Commons ChamberNorth Lincolnshire Council recently refused a planning application for a housing development in the village of Goxhill, and North East Lincolnshire Council subsequently refused an application in the village of Waltham. Both were overturned on appeal. The reason for the councils’ refusal was based on a lack of infrastructure, access to public services and the like. Will the Minister consider giving better guidance to inspectors, so that they take more notice of local opinion?
My hon. Friend raises an interesting point. He will understand that I cannot comment on specific planning applications, but he is right to identify that local communities often feel excluded from the planning process. The solution is for them to put in place a neighbourhood plan. The Government have pledged—and I have pledged, for however long I remain in this job—to strengthen neighbourhood plans, so that local people do not feel like victims of the planning system, but its master.

Commons ChamberI am very much homing in on the issues and challenges in Lowestoft, but the problems are faced all around these islands, from the very east, which I represent, to the very west, which the hon. Gentleman represents. Business needs to adapt, and the Government have a role to play in addressing the problems. He mentioned business rates, and I will come on to that.
The challenges that the high street faces have been with us for some time. Lowestoft faced up to those and formed a business improvement district, Lowestoft Vision, which instigated initiatives that have helped to stem the rising tide, but in recent weeks there has been an alarming acceleration of shop closures. Following the relocation of Poundstretcher and the closures of BHS, Argos, the Body Shop and Claire’s Accessories, Beales department store, Kerrys, and long-established family businesses Coes and Cook’s have all put up the closing-down signs.
The town centre in Lowestoft, which comprises Station Square, London Road North, the High Street and the surrounding streets, is in danger of being hollowed out. Last month, out of 410 premises, 75 were vacant. National retail analysis indicates that that trend will accelerate in the coming months rather than slowing down. We do not have a Debenhams in Lowestoft, but such administrations will be a recurring feature of the retail landscape.
I shall just mention London Road South in Kirkley—not technically in the town centre of Lowestoft—where in recent years the business community has come together to regenerate that particular street, that particular thoroughfare. They were very successful in doing so, but they also face challenges and I shall liaise with them about how best to assist them.
The high street is under pressure for many reasons. Those that affect all towns include the move since the 1980s towards out-of-town shopping, with the convenience of free parking right in front of the store, which is not available for shops on the high street; high rents on the high street, which are a problem because they are not sustainable for many businesses as footfall declines; the high level of business rates is a problem, as we heard, although the recent revaluation helped some businesses in Lowestoft town centre; the relentless rise of the internet, which is well documented; and the fact that as a nation we make fewer big shopping trips.
Other factors are unique to Lowestoft, such as the challenges of being a coastal town, with half the catchment area being sea and trade being seasonal; the disadvantage of ready accessibility to Norwich, which is a regional shopping and cultural centre that, much as it grieves me to say so as an Ipswich Town supporter, punches way above its weight; and Lowestoft’s relatively isolated location with poor road and rail links does not help, albeit with a station right in the town centre. The situation is made worse because the A47 main road goes right through the middle of Station Square.
Numerous other obstacles to ready access at times make the town centre difficult to reach. Those include a number of congestion pinch points, repair work to the Bascule Bridge that links south and north Lowestoft, and emergency utility works, such as the sewer repairs in Station Square, which took place at the end of last year. Such barriers to getting into Lowestoft have meant that many prefer to do their shopping in Beccles, about 10 miles away. The third crossing of the port, which is being considered by the Government’s Planning Inspectorate, will alleviate the problem, but its opening is some three years away.
Out-of-town shopping has not helped and the council recently faced the difficult decision of deciding whether to grant planning permission for the redevelopment of the former Zephyr Cams factory on the south Lowestoft industrial estate. The proposal would remove an eyesore at a prominent gateway to the town, but it would also enhance the attraction of out-of-town shopping to the detriment of the town centre. The relocation of the district council’s offices from the town hall in the High Street has removed lunchtime shoppers, and it is unfortunate that the alternative use of the property that was lined up fell through. It also grates with me that Suffolk County Council is relocating the Lowestoft Record Office, currently based in Lowestoft’s library, to Ipswich to facilitate a regeneration project there seemingly without considering the need for a similar initiative in Lowestoft. The library, which lies between the Britten Centre and the Clapham Road car park, wants to be a key component of the regeneration of the town centre and the High Street.
While there is an urgent need for short-term measures to slow down and halt the rate of closures—I shall return to that topic later—East Suffolk Council has put forward an exciting vision for the revitalisation of the High Street, which forms part of its bid to the future high streets fund. I urge the Minister to give the bid full and favourable consideration, although I appreciate that the Department will go through a full and proper assessment process.
I congratulate my hon. Friend on securing this debate. His description of the challenges facing Lowestoft mirrors the situation facing my constituency, because fishing, tourism and renewables are also relevant to Cleethorpes. I am sure that the Minister will mention the Greater Grimsby town deal, a private sector-led initiative that will support Government initiatives such as the coastal communities fund, and it is vital to get the private sector involved.
My hon. Friend makes the point that coastal towns face particular challenges. There is so much in Cleethorpes that is similar to Lowestoft, and the public and private sectors need to get together as a team to address those problems. I sense that we have not been able to achieve that previously, but the clock is ticking alarmingly close to midnight, so we must get on and create that team.

Commons ChamberI saw the Select Committee’s report with interest—in fact, I had the privilege of giving evidence to the Select Committee—and it well identifies the fact that coastal communities across the country face shared challenges. That is, of course, why we have our coastal communities fund, which is looking at individual projects that can drive jobs, growth and prosperity in coastal communities, including those of Plymouth.
Cleethorpes is benefiting considerably from the coastal communities fund and has great potential for regeneration through the Greater Grimsby town deal. Can the Minister give my constituents an assurance that he will continue to look generously towards Cleethorpes?
I congratulate my hon. Friend, who is a redoubtable campaigner for his constituency. No Question Time passes without him talking about Cleethorpes, and I can say that, when considering investment in our coastal communities, I always have the biggest fish and chip shop in Britain at the forefront of my mind.

Commons ChamberI am sorry that the hon. Lady has not recognised that the north-east has had the highest allocation per capita of any part of the country and therefore the recognition that has been given in that way. I do not accept the challenge she sets out in terms of long-term funding arrangements. We still have the UK shared prosperity fund to come, which talks to some of the replacement for the European funding she mentions. The assembly of the different funds together does allow that opportunity to be transformative. I want her to realise that, recognise that, and work with us to make that happen for her towns as well.
I welcome the Secretary of State’s announcement, which builds on the Prime Minister’s commitment from her first day in Downing Street. Will he clarify whether the projects that are currently being carried out in Cleethorpes through the coastal communities fund and the Government’s commitments made through the Greater Grimsby town deal can be enhanced by this additional funding?

Lady’s own experience in raising that issue, some of the background, some of the challenges and some of the issues that may have led to someone falling through the gap and ending up on the street. We are determined to get better data and better analysis, so that we can provide more targeted help. That is precisely what we are committed to doing through the rough sleeping strategy.
Residents of Goxhill in my constituency are mindful that the village needs to expand and that new homes are needed, but does the Minister agree that local authorities and planning inspectors need to be mindful of the fact that there must be a limit on new homes in villages?
Goxhill is lucky to have such an assiduous representative in my hon. Friend. I agree with him that we need to balance the aspiration for new homes for the next generation against the need for sensitive and appropriate development. I urge him to work with the residents of Goxhill to put in place a neighbourhood plan, which would mean that they would no longer be victims of the planning system, but its bosses.

Commons ChamberA lot of that demand is in social care pressures, which is why we have made these announcements. Equally, I recognise that there is a need for long-term reform and sustainability to ensure that we can meet the needs of the future. I am firmly discussing that issue with the Health Secretary as we look at the social care Green Paper. Core spending power in Lambeth is also above average for that class of council, but we will continue to reflect on the issue.
I thank the Secretary of State for our recent meeting to discuss a further devolution deal for Greater Lincolnshire. In his statement, he referred to promoting efficiency. Does he agree that more resources for frontline services could be released if we created more unitary authorities, and would he welcome such proposals?
I want to drive efficiency and effectiveness, and I recognise some of the incredible work that has already been undertaken. My hon. Friend highlights the issues of unitarisation, which we very much want to be locally driven. I will certainly be setting out my further thoughts on the conditions to be satisfied, knowing that there needs to be a unanimity of view or that we seek proposals from particular areas to make it effective.

He will have an opportunity to make representations for Birmingham and others on the fair funding review, and there will be further opportunities. I look forward to engaging with the hon. The budgets of the local authorities that serve my constituency are under particular strain because of the increasing number of looked-after children. What additional resources are likely to be made available to cover that need?
We are very conscious of the pressures on areas such as children’s social services, which my hon. Friend highlights and, equally, of some of the differentials that exist around the country. He will, however, note the additional funding that was committed in the Budget to these issues and we therefore continue to work with him and others and look forward to the spending review next year.

Commons ChamberAs my hon. Friend says, that is a good try. I recognise the way in which the hon. Gentleman has championed Stoke, this initiative and the funding. All I can say is that we will look at that carefully, but I hope he gets a sense of the attention and focus we are giving to the midlands engine.
The midlands engine covers approximately two thirds of Lincolnshire—the county council area—but my constituency is served by the two unitary authorities in the north. Co-ordination of economic policies falls to both the Greater Lincolnshire local enterprise partnership and the Humber local enterprise partnership. Both the local authorities and LEPs would like to maintain the status quo. Could the Secretary of State bear that in mind in the upcoming review?
My hon. Friend will note the conclusions of the review, particularly in relation to governance and overlapping geographies. It is important that we have reform and work with the LEPs to take this forward, and I look forward to having discussions with the LEP chairs in the coming days.

It is a pleasure to serve under your chairmanship, Mr Owen. I congratulate the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) on securing this timely and important debate. Sadly, my constituency does not lie on the direct route of the east coast main line, but it is heavily reliant on it, as am I. Looking around, most of the Members in the Chamber will be very familiar with LNER, as it now is, as we go to and from our constituencies. As the hon. Lady rightly said, the east coast main line is vital to the economies of the eastern spine of the country, but it is also important to those communities that lie off the main line. Quite simply, I cannot get home without using the east coast main line, but sadly I then have to use TransPennine. It is perfectly fine—the only problem is that it takes 65 minutes to do 50 miles, which is not exactly what we expect in the 21st century.
The hon. Lady rightly focused on the history of Darlington and the north-east in the development of the railways. My constituency includes Immingham, which along with Grimsby is part of the largest port complex in the UK by tonnage. The ports of Immingham and Grimsby were developed by the Manchester, Sheffield and Lincolnshire Railway, or the MS&LR. It was affectionately known as “Mucky, Slow and Late”. Nowadays we get much cleaner trains, but they are not much faster. To be fair, they are usually on time, but they are not exactly express.
If the Minister was visiting Immingham, I would suspect that happens, as with most ministerial visits, I would get a call saying, “Can you meet me at Doncaster?” That is because they appreciate how difficult it is to get to the east-coast communities from the main line. The same applies to Scunthorpe, Skegness, Boston and other towns. The coastal communities are vital. They need revitalising and new industry. To get that, they need good transport connections. I suspect that if the Minister was coming to Immingham tomorrow, even in his Department people would not know that Habrough station is two miles from the port of Immingham. I would again get the call asking to meet at Doncaster.
We have recently secured for my constituency the Greater Grimsby town deal, which has great potential to revitalise a fairly left-behind coastal community. Returning to the point I made a moment or two ago, to do that it is vital that we have transport connections. Most importantly, we need a direct train service to King’s Cross.
I regret that I was unable to be here for the beginning of the debate, but I support everything the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) said. I have made a number of specific suggestions for upgrading and improving the east coast main line, particularly the southern half of it, that would make possible the restoration of direct fast services from King’s Cross to Grimsby and Cleethorpes. Should the hon. Member for Cleethorpes (Martin Vickers) not be demanding that as of now?
The hon. Gentleman regularly comes to the all-party parliamentary group on rail, which I chair. I am very familiar with the proposals that he has been championing for a number of years. I am demanding now and have been demanding ever since I arrived here that more investment goes into the routes that serve not only my constituency, but other routes off the main lines.
I was rather disappointed to hear what the hon. Member for Lincoln (Karen Lee) said. She said she was lucky to have one direct train. We have got no direct trains, and we have not had any since British Rail ended them in 1992. I was rather disappointed to hear that the expected increase in trains through to Lincoln is in some doubt.
I am very disappointed to hear that. I put three alternatives that the Minister could consider in my notes, and one of them was to extend one or two of those new services to Lincoln through to Grimsby and Cleethorpes. Given what the hon. Lady is saying, it might not be possible.
The Minister will be aware that an open-access operator has shown an interest and has previously been in negotiations with the Office of Road and Rail about direct services. That is yet again on hold. I understand that a review is taking place on access charges for open-access operators. I can understand the logic of that, but it creates further delay. Earlier this year, Grand Central was intending to put an application in to run four direct services from King’s Cross through to Cleethorpes via Doncaster and Scunthorpe, but that is now on hold.
Although the hon. Gentleman is outlining some of the difficulties he has in getting direct services to his constituency, I am pleased that the new publicly run LNER has just announced that it will extend direct services to Harrogate, which would increase the number of trains stopping in my constituency from one a day to six a day. That clearly shows that publicly run rail can deliver.
I was not intending to embark on a pro or anti-nationalisation debate, but I remind the hon. Gentleman that since privatisation—I cannot remember, and the Minister can probably give the exact figure—hundreds of millions of pounds from the private sector has been invested in the rail network. The simple reality is that if we nationalise the rail network, which I sincerely hope we do not, British Rail or whatever we choose to call it would be very low down on the list of demands on the Treasury. Do we want money for the health service, schools and 1,001 other things? The simple fact is that there would be a spiralling down, just as there was in the 1970s and 1980s.
To conclude, I urge the Minister to meet me to discuss further how we can get over the immediate problems and look forward to a direct service along the east coast main line serving my constituency and the neighbouring constituency of Grimsby. I ask him not to say, as many other Ministers have over the past few years, “When we get HS2, there will be more capacity on the east coast main line, so you will be able to get a service through to Cleethorpes.” I am afraid that that timescale is simply not acceptable, even if it is 2033 or thereabouts when HS2 comes along. If a week is a long time in politics, 15 years must be generations. I urge the Minister to look again at the economic arguments for the regeneration of an area that has just been granted a unique town deal status by the Government. We need improved road and rail networks. I am fully supportive of improvements to the east coast main line, but only if they can in addition provide direct services to Cleethorpes.

Commons ChamberI do expect the social housing Green Paper to be wide-ranging and to deal not simply with issues of supply, but with issues of stigma for those living in social housing; I expect it to confront that very firmly. I remind the hon. Lady that we have delivered more council housing than in 13 years of a Labour Government, and we are committed to all forms of tenure.
The recent conclusion of the Greater Grimsby town deal was a welcome boost to the economy in Cleethorpes and Grimsby. A further boost could be provided if a way could be found to revive the failed Greater Lincolnshire devolution deal. Will the Secretary of State meet me and fellow Lincolnshire MPs to discuss a way forward?
I would be happy to meet my hon. Friend to discuss how we can support local growth in Lincolnshire. As I have highlighted, this is a priority for the Government. I look forward to talking to my hon. Friend and other colleagues.
