I am not in a position to comment on how Saudi Arabia might react to any hypothetical situation. Our focus is on ensuring that Iran does not acquire nuclear weapons and does not acquire the capability to build them in future.

I welcome the Foreign Secretary’s statement and the decision to extend the negotiations because that is clearly a better position than agreeing a bad deal, both for the region and for the world. Can he reassure the House that there will be no question of dismantling sanctions before it has become very clear that Iran’s nuclear capacity has also been dismantled?

Yes, there will be no question of removing the sanctions until we have seen compliance by Iran with the terms of an agreement. I am clear that that agreement will include a restriction of Iran’s capabilities in terms of enrichment to a level appropriate to the legitimate purposes that it has.

I agree with my hon. Friend. The difference in terms of development and western views between an area such as Oman and some of those areas with heavy immigrant populations is dramatic and not seen by most business travellers to the region.

The second area I want to touch on is whether the kingdom would benefit from expanded training in counter-insurgency warfare and in detecting improvised explosive devices.

I had the opportunity recently to look at the refugee situation in Jordan, as part of the NATO Parliamentary Assembly. One thing the Jordanians were saying to us is that although they have been extremely generous in welcoming, helping and absorbing refugees, they are concerned about the amount of aid coming, not from the UK and US so much, but from other countries that have not given as much as they should. Does the hon. Gentleman agree that the Foreign Office could pressure our allies and friends who have a lot to say about the area into doing more and putting their hands in their pockets to help in a practical way?

Very much so; I echo those comments. The UK has been very generous, as have the US and Saudi Arabia, but many other countries in the world, particularly other European allies of ours, could and should be giving far more. That is a practical role that the UK could play in supporting Jordan.

Returning to my point about counter-insurgency, having spoken to those active in the defence world in Jordan, it seems that the US and the UK could play a greater role in providing counter-insurgency training, and detecting IEDs has been specifically mentioned to me. That is something the Foreign Office and the Ministry of Defence could look into and work with the US on.

My third point is that until Baghdad regains control of its western border, the UK and the US should encourage Jordan to continue aggressive counter-border actions against ISIS. The US has, perhaps controversially, deployed drones over Baghdad to defend the US embassy. I think the Obama Administration should consider moving armed, unmanned air assets over western Iraq to help Jordan establish some form of no-drive area along the Jordanian border to prevent further incursions by ISIS. That could be a bolder move for the UK to push with its US counterparts.

We should be in no doubt that ISIS and its equivalents have the desire and the potential to create a great deal of domestic instability in Jordan, perhaps more than in many other parts of the region, which will no doubt be discussed in the remainder of this debate. In Jordan, there is the potential for this country to act, given Jordan’s size, its relatively short borders and our good relationships with the country. It is somewhere we can get involved productively and successfully and use our strong diplomatic links to have a successful outcome. The pro-west regime in Oman is, in my opinion, too valuable to us, the US and the west to leave things to chance, as perhaps we have over the course of the last year in Iraq.

I congratulate the hon. Member for Belfast East (Naomi Long) on bringing this matter to the Floor of the House for consideration. It is a privilege and a pleasure to make a contribution. I support the motion as a whole, but I will focus my remarks on the persecuted Church throughout the world. I pay tribute to the organisations Open Doors, Barnardo’s, Christian Solidarity and Release International as four bodies that do great work on behalf of the Christian Church.

My heart was broken recently listening to a lady from North Korea. My right hon. Friends the Members for Lagan Valley (Mr Donaldson) and for Belfast North (Mr Dodds) were at the same event, which was an opportunity to hear the story of a person who was a Christian in North Korea and who had escaped to South Korea. Her story was horrendous. A few days later I was telling my parliamentary aide about it, but I could not bring myself to retell the whole story of what happened to that lady. It hit my parliamentary aide hard as well. Those are our Christian brothers and Christian sisters, on whose behalf, I believe, we in this House have a responsibility to work. In our own parts of the country, people complain about what version of scripture is to be read, how hard the pews are, or which hymn is sung too often, yet in North Korea people are tortured and their lives are threatened because they happen to be Christians living and dying for their faith. They treasure single pages of scripture and holding fast to the truths contained therein. These are the issues that we bring to the attention of the House today.

What can the House do to help the families of the 150 people in Nigeria who Release International says were killed in attacks on three Christian villages on 14 March this year? What help can the House offer Martha from Torkula village, who watched her three adult sons being slaughtered and chopped up with machetes and who now has to take care of three daughters-in-law and their children in her old age? What comfort can this House give to people whose pastor’s wife and three children were burned alive along with 200 homes and churches in raids on other villages in Nigeria? What can we do for the children who have been ripped from their homes? This issue has been raised by other Members. On Monday 14 April, at around 10 pm, suspected members of Boko Haram swooped into Chibok, northern Nigeria, in seven Toyota pick-ups. Some of the attackers set government and other buildings ablaze, but others went to the senior secondary school, where they overpowered the security guards before herding 230 female students, all between the ages of 16 and 20, into trucks. That is an absolute disgrace.

I endorse what my hon. Friend says about the impact of this event. A number of constituents have been in touch with me to express utter horror and outrage, and to raise the seeming failure of the authorities to take what happened seriously enough. If anything comes out of this debate, it should be that a very clear message is sent by Parliament that we expect the Nigerian Government to do more to get these children back.

I thank my right hon. Friend for that contribution. That is exactly the message coming from my constituents. They are asking me, “What are the Nigerian Government doing?” The mothers and fathers of the children concerned are asking the same question in Nigeria. Either there is disbelief on the Nigerian Government’s part, or they just do not know what is going on.

The attackers drove the girls into the nearby Sambisa forest. Fortunately, some 40 girls escaped. Open Doors says:

“Almost every house has a child in this school…Cries of parents could be heard all over the town…Christians in Chibok spoke to Open Doors following the abduction. ‘I am not sure of what our daughters are passing through,’ said Elder Emma, a church leader in the town. ‘Please help us to pray and seek the face of the Lord on this situation and that the good Lord will reunite us with our beloved children.’”

Those are the issues for those parents and children in Nigeria. Perhaps the Minister can say whether he has had any discussion with the Nigerian authorities on this subject, because it is important to have such discussions.

I tabled an early-day motion today to highlight the persecution of Christians in Nigeria. I urge Members who have not seen it to sign it today and show their support. We have a duty to stand up for those throughout the world who are dying for their faith. We have a duty in this House to help the widows and orphans, and to do the right thing in whatever way we can.

My hon. Friend is absolutely right. I will not venture too far down that road, but I am sure that if he catches your eye, Mr Bayley, he will be able to expand on that theme. The Foreign and Commonwealth Secretary raised the matter in a speech in Sydney a couple of years ago when he said that this side of the Commonwealth has not been given the attention it deserves. I appreciate that I have already been speaking for sufficiently long that I must not develop into other areas.

I want a Commonwealth youth Parliament established on an annual basis. I want representatives of that organisation to be at the top level when we have our annual conference of the CPA, and I want them to have access to Foreign Ministers when it comes to the Commonwealth Heads of Government meeting.

I am sure that my hon. Friend the Member for Romford will pay attention here, because special attention must be given to smaller states. We should try to have a figurehead representative chosen from the small states to be on the executive committee of the CPA, for which there is great enthusiasm. I hope that the executive committee can be persuaded to accept that idea at its next meeting.

The right hon. Gentleman has set out clearly and eloquently the challenges and several changes that he would make to the CPA. What is his assessment of the likely degree of support among member states of the Commonwealth for his suggestions about the CPA? Is there a groundswell of opinion in his favour?

The answer is mixed. There is a groundswell of support for doing more for women parliamentarians in the Commonwealth and for an annual youth Parliament, and the matter of the small states will be put to the test soon. The reactions may be mixed to my suggestion about the devolution of power, but I am merely floating the idea based on my experience of the past two and half years as the chairperson of the executive committee. Having seen what is happening across the piece, there is a case for considering that proposal, but it has not yet been examined in any great detail.

The powerbrokers at ministerial level in the Commonwealth and in national Parliaments should take much more seriously the Commonwealth’s parliamentary and local government arms and its associated organisations. By the time of the next CHOGM in two years’ time, I hope for some progress on what was said in Colombo in the hurried half-hour that was granted to the associated organisations. There was a feeling among Foreign Ministers that something more had to be done to engage, and I am willing to suggest ways in which that could be done. I envisage an event at the next CHOGM that highlights the civil society aspects of the Commonwealth, but which would also make clear the role that can be played by the elected partners among the associated organisations. That ought to be seen as a win-win within the Commonwealth family and would help the CPA, in particular, to aspire to a stronger sense of purpose and a sharper definition of its priorities. I hope that moves in that general direction will be encouraged by Her Majesty’s Government.

My hon. Friend has made a number of very pertinent interventions, all of which I agree with. It is absolutely the case that what he refers to is what this whole issue is about, but what we have to consider—I want to deal with this in my closing remarks—is our relationship to incipient democracies, if we want to call them that, and to political governance in the Arab world.

I, too, congratulate the hon. Gentleman on securing this important debate. Before he goes on to the other issue, may I put this to him? He mentions the constitution, which has increased provision for religious freedom compared with what there has been recently. However, in relation to ethnic and religious minorities, particularly Christians and Copts, does he not agree that words are fine—the constitution may make provision in certain areas—but the issue is the enforcement of and the abiding by those provisions and the human rights afforded to religious minorities in particular? How does he see the role of our Government in ensuring that those minorities are properly protected?

My right hon. Friend the Minister can speak with more authority than I can on this, but our Government have been absolutely clear about our commitment to human rights and to religious freedoms in Egypt. What the right hon. Gentleman should be aware of is that the Copts—we talked about a coup last year—were very much in favour of the military stepping in. They saw the Muslim Brotherhood as no particular friends to them. Indeed, they felt that the incidence of religious violence and of terror against their community increased dramatically in the brief period of Muslim Brotherhood rule.

There are many conflicting issues that we have to deal with. On one side is the protection of minority rights; on the other is the democratic will as expressed by the majority. Often in these cases in the Arab world, those two things are in conflict. One justification for military involvement was on precisely this issue. The army would say—it did say to us—that the Muslim Brotherhood did not look after the human rights of all Egyptians; it was sectional, and it looked merely to its own. In that context, the army has taken on itself the role of guardian of minority rights.

Egypt’s parlous economic situation is the context in which that military strongman, for want of a better term, may well emerge. The budget deficit has risen to $34.8 billion, which is 14% of GDP. To put that in context, our deficit was 12% of GDP in 2010, which was the highest proportion it had been in our peacetime history. Public debt in Egypt is running at about 90% of GDP. Clearly, there has been a massive economic crisis and the country is under a lot of pressure. There are also problems with terrorism and the rule of law. When we first arrived in Egypt in 2010, we managed to drive through the Sinai peninsula on our way to Gaza, but the presence of armed militias and armed forces in the Sinai peninsula, and the battles that rage there, make such a trip impossible today. The country suffers under massive economic pressure and the spectre of renewed terrorism.

I agree with the comments made by the right hon. Member for Tonbridge and Malling (Sir John Stanley) and my right hon. Friend the Member for Cynon Valley (Ann Clwyd). The universal values of the 1948 universal declaration of human rights are under attack and are being eroded. That is partly due to some issues and conflicts that have already been touched upon, but, unfortunately, it is also due to the shift of economic and political power and influence in the world, which is moving away from the transatlantic agenda of those who wrote the declaration towards other regions of the world with different political histories and traditions. We will have a big fight in this century to maintain those universalist human rights values. It is important, however, that we recognise that there are countries in south and east Asia that are democratic and pluralistic and hold to those values. Such countries include the Republic of Korea and Taiwan, which I recently visited, where people believe in democracy, pluralism and human rights. It is important that we recognise the fact that we have friends in that part of the world and work with them.

I want to make three points. Mention has already been made of Sri Lanka. Members will know that for a long time I have taken an interest in what happened at the end of the civil war there. The Chair of the Select Committee, the right hon. Member for Croydon South (Sir Richard Ottaway), has already referred to some of the issues, so I will not repeat his comments, but it is clear that the Commonwealth did not confront the situation in Sri Lanka in a good way. The question now is whether or not, by March, the Government of Sri Lanka will come forward with credible proposals, as called for by the Prime Minister. If not, the British Government have said that they will refer the matter to the United Nations Human Rights Council. The council has not always had a good record, although the Human Rights Watch report that I saw yesterday refers to an improvement, which I think reflects recent changes to its membership. However, several authoritarian friends of the Rajapaksa family sit on the council, so I am not necessarily convinced that that route will get the solution we want.

Will the Minister address the issue of Sri Lanka in his reply and let us know what is going to happen if its Government do not come forward with a credible, independent inquiry into the events of 2009? Many countries around the world have been calling for such an inquiry, not just the Tamil diaspora. Another mass grave was discovered in a place called Mannar in December. I understand that so far 31 skulls have been discovered, placed on top of each other. Another mass grave was discovered in the centre of Sri Lanka a year ago. It is quite clear that there are questions to be answered about the firing in the so-called no fire zone and the deaths of 40,000 people there in early 2009, just five years ago.

My friend, the right hon. Member for Tonbridge and Malling, touched on the other issue that will confront us perhaps for decades: the turmoil in the Muslim world. I do not mean just the Arab world, but the wider Muslim world. Iran is, of course, an important contributor to the debate in terms not just of its influence in Bahrain, but its role in supporting Hezbollah, which fights on behalf of Assad in Syria. So far in Syria, 125,000 people have died. Millions are internally displaced, and millions more are refugees. We know what the situation is and we all bear responsibility. The international community has failed the democratic, peaceful activists, women and men, who were calling for change just three years ago. We have failed them. Non-intervention also has consequences; it does not mean that Syria is nothing to do with us. All we can do is say, “We did not help you at your time of need when you were calling for help in 2011.” As a result of that non-intervention, the situation is now much, much worse.

We used to talk about the Arab spring; we are not talking about it anymore. We have probably entered a period of turmoil and unrest that will have inconceivable consequences. Let us look at Egypt. Human Rights Watch has produced an interesting report in which it uses the phrase “abusive majoritarianism.” That is a very interesting concept. The report says, quite rightly, that the Muslim Brotherhood Morsi Government behaved in a sectarian, undemocratic manner towards women and civil society groups in Egypt. However, the military then used the pretext of the mass protests against that regime in order to stage a coup. The British Government do not use the term “coup”—at least, I am not sure that they do; the American Administration certainly do not—but we must be absolutely clear that that is what happened. The regime that is now in charge has killed many more people than were killed in the worst periods under the Mubarak regime. There is terrible violence, but there is also terrorism against police officers and others in Egypt, coming from the Islamist extremists. Egypt, a large country with lots of neighbours, is potentially in a very dangerous position.

In 2012, I went to Egypt with the Foreign Affairs Committee. I was fortunate to be able to go from Egypt to Tunisia. Tunisia has had its difficulties, but it has shown how the transition and internal issues can be dealt with in a peaceful, pluralistic way. There are lessons there and there are alternatives.

I am afraid that I will not give way because of the time. I want to conclude my remarks in order to be fair to others who wish to speak.

Finally, I want to say that the Government and all parties in the House can be proud that we raise human rights issues internationally. However, I find it disconcerting when there are regimes in Russia and elsewhere, and certain countries in Africa, which are able to quote back at us part of our domestic debate as a way to justify their own bad behaviour. My right hon. Friend the Member for Cynon Valley touched on that issue, and it is right that she did so. Some of our politicians need to be a little more internationalist in the way they approach some of our debates about refugees, economic migrants and people from different communities living together in harmony, because sometimes words may be taken out of context and used by authoritarian people around the world to justify their own behaviour.

I welcome this debate, but, like the shadow Europe Minister, I think that it would have been more appropriate to hold it some months ago, before the start of the year in which the programme applies. I have read the work programme and the Government’s response, and, like the Government, I agree with much of what is in the work programme. For example, it is difficult for anybody seriously to oppose the assertion at the beginning of the “Commission Work Programme” document:

“Promoting growth and jobs will remain at the heart of the European Commission’s work programme for 2014. These priorities will drive both the Commission’s analysis of the reforms required at national level…and the initiatives proposed at European level to support economic recovery and job creation and tackle social consequences of the crisis.”

That important statement makes it very clear what the Commission’s priorities are. It is also worth noting that the Commission goes on to say:

“But our challenges also go beyond the economy. EU action is needed to protect values and promote citizen’s rights; from consumer protection to labour rights”.

The report then specifically refers to external action, which is particularly important. I want to place it on the record that this House should acknowledge the excellent work being done by the high commissioner, Cathy Ashton. She has done a superb job. She had a difficult time for long periods, but she is now showing how effective she is.

I want to see far more emphasis in the work programme on the EU-US trade agreement. It is of great importance and I want to see more than just a passing reference to it. As far as the Balkans are concerned, reference is made to the agreements that have been struck between Serbia and Kosovo, in which Cathy Ashton has played an important role. It is a great shame that the Commission does not look a little further and make specific reference to the situation in Bosnia, because there we have something of a frozen conflict. There is scope for the international community, and the EU in particular, to make real progress. Realistically, we can look to a time in the not-too-distant future when Serbia will be joining the European Union, behind Croatia. We should also consider the possibility of Bosnia being in a position to make a valid application, but the truth is that we are a long way from that. The western Balkans have a black hole in the middle, which is Bosnia. We should be aware of that and address it.

On the issue of international external action, there is reference to Syria. Given the terrible things that are happening there as we speak, and the fact that there is only a glimmer of hope in Geneva, there should be far more emphasis in the Commission’s work programme on supporting humanitarian efforts and doing whatever is possible to support external measures so that there is not only an improvement in the lives of ordinary people but, we hope, an end to an appalling conflict.

I totally agree with what the hon. Gentleman said about Syria and the need for greater emphasis on humanitarian aid. Does he share my disappointment, and that of many, that while the United Kingdom has been in the lead in terms of humanitarian aid, providing almost half a billion pounds, the material support of many EU member states has been woefully lacking?

Some EU member states have been more generous than others but we must also consider the fact that many have taken in displaced people, whereas the United Kingdom has not yet done that.

The Commission’s work programme places emphasis on the REFIT programme, which should be welcomed, but we must be realistic and recognise the modest series of references in the programme. I want a far bigger emphasis in the work programme on subsidiarity, which I do not think is mentioned as a term. That should be part of our agenda for the European Union’s development in the future. For example, I want us to reopen the debate on the future of EU regional policy, whether the member states should be more involved and whether repatriation should happen. There is also scope for us to reopen the debate on the future free movement of people, especially given the domestic debate. Unfortunately, those issues are not touched on in the work programme.

Those are some ambitions but others relate to the development of the single European market. The programme acknowledges that the internal market in services and the digital economy needs to be developed, but there is no reference to the need to develop an internal market in energy. Although there are good things in the European Commission’s work programme, it does not reflect the priorities that the Government claim, which shows the diminishing influence—in my view, because of the internal politics of the Conservative party—of the British Government on the EU agenda. As we have heard today, the Conservative party is becoming more and more Eurosceptic and as a consequence it is losing allies and supporters in the EU and is less able to negotiate things that are in our national interest. That is the reality.

Linked to that, we are also seeing a diminution of British influence on the ground in the EU institutions. My hon. Friend the Member for Glasgow North East (Mr Bain) referred earlier to a story, which I hope all Members will read, on the front page of the Financial Times, headlined, “City warns UK over loss of EU influence”. One point made by people in the City is that that diminishing influence is resulting in fewer Britons working inside the European Union institutions in Brussels: the British Bankers Association says that there has been a 24% decline over the past seven years. At the moment, Britain accounts for 4.6% of the total number of people employed in the institutions whereas France can claim 9.7% of them. In simple terms, that means that we have fewer people on the ground making the case for Britain’s national interest. That is bad for us.

It is a pleasure to serve under your chairmanship, Mrs Osborne. I congratulate my hon. Friend the Member for Colne Valley (Jason McCartney) on securing this very important debate. I place on the record my appreciation of all the work that my co-chairman of the all-party group, the hon. Member for Sheffield, Heeley (Meg Munn), did before my time in this place. The moment I arrived here in 2010, she made a beeline for me to ask me to join the group and, soon after, very generously asked me to co-chair it with her.

It will come as no surprise that I declare a significant interest in the relations between the UK and the Kurdistan region of Iraq. I draw attention to my entry in the Register of Members’ Financial Interests. I am immensely proud to be the first British MP of Kurdish descent. The UK provided a safe haven to my family when Iraq was a dangerous place to be a Kurd.

In the relationships between countries, the past will always have an influence on the present, and although memories of British policies may cause suspicions to linger in some parts of the middle east, in the Kurdistan region of Iraq the UK has generated a huge amount of good will over the past 20 years. From implementing a no-fly zone in 1991 to recognising the Kurdish genocide in this place just last year, the UK has been a long-term friend of the Kurdish people, but we cannot be complacent. As a region with a burgeoning economy and even more potential, it is important that we continue to foster this friendship and the great benefits that it can bring to us both.

Politically, the region is not an easy one to operate in, but Kurdistan has made great strides in cementing democracy and is gradually finding its way in the post-Saddam era, as so eloquently described by my hon. Friend the Member for Harlow (Robert Halfon). The success of recent elections serves as a model for the rest of Iraq in the run-up to the national polls in April.

One of the most prominent, if slightly controversial, diplomatic developments for the Kurdish region in recent years has been its improved relationship with Turkey. As Turkey is one of the UK’s most important trading partners, the benefits of increased understanding between the two should not be underestimated. Not only has the new-found friendship between Turkey and Kurdistan brought increased stability to the region, but the recently completed oil pipeline will, in time, also help to strengthen the security and diversity of European energy supplies. Although the pipeline has been the cause of some tension with Baghdad, its success should not be viewed on a zero-sum basis. KRG Ministers have assured me that they are proactively engaging with Baghdad to establish a new, reliable and robust revenue-sharing agreement through which the whole country can benefit from the Kurdish success.

Equally, although I recognise that the Iraqi Prime Minister, Nouri al-Maliki, is beginning to take a more proactive approach towards the KRG, he could go further. I hope that the national elections this year will incorporate all groups in governance and further cement federalism. Such progress in resolving these kinds of disputes will not only enhance stability in Iraq, but enable the region to expand as a gateway to the whole country for trade and investment.

Natural resources are not the whole story of Kurdistan. The pipeline is just one area of progress in a region with a fantastic appetite to work with the United Kingdom. As the economy grows, KRG Ministers are actively encouraging British investment and expertise, creating widespread opportunities for British businesses throughout Kurdistan. On my most recent visit to the region, with a number of colleagues who are here, I met the Prime Minister of the region, Nechirvan Barzani. He reiterated his desire to engage with the UK at governmental and corporate levels to help him deliver the next steps in capacity building and infrastructure development.

Education, health and tourism are all sectors in which British expertise is flourishing and can go further. Our British universities, as we have heard today, are already having major success. We are fortunate enough to host a disproportionate number of the KRG’s international scholarship students, who come to the UK to take advantage of our world-class universities. I urge the Minister to look into what more can be done to help British universities attract such students, and to consider what the Government can do to help establish campuses in the Kurdistan region.

Bringing in companies is only one side of a successful commercial relationship. The KRG must play its part in strengthening efficiency, transparency and dispute resolution.

I join in congratulating the hon. Member for Colne Valley (Jason McCartney) on securing this important debate. Does the hon. Member for Stratford-on-Avon (Nadhim Zahawi) agree that engagement in developing relations with Kurdistan is important not only at national level but among the regions of the UK? Does he agree that the recent visit of KRG representatives to Northern Ireland, where they met the Minister of Enterprise, Trade and Investment and Invest Northern Ireland, following on from the signing of a memorandum of understanding between Northern Ireland and the KRG, is significant? Local relationships and opportunities for trade and investment co-operation are extremely important and should be encouraged throughout the UK.

The right hon. Gentleman makes an important point. The feedback I have had since those significant visits and meetings is that the level of knowledge sharing, especially with Invest Northern Ireland, and the best practices that the Kurdish delegations observed have been incredibly important in helping them to design their investment packages as part of their investment body, which will visit the UK in the coming weeks. The relationship with the regions of the United Kingdom is also flourishing.

In consolidating our position as the partner of choice to this emerging region, the enhancement of our representation in Irbil was vital. I was pleased to hear last week from our consul general in Irbil that real progress is being made in securing our new consulate. We currently operate out of a hotel in Kurdistan, but the new consulate will be built on land provided by the KRG. I would like to take this opportunity to commend my right hon. Friend the Member for North East Bedfordshire (Alistair Burt) on all the progress he made in advancing British relations with the Kurdistan region. I am delighted that he has become the vice-chair of the all-party group on Kurdistan. The Foreign Office’s loss is most certainly our gain.

The UK should be rightly proud of the close friendship that it has forged with the Kurdistan region, but as we have heard, we must not get left behind. From France and Germany to Russia and the United Arab Emirates, other countries are realising the opportunities that exist in the region and participating in state visits at the highest level. I add my voice to those of my colleagues who urge the Minister and the Foreign Secretary to visit this wonderful part of Iraq and see the mutual opportunities for themselves. The Kurdistan region is not resting on its laurels, and nor should we.

I agree entirely. I believe that Ukraine wishes for a free society and a democratic future. I regret the actions of the last few days, which are horribly reminiscent of the dark past, but I am still optimistic for the future of Ukraine, as I will mention at the end of my remarks.

I, too, congratulate the hon. Gentleman on this timely debate. Last year, on a NATO Parliamentary Assembly visit to Kiev, some members of our delegation had the opportunity to visit former Prime Minister Yulia Tymoshenko. Does the hon. Gentleman not agree that her continuing imprisonment means that Ukraine cannot move forward? If political repression involves imprisoning political opponents, that is a major impediment to Ukraine’s moving forward.

There is not time, nor would it be helpful, to discuss whether Mrs Tymoshenko is guilty of the offences of which she is accused, but the right hon. Gentleman is right that her imprisonment was unquestionably seen by the European Union as an obstacle, and efforts were made to find a way through it. I was optimistic that a solution could be found, and it might still be, but Mrs Tymoshenko has made it clear that in her view, the important priority is to sign the association agreement.

I turn to the longer-term challenges. The immediate challenge is to ensure that there is no more violence, but in the longer term, we must look towards helping Ukraine. There is an immediate economic crisis. The country is massively in debt, and economic threats from Russia have undoubtedly played a part in the decision. We must offer Ukraine some prospect of assistance if it decides to resume the European path.

There is also the political challenge. Elections will be held in due course. It is essential that they should be free and fair, and that all the leading candidates should have the opportunity to take part. Most importantly, the reforms that were under way, including reforms to the judicial process and reforms to root out corruption, must be continued. If those things happen, we can eventually look forward to what the Ukrainian Government tell us is still their ambition: a closer relationship with Europe.

These are exceedingly perilous days, but we have cause to be optimistic, most of all because of the bravery of the Ukrainian people, which they are displaying as we speak, in bitterly cold weather and under the threat and gaze of riot police with their batons and shields. They have not been intimidated. They are still there.

What was striking about the debate and the vote a few days ago was that the clearly expressed will of a decisive majority of Members of the European Parliament was that there should be a single seat, and it seems to me that their voice should be heard clearly. The Parliament has also said that it wishes to initiate proposals for treaty change at a future opportunity to try to give effect to the change it is now recommending.

Given that that travelling circus costs €180 million a year, or €1 billion over the course of the EU’s seven-year budget, which is a staggering figure, does the Minister agree that those involved in the single seat campaign in the European Parliament, including Members from my party, deserve to be commended for putting an end to that kind of waste?

I am happy to repeat those commendations. Of course, there is not only financial waste; an unnecessary amount of carbon is emitted as the Members, their staff and the accompanying luggage are transported from one place to another.
