To ask Her Majesty’s Government what action they will take to ensure that both the Greek and Turkish Cypriot communities will be involved in Cyprus’s presidency of the European Union in the second half of 2012.

My Lords, as the noble Lord may be aware, President Christofias has publicly stated that he would like to achieve a settlement before Cyprus’s presidency of the European Union, and it is the United Kingdom’s hope that this is achieved to the benefit of all Cypriots. In such circumstances, both the Greek Cypriot and Turkish Cypriot communities will be part of Cyprus’s EU presidency.

My Lords, the United Kingdom is, thankfully, one of the guarantor powers for Cyprus, and we are in an ideal position to bring sensible people together from all sides in an attempt to ensure that the presidency of the European Union, over which Cyprus will preside from July of next year, brings credit to all members and all people in Cyprus. Will the noble Lord contemplate thinking about how to ensure that the two sides do joint planning, and that the venues for the six-month presidency are shared so that all can participate in this enterprise?

This would clearly be the ideal objective, and at the moment many people are working hard on it, including HM Government. Of course Alexander Downer is playing his role as adviser and mediator; and there was the meeting with the UN Secretary-General about a fortnight ago in which there was—I am advised to say—some progress but no breakthrough. So it was not totally negative, but obviously there is a long way to go. The next meeting is in January and we hope that there will be a further basis of agreement after that, as we move towards the kind of solution that many of us have sought and longed for for so long.

My Lords, what steps have the Government taken to remind all parties in Cyprus and around Cyprus that the dispute over the exclusive economic zone is one that should be dealt with by peaceful dialogue, not by menaces and threats? Have the British Government made known the view that the 1960 Treaty of Guarantee gives absolutely no right of unilateral intervention in a matter of this sort?

This is an extremely sensitive issue. As the noble Lord knows, the whole problem of the Levant basin and the discoveries of offshore gas in considerable quantities are relevant to a number of nations in the area. Like all parties to the UN Convention on the Law of the Sea, we recognise Cyprus’s sovereign rights to exploit mineral reserves within its exclusive economic zone, and we call on all parties to cease from inflammatory actions or statements. In particular we welcome President Christofias’s statement that any gas revenues that emerge—and they will emerge —will be for the benefit of all Cypriots, even in the absence of a settlement. We hope that a mechanism can be found to ensure that all Cypriots share in the proceeds of gas finds and developments in the Levant basin.

My Lords, is the Minister aware that the present Government do not represent the whole of the island? Having joined the EU in 2004, Cyprus has six Members of the European Parliament, none of whom is a Turkish Cypriot. Does he agree that the fact that the benefits of EU membership six years on do not apply to the citizens of north Cyprus—Turkish Cypriots—is, in the words of one MEP, an ongoing scandal?

This is the kind of asymmetric situation that is bound to have arisen from the lack of a settlement and the fact that the north is not recognised as a separate state by this country and by many other countries, except Turkey. That is the problem. Somewhere in the future lies a better and happier relationship in which the bi-zonal federal solution for Cyprus is achieved and the whole of Cyprus is represented in the European Union. Somewhere beyond that, perhaps even a satisfactory Turkish relationship with the European Union will also be achieved.

My Lords, will the Minister expand a little on the question of potential Turkish accession to the EU? Can he give any prospect of success, given the position that Cyprus is taking?

We have always recognised, as I am sure the noble Lord has, that these things are intimately bound up together; and there are dangers. Certainly Turkey has stated that it would freeze further negotiations over the EU unless progress is really made on the Cyprus situation generally and unless issues such as oil and gas and the undersea boundaries can be resolved. So there is always a fragility and a danger that the negotiations between Turkey and the EU will be halted. They have been prolonged for a very long time already, and I am afraid that there are still a number of issues ahead. These things are at risk from the ugly division of Cyprus.

My Lords, increasingly there are doubts about Greece’s membership of the European Union, and especially of the eurozone. Did the same doubts apply to bringing Greek Cypriots into the European Union before there was a settlement with the Turkish Cypriots?

I did not quite catch the full extent of the noble Lord’s question. The aim of all of the processes in which we are involved, with the UN and Alexander Downer, is to create a bi-zonal federation that would be part of the European Union and would have the benefits, conditions and status of full membership of the European Union for a united Cyprus. I hope that that answers the noble Lord’s question.

My Lords, is this not a case where we should remember that once we are in a hole, we should stop digging? Is it not time that our Government stopped digging a hole in terms of a lack of settlement in Cyprus? Was the lack of settlement not brought forward because Nikos Sampson and EOKA-B overthrew the regime of Archbishop Makarios? Why do we still pander to the Greek Cypriots and virtually ignore the Turkish Cypriots in this problem?

I honestly do not think that pander is the right word. We want to see a resolution of the problem. We are all aware of the history—the bitterness and the feelings of unfairness and injustice on both sides. We are all aware that Turkey is a major and responsible nation and would like to seek outside, as would no doubt the Greeks, to see the north and south of Cyprus united. There is no question of pandering; it is a question of working very hard to overcome bitter past differences and difficulties.

My Lords, we are discussing the Kenyan military intervention in Somalia with many of our partners, including the EU and other organisations. The UK supports Kenyan action so long as it is undertaken in co-ordination with the Transitional Federal Government, and so long as it complies with international law. We will work with Kenya, the TFG, the EU and other organisations, such as the Intergovernmental Authority on Development, to ensure that any action does not impede humanitarian operations and is consolidated by stabilisation and the development of credible, accountable governance structures.

My Lords, I thank the Minister for his Answer. Will the Minister join me in regretting the under-reporting of what is a rapidly developing crisis that threatens to escalate into a major military conflict with consequences, as the Minister has said, that inflict further tragedy on the people of Somalia, many thousands of whom are starving and urgently need humanitarian aid? Is it not likely that this Kenyan incursion will perversely bolster support for al-Shabaab and that it will carry out vengeful reprisals in Kenya and beyond? When US drones based on a remote airfield in Ethiopia are flying over the area and the French navy has been active to the south of Kismayo, can the Minister give a clear assurance that Her Majesty’s Government do not intend to undertake a similar involvement and instead will work for a diplomatic rather than a military response?

I totally agree with the noble Baroness, Lady Kinnock, about under-reporting. It is extraordinary how little coverage there has been of a very serious situation affecting the Indian Ocean nations of the coast of east Africa. As for vengeful retaliation, I am afraid that revenge is one of the currencies of the area. The Kenyan military operation is of course a response to the invasions into Kenya by al-Shabaab and other forces, and it is important to note that it is an attempt undertaken with the support of the TFG in Mogadishu, to bring some order and control to the situation. We have to face the reality that revenge operations may take place but there has to be a firm attempt to bring order and a better kind of control, at least to the border area between Kenya and Somalia. As to the noble Baroness’s last question, we support the Kenyan action on the conditions that I have clearly made: that it is important to ensure full compliance and that it is a legal operation under Article 51 of the UN charter.

My Lords, has the Minister seen the reports of 4 November from the United Nations that the number of Somali refugees fleeing war and drought to the Dadaab refugee complex in Kenya has increased to a staggering 463,000 people, making it the largest refugee camp in the world? Catastrophically, the numbers are growing daily. Has he also seen the reports from Médecins Sans Frontières that it can take up to 40 days for a food card to be issued to refugees, including children, which is leading to levels of malnutrition and illness growing considerably in the camp?

I have seen some but not all of the reports. We have also seen reports that there appears to be pressure to reject refugees and to run down the numbers in that location. We have urged the Kenyan authorities to continue allowing refugees in from Somalia. We recognise Kenya's huge generosity in hosting refugees, which it has done over many years, and we will continue to support these efforts in the coming months. We certainly urge Kenya not to forcibly return Somali refugees over the border. There are obviously major aspects of administration and provision, to which the noble Lord rightly alluded. We will continue to help with what is an enormous imposition and burden on Kenya at this difficult time.

My Lords, do I understand from what my noble friend said that the Government consider that Article 51 confers an unrestricted right of self-defence under the charter against aggression by a non-state actor? Or does my noble friend rather consider that if a resolution comes before the Security Council we should attempt to impose some restrictions on the extent to which Kenyan troops may occupy large areas of Somalia, and that they should be circumscribed in a similar manner to that which applied to the NATO invasion of Libya?

It has not yet come before the United Nations, and there is strong evidence at the United Nations that an interest in the matter is not encouraged. Indeed, there are indications that if a resolution were pressed it might lead to further validation in precisely the opposite direction to the one that the noble Lord indicated. Of course, Article 51 does not permit unrestricted self-defence; it requires a real sense of challenge to national security and that the necessary defence should be proportionate. That is very important. That is what the Kenyan authorities will need to establish to satisfy our criteria for support.

My Lords, should not a key factor in our response be that a friendly Commonwealth country, Kenya, has been subject to intense provocation from the failed state on its borders, which has harmed its financial interests in terms of tourism as well as the major humanitarian matter? Is it not also a factor that the stability of the area might be increased if we were to encourage Commonwealth countries to move towards the recognition of the only stable part of Somalia; namely, Somaliland, the former British protectorate, which wants to join the Commonwealth?

The noble Lord is absolutely right about the challenge to Kenya. We all bear in mind the stories of the hideous kidnappings that have taken place, including the revolting story of the pirates or kidnappers who abducted a disabled lady and refused her drugs until she died. It is a repulsive story. He is absolutely right that there are grievous pressures on Kenya and indeed on all Indian Ocean and African states to do something. Co-operation between states—between Mogadishu and Nairobi in this case—must be a sensible starting point for action. As to the recognition of Somaliland, the problem is that this is not a country recognised by anybody in the international community. It would be a one-off development. We take the view that Somaliland should decide its own relationship with Somalia. We work very closely with it. Its administration is good, in contrast to that of the rest of Somalia, and we support it. However, we do not think that fracturing the area and recognising a single state individually would help matters. It might hinder them.

My Lords, my right honourable friend the Foreign and Commonwealth Secretary issued a statement on 10 October expressing his profound concern over the violence in Cairo on 9 October. He urged all Egyptians to,

“refrain from violence and support the Egyptian Prime Minister’s call for calm”,

and “all sides” to,

“engage in dialogue. The freedom of religious belief … needs to be protected … The ability to worship in peace is a vital component of any … democratic society”.

I thank my noble friend for his thoughtful and comprehensive reply. I hope he will agree that Egypt is to be commended on its successful application of the rule of law to former President Mubarak, who is currently being prosecuted for ordering the killing of protesters in the January revolution. While Her Majesty’s Government would not wish to interfere in Egypt’s internal affairs, is the Minister satisfied that a military investigation into military actions on 9 October will also result in the successful application of the rule of law to those who ordered the killing of peaceful Coptic protesters?

There is no room for satisfaction either in our own minds or, as I understand it, in the minds of the Egyptian Government. A government commission has been appointed to examine the situation, but on 12 October my right honourable friend had a detailed conversation with Mr Amr, the Egyptian Foreign Minister, during which he urged him most strongly to establish the facts and, in the words of the Egyptians, to see what went wrong. There are several different versions of what occurred, but the clear result is that many people died. This kind of violence is completely unacceptable. As my noble friend will know, we have a very close dialogue with Egypt at the moment. We are involved in a helpful and supportive way—not interfering but encouraging and supporting the de-escalation of the situation, the restoration of law and order, the call for civilians not to be tried in military courts and the removal of the state of emergency. The dialogue and the pressure are there, and I believe that the Egyptian Government realise that this kind of appalling event will greatly damage their future and must on all accounts be prevented and avoided.

My Lords, is the Minister aware of reports that judges in some Egyptian courts are refusing to accept evidence from Copts? Does he know if there is any truth in such reports? If he is not aware of them, would he be kind enough to make inquiries and write to me?

Assessing the truth of these reports is difficult, but one proposition that we have offered in support of the situation in Egypt is that civilians should not be tried in military courts. That is not quite the point that the noble Baroness made, but it is related. As for the question about their judgments, I will make further inquiries and see if I can illuminate my answer.

Would the Minister agree that part of the underlying problem in the situation that we have seen unfolding recently is a prolonged failure on the part of the security forces to guarantee the safety of Christian personnel and property, not only in the Aswan province in recent months but over a longer period? It seems clear to many of us that this is bringing Muslims and Christians in Egypt together in great distress and anxiety about the dismantling of a long history of fruitful co-operation and coexistence in the country. As we have been reminded, a commission of inquiry has been promised by the Egyptian Administration. I hope that Her Majesty’s Government will continue to press contacts within that Government, not only on the objectivity and proper distance of that inquiry from the military establishment, but also for consideration in such an inquiry of the record of the security forces over this period.

We are all grateful to the most reverend Primate for his insights. He is absolutely right about the long history of these pressures and difficulties, as well as the recent evidence of a rising tone of extremism in the clashes that have occurred. I can only reassure him that the dialogue is continuous and the pressure is on in my right honourable friend’s discussions with the Egyptian authorities. The understanding is established that this must be a clear and full inquiry into what really happened; that the control and policy of the security forces must be even-handed; and that there must be work towards a unified law. That means equal rights for all faiths and religions in the matters of building mosques and churches, and in the security forces protecting them from violence. The most reverend Primate is absolutely right: these are the aims that we will continue to pursue with great vigour.

My Lords, will the Minister return to the question that the noble Baroness, Lady Berridge, put to him earlier about these events at Maspero, where this terrible massacre occurred? Specifically, would he answer her point about the nature of the inquiry to be conducted? Would he agree that, contrary to some of the reports that suggested that this was a clash between equals, these civilians were gunned down, were unarmed, and were run over by vehicles all of which were owned by the Egyptian army? How can it be right that the army should now carry out the inquiry?

This is a perfectly serious and valid query and I recognise the interest of the noble Lord. We will pursue the matter of the nature of the inquiry. There is a swirl of different versions of what occurred. The propositions of some were that the army was not officially authorised to act, that it was supplied with blank bullets and that the shooting took place when other parties intervened. Others say exactly as the noble Lord has said. One has to get to the bottom of what occurred, and we will press very hard for the Egyptian authorities to do that. Certainly, the present situation has too many unreliable versions to be regarded as satisfactory. More truth must come out.

My Lords, would my noble friend accept that there is no advantage to be gained by the military and the Islamists, the Muslim Brotherhood, getting together against Egypt’s Christian communities? Would he reflect on news reports that the military is now seeking to delay the presidential election until after a constituent assembly has been formed, perhaps pushing that back as far as late 2013? The best method of preserving Egypt’s diversity under the rule of law is for an early transition to democratic rule.

The Egyptian Foreign Minister, Mr Amr, told my right honourable friend that the lower house elections would go ahead in November and the presidential elections would be next year, possibly next summer. I agree totally with my noble friend that it is in nobody’s interests for these elections to be further delayed. We have made it absolutely clear to the Egyptian Ministers and authorities that the sooner we get forward with the sequence of the return to full democracy the better, and early presidential elections are very much part of that.

My Lords, we have a virtually insoluble dilemma about Britain in any sense directly addressing the question of rights on behalf of the Coptic Christians. The revolution is fairly recent, but let us look ahead to the reconstruction of Egypt, whether it is in relation to its infrastructure, investment, social policy, tourism or anything else. Is it not reasonable to visualise, as we have done with a number of countries, that the dialogue with Egypt—which would have to be carried out under the European Union because it cannot be accused of imperialism in the same sense as Britain can, but that is arguable—would have to include a wide range of social and religious freedoms and human rights questions? Would it be more useful for the British Government to help stimulate discussion fairly soon about the forum for dialogue so that the whole of Egyptian public opinion can be brought on board as part of that dialogue?

I think I see what the noble Lord is getting at. Certainly our support and help—I repeat, not interference with the affairs of the Egyptian nation—is geared to that kind of development. We are backing non-governmental organisations that are promoting think tanks and discussion groups to try to widen the political diversity, to support the role of women in the political process and to develop a number of other activities to support the evolution of sensible, balanced party politics. This is what we are seeking to do in addition to substantial aid through the Arab Partnership in various other social areas. The general thrust is, I think, in line with what the noble Lord was saying.

My Lords, the persecution of Coptic Christians did not begin with the revolution. Can the noble Lord say that he will press for inquiries into unlawful killings that took place before the revolution—quite possibly at the same hands as those that took place after—to be pursued?

The noble Lord is quite right. Echoing what was said a moment ago, I say that this goes back into history and is, in a sense, not a new problem, although it assumed a horrific newness or novelty in the rise of extremist attacks and the involvement in an extreme way of the Salafists and other movements, in this case against the Christian and Coptic communities. We believe strongly that freedom of belief and worship by all faiths should be protected in every possible way. The need for inquiry into both past misdemeanours and past violence in order to understand the roots of the present violence is indeed extremely important.

My Lords, we believe that the Commonwealth Heads of Government meeting in Perth, Australia, could and should be a significant moment for the future of the Commonwealth. The modernisation of the Commonwealth, based on Heads of Government agreeing the Eminent Persons Group core recommendations, is our priority. A reinvigorated Commonwealth with increased trade and investment flows is good for all its members and can help uplift prosperity levels for all its 2 billion citizens.

I thank my noble friend for that positive response and I am sure we all wish the Commonwealth Heads of Government a successful conference at the end of the month. My noble friend will be aware that the UK Government have led the way in the polio eradication programme and that earlier this year the Prime Minister announced a doubling of the funding for it, which will lead to an additional 45 million children being vaccinated over the next two years. Can my noble friend confirm that, while he is in Australia, polio eradication will be on the agenda and that he and his colleagues will encourage other Governments, notably the Australians, to be similarly generous in their approach?

I can confirm that that will be on the agenda and that the Australian Government, the hosts for this Heads of Government meeting, have taken a lead in proposing it. It will certainly gain discussion and, I hope, intensive development and improvement at the CHOGM.

My Lords, with 100 days to go, the noble Lord said that he thought it would be a vital meeting for the relaunch of the Commonwealth, and with 50 days to go, on 9 September, he said that it would be a “defining moment” for the Commonwealth with “bold and vital decisions”. Can the noble Lord be somewhat more specific today? What are the two most important decisions that could be taken and how confident is he that the preparatory work means that they will see the light of day?

I certainly could be a lot more specific if I had more time because an enormous number of important objectives will be pursued. Among them, as I have already indicated, we are keen that the upholding of the Commonwealth core values of human rights, good governance, the rule of law, democracy and parliamentary development should be pushed very hard indeed, and that new machinery may be needed in the Commonwealth to do that. I do not guarantee that all these things will be accepted exactly as they are proposed by the Eminent Persons Group or the Commonwealth Ministerial Action Group, which is proposing similar ideas, but these matters will be pushed extremely hard and are a very high priority for Her Majesty’s Government.

Does my noble friend agree with the Commonwealth Eminent Persons Group, which I understand shares the view that the current failings of the Commonwealth Secretariat are the result of long-term underinvestment over many years, and that one of the ways forward is to enable it, through better funding, to recruit more capable and perhaps well recognised staff to undertake the functions better? In that context, can my noble friend tell us whether the Government will endorse the report of the Eminent Persons Group and support the range of essential recommendations? He has already mentioned human rights, but there are many other important issues, particularly the publishing of the group’s report.

My noble friend is right. There are 106 recommendations in the EPG report and many more in the Commonwealth Ministerial Action Group report. There are funding implications for the Secretariat and for the machinery of the Commonwealth, and we are looking at those very carefully. We will have to evaluate them and decide what we can do, given the inevitable limits of resources. One also has to remember that a large part of the Commonwealth is both bilateral between Commonwealth countries and, even more important, separate from government. The unique nature of the Commonwealth is its huge latticework of professional, business, scientific, medical and judicial relationships that exist in no other multinational organisation. Those, too, will need to be developed and encouraged.

My Lords, does the noble Lord agree that bilateral relations between India and Pakistan have been frozen into almost Cold War attitudes ever since those nations came into being? Would the Perth meeting not be a very good opportunity for getting them to thaw out a little?

One naturally hopes and, indeed, urges that the Commonwealth can provide an envelope in which to resolve tensions of that kind between countries which, although fellow members of the Commonwealth, may have very different agendas—indeed, even hostility to each other—but that issue is obviously between the two countries concerned. Their highest representatives will be at Perth; I hope that they can get together at that and other opportunities to resolve the problems that face those two great nations.

My Lords, the Perth CHOGM may be make or break for the Commonwealth, which is currently marking time. Two key tests are the strengthening of the Secretariat—are the Government prepared to fund the Secretariat more generously?—and human rights. Will the proposed commissioner be independent of the Commonwealth Governments and not beholden to them as the European High Commissioner for Human Rights is to European Governments?

Yes; these matters are yet to be decided, but the recommendation is that he or she should be independent. I do not agree with the noble Lord that this is make or break; there are huge forces at work which are creating demand for the kind of network which the Commonwealth produces today, both at governmental and non-governmental level, and that will go ahead regardless of what final decisions are taken between Governments. When we are dealing with a global network of this kind, Governments cannot always decide everything by their own writ, so the great forces at work mean that the Commonwealth is a very necessary network for the 21st century. I would even go as far as to say that if it did not exist it would have to be invented. I have already acknowledged that there are funding implications; we will look at these carefully. Not everything is solved by more and more secretariats and central organisation, as we well know from our European Union experience, but funds will certainly be needed to make this whole programme go forward successfully.

Will the Minister accept from me first-hand, as I have just come back from Australia, that it is very much looking forward to the meeting, largely because its people all love the Queen very much, and her role as Head of the Commonwealth is particularly important? My noble friend is absolutely right that the position of Her Majesty at the Head of the Commonwealth is an immensely valuable binding force and, in the dark days of the past when the Commonwealth was grossly undervalued and its potential ignored, it was Her Majesty who kept the lights burning for the Commonwealth. Of course, Australia sees this as a huge opportunity to assert its rising role in the world and its key position in the Indian and Pacific Oceans, which are becoming the centres of great consumer markets of the future and the centres of our future prosperity.

My Lords, our ambassador in Rangoon regularly raises our human rights concerns about Burma's ethnic people, most recently on 19 and 20 September, with the Ministers responsible for border affairs, agriculture and irrigation, home affairs, and labour and social welfare, and with the President's office. He urged the Government to start a genuine dialogue towards national reconciliation and to address accountability for past and current human rights abuses. Foreign and Commonwealth Office officials made the same points to the Burmese ambassador in July.

I am most grateful to the noble Lord for his reply. Does he agree that some recent developments deserve a cautious welcome, such as more meaningful dialogue between Aung San Suu Kyi and the Burmese Government; the announcement of the release of more than 6,000 prisoners, some of whom may be political prisoners; and the decision to suspend the construction of the Myitsone dam in Kachin state? However, does he also agree that serious concerns remain over military offensives against the Kachin and Shan peoples, many tens of thousands of whom have fled for their lives and are now hiding in conditions of terrible deprivation in the jungle? Will Her Majesty's Government raise with the Burmese Government concerns over these military offensives and can the Minister say what help can be given to those who have been forcibly displaced?

I agree that there have been recent developments that we should welcome. We are encouraged by the steps taken by the Burmese Government, including dialogue with Aung San Suu Kyi and the creating of greater space for political debate. We also welcome news of the release of 206 prisoners so far—that is the number we have a record of—and we look forward to seeing news of further releases and progress on other important issues.

As to the other concerns that the noble Baroness rightly raised, we agree that there are grounds for very serious worry over conflict in the ethnic regions, including in Shan, Kachin and Karen states. We will continue to raise these issues with the Burmese Government and press for an immediate end to hostilities and for the start of a genuine process to build long-term peace. The Department for International Development has agreed funding that will reach displaced Kachin people. UK aid is reaching people in all ethnic states, including Shan and Kachin. Most is delivered through nationwide programmes for health, education, rural livelihood and civil society. DfID also provides cross-border aid where that is the only way to reach vulnerable people, including £1.5 million a year for Burmese refugees in Thailand. As for forcibly displaced people, we are getting strong wording into the upcoming UN resolution on that matter.

Does my noble friend think that the Burmese Army’s military offensive against the Kachin armed opposition was because of their obstruction of the Myitsone dam project? Since the indefinite suspension of that project was announced last month, does he think that there is scope for the UN to respond to the appeal by the Kachin independence organisation for help in stopping the conflict and achieving national reconciliation?

Yes, I do think that there is scope. We are striving at this moment. As my noble friend knows, there is an upcoming annual resolution by the third committee which will survey the whole human rights scene in Burma. We are putting forward very strong texts to be included in that resolution to meet precisely the points that my noble friend has mentioned. As for the decision to suspend the Myitsone dam project, it is important that the Burmese Government listen to the needs and interests of their people in deciding the future of this project. We note that Aung San Suu Kyi supported the President’s decision to suspend the construction during her meeting with the Burmese minister of labour on 30 September. We welcome this further stage of dialogue and urge the Burmese Government to ensure that it continues.

My Lords, I, too, thank the noble Lord, Lord Howell, for his Answer to the original Question. Of course we take comfort from the fact that there have been some releases, some of them of political prisoners, but presumably the Government are aware that there have been many occasions previously when the Burmese Government have made token releases of prisoners. Can the Minister give some assurance about the confidence that can be derived from this being a rather more successful long-term process?

The right reverend Prelate is absolutely right. Of course this is in a sense just a beginning, an opening. There have been abuses, and a long history of political imprisonment which is totally unacceptable. We are again trying to put all these points into the strong text in the UN third committee resolution and we shall press them very hard indeed.

Does the Minister agree that, notwithstanding these tentative and welcome steps, there are still 2,000 political prisoners in Burma, some who have been sentenced to 65 years in prison? Given that some 40 per cent of Burma is comprised of ethnic minorities, has he had a chance to consider the impact of the talks with Aung San Suu Kyi and the regime on those minorities, not least because of the recent reports from the Shan state by Amnesty International that troops are using innocent civilians as human shields and minesweepers and are using systematic rape, including the rape of a 14 year-old girl?

These are deeply worrying developments, and although we welcome the release of these initial prisoners, there remains a great deal to be done. The noble Lord’s comments indicate what challenges there are and where we have to seek major changes and major improvements. We are currently working to secure the toughest possible resolution at the UN General Assembly which we hope will repeat calls for Burma to release all political prisoners and to start working towards national reconciliation in a nation that is obviously deeply divided and riven by ethnic problems of all kinds. As the noble Lord knows, a famous book by Martin Smith on Burma’s ethnic problems reminded us of that long ago. There are many problems ahead.

Does the Minister agree that the very limited prisoner release announced by the regime in Burma yesterday is merely cosmetic? Is it not clear that the Government are in fact a legalised dictatorship and that they are undertaking action in an effort to get sanctions lifted, not to advance democracy in Burma? Will the Minister give an assurance that the UK will strongly oppose any relaxation of European Union sanctions, especially when there is clear evidence that, as the Minister said, the regime has increased the use of torture, rape and other unspeakable abuses against ethnic nationalities in Burma?

I can give an assurance that we will not review or dilute the sanctions yet, and indeed it is the view of Aung San Suu Kyi and others that we should not do so. The noble Baroness is absolutely right about that. I would take a slightly different tone from that which the noble Baroness uses in her comments. It is, of course, only the beginning. There is a horrific past, and horrific atrocities, to be accounted for, and people held to account for them. There are many problems ahead. However, this is a step that Aung San Suu Kyi herself recognises could lead to a more constructive dialogue with the Burmese Government. We should not do anything to discourage it at this stage, while keeping an eye open that there are many more difficult problems ahead.

My Lords, the Government have no specific plans to mark the United Nations International Year for People of African Descent. However, we strongly support its aims to combat racial discrimination, xenophobia and racial intolerance. The Government remain fully committed to tackling all forms of racism, both domestically and internationally. A recent examination by the United Nations Committee on the Elimination of Racial Discrimination highlighted the solid progress we continue to make on fighting racism.

I thank the Minister for his reply. Since 1959, the UN has designated 53 international years in order to draw attention to major issues and to encourage international action to address concerns which have global importance and ramifications. Will the Minister say how many of those years have been ignored in the UK?

The UN declaration said that the international year must become a milestone in the ongoing campaign to advance the rights of people of African descent. It deserves to be accompanied by activities that fire the imagination, enhance our understanding of the situation of people of African descent and act as a catalyst for real and positive change in their daily lives. One of the complaints of the disaffected youth in this country is the claim that there is a lack of respect afforded to them. The Government’s desire for community cohesion could have been greatly enhanced if they at least paid some attention to the year. Is this the way in which the ethnic minorities, especially those of African descent, can expect the Government to deal with the years that are dedicated specially to their service?

My Lords, there is a great deal of wisdom in much of what the noble Baroness, Lady Howells, has said. However, it is not right to say that the Government have ignored these matters. On the contrary, there has been massive, continuous and growing commitment to these issues. The only matter here is whether it is a practice in this country to recognise all the various UN days marking many issues over the years. That is not our practice, although we fully recognise all the aims behind these things and work at the United Nations to further the activities of the UN in all these fields. I would not for a moment dispute the analysis or the line of thinking that is in the noble Baroness’s question, but merely not marking these days in this country is not in any way connected to a lack of very strong commitment to all these causes.

My Lords, as your Lordships will know, the NHS benefited enormously from a great number of people of African heritage, particularly in the early days. Would it not be a good idea to use this occasion to celebrate this in some way and partly thereby contribute to improving the morale in the NHS?

My Lords, October is black history month, which reminds us of the many Afro-Caribbean war veterans who fought for king and country and happily stayed on to help rebuild Britain after the war. British adverts in the Caribbean, which implied that the streets here were paved with gold, encouraged people to come and do the same. Faced with terrible racism and rejection, those people established the Notting Hill carnival to celebrate their culture. It is now the largest carnival in Europe and brings in vast tourism revenue, but I believe that the carnival is now endangered. Can the Government assure the House that they will support and encourage, and try to find ways to celebrate, the contribution of Afro-Caribbean people to this country, giving hope to black youngsters who often feel excluded from our history?

We should constantly see ways of re-emphasising out gratitude and the value that the various communities contribute. As to the Notting Hill carnival, I must confess that I had a lot of things covered in my brief today, but the Notting Hill carnival was not one of them. Personally, I have always thought that it was a terrific show. The carnival went wrong once or twice, but over the years there has been considerable improvement in the way that it is managed and organised. Frankly, my personal view is: long may it last, continue and flourish.

My Lords, given our colonial history and the distinct contribution that people of African descent have made to our country, is this not an opportunity in educational terms to develop the policy that you have articulated to enable role models to be clearly exemplified, perhaps in the production of DVDs or literature, to nurture in our schools a respect for those who have come here and are part of our story?

My Lords, is it not rather sad that, on the previous occasion when international recognition was given to the situation of people of African descent, it was in connection with the abolition of slavery, where people of African descent appeared to be the passive victims of an historic process? Does not my noble friend’s excellent Question suggest a more positive way of looking at the role of black people in history?

Yes, and I am happy to report that slavery is covered in my brief this morning. To make it absolutely clear, because there should not be any doubt this, we deplore the human suffering caused by slavery and the slave trade and its consequences for many communities around the world. More than deploring it, our focus should be, and is, on working to address the historical legacy of the slave trade and educating future generations on the evils of slavery. I agree with the noble Lord that all opportunities should be taken to bring that message home very strongly indeed.

My Lords, the Government’s Strategy for the Abolition of the Death Penalty was indeed launched in October 2010. We have made considerable progress and today the updated strategy has been laid in Parliament and published on the Foreign and Commonwealth Office website. We have raised the issue of the death penalty at all levels bilaterally and through the European Union, including in specific cases of British nationals and others. We continue to fund a range of projects, including in China, Nigeria and the Middle East as well as in Commonwealth countries in the Caribbean and Africa.

I thank the Minister for that positive reply and for the excellent efforts that the Government are making on this subject. Can he confirm that 21 out of 58 Commonwealth countries are still using the death penalty and that there are over 11,000 people on death row in the Commonwealth? Does he expect any progress to be made at the Commonwealth Heads of Government Meeting in Perth this month on raising the question of abolition or, failing that, the question of minimum standards, so that people are not condemned to death without a fair trial?

I am grateful to the noble Baroness for chairing the All-Party Group and for her thanks. I have to be realistic about the prospective pattern at the Commonwealth Heads of Government Meeting in Perth. It is going to be difficult to get this issue on to the agenda and it would be silly to pretend otherwise. HMG’s focus is going to be on pressing for the introduction of a commissioner for democracy, the rule of law and human rights, as recommended by the Eminent Persons Group and supported by a number of Commonwealth countries, as a force who would be in a good position to promote this cause. If I promised anything more than that, I would be misleading the noble Baroness.

My Lords, I declare an interest as representing a number of people on death row in Trinidad and Tobago. Is the Minister aware of the Government of that country’s attempt to amend the constitution to reintroduce hanging earlier this year and of the concerns expressed by Amnesty International? What steps are this Government taking to monitor any deterioration in human rights in Trinidad and Tobago since the declaration of the state of emergency in August 2010?

My Lords, Trinidad and Tobago has just been through the UN universal periodic review process, looking at human rights across the board. It has also announced the abolition of the death penalty for felony murders, although that does not meet the problem that my noble friend rightly raised. The United Kingdom raised the issue of the death penalty during that UN review process. I observe that the debate over the death penalty in Trinidad and Tobago is closely linked to problems of serious crime and a related state of emergency, as my noble friend indicated. The UK has seconded a criminal justice adviser to work alongside the Trinidad and Tobago Government. That is all I can tell my noble friend at the moment.

My Lords, one of the most repellent aspects of this issue is when the death penalty is used against young people under the age of 18. The Minister spoke of progress in his initial answer. Can he tell us whether any progress has been made in respect of approaches to Iran over its use of the death penalty for crimes of a so-called moral nature, particularly for young women under the age of 18?

I must confess to the noble Baroness that I find it difficult almost to find the words to express my disgust and contempt at the news coming out of Iran, in this case relating to the execution not of a young girl but of a young boy. I was appalled to hear of that execution, which was conducted in the most revolting way. He was subjected to the worst form of execution—suspension and strangulation—in front of a public crowd. The president of Iran has said that Iran does not execute children under the age of 18, but that appears to be contradicted by that horrific event, which contravenes the international obligations to which Iran has signed up. We have of course raised this case with the Iranian authorities and will work extremely hard to secure a strong resolution on human rights in Iran at the UN, which will include language on the use of the death penalty in Iran. However, I feel that the words that I am uttering are hardly adequate to express the horror that we all feel.

My Lords, I was grateful for the Written Ministerial Statement that we received today from the Government on the death penalty. Will the Government also give particular attention to the death penalty being used in Iran in cases of blasphemy and apostasy? I bear in mind the case of Youcef Nadarkhani, the Iranian pastor who faces execution for failing to renounce his Christian faith.

The right reverend Prelate is quite right to raise this case. We are deeply concerned for the fate of Pastor Nadarkhani. In a statement on 28 September, my right honourable friend the Foreign Secretary deplored reports that the pastor was being forced to recant his faith or face the death penalty. Alongside my right honourable friend, I pay tribute to Pastor Nadarkhani’s bravery in the face of such threats. We will continue to work closely with our EU partners to try to ensure that the pastor’s legitimate rights to freedom of religion and belief are met.

My Lords, we are deeply grateful to my noble friend Lady Falkner of Margravine for initiating this debate. It has confirmed once again something that is obvious and known to us already, but I repeat it: the staggering accumulation and store of informed expertise and experience available in this House that can be marshalled and focused upon issues such as the one that we are discussing today. As always, for all of us it has been a fascinating and a learning experience to listen to the views of your Lordships, many of whom have been deeply involved in the practice, assessment and implementation of the issues in building stability overseas and meeting our international aims, interests and obligations. I thank my noble friend Lady Falkner, as we have all done, and all noble Lords who have taken part. I welcome the chance to comment on the Government’s strategy and on the statements that have been made, and to update the House on what the Government are doing to prevent and resolve conflict and promote stability overseas.

The opening sentence of my noble friend’s speech set the tone when she quoted President Kennedy in saying that the great issues of our times internationally are not susceptible to military solutions. There are great warriors around who are always telling us about defence expenditure and, as it were, measuring effectiveness by such expenditure, but that is the wrong measure—it is not the measure that counts any more. In this debate we are dealing with efforts, programmes and resources that are just as important in establishing what might be called “the new defence”. It is not just a question of moral rectitude, but of our national interest. The truth, as many who are sitting in this Chamber now know, is that the texture of international relations has changed beyond recognition in the past decade or so. That was fully recognised by the previous Government, it is recognised by this Government, and recognised perhaps a little more slowly by the media and commentators who tend to go on repeating the shibboleths and mantra of yesterday. However, there is a new world which we must now address and cope with, and develop the instruments to battle with. That is what we have been discussing today.

I announced in this House on 19 July the publication of the Building Stability Overseas Strategy, which was the first integrated cross-government strategy to address conflict issues, building on the work of the previous Government. The strategy took on board the lessons of the Arab spring and sets out three ambitious aims where the Government will concentrate our efforts. The first is early warning, where we will improve our ability to anticipate instability and potential triggers for conflict—a matter which my noble friend Lord Chidgey and many others raised. I will come to that in a little more detail in a moment. The second is rapid crisis prevention and response by taking fast, appropriate and effective action to prevent a crisis or stop it escalating. The third is investing in upstream prevention—again, mentioned by the noble Baroness, Lady Warwick, and many other noble Lords—by helping to build strong, legitimate and robust societies in fragile countries, a phrase about which the noble Lord, Lord Desai, had one to two characteristically acute and somewhat critical comments to make, to which I will also come in a moment. The strategy makes clear how we will try to deliver these aims, across the Foreign and Commonwealth Office, the Department for International Development and the Ministry of Defence, using our diplomatic, development and defence capabilities in an integrated way.

Many of your Lordships have raised the issue of how, being a tri-departmental operation—as it is under the building stability overseas board—this can be properly integrated and co-ordinated. I do not want to sound like an ancient mariner, but I have now been in and out of Whitehall for 41 years and engaged on many occasions, right back to the new style of government in 1970, in wondering whether we should co-ordinate or disperse more, delegate or gather together. It is a sort of cyclical process. The impulse to co-ordinate activities, particularly the impulse to appoint a Minister who is going to be responsible, can often end in tears. The Minister may feel that he is responsible. Somehow all the channels are opened around him or her and, in the end, they co-ordinate nothing.

One has to be a little worldly wise about co-ordination. The programme we have now, bringing together the three departments under the Building Stability Overseas Strategy, drawing on the resources of the Conflict Pool and delegating tasks to excellent organisations such as the stability unit is—we are entitled to say this with a little pride—working experimentally but extremely effectively as we go on into the new international landscape and events such as the Arab spring bring us new lessons and new ways of tackling these problems.

We have announced the substantial extra resources to underpin this strategy. By 2014-15 we will have increased to 30 per cent the proportion of UK official development assistance that supports conflict states and fragile states. The 100 per cent UK-funded Arab Partnership Initiative will expand to £110 million over the next four years, to provide support for political and economic reform in the Middle East and north Africa. The resources of the Conflict Pool, jointly operated by the FCO, MoD and DfID to fund our conflict prevention work, will increase over the spending review period to a total for the period, as one of your Lordships mentioned, of £1.125 billion. Through the Building Stability Overseas Strategy, the Government will prioritise those countries where risks are high, our interests most at stake and where we know we can have an impact. This involves—as your Lordships have emphasised—some difficult decisions about where to focus efforts and there is not always 20:20 vision about exactly how events will develop or what crises will spring up.

I should like to refer to some of your Lordships’ specific comments, which have been very valuable, in the time available. My noble friend Lady Falkner began this debate so well with the quote that I have already mentioned. She urged the stabilisation unit to have a long-term perspective and I totally agree about that. She asked how we decide about really difficult issues, such as Bahrain, where we have seen some deeply concerning developments, particularly the ongoing disturbances; or Syria, where we have tried repeatedly to get an effective resolution through the United Nations. Our latest efforts, as your Lordships know, have been blocked by Russia and China.

We urge the Government of Bahrain to meet all their human rights obligations and to uphold political freedoms, equal access to justice and the rule of law. These do not run contrary to security, but are integral to long-term stability. We believe that dialogue is the best way to bring long-term stability to Bahrain and we encourage the Bahraini authorities and opposition groups to show real leadership by engaging constructively with one another. Whether the latest news from Bahrain indicates some acceptance and realisation of the strong views of Britain and the rest of world I do not know, but one certainly hopes so.

My noble friend Lady Falkner also raised—as did several other speakers, such as the noble Baroness, Lady Kinnock, in her comprehensive comments—the central question of the role of women in building stability overseas, including in Libya and many other areas. The Government have mainstreamed the importance of the role of women in conflict prevention through our national security strategy and our Building Stability Overseas Strategy. I repeat: mainstreamed. Women have a central role in building stability. In line with our national action plan for UN Security Council Resolution 1325 on women, peace and security, we will continue to address violence against women and support women’s role in building peace. I do not think there is any ambiguity about that, barring only the concern we all have about the dangers of stereotyping, which I know many women feel strongly about. Barring only that, the commitment to upgrading and opening up the opportunities for women to play their proper and full role is unambiguous, determined and one that we will support with all possible resources.

The noble Lord, Lord Black, spoke about practical steps towards media and press freedom. These make a great deal of sense, particularly training journalists. I cannot comment precisely at this moment but it is certainly the basis for a good and sensible approach. The noble Lord, Lord McConnell, said we should tackle this area with vigour. I promise him that we are doing that and will continue to do so. The noble Lord, Lord Chidgey, and the noble Baronesses, Lady Warwick and Lady Kinnock, asked about evaluation and monitoring. How do we know that the system works? A lot of money is involved, as the noble Baroness, Lady Warwick, rightly said. Let me put it this way: the strategy is clear, but investments must deliver results while providing value for the UK taxpayer. To ensure this, a new transparent cross-government reporting framework, subject to independent scrutiny, will be implemented to measure and compare the UK’s impact across the regions.

Aspects of our conflict prevention work are being examined by each of the House of Lords Economic Affairs Committee, the National Audit Office and the Independent Commission for Aid Impact. Focusing on upstream prevention is central to the strategy, but, ultimately, establishing the UK’s contribution to conflict prevention relies on counterfactual analysis—examining what level of conflict would have been likely without intervention, which is obviously a very difficult assessment to make. That, I hope, meets the concern about the very proper need for evaluation.

The noble Lord, Lord Hylton, spoke about waters and rivers, a vital and central issue. I have a very long briefing note on the matter which I shall try to impart to him, though possibly not in this debate because I do not want to take all the time available. We understand that the analytical work being undertaken by the South Asia Water Initiative is already yielding benefits by brokering greater information-sharing between riparians on water, development of co-operative research and the development of a Ganga River Basin authority in India. Rivers drying to trickles and causing despair, or turning into raging torrents and causing floods, are obviously a central issue on the international scene.

My noble friend Lord Sheikh spoke with great authority on Nepal, where he has been recently. It was extremely helpful to have his views. As always, he gave support to a cause dear to my heart, which is the immense value of the Commonwealth network in promoting stability overseas and carrying forward all our programmes.

The noble Lord, Lord Desai, to whom I have already referred, made a critical remark about fragile countries. If the criteria are to be the rule of law and respect for property, I can hardly think of a single country where that does not apply, including possibly our own. He knows as I do that judging fragility is fraught with subjective standards and is often governed by, to use the words of Harold Macmillan, “events, dear boy, events” which no one foresaw beforehand.

My noble friend Lord Hussain asked whether we would help in Kashmir. It is our view that this matter must be handled between two great countries, India and Pakistan, and that remains all I have to say on that matter.

I have already mentioned upstream prevention and evaluation in response to the noble Baroness, Lady Warwick, who was quite right that the issue of corruption is central and must receive our full attention.

The noble Lord, Lord Stone, knows that I think that his initiatives and what he has already achieved with his colleagues are quite marvellous. We take the view that the private sector should take the lead in these matters, but with DfID’s support. I shall look again at his latest set of ideas, which I believe are totally constructive and to be supported in every possible and practical way.

I have not covered every point that was raised—there is never time—but I hope that I have responded to as many of the very important observations as has been possible. Since the launch of the BSOS, the Foreign and Commonwealth Office—my own department—DfID and the MoD have been working across government and with NGOs and international partners to implement the strategy. Our actions for weeks and months ahead will include establishing an improved early warning system that can inform early action to help prepare for and prevent conflict; putting in place a new £20 million early action facility to speed up support for emerging crises; supporting multi-year programmes through the Conflict Pool; and engaging bilateral and multilateral partners and NGOs, whose support we must have to make real progress in reducing the risk of conflict globally.

We are committed to drawing in more external expertise and data to challenge, evaluate and strengthen our work. We also look forward to the recommendations from your Lordships’ Economic Affairs Committee inquiry into the economic impact and effectiveness of development aid, and to the forthcoming evaluations of the Conflict Pool by both the National Audit Office and the Independent Commission for Aid Impact. A vital element of delivering the BSOS will be working through the multilateral system, with the European Union, the Commonwealth network, our bilateral partners and civil society in all its multiple manifestations.

At the UN Security Council in September my right honourable friend William Hague emphasised the UK’s commitment to conflict prevention: at one end of the spectrum by supporting local upstream conflict prevention efforts, and at the other end, as a last resort, through coercive measures to prevent conflict. In Libya the United Nations Security Council mustered legitimate diplomatic and military pressure to prevent a regime from waging war against its people, and to deter its members from committing horrific crimes. Swift action prevented a major humanitarian catastrophe and saved thousands of civilian lives.

In Syria, as I have indicated, we believe that a response from the Security Council is overdue. We have been pressing for it, but it has been blocked in the way I have already described. The consequences of an action would weigh heavily on us if we turned a blind eye to killings, abuses and repression.

In the margins of the UN General Assembly a week or two ago, I had a number of bilateral meetings with ministers from states who had been through the most appalling periods of conflict, including Algeria, Iraq, and—further into the past, but still very difficult—Azerbaijan. What struck me was the determination of these states to move on from the past and to deploy economic resources as a way of consolidating peace and stability.

Our European Union partners also have a role to play, and we welcome the Foreign Affairs Council conclusions of 20 June this year, which set out the need for a more comprehensive EU approach to conflict prevention, including the strengthening of early warning and a greater emphasis on early action, such as mediation.

The strategy recognises the need to strengthen ties with partners, such as Brazil and South Africa. We shall invest greater diplomatic efforts in new prevention partnerships with these countries, and we are already reinvigorating relations with Commonwealth partners. The Commonwealth is an ever more relevant body that can add its collective voice and collective action to the great global challenges that we all face.

I leave your Lordships with the message that we can all play our parts, particularly the many experts who have spoken in this debate. Your Lordships have an important role in engaging with civil society, and with other parliamentarians through your networks, both in this country and overseas. Through these networks we can help to strengthen partnerships beyond government, supporting efforts to strengthen and develop effective conflict management and peacebuilding capacities. I thank noble Lords for this debate. I am sure that there are one or two questions that I have not covered, but I have covered quite a range. I will always be ready to write to any of your Lordships who have a particular point they want to pursue with me. I thank noble Lords again for an interesting and informed debate, which has raised many issues that can be carried forward greatly to the benefit of our nation and the wider world.

My Lords, it has been my privilege to move this Motion. It has been a fascinating debate, and we have certainly heard a diverse range of views, painting on a very wide canvas. I look forward to reading these speeches in more detail tomorrow, so that I can inform myself better.

In these foreign affairs debates we often have the pool of usual suspects. We all know each other and are enthusiasts for many of the same causes, so it has been particularly gratifying today to see additions to our pool with speakers who are not usually involved in this, from all Benches and from three political parties. My Lords, as my right honourable friend the Prime Minister said on 5 September, we are clear that this will be an important bilateral issue between the United Kingdom and the new Libyan authorities. The National Transitional Council’s chairman, Abdul Jalil, and Prime Minister Jibril have assured the Government that they will work with the UK to resolve bilateral issues arising from the wrongs of the Gaddafi regime.

My Lords, I thank the Minister for that helpful response. The House will be well aware that the Gaddafi regime supplied boatloads of armaments to the IRA, in particular Semtex explosive, which was responsible for the death and injury of thousands of United Kingdom citizens, as well as the destruction of many properties at enormous cost to the taxpayer. I believe that what is required now is a vigorous and determined approach by the Government to ensure that this matter is resolved, and that United Kingdom citizens who have suffered as a direct result of what was nothing short of an act of war by the then Libyan regime can be properly compensated for the suffering they have endured.

The noble Lord is quite right. I am personally well aware of the damage and horror caused. Our top priority at this moment is to ensure that Libya completes its transition to having an inclusive, stable and democratic Government. However, these matters lie just ahead and we will certainly give full support through the FCO-led unit, which was very helpfully set up by the previous Government to support the campaign for reconciliation and compensation in Northern Ireland.

My Lords, I pay tribute to the noble Lord, Lord Brennan, and Mr Jason McCue for their work in pressing the previous Government to establish the unit to which my noble friend referred. May I seek the Minister’s reassurance that that unit will continue to operate, and that the benefits that were being negotiated—not only the victims’ compensation but benefits for the United Kingdom and its taxpayers more broadly—will continue to be pressed for? Will the current moves by the United States Government to ensure that unfrozen assets from Libya are used to compensate United States citizens mean that those benefits accrue solely on the other side of Atlantic, or will they also be available to the United Kingdom Government and citizens for what they have suffered?

Yes, I can assure my noble friend that all those matters are under close consideration. As he knows, the Government—under the previous Government and in the immediate future—are not negotiating directly with Libya. That reflects the view that the greatest chance of success is for the victims and their families to engage the Libyan Government directly, with the support of HMG. However, we will certainly take all my noble friend’s points into account.

It is always difficult to make a precise judgment. However, all the evidence that we have is that the priorities of the National Transitional Council are to complete the liberation, to be even-handed, to avoid any pandering to extremism, and to be highly co-operative with the United Kingdom Government in dealing with these matters. That is all the reassurance that I can really give.

I can tell my noble friend that of course we want to see justice for WPC Fletcher, her family, friends and colleagues. The Metropolitan Police are determined to bring this investigation to a close. That is a priority and we regard it as a key element in the UK’s future relations with Libya. Prime Minister Jibril has personally assured my right honourable friend the Prime Minister of the new Libyan authority’s intention to co-operate fully with this investigation. I hope that answers my noble friend’s question.

My Lords, will the Minister apprise the House of the present standing of the memorandum of understanding signed in Benghazi by the NTC representatives? I also take this opportunity to thank the Foreign Office for all the help that it has given the victims’ families, their legal representatives and members of the Democratic Unionist Party who took part in the initial negotiations in Libya.

I can advise the noble Lord that all the undertakings and understandings that have been signed with the NTC are the basis of future work. I cannot give him any guarantees on how exactly this is going to work out and at what speed. I can only repeat, as I said at the beginning, that we regard this as a high priority and we are getting full support and co-operation from the NTC in dealing with what might be described as all the legacy issues, two of which, which are of great importance, we have just discussed in the past few minutes.

My Lords, the Arab Partnership supports the building blocks of democratic societies—that is, effective institutions, political pluralism, free media and economic fairness—across the Middle East and north Africa. Working with a wide range of regional partners, including Governments, Parliaments, the judiciary and the media, we are supporting long-term economic and political reform. As the Arab spring has demonstrated, this is the only route to a more stable and prosperous Middle East/north Africa region. Supporting this goal reflects not only the United Kingdom’s values but also our direct national interests.

I thank the Minister for that comprehensive reply. I congratulate him and his colleagues on the British Government’s robust response to and support for the Arab spring. Will the Arab Partnership Initiative incorporate some support for the public good in Iraq, where democracy is now well established with, for example, its Government’s attempts to provide health services, education, energy and a free market? Can the Arab Partnership move ahead on those fronts in all the Arab spring countries?

Yes, it most certainly can. There are Arab Partnership funds for Iraq but they are on quite a modest scale because—as I know my noble friend is well aware—Iraq is potentially a rich country with gigantic resources of oil, phosphates and so on. Money is not the main problem; the problem lies in technical and administrative support. The Arab Partnership is involved, for example, in the development of broadcasting and accountable institutions and upholding human rights. We are working with the Government of Iraq across the whole field of energy, education and health. There is active engagement in ensuring that this potentially brilliant country comes back to the full comity of nations.

My Lords, British Arabs are not unaware of the meaning of the Arab spring, yet there are none of them in this House to give us the benefit of their advice. That is despite the fact that there are 200,000 or 300,000 British Arabs—the census will give the exact figure in due course. Does the Minister agree with me that rectification of this anomaly—it is rather an invidious position—is long overdue, not only on its own merits but in terms of the perception of Britain in the Arab world?

That is not actually a matter for me. However, it gives me the opportunity to say that your Lordships' House is already much more representative of this various and variegated nation of ours than people often give us credit for, and it could certainly become more so. I agree with the noble Lord that it is a valid point.

My Lords, my question concerns Tunisia. Will the funds that have already been agreed be released immediately so as to reduce unemployment and give hope to young Tunisians? Will the Government also encourage the resumption of normal tourism right away?

I agree with the noble Lord that the tourism aspect is very important not only in this case but obviously for Egypt and neighbouring countries. It is a vast part of their economies. On the noble Lord’s specific question, the Arab Partnership is supporting democratic transition in Tunisia, providing technical assistance and political and economic reform—although, obviously, the Tunisians are taking the lead in all those things. We have an Arab Partnership programme worth about £1 million which is deliberately covering a whole range of assistance and support. That includes the matters to which the noble Lord referred.

My Lords, I congratulate my noble friend on the Government’s extension of the scheme to up to £110 million. As the scheme was meant to be multilateral, what other countries have contributed generously to it, particularly those in the rich Arab world which have a special obligation to help their brothers?

A number of countries have contributed but the partnership funds are mostly administered through the so-called G8 Deauville partnership and the European Neighbourhood Policy. The countries co-operating in this include Kuwait, Qatar, Saudi Arabia, Turkey and the United Arab Emirates. So there is a good support cadre working alongside us and our colleagues in promoting these aims.

My Lords, the programme is certainly to be welcomed and we share the Minister’s ambition that it should help strengthen the rule of law, democratic practice, institution building and the development of think tanks. We welcome all of that. However, can the Minister tell the House what specific targets the Government are setting and how they will measure the outcomes that will result from the expenditure of these significant sums? I suspect that the House would regard this programme as sufficiently important to wish to see a timely—not necessarily frequent, but periodic—report on progress on those specifics.

We will certainly try. It is not all that easy to pin down and specify the outcomes as time goes by. I know that the noble Lord will be the first to appreciate that these developments, particularly in the field of democracy, are owned by the countries themselves. We are not in a position to score specific targets and to tell them to get to this point or that point. That is not at all the language in which we conduct our affairs. Our respect is for these countries and for their efforts to struggle forward to better and more settled democratic structures. It will not be easy for any of them, but we will give our support and try to score the outcomes and results that we want.

Does the Minister accept that the Palestinians also deserve their Arab spring after 43 years? Will he and the Government work very hard to persuade the United States Government not to exercise a veto—well over the 30th since 1967—stopping Israel behaving according to international law?

As we discussed in this House earlier in the week, it would be desirable to avoid any confrontation and any vetoing. It would also be desirable for as many nations of the world as possible to carry forward their recognition of Palestine, and to move to nationhood and establish some negotiation with Israel which will point them in that direction.

Is it consistent with the objectives that the Minister outlined in his first Answer to my noble friend for the Government to invite Bahrain to the arms fair, which is currently being held in London, when the Bahraini security forces are gunning down peaceful demonstrators on the streets of their country?

On the general principle of arms sales, I am sure that my noble friend would not disagree with the proposition that nations should have the right to defend themselves and that our industry and aid for that should be carefully calibrated to do so. We control the export of arms and export licences very carefully indeed. There is no evidence that our weapons or supplies have been used in Bahrain for riot control. In fact, we withdrew 18 licences for exports just to make sure that that would be so. So I do not think that there is any inconsistency. We work with Bahrain for a more positive result and an end to the violence there, which has been deplorable.
