Minister, with whom I have had many dealings. He is an honourable man of great integrity, and he wants to do the best he can for our armed forces. I hope he will take everything we have said back to his boss.
In 1981 or 1982, when I was a soldier, I was taken on a top-secret mission to be shown where we would fight the Russians if they came west. When I asked the general in charge how long we would have to live, he said, “On the moment of contact, when the artillery falls on your position, you have about 40 seconds.” I thought, “Well, that’s time to say a few prayers, and that will be it.” We all felt it was surreal. Yes, we were professional soldiers, but to us it was a day out and it could not possibly happen, could it?
Forty years later, we face an aggressive Russian bear that is taking on a democratic country, taking it over and subjugating it. Like many colleagues and many people to whom I have spoken, I fear Russia will not stop there. Mr Putin’s dream is to have the Soviet Union back in its original shape. My fear is that he will next go south to the non-NATO countries, based on the fact we have done nothing militarily, except to offer military help, following the invasion of Ukraine.
I am not saying that we should get involved in Ukraine. I think we have adopted the right stance. Obviously, as I have said before, if Russia takes one step into a NATO country, we will have to fight, but with what? The cupboard is threadbare, in my humble opinion. I have sat on the Defence Committee, and I served my Queen and country for nine years, so I know what has happened to our armed forces.
I am particularly concerned about the Army. The hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) mentioned my esteemed grandfather Admiral Drax, who sadly passed away many years ago. If he were alive today, I am sure he would be in this Chamber right now, or being kept out by force, to tell the Minister that the Royal Navy—the senior service, as my grandfather and father, who also served in the Royal Navy, always called it—needs more ships and more equipment, and all the rest. I absolutely concur.
The evidence I receive from those serving in the Army, including many sons of friends, is that the battalions have been hollowed out to save cap badges, because it would be politically embarrassing if we again saw regiments amalgamating or disappearing. This would be quite unacceptable if, God forbid, the Russian bear puts a foot into a NATO country and our young men and women are sent to fight in perhaps not a world war but certainly a huge war in Europe. A full, properly manned battalion represents years of history, fighting and experience. Hollowing out the battalions now for political expediency is totally unacceptable.
When I joined my battalion in Bahrain in 1969, it was 750 strong. When I commanded it in 1991, it was 525. It is now less than that, but it is still called a battalion.
Absolutely, my right hon. Friend makes my point.
Before I sit down, may I just refer to my hon. Friend the Member for Henley (John Howell), who touched on tanks? It is worth pointing out that we must not be fooled about them. One hears that they are a thing of the past and they are vulnerable to anti-tank missiles and so forth—to the Ukrainians’ great credit, they are showing that. However, one has to remember that the Ukrainians are in a defensive position, in trenches, fighting a defensive battle against armour that is coming at them. Fortunately, the Russians are proving themselves to be inept in using their armour, which is vulnerable to this sort of defence. But where the tank is vital and will still be needed, despite the fact that I understand that we have only two such regiments left, is if we have an offensive operation or if defence requires an offensive element. We will then need an armoured vehicle with a big gun to hold ground. Helicopters and drones cannot do that, but a tank can. All I would say is: don’t forget the poor old tank. It still has a place on the battlefield, although I quite accept that warfare is changing. Let me make a final point to the Minister. Mention has been made of the Special Boat Service and its aquatic centre. These are our special forces, they want a proper aquatics centre, so can they please have one?

I commend the Secretary of State and the Minister for the Armed Forces for the fantastic job that they are doing in very difficult circumstances. If Russia does invade, NATO countries, particularly the smaller ones and particularly the Baltic countries, will need our reassurance. Does the Secretary of State foresee further deployments of British troops to those countries? If so, would it not be hugely reassuring to him if he had 10,000 more troops in his back pocket?
We are hosting the 10 nations of the joint expeditionary force, which includes the Nordic states plus Iceland and Holland, tonight and tomorrow at a summit. I have invited colleagues across the House, including Members on the Labour Front Bench and in the Scottish National party and the Liberal Democrats, because it is important that we recognise those countries’ importance to us as our allies. They are the ones on that frontline. My hon. Friend is right that they will be the ones most worried; some of them are territories that President Putin and his like have often felt are not territories. As I have said before, we should look at President Putin’s essay from July last year. That is one of the consequences, I fear, of President Putin being successful in Ukraine. Where will the ripples land next? We will need forces for that. We have been managing to double that up into a brigade. The enhanced forward presence is currently four multinational battlegroups; I suspect that it will grow. We will be open to more suggestions.

Commons ChamberI hear what the hon. Gentleman says and I absolutely recognise that we are now the only country in this regard. The last internal review was in December, and I have asked officials to go back and look at that again.
My right hon. Friend said that the amount we spend on defence depends on the threats that we face. May I remind him that we cannot just conjure up battalions? May I also, like two Members from the Opposition Benches, please ask him to reverse this disastrous decision to reduce our Army by 10,000?
My hon. Friend has often campaigned on the size of the Army. First and foremost, we have to recognise that modernisation is an important aspect of making sure that our armed forces are fit to fight. There is simply no point in having mass in a hollow armed forces. For too long, we had that out of step: either we had lots of people and inadequate equipment, or we had expensive equipment and not enough people. This defence Command Paper put that in balance, which means that it can deliver what it says on the tin and it does not let those people down.

Commons ChamberI thank the right hon. Gentleman for his questions. I do not share his view of the Home Secretary; we have worked closely with her on a number of issues, including Op Pitting over the summer, where she made a number of courageous decisions about how to accelerate border flow at the Baron Hotel, and indeed throughout the past year when the MOD has been trying to support the Border Force. The fact is that this is not a MACA request; it is something quite different. It is asking the Navy to take primacy, from a command-and-control perspective, to bring to bear all the Government’s maritime assets that set sail, across all agencies, in order to try to cohere a more robust response at sea. It is an evolution of what we have been doing rather than a replacement of something that had previously existed.
As the right hon. Gentleman knows, there may be a requirement for more naval assets—warships—to be in the channel, but they sit too high off the water to be a credible platform from which to cross-deck people from a dinghy, so the presence of naval assets is probably from a command-and-control perspective rather than from an interdiction or interception perspective. There are better platforms within the Government’s inventory, and things that we can lease from the open market, that will be much more effective for mid-channel cross-decking under RN command and control.
Neither the Royal Navy nor the Royal Marines will be engaged in pushback, but that tactic has been developed by Border Force, and if it is applicable it will be used. The Royal Navy will not use sonic weapons. The Royal Navy or the wider military may be involved in transportation of people when they reach the shore as they enter the processing system. There may be a use for military accommodation. As I said, this is a UQ responding to a partial revelation of the plan, and I make no apology for the wider plan being still in development.
Rear Admiral Utley continues to report to the fleet commander, who reports to the First Sea Lord, who reports to the Secretary of State. Costs will lie where they fall, other than for novel capabilities, in which case there will be a chat with the Treasury. The MOD and the Navy enjoy excellent relations with the French MOD and the French Navy. We are confident in our ability to manage the cross-channel relationships.
I apologise to the right hon. Gentleman if I promised him an update on MACAs; I forgot that I had done so and I will make sure that that is rectified.
I welcome my hon. Friend’s statement. I do not see any problem with the Royal Navy getting involved with this issue. For weeks—for years—those on the Opposition Benches have been whingeing and whining that we are not doing enough. It is excellent that the military are taking control and that we are co-ordinating all the assets that we have. It makes perfect sense. When a ship intervenes somewhere in the middle of the channel, will it have the power to take the people back to France, where legally they should be, or do we have to take them into our country and then face all the problems of removing them if indeed they should not be here?
No. There is no power to enter another country’s sovereign waters to return people. This evolution in the capability of command and control means that there is a more robust response at sea so that nobody lands on their own terms and they enter a process in the United Kingdom that may take them to return or to some other outcome. The evidence in Australia and elsewhere is that that very quickly has a deterrent effect. I am answering questions on merely a part of the plan, and the House can sense my discomfort at being unable to illuminate it fully.

I am clutching at two words—Army estate—in asking this question. On a recent visit to the Special Boat Service—our Marines special forces—I was shocked to find that it does not have a proper aquatic centre. Will my hon. Friend the Minister tell me and the House when and if the Special Boat Service will get a proper aquatic centre to do vital training in?
I am aware of the discussions and the proposal and I have seen some suggestions, but I am not in a position to give any detail to my hon. Friend at the moment. I will look into it and write to him.

Commons ChamberWhat we have with General Dynamics is a firm price contract. That means that it has undertaken to deliver 589 vehicles for a set specification, and we have undertaken to pay it £5.5 billion for that number of vehicles, at that specification. There is clarity on the contract. It is a strong, firm contract on which GD is determined to deliver, and we are working closely with it. I am afraid, however, that I cannot give a firm date. I know that the right hon. Gentleman, like other hon. Members, would like me to do so—and I would, too. The reality is that we need to get those trials done and the tests analysed, and then we need to find out whether the proposed engineering solutions will work. The right hon. Gentleman is generous and would not wish me to provide alarm and concern to the employees and firms that are doing the work. I know that he appreciates that we need to do the work and ensure that we do our utmost to make the programme work.
I have great sympathy for the Minister’s finding himself in this situation, but I also have sympathy for the taxpayer, who seems to be hammered on a regular basis under this Government. On the 3.5 billion, can he assure me that the taxpayer will get the money back? Also, on this and future contracts, will he make it his business to ensure that the taxpayer is completely and utterly protected?
I reassure my hon. Friend that this is a firm price contract. It is a good contract. We have gone over it, as he can imagine, and there is a requirement for GD to produce the vehicles to the specification in return for the funds expended. He would not expect me to go through the details of that contract, which are commercially sensitive. He is a member of the Defence Committee, and I hope that there may be a way in which, in a different forum, we may be able to shed some more light, but he will understand that commercial sensitivities are such that to go through the details of the contract in this House at this time would not be appropriate.

Gentleman makes a really valid point about the varying types of threat, from Gatwick airport, as when I was Security Minister—we all remember that—all the way up to a fifth generation aircraft carrier. Small drones pose a real challenge. That is why the Government have taken forward reforms on that. I cannot reveal too many of the details of how we will protect the carrier—obviously, that would weaken it—but I can say that the ship and her escorts are bristling with sensors, which will all be on as she is deployed, and there will be lots of steps that can be taken to protect the carrier.
May I, too, send my condolences to the families and friends of those lost on the Indonesian submarine?
Despite the negative coverage on the BBC’s “Today” programme this morning, I welcome this historic deployment by HMS Queen Elizabeth and the ships accompanying her, and I wish them well. Does my right hon. Friend agree that a fighting platform of this kind will prove an invaluable, independent operational base that will give us greater flexibility to cope with a wide variety of tasks in the future?
Yes, and it is a long future. This is not a 10-year or 20-year project; these are 30, 40 or maybe 50-year platforms. Who knows what will be flying off those decks in 50 years’ time or 40 years’ time? They are flexible. They are designed to be flexible; they are designed to do a whole range of tasks. We should not forget that it will not always be about peer to peer; the aircraft carriers of the United States and, indeed, the French Charles de Gaulle have often been deployed on counter-terrorism duties and Afghan overflight duties. I think that HMS Queen Elizabeth will be a very busy ship, as will her sister ship, and all the time she will be flying the flag for Britain.

The decision to draw down our military presence within Afghanistan has been announced, and I know that the hon. and gallant Member will appreciate that we will need over the next couple of months to work through the intricacies of what capabilities may endure in Afghanistan. However, it is clear that the United Kingdom will not tolerate an ungoverned space in Afghanistan from which international terrorism can find a base and from which attacks on the UK homeland or those of our allies can be mounted. A CT effort within the wider region will be required to counter that, and of course the alliance reserves the right to go back in if the security situation deteriorates to such an extent that our national security is threatened.
As we have heard, 457 brave men and women of our armed forces have paid with their lives to protect us here at home, and countless others have been wounded. I sincerely hope that their sacrifice has not been in vain. I seek my hon. and gallant Friend’s assurance that this withdrawal will not see a reluctance on our part to combat terrorism in the future, for, as Edmund Burke said so succinctly, the only thing necessary for the triumph of evil is for good men to do nothing.
My hon. Friend is entirely right. I should be clear that, as I hope the integrated review made clear, the UK has an ambition to be a force for good in the world and that where terrorism threatens the UK’s interests or those of our allies, we will be present, building the capacity of partner forces and helping to remove that instability and insecurity around the world. What we have learnt over the past 20 years is that there are ways of doing that, and the vision we have set out in the integrated review is for a far more intelligent way of doing that: developing capacity, tackling insecurity and being a force for good around the world.

Commons ChamberI thank the hon. Lady, but first I want to reassure my right hon. Friend the Member for Bournemouth East (Mr Ellwood) that I have remembered the name I forgot earlier; it is Gripen, of course—that is what I should have been referring to. I thank the various people who have tried to help me out on that—[Interruption]—which is mainly my staff; the right hon. Member for North Durham (Mr Jones) is correct.
Turning to the question, first I thank the hon. Member for Lanark and Hamilton East (Angela Crawley) for her support for our naval warships policy. This is very good news for the Clyde and for Rosyth. We have existing frigate orders going through now and we will be setting out the new national shipbuilding strategy, which will outline in more detail further orders that will be coming in in the years ahead, many of which will—I have absolutely no doubt—benefit UK yards in many different ways, including the yards in Scotland. It is a real step change in shipbuilding. People should take a huge amount of comfort from the investment that we are placing in shipbuilding and it should be a real signal for shipbuilders around the UK to invest in their yards, skills and capabilities for the future.
I also point out that Scotland is not only about shipbuilding. It was a great pleasure to award contracts to Thales in relation to sonar this time last year and Boxer, based in Glasgow, and to Leonardo, with its fantastic work on radar in Edinburgh. There is a huge amount of capability in Scotland, which is one of the reasons why it has £380 per capita of defence equipment and support investment going on there, as opposed to £300 per head of population in the UK as a whole. Scotland can be really proud of the contribution that it makes to UK defence.
We have, and continue to have, great relationships with our European partners. We work closely with the Germans, the French and all those across the EU and we will continue to do so. We have close relationships regarding FCAS, as my right hon. Friend the Member for Bournemouth East (Mr Ellwood) said. We will continue to work to ensure that we have good relationships with them going forward, as well as others.
Lastly, on nuclear weapons, I know the position of the hon. Member for Lanark and Hamilton East (Angela Crawley) and that of the SNP. Parliament voted to upgrade our nuclear weaponry to ensure that we maintained a credible, minimal, independent nuclear deterrent. That is what we are doing and I can reassure her that this equipment plan is indeed affordable.
I was not on the call list for yesterday’s statement by the Defence Secretary, but I am appalled and shocked that the Army’s critical mass is being further cut to 72,500. Regarding procurement and the historical failure of the MOD to achieve value for money for the taxpayer, on behalf of the many defence companies across the UK that desperately need certainty, not least to achieve economy of scale, I seek my hon. Friend’s guarantee that the number of ships, planes and armoured fighting vehicles and equipment promised yesterday will actually be built and manufactured, and not delayed or stopped, as has happened all too frequently in the past.
My hon. Friend has my assurance. This is the incredible value—it has been difficult to get there, and I recognise, as he does, that tough choices have had to be made, but we have got the books to balance. That is what is so critical. I will be speaking to companies this afternoon and during the course of tomorrow. They need to know that we have our ambitions and our funding into the same place, so that when I look them in the eye and talk about the orders that we will be placing in future, they can look with confidence and know that they can put investment into that, into their workforce and into their capital to ensure that they can meet our needs.
