The Prime Minister, the Foreign Secretary and I have condemned the building in the occupied territories. Such building certainly makes it more difficult for Israel’s friends to defend it against accusations that it is not taking the process for peace seriously. We very much encourage all sides to come to the table. I visited the E1 area on my recent visit, and it was clear what difficulties this building would cause in the conurbation between Ramallah, Hebron and Bethlehem. We discourage the building of any further settlements there.

Illegal settlements are not just about how to defend the Israeli Government. Surely, the result of such settlements is to put the possibility of a two-state solution further and further into the future, to the extent that it could be argued that such a solution has now been completely undermined. Does my hon. Friend accept that no leader of the Palestinians could accept a solution that, for example, made it impossible for a Palestinian state to have East Jerusalem as its capital?

The issues raised by such settlements are very serious indeed, but we must not allow them to deflect from the bigger issue of reaching an actual settlement. It is possible for land swaps to take place and, as my right hon. and learned Friend implies, what is happening is illegal under article 46 of The Hague regulations. However, we do not want people to be distracted by the settlements; we want them to come to the table and restart the negotiations.

The right hon. Gentleman says that he speaks as a former Minister with responsibility for the middle east, so he will know, perhaps better than most, the complexity of this area. We can only guess at the complex motives and motivations of Turkey in its individual actions, but I am not sure that his analysis of why the Turks have not intervened in Kobane is correct. Frankly, I think this has more to do with intra-Kurdish politics than it has to do with the regime in Damascus, but it is a complex situation. There are many different conflicts wrapped up within this overall battle, many of them deeply historic and with very complex roots.

In the debate a couple of weeks ago on intervention in Iraq, the right hon. Gentleman made very clear, to his credit, his view that we should be further forward- leaning still—that we should be prepared to intervene in Syria. What I would be very interested to hear, and did not hear from the Opposition Front-Bench spokesman’s speech, is an indication whether that is now the Opposition’s view.

I personally find it increasingly difficult to justify the distinction in our policy between Iraq and Syria. If the town of Kobane falls, the outcome for its inhabitants, based on previous experience, could be apocalyptic. In those circumstances, is there not a case for the United Kingdom to join in the air operations in Syria under the authority of not only the right of humanitarian intervention but, perhaps more pertinently, the duty to protect?

I hear what my right hon. and learned Friend says about the distinction between Iraq and Syria. He is absolutely right that in military terms this is a single theatre of operations. The Government continue to review our position with regard to Syria. As we have said before, if we come to the conclusion that there is a military case for Britain taking part in air strikes in Syria, we will come back to the House of Commons and there will be a separate debate on that. What I would say to him is that my meetings in Washington last week left me with the clear understanding that there is no shortage of air power capability in Syria. The targets that are being identified are being prosecuted. What is needed is not more strike power; it is more intelligence, surveillance and reconnaissance in order to generate targets. That does not require UK participation in strike operations.

I want also to respond to my right hon. and learned Friend’s comments on Kobane. Of course it would be a very negative development if Kobane were to fall, but he should be aware that the great majority of the inhabitants have already left that town, many of them crossing the border into Turkey. As we understand it, there is a very small number of civilians left in the town.

I must begin by apologising for not being present at the outset of the debate; I had a parliamentary obligation outside the House of Commons. However, at least I turned up, which is not something that can be said of Scottish National party Members, who, even as we conduct this debate, are going round Scotland saying that we should have a different and better foreign policy, but have declined the opportunity to come today and to take us, and perhaps the British public in general, into their confidence.

I had the good fortune to hear the speeches of my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke) and my hon. Friend the Member for Penrith and The Border (Rory Stewart), who has now left us. I recall, as my right hon. and learned Friend will, that he and I went through the No Lobby together when it came to the question of military action against Iraq. Although it was suggested a moment or two ago that legality was perhaps too much in the minds of those who took that course of action, the truth is that unless we are able to persuade the House of Commons that what we are about to do is legal, we will have very little chance of persuading the public outside the House of Commons that what we are proposing to do is in the best interests of the public.

The point was not to criticise any legitimate discussion about legality, although I do not think there was any question about that legality. The problem was that we spent all our time discussing that and talking through the United Nations—it is all that Tony Blair talked to the President of the United States about—instead of asking, “What are we going to do when we get there?” We thought that that discussion had gone on between Tony Blair and the President, but it just had not. That was the real tragedy of that situation.

My recollection is that the discussion was mainly about illegality, and I think the hon. Gentleman does himself and his party a little less well than he could have, because the Conservative spokesman, translated to the House of Lords as Lord Ancram, was among those who were arguing very strongly that there was a complete absence of a plan about what needed to be done after the military action had been successfully concluded. That attitude and those matters were under active consideration by the hon. Gentleman’s own party, even though it had voted to go to war anyway.

The second speech by which I was considerably influenced was that of the hon. Member for Penrith and The Border, who talked in realistic terms about resources, in particular the resources available to the Foreign Office. I would like to say a few words about the resources available to the three security services, which as it happens are giving evidence to the Intelligence and Security Committee today.

If the threat is increasing and if the analysis is that there is a greater risk of terrorist activity in this country as a result of returning jihadists, one way to begin to seek to meet that threat is by ensuring that those who are on the front line of seeking to disturb or prevent such actions from taking place are properly resourced. That means investing money—and, yes, it means taking money away from other things. We should never forget that the primary duty of any Government is the defence and the security of their own citizens.

Is the right hon. and learned Gentleman suggesting that we should perhaps take money from DFID’s budget, which is often justified in terms of soft power? Last year, for example, it spent £4 million on a Spice Girl-style band in Ethiopia. Should we not be spending that sort of funding on serious diplomatic and intelligence capability?

I think the hon. Member for North East Cambridgeshire (Stephen Barclay) is suggesting that they are alternatives, but they are not. Of course, when we spend as much as we do on soft power, there will be projects of which we disapprove, but there are places in the world that now have clean water that did not have it before, and children getting the kind of vaccinations that they did not get before as a result of our spending so much money in that direction. As for influence, at the United Nations we will find that every country and every permanent representative we talk to will say how much they appreciate—and indeed envy the fact—that the United Kingdom is such a serious contributor to international development.

There have been some criticisms about strategy. I am rather diffident about entering into important strategic discussions with three minutes and 23 seconds in which to do so, but I wish to emphasise my support for the notion of values. Values have been invoked in some thoughtful speeches in the course of this debate—including freedom of speech, the rights of women and the right to free expression. I would like to put it slightly differently and start with the rule of law, which is a fundamental constituent of any democratic society. Human rights are important, too—in a sense, they embrace some aspects of freedom of speech and the rights of women. Democratic structures are important, too, of course. These are the values that have been very substantially copied from this country by many other countries throughout the world, particularly those in the Commonwealth. I think that we should be nothing other than determined—indeed, almost arrogant—in promoting them, because of the stability that they undoubtedly create.

Let me now turn to what has obviously been the single most significant issue in the debate so far: the issue of how to deal with ISIS. The barbarism of ISIS is there for all to see. Like the hon. Member for Leicester West (Liz Kendall), I accept that military action will be required, but, as I understood my right hon. and learned Friend the Member for Rushcliffe to say, the last thing that such military action should be is at the instigation of the United States and the United Kingdom, and what we rather loosely used to call the west.

If we want moral authority, and if we want political support throughout the region, we must engage with the countries of that region, which is rather what happened in the first Gulf war. It is often forgotten that in the successful first Gulf war, the first unit to cross the start line was an armoured unit from Saudi Arabia. The coalition that was created in respect of that first Gulf war to expel Saddam Hussein from Kuwait was broadly based and substantially supported by Arab nations. If we think that we can go into Iraq or Syria looking for ISIS with only the stars and stripes and the Union jack flying above us, we have no idea of the long-term political difficulties that that would cause, however successful the initial military action might be.

I do not really care whether it is a matter of law, a matter of prerogative or a matter of politics, but before this House endorses military action which would have the result of putting our men and women of the three armed services in danger’s way, the Government should come to the House and explain what they are proposing, and the House should endorse it. Anything other than that will not satisfy public opinion.

I certainly believe that the NATO summit in Wales will provide an unparalleled opportunity to highlight not only Welsh business but the attractiveness of Wales as a destination for inward investment and for tourism. We saw how Northern Ireland benefited from the Enniskillen summit last year. I assure the hon. Gentleman that my colleagues at the Wales Office have the issue very much on their list of key priorities at the moment.

The Russian response to the downing of the aircraft has been a mixture of disingenuousness and paranoia, and they have abandoned realism. It has already been argued that steps should be taken to make them take a more realistic approach, but is there not a real challenge for the north Atlantic alliance, both with the European Union and with NATO, to ensure that we act in such a united and unified way that the Russians are in no doubt about the seriousness with which we take their conduct?

I completely agree with my right hon. and learned Friend. It is important that the Atlantic alliance generally—this applies whether we are talking about NATO or the European Union—remains united, resolute and determined, because we face a very grave challenge. It is certainly the case that the NATO summit will need to give a high priority to a reassertion of article 5 of the doctrine of collective defence.

We make the point strongly to Israel about avoiding civilian casualties and observing international humanitarian law, and the hon. Lady is right to say that when those rockets are launched against Israel, their only purpose is to cause civilian casualties there. There is not even a pretence of observing international humanitarian law. As the shadow Foreign Secretary has said, no nation on earth could tolerate that, but it is important that the response should be proportionate and that it should observe international humanitarian law. The hon. Lady is also right to say that what has happened in Gaza since the Israeli withdrawal is taken in Israel as a lesson in not withdrawing in the future, and that is a tragedy for all concerned.

I have not been here quite as long as the right hon. Member for Mid Sussex (Sir Nicholas Soames), but I certainly share his frustration, and I suspect that it is shared in all parts of the House. It is wholly unacceptable that the people of Israel should be subject to random and indiscriminate rocket attacks, but it is equally unacceptable that the response of the Israeli Government should be disproportionate, contrary to international law and at the expense of civilians, particularly children.

It is. The frustration from all quarters of the House is very clear, and I absolutely share it. The Government have to focus on what we can do to help to bring an end to what is unacceptable for both populations. I think that that is to work diplomatically to bring about an agreed ceasefire, to do our utmost to provide humanitarian relief and to work to ensure that the peace process can be revived.

My hon. Friend is absolutely right. It is another example of how Scotland has the best of both worlds. Scotland is the proud host nation of the Commonwealth games, but the UK is the host Commonwealth member state. We are working together on this very successfully. We are confident that the games will be a success and, of course, together in Team GB we have become a sporting superpower in the world. It is very important that we keep working together on sport.

Perhaps I should just remind my right hon. Friend that the constituent parts of the United Kingdom compete in their own right: there will be a Scottish team, a Welsh team, an English team and a Northern Irish team.

My right hon. Friend will be well aware that it is intended that there should be a service immediately after the Commonwealth games to mark the 100th anniversary of the beginning of the first world war. Can we be satisfied that my right hon. Friend and his Department will do everything to ensure that as many Heads of State from the Commonwealth not only visit the games but make themselves available for that service?

Yes, of course we do have, going back over many decades and including now, important common interests with Iran, and that includes stability in Iraq and, indeed, in Afghanistan. There are also many other issues, such as dealing with the narcotics trade, on which Iran and the UK have common interests, and that is a very good argument for trying to advance our bilateral relations. Of course we also have to deal with the issue of Iran’s nuclear programme, which was something else I discussed with the Foreign Minister at the weekend, and there will be further negotiations this week. We also need Iran to make its contribution to stability in the region by ceasing its support for sectarian groups in other parts of the region. We look to Iran to do those things, but do we have some common interests? Yes, we do.

My right hon. Friend will recall that I and my right hon. and hon. Friends at the time were unequivocally opposed to the military invasion. Notwithstanding that fact, I can tell him that I am sympathetic to the view that it cannot be credibly said that the invasion is the sole cause of the present situation in Iraq, although it is, I think, now generally accepted across the House that it has most certainly made a significant contribution.

May I turn, however, to the issue of Iran, properly raised by the right hon. Member for Blackburn (Mr Straw)? There is no question but that the United States and Iran have different motives, but as the Foreign Secretary acknowledged a moment or two ago, they have common interests, so co-operation between them, even if covert, would be in the interests of us all.

Well, of course covert co-operation is not something I will speculate about on the Floor of the House; it is not my habit to do so for very good reasons. Of course those common interests with Iran are there in respect of the stability of the entire region. That is very clear, but I stress again that Iran can do a great deal for stability across the whole of the middle east by desisting with a nuclear programme that threatens nuclear proliferation across the region and by ceasing support for sectarian or terrorist groups elsewhere. There is a heavy responsibility on Iran, as well as on all of us to do what we can to improve relations and to get that point across to Iran.

Yes, I think so. Again, the test is what actually happens. There is a strong school of thought which holds that Russia’s call for the sham referendums not to go ahead, although they went ahead, was intended more to disclaim responsibility for them than actually to discourage them. The Russians have reacted by saying that they respect what they see as the will of the people, which was expressed in such a massively anti-democratic fashion as the referendums, but they have not reacted in the same way as they did after the sham referendum in Crimea, by annexing the territory concerned. They clearly see Donetsk and Lugansk in a different light from Crimea, and what they want to do is different. It is terrible, but it is different, and we will continue to judge them by the differences in their actions.

My right hon. Friend paints an understandably grim picture. At the risk of over-dramatisation, I would say that this has all the characteristics of a powder keg. President Putin will not adopt diplomacy until he is satisfied by what he has achieved or is forced to come to the table, which renders the point made by the right hon. Member for Blackburn (Mr Straw) all the more significant. Is my right hon. Friend entirely confident that the countries of the European Union will be unanimous in any further extension, and, in particular, that the United States will form part of any such extension, given that this is a matter for the Atlantic alliance as a whole?

So far, the co-ordination between the United States and the EU and between EU nations has been very strong, and we in the UK play an important role in ensuring that there is that co-ordination. Any discussion behind closed doors often features a variety of views—as one would expect, when 28 EU nations are involved—but so far we have had no difficulty in reaching unanimous agreement on the sanctions that I have described, and that includes the decisions we made yesterday. Russia should not underestimate the willingness of the European Union to add further measures, including more far-reaching measures if necessary, and to engage in close co-ordination with the United States of America in that regard.

I believe that Russia’s actions in Crimea, and now in eastern Ukraine, are a response to the unexpected and rapid fall of President Yanukovych and his Government, which was understood in the world—and indeed in Russia—to be a major reversal for Russian foreign policy. The long-term consequences of that response have not necessarily been thought through. Russia has acted to restore some of what it might think of as its prestige internationally or domestically, and therefore taken these actions. There is an alternative approach—the one agreed in Geneva only 11 days ago, with Russia’s Foreign Minister present—which is for all concerned to de-escalate tensions while the Ukrainian Government pursue constitutional reform, including decentralisation to the regions of Ukraine. That is the alternative model.

Is not one of the most chilling features of this affair the continued assertion of the right of Russia to intervene in other countries on the pretext of protecting Russian citizens or Russian passport holders? Has my right hon. Friend taken the opportunity to advise the Government of Ukraine, and other Governments perhaps in a similar position, about the importance of avoiding a response to any provocation—whether accidental or deliberate—that might be seized upon as a justification, however spurious, for further such intervention?

That is a very important point. It is a chilling aspect of Russia’s statements on this crisis, and I have indeed discussed it with the Prime Minister and Foreign Minister of Ukraine. I commend them again for their restraint and their refusal to rise to provocation. They have been doing their best to create and maintain law and order in their country without giving a pretext for Russian intervention in eastern Ukraine, and so far they have done a very good job under intense domestic political pressure.

The hon. Gentleman is quite right, and that was of course one of the most alarming aspects of the authority that President Putin asked for in February—that it covered the use of armed force in Ukraine in general. As he knows, the European Union and the United States have imposed certain sanctions, but the European Commission has been asked by the European Council to draw up further far-reaching measures and economic and other sanctions to be implemented in the event of a further escalation and intensification of the crisis by Russia. Any invasion of eastern Ukraine of course falls into that category.

I appreciate that this is not in my right hon. Friend’s gift, but in the event of the situation deteriorating materially, will he at least support the notion that Parliament may have to be recalled? When talking to other Foreign Ministers in the European Union, has he emphasised the importance of a concerted and determined approach to these issues and that any sign of disunity or lack of commitment would undoubtedly be exploited by Moscow?

Yes, absolutely. On the first point, Parliament must always be able to deliberate urgently, although I have always taken the view that before Parliament has gone into recess is too early to call for it to be recalled. However, I take my right hon. and learned Friend’s point about that. I absolutely agree with his second point. At the meeting of EU Foreign Ministers in Athens over the weekend, I emphasised that the strength and unity of the European Union on this issue will be a vital determinant of the ultimate outcome.
