The Chancellor announced that he would be reviewing the energy price guarantee, but do the Government have any plans to review the level of support offered to off-grid properties for the cost of their heating bills this winter? There is cross-party consensus that the £100 payment is inadequate to meet the rising bills, so will he bring forward further support in advance of this winter?

The right hon. Gentleman can say no and not want to hear it, but I will just tell him again. In the United States, in the last nine months, there has been a 3% increase in the federal reserve base rate. In that same period, the Bank of England base rate increase has been only 2%. It has gone up by one and half times more in the United States compared with the United Kingdom. We do understand that there are cost of living pressures and that is why we have stepped in with the energy price guarantee to protect families in his constituency and mine from the £5,000 or £6,000 bills that they would otherwise have faced. That is why we are alleviating the tax burden on their shoulders and why we will ensure that the economy grows.

A few weeks ago, the Welsh Government warned that they face a shortfall of some £4 billion to their three-year funding settlement as a result of rising inflation. Will the Minister confirm that the Treasury will consider, in the statement at the end of the month, providing additional funding support to help mitigate the impact of inflation on the budget for public services in Wales?

Public expenditure both in Wales and across the United Kingdom stands at record levels. It has never been higher. In relation to extra funding, we are going to have iron discipline when it comes to public spending so the spending plan set out at the comprehensive spending review 2021, covering this current financial year and the next two, contains the limits we are going to stick to with discipline because it is important that we make the numbers add up.

The Chancellor began his statement by saying that the Government would be cutting everyone’s energy bills by an average of £1,400, but there is concern about whether that will apply to households and businesses that are not connected to the mains gas grid. Some 74% of properties in Ceredigion depend on alternative fuels that will not be subject to the measures announced this week. Will there be further support for such households and businesses to ensure that they benefit in a similar way to those that are connected to the mains gas grid?

It is an honour to be able to contribute on this important Bill this evening and a real pleasure to follow the hon. Member for Vale of Clwyd (Dr Davies), who gave us a masterful and detailed account of the problems and challenges that the loss of bank services and bank branches causes for rural communities in particular. I hope to emulate some of his mastery of the subject in my remarks.

I wish to begin by associating myself with some of the concerns raised by other Members, particularly my friend the hon. Member for Glenrothes (Peter Grant), who talked about the transfer of responsibility and scrutiny power away from Parliament and more towards the regulators and, in certain respects, as regards the repatriation of some of the regulations, to designated legislation committees.

I also associate myself with the concerns that have been voiced about the need to strengthen as an objective for the regulators the need for sustainable growth and to ensure that they are very much aligned with some of the Government’s expectations on net zero. I do not think that we have yet heard an explanation as to why that statutory objective cannot be placed on the regulators. I see it as working hand in hand with sustainable growth and competitiveness; they do not necessarily need to compete with each other.

As I mentioned, I will focus my remarks on access to cash. In particular, part 2 of the Bill—clauses 47 and 48 —and the corresponding schedules 8 and 9 have a great deal to commend them. I put on record my support for some of those measures, which I believe will bring a real improvement, safeguarding access to cash for so many of our communities. Of course, we must note that a lot of communities, including in my own constituency of Ceredigion, have already suffered the loss of bank branches and ATMs. It has long been the case that people in those communities have had to travel 10 or 15 miles in order to access a free ATM, but the Bill at least puts in place a set of regulations and a process to ensure that no further gaps arise in future. For that, I do welcome it.

However, returning to a point that has been made by several hon. Members, including the hon. Members for Blackpool North and Cleveleys (Paul Maynard) and for Cleethorpes (Martin Vickers), I ask the Government whether it would be possible to extend the remit of the access-to-cash clauses to include certain services, and in particular in-person services. Other Members have explained just how important continued access to in-person services—branch services—is for many individuals; we have heard about their particular importance to the elderly, and to those who are perhaps not IT literate. I would add that in some rural areas, of course, digital banking remains a distant dream due to a lack of connectivity, so the ability to access personal banking advice is an essential amenity for residents of those areas.

However, something that bears repeating—I admit that it is perhaps not something I have afforded enough attention to in the past—is the impact that the loss of in-person banking services has on small businesses and on charitable and community organisations. Over the past decade or so in Ceredigion, we have seen a number of towns lose their final bank. Nevertheless, they are still market towns; they try to plough for a prosperous future, but the loss of in-person banking services has had an impact on small businesses and on charitable and community organisations.

To offer a few examples, small businesses in Tregaron, in Lampeter, and increasingly those in Llandysul, will often have to travel to Carmarthen, which may be a round trip of between 45 and 60 miles, depending on where they are located. Of course, the banks open during business hours, which to small businesses entails either closing for a few hours in order to deposit cash or access other banking services, or going without. I know for a fact that many businesses are now having to amend their business practices in unhelpful ways in order to accommodate that new banking reality.

It has also been a real challenge for many charitable and community organisations to open accounts. For example, I have been told that a community pub initiative had to wait almost nine weeks to open a bank account due to the changes in services locally. Charities, in particular, have reported to me that banks just do not understand the specific requirements they have as account holders; they do not understand that changing mandates in person is a particular task for charities. In rural areas, as in many others, many of those charitable groups and organisations make a valuable contribution to communities. At the end of the day, they are staffed by volunteers, and forcing those volunteers to travel 60-odd miles just to change a bank mandate is unfair.

That is why I would be very interested to see whether the Government could extend the new access-to-cash requirements to include those banking services. At the moment, I am afraid, banks are not waking up of their own volition to the importance of maintaining those services in rural areas, and communities are being let down. That is where the Government could step in; that would be a very important intervention, and would be much welcomed on both sides of the House.

It is a pleasure to serve under your chairmanship, Ms Nokes. I congratulate the hon. Member for Newport West (Ruth Jones) on securing this important debate. It is also a pleasure to follow the hon. Member for Llanelli (Dame Nia Griffith), who made several important points regarding the situation we find ourselves in, most notably that it is the product of several failings over many years. I thank her for referencing some of the issues that rural communities face with the fuel and energy crises. That is something that I will focus on in my speech.

We have had a few opportunities in recent months to debate the impact of the rising cost of living on households and our communities. I am very grateful to the hon. Member for Newport West for securing this debate, because it allows us to focus on the impact it is having in Wales. As has already been mentioned, the April increase of 54% to the price cap has already caused a lot of concern and misery for households across Wales. I note that, as we debate today, there is speculation that the cap might rise again, in a few months’ time, to more than £3,000, with further increases expected when it is reviewed in January next year. That coincides, of course, with inflation soaring to a 30-year high and the UK facing the biggest fall in living standards since records began.

It is sobering to reflect on the fact that, following the April price cap review, the Welsh Government found that some 45% of households in Wales would fall into real fuel poverty. I shudder to think what the situation will be this autumn, when there will be increases in both the price cap and the demand for fuel to heat the winter months.

It is worth repeating a few of the statistics, just to give the background to the severity of the crisis. Domestic gas prices increased by 95% between May 2021 and May 2022, while domestic electricity prices, as we have already heard, rose by some 54%. In nominal terms, last April’s price cap increased the maximum for average bills from £1,277 a year to £1,971. Just last May, the chief executive of Ofgem said that he expected the price cap to rise by a further 40% in the autumn, to around £2,800. Perhaps demonstrating just how volatile and unpredictable the situation is, analysts now suggest that, rather than £2,800, the autumn price cap increase will actually surpass £3,000. If that happens, the price cap will have more than doubled in the last two years. That is why I think it is important that we discuss the sufficiency of the Government’s measures to date.

As the hon. Member for Llanelli mentioned, in so far as the price cap offers any solace to households, it is only for those connected to the mains gas grid. Sadly, some 72% of properties in my constituency of Ceredigion are not connected to the mains gas grid. We have the unenviable accolade of being the UK constituency that is most dependent on domestic heating oil. As has already been mentioned, the prices for off-grid heating oil and gas are not regulated by Ofgem, so they have increased to astronomical levels. Indeed, average heating oil prices increased by 150% in the past year and by some 250% over the past two years.

Without wanting to labour the point, rural households have particular challenges when it comes to heating their homes. Some are structural, and one of the things that I would like the Government to address before this autumn is standing charges. Wales is particularly badly served by typical standing charges. In April 2022, the daily cap rose by 94% in south Wales—the figure in north Wales was 102%—to a daily rate of 46p. Since April, daily rates for my constituents in Ceredigion are on average about 50% higher than those levied in London. It does not matter how much they use. and it does not matter if they save—that is the daily standing rate.

That is a particular challenge when we consider that most of the housing stock in my constituency performs very badly when it comes to energy performance certificates. Indeed, some 36% of homes in Ceredigion reach an EPC rating of C or above. It is perhaps not surprising that we do so badly when we consider that 35% of our homes were constructed in the 19th century. It is staggering that the vast majority of the housing stock that will exist in 2050 has already been built, and over a third of it was built in the Victorian age.

The reason that I draw attention to that is that, when we talk about energy efficiency measures, off-grid homes and old homes are particularly difficult to bring up to standard. The Department for Business, Energy and Industrial Strategy has estimated that 20% of off-gas grid homes are technically unsuitable for low-temperature heat pumps, one of the major policies of this Government.

Furthermore, the heat and buildings strategy assessment has suggested that the average cost to retrofit an off-gas grid home is around £12,000. However, if we include insulation, which we really need to do, that adds a further £2,000. That is the average figure quoted in the heat and buildings strategy, but a lot of analysts suggest that for certain rural off-grid homes, the cost could be a lot higher. Yet the Government are not providing those homes with enough support or important interventions to help make them more energy efficient. Furthermore, typically—not always, but typically—a lot of off-grid homes are in rural areas, which tend to have lower salaries. That is certainly the case in Ceredigion. We are, therefore, hit with many different challenges that we cannot overcome without Government support.

To summarise the challenges faced by my constituents and the severity of the situation, many have contacted me in recent weeks to say how they are taking extraordinary measures to try to keep their energy bills down. I have been told of people turning the boiler off so that they can save a little bit on that, having cold showers, turning their freezers off and saving on electricity by avoiding meals that need to be cooked in the oven. I do not need to point out to hon. Members that that will result in them making more use of microwaves, with the knock-on impact of typically less healthy meals. The most striking example was of a family telling me that they had bought solar-powered garden lights so that they can use them for indoor lighting in the evening, such was their concern about the electricity bill.

It is not just households that are being affected by the cost of living. I know of businesses and community organisations that are struggling, including to keep swimming lessons going in the community swimming pool. One hospitality business has quoted that energy bills have gone up by 450% in the last 18 months. Sadly, it is having to consider difficult decisions about whether it can continue to operate and stay in business.

I want to finish by referring to another problem we are facing in Wales and in rural Wales: the cost of fuel. We know that Wales is the most car-dependent nation of the UK, with some 83% of journeys being taken by private car as opposed to other means of transport. I would very much like it if, in the near future, the public transport infrastructure in Wales and in Ceredigion was such that we did not have to depend on the car. However, at the moment, many of my constituents simply do not have the choice. I want to put this point on record: we are not saying, as is sometimes suggested by colleagues elsewhere in the UK—though not in Wales, I should add—that car journeys are somehow a luxury. That is not the case. These are car journeys to go to work and to access services and healthcare. They are unavoidable journeys, and due to a lack of alternative options they are very vulnerable to the price increases in petrol and diesel.

I draw attention to one of the impacts that that has on public services. While this can be true across Wales, carers and district nurses in rural areas have explained to me that they will typically drive anything between 400 and 600 miles a week just to care for the residents on their rota, yet they are still having to pay astronomical prices at the pumps. I had a conversation with the previous Exchequer Secretary, the hon. Member for Faversham and Mid Kent (Helen Whately), about the possibility of extending the rural fuel duty relief scheme to parts of Wales. Areas such as Ceredigion satisfy all the criteria, barring the fact that we fall within a hundred miles of a refinery. As the Competition and Markets Authority review found a few weeks ago, there is no real link between higher fuel prices at the pumps and proximity to the refinery. Actually, the major drivers are to do with competition, the volume of sales and the models of garages locally. We need to look at extending the rural fuel duty relief scheme to areas such as Ceredigion so that, if nothing else, we have a bit of consistency and there is not a situation where there is a 4p or 5p difference between prices in Aberystwyth and those in Cardigan to the south. That is a cause of considerable frustration.

What about some solutions? We have already heard about the Government’s £400 payment to households. Is that still sufficient, given the changes to the onward forecast for the energy price cap? I have some particular questions for the Minister, and I will be grateful if he addresses them in his summing up. We are still unsure whether the £400 energy rebate will apply to those living in park homes or on farms without a domestic electricity contract. I know that the Government are looking at that, but I impress on them the urgent need for clarity.

On short-term measures—I will not go into the long term—I think we need to look again at restoring the £20 uplift to universal credit, removing the two-child limit and increasing social security in line with more recent inflation figures, all of which are recommendations made by the Select Committee on Welsh Affairs in a recent report. I would also like the Government to increase the eligibility of those who can claim carer’s allowance better to reflect the true number of people providing vital care. Also, perhaps most boldly, if as has been reported the energy price cap exceeds £3,000, the Government need to consider whether they ought to intervene more directly to limit price rises, as other Governments in Europe have done. I have to say, in closing, that constituents across Ceredigion simply cannot afford any further dithering or delay.

The Chancellor set out at the spring statement that he would be cutting taxes. We have seen that already in the universal credit taper rate and in the increase in the national insurance contributions threshold to £12,570, which will come in just a few weeks. We have also seen the announcement that income taxes will be cut in 2024.

Small businesses in Ceredigion have told me how increasing electricity and fuel costs are having a direct impact on their operating costs in addition to an indirect impact in reduced demand for their goods and services. They are concerned that those costs are being disproportionately felt in rural areas. Does the Treasury share that assessment? Will it consider bringing forward bespoke measures to support the rural economy?

The hon. Member and I met recently to speak about the cost of fuel in rural areas. As I also represent a rural constituency, I appreciate his point. As he knows, the cut that we made to fuel duty is benefiting people in rural areas as well as those across the whole country. That, combined with the duty freeze, is £5 billion-worth of help for people. As we have discussed today, we are also providing targeted support to people: in particular, there is the £1,200 for 8 million households on benefits to help with the rising cost of living.

Unlike the Labour party, we believe in the North sea and in our domestic energy industry. It employs hundreds of thousands of people, and it will help us to increase our energy security, and to transition to net zero. That is why it is wrong to stigmatise it and absolutely right to support it, and to support its investment ambitions as we do.

The Chancellor is of course aware that some 20% of households in Wales are not connected to the mains gas grid, and in rural areas such as Ceredigion that proportion is significantly higher. Will he confirm that the £400 grant he announced today will apply to off-grid homes, and if so, what if anything will those people need to do to receive the support?

It is a real pleasure to follow the hon. Member for Barnsley East (Stephanie Peacock), who made a powerful speech. Her constituents’ accounts sadly chime with those of many in Ceredigion. I also add my voice to those of others who have spoken of the pain that rising energy bills are causing to households the length and breadth of the UK.

Sadly, the impact of the rises is being felt acutely in Wales, where even before the current crisis a third of children and a quarter of working-age adults lived in poverty. I regret to note that reports suggest that as many as 45% of households in Wales could now be in fuel poverty following the latest energy price cap increase. The experience of rural areas underlines the urgent need for action. In addition to the increases arising from a higher energy price cap, rural areas have seen large increases to already high standing charges. For example, the daily rates for households in my constituency of Ceredigion are on average 50% higher than those levied in London.

Compounding the crisis for my constituents is the fact that some 35% of households are not connected to the mains gas grid, so rely on heating oil. On average, they have seen a 150% increase in the cost of their fuel deliveries—that is, when they are able to receive deliveries—as they are not protected by the energy price cap. Rising energy prices not only squeeze household budgets; coupled with higher fuel prices, they threaten the rural economy and risk stoking a wider social crisis. I take no pleasure in noting that Wales is the most car-dependent nation in the UK. We need significant investment in our public transport infrastructure.

We sometimes forget that rising petrol and diesel prices have a severe impact on public services. When those prices increase, maintaining rural bus routes and school transport services becomes harder. Perhaps more worryingly, crucial workers, such as social carers, find it difficult to afford to work. In constituencies such as mine, with a higher-than-average number of retired and elderly people, that is a particular concern. Some short-term relief could be gleaned from the rural fuel duty relief scheme, which I urge the Government to extend to Wales.

The crisis is having a real and immediate impact on people across the UK, and is among the most pressing issues requiring Government action. As chair of the all-party parliamentary group on fuel poverty, I urge the Government seriously to consider National Energy Action’s proposals for a new social tariff to enhance protection for the most vulnerable customers. Such a proposal should be accompanied by efforts to increase the visibility of, and support offered through, schemes such as the discretionary assistance fund, and by an extension of the warm home discount and winter fuel payment to all low-income households. That would address the short-term pressures emanating from higher energy prices.

A long-term solution would be a significant increase in funding for energy-efficiency measures. In particular, the Government should bring forward ECO4—the energy company obligation—legislation without delay to ensure that insulation measures are installed for the poorest households as soon as possible. Reports, and the discussion this afternoon, suggest that the Chancellor may well be contemplating a one-off windfall tax on energy companies as a means of partly funding such a support package. I want to let him know that he would enjoy the support of many Members on both sides of the House should he decide to do that, because families in my constituency quite simply cannot afford the price of continued inaction.

Apart from chairing the debate wonderfully, of course.

Let us make the serious point. We are debating the motion in front of us and we cannot get clarity from its mover about whether it includes a windfall tax on the oil and gas companies that would give every single household in Scotland £200 off their bills and the poorest 815,000 households £600 off their bills. That is what we are talking about. That is the substantive point that I am making.

Children will be going to bed cold or hungry—or both—and the best that the Chancellor can do is put up their parents’ taxes and lend them their own money to take a tiny amount off their energy bills. It is simply not good enough. The Trussell Trust says that two out of five people on universal credit are forced into a spiral of uncontrolled debt. Labour’s plan to tackle the cost of living crisis would put money in the pockets of Scottish families, helping them to make ends meet, and take worry out of receiving that unaffordable direct debit increase from their energy supplier. Across the UK—I repeat this again, because the right hon. Member for Dundee East (Stewart Hosie) wants a substantive point—we would introduce a fully costed, worked out plan for a windfall tax on oil and gas companies through which every single household in Scotland would get £200 off their bills and the 815,000 hardest hit households would get £600.

In Scotland, the Scottish National party has the power in its hands to do more than just bring Opposition day motions; it can change lives, too. That is what Labour would do. We would use the Barnett consequentials that the SNP has spent on replicating the Chancellor’s unfair policies to give a Scottish fuel payment of £400 to nearly 600,000 households facing the brunt of the crisis. We would top up the Scottish welfare fund so that local authorities could use their discretionary offer further to support households.

I am interested to hear about the shadow Secretary of State’s proposals for Scotland. Has he had an opportunity to raise them with his colleagues in the Welsh Government, who have done exactly the same as the Scottish Government, whom he has criticised so heavily?

The bottom line is that I should not be getting £150 off my council tax bill. That seems fair, and I think that we agree on that. We need much more imagination in how to get money into the pockets of the poorest who require it. The best way is to ask those with the broadest shoulders to put a little more into the pot. It is certainly not the whole host of Ponzi schemes reeled off by the Minister whereby people are lent their own money and will have to pay it back later. We need to implement long-term solutions to keep bills low such as improving the energy efficiency of Scottish homes and, as was mentioned, dealing with off-grid, which is a huge issue in Scotland.

That is a proper plan to tackle the cost of living crisis, unlike this back-of-a-cigarette-packet plan designed to help solve a political problem for the Scottish nationalists—who do not want to back a windfall tax on oil and gas but will not even tell us in public if that is what their motion is intended to do—or the Chancellor who is not only doing little to help but is costing people much, much more and making it worse. That is the difference Labour can and would make in power. We do not want just to oppose the Government in Opposition day debates; we want to replace them altogether, which the Scottish National party can never do.

Diolch yn fawr, Mr Deputy Speaker. I shall endeavour to ensure that I am seated again in just under five minutes.

It is a pleasure to follow the hon. Member for Midlothian (Owen Thompson). In the interests of time, I will say that I agree with every point that he made. Indeed, many points have been made this afternoon with which I would like to associate myself. We have heard a lot about the various pressures that are combining to fuel the cost of living crisis and those points have been well made.

We have heard about the rising cost of heating homes. I very much associate myself with the comments of the hon. Member for Tiverton and Honiton (Neil Parish), who drew attention to the fact that for many people in rural areas, the cost of heating their home has been further exacerbated by many premises being off-grid. With the price of heating oil and liquid gas rising, I have heard accounts from constituents whose heating costs have trebled in the few months since September last year. That is a pressing issue that is hitting rural areas.

Another driving force of the crisis in rural areas is the rising cost of fuel at the pump. Unfortunately, Wales has the highest car dependency in the UK with nearly 80% of commutes done by private car. Nearly half our businesses are located in rural areas where, sadly, people would be lucky to have multiple bus services a day. Of course I wholeheartedly support the rapid decarbonisation of our transport system to meet our net zero commitments, but many of my communities are devoid of the public transport infrastructure that would make that a reality. Sadly, they depend on private car use for essential journeys, whether going to work or going shopping.

With the RAC calculating that, on current rates, the Treasury will take an additional £2.9 billion from fuel prices, my party is calling on the Chancellor to urgently implement two measures. First, he should reform the rural fuel duty relief to extend it to more rural areas in Wales and improve its eligibility criteria to account for local transport provision. That would bring immediate relief at the pump for rural areas and would target areas with below UK average investment in public transport infrastructure, which would hopefully incentivise the longer-term solution that is represented by better public transport links.

Secondly, I urge the Chancellor to support the Road Haulage Association’s call for an essential user category to be developed to reduce petrol prices for key services, such as logistics, and essential professions with high mileage, such as carers. Indeed, I have been told by constituents who are carers and who typically travel upwards of 50 miles a day that they are recompensed by only 30p a mile. At current fuel prices, that is simply unsustainable.

I draw attention to the impact that the rise in national insurance contributions will have on families, a point that has been well made today, and on businesses. It is effectively a tax on employment, which is why Plaid Cymru supports the proposal to increase the employment allowance from £4,000 to £5,000 a year, as advocated by the Federation of Small Businesses.

An expanded relief to allow eligible employers to reduce their national insurance liabilities would achieve several key objectives. First, it would make widespread and welcome pay rises more financially sustainable for businesses. Secondly, it would reduce the risk of higher costs being passed on as higher prices to consumers. Thirdly, it would help to protect businesses’ ability to invest, which would boost our economy’s productivity and economic growth at such a crucial time.

In sum—with time to spare, Mr Deputy Speaker—I urge the Chancellor to make use of the slightly improved picture of public finances and take the opportunity next week to introduce measures to help families and businesses and to avoid the energy crisis turning into a shock that stalls the economy.

It is a pleasure to follow the hon. Member for Sheffield South East (Mr Betts), who spoke powerfully about a number of the challenges facing households across the country. I particularly support his comments about the inadequacy of the council tax regime. I very much hope that the work of the Welsh Government and Plaid Cymru will bring about a more progressive system, at least as it relates to Wales.

I urge the Government to cancel the planned national insurance increase. If they cannot bring themselves to do so, they should at least postpone its implementation. It has been said a number of times in this debate, but it is worth repeating, that now is not the time to place a further cost on families and businesses. The hon. Member for Leeds West (Rachel Reeves) mentioned in her opening remarks that when the facts change, so should our policies. It is worth repeating that the situation in which we find ourselves is drastically different from last week, let alone last year. It is important that the Government consider that fact.

The cost of living crisis has been well discussed this afternoon. Inflation is surging and could exceed 8% in the coming months, if some estimates are correct, as energy, food and other essentials become even more expensive. The situation is especially acute in rural areas like mine in Ceredigion, where rising fuel and energy prices are inflicting a heavy toll on household finances. Nearly a fifth of households in Wales are not connected to the gas grid, and in rural areas like Ceredigion the figure can be as high as 80%, meaning they are completely unprotected from spikes in energy prices. Indeed, constituents of mine have seen the price of heating oil treble since September, and many have been informed this week that delivery to our area is currently unavailable. With rural fuel poverty already at some 14%, I fear for my constituents if the situation continues. I support the Bill proposed by the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry), which would at least bring off-grid homes into some sort of regulatory arrangement that would mitigate them in respect of some of the more volatile differences in the energy market. Rising energy costs are matched by rising fuel costs, and in rural areas the lack of public transport infrastructure forces many to be dependent on private car use. Some 80% of commuters depend on the car, so it is a real concern when pump prices increase by some 10p a litre in a matter of days. I have been told that some stations in my constituency have seen increases of 15% or even 20% in the past week or so.

That is why the proposed national insurance hike, which will increase tax on average earnings in Wales by more than £250, is so mistimed. Wales already has the highest poverty and child poverty rate among the four nations of the UK, with almost one in four people, and 31% of our children, living in poverty. As we face potentially the worst drop in living standards in more than half a century or, as the hon. Member for Aberdeen North (Kirsty Blackman) said so clearly and eloquently, in a generation, households can ill-afford this tax hike and neither can our businesses. From Brexit to covid, with all the corresponding supply chain disruption, loss of business and inflationary pressures, there is growing evidence that businesses just cannot withstand further pressure. Indeed, there is a risk that by increasing national insurance contributions, the Chancellor will increase the cost of employment, which will be reflected either in job losses or in even higher prices to the consumer down the line. We need targeted relief, perhaps through a reformed rural fuel duty relief scheme, to help with costs for the motorists in my area, who do not have the luxury of public transport infrastructure to use just to go to the shop or to attend work every day. This would help hard-pressed communities weather this crisis, rather than what the Government propose to do, which is to increase the tax on them.

The decision to increase national insurance contributions is a choice, and we have heard a lot about that this afternoon; politics is always about making difficult choices. People across Ceredigion have told me loudly and clearly that this is the wrong choice for the situation in which we find ourselves.
