Commons ChamberIt would appear that the hon. Gentleman does not understand the way devolution works. The city deal has been agreed with the Welsh Government, and the scope, planning and delivery of electrification are matters for the Welsh Government. I advise him to speak to his colleagues in the Welsh Labour Government.
With the arrival of electrification in south Wales and the Government’s investment in the new bimodal trains, which have been greatly welcomed in my constituency, we need the correct infrastructure to ensure that people in south-west Wales can benefit. This could be realised by the creation of a Parkway station at Swansea. Will the Minister meet me to discuss this, please?

Commons ChamberI am delighted to have the opportunity to speak in this debate, and I shall focus on a number of key areas for Wales and Gower. One thing on which we can all agree is that we are at a historic point for Wales and the United Kingdom, and we must make all our voices heard to ensure that Wales gets the very best representation as part of the Brexit negotiations.
As part of that, the importance of infrastructure in creating economic growth cannot be overstated. If we do not have the right road, rail, freight and air networks, Wales will not fulfil its great potential. We cannot rely on the UK Government to keep supporting Welsh infrastructure while the Welsh Government sit back. Wales continues to grind to a halt every morning and every evening in a dazzling array of brake lights at Newport. Haulage companies carrying goods from our businesses, workers trying to commute and families going about their everyday lives are all bonded by that most Welsh of experiences: sitting in a car around the Brynglas tunnels or the Port Talbot bypass with the handbrake up as high as it can go.
As opportunities disappear to other areas of the UK, the Welsh Government continue to delay traffic relief for the M4 by engaging in a dazzling spectrum of task and finish groups, reviews and endless committees. I would be a very rich man indeed if I had £1 for every time I heard the phrase “task and finish group” when I was an Assembly Member—I certainly heard it more times than I heard any mention of actually undertaking and completing vital work on our infrastructure.
The overcrowded two-carriage train services that arrive every hour or so, the slow and ageing road network and the lack of bus services mean that many people are unable to travel for work or to create the businesses and commerce of which they are capable because the infrastructure is simply not adequate. We need to be bolder and more daring in our thinking.
My hon. Friend rightly focuses on transport infrastructure, but another key part of the infrastructure that Wales needs is energy infrastructure. He has been a great champion of the Swansea Bay tidal lagoon, as have I. Does he agree that it is vital that we keep pressing so that we see the project move forward?
If my hon. Friend bears with me, I will address that point in a moment.
There are positive points, of course. The Department for Transport has invested heavily in the great western line, and the new intercity express rolling stock, which will shortly be introduced on services to Cardiff and Swansea, will provide passengers on the line with greater capacity, a more comfortable journey and decreased journey times. I have already spoken to the Department, Ministers and others to try to ensure that we look at new solutions to our transport problems, such as greater services to west Wales or a complete reconfiguration of rail services with a Swansea parkway station and other solutions to try to unlock the vast untapped potential in south-west Wales. I implore Members on both sides of the House to work together and lobby so that we can make those positive changes for the people we represent.
On a slightly brighter note, I have previously spoken at length about the benefits of the Swansea Bay tidal lagoon project, but it really is a huge opportunity for Gower, south-west Wales and our nation. It is a world-first pathfinder project that could put Wales on the map as a world leader in renewable energy and its associated skills base. The tidal lagoon is exactly the sort of game-changing infrastructure project that Wales needs, and I know from my many meetings with Ministers across Government that it is being looked at extremely closely.
On a topic relating to the lagoon, it is vital for productivity and for the future prospects of our young people that, post-Brexit, we invest in and encourage skills development. ColegauCymru/CollegesWales is doing excellent work to provide skills, training and education for a wide age range that can make a real difference not just to individuals but to families and the country. The lagoon could be the catalyst that unlocks a greater level of skills training and development, which could encourage jobs and investment in engineering, thereby enabling companies to invest in other projects in Wales to benefit all our constituents.
Before I finish, I wish to bring up a local issue that has been worked on across party lines. The decline of the cockle industry has lost the economy around £23 million over the past 10 years. It was once an extremely successful industry in Gower that supported the community and was the livelihood of many people; now, 95% of cockles die at around one year old. The problem has existed for around 10 years, and the cockle beds have not recovered since the mortality started in 2005.
In 2000, the area had the best cockles in Europe and exported to France and Spain, bringing tens of millions of pounds into the region, but the cockles are no longer suitable for the high-end market, and there is a limit to how many small cockles can be sold. The local cocklers are unable to guarantee a regular supply of cockles to the processors. The season starts in May but is finished by July, whereas it used to be a year-round business. The local cocklers believe the cockles are being killed by sewage discharge, although the science around the issue remains a mystery. Natural Resources Wales should be working with the Department for Environment, Food and Rural Affairs, because the problem affects other parts of the UK as well.
There should be further scientific work, and help from the Welsh Government, to save the cockle industry in Gower. Going forward, we can be hopeful about the future of the lagoon and improve skills in science, technology, engineering and maths, but we must not forget the great artisanship of the industries that our communities were built on. Although we face challenges, I firmly believe that by challenging our institutions to do more to find bold projects that will drive Wales forward, and with us elected representatives fighting the corner of our constituents in common cause, we can forge a better and more prosperous Wales that stands ready to embrace the future.
May I say what a pleasure it is to follow the hon. Member for Cardiff Central (Jo Stevens)? I congratulate my hon. Friend the Member for Gower (Byron Davies) and Opposition Members on securing the debate.
As I was thinking about today’s debate, I did a little digging into the life and achievements of St David, and I was amazed by how many aspects I could crowbar into my speech. As we all know, St David was born in Wales, but he travelled widely, visiting Ireland and Jerusalem among other places. However, the “tourist” always returned back to travel Wales more widely, seemingly preferring it to any other place in the world—and why not? Wales is still the most beautiful place to visit in the world, and my area of Brecon and Radnorshire is still the most beautiful place to visit in Wales. This message is getting out into the wider world, too. Visits to Wales are increasing year on year, with a 3% increase seen in the past year alone.
Does my hon. Friend agree that Gower is also worth a visit as it is the first area of outstanding natural beauty in the UK?
I strongly agree with my hon. Friend. When one stands on the beautiful Pen y Fan in the mountains of the Brecon Beacons, we look down on south Wales to the Gower, and what a pleasure it is to see it from a distance—or, in fact, from near or far.
The Welsh tourism industry provides excellent employment prospects in my constituency and is a great boost to the local economy, but it is under some threat at the moment. Business rate hikes, should they go ahead as planned, will harm the tourism industry’s small profit margins, and a number of owners have expressed concerns to me that they might have to close altogether as a result. I therefore very much look forward to hearing any measures that the Chancellor can put in place next week for England that can be replicated in Wales.
It is not just the tourist in St David who is well suited to my speech. As many hon. Members will know, St David set up a number of monasteries around Wales. They were very frugal in their operations; once set up, they farmed the land. Thankfully, farming practices have remained, and produce from Wales is now widely recognised as among the finest products available in the world. Welsh lamb is becoming a benchmark for quality, and our beef is second to none. I am therefore pleased that the Government are supporting Welsh farmers by protecting farm payments until 2020. Furthermore, with Brexit, we have the opportunity to free our Welsh farmers from the shackles of the EU so that we can better compete with produce from around the world.
St David was not just a tourist and a farmer; he was also an inspiration to the warriors of Wales—he was recognised as our patron saint at the height of the Welsh rebellion against the Normans. Support for our military is still very visible in Wales. For many years, we have had a vast number of training grounds and barracks for our military right across our nation, and our communities take great pride in welcoming servicemen and women to their towns. I know that from the infantry training camps in Sennybridge and the Brecon Beacons, and from the barracks in Brecon, in my constituency, which once housed soldiers who fought in the battle of Rorke’s Drift, which was made famous by the film “Zulu”. That history of community is very important to local people, so I am disappointed that the Government seek to close the Brecon barracks. I hope that they will reconsider that proposal, see how important the barracks is to the military and the wider community, and keep it open for generations to come.
Following my research, I felt that I could not speak in this debate without mentioning St David’s great miracle. As he was preaching to the crowd at the synod of Brefi, he raised the ground beneath him into a hill that his sermon could be heard from. There are times when I wish for just such a power, because of my height—so does the Secretary of State, I am sure. None the less, I was reminded of the beautiful, rolling countryside of Brecon and Radnorshire.
I congratulate my hon. Friend the Member for Ynys Môn (Albert Owen) on securing this important St David’s day debate. He is not only a great ambassador for his constituency in north Wales, but an advocate of all things Welsh—he is not a quockerwodger. I echo his calls for unity and connectivity. I live in the Dulais valley of Neath where the signal falls like rain, but we have so much rain that we call it liquid gold.
I pay tribute to the former Father of the House, Gerald Kaufman. I have great memories of Gerald from when he stayed at my house many years ago and played with my daughter Angharad. I still have the photos, which I showed him when I became an MP. We will all miss him so much.
I must also mention the recent tragic death at age 20 of a young Welsh sports star. Elli Norkett was the youngest player at the Women’s rugby world cup and had gained four Welsh senior caps by the age of 17. Elli started her career aged 15 at Neath Athletic RFC, and I had the fortune of meeting her and was inspired by the charm, wit, and passion of a young woman who touched the lives of so many. Her smile lit up the room.
It is a privilege to be the shadow Secretary of State for Wales and to hear about the many Welsh issues and causes mentioned by Members today. I thank my hon. Friend the Member for Merthyr Tydfil and Rhymney (Gerald Jones) for his hard work in his role as my right-hand man—or perhaps that should that be left-hand man. It is great to see the Secretary of State in his place today. He is famous for his sartorial elegance, which is matched only by my hon. Friend the Member for Alyn and Deeside (Mark Tami). I must also mention the great outfits worn by Madam Deputy Speaker, but if she needs some fashion advice, she can call on our fashion guru, my hon. Friend the Member for Swansea East (Carolyn Harris).
Much has happened since last St. David’s day, and it is important to reflect on some of that today. The hon. Member for Monmouth (David T. C. Davies) brought so much energy to his speech, just as he does when chairing the Welsh Affairs Committee and when I see him in the gym every morning.
My hon. Friend the Member for Torfaen (Nick Thomas-Symonds)—my great friend—talked about economic development, saying that funding should continue beyond 2020 and that steel is central to Wales’s future.
The hon. Member for Gower (Byron Davies) spoke about the Swansea Bay tidal lagoon project and the encouraging news that Ministers are looking at it closely. I hope that that is positive news, because we really need that project. He also spoke about the decline of the cockle industry, which we must work together to save.
My hon. Friend the Member for Cardiff Central (Jo Stevens) talked about the importance of the higher education sector to Wales. Success in that sector breeds success across communities in Wales. She also mentioned Horizon 2020 and the Erasmus programme, stating that 17% of staff at Cardiff University are EU nationals, to whom great consideration should be given.
The hon. Member for Brecon and Radnorshire (Chris Davies) said that St David travelled widely but came back to Wales. The hon. Gentleman started some sort of contest about who has the most beautiful constituency. Well, it is Neath. He said that he supports the tidal lagoon, but there is no sea in Brecon! One fact that I did not realise until the other day is that St David was a vegetarian.
My hon. Friend the Member for Clwyd South (Susan Elan Jones) said that St David’s mother lived in Brittany and urged the Government to think of EU citizens. She also spoke about Welsh language culture, and I congratulate her on securing the ability for Welsh to be spoken in the Welsh Grand Committee.
The hon. Member for Cardiff North (Craig Williams) discussed the Cardiff city deal.
Again, yes, but he also mentioned Cardiff Central station in his contribution. He pointed out that the Champions League finals for both men and women will be held in Cardiff, but he did not mention the Women’s Six Nations championship, some of which is being hosted at Cardiff Arms Park.
The hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts) spoke to us in Welsh, and she assured us that she said nothing naughty. I cannot speak Welsh, so I hope she is right. She spoke about the importance of looking at how powers are repatriated to devolved areas of the UK and about the great repeal Bill.
My hon. Friend the Member for Bridgend (Mrs Moon) spoke in glowing terms about Porthcawl and the festivals. I have attended all the festivals because I used to live in Porthcawl, and it is indeed a beautiful place to live. She also mentioned Kenfig Hill, where I was born, and the benefits that Bridgend County Borough Council is bringing to the area. I was a Bridgend councillor, and not many people know that I was Carwyn Jones’s councillor. I can assure the House that he did not benefit in any way from my being his councillor.
My hon. Friend the Member for Newport West (Paul Flynn) spoke about the Severn bridge tolls and how they are calculated. He quoted from the poem by Harri Webb and put his own words to it, which sounded really fine to me.
My hon. Friend the Member for Aberavon (Stephen Kinnock) said that Brexit must work for Wales and that the UK Government must protect funding until 2030. He talked about the steel industry, about which he has spoken so passionately in the past, and its importance to his constituency and the UK. He also mentioned the cross-party “Steel 2020” report, of which I have a copy. It is a great report.
My hon. Friend the Member for Swansea East spoke about the WASPI campaign, which she has led so well in Wales. She spoke about the unfairness of the pension arrangements and how we need fair transitional arrangements. She said that most of the buses from Wales will be filled with WASPI women coming to next Wednesday’s march. She also spoke of the very personal matter of the loss of her son and how four councils in Wales have already scrapped fees for children’s funerals.
The hon. Member for Ceredigion (Mr Williams) spoke about the universities in Aberystwyth and St Davids and about superfast broadband.
My hon. Friend the Member for Ogmore (Chris Elmore) spoke about the north Wales and south Wales metro and his level crossing in Pencoed. He also spoke about vulnerable people being scammed and how we should support our police officers, who do a fine job in our communities.
It is 15 years since Newport became a city, and my hon. Friend the Member for Newport East (Jessica Morden) spoke positively about the great work of council leaders Debbie Wilcox and Bob Bright and their great vision, together with the Welsh Government, to make the city of Newport a fine place.
I thank all the Members who intervened, too. I look forward to working with the Secretary of State for Wales to make Wales a superb place in which to live and work. I am passionately Welsh and always will be.

I am delighted, as the real Byron Davies, to have the opportunity to contribute to this debate, Mr Bailey. I congratulate the hon. Member for Aberavon (Stephen Kinnock) on securing this debate. I am pleased that we are all here contributing to what should be a wider and national conversation about what happens to Wales post-Brexit. I am sure that we here today recognise the importance of ensuring Wales gets the best possible deal from Brexit. The UK Treasury has of course guaranteed European structural and investment funds in Wales for projects signed before the UK leaves the EU. The Treasury has also guaranteed funding received directly from the European Commission: for example, the universities participating in Horizon 2020. The guarantee also includes pillar 1 of the common agricultural policy, so the agricultural sector in Wales will receive the same level of funding it was expecting under the 2014-2020 programme. The access of the UK, and consequently Wales, to the EU funding programmes will be subject to negotiations during the withdrawal process. Even once outside the EU, it is possible that the UK will receive funding from it.
Although it is essential that we support the Secretary of State for Wales and the Minister, who are ensuring we have funds for important infrastructure projects, as part of this process we must scrutinise how the money is spent. I must admit that I was shocked that Carwyn Jones did not have a plan for Wales after Brexit and failed to lobby the British Government prior to the referendum. Apparently, it was too political. That means he did not obtain any guarantees about having funding matched. That is staggering, given the importance of the current funding to Wales. The fact that the First Minister, of all people, did not think of that or secure it is beyond me. It could be argued, however, that it is part of a deeper undercurrent of thoughtlessness and evidence of the Welsh Government’s blasé attitude to the spending of public money. Unfortunately, Wales’ lack of scrutiny is part of the problem. It is due to myriad factors, including a lack of a competitive national media, which leaves the public with an information deficit, and the processes in the Assembly, which mean that many parts of Welsh policy and spending decisions have received a woeful lack of scrutiny. It is no longer good enough to say that the Assembly will get there or that things will change. It has been two decades, and in this place and the Assembly we must seriously start to look at and tackle the problems that the Assembly and Wales face post Brexit.
Wales has received three rounds of EU funding worth almost £4 billion in less than two decades. In the heady early days of devolution, the then First Minister, Rhodri Morgan, said that the first round of funding was a once-in-a-lifetime opportunity to shape a new Wales, shake off the shackles and take advantage of the myriad opportunities and the booming years of the early 2000s to create a hi-tech, trading nation that is proud of its industrial past. We were told that it would grow to become a confident, outward-looking nation once again. Two decades on, we are on our third round of funding.
The Welsh Government’s wasted spending includes a £7.5 million Government procurement card for luxury hotels, iTunes, Victoria’s Secret underwear, yacht wear and other vital uses of taxpayers’ funds for Welsh Government officials. Some £1.6 million was spent on a martial arts centre that never opened in north Wales. Tens of millions of pounds in business loans went from the former economy Minister to firms that went bankrupt, despite warnings about their viability. Some £1.8 million was spent on chauffeur-driven cars; £20 million was spent on properties on the M4 relief road, without a spade in the ground; £3.4 million was spent on a heritage centre that closed within three years; and hundreds of millions of pounds have been spent on major road projects that a 2010 Wales Audit Office report said cost 61% more than estimated and hampered wider transport objectives. My point is that, although it is of fundamental importance that we debate and discuss the future of funding for Wales and support the Wales Office in achieving that—

Commons ChamberThank you, Mr Gray, for giving me the opportunity to speak about the Bill today. I am delighted to see my neighbour, the hon. Member for Swansea East (Carolyn Harris), on the Opposition Front Bench.
By and large, I am happy with the measures and the devolution of some further powers to the Welsh Assembly. To be perfectly frank, I have never been a devolutionist, but I accept where we are and we must make it work. I know that the Secretary of State for Wales, my right hon. Friend the Member for Vale of Glamorgan (Alun Cairns), and the Under-Secretary of State for Wales, my hon. Friend the Member for Aberconwy (Guto Bebb), will be doing everything that they can in the Wales Office to ensure that these further provisions are a success and contribute in a positive and constructive way to the Welsh economy and Welsh national life.
However, my concern about tax-raising powers is long standing, and it would be remiss of me if I did not raise on behalf of the people whom I represent in Gower the issue of a referendum on tax-raising powers. I am well aware and have no doubt that we have all seen enough of referendums to last a lifetime, but one on tax-raising powers for Wales would be slightly less contentious and would take place in a slightly better spirit.
The National Assembly for Wales, and devolution in Wales, has been on something of a journey over the past two decades. There have been mistakes, many potholes in the road and things that could have been done differently, but we have taken this course together and I am sure that everyone is committed to working to ensure that devolution works for the people of Wales. There is no doubt that Welsh national life has benefited from devolution, and it is important that people feel that our institutions are close to the decision-making process. There is still work to do on such issues, but things do not happen overnight at such a young institution. Speaking as a recent former Assembly Member, it is promising to have seen some progress and maturity in the Assembly as an institution since the last election.
I want to make it clear that when there has been a major decision that would greatly affect the devolution process, the people of Wales have been consulted every time. There have been close votes. Indeed, the one that created the National Assembly was on a knife edge, but the Assembly was created. The Welsh people then voted to give the Welsh Government law making powers. Now, the next stage of that process, and perhaps one of the most important, is to give the Welsh Government the power to levy taxes. It is argued that such powers are vital to economic growth, families’ security and the future prospects of the Welsh nation. If used well, tax-raising powers could create huge economic opportunities that drive our economy forward and increase the fortunes of our people, their children and things that they consider important to them. If they are used poorly, however, that could place a burden on family budgets, put encumbrances on small and medium-sized business, which are the lifeblood of the Welsh economy, and drive key companies and economic figures away from the burdens of a tax-laden Wales to Scotland, Ireland or England.
These powers are as crucial as any that have gone before, and if we are to be true to the Welsh people and to the devolutionary process that we have undertaken over the past two decades, it is only right and correct that we allow the Welsh people a voice on these powers. It is their democracy, their devolutionary process and their futures that are being decided, and some might quite rightly say that if they were worthy of being given the choice then, why not now?
The Under-Secretary has previously said that a referendum was not an absolute manifesto promise, but I contend that it was implied to the people of Wales and to my constituents that a referendum would be offered. I must admit that I am disappointed that it will not be on offer as I campaigned fiercely on the issue. However, after a great deal of soul searching, I will not vote against the Government on this. I hope that we can continue a dialogue on this issue and others to ensure that this Bill provides the very best outcome for our people in Wales.
It is a pleasure to serve under your chairmanship once again, Mr Gray. Many points that I was going to make have already been raised by other Labour Members, especially by my hon. Friend the Member for Llanelli (Nia Griffith). None the less, I wish to discuss the idea of a referendum on income tax that was raised by my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty), who is no longer in his place. The hon. Member for Gower (Byron Davies) talked about the Conservative manifesto, but I am more concerned with the fact that, under the Wales Act 2014, it is clear that if there were to be a referendum on the devolution of powers to raise income tax, it would be held before the powers could be transferred to the Assembly.
I said on Second Reading that I am a devolutionist. I have long argued that major constitutional changes should be made by referendums, and I supported that in 1997 and 2011. However, in recent weeks I have been persuaded by some of the arguments on whether we should hold referendums on this specific issue and a range of others, including on having a go at the Government of the day. I make that point seriously, because I am not convinced that this is the major constitutional change that it once was. The Assembly already has tax-raising powers, but we do need some safeguards, which is why I will support amendment 11.
I know that you will not allow me to digress too much, Mr Gray, but let me say that I used to support the single transferable vote for elections. In theory, it is great textbook stuff, but as someone who has campaigned regularly in the Republic of Ireland, I can say that the practical implication of that has put me off. I have also been put off referendums over the past few weeks. None the less, we do need to move forward on income tax, and amendment 11 is the right vehicle to help us do that. What it suggests is that both Houses of Parliament in London and the National Assembly for Wales in Cardiff Bay would make that decision. They would have a mature debate on income tax, in which we would look at the whole fiscal framework and the settlement that we have at present.
Like my hon. Friend the Member for Llanelli, I am worried that if we were to give the Assembly the power to raise income tax, this Government would say, “There you are. You now have the tools to do the job. Get on with it and start raising your own taxes”, while they cut the block grant and other fiscal measures. Our Welsh constituencies would end up poorer, which worries me considerably.
It would be fair and right to have safeguards, and it is what the people of Wales want. This Chamber of elected Members and the second Chamber should look at the matter in greater detail along with the National Assembly for Wales. It is right to have that consensus and some safeguards to ensure that the people of Wales are not worse off as a consequence of the measure.
We all know that the Barnett formula has a flaw, and we all argued that in the 2015 election—it was in all our manifestos. I have concerns because for every pound that is spent in the UK, Wales gets £1.15 in return. It gets more than England, but not as much as Northern Ireland or Scotland. In the future, if these income tax measures were given to the Welsh Assembly by a Government who were keen to get rid of them without having that proper debate in both Houses of Parliament and the Welsh Assembly, I would worry that the people whom we are here to represent would be in a worse position. I understand the theory, but it is the practice that worries me, and for that reason, I will support amendment 11.

Commons ChamberIt is a pleasure to follow the hon. Member for Newport West (Paul Flynn). I begin by thanking my right hon. Friend the Secretary of State for Wales and his predecessor, my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb), for the constructive way in which they have engaged across party divides to try to ensure that the new Bill will be a positive step in the devolution process and a positive move for the people of Wales.
I might not have started out being one of the great advocates of devolution, but I have, through my years as a Member of the National Assembly, come to realise that the devolutionary process is something that is important not just to Welsh political life, but to Welsh cultural and national life on many levels. I am sure that the Bill will continue to improve and add to the devolution process, and I look forward to scrutinising it during its passage through the House.
I will talk briefly about a topic that has been well-exercised today: taxation powers for the Welsh Government. There is a famous American slogan that there should be no taxation without representation. I am concerned that the new tax powers for Wales will receive no seal of approval from the people of Wales and no democratic process, and will involve no representation for the people of Wales. At the key stages of the devolutionary process, the people of Wales have been able to debate and have informed discussions about their future and what they want their democracy to look like. Of course, that process led to the creation of the National Assembly and law-making powers for Wales. Taxation powers represent a major step in devolution, so they deserve the same level of debate and discussion.
As an Assembly Member, I am worried about the level of scrutiny not just in the Assembly, but in Welsh political life, where there is limited media and political analysis. That is part and parcel of the Assembly being a young institution in the process of finding its distinct place in Welsh life, and its own methods of scrutinising Government and debating major issues.
The huge sea change in the level of scrutiny is something that has really struck me since I have become a Member of this House. One cannot fail to be impressed by the House’s extremely long and detailed process of scrutinising Bills. The Investigatory Powers Bill that has just been through the House is a key example of that. We had Committee reports, a Public Bill Committee and, perhaps more importantly, a constructive debate about not just the Bill, but society, technology and the crucial issues of privacy and security in a world that is becoming ever more dangerous. The process highlighted the crucial role of a constructive Opposition in the passage of legislation. It highlighted the significant role of the Back-Bench MP and reflected positively on a Government who wanted to engage in a process with all parties to achieve the very best piece of legislation.
This is the process that is missing in Wales. There has, until now—I am sure some of the new Assembly Members will change this—been very little in the way of Back-Bench scrutiny of proposed Welsh legislation. I have witnessed Bills being essentially nodded through, with serious and sensible amendments refused simply because they have come from an opposing party. It has simply been a case of, “This is the legislation. It is what we as a Government want and that’s the way it is going to be.”
That is not the way an institution that now has major powers over everyday life in Wales should be run. We need a wider debate in Welsh society and political life about our democratic processes, and our scrutiny over the Welsh Government and their processes. This is a genuine cross-party point. I am sure that Members on both sides of the House agree about the need to discuss these issues without fear or favour to ensure that the devolution process is the very best it can be.
I hear what the hon. Gentleman says about scrutiny in both this House and the Assembly. I chaired the Investigatory Powers Public Bill Committee, so I know the length of that process. Does he agree that one reason why scrutiny is lighter in the Assembly is because it has fewer Members? The number of Members who are not on the Front Bench and in the Executive is an issue. Does he think we should look at the number of Assembly Members as this Bill progresses?
That is a difficult question to answer. Should we increase the number of Assembly Members, particularly in the current climate in which the amount we spend in the world of politics is scrutinised? I had great difficulty coming to terms with that when I was an Assembly Member, but the honest truth is that if we are going to have proper scrutiny, we will have to consider increasing the numbers. I accept that many AMs are in government and unable to scrutinise.
Is it not right that we should be debating this? The whole point about devolving electoral arrangements is that the Assembly should make these important decisions, not this Chamber?
I agree with my hon. Friend, who makes a very good point.
This is what concerns me regarding taxation powers: the Welsh people have not had their voices heard. They have not had the chance to hear the arguments, to debate with their neighbours and friends, or to discuss with their local politicians what the new powers will mean for their lives. The powers are significant not just to family lives, but to the economic future of Wales. I have felt that the Welsh public deserve a major discussion about this most crucial of issues, which will affect their day-to-day lives.
I have made my points about how we view the Assembly and how it scrutinises the Welsh Government, but I hope that I will be forgiven for going into my concerns regarding the Welsh Government. The previous Welsh Government were, I am afraid, completely adverse to any scrutiny or constructive criticism, as I saw at first hand. I was an Assembly Member until May last year, and I saw a complete lack of will and want in that Government to hear an opposing view or to discuss a different solution. That led to the appalling running of certain services in Wales. For example, there is a complete lack of an integrated transport system that would be fit for a modern and outward-looking nation. Legislation was not to the standard it should have been and there were scandals such as the regeneration investment fund for Wales. The Welsh Government scandalously sold land massively under value—we are talking about millions of pounds—and deprived Welsh taxpayers of key revenues, which highlighted the very inadequate processes for and governance of major public assets. That leaves me deeply sceptical about that Government’s ability to control billions of pounds of revenue that they raise themselves. I do not make that point to be party political, but it would be remiss of me and remiss of the House if we did not consider such issues, which are absolutely crucial to our constituents.
As it stands, I am completely unconvinced of the Welsh Government’s ability to run a Treasury. That Government have chronic and long-standing problems regarding their ability to run projects, so I feel uneasy about giving them such powers. I therefore hope that the Secretary of State will assure us that the Treasury and the Wales Office will ensure that there is a clear process so that the Welsh Government are prepared and equipped to use these powers in a way that befits the Welsh people.
I look forward to scrutinising the Bill. I know that it could not be in better hands than those of my right hon. Friend the Secretary of State and the Under-Secretary of State for Wales, my hon. Friend the Member for Aberconwy (Guto Bebb). I know that they will listen and speak to Members to ensure that the Bill benefits the people of Gower and the rest of Wales and, above all, to give the people of Wales greater confidence in further devolved powers.

Commons ChamberI have spoken to the Secretary of State for Business since his meetings with Tata in Mumbai. Pensions are rightly one of the issues under consideration, and the hon. Gentleman will be aware that my right hon. Friend highlighted them at the outset, when he said that pensions, plant and power were three of the issues that needed to be addressed. Pensions are an extremely complex issue and cross a number of Departments, but we are determined to find a way through in the interests of the members, the trustees and the company.
8. The sale of the steelworks is at a critical stage. It is crucial to the survival of the plant that both Governments act with purpose to support a successful buyer. Has my right hon. Friend agreed a way forward with the First Minister and the Welsh Government in Cardiff Bay to ensure that that is the case?
I pay tribute to my hon. Friend for the work he is doing in his constituency, where a number of steelworkers reside, and for the responsible way in which he has pressed issues that are fundamental to a successful steel sale. I met the First Minister earlier this week, and we absolutely agreed that this issue is our priority. We are determined to continue in close dialogue and to work closely together to secure the sale.

Commons ChamberI am disappointed with the hon. Gentleman’s approach. Steelworkers want to see Government and Opposition, and the unions and the company, work together to secure a long-term future. The Government have been in a long-term dialogue, which is demonstrated by the ongoing sales process, as opposed to the plant facing the risk of immediate closure.
Will my right hon. Friend assure me that he and the Wales Office will work with all relevant Government Departments to ensure the long-term future of Port Talbot, particularly for the workers who live in my constituency?
I pay tribute to my hon. Friend. He met the Business Secretary last week, and he and I have had several conversations about support for his constituents who depend on the plant, demonstrating its regional impact. The Government are determined to do everything possible to secure a long-term, viable future for the plant.

Commons ChamberI am grateful to have the opportunity to speak today. I congratulate the hon. Member for Aberavon (Stephen Kinnock) on securing this debate. I am very conscious of what he said about different Members having different matters to raise, as I have several areas of concern that I would like to discuss. I thought I would do that by taking Members on a very quick geographical tour of the south Wales coastline.
I will start at Cardiff Bay, the seat of the National Assembly for Wales. During my time as an Assembly Member, I fell upon what must be one of the most scandalous episodes in Welsh devolution. One of the main jobs of any Government is to ensure that the public receives value for money, but I am afraid that, in this tale, the public received absolutely no value from the Welsh Government in the Regeneration and Investment Fund for Wales. It is crucial that Governments attach the highest importance to public assets, but, on this occasion, the Welsh Government not only sold land for an incredible amount under its true value, but seemed completely complacent during the process of the sale.
There was huge weakness in the oversight of this project. It is incomprehensible that the “jewel in the crown” site at Lisvane in Cardiff was sold to a preferred purchaser for £l.8 million, when its potential open market value for housing was at least £39 million.
The Welsh Government sold the land in Lisvane in Cardiff North, the most valuable land in Wales with the richest agricultural output, for £15,000 an acre, when it is worth £1.2 million an acre. It is a national scandal. If it had happened in this House, does my hon. Friend think that people would have been held to account and that there would have been resignations?
I am absolutely sure that my hon. Friend is right. I am amazed that the First Minister did not hold anyone to account and sack them. That perhaps speaks volumes.
Indeed, Guernsey-based South Wales Land Developments, the preferred purchaser, which bought 15 sites for £21 million, has made £19 million by selling just a few of them. That casts a very dark shadow over what the Welsh Government were doing during the process. The cavalier approach to the disposal of public assets is quite disturbing. Furthermore, questions must be asked about the valuers, Lambert Smith Hampton, and the fund managers, Amber Infrastructure, which gave the Welsh Government extremely poor advice.
There have been two recent reports on the Regeneration Investment Fund for Wales by the Wales Audit Office and the Welsh Assembly Public Accounts Committee, both of which are damning in respect of all parties involved in the deal. The Wales Audit Office made it clear that effective oversight of the project was difficult because of the governance weaknesses in establishing the RIFW. I know that the Serious Fraud Office has taken a look at the matter, but how deep did it go? I would like it to reassess any new evidence. Anything the Wales Office can do to get to the bottom of the issue would be very welcome.
Moving on further down the coastline, we come to the steelworks at Port Talbot, which plays a huge part in the landscape of south Wales. It is a crucial part not just of the economic fabric of the country, but of the social fabric, and nowhere is that truer than in my constituency of Gower. For decades, the works has provided for people across south Wales. They either work directly at the plant or in the supply chain. Indeed, the community surrounding the steelworks has survived, and indeed thrived, because of the plant. It is a crucial part of the community, and it is vital that we work together to ensure that the industry has a successful and prosperous future.
I have met Ministers and discussed their efforts to help the steel industry win procurement contracts. I am sure that my hon. Friend the Minister will help where he can to stimulate the demand for steel, which will have a positive knock-on effect on opening up opportunities in the supply chain in Wales. I recently visited Rosyth in Scotland to see the new aircraft carriers and was delighted to learn that 94% of the steel used in their construction was British steel.
Continuing our journey around the south Wales coastline, we come to Swansea Bay and the Swansea tidal lagoon. Much political point-scoring has been attempted on this, particularly in the local press, which is rather a shame. We are all at one—we all want to see the scheme developed. It will be a pilot scheme and we should realise that it will cost an awful lot of money to develop. There will be a great deal of public money involved, but it is the first of what could be several schemes. The Government are right to sit down and look at the whole thing in the round. I hope we will see it developed one day, and I know that other politicians in the area share that hope.
I was delighted with the recent announcement from Sir Terry Matthews about the Swansea Bay region. That scheme needs to be pushed along, perhaps through an elected mayor system. I am keen for that debate to be opened in Swansea. We need more infrastructure in Swansea, such as a parkway railway station. At present there is Swansea railway station at one end of the town and the bus station at the other end. For a successful bay region, we should consider that.
I shall move quickly round to the Burry inlet and talk about my constituency and the north end of Gower, the first area of outstanding natural beauty in the UK. I want to speak about the loss of the cockle industry and the loss to the economy of about £23 million over 10 years. That was once an extremely successful industry in Gower that supported the community and was the livelihood of many people. Now there is a 95% mortality of the cockles when they get to one year old. They should live to four or five years old. They are usually harvested when they are 18 months to two years old, but can be harvested up to about five years.
The problem has existed for about 10 years. The cockle beds have never recovered since 2005 when the mortality started. In 2000, this area had the best cockles in Europe and exported to France and Spain, bringing tens of millions of pounds into the region. The cockles are no longer suitable for the high-end market and there is a limit to how many small cockles can be sold. The nucleus of the cockle industry is Penclawdd and there are questions about its viability now that the main processor has been taken over by a Dutch company.
Local cocklers are unable to guarantee a regular supply of cockles to the processors. The season starts in May but is finished by July, whereas it used to be a year-round business. The cocklers believe that the cockles are being killed by discharges of sewage from waste treatment plants on the south Carmarthenshire side and from sewage works at Gowerton. Samples have been taken of dead and rotting cockles and of some live ones and these have been analysed, but we have never seen the results. The cocklers are calling for further scientific research, including a parasitology investigation, which has never been carried out before and requires funding from the Welsh Government. Research has discovered that each cockle in these waters carries up to 29 different types of parasite, many times more than is found in cockle stocks elsewhere in the UK and along the Atlantic seaboard from north Africa up to Scandinavia.
There are 35 licences still in existence in the Burry inlet and 25 of them are still being used. People are paying for licences but cannot make a living. In the 1960s and 1970s, up to 100 people were working there, gathering cockles 52 weeks a year. The licences cost £700 a year but they can no longer be transferred to sons or relatives, who have to go on a waiting list to be given a licence. There are still 120 people on the waiting list in Gower. There is much hope in the community that the industry will recover, and here in this House we must do all we can to support the efforts to help the industry.
When I was an Assembly Member I raised the matter many times in the Chamber. Since I have been a Member of this House I have written to the Welsh Government to try to get them to fund an inquiry into why the cockles are dying. To date I have had no success. We need to find the cause of this problem and ensure that the cocklers whose livelihood has been greatly affected are treated with the respect and dignity that they deserve to get this great product and industry thriving again. Anything that the Wales Office can do to encourage the Welsh Government into action would be very welcome.
I congratulate my hon. Friend the Member for Aberavon (Stephen Kinnock) on securing this important debate on Welsh affairs, which marks St David’s day.
I would like to focus on three issues, albeit briefly. First, there is no doubt that Wales has been hit hard by the UK Tory Government’s austerity measures. In my constituency advice surgeries, the most common theme is the hardship people face due to the welfare reform agenda being pursued by the Tory Government. I think there are Tory Members who do not understand the situation people find themselves in.
Specifically, the spare room subsidy, or bedroom tax, is harming people in my constituency and across Wales. A report by the Welsh Affairs Committee in 2013 showed that Wales was disproportionately affected compared with the rest of Britain, and that remains the case. This tax is, quite frankly, the most unfair and pernicious since Margaret Thatcher’s poll tax.
I have spoken with staff at my local citizens advice bureau in Merthyr Tydfil, who have told me about the many cases they regularly see coming through their doors—people who have nowhere else to turn. Those clients already have a number of other significant issues in their lives, and the bedroom tax only adds to them. Some of those people are now in rent arrears because of it, and some could lose their homes. That could have massive consequences, and for those who are physically or mentally disabled, it could result in even more severe issues, such as homelessness, suicidal thoughts, substance misuse or further debt—a downward spiral.
Unfortunately, in many communities in my constituency, there is not a huge number of smaller properties. Therefore, people affected by the bedroom tax decide either to stay in their property, thus incurring a financial penalty and placing great strain on their ability to manage, or to move to a smaller property, which can often be in a village some miles away. I have spoken with constituents who are in debt for the first time because of having to pay the bedroom tax. Food bank usage has increased massively, which is totally unacceptable in 21st-century Britain.
The second issue I want to focus on is the forthcoming EU referendum. As other Members, including my hon. Friends the Members for Aberavon and for Neath (Christina Rees), have outlined, Wales has benefited considerably from EU investment. Projects right across Wales have been delivered using EU funding, which is vital in helping to create a skilled and inclusive labour market and in driving economic prosperity.
When we had the first round of funding, the then First Minister, Rhodri Morgan, said it was a once-in-a-lifetime opportunity, but here we are now with a third round of funding. Would the hon. Gentleman like to comment on that?
EU funding is important, and it has benefited Wales considerably—the evidence is there in terms of jobs and the businesses that have been supported—but there is still work to do. [Interruption.] If I may, I will carry on.
A key example of the projects I mentioned is the Welsh Labour Government’s Jobs Growth Wales fund, which has supported more than 15,000 young people across Wales since 2012, when it was created in response to the Tories’ scrapping of the future jobs fund. Using £25 million of European funding, the programme has supported countless young people. There are many more examples of how the EU has benefited Wales, which is why it is so important for Wales that the UK remains a strong part of the EU.
I turn now to the Wales Bill. As the party that established the Welsh Assembly, the Labour party supports the additional powers for Wales proposed in the draft Bill, but we had significant concerns about how the Assembly’s powers were rolled back in other parts of the Bill. It is fair to say that the draft Bill was not met with universal support. In fact, despite the Welsh Affairs Committee having witnesses from various aspects of Welsh life, it was a struggle to find anyone who had anything positive to say about it. I am pleased that the Secretary of State has finally listened to the overwhelming body of evidence from experts, lawyers and politicians from all parties, and to the Committee’s recent report. The Bill is deeply flawed and I welcome the fact that he is now not pushing ahead with it in its current form. Labour Members have been raising concerns about the Bill since its publication last October. If those concerns had been listened to then, perhaps we would not be in this situation now. Only last month, in the Welsh Grand Committee, many of the same concerns were again raised with the Secretary of State, who at that point, just a few short weeks ago, was defending many of the provisions he now seems to have binned.
It is only fair, right and proper that Members of this House, and indeed members of the Welsh Affairs Committee, have clarity about the detail of what the Secretary of State announced on Monday. Specifically, we need to know if anything is going to replace the necessity test, what system will be used for Minister of the Crown consents, and how different the list of reservations will be. It is imperative that the Secretary of State gets the Bill right this time and sticks to a timetable. Any delay means a consequent delay in the powers being transferred to the Welsh Assembly. It is also important that the Secretary of State and the Government fully consult the Welsh Government to iron out the practicalities.
The fact that the Secretary of State has presented a radically different Bill from the one that the Select Committee scrutinised may be problematic. The Committee’s report states:
“Whilst this pre-legislative process has flushed out views, it has also made it apparent that the final Bill will be significantly different to that which we have been scrutinising. That is wrong. Whilst changes and improvements are what this process seeks to provide, the weight of the evidence we received has meant we have had to focus on fundamental principles of the draft Bill rather than the specifics of the text. The Government should have focused its effort on resolving these matters of principle, before proceeding with a draft Bill.”
The Secretary of State said that he wanted a lasting devolution settlement that would resolve the constitutional situation for a generation, and I am sure that is what we all want. The best way to get it is to consult and negotiate with all stakeholders, such as the Welsh Government, the Welsh public sector, and other key interested parties to get broad agreement on the direction of travel and iron out the practical difficulties and issues. Ideally that should have been done before the Bill was put to this House, but it should be done now. The Bill is deeply flawed as it stands, and progress is needed. I urge the Secretary of State—who is now, thankfully, in his place—to get things back on track.

I was recently a Member of the National Assembly for Wales, of course, and I think I am unique among Welsh Conservatives here in having been a Member of the National Assembly for Wales and a Westminster MP. I have seen the Welsh Government working at first hand and I have several concerns about the way they operate.
My first concern is that while I get the fact that we need to have tax devolution, and that the Government need to show competence and to be answerable for the money that they raise and how they spend it, the Welsh Government in Cardiff Bay have recently overseen an appalling piece of financial mismanagement—the regeneration investment fund for Wales. Tens of millions of pounds are being wasted, so it is worrying to think that we will suddenly hand down to Wales tax-raising powers. There is a certain arrogance about the Welsh Government’s response to the loss of those millions of pounds, so I am really concerned that, should we give them tax devolution and these tax-raising powers, they will follow the same sort of path. I cannot say how much I feel for the people of Wales if they are to suffer such mismanagement.
My hon. Friend makes an important point. I understand his long-held, strong views about our being careful about devolving taxes to Cardiff Bay. He highlights the scandal of that sale of land and the loss to the taxpayer, but until and unless the Welsh Government become a more responsible body by being accountable for the money that they raise as well as how they spend it—as long as they carry on as a big spending Department—we will get more of these scandals and more of that careless use of public money.

Friend agree that while it is all well and good to give the Assembly Government the responsibility for accounting for the money that they spend, tax-varying powers should not be conferred without the acquiescence of the Welsh people, as was the case with the Scottish people in 1997, and that therefore a referendum should be held on the issue?
It is well known that I think that the people of Wales should have had a referendum on that issue, and it is in the public domain that I have made that known to the Government.
Since the hon. Gentleman has been elected, he has voted for the devolution of full income tax powers for Scotland and for devolving corporation tax in its entirety to Northern Ireland, so why is he so opposed to empowering the people of Wales with fiscal powers?
I have just answered that point. After seeing at first hand the Welsh Government at work, I do not have faith in their competency—it is that simple.
My final point is about policing, an area in which I have some experience. I am delighted that we will not devolve policing to Wales, because it is a very complex matter. It is about complex intelligence systems and cross-border complexities. I have always been of the opinion that bigger is better in policing. I am in favour of regional policing and we need to consider that issue in another forum, but I am delighted that it is not being considered in the Bill.
