Commons ChamberGiven that the company has lost nearly £200 million over time and has, I believe, effectively wiped out all its profits from rail operations for the past four years, I would be extremely surprised if its management wanted to pay any bonuses at all. If they do, they will not be paid for by the taxpayer, but out of the company’s reserves, but I will be gobsmacked if they are paying bonuses on this at the moment.
I welcome the general tone of the Secretary of State’s statement, in particular the emphasis on Stagecoach taking the hit rather than the taxpayer. Can he tell me what lessons will be learned for the great western railway franchise from what has happened with the east coast franchise?
I am very clear that when the great western franchise is let, it has got to be based to a much greater degree on quality. As my hon. Friend will be aware, we are consulting on the possibility of having a separate south-western franchise. I am looking forward to hearing responses on that—I am open-minded about it—but I am clear that the next great western franchise has got to deliver better and more innovative services for people in the south-west. It is why, for example, we are now working with Great Western with a view to reintroducing a passenger service to Okehampton, which is something there is a clear opportunity for.

Commons ChamberI can assure that hon. Gentleman that that is not the case. We are continuing to look closely at the issue, and we are working on it in the Department and with Network Rail.
I welcome my hon. Friend to his post. As he will know, one of the key improvements that could be made for my constituents would be the provision of a new station at Edginswell. Does he share the enthusiasm of his predecessor, my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard)—whom I see further down the Front Bench, in his new post as a Whip—for that project, and does he agree that it would be a perfect beneficiary of the new stations fund?
I do share the enthusiasm of my hon. Friend the Member for Blackpool North and Cleveleys. We are currently investing more than £40 billion in our network, including more than £15 billion on rail enhancements, as part of the biggest rail modernisation programme for over a century, and we are always on the lookout for good proposals to support.

Commons ChamberIt is a pleasure to be called in this debate. We have talked about express trains, and I will now have to do quite an express speech.
Over the past couple of hours, I have been interested to hear the arguments being made. I must say that I do not agree that the answer to this clarion call to fix our transport network is to bring back British Rail. It is easy to look back at the past through rose-tinted spectacles. It is like those who say that they love the idea of steam trains running up and down the main lines. Yes, it is beautiful to see the Torbay Express go through, but as a practical modern transport system we have clearly moved on.
As has been touched on, the one thing that some people miss, if they think the public sector is the instant solution, is that Network Rail is in the public sector. Having sat on the Public Accounts Committee at a time when the handling of the Great Western modernisation programme was under scrutiny, I can safely say that that was nothing near a success—in fact, it was almost a textbook example of how not to manage a project. What people are interested in is the services that they get. Personally, as an MP, my priority is: what do my customers get; what do my residents get; and what services are there? It is not necessarily whether the system is publicly or privately run.
Looking at the future franchises, I am conscious that a consultation is under way about whether the Great Western franchise should be split—I can see the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) in his place—and whether our section should split away from the section that serves south Wales. When that was first proposed, I made the point that actually, the current franchise is similar to the old Great Western Railway company area—with some exceptions on the edges. Perhaps that raises some questions about franchises. Yes, it is good to have smaller franchises, as that makes services more local, but by the same token there also has to be a sustainable franchise to maintain the services of a large railway and the main rolling stock.
More locally, there are some key projects that I hope any franchise will look at taking forward. It has to start with £600,000 to fund the study of the main line through Devon. Those who know the network will know that there is only one railway line west of Exeter St Davids, which makes it particularly vulnerable at Dawlish, so we need to consider a long-term solution. Not only major schemes but schemes to improve the line and to cut journey times would be of benefit both to my constituents and to those further west. Any franchise could also look at cross-country lines, but it must be clear that it must maintain some of the direct routes from key areas for the Bay, such as from Manchester and the southern midlands directly into Paignton and Torquay. I was pleased that some of the changes were blocked by a previous rail Minister, and I hope that that will continue to be the case.
For me, the debate must ultimately be about the outcome for passengers. It is great to sit here and talk about whether the rail service should be public or private, but, actually, ownership is not the key; it is what it delivers that makes the difference to people living in our constituencies.

Commons ChamberI am happy to have that conversation. When a new station opens, it is not unusual for it to start with an hourly service while the passenger ridership builds. Of course, as demand grows, services tend to grow. I am just delighted that we are able to invest in better station facilities in the hon. Lady’s constituency, which I am sure she will agree were long overdue.
I welcome the overall thrust of this plan. As the Secretary of State will know, it is probably no coincidence that the current GWR franchise covers roughly the same area that the railway company did back in the 1930s, so it is interesting to note the proposal to split. Can he reassure me that in any consideration of this the top priority will be services to passengers, particularly maintaining direct links between London Paddington and Paignton?
I can absolutely assure my hon. Friend that we want to see those services protected. Again, this is a genuine consultation. I do not have a pre-set view; I am relaxed and I want to listen to those people who represent the south-west and ask, “What works best for the constituents you represent?” We will listen and respond accordingly. There is certainly no prejudged view in the Department about what the right way forward is; we are simply asking the question.

It is a pleasure to serve under your chairmanship, Mr Evans. I congratulate the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) on securing the debate. As he will know, we have two things in common. I not only share his interest in trains in the south-west but I was born in Plymouth, at the now gone Freedom Fields Hospital in his constituency.
It is a pleasure to speak about this issue. There has been a lot of attention given to railways in the south-west over the last three years, following the disaster at Dawlish. That attention has been welcome, because for too long our railways have been a Cinderella service. For me, this is about not just being negative but looking at how many people are using these services, the growth we are seeing in passenger numbers and the vital part our rail network is playing in many people’s lives. All that is being achieved with older stock, with a railway that is the remnants of what was left after the Beeching era and with the famous issues at Dawlish.
I have commented a couple of times that it is bizarre to have to look at the wind forecast, weather forecast and shipping forecast to see whether certain trains will be running west of Exeter. To be clear, that is not due to the track; it is due to the design of the trains and the rolling stock. Sometimes that gets confused, and people think the reason CrossCountry cannot run is an inherent issue with the Dawlish coastal railway, but it is not. When we see a 40-year-old train ploughing through a big wave, that is because of an issue with the design a few years back, which I hope is being carefully noted by Great Western in its trials for introducing new rolling stock on to the line within the next couple of years. That will be one of the most welcome investments we have seen in some time.
Dawlish is the iconic issue. It is vital that there is a commitment to completing resilience works there, so that the railway will stand for another century. It is perfectly possible to do that. While I hear talk of a new line, which might be something to pursue as an additional route in years to come, for now, in the short term, we have to make sure that that railway line does not close. There is little point having a great plan for a decade’s time if a piece of cliff moves and we end up with no railway line for a year or two. Our region could not possibly accept that outcome. I hope the Minister will give us an update on the work that Network Rail has been doing and that his Department has been funding.
One big thing to come out of the Dawlish incident was that the region finally came up with the peninsula rail taskforce plan. One of the things that most surprised me when I got involved in campaigning three or four years back in Devon and Cornwall was that we did not have an agreed ask. In many other regions, particularly in the north, we would find a united package of asks in order of priority, whereas traditionally in the south-west, in the past, we have had too much arguing between areas, with the outcome being that it was easy for national decision makers to send investment elsewhere.
A bonus of the PRTF plan is that it gives a clear set of priorities for the whole region that each area benefits from, and each area recognises that competing with other parts of Devon and Cornwall is not a productive way of going about it. It would be very hard to argue that Dawlish and Teignmouth should be bypassed while arguing that Torquay and Paignton definitely need rail stations. We need to keep a united front.
With the upcoming Devon banks work, it makes eminent sense to see if some journey savings can be achieved. While those services do not directly benefit Torbay, some members of my constituency’s travelling public will travel to Plymouth, and generally making services speedier across the whole line benefits each one of us.
It is also vital that we keep attention on local rail schemes that may make a difference, and in particular the prospect of new stations or reconnecting parts of the network that have not had a station since the middle to late 1960s. That means particularly looking at a new station in Edginswell. I was very pleased to hear the Minister’s positive views on that project last week, and I look forward to the meeting where we can discuss that in more detail. It is as vital to have local stations that allow people to connect to the network as it is to have a nice new train heading off from Newton Abbot at speed to London. Ultimately, the key time that matters for people is the time it takes from where they are to where they want to be, and that is where the transport network has to come together. It cannot just be fast between two points if those two points do not connect to other places.
I am mindful of the guidance you gave, Mr Evans, so I will conclude. Railways in the south-west provide a great opportunity and have a great unreleased potential that, with investment, could make a real difference to not just our region but the nation’s economy as a whole. I hope the Minister will give us some real encouragement and strong views on how we can take our region and our railways forward.

Commons ChamberI hope that this is not a question of our budgeting, because I hope that the links will provide strong commercial opportunities. Governments seldom fund airline routes except in specific cases, such as our recent decisions over the air link from Northern Ireland to Stansted. I hope, however, that the opportunities created by the expansion of Heathrow airport for the regions around the country will mean a thriving trade and attract airlines to take those slots.
I know that the Rail Minister will share my excitement at the prospect of the first new station in the bay since world war two at Edginswell. Will he agree to meet me and the local council to see how we can take this forward and what the prospects might be for new stations funding?
I am aware that it was one of the unsuccessful bidders in the most recent round of the new stations fund. We make a point of giving positive feedback whenever we can to help make sure that future bids have the maximum chance of success, so I am more than happy to meet my hon. Friend and his council to discuss how we can maximise the opportunities.

Commons ChamberThis is something that I will want to take up with the insurance industry. It does seem unfortunate that cover should not include something that happens once in 10 years. This is one area where there is a case for change. It would have made life a lot easier had that been the case.
I welcome the statement and the detail of what the Government have been doing, in particular the fact that 80,000 of 110,000 people abroad are now back in the UK. Can the Secretary of State confirm, though, that we will apply the lessons learned to the legislation currently going through the House to reform the ATOL scheme?
We have the advantage of having legislation before Parliament at the moment. If there are short-term measures that we could take, we would certainly be open to doing that, but I do not want us to rush into doing something without doing the ground work properly. We need to look carefully at what has happened, learn the lessons and make any modifications necessary. I assure the House that that is what we will do.

It is a pleasure to serve under your chairmanship, Mr Howarth. I congratulate my hon. Friend the Member for Bridgwater and West Somerset (Mr Liddell-Grainger) on securing this debate, which has the very wide title “The strategic road network in the south-west”, and on his extremely pungent and colourful speech. I will start generally and then focus on the specific issues that he raised and the area itself.
As my hon. Friend knows, our road network is the backbone of Britain. Let me remind him and colleagues that the strategic road network, which comprises approximately 4,300 miles of motorways and all-purpose trunk roads valued at more than £100 billion, supports the safe and efficient movement of people and goods. Whatever the optics might be in terms of the percentage of road length the network represents, it is vital to the UK economy and to our current and future economic growth. Around 80% of all goods travel by road, with about two thirds of large goods vehicle traffic being transported on the network. Some 4 million vehicles use the network each day.
As my hon. Friend will be aware, this Government and the previous Government have made a strategic decision to continue to develop the strategic road network by providing extra lanes on our motorways and improving key routes, but also by investing in parts of the country that have suffered due to poor transport connections. That is why the Government are investing £23 billion in England’s roads, £15 billion of which will be spent on our motorways and major A roads.
That funding underpins what has become known as the road investment strategy, a five-year plan launched in December 2014 that sets out the schemes and funding levels from 2015 to 2020. In the five years from 2015, the Government will invest around double the capital in strategic roads that was invested in the five years from 2005. That is a record of which the Government and, in fact, all Government Members can be very proud.
I congratulate my hon. Friend the Member for Bridgwater and West Somerset (Mr Liddell-Grainger) on securing the debate. The Minister highlights the investment that is being made. Will he confirm that that will include finally sorting out the issues at Stonehenge that mean that so much traffic from London to the south-west ends up going via Bristol?
I am grateful to my hon. Friend for his intervention. I will discuss the A303 and Stonehenge later in my speech.
The road investment strategy is the biggest upgrade to our strategic roads—our motorways and major A roads—in a generation. It will see the addition of more than 1,300 extra lane miles to our busiest roads. The schemes cover every region of England; in the two years since 2015, 12 major schemes have opened for traffic and 16 more have started construction.

Commons ChamberWhat I actually said is that the Air Travel Insolvency Protection Advisory Committee, which is missioned to consider these matters in the way I described, will doubtless take account of the contextual changes associated with our independence from the European Union, and I use the word “independence” advisedly. It is inconceivable that the committee would not make reference to that in its annual report, but I also said that I would write to draw the committee’s attention to the specificity of the measures we are bringing before the House to ensure that it carries out the very kind of report and review called for by the amendment.
I really must press on.
Appendix 4 of the annual report is categorical about the committee’s constitutional role, and it sets out the committee’s membership, which includes the Association of British Travel Agents, the Association of Independent Tour Operators, the Association of Airline Consolidators, the Board of Airline Representatives in the UK and the Travel Trust Association. The committee also includes up to 10 independent members, of whom one will be the chair. Of course, as I set out earlier, the committee’s independence and expertise mean that it is in a perfect place to do the very work that the hon. Member for Kingston upon Hull East perfectly properly recommended to the House and that the amendment seeks to achieve.
Therefore, in the light of the fact that the Government have already obliged in law to review legislation within five years and have set up the independent panel of experts to report; that I have committed to seek guidance on the important issues the hon. Gentleman raises and to write to that committee asking it to review the legislation; and that the committee will report more often than annually as necessary, it would be extraordinary if the Labour party pushed this matter to the vote. It would be unreasonable for it to do so, but in the end that is a matter for it, not for me.
