Question to the Department of Health and Social Care:

To ask the Secretary of State for Health and Social Care, what data the Office for Veterans' Affairs holds on the number and proportion of veterans who have informed their GP that they served in the armed forces.

Answered by Maria Caulfield

The information requested is not held centrally. Integrated care boards are encouraged to work with health providers in their area, including general practice (GP) surgeries, to ensure patient needs are met. The 2024/25 GP contract will introduce a requirement that GPs must have due regard for the requirements, needs, and circumstances of Armed Forces Veterans, when offering services and making onward referrals. In addition, the Veteran Friendly GP Practices, launched in 2018, is a voluntary scheme which enables GPs to deliver the best possible care and treatment for veterans and their families, including signposting and referrals to specialist services. As of March 2024, 85% of primary care networks have a veteran-friendly accredited GP in their area, and 83% of acute trusts have been accredited as veteran-aware.

To ask His Majesty's Government whether they will name the accounting officers, officials and ministers with responsibility for HS2 from 2015 to present.

Within the Department for Transport, the Permanent Secretaries and Principal Accounting Officers with responsibility for High Speed Two (HS2) from 2015 to present are Philip Rutnam and Bernadette Kelly. The Directors General and Senior Responsible Owners for the project during that time period are David Prout, Michael Hurn (acting), Clive Maxwell, and Alan Over.

With respect to ministers, the Secretaries of State for Transport since 2015 bore ultimate ministerial responsibility for the project. In chronological order, they have been Patrick McLoughlin, Christopher Grayling, Grant Shapps, Anne-Marie Trevelyan, Mark Harper, Louise Haigh, and Heidi Alexander.

Under the Secretary of State for Transport, various ministers have shared ministerial responsibility for HS2 within the Department since 2015. In chronological order, they have been Robert Goodwill, Paul Maynard, Nusrat Ghani, Andrew Stephenson, Trudy Harrison, Kevin Foster, Huw Merriman, and Lord Peter Hendy.

Within HS2 Ltd, individuals holding Chief Executive Officer and Accounting Officer responsibilities since 2015 have been, in chronological order, Simon Kirby, Roy Hill, Mark Thurston, Sir Jon Thompson, Alan Foster, and Mark Wild.

Since 19 December 2019 to 30 May 2024 the cost of ministerial severance payments are as follows:

19 December 2019 – 31 December 2019: nil

1 January 2020 – 31 December 2020: nil

1 January 2021 – 31 December 2021: nil

1 January 2022 – 31 December 2022: £41,575

1 January 2023 – 31 December 2023: £7,920

1 January 2024 – 30 May 2024: nil

Grant Shapps MP received a compensation payment of £16,876 when he left Government on 6 September 2022.

Question

Will the Minister provide an update following the statement by the Trefnydd on 14 June 2022 about the request for a four-nations meeting to discuss the UK's Rwanda asylum policy?

Answered by Minister for Social Justice

I am extremely disappointed to have yet to receive a response from the Minister for Safe and Legal Migration Kevin Foster to my joint letter of 19 May. I sent a follow up letter to this request on 21 July expressing our strong opposition to the UK Government’s policy to send asylum seekers to Rwanda and repeated my request for a four-nations meeting.

The Welsh Government was not consulted about the UK Government’s policy to remove asylum seekers to Rwanda. We continue to express our disapproval at this policy, which is diametrically opposed to our Nation of Sanctuary approach here in Wales.
