I congratulate my right hon. Friend the Member for Hemel Hempstead (Sir Mike Penning) on securing this really important Adjournment debate and on highlighting an incredibly important cause. Today, almost 2 million people—3% of the population—work and volunteer in the emergency services and the NHS, including 250,000 first responders. As the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) said, we have really seen, through the pandemic, just how acutely we rely on them as our NHS and 999 heroes have continued working and volunteering to save lives.

I have to start by paying tribute to my right hon. Friend the Member for Hemel Hempstead. When I was a very new Member of Parliament he came down to visit me in my constituency, when he was a very important person—probably a Transport Minister.

Yes, Shipping Minister. He has always been a huge supporter of those of us who have constituencies on the coast and who rely on the emergency services, many of which are manned and staffed by some incredibly heroic volunteers. In my constituency, the gaffers man the rescue services that go up into the Solent, on a really frequent basis, to save lives. They are absolute heroes, every single one of them. My right hon. Friend worked really hard with me in my constituency, and with the Maritime and Coastguard Agency, which is based there, to promote its important work. He has a great track record of promoting our emergency services.

Those working in our NHS and our 999 services day in and day out are absolutely our unsung heroes. They are always there to help us in the moments of greatest need when we are at our weakest. We honour them and we must never, ever forget the sacrifices that they make for us. I therefore echo everything that has been said by my right hon. Friend and others in praising the heroic actions of all emergency service personnel. The campaign for an appropriate monument to honour those who served and continue to serve in the emergency services began back in 2017, but if ever there was a time to reflect on what they have achieved and the dedication and the service of our 999 heroes, it is now, in the wake of the covid crisis.

I thank the Minister for giving way; we have plenty of time to debate this evening, which is really nice. I am sure she is aware that this is 999 Day. Armed Forces Day is fantastic, but we need to get the message out around the country that this is 999 Day, which is when we should be out there in our constituencies and around the country praising our emergency workers.

Yes, my right hon. Friend is absolutely right to raise that. It is a day when we should all be celebrating and thanking those who do this sterling, important and life-saving work.

I very much support my right hon. Friend’s calls for an appropriate 999 memorial. His letter to the Prime Minister was written only very recently, on 30 August. I have only just had the chance to look at it and start considering the proposals and suggestions that it makes, but I would be very happy to meet him and his committee to discuss some of the asks in it in more detail to see what we can do to work with them on this. It is important to celebrate positive parts of our cultural and civic life. New memorials such as this help us to understand events. They help us to acknowledge achievements and mark sacrifices. They commemorate what is important about our present and our past. Future generations can learn from them.

The Government are committed to supporting the emergency services and are steadfast in honouring the sacrifices that have been made. The Prime Minister and the Home Secretary recently attended the dedication of the UK police memorial at the National Arboretum. This memorial and others serve as a valuable symbol, acting as a reminder to the public of the sacrifices that have been made and providing a space for people to mourn and remember lost loved ones.

I know that this particular monument that my right hon. Friend is calling for is not only about those who have lost their lives in their service, but those who continue to serve, and that is why this is unique and important. It is important to say that it is not just at national level that we erect statues to remember the contributions of others—they take pride of place in local communities up and down the country and we commemorate our own local heroes. Many of these figures are a real source of local pride. Being commemorated in a public space, often funded by public subscription, is a positive way to acknowledge the contributions made by individuals to their communities and the nation.

At this point, it is only fair that I explain that it is not normal practice for central Government to fund new memorials.

I thank the Minister for the offer of a meeting. It is always a pleasure; we shared a Department when we were Ministers together. I hope we get a reply from the Prime Minister, who got the letter simultaneously to when the Minister had it. I will not hold the Minister to this, but conversations perhaps need to take place with the Treasury before our meeting, because I cannot think of a better use of LIBOR money or unclaimed assets in bank accounts than this. There are millions of pounds sitting in the LIBOR funds now—we know that—and they have been used extensively in other ways. It would be a great way of not putting the burden so much on the taxpayer, not that I think the taxpayer would be too worried about that at the end of the day, because it is a tiny amount of money. The LIBOR funds are probably the way forward, and perhaps the Treasury could have a conversation with her first.

I think that is certainly a conversation that needs to be had with the Treasury. It is true that many organisations, both public and private, are rightly able to propose, fund, develop and deliver memorials marking a variety of incidents and historical moments. They are unfortunately not normally funded by the Government, but my right hon. Friend makes some interesting suggestions as to how that might be addressed and we can certainly talk about it further.

Those organisations and individuals are usually best placed to determine who to commemorate and how best to build commemorations that are appropriate and sensitive, and there are a great many people and organisations that are interested in establishing memorials. As a general rule, it is for those groups to work with the relevant local planning authorities and other organisations to identify suitable sites, obtain the necessary planning permission and raise the funding. In fact, since the passing of the Deregulation Act 2015, consent from the Secretary of State for Digital, Culture, Media and Sport is no longer required to erect memorials and statues in London. It is not now determined through the planning system only. Therefore, in relation to the proposed site on Whitehall, that would be a matter for Westminster City Council. But, again, we can discuss that when we chat.

There is a long tradition of funding new memorials through public subscription, which the Government support. Experience has shown that other funders, including in the private sector, are often happy and willing to contribute and donate to fund new memorials. In fact, I think much of the British public take huge pride in feeling that they have played a part in delivering something so important and significant for our national life.

There are examples of Government supporting memorials to mark specific events. Memorials have been created to the victims of 9/11 and of the 7/7 bombings in London as well as those of the Bali bombings in 2002. The Government also supported the suffragist memorial on Parliament Square and the one created by an independent Iraq and Afghanistan memorial project charity to honour those who served in the Iraq and Afghan wars. In some circumstances, the Government do support new memorials, although it is not for the Government to determine which memorials go ahead, and with limited public funds it is not possible for central Government to fund them. That said, the Government offer some indirect financial support through the memorial grant scheme, which allows charities and faith groups to claim as a grant the equivalent of the VAT paid on the eligible cost of erecting, maintaining or repairing public memorials. The scheme is administered by my Department, the Department for Digital, Culture, Media and Sport, for the whole of the UK.

In a nutshell, we entirely recognise the extraordinary efforts of our emergency services in serving the public not just during the pandemic but at all times. Faced with unbelievable challenges, these incredible people look after people up and down our country and often save lives in the most difficult circumstances. We definitely support all the ongoing efforts and conversations to find an appropriate way to mark their incredible dedication and sacrifice.

I would like to thank everyone who has taken the time to respond to the loot box call for evidence. The call for evidence received over 30,000 responses which clearly reflects the immense amount of interest in the issue.



The Government take concerns about potential harms relating to loot boxes in video games seriously. That is why we are continuing to thoroughly evaluate the evidence received to determine solutions that are both robust and proportionate in response to the issues identified from the evidence received. This will be set out in the Government response which will be published in the coming months.



Ensuring that video game players are protected is also a responsibility that the Government share jointly with the games industry. In recent months, we have continued to engage heavily with many in the industry about loot box concerns to determine the most effective solutions to issues identified from the evidence. This includes holding a ministerial roundtable with a number of games companies. Following the call for evidence we commissioned an external rapid evidence review and we are evaluating the findings of this alongside the evidence received from responses.

I am pleased to inform the House that the Government are today publishing our “Online Media Literacy Strategy”. This strategy is a complementary measure to the proposed Online Safety Bill and will play a critical role in allowing us to meet our ambition of making the UK the safest place in the world to be online.



Through this strategy, we want to improve media literacy across the country by providing direction to the sector. We also seek to highlight the challenges that all citizens face in navigating an increasingly complex media landscape, with an amplified focus on vulnerable and disabled users.



The strategy sets out our plans to ensure a co-ordinated approach to online media literacy education. We have established a media literacy framework that enumerates the skills we want citizens young and old to learn in order to navigate the online media landscape safely. We set out the key user groups on which we will direct particular focus to ensure an inclusive approach to media literacy. We lay out six media literacy challenges to provide direction to the media literacy sector. We also highlight the specific issue of misinformation and disinformation, and the potential for media literacy by design to assist media literate online behaviour.



We have engaged with a broad range of stakeholders from academia, regulators, civil society and industry, drawing upon their expertise to inform the strategy. This is only the beginning of our engagement with the sector, and we will look to work even more closely with these organisations and more to ensure the maximum possible impact from media literacy activity.



As our attention turns to delivery of the strategy, we will focus on taking forward a number of different initiatives. Alongside the strategy we are publishing the first annual Online Media Literacy Action Plan for the Financial Year 2021-22. The action plan sets out a number of initiatives to enact the strategy, from establishing a cross-sector media literacy taskforce, to working with teachers to help embed media literacy in schools, to collaborating with the Scottish, Welsh and Northern Irish Administrations through a UK media literacy forum.



It will be important that we work productively with other key stakeholders across the sector. Ofcom has an existing statutory duty to promote media literacy. The Government’s efforts in the media literacy landscape will play a supportive and complementary role to that of Ofcom, by providing focus for organisations across the sector. We will continue to engage closely with Ofcom where there is a potential to increase the impact of our efforts.



Media literacy is a devolved policy and so the initiatives contained in the strategy will only apply directly to England. However, we are working closely with the devolved Administrations and intend to establish a UK media literacy forum to engage with our counterparts in Edinburgh, Cardiff and Belfast and ensure we are achieving the greatest possible impact across the whole UK.



A copy of the strategy will be placed in the Libraries of both Houses.

I congratulate the hon. Member for Warwick and Leamington (Matt Western) on securing the debate to highlight the noteworthy anniversary of Randolph Turpin’s middleweight title 70 years ago.

Anyone who reflects on the important moments in British boxing history, particularly in the 1940s and 1950s, will no doubt cite Randolph Turpin’s stunning win over the great Sugar Ray Robinson for the world middleweight title those 70 years ago. As the hon. Gentleman said, he was widely known through his nickname of the Leamington Licker. He was born in Leamington Spa, Warwickshire, in June 1928 after his father moved to England from Guyana during the first world war, as we have heard. His amateur boxing career began at Leamington boys club alongside his three brothers, where he showed so much promise and became the first black boxer to win a senior Amateur Boxing Association championship. After making his professional debut in 1946, Turpin went on to win the British middleweight belt in 1950 before that momentous title win on 10 July 1951. That was a truly outstanding achievement given Robinson’s fame, prestige and competitive record. He had previously amassed 129 victories, just two draws and one loss, which is incredible.

As the hon. Gentleman said, Turpin’s story is not only significant because of his outstanding achievement—and it was an outstanding, world-class sporting achievement. It also shines a light on some of the key issues that we are still battling today. In fact, the anniversary could not be more timely. How we promote diversity and inclusion in sport; how we tackle the abhorrent racism we have seen in recent days; the long-term impact of concussion and head injury on our sportsmen and women; how we support people who are struggling with mental ill health and depression, and indeed, how we prevent domestic violence are all topics that come of Randolph Turpin’s story.

Today, British boxing is one of our most diverse sports. Most of our high-profile sporting stars are boxers from ethnically diverse backgrounds. The hon. Gentleman named a few of our great heroes. However, for the first part of the 20th century, the social inequalities in society were reflected in that sport. It is hard to believe that from 1911, boxing rules stated that, for a British title, both contestants needed to have been “born of white parents”. That rule remained in place until 1948. During this time, non-white boxers were barred from competing for a British boxing title. It seems impossible to believe it today, and it means that so many talented boxers were denied the right to compete for British titles purely due to the colour of their skin. Thankfully, progress was made with the lifting of that ban, and great strides have also been taken in other aspects of diversity through the nurturing of female boxing talent. I am sure that hon. Members will recall, as I do, their great pride in the first woman to win an Olympic boxing medal being our own Nicola Adams, back in London in 2012.

Of course, boxing is a sport that is accessible to people from all economic backgrounds. We continue to invest in community boxing clubs through Sport England and funding through the National Lottery Community Fund, and we support our elite boxers through UK Sport. However, no sport can afford to rest on its laurels: we must take steps to ensure that discrimination and inequality are identified and addressed. Like many other sports, boxing continues to look at what more it can do to promote inclusion and diversity, and England Boxing has been conducting a review of its operations from board level to grassroots in order to increase diversity at all levels. So far, that work has resulted in additional training for coaches and support staff and in anti-racism workshops, but I understand that more activity is in train.

This comes against the backdrop of the code for sports governance, which UK Sport and Sport England launched four years ago. That code sets out the standards that all sporting organisations must meet in return for public funding. It has proved very successful in setting clear expectations around good governance and diversity, but UK Sport and Sport England have just announced that the code will be updated later this year to ensure that sporting bodies in receipt of substantial public funding have a detailed and ambitious diversity and inclusion action plan for diversity right across their organisations, which is another positive step forward.

Of course, there is another part of Randolph’s life that we should reflect on, which is the impact that concussion sustained in the ring may have had. Today, we know a lot more about brain injury, but there is still much more to know, to understand, and to do. The important issue of concussion in sport is a priority for my colleague and hon. Friend the Member for Mid Worcestershire (Nigel Huddleston), the Minister for sport, who is working with the national governing bodies that are responsible for the regulation of their sport and putting in place appropriate measures to protect participants. We continue to consult very widely with various stakeholders, including representatives from boxing with whom the Minister for sport met very recently, and are assessing what role Government can usefully play in convening research and improving education around concussion and supporting technological advances.

However great Turpin’s achievements were in the ring, it is also worth reflecting that throughout the 1940s and 1950s, multiple women accused him of significant violence and domestic abuse. The Government are determined to tackle crimes that affect women and girls, but in fact domestic abuse impacts men as well. That is why, earlier this year, we achieved a historic milestone when the Domestic Abuse Bill received Royal Assent and became law. For the first time in history, there will be a general purpose legal definition of domestic abuse that incorporates a range of abuses beyond physical violence, including emotional, coercive or controlling, and economic abuse. That will help the millions affected by these crimes by strengthening the response of all agencies, from the police and courts to local authorities and service providers.

Another key concern for the Government as we navigate our recovery from the coronavirus pandemic is grassroots sports participation. It is truly vital for the preservation of our national sporting excellence that we help feed the elite level with the grassroots base, which is why the Government’s strategy, “Sporting Future”, puts increased participation at the very heart of the long-term direction of sport in this country. Since 2017, Sport England has provided a range of grassroots funding to boxing totalling more than £8.2 million, and this significant funding includes £3.2 million to grassroots boxing projects, £4.25 million to England Boxing across the 2017 to 2021 cycle, plus an additional £999,000, to be precise, in covid roll-over funding from 2020-21. Grassroots facilities in the hon. Gentleman’s constituency have also benefited from the Government’s £100 million national leisure recovery fund for local authorities, with Warwick District Council awarded £277,851. This emergency funding package has supported public sector leisure centres to reopen to the public, giving the sport and physical activity sector the very best chance of recovering from this pandemic.

In conclusion, I am really grateful to the hon. Gentleman for bringing to the attention of the House the story of his prestigious and incredibly memorable constituent. It is always refreshing to reflect on how constituency matters have a wider impact on the world of sport and on the global impact of one of his constituents. I thank him for securing the debate. He asked whether I would be prepared to meet him. I am not the Minister for sport but I will certainly pass on his request to my colleague who is. I am sure he would be very happy to accept that request.

I understand and appreciate that. I just want to stress the point that Randolph Turpin had many battles, as the Minister has mentioned, but he was the first British world champion of the 20th century, he fought through the bar on colour and he beat one of the finest boxers ever, but there is no national recognition for this person. It would do a great deal for social justice in this country if he had some recognition at long last, so I hope that that invitation will be taken up by the Minister.

Yes, I absolutely agree. I have to admit that until this week I had no previous knowledge of this story and it is a shame that such a significant figure in the history of British boxing is unknown and is not a household name in the way that Henry Cooper is. I am sure that the Minister for sport will be happy to meet the hon. Gentleman to discuss how that can be rectified.

The UK’s export control system provides a safety net to protect our national treasures from being sold abroad, whereby Ministers can delay the issuing of an export licence to allow an opportunity for a UK buyer to acquire it. Between 2008 and 2018, 62 items were saved for the nation in this way. A recent example was the notebooks of Sir Charles Lyell, the renowned Scottish geologist who influenced Charles Darwin, which were acquired by the University of Edinburgh in 2019.

May I declare an interest as chair of the John Clare Trust, a charitable trust, and of course one of my daughters is a poet? May I draw the Minister’s attention to the fact that we have discovered in recent weeks a beautiful treasure trove of letters from the Brontës, Jane Austen and Robert Burns? It is unique. If we cannot act now and raise £15 million to keep it in this country, it will be broken up and sold at auction in New York. Will the Minister and the Government help us? Could the National Trust, which has huge reserves, help us to keep it in Britain? Most of the literary houses have had a year of no income and are struggling to help and raise this money. We desperately need this collection kept in our country. Will she help and help soon?

The Government are delighted that a public consortium led by the Friends of the National Libraries has come together to seek to acquire the Honresfield library. We hope that the fundraising campaign is successful and is able to realise its plans to allocate parts of the collection to libraries around the UK, for the benefit of the public. We will, of course, keep a very close eye on this and I know that the Secretary of State is planning to meet the group shortly.

May I take this opportunity to wish the Sunderland Empire in my constituency a happy 114th birthday? The Government boast free trade deals with 17 countries, each having different rules, making the situation almost as hard as it is with countries with which we do not have trade deals. When are the Government going to sort this out and get a deal to allow our artists, musicians, truckers and support staff to tour across Europe properly, and save this industry before it is too late?

We are 100% aware of the importance of the UK’s creative and cultural industries, and the importance of musicians and performers being able to tour easily abroad. We have moved with great urgency to provide the clarity that they need about the current position. Through our engagement with member states, we have established that at least 17 of the 27, including France, Germany and Italy—some of the biggest economic contributors—do allow visa and permit-free touring. We continue to talk to the others.

Covid-19 and Loneliness

It is a great honour to serve under your chairmanship, Sir Edward. I am delighted to be able to discuss such an important topic. It has been a high-quality debate. Without exception, every single contribution has been first class and I thank everybody who has taken part. There were some heartfelt and touching contributions.

I particularly thank the hon. Member for Blaydon (Liz Twist) for calling for such an important debate. I know that she is a member of the all-party parliamentary group on loneliness and she brings a great deal of knowledge and experience, as well as passion and care, to the debate. I am grateful to her and I join her in paying tribute to our former colleague, Jo Cox, who we all miss terribly.

I am grateful to the APPG for its review of loneliness during covid-19 and the recommendations for the Government’s role in supporting a connected recovery from the pandemic. I am sure that my brilliant colleague, the Minister for Loneliness, will be very happy to meet the hon. Lady and her colleagues on the APPG.

The covid-19 pandemic has associated social distancing measures with loneliness. We know that, but the importance of social connection has been highlighted for us all during this. As the Office for National Statistics indicated, levels of chronic loneliness among adults in England has increased between spring 2020 and February 2021 from 5% to 7%.

As we start to be able to see each other in person more, we know that there will be a large number of people who felt lonely and isolated long before the pandemic started, and will continue to feel that way after the restrictions lift. As my hon. Friend the Member for Southend West (Sir David Amess) said, unpaid carers, who give so much of themselves with their love and their care for those they love, often feel the impact of loneliness and deserve our attention.

There will also be those who have lost confidence as a result of the impact of covid, who may struggle to reconnect or feel left behind as a restrictions ease. That is at the top of the Government’s agenda. As the APPG report sets out, the Government’s response to covid-19 has recognised the importance of social interaction and connection. That work built on our existing commitments, set out in our strategy of 2018 and reiterated in two annual loneliness reports since. We have provided funding to organisations that provide vital support to a wide range of people at risk of loneliness.

Contrary to what the hon. Member for York Central (Rachael Maskell) says, since the beginning of the pandemic we have invested more than £34 million in such organisations in England alone and helped people who experience loneliness through a £750 million charity funding package. We also set up a £4 million local connections fund in partnership with the National Lottery Community Fund. Through the first round of the local connections fund, we have already awarded more than 840 microgrants to charities and community groups that help people to connect via the things that they enjoy.

The “Let’s Talk Loneliness” campaign, which a couple of Members spoke about, aims to raise awareness of loneliness and remind people that it is okay to ask for help when feeling lonely. Several colleagues beautifully set out how loneliness hides in plain sight. Anybody can feel lonely at any time; it can affect anybody at any age. During the pandemic, we have used the campaign to share advice on simple steps we can all take to support ourselves and others.

In response to covid-19, we also set up the Tackling Loneliness Network of more than 80 organisations from across the private, public and charity sectors to take action on loneliness. We published an action plan in May setting out a series of actions that they are taking. In this Loneliness Awareness Week, they have launched the Connection Coalition’s loneliness chatbot service on WhatsApp.

Local people understand what is needed in their communities, and we agree with the APPG that local and grassroots action is vital in tackling this issue. That is why we want to build a shared understanding of communities’ needs and assets and focus on supporting local areas to share and learn what works locally.

I really welcome the APPG’s emphasis on digital inclusion. As Minister of State for Digital and Culture, I know that the ability to connect digitally during the lockdown has been a lifeline, but too many people faced a barrier to connecting because they lack the mobile technology, the internet or the skills and confidence to do it. That is an issue that the Government are dedicated to addressing. Our £2.5 million digital lifeline fund is providing tablets, data and free digital support to more than 5,500 people with learning disabilities, allowing them to connect with friends and support.

As I mentioned, this Loneliness Awareness Week is a really important opportunity to highlight some of the amazing work that is happening with grassroots organisations around our nations, as a number of Members have already. We have seen extraordinary examples over the past year of community spirit and of charity groups and organisations that have really stepped up and adapted to this new world to ensure that local people do not feel isolated.

Through our “Let’s Talk Loneliness” campaign we will this week partner with a wide range of organisations to encourage everyone across society to continue to reach out to support people who may be feeling lonely, even as restrictions ease. Every single one of us can make a difference, and the Government are really determined to do our bit as well. I thank everybody for their great contributions to the debate.

I congratulate the hon. Member for Ealing Central and Acton (Dr Huq) on securing the Adjournment debate. Gosh, that was wide-ranging! I think I would need an entire Front Bench of Ministers to respond fully to all the important points she made. If she will forgive me, I will use the short time left to me to concentrate on the bits that fall into my portfolio, which would be those that come under the topic of this debate, and to set out the Government’s position on statues in cities and the wider context she talked about.

The hon. Lady started by saying that the debate on how best to acknowledge and commemorate our past and history is complicated. It can provoke really strong emotions and, although we might sometimes disagree with each other’s positions, we always have to remember that everybody’s individual views are strongly and sincerely held and need to be seriously considered. That is because our history shapes who we are and what we value, and we are the poorer if we seek to deny that.

We believe that the right approach to statues and to other aspects of our history that are in the public realm—that are displayed publicly—however contentious, is, as the hon. Lady says, to retain and explain their presence, and present to the public their full story. Sometimes that is unpalatable, but it is important that we learn from it, as she pointed out; we cannot airbrush our past. We need to face up to it, however uncomfortable, and explain the history of those who are commemorated or marked within the contexts of the dominant norms of their time, and how those differ from the world we live in today and what we regard as acceptable. There are so many diverse opinions on the matter of statues. As she mentioned, for every statue on display that is deemed contested, there are at least two often conflicting opinions on what should be done, and there is often no consensus. The one thing I would like to try to reach today in this short debate is some kind of balance on this issue.

Let us start by putting the debate in context. There are approximately 12,000 outdoor statues and memorials in England. I agree with the hon. Lady that far too few of those are of women or of people who were significant in the LGBT struggles of our past, or of people with a range of other important aspects. However, all the statues that exist are of interest, significance and often pride to the communities in which they are erected. A significant number of them are listed in their own right or as part of the buildings in which they reside, which means that they are protected. The regulatory framework means that their removal or amendment can be complex, protracted and expensive, particularly given that in some cases planning permission has to be granted to get rid of them. Just one of those 12,000 statues has recently been removed illegally—the Colston statue in Bristol, which she mentioned.

The hon. Lady talked about how in April the Secretary of State for Housing, Communities and Local Government introduced a new planning power, giving him the authority to call in for the ultimate decision a local authority intention to remove an unlisted plaque or commemoration. A lot has been said about the penalties, but to put this matter in context, let me say that this power has yet to be used. That is an important comment to make.

It is also important to remember that we do not just erect statues to mark the contributions of others at the national level; in local communities up and down the country there are commemorations to our own heroes, with many of those figures being a real source of local pride. George Stephenson, engineer and father of the railways, is commemorated in Newcastle. An important recent addition in Oldham is a statue of a local suffragette and former mill worker who was an associate of Christabel Pankhurst and who was jailed for three days for challenging MPs who opposed the campaign for votes for women. As the hon. Lady said, we would all be far better off if there was more recognition of women such as that who played such a pivotal and important role in history, and without whom she and I would probably not be here doing our jobs today.

A commemoration in a public space, often funded by public subscription, is a really positive way to acknowledge the contributions that these individuals have made to their own communities. As we look at them, we have got to learn important things about the history of the area in which they lived and the wider context of the world in which they existed and the values of the communities that commemorated them.

However, as the hon. Lady said, the full stories of some individuals who are commemorated and their place in history are terribly complex. Some of them have been commissioned by past generations with very different perspectives and understandings of right and wrong from those we hold today. Although we may now disagree with those figures and their actions, they do play an important role in teaching us about our past. We are all products of our time, with our attitudes, beliefs and values often reflecting the age in which we live. Looking back, some of the norms of earlier centuries look bizarre—in fact, sometimes they look abhorrent—when measured against what we regard as acceptable today.

That brings us to the current debate about whether we should be removing statues, very often of men who were esteemed and well regarded in the past but, by today’s standards and values, built their wealth and fame on things that we now find morally repugnant, such as the transatlantic slave trade.

Last month, I visited the International Slavery Museum in Liverpool. I found it disturbing and upsetting. Probably to my shame, it taught me some uncomfortable facts about our history that I did not know. But as a confident and progressive country, we should face those difficult facts squarely, not wipe them from the history books. Historic England, the Government’s adviser on the historic environment, agrees. It argues that if we remove difficult and contentious parts of our heritage, we risk harming our own understanding of our collective past.

How can we avoid repeating the errors of the past if we do not learn from them? Rather than erasing these objects, we have to seek to contextualise or reinterpret them in a way that enables the public to learn about them in their entirety, however challenging, uncomfortable and distressing that might be. The aim should be to use them to educate people about all aspects of Britain’s complex past so that the Britain of the future can be better, stronger and better advised.

Much has been said and written about contested heritage in the past 18 months or so. The aim is to take politics out of the debate and allow organisations to get doing what they do best: curating our national heritage for future generations. To that end, the Secretary of State for Digital, Culture, Media and Sport has established a heritage advisory board, which will oversee the development of guidelines that help decision makers in public and other organisations decide how to address the aspects of our heritage that have become controversial. The starting point is always that objects should be assumed to be retained in situ and contextualised in order that the full and comprehensive legacy of the deeds and actions of that person can be discussed, even if some of them are horribly unacceptable by today’s standards.

I totally agree with what the Minister is saying; I think we are at one on all this. We are talking about public space, place, purse, taste and all those things, so it is right to have these safeguards, but I wonder what she thinks of the 10-year tariff for defacing statues. A lot of women think that just looks really weird, and even the equality assessment says it will not result in one single more prison place. It just seems that that kind of thing is playing to the gallery. I wonder whether she has a view on that.

I am glad that the hon. Lady mentioned that. I am not aware that any of those kinds of sanctions have been handed out. That is a maximum sentence, and I am not sure that anything even approaching that has ever been dished out. When we measure it against the minimum sentence for rape, of course it seems obscene. Of course, the maximum sentence for rape is life imprisonment, so then it looks a little more understandable, but there is never any excuse for raping a woman, and of course human life and respect for each other should always take precedence over respect for statues and other man-made objects.

We have to be really careful about going down that track and making political issues out of something that is difficult. Really, what we are talking about here is memorials, and memorials do not just have historical significance. They are not just pieces of stone or marble; they are sometimes also very deeply symbolic, culturally or emotionally, sometimes to those who have died, and hold a huge importance to those who visit them. Thinking back to events around Parliament Square in 2020 and the pictures and reports of the violence and the vandalism at some of the protests that took place then, the public are very rightly concerned about the respect for memorials in those types of contexts, so we do have to take that into consideration.

In the past year, some in the culture and heritage sector have been subject to some really disturbing social media abuse because of the work of their organisations. There can be absolutely no justification for defacing statues and for damaging memorials and symbols of British history, but most importantly, while we do not always agree on the approach some heritage organisations take in dealing with controversial aspects, I absolutely condemn those who hide behind the anonymity of social media to make threats to the hard-working curators and heritage professionals who are simply doing their job. With my other hat on as Digital Minister, I am determined to tackle that via the online safety Bill, because nobody should ever be abused or attacked online simply because of the job that they do.

I hope that I have managed to convey to the hon. Lady how committed I am to the hope that through dialogue and improved contextualisation of the stories of those commemorated, we can arrive at a consensus as to how best to address contested heritage. Rather than tearing things down, we should work at building that consensus and at building a better and fuller understanding of our complex history.

Recently published Office for National Statistics data showed that in the first quarter of 2020, some 22% of people in Luton who were over 16 had not used the internet for three months—that is more than double the national average. Many of my constituents were severely disadvantaged at the start of the pandemic, particularly as work, school and social lives moved online. To support my constituents—who had to choose between data and dinner—I would like specific information about whether the affordability of access to broadband and online services will be adequate.

The hon. Lady is absolutely right to highlight the fact that the pandemic has demonstrated how digital inclusion and accessibility have been fundamental to our ability to learn, work and meet our friends. Social tariffs are already available that offer low-cost landline and broadband services for those on certain means-tested benefits. However, the Government are now encouraging all fixed-broadband providers to introduce a social tariff.

The Minister says that no one should be left behind, but 60% of over-50s with household earnings under £20,000 per year are not online; more than half of adults who are not online are disabled; 2 million households in the UK have been without internet access during lockdown; and there are up to 900,000 children without devices. Yet the Government’s digital inclusion strategy was last updated in 2014 and there is still no target for inclusion. Why will the Minister not tell us what proportion of the population she is happy to leave behind in this digital age?

I feel that that is a massive under-representation of the huge amount of work that has happened over the past year. The Government agreed a set of commitments with the UK’s major broadband and mobile operators to support vulnerable customers during the covid-19 period. A whole heap of extra laptops—1.3 million of them, on top of the 2.9 million that were already in schools—have been rolled out to young people. In February, to tackle the disproportionate impact of covid-19 on disabled people, the Department launched a £2.5 million digital lifeline fund to support 5,000 people with learning disabilities to access devices, connectivity and digital skills support.

Last week we published the Online Safety Bill. For the first time, tech companies will be held accountable by an independent regulator for keeping their users, especially children, safe from harmful content and behaviours online. If companies fail to keep their users safe, Ofcom will have the power to fine companies up to £18 million or 10% of their annual global turnover.

I thank the Minister for her answer. This is an incredibly important policy area. As well as the online harms that she mentioned, an increasing number of people throughout the country, including in my Aylesbury constituency, sadly fall prey to online financial scams, which can not only have a profound impact on somebody’s financial status but result in great anxiety for victims. Will the Minister outline the action her Department will take to ensure that technology companies really step up and play a full part, alongside the police and banks, to protect us all from online fraud and identity theft?

I thank my hon. Friend for raising this issue, which he is absolutely right to do, because we know that scams of this kind can ruin lives and, as he says, a growing number of people are encountering them online. The Government are approaching the issue in three ways. First, we are working closely with law enforcement, technology companies and banks to tackle online fraud at source. That work is led by the Home Office, which is currently developing an ambitious fraud action plan, on which we have been providing support. The Online Safety Bill that we published last week will tackle any kind of fraud that is facilitated through user-generated content. On top of that, we are consulting on tougher advertising regulation and will be doing that later this year.

We are working flat out with the industry to support creative workers to tour the EU, and we have a dedicated DCMS-led working group to achieve that. Our priorities are to provide clarity for artists on any rules, to work bilaterally with other EU nations to ensure that the new processes are as easy and straightforward as possible, and to try to secure transitional funding support.

We are extremely proud of our Stockton International Riverside Festival, which, as well as attracting street acts from across the world, commissions its own work to showcase what our own talented people can do. Now those same people face those barriers of fees and all other manner of problems—and they are still barriers today—if they want to take their work into the EU. That is due to the Government adopting that attitude of “it’ll be alright on the night”. Well, it will not. I heard what the Minister said, but what guarantees will she give artists from Stockton and the rest of the country that the Government will sort out the travel problems soon and that we can share our art and culture with the world?

As I have already explained, we have been working non-stop since the transition period finished to make sure that we were working through those issues. We have confirmed that portable musical instruments do not require carnets. We have confirmed that touring artists will not be double-charged social security contributions, and we have published new guidance for touring to other EU nations. Through bilateral discussions, which have been taking place at official level between me and the Secretary of State and our opposite numbers in the EU, we have established that at least 17 member states allow some visa or work permit-free touring activities, and we are continuing to do that work on a daily basis.

I am tabling this statement for the benefit of all members of this House to bring to their attention the departmental minute issued today that provides the House with notice of a small, short-term contingent liability created by my Department. This is in relation to an exceptional exhibition arranged by the National Gallery in partnership with the Polish Cultural Institute, and pertains to specialist indemnity insurance coverage protecting five artefacts from harm or damage, required throughout the period of transport and display. The National Gallery, an arm’s length body of Government sponsored by the Department for Digital, Culture, Media and Sport, will be incurring the liability.

The National Gallery will on 17 May 2021 open its eagerly awaited exhibition “Conversations with God”, with Jan Matejko (1838-1893)’s epic painting of astronomer Copernicus—a Polish national treasure—at its heart. Successive delays caused by covid-19 have frustrated the schedule and logistics of this exhibition, the first devoted to Poland’s national painter, whose works are very seldomly loaned.

The complexities of transporting fine art across Europe mid-pandemic, related pandemic stipulations, and works of particular national importance, are such that Polish lenders have requested an indemnity directly from National Gallery in the event that any of the artworks suffered damage, in addition to the fine art coverage provided by the Government indemnity scheme. Despite the UK’s Government indemnity scheme enjoying widespread recognition as the “gold standard” amongst such schemes, the Department has agreed to this additional layer of coverage—a particular lender requirement under Polish law—in view of the exhibition’s exceptional content and timing. The indemnity would be in place for four months (May to September 2021), up to the consignment of artworks’ total value of £5.6 million and therefore represents a contingent liability. The likelihood of the contingent liability crystallising is remote. Furthermore, a claim would be far more likely to fall at the lower end of the monetary scale provided for.

In the event that loss or damage to an object occurred, the lenders would have the right to request compensation directly from the gallery, should it believe the Government indemnity scheme or a commercial insurance product to be inadequate or unduly inaccessible. The Department is confident, however, that the risk is very low, given the comprehensive nature of Government indemnity scheme coverage and its excellent track record in meeting the rare claims brought by lenders. The Department is further reassured by the rarity of “total loss” cases, with only one such pay-out under the Government indemnity scheme in the past decade, and by the National Gallery’s exceptional standards of care, which has submitted no claims under the Government indemnity scheme for at least the last 20 years.

It is a great honour to serve under your chairmanship, Mr Paisley, and I congratulate my right hon. Friend the Member for Basingstoke (Mrs Miller) on securing this incredibly important debate. I know that she has always been a passionate campaigner in this area, and she is also the chair of the all-party parliamentary group on women in Parliament, which leads such important work to protect women in Parliament—online and offline. I thank her for everything that she does in this space, and I also thank all Members who have taken part in the debate.

All the speeches were incredibly heartfelt and brave. They show the will across the House to address this pernicious and distressing issue. Sadly, this is one of those issues that bear out the words of our former friend and colleague Jo Cox in a most unpleasant way, because we

“have far more in common than that which divides us.”—[Official Report, 3 June 2015; Vol. 596, c. 675.]

Is it not tragic that that is the case? It is sometimes hard to fathom how the faceless and cowardly abuse of those in the public eye has almost become part of the job description. It has become a fact of life. It has become something that almost goes with the territory. How messed up is it that we feel that way?

As many Members, including my right hon. Friend the Member for Basingstoke, have said, the word “abuse” seems almost insufficient to describe what so many female MPs and others in the public eye experience: threats of rape, violence and death to themselves and their family members. The number of contributions to the debate highlights the scale of the problem. Of course, as my right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes), who chairs the Select Committee, said, it is always impossible to know whether such online threats will tip over into real life. That is what is most chilling.

The Government are absolutely clear that online abuse, and particularly abuse targeted at women, is utterly reprehensible and completely unacceptable. The abuse can have such a significant impact on female representation in all walks of life. It silences women from speaking out. It prevents them from sharing their experiences online. It deters them from pursuing certain roles or, in this case, from seeking election or office at every single level. It can also hasten an early departure from this job, as we have also heard.

That is such an important point, and it is actually something that I was thinking about as I was listening to the contributions to the debate. I took an almost conscious decision not to put my children on my social media, for that very reason. I do not want what I do as a job to have an impact on them. How messed up and crazy is it that we feel that we cannot share things about our lives because of the impact that it will have? Of course, that has a dramatic impact on democracy when it puts people off standing for election at every single level. That affects women and stops their voices being heard in this Chamber and in society more broadly. As other Members have said, our success as a Parliament utterly depends on our having elected figures who better reflect the communities that we represent.

I know there are organisations that have led studies on abuse targeted at women, such as Glitch, Amnesty International and the Centenary Action Group. This work has such an important role to play in strengthening our understanding of the scale and prevalence of abuse targeted at women representatives and others, and my Department has been supporting research led by the University of Sheffield that assessed online abuse during the 2019 general election campaign and the covid-19 lockdown. The findings suggested that abuse directed at MPs has increased. I think we all recognise that. From the 2017 and 2019 general elections it was clear that there are some MPs who are more affected, and that particularly includes, as the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) said, those with intersectionality. Women from minority backgrounds were particularly targeted. Bizarrely, as we have been sitting here I have noticed that a colleague in Parliament has tweeted:

“Today’s mailbag with photos and photos of beheadings that would make you sick. It’s not unusual for MPs to be dealing with racists and this stuff isn’t new to me, but today I feel exhausted.”

I think that we all feel exhausted by it, Mr Paisley.

As the hon. Member for Jarrow (Kate Osborne) said, the additional research shows that over the lockdown period individuals, and prominent women in particular, were still receiving high levels of abuse. It has got significantly worse. Of the 26 MPs who received sexist abuse only four were men, with women receiving high volumes of personal attacks—attacks on their credibility, and sexually explicit abuse. Although men are a greater proportion of MPs, women get much higher volumes of abuse, which is of course unacceptable. There is some support for Members in managing their online and offline security through the parliamentary channels, but of course much more needs to be done at that level.

All that only goes to underline how vital the Government’s online safety Bill is. It will protect women and all users online. We published the full Government response to the Online Harms White Paper consultation last year, outlining our fundamental commitment to taking forward a new legal duty of care that companies will have towards their users. That will mean that companies must have robust systems and processes in place to tackle illegal content, including illegal online abuse and anonymous abuse. They will need to remove content quickly, or face enforcement action from Ofcom, which will be the new regulator. Companies with the largest audience and the most high-risk features will have to address legal but harmful content for both adults and children. That will include online abuse that does not cross criminal thresholds but is still harmful for users and could leave a significant impact on victims.

Companies will also need to ensure that they have effective, accessible mechanisms through which users can report concerns about harmful content. That has always been a big issue. People do not know how to report such things. It is all very murky and needs to be much clearer. They need to be able to challenge wrongful content take-down as well, and raise concerns that a company has failed to fulfil its duty of care.

I understand clearly, and sympathise enormously with, calls for compulsory user verification for social media, which my hon. Friend the Member for Wolverhampton North East (Jane Stevenson) raised. However, there are concerns that it would prevent legitimate users such as human rights activists or whistleblowers from protecting themselves, dissuade vulnerable users such as victims of domestic violence from seeking support, or deter young LGBT people who are not ready to come out to their friends and family from seeking the information and support they need. However, I am keen to look at imaginative and innovative ways to tackle the issue. There must be some way to square the circle. I would gently like to say that online platforms do not have to wait for legislation to move on the matter. If they want to put it right, they could start to put their houses in order now, to rebuild the trust. Surely they have a moral duty not to stand by and let such things continue to happen.

We are working at pace to prepare the Bill. It will be ready later in the year. The hon. Member for City of Chester (Christian Matheson) asked me about that and we want to get it out as soon as possible. It is, however, vital to get it right, and we want all parliamentarians to contribute to that important work.

I want quickly to mention our work with the Law Commission and how the criminal law will improve protection for women and users online. It is reviewing how the criminal law relates to harmful online communication and has consulted on reforms that include new ways to tackle pile-on abuse, cyber-flashing and self-harm. I know that that will be of interest to Members. The final recommendations will be published this summer and we are looking at where it would be appropriate to bring those things into law.

Finally, the Government will in due course legislate for a new electoral sanction that will help to protect women who contribute to our public life from intimidation and abuse, in person and online. That means that someone convicted of intimidating a candidate, future candidate, campaigner or elected representative will be banned from standing for or holding elected office for five years. That new sanction is just one part of the Government’s programme of work against political intimidation. We are working with partners to provide security guidance to support the elections that are coming up next month, ensuring the delivery of a safe and inclusive democratic event.

This Government are absolutely committed to protecting female representatives, both online and offline. The disproportionate abuse that women receive online, which we have heard about today, has absolutely no place in a thriving and tolerant democracy. We will do all we can to protect not only women representatives, but all users, as part of the online safety Bill. We are working at pace to deliver the new electoral sanctions and to prepare that legislation, and we will ensure that Members across both Houses can contribute to those vital pieces of work.
