I congratulate the hon. Gentleman on securing his first Westminster Hall debate on this very important subject. Does he agree that the scale and size of the UK’s contribution to international aid helps to mitigate some of his concerns? The big part that the UK plays in international aid will give us an important role on the world stage.

I thank the right hon. Gentleman for raising that issue. Together with our EU partners, we are the world’s largest donor, but if we are alone we will fall down the pecking order. At least some of our influence comes from working with EU partners, but I concede that our role and our leadership as a stand-alone player are still very important.

As the hon. Gentleman will appreciate, I will have to get back to him on some of the specifics. More broadly, the UK and Taiwan are committed to continuing to take practical steps to enhance trade and investment between us and within the region. As has been mentioned, we have identified that live poultry and Scotch whisky are potential growth areas. We have also made great progress with our application to export pork products, paving the way for a Taiwanese delegation to conclude an inspection of UK facilities just last week. We hope that will lead to markets opening to UK exports very soon.

We want significantly to increase trade between the UK and Taiwan by improving reciprocal market access and helping our companies to do business on a level playing field. There are genuinely great opportunities for UK industries in sectors such as renewable energy, railways and transport infrastructure. As my hon. Friend the Member for Milton Keynes South (Iain Stewart) rightly pointed out, nuclear decommissioning is very important, not just in Taiwan but in the region as a whole.

The digital economy continues to offer opportunities for British companies. Taiwan is already looking to adapt UK standards to regulate its own digital economy, its fintech industry and driverless vehicles. We are keen to engage with the Taiwanese authorities on broad economic reforms to improve the business environment, which I hope will lead to greater returns on investment and increased trade in both directions.

Will the Minister join me in praising the work of Taiwan NI—an organisation set up by, among others, a colleague of mine in the Northern Ireland Assembly, William Humphrey? It does great work among Taiwanese students and citizens living in Northern Ireland to promote Taiwan-Northern Ireland relations. That kind of interaction between students who come from Taiwan to places such as Queen’s University and Ulster University advances tremendously the understanding between Taiwan and the United Kingdom.

I am very glad the right hon. Gentleman pointed that out. It is greatly to the credit of the Northern Ireland Assembly, and it advances the relationship between the UK and Taiwan. I would not want the focus of this debate to be just on trade and investment co-operation—important though that is. We need co-operation to tackle crime and to promote educational connections and judicial and cultural exchanges, and those links will only be strengthened when direct China Airlines flights between London and Taipei resume in December.

I want to touch on a few issues that were brought up during the debate. On the issue of naval visits to Taiwan, I must stress that the UK’s policy is non-recognition, which means that Ministry of Defence Ministers, Foreign and Commonwealth Office Ministers and military assets cannot visit Taiwan. Doing so would imply recognition of Taiwan, which is not Government policy. However, we continue to develop strong links with Taiwan on Government priorities such as prosperity and the low-carbon agenda.

The UK’s position on the South China sea is long-standing and has not changed. We have very deep concerns about tensions and are committed to maintaining a peaceful maritime order under international law. We do not take sides, but we urge all parties in the region to settle disputes peacefully—ideally diplomatically but, if necessary, through arbitration. The UK Government remain committed to freedom of navigation and overflight.

The hon. Member for Bishop Auckland (Helen Goodman) asked about President Trump’s now-notorious call to the Taiwanese Head of State. Our position on Taiwan has not changed since the call to President Tsai. The UK’s long-standing policy on the status of Taiwan has not changed at all. We enjoy strong but unofficial commercial and cultural ties. The long-standing policy is that the status of Taiwan has to be settled by the people on both sides of the Taiwanese straits. We call on all sides to continue to engage in constructive dialogue. There has been no change, either from within or as a result of external causes.

I will conclude in a moment or two. We have a bit more time—do not worry, I am not going to delay the House for too long, Mr Paisley—so I will let everyone into a little secret. Like a lot of MPs, I have connections with Taiwan and although I have not visited myself, I was about to do so when the election was called.

In the previous Parliament, I was vice-chairman for international affairs for the Conservative party, and like my hon. Friend the Member for Ribble Valley (Mr Evans), I took the view that, as well as being a friend of China—Chinatown is in my constituency, and I have long-standing connections with the People’s Republic of China as a result—I should visit Taiwan. I was due to visit in September, but the election was called and I was thrust into a different office. I have had the chance in the past to meet the representative of the Taipei office in London and his team, and I have a great deal of respect for them. They also recognise that, unfortunately, our acquaintance has to go into cold storage for as long as I am a Minister—

I join my hon. Friend in condemning those attacks, and I would encourage President Abbas and others in the Palestinian Authority to do so as well. We should not forget that more than 30,000 Palestinian Authority security forces are working with Israeli defence forces to provide that security, and the Israeli defence forces rely on that to ensure that the west bank is kept as safe and secure as possible.

Does the Minister agree that the best way forward for both Israel and the Palestinian people would be a revival of the middle east peace process involving direct talks between the Israeli Government and the Palestinian Authority, and does he agree that all efforts should be directed towards achieving that?

I entirely concur with the right hon. Gentleman. We have done our best to bring the parties back to the table, but, as he will know, there have been a number of difficult months. We need to ensure that there are confidence-building measures, and that people do not incite violence, which takes us further away than the direction of travel that he suggests.

That is absolutely what it is about. We are positive about this debate, and that is what we are trying to achieve.

I have spoken many times in the House about the benefits of our being allies with Israel, along with the trade that other Members have referred to. Think of the pharmaceuticals, technology, cyber-security and research. Israel has made new drugs for Parkinson’s sufferers; an implantable bio-retina that stimulates neurons to send messages to the brain; and a new plasma that amazingly eradicates the need for stitches, staples or glue. Those are some of the things that Israel does, and does well.

Israel is a nation that can do so much for the rest of the world. It should be allowed to carry out that work free from the prejudice and the cloud of distrust that so often surrounds it. I spoke on anti-Semitism in the House two years ago; it is unfortunate that it is still to be found, including in the so-called boycott of Israeli products. If people only knew what they would be doing without, they would think seriously about that.

Along with so many colleagues, I am anticipating the plans that the Foreign and Commonwealth Office will bring forward for the commemoration of this historic event. I look forward to hearing the Minister’s response.

Before my hon. Friend concludes, does he agree that one thing we found in the Northern Ireland peace process, from which many lessons have been drawn, was that growing economic prosperity for everyone makes a major difference? Boycotts and economic sanctions, and all that kind of talk, damage the prospects for peace.

The conclusion—one does not require the brains of an archbishop to reach this—is that when we intervene, we should have a plan for the follow-through, perhaps for up to 18 months. I am not one of those people who is against all interventions, but I am against interventions the consequences of which have not been properly considered, or properly planned for. That is not a radical thing to ask.

I congratulate the hon. Gentleman on securing the debate, which is the latest in a number of debates on Libya, in this Chamber in particular. I agree with a lot of what he is saying. One of the consequences of the chaos in Libya and the lack of any centralised Government is the failure, or inability, to get to grips with getting justice and compensation for the victims of Libyan-inspired IRA and other terrorism. That is a major problem. Many of the victims are getting older and they wait in great frustration for our Government to do more, and to get what they are entitled to. Does he agree that that is another aspect of what is happening?

Absolutely. For those who study the outbreak of the second world war, the question then was always, “Who do you call in Berlin?” or “Who is actually responsible for the action?”, and that is exactly the kind of question that we need to ask about Libya. If we want to start the compensation process, who on earth do we call? Yes, the GNA is in control of the central bank, but they are not in control of the oil production or the generators of wealth, so it is a legitimate question.

To wrap up, our foreign service’s capabilities in diplomacy are second to none, as a country, but once in a while we have to admit, “We might not have done this very effectively. We might have got things wrong.” After all, President Obama, our closest ally, said that Libya was the worst mistake of his presidency. He had the honesty and candour to put his hand up and admit that and, if we are to proceed as a more effective player or counsellor in the politics of the region, we have to have the courage to admit when we get things wrong.

The report from the Committee chaired by my hon. Friend the Member for Reigate did that—although perhaps it cast blame too narrowly and was not overly generous in its interpretation of what happened—but we have to recognise when we get things wrong. We have to be more realistic about what we can achieve when we intervene. We also have to be realistic about the kinds of players involved and with whom we have to deal. My hon. Friends have mentioned General Haftar, and he is clearly an important figure. There is no point pretending that he will disappear because he does not constitute a legitimate authority, so he can be ignored—he cannot be ignored. He is a fact in the Libyan scene who needs to be dealt with.

In conclusion, I am grateful for the opportunity to have this debate. I am interested to hear what colleagues have to say about the situation and, if I were to summarise the kind of conclusion that I want to reach, the kind of thought that I want to stimulate, it is to ask how we are going to marry our ideals with what is happening on the ground. How will we do that? We have endless debates, but perhaps we have to shift our ideals and to compromise if we cannot reach a solution. There is no point sticking our heads in the sand and saying, “Well, this is the legitimate Government”, but then nothing happens. That is a complete waste of time.

I beg for consideration of this. I beg right hon. and hon. Members to spend time thinking about how to move forward and to marry ideals with what is happening on the ground in Libya, and about what we as parliamentarians and broader supporters of the Government and of our country can do to bring some degree of stability and order to a country that for far too long has lived with a level of chaos that none of us would accept in our own lives and in our own country.

I will certainly get the hon. Lady the details on that important question.

Our embassy is growing. I am pleased to say that ambassadors are now in place on both sides. There was some sniggering when soft power was mentioned, but I must stress that we are considered one of the world’s most important and influential soft powers. It is because we are a permanent member of the United Nations; we are committed, engaged and determined to understand the world around us; we have a hard-power capability and are the biggest military force in Europe; we have a history and a relationship with many countries around the world; and we remain committed, transparent and trusted. That all adds up to being an important soft power. That is why debates like this are important. Those things allow us to have more influence over other countries that do not have such relationships and simply shout from afar expecting change to happen.

I entirely agree with what the Minister said about the UK’s soft power in the world. He said that, after Brexit, we will continue to have a strong role on the world stage, in particular at the UN. I do not know whether the Minister is going to get to this point but, in relation to the nuclear deal, what is the UK’s response to Iran’s breach of UN resolution 2231 through ballistic testing and so on? What assessment has the Minister made of it? What are we doing at the UN about it?

I will come to that point in a second. The short answer is that the two issues are quite separate. The nuclear deal stands alone and is specifically to do with containment of the ability to create a nuclear weapon. Resolution 2231 is to do with ballistic missiles and the capability of launching an intercontinental or a nuclear weapon using that vehicle. The tests that are taking place are triggering further sanctions separate to the nuclear deal.

The next question that my hon. Friend the Member for South Ribble asked was about dual nationals. That is a very sensitive issue, as hon. Members will be aware, because Iran does not recognise dual nationality, which causes problems and is a concern to anybody choosing to travel to Iran thinking that they will be supported by Britain in the way they would if they had sole British citizenship. That is the challenge that we face. We are working very hard on a number of consular cases, particularly those of Kamal Foroughi and Nazanin Zaghari-Ratcliffe. Those are two of the most prominent cases, and hon. Members will have had many letters on those matters. They are dual nationals, and that is the challenge that we face. I encourage anybody with a dual nationality who is thinking of travelling to Iran to look carefully at the Foreign and Commonwealth Office website before travelling so they are fully aware of the situation.

My hon. Friend the Member for South Ribble also talked about Iran’s maturing stance following the nuclear deal. The deal allows a change in attitude towards Iran and further dialogue on the human rights issues that have been discussed, to which I am afraid I cannot do justice in the short time remaining.

Iran is at a crossroads. The nuclear deal that has been signed with the UK and the other E3+3 countries is an opportunity.

I congratulate the hon. Gentleman on securing this important debate. I thank him and the people involved in the current campaign here in Westminster. I want to put on the record my thanks to Lord Brennan, who previously was involved heavily in this issue, including in the delegation we took to Libya; and to Andrew Mackinlay, who was active as a former Member of this place and continues to be heavily involved as a private citizen. Many people have been involved in this campaign.

It is important that we continue to press our own Government, as the hon. Gentleman says. He reflected on what would happen if a Government had sponsored current acts of terrorism—there would be outrage—but what if a Government were found to be colluding in denying citizens proper compensation and justice? He has our full support in ensuring compensation and justice for the victims of this terrible period in our history.

Given that we are within the first hour of the debate it is appropriate to thank you, Mr Nuttall, for calling me so early in this session. I have enjoyed every contribution that has been made. In particular, the hon. Member for Hertsmere (Oliver Dowden) had a difficult task in not only presenting his views but doing justice to the petition. That is not something he wrote, but it is appropriate we consider it here this afternoon. I do not disagree with a word said by any of the contributors thus far and because of that I want to build on the contributions that have been made about the soft power that we as a country and the Foreign and Commonwealth Office should be using to, if not coerce, certainly concentrate the minds of those who can make a change in South Korea to what, we all accept, is a horrendous situation.

It was great to get the Library briefing, which is incredibly detailed and starkly paints the difficulties that we face. This is a $2 billion a year industry in South Korea. It is not just a few restaurants that need to be hidden from public view when people visit for the winter Olympics in two years’ time; there are 20,000 of them in South Korea. There are 9,000 health food stores selling the tonics that my hon. Friend the Member for Strangford (Jim Shannon) referred to. This is a massive part of the local economy in South Korea. I am keen to hear from the Minister whether discussions have been had, or could be had, with his colleagues responsible for agriculture or in the Department for Business, Energy and Industrial Strategy to show an alternative income stream for farmers who clearly recognise how lucrative the dog meat trade is in their country and to encourage them—whether diplomatically or economically—to shift their focus and recognise that there is a better way to provide for their people.

Contrary to popular belief the dog meat available for sale in South Korea is not cheap, so although it may have started off as a response to the impoverished conditions of the Korean war, it is not something that remains because people cannot find alternative sources of food—it is a choice, a lucrative choice. If we have a response to make this afternoon, it should be to focus on how we as a country do not just cajole but encourage those involved in the dog meat trade—whatever motivates them—to change their tack, change their focus and recognise that they should inject a better form of welfare to the meat industry they are involved in.

Given that we do not have a business or agriculture representative from Government here, it is appropriate that we recognise that—although the dog meat trade is an important debate and 102,000 people signed the petition nationally so that we would consider it here today—the Foreign Office and South Korea have some bigger issues on their plates at the moment. South Korea, only a day ago, was threatening to declare nuclear war with North Korea following a test-fired missile within the last week. That just shows how difficult the situation is within that region of our world and how difficult the politics are within the region from a Foreign Office perspective.

Although I recognise the Minister will give us his commitment today that he will take the issue of dog meat seriously, it is incumbent upon us as representatives of this United Kingdom Parliament to recognise that some issues—even though this is an important one—are more acute for South Korea, North Korea and the international world at large. Although I know the Minister will give us a commitment of his tenacity on this issue, we need to recognise that this is one of many that require a focus with South Korea.

I am grateful to my hon. Friend for his thoughtful speech and the important points he is making. I also congratulate the hon. Member for Hertsmere (Oliver Dowden) on initiating this debate. My hon. Friend mentioned soft power and ensuring that we continue to keep this matter to the fore of people’s minds, despite the other very acute issues that are out there.

We accept that South Korea, the UK Government and other Governments are dealing with other grave matters, but is it not important—the Olympics come round every four years as has been said—that we do not allow these issues to come round now and again, but that we continue to raise them in a supportive and positive way through engagement with the South Korean Government? As parliamentarians, our duty is to continue to raise these matters with our own Ministers and on the international bodies that we are represented on.

It is far too early to say, although we quite understand that Gülen’s name has been in the spotlight and that Turkey has applied to the United States for his extradition. That is of course a matter for Turkey and the United States. However, it is important, as my hon. Friend has said, to understand that people living in the UK who have friends and family in Turkey will have concerns, and we need to issue reassurance to them that Her Majesty’s Government are taking a proper interest in what has happened in Turkey and are fully engaged in trying to ensure that calm will prevail there.

The Minister has rightly stressed the importance of Turkey as a significant NATO ally. Will he tell us what efforts are being made through the institutions and organisms of the NATO alliance to make it clear to the Turkish Government that democratic norms and adherence to the rule of law must be upheld?

I imagine that pretty well every NATO country will have been in touch with Turkey. Of course we want the conduct of the Turkish Government to be fully compatible with membership of NATO, and NATO has its own standards and democratic requirements, to which we want to see Turkey fully adhere.

As I have said before in this House, any reasonable person will look at the package that has been delivered. We have been clear from the outset that tackling abuse of our welfare system is about reducing the pull factor that makes the UK a target for inward migrants because they can get their wages topped up with a variety of benefits. The proof of the pudding will be in the eating. Although my hon. Friend can pick on a specific part of the package, I think that most reasonable people will want to look at it in the round.
