It is a pleasure, Mr Dobbin, to serve under your chairmanship for what I believe is a very important and serious debate this afternoon.

I thank the Backbench Business Committee for granting this debate, and I thank colleagues for their support. A number of colleagues who wanted to speak in this debate have been unable to do so, either because of Committee meetings elsewhere in the House or constituency responsibilities.

The British military is a highly efficient, effective and disciplined force. This debate will examine the military justice system. Serving and ex-service personnel, military and civilian charities, and statutory and non-statutory organisations have all expressed to me their concerns about the system set up to address both complaints and criminality. I repeatedly asked everyone I met, “Is there a problem?”, and I was told, “Yes, there is. Keep digging.” I thank them all for their willingness to share what at times were distressing stories about the complaints and injustices that people have faced. It is right and appropriate that the problems within the armed forces are raised in this House. It is Parliament’s responsibility to ensure that necessary changes are supported, promoted and implemented.

This will be a wide-ranging debate. I could take 60 minutes of the 90 minutes allowed for the debate just for my speech—I promise Members that I will not do so—and still not do the subject justice. I am pleased that the Minister of State, Ministry of Defence, the right hon. Member for Rayleigh and Wickford (Mr Francois), will respond to the debate. He has been most generous in meeting me, along with senior military police officers, to discuss some of the concerns that I am raising today; I thank him for that. I am confident that he is also eager to address the problems that I will outline today, and I am also confident that we will get the changes that we need.

As I explained to the Minister when we met, my interest in military justice was sparked by learning of the extent of rape and sexual assault in the US armed forces. A report found that in the US a female soldier was more likely to be raped than killed or injured by enemy fire, in both Iraq and Afghanistan. In the US in 2011, 3,192 service personnel reported being raped or sexually assaulted. The US Department of Defence admitted that 80% of victims do not report the crime against them, and the conviction rate for sexual assault was just 8%.

However, the US is tackling the problem. Having visited numerous US bases recently, I can report seeing billboard-size posters on the walls of bases, and every toilet door has a poster and every corridor is covered in posters, all of which highlight the importance of ending sexual assault and rape within the US military. In Australia, the Defence Minister, Stephen Smith, recently issued an apology to all servicemen and women who had suffered abuse. So Britain is not alone in needing to tackle this issue. We do not have the same scale of the problem as in the US, but we cannot be complacent. For the sake of the reputation and integrity of our armed forces, the issues raised today must be addressed.

I have been inundated by e-mails and letters from people who have been through the military justice system having their complaints and offences examined. All of them felt that they did not receive justice and were dealt with unfairly. Most of them wish to remain anonymous, as they are fearful of what will happen if they are identified as complainants. Meetings away from the House to protect the identities of individuals have been necessary and—well-founded or not—a level of fear exists. Sadly, for many people the experience has led to mental health problems.

Cases have highlighted problems with the conduct of summary hearings and problems created by the lack of access to an independent employment tribunal system. Many people accepted the findings of a summary hearing, which they saw as a hearing into a disciplinary issue, without realising that they would incur a criminal conviction. Many only discovered that years later when they left the services and applied for residency or civilian employment. They accepted the summary hearing and its findings because the alternative would have been a court martial.

The system runs on a basis of “Shut up, put up and don’t make waves or you’ll regret it”. Stories of bullying and harassment resulting from complaints and attempts to fight injustice were numerous. I apologise that I will not have time to refer individually to the many stories that I have heard.

Are you suggesting that someone found guilty of absence or minor theft incurs a criminal record that follows them into civilian life? If you are, I am slightly concerned by that.

Mr Dobbin, I am sure that the hon. Gentleman is not suggesting that you answer the question, but I can confirm that someone guilty of a minor theft would incur a criminal record. Someone responsible for a disciplinary issue of a minor order, such as failing to salute, would not. What is sad is that criminal records are seen differently depending on which part of the United Kingdom they are recorded in. Someone might get a criminal record for a certain offence in England and Wales, but not in Scotland. I hope that other Members will address that issue later, as I will not have time to do so. In the system, people face bullying when they register complaints.

In 2005, the Equal Opportunities Commission suspended a formal investigation into sexual harassment following an agreement with the Ministry of Defence. Surveys were instituted in 2006, 2007 and 2009 asking servicewomen and men how they perceived sexual harassment, what experience of it they had had and whether they had reported it; sexual harassment goes through the complaints system.

A total of 9,000 servicewomen responded to the survey in 2006, and reported widespread sexualised behaviour. Some 67% had encountered behaviours ranging from unwelcome comments to sexual assaults; 21% cited their line manager as a perpetrator, and 36% cited another senior person. Some 35% said that they did not think they would be believed if they complained, and only 5% made a formal written complaint. In 2009, 78% of the 16,000 servicewomen who replied had experienced an unwelcome comment, and 65% had been asked about their sex lives or been told sexual jokes. The number of people who made formal complaints hardly changed between 2006 and 2009, although awareness of what constituted sexual harassment increased.

I quote two brief responses to the 2006 survey:

“A friend was out on an exercise when a group of men ducked her head in a bucket of water and each time she came up for breath she had to repeat ‘I am useless and I am a female’. She told the story and said it was a joke but I could see she was upset.”

Another person said:

“Go through the complaints procedure—you must be joking! We’ve no confidence in it at all. One senior officer was suddenly removed from the unit I was on…all kinds of high-ranking bods came to investigate. It was a sexual harassment case. But he popped up elsewhere and we never heard any more about it. It doesn’t give you confidence when you see the officers getting away with it”.

The military knows that it has a problem. Why else would the Adjutant-General ask Major-General Lorimer’s views on equality and diversity? Major-General Lorimer, replying in November 2012 after his survey of 6,000 personnel, said:

“Every female officer or other rank that my Command Sergeant Major has spoken to claims to have been the subject of unwanted sexual attention…There is an overriding sense that soldiers who believe that they have been treated unfairly are not inclined to report the fact because they lack trust that the chain of command will deal appropriately with the complaint.”

Sexual harassment has not gone away. I am told that in the military culture, sexual harassment is an everyday occurrence. Making a complaint is not an option because it involves reporting through the chain of command, which could include the perpetrator or a friend of the perpetrator, and because the complaint could have consequences for the victim’s future career. The perpetrator may often be seen as a good soldier who is not to be lost and who must be protected. I am told that reporting results in social isolation and ostracism within the unit and is seen as showing a lack of mettle and an inability to get on with others. The victims are seen as being at fault: they are the ones who should not have been drinking or in the room, and apparently they also lack a sense of humour. In the military, fortunately, at least women cannot be blamed for wearing high heels and short skirts.

A culture in which sexual harassment is prevalent can be a factor in rape and sexual assault, which are criminal offences. A US Department of Defence survey found that 55% of women and 38% of men reported that their assailant sexually harassed or stalked them prior to the incident of rape or sexual assault.

I have tried to establish how many rapes and sexual assaults are reported by serving personnel, and have received conflicting data. A response to one of my myriad parliamentary questions stated that 18 rapes were reported across the three services in 2011. When I asked for a gender breakdown of those 18 rape victims, the number dropped to four: three female and one male. In a letter from the Minister for the Armed Forces, the right hon. Member for South Leicestershire (Mr Robathan), I was informed that the figures were lower because the original figures included reports by civilians, which implies that 14 civilians or members of the local community had been raped by members of the armed forces.

The figures for sexual assault in 2011 are confusing. A reply from June 2012 said that there had been 36 reported sexual assaults across the three services, but one in July 2012 said that there had been 58, and one in November 2012 said that there had been 40. Yet the Army Justice Board’s item 6, “Allegations of rape and sexual offences”, shows more than 80 allegations of rape and more than 60 allegations of sexual assault in 2011. In the three years between 2010 and mid-2012, a parliamentary question informed me that there had been 53 rapes, but Army Justice Board figures show 268. According to a parliamentary question, there were 86 sexual assaults, but again, an Army Justice Board slide shows 179.

The figure of 53 rapes is for those reported to the service police. The Times was told that the 268 cases may include cases reported by members of the Army and cases investigated by civilian police in which the alleged victim was not a member of the armed forces. However, the Home Office tells me that it has no equivalent data on civilian police referrals of rapes and sexual assaults within the armed forces. The MOD reply to The Times states that the figures include that information. It also suggests that 215 civilians may have been raped by serving members of the military.

This is not just about the rape and sexual assault of women. Although the figures that I have are small, servicemen too are victims of rape and sexual assault; in the 2007 survey, 26 servicemen reported having been sexually assaulted. I asked a parliamentary question about how many service personnel had been discharged or left the forces following a conviction. I was told that the information was not held centrally and could only be provided at a disproportionate cost.

Another parliamentary answer underlined further confusion, stating that

“in the UK the civilian police deal with the vast majority of cases of rape or sexual assault allegedly involving a member of the armed forces. The Service Police investigate a relatively small number of cases.”—[Official Report, 7 January 2013; Vol. 556, c. 36W.]

It is not clear whether that refers to rapes or sexual assaults perpetrated against personnel or by personnel against civilians, or why service police may at any time be involved in investigating offences against civilians.

Who investigates what is unclear. Another question showed that a protocol exists between Ministry of Defence police, service police and civilian police, stating that

“while there may be concurrent jurisdiction, local civilian forces have primacy…There are no specific guidelines issued to the Service Police…on whether allegations of rape or sexual assault made by armed forces personnel should be referred to the civilian police for investigation.”—[Official Report, 7 January 2013; Vol. 556, c. 36W.]

We know that personnel have reported offences to their local civilian police forces and have then found themselves referred back to the service police. There appears to be no formal external inspection by Her Majesty’s inspectorate of constabulary of the three service police forces, and there is no independent oversight of the forces in the form of an independent police complaints commission.

Reliance on reports of rape and sexual assault is a problem. There is reticence to report also in the civilian world. A recent study estimated that 67,000 women were victims of rape last year and that only 15% of women report rape to the police, but only 4% of servicewomen ever make a complaint about anything. Why are they not complaining to their chain of command? The chain of command is fundamental to how our armed forces are organised, with complaints and reports of criminal acts being passed up the chain to the commanding officers, who have responsibility for discipline and welfare. The COs combine the roles of judge, jury, manager, social worker and enforcer of discipline, and they are in a position of considerable power and influence. The 2006 survey indicated that in 57% of cases the sexual harassment was perpetrated in the chain of command.

Where a case is to be prosecuted, it is taken via court martial and passed to the Service Prosecuting Authority—SPA—which decides whether to proceed. I know how seriously the authority takes its cases, but there are concerns about the continuity of case ownership and the quality of information that the authority is fed by the chain of command. A letter from the SPA to the Chief of the General Staff stated:

“We were not informed that the soldier referred had attempted suicide and had been sectioned under the Mental Health Act. In another case it was only fortuitous that we discovered that the accused was the brother of a soldier killed in Afghanistan and had ‘gone off the rails’ on one occasion in an otherwise exemplary career. The list goes on. We would welcome more active engagement with COs when referring cases to us to better inform our judgment when considering the service interest. In appropriate cases we engage with the three services to consider their views on the service interest. While the ultimate decision is for the SPA we welcome representations.”

I have consulted widely about the changes we need to address the reputation, integrity and operation of one of the finest militaries in the world. The men and women who serve in our armed forces need to know that stamping out injustice is the priority of all personnel. They need to know that the person standing next to them values and respects them, and sees them as an equal.

In relation to complaints and criminality, we must have accurate data. It is unacceptable that the extent of the problem of rape and sexual assault is not clearly known and set out, or is being obscured, and I ask the Minister to address that problem. Responsibility for the investigation of rape and sexual assault should be clear and transparent. It should rest with either the service police or the civilian police, and accurate records should be maintained. I ask the Minister to address that, too.

Everyone I spoke to agreed that the most difficult problem is a cultural one. I was told “equality and diversity jobs are seen as something for softies who cannot operate on the front line.” Major-General Lorimer suggested:

“We will derive most benefit from the introduction of widespread, effective and professionalised equality and diversity training. Deepening our soldiers’ understanding of the issues and driving lasting, attitudinal changes to behaviour will, in my view, cement respect for others in the forefront of our normal daily routine, where it should be.”

I do not think that anyone would disagree with that, but to bring cultural change such training must come from civilian experts and not simply involve personnel listening to a law lecture. It needs to be external experts talking inside the closed system of the military. Will the Minister commit to that?

Senior oversight was seen as essential by everyone. I was told that until there is a very senior officer responsible for driving the change and reporting directly to the Chief of the General Staff and the chiefs of staff committee, little will happen. I was also told that change will be limited until there are women air marshals, admirals and major-generals, but I hope that that is wrong. The Secretary of State for Business, Innovation and Skills recently said in relation to the financial services sector that frequent travel and working in remote areas of the world had been cited as barriers to appointing more women, but that successful, modern companies learn to adapt, and said that

“doing nothing is not an option anymore”

where senior positions are concerned. Will the Minister commit, please, to such senior-level posting?

The Service Complaints Commissioner—SCC—exists to provide service personnel with a vehicle by which to make complaints about non-criminal issues such as sexual harassment and bullying. Everyone has stressed the need for the commissioner to become an ombudsman. The 2011 Service Complaints Commissioner’s report states that

“for the fourth year running, I am unable to say the Service complaints system is working efficiently, effectively or fairly.”

Is not the Service Complaints Commissioner separate from the military justice system? It is a complaints system, not a justice system, and she—the current commissioner—is not in the justice system as such.

As the hon. Gentleman might have realised from my speech, I have tried to talk about the two parallel issues. The military justice system means someone being able to get access to justice for the complaints they are pursuing. I hope that the hon. Gentleman agrees that sexual harassment is a matter of justice, even though it is not necessarily a criminal offence. Sexual harassment cases dealt with by the Service Complaints Commissioner would be a form of complaint, hence I have included both issues in my speech.

The problem is the lack of capacity for the Service Complaints Commissioner to investigate complaints. The Deepcut inquiry recommended external oversight and an inquiry capability provided by an ombudsman. The chain of command rejected that because of a fear that it would undermine its authority. The 2011 Service Complaints Commissioner’s report states:

“The SCC is judged by Ministers and Service Chiefs to be playing an effective part in assuring the proper treatment of Service Personnel. The Government’s formal response to my Annual Report 2010 confirmed the value Ministers and the Service Chiefs placed on my work and my team. They commented that: ‘The independent oversight and scrutiny you provide of the process is fundamental to the continued improvements that are being made to the way in which we manage Service complaints.’”

Will the Minister commit to the creation of an ombudsman?

The military is a command and control organisation, whose members are used to being directed from above. It is an organisation capable of cultural change. Major-General Lorimer noted in his letter that

“racism is now regarded by the vast majority as being entirely unacceptable”.

The necessary changes must be implemented. We need accurate data. We need summary hearings brought into the 21st century, the criminal records issue addressed, external inspection and oversight of the military police, the Service Prosecuting Authority having continuity of prosecution teams, and an ombudsman, all well supported by the chain of command, so that men and women can serve with pride, security and equality.

We are sending our service personnel to protect, build and secure populations in countries threatened by terrorism, where people need to know that our military represent our society’s values of equality, transparent justice and integrity. I hope that we see that move forward today.

My understanding is that the SCC can go directly to a commanding officer about any complaint. She can use her discretion. Whether she would want to go to the CO about every single matter is an issue of balance, and a judgment for the commissioner herself, but she has the formal right to do so if she wishes. If, for some reason, a relatively minor complaint has been—to use a colloquialism—gummed up in the system for some time, she would have the option to go straight to the CO in the unit and say, “Do what you can to speed it up, please.” In our discussions in March, I am hoping to review those matters and take stock of how the new system has been operating in the first three months or so. We believe that it will help to speed up the process materially.

The hon. Member for Bridgend kindly acknowledged that she and I met in early January to discuss sexual offences involving service personnel. I trust that she left that meeting in the MOD with no doubts whatever about how seriously I take her concerns.

The hon. Lady is kind enough to nod her assent. Sexual offences of any kind are not to be tolerated anywhere in the Ministry of Defence. When reported, they are dealt with by specially trained investigators conversant with modern techniques in identifying offences, evidence gathering, forensics, and crime scene management. To support victims of such crimes, service police are able to draw on specialist civilian facilities such as sexual assault referral centres when they believe that may be appropriate. A number of safeguards are in place to ensure that investigations are handled properly and professionally. Allegations of serious sexual offences must be reported to the service police, who act independently of the chain of command, as we have heard, and answer to their service provost marshal.

If sufficient evidence is found to charge an individual with one of those offences, the case must be referred to the Director of Service Prosecutions, currently a civilian QC, who carries out his functions under the general superintendence of the Attorney-General rather than the Ministry of Defence. He decides whether charges should be brought, which is a process that mirrors the relationship between the civilian police and the Crown Prosecution Service. In essence, it is the same principle.

In the United Kingdom, members of the armed forces are subject to both service and civilian criminal jurisdiction. Broadly—I make the point broadly—offences that have a civilian context are dealt with in the civilian jurisdiction. Service police would generally lead an investigation only if both suspect and victim are serving members of the armed forces. Servicemen and women are entitled to report offences either to service or civilian police.

As the hon. Lady is aware—we have discussed this at some length, I think it is fair to say—there is therefore no single, consolidated set of statistics relating to sexual offences involving members of the armed forces, and there are considerable practical obstacles to producing such a comprehensive overall report. Let me give an example of why that is. A service man or woman who suffered a sexual assault might have suffered it while on leave in their home town and reported it to their local, Home Office police force, rather than to the service police, particularly if the alleged perpetrator was a civilian, not a member of the armed forces. The point that I am making is that it is difficult, with the data that we have available, to provide an overall and comprehensive report.

However, against the background that I have set out, I have been pressing my Department hard to produce the most accurate information possible. That work is still in hand. It is complex, and given the seriousness of the subject, we must be thorough, but the initial trends suggest that incidents of sexual offences in the armed forces are declining. That work needs time to mature; it will not be finished tomorrow night. I therefore say in all seriousness to the hon. Lady, before she beats her well trodden path to the Table Office, that it would be helpful if she could allow us to evolve that work. In return, I give her a sincere assurance that as the work matures, I will write to her to update her on its progress, and of course, in accordance with convention, I will then place a copy of that letter in the Library of the House.

If hon. Members consult the annual reports published by the Service Complaints Commissioner, they will see that the total number of complaints about sexual harassment has fallen year on year since 2008. That is reflected in the most recent armed forces continuous attitude survey, which shows a recent decrease in the number of respondents who believe that they have been subject to discrimination, harassment or bullying.

For the avoidance of doubt, let me say that of course even one occurrence is too many, but it is vital that the reputations of the massive majority of our outstanding servicemen and women are not tarnished by the actions of a few. None the less, my Department will continue to be proactive in raising awareness of the standards of behaviour that we expect and in tackling offences across the whole spectrum. I am pleased to report that positive steps are being taken across the services. I shall choose one example from each.

The Army’s Speak Out campaign informs Army personnel of the bullying, harassment and discrimination helpline. The Army has established that confidential helpline to allow service personnel who believe that they may be victims of that to report it. The Army also has a poster campaign that targets sexual offenders and reassures victims. We have consulted local authorities that are leaders in that field, and the hon. Member for Bridgend was shown some examples of that work when she came to visit me in the Ministry of Defence.

The RAF has in place mandatory equality and diversity training, designed with the Chartered Institute of Personnel and Development, and is planning to conduct a sexual harassment survey in mid-2013. The Royal Navy police have conducted an internal communications campaign aimed at raising awareness of sexual offending. Reducing sexual offending also features as an area of priority in the RNP’s annual strategic assessment.

Further to impress on the Department the importance that I attach to this issue, I have convened a meeting of the provost marshals of the three single services to discuss how best we can continue to ensure that these offences are recorded, investigated and then thoroughly pursued. In essence, I will speak to the head of each of the three service police forces so that we can discuss this in detail.

In addition, I spoke yesterday on precisely this issue to the principal personnel officers for the three services: the Second Sea Lord, in the case of the Royal Navy; the Adjutant-General, in the case of the Army; and the Air Member for Personnel, in the case of the Royal Air Force. It is very clear that we are all of the same mind—that this kind of behaviour is unacceptable and must be challenged head-on. I will be discussing this issue further with the three principal personnel officers in the near future.

As I said at the outset, I believe that the hon. Lady and, I hope, other hon. Members who have participated in this debate accept that my Department takes the issues under discussion very seriously. The hon. Lady should be in no doubt: we are not complacent and we are taking steps to expose and eradicate behaviour that has no place in an institution with such an outstanding heritage and reputation.

The right hon. Member for West Dunbartonshire—sorry, I mean the hon. Lady; it is only a matter of time—asked whether we had considered the possibility of empowering a body such as the Independent Police Complaints Commission, or an equivalent, to take a role in overseeing the work of the service police. As she may be aware, there is already a protocol, which has been signed by the three provost marshals, which says that if one of those police services needs to be investigated, in the first instance one of the other service police forces will conduct that investigation, in the way that one civilian Home Office police force might be asked to investigate another if there is a serious matter to be looked into. That protocol, as I understand it, is already in existence and in operation.

The hon. Lady’s question was whether we would go further and ask the IPCC to have an overall role. That is a slightly complex question, and I will explain why. Let us say that it was to be given that responsibility. As I understand it, under current legislation the IPCC has no remit in Germany, so if, for instance, it was asked to investigate the work of one of the service police forces there, it would not, at the moment, have the power to do that. The point I am making is that it is not an absolutely straightforward choice. However, I can tell the hon. Lady that work is under way to consider that possibility. No decisions have yet been taken, but giving the IPCC such a role is something that we are in the middle of considering at the moment, although we have not yet reached a conclusion, partly for some of the reasons that I have just given. I hope that that deals with her question.

As I have said, changes will be made this month—in fact, they have already been made—to give the Service Complaints Commissioner better oversight of delays in handling complaints and their causes. That will also give those who approach her, I hope, even greater confidence that she can have a positive impact. The single services have put in place a number of measures both to deter potential offenders and to encourage victims to speak out. I will get the chance to judge the impact of that for myself as I talk to our servicemen and women up and down the country and overseas. In my role as the Minister for defence personnel, welfare and veterans, I try to travel as much as I can, practically, to visit our servicemen and women, and that will be something that I will have my ears open for.

Specifically on sexual offences, we will continue to provide the right training and resources to those who investigate and prosecute these abhorrent crimes and best support those who have been subjected to them. We ask an awful lot of our servicemen and women. We expect them to adhere to the highest standards of conduct and operational effectiveness. In return, whether they are in Aldershot or Afghanistan, they are entitled to a service justice system that provides consistent and fair access to justice for both offender and victim and a complaints process that is fast, effective and efficient. They deserve nothing less, and we are doing our best to deliver it.

Member for Portsmouth North (Penny Mordaunt) in which she outlined the importance of not deploying individuals back to units where perhaps perpetrators of offences are still serving. I endorse that call, and I am sure that the Minister will have heard that request. The hon. Lady also made an excellent point in relation to the support for families of victims. I welcome also her call for an ombudsman.

The hon. Member for Cheltenham (Martin Horwood) also called for an ombudsman. In addition, he called for recognition of the importance of support for victims. One of the things that I have heard repeatedly from people who felt that they had been victims was that there was no support in their units from their chain of command. If what had happened to them had happened in the civilian system, they would have received such support. I agree that the investigative process needs to be examined by an ombudsman, which he also called for.

The hon. Member for Beckenham (Bob Stewart) spoke with great insight and personal experience of operating within the chain of command, but I feel that operating within it does not necessarily mean that he has heard some of the tragic stories that have come my way over the past few months and weeks. I welcome his endorsement of the Special Investigation Branch. It is an excellent branch of the military, but the problem for many of the victims has been that they never got that far: their attempts to bring forward their experience as a victim never reached either the military police or the Special Investigation Branch. They were squashed earlier in the chain of command by threats and intimidation and did not take their complaint and experience further.

The hon. Member for Chippenham (Duncan Hames) talked of the social isolation of those who speak out, delays in the process and hearings behind closed doors. He called for increased confidence in the system and faith in the justice system, which we all endorse. He, too, called for an ombudsman.

I was particularly pleased to hear my hon. Friend the Member for West Dunbartonshire (Gemma Doyle) mention the problems that the National Association for the Care and Resettlement of Offenders highlighted on openness and transparency, in particular the findings of summary hearings. Such hearings have left people with criminal records; a more serious offence often leads not to a criminal record but merely to a demotion, whereas a minor offence can lead to a criminal record. There needs to be greater understanding in the chain of command of the consequences of the findings of summary hearings.

Finally, I welcome some of the commitments in the Minister’s response. I welcome the fact that the Service Complaints Commissioner will be given additional staff and that she will have access to commanding officers to assist the progress of any complaint that is being delayed. That is an excellent step. I also welcome his commitment on sexual offences. He said that they must be reported to the service police and the Special Investigation Branch. I hope that he will drive that message deep down into the armed forces, because the reputation of everyone in the forces is damaged by one perpetrator. We must drive it out.

I welcome the Minister’s commitment to the provision of new data and the clarification of the data that are out there. Doing such things is absolutely essential to clarify what problems we have and to ensure that they can be indentified and dealt with. I also welcome all the individual initiatives that he outlined for the three forces. We need to ensure that they learn from one other to guarantee that best practice—

To a certain extent, yes.

Many helpful, practical measures are now being introduced as a result—for example, small but important things such as markers denoting veteran status on NHS records.

Following the success of the health needs analysis, the BNTVA and I recently started a new campaign with three objectives. The first is to secure a lasting legacy for these men and their descendants. There is still much to learn about the effects of exposure to radiation and how we can continue to make nuclear energy safe. The second is to secure public recognition from the Prime Minister of our debt to these veterans. That could include recognition through the medal system by adding a clasp to the general service medal. The third is to establish a benevolent fund courtesy of Government, the suggested figure being £25 million. This would support atomic veterans and, more importantly, their descendants, who have also suffered medical setbacks that can be attributed to their fathers’ exposure.

I am very pleased to hear the hon. Gentlemen’s speech and endorse every word he has spoken. I am a member of the group that he has set up and I, too, have been horrified to hear from my constituents about the effects on grandchildren as a result of the tests in which the veterans took part. He is absolutely right: we must not forget the part that those veterans and their families continue to play.

My right hon. Friend is absolutely right about this. In the short time I have been a Defence Minister, I have had the privilege of seeing the work of defence attachés in a number of countries and challenging situations. He can be assured that the Government recognise the importance of defence attachés and defence sections. He can also be assured that they will be at the front and centre of the forthcoming defence engagement strategy, which will be the blueprint for how the Government intend to take forward the extraordinarily important things that the attachés do, and the soft diplomacy in defence deliverables they are able to achieve. They will be absolutely at the front and centre.

Ministry of Defence reports in 2006, 2007, 2009 and 2012 showed that the majority of women in the armed forces were subject to unwarranted sexual harassment. Such harassment creates a climate in which rape and sexual assault can be prevalent; it creates a climate for these things to take place. What steps is the MOD taking to protect women in the armed forces?

We take this issue extremely seriously. I know that the hon. Lady knows a lot about it, and I hope that she will not mind my mentioning to the House that she and I met in my office last week for a little over an hour to talk about it in detail. I have had meetings with the Provost Marshal (Army)—the head of the Royal Military Police—to talk about the issue; he was also present at our meeting. I have also had meetings with people such as the chief constable of the Ministry of Defence police. So we take this issue very seriously. We absolutely do not tolerate any offences of this kind. When any are reported, they will be most thoroughly investigated. As the hon. Lady knows, we have also been running awareness campaigns to encourage servicemen and women who come across any offence of this type to report it immediately, so that appropriate action can be taken.

The RAF tactical medical team provides the only consultant-led, blue-light rescue service across ISAF. It is highly regarded, giving those whom it rescues and treats a 25% greater chance of survival. Will he ensure that at least a basic capability is passed on to the Afghan national security forces, so that they too will have the confidence of knowing that they have rescue services that can support them?

I cannot give the hon. Lady any specific assurances about the form of continuing enablement post-2014, but I can assure her that ISAF commanders are acutely aware of the effect on Afghan morale of having high-quality medical support services available. One issue that will be addressed over the next two years will be how best to deliver that in a way that is sustainable post-2014.

The aim is to provide a head start in life, enabling bereaved service children to obtain higher education qualifications. The education scholarship scheme was launched on 8 April 2011 and, where the criteria are met, provides further education and university scholarships for the children of servicemen and women who died while serving in Her Majesty’s armed forces.

My departmental responsibilities are to ensure that our country is properly defended, now and in the future, through delivery of the military tasks for which the MOD is mandated. My first priority is and will remain the success of the operation in Afghanistan. The Ministry of Defence has also embarked on a major project of transformation to ensure the behavioural change needed to maintain the budget in balance and deliver the equipment programme, so that our armed forces can be confident of being properly equipped and trained. With many of the most difficult decisions needed to put our defences on a sustainable basis having been taken, and with the benefit of a balanced budget to build on, we now need to focus on the future, and in particular on building the trust and confidence of the people who make up defence.

Small and medium enterprises such as Aircraft Maintenance Support Services in my Bridgend constituency provide invaluable support and enablement to combat troops. They send their employees out to ensure that equipment is available for troops to use outside the bases. Does the Secretary of State agree that we owe a huge debt of thanks to those private sector companies that ensure that our troops are appropriately equipped to take part in active service?

I absolutely agree. I always make the point clearly that there are three legs to our defence: the armed forces, regular and reserve; the civilians who support them; and the contractors—the hundreds of thousands of people working in the defence and defence support industries who provide and maintain equipment so that our troops can do their job.

The Afghans are developing capabilities such as counter-intelligence, but they are still, at this stage, heavily dependent on ISAF support for technical advice and technical enablement. The strategic plan envisages that that support will continue for another two years as we draw down from the combat role.

The attack on Camp Bastion showed a new level of sophistication and skill on behalf of the Taliban. May we have an assurance that there will be close monitoring of Taliban infiltration of our security forces, so that access to uniforms, for example, is protected in order to prevent this sort of attack from taking place in the future?

The attack was a sophisticated one, but I have to say to the hon. Lady that it is not that difficult for someone to cut through a fence and attack what is on the other side of it when they have absolutely no intention of getting out alive. Most of the sophisticated operations that we are involved in are based on protecting our own forces. All these people clearly expected to die; there was clearly no plan for extracting them after the attack.

On the question of uniforms, I believe that the people involved in the attack on Friday night were wearing US army uniforms. It is probably fanciful to suggest that we can create a situation whereby US army uniforms or a passable imitation of them are not fairly freely available.

I am not entirely sure that my right hon. Friend did give that assurance, but no doubt the hon. Gentleman can discuss that with him. The decisions were made by the Army itself—by generals looking carefully at future recruiting patterns—and I am sure that they will keep the matter under constant review as well.

I understand that Pay As You Dine was introduced at the request of members of the armed forces under the last Administration. Although not universally popular, it does mean that people pay less for food that they often did not eat under the old system.

Wales has an excellent reputation for recruiting into the Army, and the loss of the 2nd Battalion The Royal Welsh has come as a huge blow there. What steps will the Minister take to ensure that Welsh men and women who wish to join Welsh regiments will continue to do so following the loss of the 2nd Battalion?

As I have said, I think that everyone regrets the loss of the 2nd Battalion The Royal Regiment of Wales, but Welsh men and women do join the armed forces. Welsh men join the Welsh Guards; they join all the corps, and so forth. I spent 15 years in the Army until I was kicked out, and I think that it still provides a very attractive career for any young man or woman.

No, it is not. It remains our intention to locate an infantry brigade in Scotland. As the right hon. and learned Gentleman will see when he looks at the brochure that the Army has produced, which is being circulated to Members, such brigades will be multi-role.

I want to tackle the right hon. and learned Gentleman on his point about capability. He questions whether a 20% reduction can possibly lead to no reduction in capability. The SDSR was already predicated on a reduction to a trained regular strength of 94,000. The challenge that the Army has taken on board is how to manage a reduction of a further 12,000 with the minimum impact on the outputs that it delivers. It has done that by using the intelligent approach of the “whole force” concept, with reservists and contractors playing a significantly larger role. The General Staff assures me that they can deliver the outputs required under the SDSR with that construct, and I believe them.

The House is well aware that this is a dangerous moment. This country will now have the capacity to fight only in coalition, with expeditionary forces, no enduring capacity and no surge capacity. How can the Secretary of State be sure that the people of Wales, and those of England and Scotland, will be willing to take part in the reserve forces? How can he be sure that employers will be willing to free their people for the reserve forces, and how can we be sure that this country will be able to defend itself with such a high level of reserves, which we have no assurance will actually be in place?

More rubbish from the Opposition, I am afraid, and that from Members whose Government systematically under-equipped our forces and cancelled training for our reservists. We have the fourth largest defence budget in the world. The hon. Lady asks me why I think we will be able to recruit reservists. The first reason is that we will guarantee them the training, kit, uniforms and equipment that they never had under the last Government. It is simply rubbish to say that we will have no surge capacity and no enduring capacity. I have just set out how the construct that the Army has put together will deliver us the ability to deploy a brigade-sized formation on an enduring operation indefinitely.

The Minister is making various assumptions, which is not unusual for him. That note says precisely what I am saying today, which is that we need to shoot down this erroneous myth that has been put about by this Government. If he wants more evidence on this, he should read the National Audit Office “Major Projects Report 2009”. It says of the defence budget:

“The size of the gap is highly sensitive to the budget growth assumptions used. If the Defence budget remained constant in real terms, and using the Department’s forecast for defence inflation of 2.7 per cent, the gap would now be £6 billion over the ten years. If, as is possible given the general economic position, there was no increase in the defence budget in cash terms over the same ten year period, the gap would rise to £36 billion.”

Even the NAO did not reach the £38 billion figure, therefore. I acknowledge that the figure it gives is £2 billion out and this Government seem to think such sums are unimportant, but I have just quoted from the NAO report. That is possibly where Conservative central office first got the figure of £36 billion, but there is a big difference between £36 billion and £38 billion. The £36 billion is based on an assumption of a flat-cash budget over the next 10 years and every single item in the equipment budget being maintained, when everyone who has ever been involved in MOD matters knows that things come into the equipment budget and things fall out of the equipment budget.

The Defence Committee was advised in one of its briefings that the projected figure of £38 billion included a roll-forward of all items on wish lists—not things for which contracts had been let, but items the MOD had expressed a possible interest in purchasing for the future. This was, we were told, the equivalent of an individual becoming bankrupt because they fancied buying a Ferrari but never actually bought one.

I thank my hon. Friend for that. Let me quote from the evidence given to the Select Committee by the former Secretary of State. In response to a question from a Member, he said:

“There is a huge ability to reduce a very large proportion of that. My guess is that of that £38 billion we are talking of something like £8 billion to £9 billion, and that is a ballpark figure.”

During that evidence session, he gave a commitment to the Select Committee Chair that he would write giving details of how he arrived at that figure, but he did not. The Committee was still waiting for that information when the report was produced, but it did not appear. I heard one of the Government Front Benchers scoff when I said that certain things move in and out of budget, but they clearly do. My hon. Friend the Member for Bridgend (Mrs Moon) is right: the Government racked up everything in the programme over a 10-year period and assumed that it would all be delivered. That is similar to the argument used about pension black holes, the assumption being that all the money is paid out, today. That is not the way the defence procurement budget is structured.

I, like my hon. Friend the Member for North Durham (Mr Jones), look at some of the defence reforms—I use the word “reforms” very loosely—and have to question the decisions that were made, including whether they were in the best interests of the defence and security of the United Kingdom, or in the best interests of the Treasury-driven agenda to cut spending.

Chief among my concerns is the scrapping of the Nimrod MRA4, which has denied us the ability to protect our nuclear deterrent and offshore oil and gas platforms properly; to gather intelligence of threats developing way beyond our coastline such as in the high north; to respond adequately to offshore emergencies; and to contribute to international efforts against terrorism and piracy.

The Government assumption that we can do without maritime capability until 2020, with the replacement of the MRA4 not being commissioned prior to 2015 and an average commissioning period of five years, is nonsensical. We lost not just Nimrod, but the individuals with the skills that need to be nurtured in the area; and they are not just skills that we need to retain in design, building, flying and the analysis of electronic intelligence data, but skills that we cannot afford to see fleeing the country for work abroad, as is happening now.

The loss of the Harriers—sold for spare parts, we were told—was based on the short-sighted assumption that we can do without planes to fly from our carriers. Ministers insisted that it was a good deal for the British taxpayer, but as one US rear admiral said:

“We’re taking advantage of all the money the Brits have spent on them. It’s like we are buying a car with 15,000 miles on it.”

We are losing our prestige overseas, and we should not underestimate how we have gone from being a respected player on the international stage to being, in many quarters, pitied for what we have lost and can no longer do.

We have been well accustomed to the problems of defence procurement and the conspiracy of optimism that has led to delayed and expensive procurement decisions, but the Ministry of Defence is in great danger of falling into the same trap with its plans for Future Force 2020. The plan seems simple—rebalancing the armed forces to increase the number of reservists, thereby saving money but gaining the benefits of the skills and experience that reservists can bring. I have to say that there is a shocking naivety in this plan. Members of our armed forces are tough, resilient people who welcome the challenges thrown at them, but I fear that reducing their numbers to 82,000 will mean that we face overstretch, burn-out and a loss of capacity, skills and capability.

As part of Future Force 2020, a threat is hanging over many regiments, including the Queen’s Dragoon Guards. That is deeply unsettling. I make no pretence about the difficulty of the decision to be made, but the amalgamation of any Welsh regiments will be a bitter pill to swallow, especially given the Prime Minister’s speech in the Welsh Assembly this time last year, when he said:

“While speaking about the part that Wales has played in our past and present, I want to put on record…here…my gratitude to the brave Welsh regiments. From the trenches of northern France to the mountains of South Korea, they have fought and died in defence of our nation and values. Today, in Afghanistan, they continue to serve with courage and distinction, and I pay tribute to them. For them, and for all the people of Wales, I will always be an advocate of this country and everything that it has to offer.”

My hon. Friend makes a very powerful point in reading that quote. She knows just how angry people in Wales are about the uncertainty facing the Queen’s Dragoon Guards. Does she therefore welcome the Welsh Affairs Committee’s decision to carry out an urgent inquiry into this matter, and does she think it important that we get the chance to question Defence Ministers in person?

I certainly do think it is very important that the Welsh Affairs Committee looks into the issue, but it needs particularly to consider the most important part of it—the potential future of all three major Welsh regiments. It is also right that Defence Ministers should be available to answer questions. In Wales, the sons, daughters, brothers, sisters and families of our regiments are deeply distressed at the potential loss of one of the regiments.

Defence reform risks becoming defence vandalism—destroying trust, reputations, capability, capacity and skills that are urgently needed to protect our country in these uncertain times. We in Wales take this extremely seriously, because we risk losing important regiments that make important contributions to the defence of the UK. It is the equivalent of leaving all the windows and doors in one’s house open to potential burglars and going up to bed. However, it is not a burglar who I fear coming into the house that is the UK; it is a murderer, who will murder us in our beds because we have failed to put in place the protections that we need.

Thank you, Mr Gray. I very much appreciate your comments. I sometimes wonder what my father would think about my chairing the RAF group. During the second world war he served in the merchant navy, and when he left at the end of the war, he entered the Royal Naval Reserve—interestingly, he too was a lieutenant commander. I remember that all family occasions would end up with my father and my two uncles—Uncle Joseph who served in the RAF, and Uncle John who served in the Army—arguing over which branch of the armed forces had made the most important contribution. They would constantly poke each other and tell each other that they belonged to the senior service, and I remember that well as a major aspect of my childhood. Although I do not fit the bill for someone who comes from a traditional military family, the armed forces played a major part in my childhood. When I came to the House that led me to take an ongoing interest in the work of the Defence Committee and the all-party group on the armed forces.

When I attend events that relate to the armed forces in my constituency, there is clearly a widely held assumption that those who have an interest in the armed forces belong to two different branches—older veterans and families with members who are currently serving. We see those as two distinct groups and tend to forget about the reservists and the Territorial Army, as well as the cadets, many of whom are often planning a career in the armed forces. In fact, people who have served in the armed forces are all around us. When someone leaves the armed forces they retain the ethos that they gained during their service, which often remains relevant in the work that they do and the way they view their life and service to their community. To challenge the assumption that people in the armed forces are either elderly veterans or those currently serving, to celebrate the fact that former armed forces personnel are all around us, and hopefully to mark Armed Forces day in a new way, for the past two years I have organised in Parliament an exhibition called “Standing Next to You.”

I know that you, Mr Gray, took part in that exhibition last year and sent us an amazing photograph of an extremely youthful James Gray during his time in the military. The exhibition is designed to highlight the former armed forces personnel working in Parliament. They work in many different branches of Parliament. Each contributor provides a photograph of themselves when they were serving, a current photograph and a short biography. Contributors have come forward from both Houses and across departments, including Doorkeepers, Officers and Committee Clerks, and all with a story to tell. I hope that the exhibition will serve as a fitting recognition of the ongoing contribution and commitment that former armed forces personnel make just in the very small, localised community of the Houses of Parliament. This year’s exhibition will be staged in the Royal Gallery from Monday 25 June. I encourage everyone to come along and see for themselves how many former service personnel are around us in Parliament.

We are discussing Armed Forces day, so it is appropriate that this week is carers week. Armed Forces day is not just about those currently serving or even veterans. It is also about their families and the major contribution that they make to the effectiveness of our armed forces. We must not forget that the families are often on the front line of dealing with the absence of a loved one while they are on active service but also with the consequences of that service when they return home. Sadly, some of those family members will become carers, dealing with the impact of physical injuries but also the mental scars that active service can leave. Carers UK uses carers week to highlight the impact of caring: 83% of carers report that caring has had a negative impact on their physical health and 87% report a negative impact on their mental health. Military families are no different. In fact, military families and the requirements of the military led the way in the development of mental health services in this country. We often forget that. It was the need to help people to recover from their experiences in the trenches during the first world war that led us to begin to discover ways of dealing with people with mental health problems and helping them to recover their mental health. The Royal Marines have done excellent work in the development of TRiM—trauma risk management—which has also been important in highlighting the people who are beginning to find their service difficult and has helped them to find their way back to recovery.

The number of people in these circumstances is difficult to quantify. American studies show that one third of Vietnam veterans needed psychological care and that one in five soldiers suffered combat-induced psychological problems post-Iraq. Our regimental system seems to help people to avoid suffering the same high levels of post-traumatic stress. Regiments help to provide comradeship and support. However, after almost a decade and a half of war in the Balkans, Iraq and Afghanistan, we have to be aware that the number of traumatised and psychologically damaged military and ex-military personnel will grow.

Combat Stress reports an increase in referrals of 66% over the past six years. The most common diagnosis is post-traumatic stress disorder. Interestingly, an analysis of its referrals clearly shows that the common time lag between someone finishing their service and seeking help is, on average, over 14 years. When I was in the United States looking at the work being done there on post-traumatic stress disorder, one of the interesting issues raised was how many in the States are reservists. As we move towards Future Force 2020 and increasing numbers of reservists, whom we will be moving towards the front line, we must consider how we will deal with people suffering post-traumatic stress—how we will provide support to them. That is a step that we have to take. We must plan for it now—we have to be prepared.

Although the services available to help veterans have improved by leaps and bounds, it is important that we do not forget about the toll on their families and the help and support that they might need. I, too, want to refer back to last week’s debate on the Floor of the House about mental health. It was shocking to hear the figures showing the lack of support for people suffering mental health problems in the community. With the potential time lag of 14 years between someone finishing their service and seeking help, we must ensure that veterans can access services after 14 years, when perhaps they do not have the same access to services as those who are currently serving in the military.

It is also vital that we do more to encourage veterans who are reluctant to seek help to come forward. The hon. Member for Plymouth, Sutton and Devonport (Oliver Colvile) gave the example of someone coming forward 28 years after the Falklands conflict. That is unacceptable: we must ensure that people feel able to come forward much sooner. Many out there are suffering in silence while their lives and those of their close family members disintegrate.

We will also need to tackle compassion fatigue, ensuring that funding for psychological services does not fall away as memories and identification with a conflict fade. It is possible that in 10 or 20 years’ time, we will see a rise in the number of veterans seeking help. By that point, we will have withdrawn from Afghanistan and the armed forces may not have the profile that they have today.

We must ensure that Afghanistan does not become something associated solely with the Army. Let us not forget that large numbers of personnel from the Royal Navy, the RAF and the Royal Marines are also serving in Afghanistan. There are also large numbers of reservists in Afghanistan. There are also large numbers of people working for private sector defence companies. They, too, are seeing and experiencing trauma. Those are all people who may well in the future need our help and support.

As I draw my speech to a close, I want to mention the impending decision on the future of certain regiments and the impact that that will have on veterans of those regiments, the serving soldiers and their families. Last week, I met veterans of the Queen’s Dragoon Guards who had come to Westminster to lobby Ministers on the future of their regiment. The fear is that Wales’s only armoured regiment will be lost simply because it is considered to be that regiment’s turn or it will be a victim of politicking with regard to the proposed referendum on independence for Scotland.

People’s link with their regiment is very important. They see their regiment as their extended family. I appreciate the difficulty that the Ministry of Defence has with the downsizing of the Army, but the proposed cut is not just about numbers and our ability to engage in future operations. It is about the individuals who have invested part of their lives in regiments that face amalgamation and those returning from Afghanistan who may be facing an uncertain future. That is devastating for them and their families. Those left behind when someone is on service overseas have a difficult enough time as it is, but to be facing an uncertain future at a time of great economic difficulty is doubly hard. Losing one’s Army job ultimately means losing one’s home and community. If those cuts are to be made in the Army, it is especially important that careful consideration is given to the families, who will also feel that impact.

Armed Forces day and particularly the military covenant serve as useful vehicles for keeping the needs of our armed forces personnel high on the agenda. They are certainly high on the agenda in this place. I am pleased to say that I will be attending the welcome home later today of the 20th Armoured Brigade. Those who serve this country need to know that the House is not interested in them only in times of service during conflict. It is an ongoing interest and an ongoing commitment. Armed Forces day is a way of demonstrating that throughout the country.

I am happy to give the hon. Gentleman an answer on that score. We have been working hard on those plans; indeed, I spoke to my French counterpart earlier this month about exactly that. Of course the French are particularly concerned about the great war, as it was fought over their soil, so we are working with them. My hon. Friend the Member for South West Wiltshire (Dr Murrison), as the Prime Minister’s representative, is going around the Commonwealth and the allied nations to see how we should mark the anniversary in two years’ time. There are no surviving service personnel from the first world war, but its memory is deeply etched in our regimental traditions and in the psyche of Britain and other nations. It is important that we commemorate—not celebrate—the first world war with the right level of remembrance, that we understand the awfulness of it and the impact it had on 20th century history, and that we educate the young people of this country to understand what it was about and the effects it had. I assure the hon. Gentleman that we are taking the matter seriously, not least because people such as him will harass us if we do not.

Armed Forces day is a celebration of the unique contribution that committed servicemen and women continue to make to the nation. It has become a valuable occasion in the last few years, although this year marks only the fourth Armed Forces day. The first time such a format was adopted was in 2006, when Veterans day was initiated—I am not sure whether the hon. Member for Halton (Derek Twigg) was responsible for that. The day sought to raise the public profile of veterans and the support available for that diverse community. There was a series of events throughout the country, including one at the Imperial War museum. The following year, an event in Birmingham included a parade of standards, and Blackpool had its turn in 2008. However, it was thought that more could be done, because Veterans day did not seem to reflect the fact that current service personnel were deployed in the most demanding area of conflict. The previous Administration commissioned an inquiry into the national recognition of our armed forces that led to measures to highlight the contribution of all those who serve and have served in the armed forces. One measure was to expand Veterans day to a more inclusive Armed Forces day, and the strap line “Show your support” was printed on flags that were flown on all Government buildings and town halls on 25 June 2009. A national event took place in the Historic Dockyard in Chatham the following day. Members of the reserve forces were invited to wear their uniform to work, as will be the case next week, and former service personnel were encouraged to wear a veterans’ badge. In addition, local communities held their own Armed Forces day events. The Yorkshire Regiment marched through Stockton and received the freedom of the borough.

In 2010, the celebrations took place on 26 June with the national event being hosted by Cardiff. That built on the success of the previous year, with some 260,000 fans being recorded on a dedicated Facebook page and Armed Forces day getting almost 1,300 followers on Twitter. The fly-the-flag initiative continued to expand and, once again, wearing uniform to work was encouraged. That year more than 170 registered events were held to mark the occasion throughout the country.

In 2011, Armed Forces day was hosted in Edinburgh. There were some 1 million followers on Facebook. I am not a devotee of either Facebook or Twitter—I see the shock on the faces of several hon. Members—but I do vaguely know what they are. As a matter of interest, some 72 celebrity supporters provided messages and videos of support for the Armed Forces day website, which had more than 41,000 visits on the day and more than 142,000 page views.

As we have heard, Plymouth, a city with a rich military history, will be acting as host city on 30 June. Activities are planned up and down the country for schools, cadet forces and veterans’ organisations. Uniform-to-work day is planned for 27 June, which will highlight once again the vital contribution our reservists make to the armed forces. Naturally, the armed forces themselves will be taking part in Plymouth and elsewhere. Once again, this will be an opportunity to celebrate their vital and wide-ranging contribution to our nation.

Armed Forces day allows communities to come together and plan their own events to show their support. Sometimes they are social occasions in a village hall or a community centre, or they can be something involving “Star Wars”—I am not sure what that is exactly. Other Members also look slightly puzzled, but we shall see in a couple of weeks. An occasion does not always have to be formal, with service personnel in uniform, for it to be successful. I know that service personnel welcome the personal tribute as a sign of appreciation. On this day, they want to be shown that they are special because of the work that they do.

Of course, our armed forces are busy on operations in Afghanistan and elsewhere. They will form a notable presence to support a number of diamond jubilee events as part of Her Majesty the Queen’s regional tours. Their support during the Olympic games will be an important defence task this summer, and we are contributing a large number of personnel—mostly regulars, but some reservists—to provide support to the police, and other civil and Olympic authorities.

The hon. Member for Bridgend (Mrs Moon) talked about the reorganisation of the Army but, if she will forgive me, I will not go into the details of that because a decision is yet to be made and it would therefore be inappropriate for me to speculate about what the announcement might contain. I genuinely do not know what it will say about individual units, and I think that we all understand the importance that individual units can have, particularly in local traditions.

The very basis of the armed forces covenant is to remove any disadvantage incurred as a result of service. It acknowledges that the armed forces community is entitled to recognition for the unique contribution it makes on behalf of this country.

A few things that I shall now discuss were mentioned by Opposition Members. We are working on a defence discount scheme to help to provide special offers and discounts to members of the armed forces when purchasing goods and services, and I will update the House on the scheme shortly. In addition, many businesses provide concessions to servicemen and ex-service personnel. The “tickets for troops” initiative allows service personnel and their families to attend sporting fixtures and film premieres free of charge. The covenant sets out the principle that those who serve or have served in the armed forces, as well as their families, should face no disadvantage compared with other citizens regarding the provision of public and commercial services, and that special consideration is appropriate in some cases, especially for those people who have given the most, such as the injured and the bereaved.

The interim annual report on the armed forces covenant, which was published last year, was written in conjunction with our key partner charities, the families federations, other Departments and the devolved Administrations, all of which are members of the covenant reference group. The report highlighted progress across a range of areas and identified work still to be done. Such work has to evolve, because times and conditions change.

My hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile) made a good speech in which he raised several issues related to the covenant, particularly schooling. We are determined that when service personnel move around the country or come back from abroad, their family members will not be disadvantaged in schools, and that is specifically written into the covenant. That involves co-operation with teachers and schools, although we do not necessarily want the heavy hand of the state banging down on a primary head teacher who is struggling with a lot of other problems. We are determined that children and families should not be disadvantaged because of service elsewhere.

My hon. Friend also mentioned the pupil premium. The idea of the premium, which we introduced, is to compensate for movement. There are other ways in which we will support the children of service personnel who have been killed in combat, so I am not sure that the pupil premium is the right way forward on that point. There are, for instance, scholarships for the children of those who have been killed in service.

My hon. Friend talked about reservists’ mental health, and I can assure him that we are very concerned about that because if reservists disappear back into the general population, it is more difficult to get hold of them. He also mentioned employment. Not all, but most people who leave the armed forces are very employable, and I would encourage any employer to look favourably on them because I think that they would find that they, not just the person they took on, would gain from that.

Discrimination has been mentioned, and I was delighted to hear Labour Members describing Lord Ashcroft as an exemplar that they wish to follow, because it is fair to say that that has not always been the case over the past few years. For 18 years, I had the privilege of being proud to wear Her Majesty’s uniform. There was discrimination, but one was proud to wear one’s uniform, although, as I have mentioned, one tended not to wear it out of barracks. I recall going to a club called Joe Bananas in the Wan Chai area of Hong Kong—I see one or two Opposition Members with guilty faces; they have obviously been there as well—and there was a sign that I think said “No troops”. It was just down the road from the royal naval base, HMS Tamar. I and my two colleagues—all of us company commanders—remonstrated with the very large bouncer on the door about that, and he let us in. Such signs are not that different from others that were put up in windows in the past, which we have now outlawed.

I am glad that attitudes are now rather better—not that I have been to Joe Bananas in the past 25 years—but they are not perfect. The covenant tackles genuine problems that have been raised. I am rather sceptical about whether legislation is needed, but I am happy to talk about it. The sort of discrimination that has often hit the headlines has been, for instance, “Officer training course banned from freshers fair at university”, or “Uniform forbidden in student unions”—or indeed in schools, because some teachers object to it. Perhaps the hon. Member for West Dunbartonshire (Gemma Doyle) will pass on to the right hon. Member for East Renfrewshire (Mr Murphy) that I seem to remember National Union of Students motions about getting troops out of Northern Ireland. Such motions were pretty unfriendly to the armed forces, so I am glad that that attitude has changed—[Interruption.] The right hon. Member for East Renfrewshire was a president of the NUS, as I am sure the hon. Lady remembers. We need to be careful before we create more work for lawyers. We need to consider whether the best way forward is to introduce legislation, or whether we need to work further on attitudes, although they have changed dramatically over the past few years, as we have heard.

The right hon. Gentleman referred to the troops out of Northern Ireland campaign—I remember it well—but we have an ongoing problem with differentiation. We had it with Iraq. Many people were unhappy about the involvement of our armed forces there, just as there were people who were unhappy with our forces being in Northern Ireland, but it was not the armed forces they objected to, but our political decisions. We must be careful to differentiate between the political decisions that lead the armed forces to carry through our wishes, and the armed forces themselves. These are attacks not on the forces but on the political decisions, and I hope that the right hon. Gentleman does not object to my making that differentiation.

The hon. Lady is absolutely right. That is the right differentiation, and it is particularly true for Afghanistan. Polls show that a large proportion of the population perhaps opposes our involvement in Afghanistan, yet at the same time supports our troops there. That is an important distinction. There has been a change in attitude because, if we go back 30 years, that was not the case in Northern Ireland. Our troops there took a lot of individual abuse—I know that to be the case. The hon. Lady is right to raise this important distinction, and I applaud that. It is not our soldiers’ fault that they are in Afghanistan; it is because they are following the will of the Government and of Parliament.

It is important to recognise that we as a Government cannot do everything. The hon. Member for Stockton North talked about the community covenant. The covenant was launched by my right hon. Friend the Prime Minister last year in Oxfordshire and is hugely popular. There are now some 50 community covenants, with another 50 pending, and I will be at Westminster council next week to witness the signing of the covenant there. Covenants are voluntary statements of mutual support between a civilian community and the local armed forces community, in the form of a written pledge. Usually, such local partnerships are made between the armed forces in an area and the local authority, being joined by local businesses, organisations, charities and other public bodies. I understand that the lord mayor of Plymouth will, on behalf of the city council, sign the area’s community covenant during the national event.

To turn to redundancy and pensions, may I say that making members of the armed forces redundant is not anything that we as a Government or I as an individual would wish to do? The redundancy terms are actually quite good. The hon. Member for Strangford mentioned the 18-year period. Soldiers normally have to serve for 22 years before they qualify for an immediate pension, but the redundancy scheme has reduced that by four years so that after 18 years of service, those selected for redundancy can qualify for an immediate pension. That will enable many individuals to receive an immediate income for which they would otherwise not have qualified. I am afraid that there always has to be a cut-off date. We have shifted it by four years, as I understand it, but unfortunately there has to be a cut-off date at some time.

The problem, as I have said, is that there always has to be a cut-off. We have shifted the date by four years—that was done by the services—which is a sensible allowance. Otherwise, we would have to allow everybody to serve up to the qualifying period. Redundancy is not something we wish to do. We are faced with a very difficult situation—I will not make any partisan points—and we cannot afford the level of defence spending that we had. Regrettably, we therefore have had to instigate redundancies, but I should say that the redundancy terms are pretty good. More than two thirds of those in the armed forces who are being made redundant are doing so voluntarily because they can see that such good terms will allow them to pursue another career. Everybody has to pursue another career in the long term, even me—I had to come into Parliament because I needed a job. Everybody has to leave the armed forces at some stage.

The hon. Member for West Dunbartonshire asked about other vacancies in the armed forces. I would be grateful if she would table a parliamentary question about that so that I can give a specific answer with the assistance of my excellent civil servants. I will need to write to her about the issue she raised about the guarantee of employment that we give to reservists. I promise her that it is not our intention to disadvantage reservists in any way; if that is the case, we will make sure that we do not do it.

May I say how much I appreciated—I do not often say this—the point made by the hon. Member for Stalybridge and Hyde (Jonathan Reynolds) about valued national institutions? This is one I think a great many people believe in. I would still recommend a career in the armed forces to anybody. My son, who is 15, surprised me recently by saying that he wanted to join the Army—his mother said, “Over my dead body,” but we shall see. This is something that we should encourage.

Youngsters in cadet forces in my constituency who were planning careers in the armed forces have raised with me the uncertainty that they feel. They particularly feel uncertainty in relation to the RAF, in which I take a particular interest. A number of youngsters were days away from completing their training when they were made redundant. We have to ensure that this round of redundancies, particularly those involving youngsters who have lost early commissions, does not leave young people who are about to enter the armed forces with the feeling that they might not be able to have a lasting career and complete the service that they so wish to offer their country.

The hon. Lady speaks with passion. Each individual case can be a matter of great pain for the individual concerned, so I entirely take her view. The problem is that if we are reducing the armed forces—frankly, that is not what we want to do, but we are compelled and constrained so to do—there will be fewer opportunities, so some people, I regret to say, will have to be made redundant or will not be given the job that they would wish to do.

Nevertheless, I still maintain that joining the armed forces is an excellent career and I wish everybody the best opportunity. It is true that a lot of people who wish to get into the armed forces now cannot do so, whereas not so long ago, when the economic situation was more buoyant, we were frankly a bit short of recruits. In many ways, although it is unfortunate for those who cannot get in, we are in a fortunate position in that we can pick and choose more than before. As I said earlier, it is important that people can learn valuable things, such as attitudes, values and skills.

The hon. Member for Stalybridge and Hyde mentioned replacement medals. If he would like to grab me, I will be happy to talk that through with him. He raises an issue, but it is one with two sides, as most issues are.

Our armed forces want and deserve to be valued. Not everybody in the armed forces is perfect, but they do an excellent job on our behalf. They do not want to be patronised. Most of them are high-quality individuals who can make their way in life, and they do not want to be talked down to; they want to be given opportunities, not to be discriminated against, and to carry on their lives in the best possible way. They deserve our support and recognition because of their outstanding contribution to this country. They make personal sacrifices to defend the United Kingdom and its interests, and they contribute to international peace and security.

A wide range of support and advice is already available from the Government, ex-service organisation charities and the voluntary sector. We are unwavering in our commitment to ensure that our armed forces and their families are not disadvantaged by service, and we will continue to raise awareness of the role of the armed forces in society. I urge all hon. Members and all members of society to show their support on Armed Forces day and to make it the success that service personnel, their families and ex-service personnel so richly deserve.

I might observe that those people all have one thing in common that might make them slightly partial in this debate. I find it extraordinary that anyone can stand up in this House after 65 years of nuclear-armed peace and say that a strategic deterrent does not make people safer. The possession of a strategic nuclear deterrent has ensured this country’s safety. It ensured that we saw off the threat in the cold war and it will ensure our security in the future.

The French Government release figures showing every aspect of their deterrent budget, from infrastructure studies, research and development, tests and operations to procurement and equipment, by both year and multi-year spend. As we move towards the final decision in 2016, can we have a guarantee that the same figures will be released by our Government so that the British public can see the total that is spent on deterrents?

The hon. Lady has a touching confidence in the figures released by another Government. We will release as much information as we can, bearing in mind two things: the overriding need for security and the overriding need to maintain sufficient commercial space to get the best possible deal for the taxpayer when we negotiate these contracts.
