That this House has considered food waste and food distribution.
It is a pleasure to serve under your chairmanship, Ms Vaz. Let me begin by reflecting on our connection to food. We all have cherished memories of key moments in our lives, sharing food with family, friends and neighbours at birthdays, weddings and celebration dinners. Food is the thread that weaves together the fabric of our families, communities and society. It is a universal language spoken and understood by all, regardless of background and belief. It is a remedy for loneliness. In a world in which technology disconnects us, food has the power to bring us together. For thousands of years, in the oldest cities on our planet, people have lived their lives in courtyards, in squares, on street corners and in cafés, tea houses and local shops, and they have shopped, shared gossip and shared food.
Knowing how we value food, it is an outrage that 4.6 million tonnes of edible food goes to waste every year, which is enough to feed everyone in the country for almost two months. That is just edible food waste, including food waste at the farm gate. We throw away more than 11 million tonnes of food each year, which is valued at £20.8 billion. The overall land use associated with food wasted on UK farms alone amounts to almost the size of Wales.
The hon. Lady is setting out the parameters of the debate well. On the farm gate issue, a lot of the waste is driven by consumer choice and by products on the shelf not looking acceptable to supermarkets or people. Does she agree that we need to look at more innovative approaches, such as that of Growers Garden in Cupar in my constituency, which takes the 20% of wonky vegetables and makes them into crisps? It is also a much healthier option than potato crisps.
I congratulate the hon. Member on securing the debate. Does she agree that some of the larger supermarkets are doing something to reduce the extent of food waste, but much more could be done to target hard-to-reach communities and food banks, where much more of the edible food waste could be put to much better use?
I absolutely agree. I will come on to that point, too.
By eliminating avoidable food waste, the average four-person household could save about £1,000 each year. Worldwide, about a third of all food produced is lost or wasted. That contributes to between 8% and 10% of total global greenhouse gas emissions. If food waste were a country, it would be the world’s third largest emitter of greenhouse gases, behind the US and China, accounting for more than four times the amount of carbon dioxide emissions produced by the world’s aviation industry.
Food waste is a social, financial and environmental issue. The Department for Environment, Food and Rural Affairs is working closely with WRAP—the waste and resources action programme—and industry to meet the Government’s Courtauld commitment to reduce food waste by 50% by 2030. Policy interventions are essential. We have reached the point at which the early adopters have taken up the cause, and measures are required to encourage action from the late majority. At the supply end of the food chain, retailers and manufacturer practices can have a significant impact on household waste.
I congratulate my hon. Friend on securing this important debate. Will she join me in thanking volunteers, such as the wonderful Bethan Davies, who work with Tesco in Holyhead and other local supermarkets to pick up surplus food, and the community champions Roy Fyles, David Coulson and others at the Anglesey food bank, who ensure that surplus food is not wasted but redistributed across Ynys Môn to those in need?
Yes, I congratulate the people my hon. Friend has identified. There are people and organisations in all our constituencies doing fabulous work in this space, and I would like to give a shout-out to them all.
Let me go back to retailers and things that could be helpful, such as changes to packaging, date labelling and multi-buy offers. The biggest reason for household waste in 2022 was that food was not used on time as it was past the date on the label, so we must improve our date labelling and remove unnecessary use-by stickers on fresh produce. Selling more fruit and veg uncut and free from packaging also prolongs shelf life and enables customers to buy only what they need, with the additional benefit of reducing packaging waste.
Guardians of Grub is WRAP’s food waste reduction campaign to tackle the £3 billion of food that is thrown away at hospitality and food service outlets. It explains that, on average, 18% of the food purchased by the UK hospitality and food service sector is being thrown away. Indeed, I am often concerned about the levels of food waste at catered events here in the House.
Quantifying the cost of food waste on the environment is particularly challenging, as the economic cost of climate change is highly contested, but it is clear that when it is left to decompose in landfill, food waste releases methane—a potent greenhouse gas that drives climate change—into the atmosphere. Greenhouse gas emissions could be reduced by an estimated 1.25 million tonnes per year if all local authorities collected household food waste separately to send to an anaerobic digester. Despite that, more than half of councils do not collect food waste.
I am therefore grateful that the Government have committed to proposals that councils must arrange a weekly collection of food waste. Introducing a separate collection redirects food waste away from landfill and towards recycling and reduction. It was announced in the net zero strategy that £295 million of capital funding was being brought forward to allow local authorities to prepare to implement the new weekly separate food waste collection from all households. Will the Minister clarify how councils will be expected to finance that new waste stream?
Food waste occurs throughout the food supply chain. Although it is a significant problem at the post-retail end of the chain, a large degree of wastage is documented at the start of the chain, at the farm gate. A single-year study by WRAP revealed that for just two important crops, strawberries and lettuces, £30 million-worth of food ended up as waste: 9% of strawberry production and 19% of lettuces grown. We have also heard about the problem of excessive rain this year, which means that crops will struggle.
As much as 48% of all food loss occurs pre-harvest, with food left in fields, driven by decisions on standards and specifications beyond the control of farmers, such as for the wonky veg that we heard about earlier, and an inflexible broken food system that I am determined we should do more to tackle. We need to fill the gap in food waste policy by focusing on on-farm food waste. Farmers currently lack incentives to redistribute the food, so instead it is left to rot, sent to landfill or anaerobic digestion. This is very topical: climate challenges mean that farmers have recently had to make difficult decisions.
The Government’s subsidy regime gives out £750 million to the anaerobic digestion industry each year, but 64,500 tonnes of the food processed by anaerobic digestion is perfectly good surplus food. Many categorise food waste as a hierarchy. We should aim to keep as much food as possible at the top of that hierarchy. Preferably, it should be distributed to humans, preventing it from becoming waste. Redistribution is the next best option, followed by being sent to animal feed. Recycling food through anaerobic digestion or compost should happen only when the food is unsuitable for consumption.
A recent survey by Farmers Weekly shows that if costs were not a factor, the majority of farmers would like to see surplus food redistributed to charities.
Does the hon. Lady agree that supermarkets leave food to the very last minute rather than distributing it for human consumption, because they are incentivised to divert it to animal feed? If we can turn that around and incentivise them, as happens in France, to divert it to human consumption or make it compulsory, we will be in a far better place. It would solve some of the problems to which she alludes.
The hon. Lady makes a very good point. That is exactly the problem that we need to address.
At its heart, this is a simple logistics problem. How can we ensure that as much food as possible reaches the table? When food that is fit to eat cannot be sold, how can we get it to the people who most need it? Has the Minister looked at using the environmental land management schemes to rebalance the incentive for farmers to redistribute their edible food waste where it will be eaten rather than sent for anaerobic digestion?
Specifications can be beneficial and problematic. UK growers are proud of the high-quality food that they produce, but stringent quality parameters have embedded a buying culture among consumers who expect cosmetically perfect-looking produce. Many retailers have launched wonky veg lines to tackle food waste issues. However, those are not as popular, because consumers are trained to think that if something does not look perfect it is in some way inferior, so there is higher in-store wastage on the wonky lines.
Growers do not aim to grow wonky veg. Commercially, it costs the same, but it does not yield the same financial returns as their core volume crops. Retailers need to adopt greater flexibility and specifications to utilise the whole crop, and as consumers we must welcome produce in all shapes and sizes.
In 2022, the Government consulted on plans to require larger food businesses to report their levels of food waste, which resulted in the adoption of a voluntary approach. Following feedback from stakeholders, that decision is being revisited. I welcome that, and I support a regulatory approach to food waste reporting for large food businesses. Will the Minister update us on progress and advise us when we can expect the Government’s decision? The longer it takes, the more food will be wasted. Wasted food is also a waste of the land used to grow it, which could be better used to achieve other societal objectives such as nature recovery.
The first step for food chain operators towards meaningful food waste reduction action is to measure current levels of food waste and publicly report them so that they can act to eliminate waste. What is not measured cannot be reduced, so that is a vital first step. Evidence shows that 99% of companies that invested in food waste reduction had a positive return on their investment, and that for half the companies a £1 investment in action to reduce food waste yields a £14 return. Large businesses would have to prevent only 0.25% of the food waste that they create each year to offset any costs of measurement. That shows that reporting can support wider measures from the Government to reduce inflation and the cost of living.
Any enhanced voluntary or mandatory reporting regime should emphasise that products that are good to eat do not end up as waste. The Company Shop Group, for example, redistributes food that is good to eat or use and is within date, but has been deemed surplus for minor issues such as labelling or packaging errors.
I could not speak on this topic without raising the excellent work of FareShare, the UK’s largest food redistribution charity, which takes edible surplus food from more than 500 businesses and redistributes it to people in need through a UK-wide network of almost 11,000 frontline charities. One in four of the charities with which FareShare works say that if it were not for that supply, they could not keep up with demand to support the people who use their services.
It is often local groups that do fantastic work in this space, so I am delighted, as always, to highlight local efforts to combat food waste. Our local food banks and community-based kitchens, which are often based in faith settings, support those who are most in need. I am always humbled, when visiting volunteer-run local organisations—sadly, there are too many to name individually—to witness how those who have little help those who have less. I recognise and hugely value the work that the charities do in the food redistribution space. We now need to widen the discussion to cover the whole redistribution sector and include opportunities for social enterprises and commercial redistributors. Those businesses have a huge impact on tackling food insecurity in local communities and have a company mission of reducing food waste.
Technology will play an ever-growing role in combating surplus food from local businesses going to waste. In my constituency, we have saved more than 56,000 meals from the bin by using the Too Good To Go app, which is equivalent to one and a half years’ worth of hot showers or 24.8 million smartphone charges. I ask the Minister to consider how that might tie in with introducing more flexibility to the apprenticeship levy, helping to fill skills gaps in the food redistribution sector and the wider food chain and creating more employment opportunities in this growing sector. Indeed, there are excellent business and social enterprise models out there, funded by surplus food in an entirely self-sustaining way, with a social mission to address pathways out of food insecurity, while also preventing food from being wasted.
The national food strategy independent review highlighted the need to rethink our approach to food production, consumption and distribution. Vast potential remains for surplus distribution. By raising awareness of the need to tackle food waste and creating a policy space that empowers businesses, we encourage innovative and supportive investment. As we celebrate the joys and connections that food fosters, let us also pledge to combat food waste and extend the spirit of sharing surplus with those in need in every community.
I, too, thank everybody who has taken part in the debate. All hon. Members share the view that we have to do something about food waste. It is not party political, and the tone of the debate was appropriate. I thank the Minister and look forward with bated breath to the announcement on mandatory reporting. I know that he is still gathering evidence, but hopefully we will get a good outcome.
As we reflect on the importance of food in our lives, with 11 million people in the UK experiencing food insecurity and charities struggling to help, I think everybody agrees that we have to address the scandal of the volume of food waste at all stages in the supply chain. That demands a concerted effort across all sectors—Government, industry, farmers and consumers. What the hon. Member for South Antrim (Paul Girvan) said resonated with me, because I buy more than I need to. I still shop as though I have a family at home, even though they have long since moved out. We all share the responsibility for doing something about that.
By increasing awareness, implementing effective policies, fostering innovation and supporting grassroots efforts, we can transform surplus into sustenance, ensuring that nobody goes hungry, while simultaneously safeguarding our resources and planning for future generations.

Commons ChamberI thank my right hon. Friends the Select Committee Chairs for their excellent reports on food security and for securing the debate. It is such an important topic, and one that I have been passionate about for a long time, so it is right that it is at the forefront of the political agenda.
Our food system now produces an unbelievable array of foods, and we produce almost twice as many calories per person on this planet as we did back in the 1940s, but the food system that we have created has completely dominated planetary ecosystems. If we look at the food system’s impact, we see that it is by far the biggest cause of biodiversity loss, deforestation, water stress, freshwater pollution and destruction of aquatic life—and, together with the energy system, one of the two big causes of climate change.
Food security depends on global peace and stability, and a healthy planet and population. We have been facing a threat to all three of those. We see disruptions to the supply chain caused by the pandemic and risks triggered by the climate emergency and conflicts such as Putin’s war in Ukraine. We know that food shortages lead to political unrest, that famine triggers mass migration, and that climate change and biodiversity loss have led to the depletion of our ecosystem. We need to look again at how we rebuild a strong food system to ensure that everyone has access to nutritious and affordable food; how we can safeguard our countryside and restore the environment; how we can offer jobs to our communities; and how we can reduce the health problems caused by bad diets.
The need to be self-sustaining in fruit and vegetables is becoming even greater. While that is a challenge, domestic food production has significant benefits for both our health and environment by reducing air miles, and for the economy by enabling farmers and small food businesses to thrive. Currently as a country we produce 63% of all the food we need and 73% of the food that we can grow or rear in the UK for all or part of the year. Those figures have changed little in the last 20 years, and they mask some of the self-sufficiency challenges in particular food groups, with only 13% of fresh fruit and 50% of vegetables consumed in the UK being home-grown.
Domestically, the Government have committed to maintaining—not enhancing—the level of food that we produce. We should set our sights higher and look at growing, quite literally, our local food production. Investing in the latest technology and growing systems can extend the availability of British produce for more months of the year. For example, arguably the most iconic product—the British strawberry—has seen yields double in the last 20 years and the season extend to nearly nine months.
We should put more emphasis on localism to provide a food system that is resilient and delivers a vibrant, cyclical local economy. Backing our farmers is so important, which is why I am grateful that the Prime Minister announced measures and funding at the National Farmers Union conference to invest in home-grown opportunities for food innovation and to boost productivity and resilience in the sector.
As consumers, we also have a role to play when considering our buying habits. I recently cooked a community meal where all the vegetables were donated by local producers. One local grower, Derek Hulme, who is a three-times Guinness world record breaking producer of giant vegetables, provided courgettes the size of marrows. While they looked impressive and certainly tasted good, I reflected that they would have failed the size test in the local supermarket, where standardisation of products is valued. Is it not time for us to accept that perfect fruit and vegetables are an artificial construct that we have accepted without question for far too long? That certainly is not beneficial to our health or food security.
We waste huge quantities of natural produce that is perfectly good but not up to the exacting standards required by leading supermarkets. In recent years, we have seen the introduction of a category of “wonky” fruit and veg, which allows less manicured products to find their way to market. But is it not time to welcome the idea that “wonky” does not have to be a separate range? Just as humans come in all shapes and sizes, carrots and potatoes grow in interesting shapes. We must look at our local food supply chain and think more about what we can do to reduce waste.
The current impact of labour shortages has been described as the
“principal factor limiting UK food production”.
This is not just about seasonality but about workers throughout the whole supply chain. It is truly tragic to see food left rotting in fields for the lack of people to help harvest it. I look forward to hearing from the Minister what the Government are doing to prioritise the country’s long-term food security and ensure that the food supply chain has access to sufficient labour, including from overseas, and can realise its growth potential. Failure to do so places at risk the achievement of our self-sufficiency target and broader food security.
As highlighted in the reports we are discussing, food production and environmental improvement can and must go hand in hand. We are already seeing the benefits of environmental schemes, such as actions through the sustainable farming incentive to support the creation of flower-rich buffers that help pollinators, which in turn produce better yields. I remember learning about the role of pollinators in science lessons at school. Public interest often focuses on the charismatic insects such as bees and butterflies. I thank the Environment, Food and Rural Affairs Committee for its recent report on insect decline and food security, which refers to the less-known, harder-to-identify and for many people unappealing insect species that play vital ecological roles, particularly in creating a productive landscape for food production. They require equal attention.
Dung beetles, for instance, play a vital role in maintaining pasture that livestock feed on by fertilising and aerating soils and helping to reduce greenhouse emissions. Those ecosystem services have been estimated to save the UK cattle industry up to £367 million a year. Disruptions to their populations have negative impacts on both soil health and long-term food production in these areas. It is positive to hear of farmers investing in the foundations of food production—healthy soil, water and biodiverse ecosystems.
In the UK, 70% of land is farmed, so agricultural practices have a major influence on insect populations. The lack of data and understanding of things such as the impact of pesticides on insect species is poor. We know that something has to be measured in order for there to be effective solutions to address it, so I support calls for a more comprehensive approach in the review of the national pollinator strategy, due this year, that includes provisions for invertebrates that carry out other important ecological roles, particularly relating to food security.
The environmental improvement plan sets out a target to bring at least 40% of England’s agricultural soil into sustainable management through farming schemes by 2028, increasing to 60% by 2030. We need to continue to be ambitious and ensure that food productivity and long-term food security are at the heart of the Government’s priorities.

If the challenges are having an impact on householders, we need to get on top of this, and I am to meet him to discuss it.
Walleys Quarry, in the constituency of my hon. Friend the Member for Newcastle-under-Lyme (Aaron Bell), is stinking again, with monitoring stations showing high levels of hydrogen sulphide and with complaints soaring. The site is blighting my constituents too, and the Environment Agency now says the owner is no longer working towards compliance. It is long past time that the permit was revoked and the company prosecuted. Will the Minister come to Staffordshire to witness the stink and see the sorry sight for himself?
When he does, can he take the licence away from the one at Cuerden, in Chorley?

Commons ChamberI support this incredibly important Bill, brought forward by my hon. Friend the Member for Southend West (Anna Firth). By passing this legislation, we will take action to address the growing problem of pet theft and recognise it as a specific offence. In doing so, we are honouring an important part of DEFRA’s action plan for animal welfare and delivering a measure that will have a huge impact on our constituents.
For my family, as for many, pets are family members and the thought of having them stolen is incredibly distressing. Liesl von Cat and Cavalier spaniels Horatio and Arthur are truly family members, although Horatio and Arthur live in Spain, so I am not sure that they will be afforded the same protections as those we hope to deliver through the Bill.
Pets provide a lifeline, a source of companionship and a comfort in good times and bad. I know that many of my right hon. and hon. Friends feel exactly the same way about their own cats and dogs, and we have already heard many stories about them today. Unfortunately I do not have a dog, so I did not enter the Westminster dog of the year competition. I am sure that I would otherwise have won.
I have received reports of dogs being stolen from gardens in my constituency, vanishing after being let out in the evening. Thanks to the support of amazing charities such as Beauty’s Legacy which work to reunite lost and stolen pets with their owners, and the Staffordshire police service that tracks down dogs, there have been local success stories with perpetrators being arrested, yet at present the theft of a treasured family pet is no more serious under the law than the theft of a phone or wallet. Pets are currently treated as mere replaceable property, akin to an inanimate object. That is not just an oversight but an insult, failing to acknowledge the emotional trauma experienced by the victims of pet abduction.
Currently, there is little under the law to deter criminals who seek to profit from the sale of stolen pets or use them as leverage in personal disputes. The penalties for pet theft are often minimal, and do not reflect the severity of the emotional turmoil inflicted on the pet and its family. This really does need to change, and the Bill seeks to address precisely that need. By making pet abduction a specific offence, we are sending the clear message that our society values the unique role that pets play in our lives, and providing a deterrent to those who might consider pet abduction a low-risk, high-reward crime. Indeed, by imposing stiffer penalties, we can dissuade potential offenders and protect our beloved animals. This is not just about punishment; it is also about prevention and protection.
We must also address the important role that the Bill will play in the improvement of tracking and data collection on pet abduction cases. That will give us insights into the scale of the problem, and help to tailor future preventive measures. Data is power, and in this case it is the power to protect our furry friends. We are indeed a nation of animal lovers, and by passing this important Bill we can continue that proud tradition. We will honour our Government’s commitments, and set an example in the way we treat our animals.
I commend my hon. Friend the Member for Southend West for introducing the Bill. As the successor to Sir David Amess, she constantly strives to continue his legacy as a champion for animal welfare, and to propose important measures to improve the lives of our animals. I know that Members on both sides of the political divide will support this legislation. Animal welfare unites our parties, and together we can send that clear message that pet abduction will not be tolerated, and that pets are worth far more than mere personal property.

It is a pleasure to serve under your chairmanship, Sir Christopher. I am grateful to my hon. Friend the Member for North Devon (Selaine Saxby) for working hard to secure this important debate. As she and others have mentioned, visible signs of plastic pollution are everywhere. In preparing for the debate, I have been struck by the staggering scale of the problem. Each year, the world produces over 350 million tonnes of plastic—a mass that outweighs all living mammals on Earth combined. Projections suggest that by 2050 there could be more plastic in our seas than fish. Over the past decade alone we have produced more plastic products than in the entire previous century. In the span of just one human lifetime we have inflicted an unimaginable level of damage to the global environment, particularly our oceans.
Is it not alarming that so much of our produce is packaged in plastic? A supermarket plastic bag serves its purpose for 30 minutes—the duration of an average commute. In a beverage, a straw is used for a mere five minutes, and the lifetime of a plastic stirrer is all of 10 seconds. Despite their fleeting use, those items outlive us by over 400 years. Regrettably, only 9% of all plastic produced has been adequately recycled. That is due in part to degradation of the recycling process. Plastic is functionally recycled often as little as once, meaning that recycling alone will not solve the immense challenges posed by plastic pollution.
For plastic to be recycled it needs to be free from food residue. Plastic bottles need to be crushed and their caps removed. Some containers use two or more different plastics, which must be separated either manually or by specialist equipment. That complexity creates a significant bottleneck in the recycling process. Most material recovery facilities do not even have the technology to process flexible packaging, leading those items often to end up in landfill or to be incinerated. Does the Minister agree that the sheer diversity of different plastic materials remains an issue that is yet to be fully addressed, and that we should aim for a zero-waste society, prioritising reduction and reuse over downstream interventions such as recycling?
Turning to the effect of plastic pollution on our natural world, we are all too aware of the devastation that it wreaks on marine life. Turtles choke on plastic bags, mistaking them for jellyfish. Those who have seen David Attenborough’s “Blue Planet” will have witnessed albatrosses feeding floating rice bags to hungry chicks, having found them in the remotest reaches of the South Atlantic. Our fishermen’s livelihoods are also suffering acutely from plastic pollution. North sea fishermen on average spend two hours each week cleaning their nets of marine litter. At a time when food security is of paramount importance, we simply cannot afford to neglect the health of our seas.
It is not only our oceans that suffer. Before it reaches the sea, plastic pollution affects our own health. With the convenience of food delivery apps, ordering food directly to our home has become easier than ever before. However, when hot food is placed in those containers, chemicals from the packaging can leak into the food, and subsequently our bodies. One article that I read citing research by World Wildlife Fund International suggested—I think the hon. Member for North Ayrshire and Arran (Patricia Gibson) read the same research—that we may be ingesting up to 5 grams of plastic a week. It is shocking that it is the equivalent of eating a credit card.
Bisphenol A, or BPA—a hormone disruptor used in polycarbonate plastics—can mimic the effects of oestrogen in the body and interfere with the normal functioning of hormones. In high heat, or after multiple uses, plastic can degrade, releasing BPA into our food and water supplies. Plastic bottles with that chemical in them are everywhere. They can be found in rivers, on beaches and littering our streets. Fizzy drinks alone produced 90,000 tonnes of single-use plastic in 2019. I am glad that there has been a movement towards drinking tap water in restaurants as opposed to bottled beverages. Many products packaged in unrecyclable plastic do not form part of a healthy diet, so that shift is welcome from a health perspective, but what more can we do?
Interestingly, the majority of people are aware of our plastic waste problem. However, the extent to which different individuals, communities and nations are committed to addressing the problem varies hugely. In the UK, we are taking steps to tackle unnecessary plastic waste domestically, such as banning microbeads in rinse-off personal care products, and the forthcoming ban on plastic cutlery and plates from October is another encouraging development. It is heartening to see local government, as well as social and environmental groups, actively preventing, monitoring and collecting the plastics that cause marine pollution, yet there is much more we can do to lead the global response to this global issue.
Current commitments will result in only a 7% reduction in the annual discharge of plastic into the ocean by 2040. The increase in plastic production has not been mirrored by a corresponding increase in recycling rates. Once plastic enters the ocean, it is very difficult to retrieve. While new technologies can capture larger marine debris, small plastic items and microplastics are virtually impossible to recover, especially when they sink deep into the ocean, so prevention is the best solution. We need consistent rules for recycling. More importantly, we must shift the narrative to focus on reduction and alternative systems to traditional recycling models. Only then can we achieve meaningful change and a significant reduction in plastic pollution in our oceans.

The hon. Gentleman is right that we are not in step with our European colleagues, who have seen 300% rises in some fruit and vegetable prices. We are way below those sorts of spikes. If we compare food prices across Europe, we see that the UK is very well placed. That is because we have a very robust food supply chain. However, I accept that the fact that it is harder elsewhere is of little consequence to our constituents. We recognise the challenge they face. That is why we have introduced a huge package of support for people with their household bills.
Obviously, inflation is about supply and demand. I am sure my right hon. Friend agrees that having more domestic production will help our food security. It was worrying to hear that food producers—I am thinking of midlands tomato growers—switched off their electricity instead of planting and having an early season, because of the cost. They said that it did not pay for them to grow an early crop. How can the Department help to enable producers to produce more? This is a question of the cost of electricity, but it is also about ensuring that we have that supply.

Commons ChamberIt is a pleasure to speak in this debate and to follow the hon. Member for Penrith and The Border (Dr Hudson). He brings much knowledge to the debate and I thank him for sharing that with us.
I welcome the Bill and I declare an interest, as I must, as a member of the Ulster Farmers Union and a farmer in Northern Ireland. The Bill will bring great benefits, not just to England but to the whole United Kingdom. In my earlier intervention, I mentioned the Northern Ireland Protocol Bill, which I will touch on later. I welcome the Minister’s response.
I live among farmers, who are incredible people. They love their animals and the job they do. They are very efficient. Near me, they have high-quality dairy herds, beef cattle, lamb, pork and poultry. My farmers want the best, and that is what I want for Northern Ireland. It is no secret that Northern Ireland’s high-quality produce is some of the best in the world and is much envied. Northern Ireland leads the way, but we want to be part of the Bill. The Northern Ireland Protocol Bill, however, does not enable us to do the same as the farmers here.
As the Member for Strangford, a strong agricultural constituency, legislation to unlock new technologies to boost food production, support farmers and grow more productive crops is certainly of great interest to me and those I represent—my neighbours across Strangford and across Northern Ireland. As always, one of my first ports of call was to see what the farmers thought about it. They were clear and quickly explained to me that gene editing is different from GM and gives us an opportunity to be more efficient and farm better. It does not result in the introduction of DNA from other species and creates new varieties similar to those that could be produced more slowly by natural breeding processes. It will potentially provide a greater yield and better farming practices.
Crucially, precision breeding technologies will help to develop foods with direct benefits to the public, such as products of better quality, increased nutritional value and a longer shelf life. Those are things that we are all striving for and we should all try to make those ambitions happen, so the technology can only be a good thing as long as it is safe and has farmer buy-in. From my discussions with farmers, it clearly has that buy-in.
We must be realistic and say that farmers have been gene editing for generations but did not have a fancy name for it; they knew it as splicing. I am old enough to remember my grandmother splicing the peas and beans to make bigger and better varieties of peas and beans. That goes back to the ’60s—it was not yesterday—but even in those early days, perhaps my grandmother was a bit of a pioneer in doing such things. Today we do not call it splicing but genetic technology. That is a much fancier name, and much greater, because it is about more than that, which is why the Bill is important. Through trial and error, science has allowed us to go to the next level, yet we must be mindful of the difficulties that can come by decimating the wonderful structure of nature that God has put in place. I believe that the Bill provides safety and security, and a way forward to UK food security.
A fortnight ago, I had the opportunity to meet a constituent, Stephen Alexander, who keeps 130 Dexter cattle—an almost-unique herd across Northern Ireland. He takes 60 acres of land at Orlock in North Down, he has some land at home in Greyabbey, and he takes other land just down the road. He made a deal with the National Trust, which was that he would not use fertilisers or bring anything new on to the land—it all had to be natural; the grass was natural—which was quite unique. Along with the Department of Agriculture, Environment and Rural Affairs Minister Edwin Poots and others, I had a chance to see how that works. It does work: it is an organic farm in every sense of the word, yet all the cattle are exceptional.
That is another reason why it is essential to bring in the Northern Ireland Protocol Bill as a matter of urgency. As Edwin Poots outlined:
“The introduction of the Genetic Technology (Precision Breeding) Bill in England will not apply to Northern Ireland. The Protocol requires alignment to EU rules so gene-edited crops developed in England under the Bill”—
that we could take advantage of in Northern Ireland—
“would not be available for cultivation in Northern Ireland.”
We need parity of opportunity and of legislation. When the Northern Ireland Protocol Bill returns to this House from the other place, we need to see that we will have that opportunity.
The fact is that for any British gene-edited crops we would have to apply to the European Food Safety Authority for approval before they could be sent to Northern Ireland, which imports, among other things, grain for animal feed. Even then, the crops could still be banned by Dublin, and that is what this really is: the EU and Dublin, with their hand—their dead hand—upon us on many occasions. That would present a fresh headache in ensuring the affected plants did not cross that invisible Irish border.
It is clear that while this Bill is a stand-alone one, the fingerprints of European intransigence are all over it. I again make the point that it is not this Bill, but the Northern Ireland Protocol Bill, whenever it comes back, that will give us in Northern Ireland the same chance as the Genetic Technology (Precision Breeding) Bill. I would ask the House and the Government to reinstate their support for us whenever the Bill, which I think is going through the other place tomorrow, comes back to us.
As someone who loves the land and always supports the farmers, I trust those who have farmed for generations when they say that this is an enhanced version of splicing and that there is a need to be open to all possibilities. I say the Bill is the right way to go to ensure that the facility is there and so suits the farmers and food producers, and allows Northern Ireland to play a crucial and important role to advance our markets across the world. It will also ensure that we can grow and provide more jobs and a stronger economy, and that we can determine this for ourselves, rather than have the unelected EU, with no Northern Ireland voices, dictating our food security and farming practices.
That is my bid for the Minister about what has been brought here tonight. I really do support this, and I think it is the right thing to do. I will say in advance that amendment 4—perhaps the Minister can clarify this for me at the end, if possible—while it has been put forward by the Labour Opposition, has I believe been done in the best possible sense. I understand that the Minister’s colleague, the hon. Member for Crawley (Henry Smith), was going to put forward something similar, and we were apt to support that. So if the Opposition move amendment 4, which would ensure that the Secretary of State takes into account animal welfare in relation to Northern Ireland, that is the one on which we will probably disagree with the Minister, unless clarification can be given to us. However, on everything else, I fully support the Minister and the Government as they bring this Bill forward.
It is always a pleasure to follow the hon. Member for Strangford (Jim Shannon). I think we have had a very thoughtful and good-humoured discussion. It is clear that animal welfare is a key feature for both sides of this House. I just want to mention amendment 7, with which I have a great deal of sympathy, but I will not be supporting it because I think the question of labelling needs to be looked at in a much wider context. I would very much urge the Minister, within that wider context, to look at consumer information, which I think is a really important issue.
Last week, I spoke in the Chamber on the national food strategy and food security. Much has changed since Henry Dimbleby published his recommendations last summer. The cost of everyday staples continues to rise as the war in Ukraine pushes food price inflation to its highest level in 14 years. So this is the right time to consider alternative ways that our Government can strengthen the nation’s food security.
By removing barriers to precision breeding, the Genetic Technology (Precision Breeding) Bill will open the future to developing crops that are more resistant to pests, disease and climate change, reducing the need for fertilisers and pesticides. Genome editing provides the opportunity to achieve the outcomes of plant breeding, which has been so successful in controlling diseases and improving yields, but in a much more precise manner.
In encouraging this innovation, placing UK researchers and commercial breeders at the forefront of exploring what these technologies have to offer, we can use science to move away from chemical use and make land more productive, both reducing the cost of food and restoring the balance of nature. However, the UK’s world-leading animal welfare standards must be upheld, so I support the step-by-step approach to legislation, with a focus on plants and maintaining our high standards in animal welfare. I am sure that the Minister has listened to some of the concerns that have been expressed, and that will probably be reflected in looking at the wording of the Bill.
This Bill is a real opportunity to make a positive contribution to a more sustainable food system. For instance, by reducing the spoiling and browning of foods and increasing their shelf life, we can help reduce food waste. It could enable us to improve the nutritional profile of foods—for example, by increasing antioxidants, phenols and tannins in fruit and vegetables, or improving oil and carbohydrate profiles, delivering foods that benefit consumers and reduce the burden on healthcare providers.
Precision breeding represents an opportunity to develop crops with modified macronutrient status, such as increased resistant starch, which naturally reduces the calorific content of food, but increases the level of fibre. Through agritech innovations, farmers around the world will have the opportunity to make better use of their land, fight off harmful pests and better regulate the nutrients in their soil, while removing unnecessary barriers, and helping the world grow more and strive towards a greener tomorrow. In that spirit, I think the Bill is the right step forward, and I just hope that we can all get behind it.

Member for Bristol East (Kerry McCarthy), with whom I sat on the all-party parliamentary group on the national food strategy, which has been disbanded. She covered a comprehensive range of issues that needed to be spoken about, so I will try not to cover some of them.
I have consistently highlighted the need for a robust food system to ensure that every one of our constituents has access to nutritious, affordable food. In achieving that, we must safeguard our countryside and restore the balance of nature. We need to reduce the health problems that result from poor diets, and we can accomplish that only by working together—both across all Government Departments and more widely in society—from field to fork.
The food system underpins our economy and security, and the health of our planet. Without restoring equilibrium to our food system, we will continue to have food production that depletes nature and makes us unwell. As the world faces ever more environmental and social challenges, ensuring a well-functioning and equitable food system becomes a matter of strategic importance. Food security depends on global peace, stability, and a healthy planet and population. We have been facing a threat to all three of those.
The war in Ukraine has seen millions across the world put at risk of starvation. Ukraine is commonly referred to as the breadbasket of the world. It boasts some of the most fertile land on Earth, with rich black soil—chernozem—perfectly suited to growing grains and producing and exporting vast amounts of barley, corn, rye and wheat. Ukraine ranks first in the world in global sunflower production and export. Even after the war is over, it is likely that up to 50% of the land will have been rendered unproductive by landmines, which will take many years to clear.
As buyers have looked to find alternative supplies, international commodity markets have faced turbulence and prices have risen. That affects the price of basic foods in shopping baskets in our local supermarkets.
Russia is one of the biggest exporters of fertilisers. Farmers in the UK have concerns about input costs—particularly about fertilisers and animal feed—as well as energy costs. Indeed, agricultural commodity prices have always been strongly correlated to the price of energy. We forget that energy prices were increasing before the war in Ukraine, and as a net importer, the UK is exposed to the increasing volatility in gas prices. Energy inputs for farms increased by 34% between January and April 2022, and farm motor fuel costs increased by 30% over the same period. That comes at a period of significant economic turmoil following the effects of a global pandemic, when the food supply chain has had to respond to a surge in demand due to panic buying. A cluster of hot, dry summers has led to crop failure and nature loss, making our land less productive. We will all notice the impact on familiar products. I read recently that there is a challenge with tomato ketchup, which is a key ingredient of Staffordshire oatcakes. It may become a rarer commodity as climate change threatens to halve the harvest in the coming years.
Fear of food shortages from multiple fronts has changed our attitude towards food. Increasingly, purchasing decisions are based on affordability and choosing the healthy option is more difficult than before. Lack of money means cold food and cold water. Some 71% of households who experienced food insecurity in the past month said they have cooked less, eaten food cold, turned off fridges and washed dishes in cold water.
When families are being faced with the question of whether to eat or heat, it is more important than ever that we should have a national food strategy in place, aligning the nation’s hunger and health with UK climate goals and UK farm sustainability. Access to good food is essential to improving life chances and health must be a focus of our food production. Whatever the cause, we must recognise that the challenges around access to a healthy diet are major indicators of inequality. As I think the hon. Member for Bristol East mentioned, 18% of all households experienced food insecurity last month, compared with 54% for households on universal credit, so any Government policy developed needs to address that disproportionate impact.
Foods that are bad for our health should not be the cheapest foods on the market, yet people are having to compromise the quality of their diets to cut food costs. The Food Foundation suggests that of those experiencing food insecurity, 58% said they were buying less fruit and 48% said they were buying fewer vegetables. One young person from Bite Back 2030 said:
“There’s two chicken shops about a one-minute walk from my school that sells two wings and chips for £1. A school dinner is £2.40.”
This is a serious issue. People are being forced to choose the cheapest calories, which are typically the least healthy. Families with lower incomes are not going to be driven by whether labels say food is high in calories, fat, sugar and salt. We should probably check those things, but we do not because the driver is money and that is what is affordable and within budget. Good food policy needs to reduce and rebalance the bombardment of unhealthy food and use the revenue raised to make more affordable, accessible, easy and appealing food for those on low incomes.
We see the need to work closely with the food and drink industry to ensure that our whole population can afford good food, but tackling obesity is also central to our commitment to levelling up. We need to support healthier options and behaviours by addressing social factors that lead to obesity and making them more conducive to healthy living. Underpinning any economic levelling up must be a levelling up of diet-related life choices.
Because I care passionately about the importance of fixing our food system from the triple challenges of climate change, biodiversity loss and diet-related ill health, I am hosting a food summit at Staffordshire University in Stoke-on-Trent on 4 November. I am delighted that the author of the national food strategy report, Henry Dimbleby, will be opening the summit. We will have a big conversation about food, and about inspiring new thinking and embracing new expectations of our food system, celebrating innovators and shining a light on the great work already under way. I think my right hon. Friend the Member for Tatton (Esther McVey) mentioned some of that work on innovation already.
Under the current food system, the amount of food being produced from a given area of land has increased and the amount of other life occupying that same area of land has decreased. Data from the Department for Environment, Food and Rural Affairs shows that wheat yields in the UK have doubled from 1970 to today. Yet through that time, we have also seen the number of farmland birds decrease by 54%. We have touched on land use, so I will skip over it, but it is very important that we have a clear understanding of how we should use land.
We need to recognise the dual role of farmers as food producers and conservationists, but we have to be careful not to turn farmers into environmental contractors with little incentive to continue food farming. Therefore, the food strategy could be clearer in linking food production to action against climate change and action to enhance the natural environment. Without such action, climate change further threatens to cause crop failures and nature loss, which makes our land less productive. Our priority must be looking at how we can reduce the environmental impact of the foods we consume, while making it easier and cheaper for people to consume healthier and more nutritious food. To build national resilience to food insecurity, we need to grow—quite literally—our local food production and enable smaller food businesses to thrive.
The strategy is right to recognise that promoting local food and drink can also increase cultural identity and community pride. That, in turn, makes an area a more attractive tourist offer, while also ensuring the resilience of the local food supply and supporting farmers and small producers. Growing community involvement in the redistribution of food will help us to minimise food waste and ensure that food surplus from the supply chain is not wasted.
I welcomed the emphasis that the Prime Minister placed on delivering the 2019 manifesto commitments. The manifesto has high aspirations for agriculture, food standards, children’s dietary health and levelling up opportunities, which are impacted directly by access to good food. Research has already been conducted on health disparities, and this could be considered within the compassionate framework that the Prime Minister has committed to, so the motion has my full support.
It is a pleasure to follow the hon. Member for The Cotswolds (Sir Geoffrey Clifton-Brown). I agreed with a great deal of what he said, and I should like to elaborate on some of the themes of his speech, particularly his exhortation for us to grow more of our own food in the United Kingdom. That is not only good for UK farmers and growers, but good for the health of people across these islands. It will also help us to reduce our climate footprint when we lessen our dependence on imports and global supply chains.
I do not want to labour the point, but this will be the focus of my speech. I believe that self-sufficiency plays an important part in food security, and we need to concentrate on that. A DEFRA report on food security published in 2021 stated that the UK was about 75% self- sufficient in foodstuffs that could be produced domestically. The actual consumption of UK-produced food was about 54%, which means that we were importing some 46% of the food that we consumed. When I first came across that statistic, I was interested and, indeed, shocked by the discrepancy between the two figures, but it makes much more sense when we recognise that there is a considerable variance in the level of self-sufficiency in different types of food. For example, we are 100% self-sufficient in oats and barley and lamb. That is an important statistic for me, as a proud Member for a Welsh constituency. It then goes up to 90% self-sufficiency in wheat—we heard from the hon. Member for Hendon (Dr Offord) about the real contribution that wheat growers on these islands have made in the past year—and 80% in oilseed. However, the figure stands at only 54% for fresh vegetables and 16% for fresh fruit. In discussing food security, we need to consider the foodstuffs—fruit and vegetables in this particular example—of which we clearly need to grow more.
The dependence on global supply chains for so many of our imports means that, as the hon. Member for The Cotswolds (Sir Geoffrey Clifton-Brown) explained, we are vulnerable and exposed to shocks—be they geopolitical, climate, production or logistical—that are completely beyond our control. This Parliament has perhaps experienced a few unprecedented global shocks, the first being the covid pandemic, which wrought havoc on a lot of our food production and imports, and then, more recently, the Russian invasion of Ukraine, which has had a significant impact not only on grains, wheat and sunflower oil, but on many of the import costs for domestic production—I will talk more about that.
When we look to the future of our food security, increasing climate change poses a significant risk. I mentioned that we are self-sufficient to the tune of only 16% of the fruit that we consume. DEFRA’s food security report notes that:
“There are concerns about water availability for fruit and vegetable production in many of the countries on which the UK currently depends”,
particularly on the equator, but also in the Mediterranean region.
When we discuss food security, we need to think about growing more of our own. Other Members have mentioned the shocking impact that food inflation is having on families across the country. I do not wish to labour that point further, but for a number of foodstuffs, the problem could be alleviated to some extent if we had greater self-sufficiency in the categories that they relate to.
The hon. Member for The Cotswolds, who I hope will forgive me for referring to him so often—I thought he made an excellent speech—mentioned the Groceries Code Adjudicator and the power of the supermarkets. It is not right for them to balance their books, or indeed to profit, on the backs of the nation’s poorest families. We know that some of their increasing costs are not being fed back to the primary producers. As we have discussed this afternoon, rising import costs—particularly for fertiliser and feedstock—and high fuel and energy costs are having an impact on primary producers, who are not getting higher prices for their goods from the supermarkets and their suppliers. The Government need to look again at how they can make the system fairer.
Personally, I think there is much to be said for moving away from the more globalised food system to a more local one. In that regard, I recognise that a great deal of work needs to be done to reinvest in the processing facilities that were once very local but have now been lost, such as mills, abattoirs and the like. They were once a feature of every village in rural areas; now, they are seldom found.
The rising costs on farmers are being fed through the system and, in turn, into shopping bills, but are not being recompensed by the major supplier and supermarkets. That is a serious issue that could be addressed by greater self-sufficiency. The food strategy is an opportunity to consider a holistic way of ensuring that more of the food that we consume is produced on these islands.

I congratulate my hon. Friend the Member for Waveney (Peter Aldous) on securing the debate and on his excellent speech. Like me, he has long championed the vital role of food in every aspect of our health, from the health of our children and communities to the health of our nation and planet.
To solve the current challenges that we face as a nation, growing the economy to create jobs and fund our public services will be essential. In a country where 99% of businesses are small and medium-sized enterprises—5.6 million in total—we need to support our local businesses in every town and city, and in every village and neighbourhood, if they are to survive and thrive. The Government can only do so much; as consumers, we need to do our part by reflecting on how we buy goods and services, and on what impact those decisions have on our local economy.
Many local businesses are food businesses—from our local corner shops that we depended on during covid lockdowns, to the cafes, restaurants and pubs that are the lifeblood of our high streets, and the market stalls that sell us fruit and vegetables, local cheeses or baked goods. I am always pleased to highlight the new food businesses that bring variety to my local high streets and increase the choices that we have in Stoke-on-Trent. In Hanley, recent additions have been the bao buns at Dumpling King, the lamb patties at Hamilton Bay and Asian fusion cuisine at Wagamama. The monthly artisan market that brings local producers into the city centre, and the fruit and veg stall outside the main entrance to the Royal Stoke Hospital, are evidence that there is growing food choice and better access to healthy food in my city. The local economy also benefits from new businesses such as Long Rest and Geek Retreat, which combine entertainment and refreshment by offering gaming alongside food and drink.
Businesses offering food and drink are key in complementing a retail offer that has been steadily shrinking. Changes in consumer buying patterns mean that our high streets are no longer dominated by large retail chains, so the rise of local independent businesses that are personally invested in the local community will be the key driver of the renaissance of town centres. Local people judge the success of regeneration by how their high street looks, and pride of place is vital to residents’ feeling of wellbeing and optimism about their local area. Too many areas are blighted by half-empty high streets, with negative impacts like uncleanliness and antisocial behaviour.
My personal passion for the food agenda has been shaped by two years of chairing the all-party parliamentary group on the national food strategy. While a number of recommendations from the Dimbleby review have been taken up by the Government, the fundamental challenge of how we systematically tackle the many broken elements of our food system remains unsolved. To provide a holistic solution, we need a food taskforce across multiple Departments and a good food Bill to enshrine reforms in law. This year in the UK we have experienced the hottest and driest weather on record. Conditions have caused crop failure and nature loss, making our land less productive. That is a system failure, not the fault of individual farmers or consumers, but we all face the consequences.
There is much to be done, and I am determined to champion innovation and investment in our local food infrastructure in Stoke-on-Trent. To that end, I would like to invite the Minister to a food summit that I am hosting at Staffordshire University on 4 November. The theme is
“From Field to Fork—The Future of Food,”
—that is a bit of a mouthful—
“exploring solutions to climate, health and food security challenges”.
I have invited food innovators to showcase their businesses and ideas.
To build national resilience to food insecurity, we need to grow—quite literally—our local food production and enable smaller food businesses to thrive. We also need to back local food manufacturers and retailers, which create employment opportunities, and welcome their engagement in community ventures. More than that, we need to grow community involvement in the redistribution of food, to minimise food waste. We need to encourage more community restaurants and food enterprises—more places that offer low-cost food, such as food clubs and pantries, which ensure that food surplus from the supply chain is not wasted. These need to be organised from within neighbourhoods and communities at the most local level.
We need cookery classes and clubs, as well as community kitchens, to help with the cost of food preparation and to teach new skills. Growing schemes in community allotments are springing up around the city. There is definitely more that can be done to support improving the urban environment, such as planting community orchards on public land that has lain fallow for many years and represents a cost to councils. Does the Minister agree that local authorities should be supported to pilot schemes that develop surplus land and premises for urban farming and sustainable food production, delivering benefits for the public good? Does the Minister also agree that it is time for a major conversation around our food system, with the basic principles at its heart of buying local, supporting British producers and working together to ensure that consumers everywhere have access to good-quality, local food.
Only communities can build a strong and sustainable local food infrastructure. However, Government can help in a number of ways, from setting procurement standards, which ensures that more locally sourced produce is supplied to our public sector, to incentivising urban growing and new community food enterprises or investing in projects relating to diet and public health that promote good food choices. The Department for Environment, Food and Rural Affairs commissioned the national food strategy report to identify many of these challenges. Now is the time to take forward the solutions.

Commons ChamberAs I explained earlier, the Chancellor has unveiled a package of measures to help those on the lowest incomes deal with the sharp increase in energy costs. We also have a range of programmes, including Healthy Start and the holiday activities and food programme.
Given the recommendations of the independent review, the White Paper is not bold enough, but I am pleased that the junk food cycle is being addressed with a goal on healthy ingredients sold and reporting with the Office for Environmental Protection, Food Standards Agency and Climate Change Committee. I am pleased with the innovation package, particularly research into diet, as well as with the visa scheme review, mandatory procurement and the target of a 50% reduction in child obesity by 2030. Does my right hon. Friend agree that these policies should be enshrined in law through a good food Bill?
We have judged that we do not need any new legislative powers to implement all the things we have set out to do in the strategy. However, we have been very clear that the Food Standards Agency, the OEP and others will of course perform their statutory functions in holding Government to account on progress on these agendas.
