My Lords, I have already alluded to the importance of transparency in our decisions, and I assure noble Lords that in all the decisions that have been taken across the board in the reduction—I have never shied away from the fact that it is a reduction—in our overseas development assistance, we have applied the criteria quite specifically but also looked at programmes to ensure their continuity and, importantly, scaling up as the economic conditions will allow for.

My Lords, I declare my interest as set out in the register as an ambassador for the HALO Trust, whose activities include essential mine clearance in Afghanistan and other countries. The United Kingdom aid budget has been cut by one-third, whereas HALO support from the United Kingdom Government has been cut by two-thirds. Why?

My Lords, as I said in my Answer, we have made reductions, which I have not shied away from. But with the HALO Trust, among other key partners, we have an important relationship, and we continue to work with the HALO Trust quite specifically. Overall, as we have assessed over a four-year period, we will be spending over £146 million in this area, including over £21 million this year.

My Lords, I have already detailed some of the steps that we are taking and will continue to take. I agree with the noble Lord that far too much of such money comes through the City of London, and we must seek to ensure the robustness of our regime so that such illicit finance and money does not pass through our country’s capital.

My Lords, while I acknowledge, as we must, that Mr Navalny is a political prisoner, does the Minister none the less accept the relevance of the proposition that

“the treatment of crime and criminals is one of the most unfailing tests of the civilisation of any country”?—[Official Report, Commons, 20/7/1910; col. 1354]

If so, he will be in very good company; it was first articulated by Winston Churchill in July 1910.

My Lords, we have significant concerns about Russian military activity on Ukraine’s border and in illegally annexed Crimea. We support Ukraine’s sovereignty and territorial integrity. We have discussed extensively with NATO allies; the Foreign Secretary has engaged with French, German and US counterparts and Ukraine and we attended the NATO-Ukraine Commission on 13 April. We and our allies urge Russia to uphold the OSCE principles and commitments it signed up to, which it violates through ongoing aggression against Ukraine.

Does the Minister agree that even if Mr Putin’s intentions are confined to the intimidation of Ukraine and those who support its legitimate wish to join the NATO defence alliance, the present, massive deployment of armed forces on the border is dangerously destabilising because of the risk of conflict arising by either misjudgment, mistake or provocation, real or manufactured? Is all this not particularly dangerous when we consider that the Russian military appears to have resurrected the Cold War doctrine of nuclear war fighting and the deployment of low-yield nuclear weapons on the battlefield? If there ever was a time for transatlantic solidarity, is this not that time?

My Lords, I agree with the noble Lord, and that is why my right honourable friend the Foreign Secretary has been engaging extensively with NATO allies. He was in Brussels only yesterday. I also agree with the noble Lord regarding Russia’s aggressive behaviour towards Ukraine. Let us be clear: it is not limited to Donbass and Crimea; we know that Russia seeks covertly and overtly to undermine Ukraine at every turn.

My Lords, first, on the letter and the response to a specific question, I shall of course follow up on that with my officials. Without speculating on future sanctions, an evidence threshold needs to be met that is tested robustly before we apply sanctions to any given individual.

“We will not hesitate to stand up for our values.”


Is that not exactly what our colleagues in this House and the other place have been doing, which, as a consequence, entitles them to our unanimous and unfailing support?

My Lords, I assure the noble Lord that we are working with the United States. However, in applying any sanctions to anyone across the world, or to any organisation, we need to ensure that, with the robust test that we have set up with the Sanctions and Anti-Money Laundering Act, they are fully justified and can be defended.

My Lords, on page 63 of the integrated review the Government say:

“We will not hesitate to stand up for our values and our interests where they are threatened, or when China acts in breach of existing agreements.”


How successful have we been in standing up for our values and interests in relation to Hong Kong?

My Lords, we have been successful. For example, following the action we have taken in the context of the Human Rights Council, there has been an increase in the number of countries supporting the United Kingdom’s statements, not just on Hong Kong but on Xinjiang as well.

My Lords, we have seen, including in this week, some positive steps from Saudi Arabia, in the nationwide ceasefire that it called for and the opening up of key ports, for both aid and fuel. However, the Houthis’ behaviour in this humanitarian crisis continues to worsen. We therefore call upon them again to cease their activities, so that we can progress a peaceful settlement in the interests of all Yemenis.

Does the Minister properly understand that many Members of this House regard the cut in aid to Yemen as shameful, first, because of the adverse impact it will have on people suffering the worst humanitarian crisis in the world? Equally important is the impact on the morale of the dedicated aid workers, who are trying to stem the tide of misery.

My Lords, as I have already said, I respect the views expressed in your Lordships’ House on this important subject. I recognise that reductions have been made in our support through the cuts in ODA. Nevertheless, we continue to support humanitarian efforts in Yemen and the political efforts to bring about a peaceful settlement to this conflict.

On the project that the noble Lord refers to, UK Export Finance committed up to $1.15 billion to support the liquefied natural gas project in Mozambique. The project is designed to help Mozambique transition away from dirtier forms of fuel, such as coal, as well as to alleviate poverty. Since that decision was made by UKEF, the Prime Minister announced at the Climate Ambition Summit in December last year that the Government will end any new export support and overseas development assistance to overseas projects involving fossil fuels. We recognise that there is, without a doubt, a gas component—in particular the profits that will arise from this gas project—which is at least part of the problem that has erupted in the region.

My Lords, is not this an all-too-familiar cocktail of exploitation of rich natural resources, corruption, poverty, terrorism and, as we have been told in this case, barbarism? Will not the Government of Mozambique’s position inevitably be diminished if there is any cut in the aid that this country has previously offered to them?

My Lords, I am afraid that I am not able to shed any light on future programming, although I hope that I or my colleagues will be able to do so very soon. I have no doubt about the value of our ODA spending in the region and I believe that by sharpening our focus on some of the longer-term threats faced by the region—not least climate change, environmental degradation and exploitation of the rich resources that many countries have—we will have much better, bigger and more refined impacts than we have had in the past.

My Lords, there is a lot of work being done on the second question that the noble Lord raises, about opening up corridors, but, as I have already said, while declarations have been made, most recently by the Deputy Prime Minister of Ethiopia and the Human Rights Council, including his acceptance that there must be international investigations into allegations, we are yet to see this in practical terms. However, we are working very closely at the HRC, including with the office of the High Commissioner.

My Lords, does the Minister share my feeling that these dreadful events at Axum are reminiscent of medieval barbarism, involving as they do the deliberate destruction of crops and the pillaging of the hospital and the pharmacy? What international assistance is available to assist this community to rebuild itself?

My Lords, the first step, as I am sure the noble Lord agrees, is to help the thousands of internally displaced people. Getting humanitarian access to them in terms of medical supplies and food remains a key priority. I agree that we should then look at medium-term planning, but that cannot come until there is peace in Tigray. On the issue of crops being destroyed, I also know full well that there are also historic sites. The Axum site was an ancient historic city, rich in traditions of faith and in churches that allegedly have also been plundered. So there is a lot to do on the ground, but the priority must be access to Tigray to ensure that civilians get the support that they urgently need.

My Lords, Russia clearly has supported the regime in Belarus, including, I believe, through direct funding of $1.5 billion. We call on Russia to ensure that it allows transparency and elections to take place. Russia is an important country on the world scene and its continued engagement through multilateral fora is important—even where we disagree bilaterally, as we do on a number of issues.

My Lords, that is primarily a matter for the OSCE. However, the point the noble Lord, Lord Anderson, made with respect to Russia has to be considered by all members of the OSCE to ensure that each member state is adhering to the principles of whatever organisation they belong to.

My Lords, I can reassure the noble Baroness that the targeting of sanctions, as and when we impose them, is intended to identify the individuals and organisations responsible for the most egregious abuses of human rights. As I said in my response to the noble Lord, Lord Collins, and the noble Baroness, Lady Northover, we are keeping the situation very much under review. We have noted the actions that others have taken, most notably the United States.

My Lords, yesterday I sought to encourage the Minister to support President Biden on the issue of arms exports. It will therefore come as no surprise to him that I equally seek his support for President Biden’s initiative on sanctions. But may I raise with him the question of live ammunition? In their discussions with the ambassador from Myanmar, have the British Government impressed on him that the mere presence of live ammunition carries the dangerous risk of misjudgment, potentially resulting in fatalities? Live ammunition should neither be on display nor should there be any question of it being used.

I concur with the noble Lord. I assure him that we have called in the ambassador of Myanmar and conveyed to him that people’s right to protest peacefully should be respected in Myanmar. We have also urged all forces, the police and military in particular, to exercise utmost restraint and to respect human rights and international law. As I said earlier, there have been reports of live ammunition being used, which is appalling, but I concur with the noble Lord’s views.
