The full coalition is doing a wide variety of things, in addition to the military campaign, which we read so much about in the papers. It is not just Saudi Arabia; it is Jordan, the United Arab Emirates, and so forth. As areas are liberated, so the coalition follows on with stabilisation capability to provide security and support and to allow a transition from war to peace. All the Arab countries are very much involved in that.
Is this not a bit “Yes Minister”? The Minister has the report, but he has not received it, so he cannot do anything about it. Is that not a recipe for inaction? During the last invasion of Gaza, he said he would consider suspending arms sales to Israel, but by the time he had considered it, the damage had been done and several thousand civilians had been killed. Is that not what will happen here? Will he suspend arms sales? There is evidence of a breach of international humanitarian law. Will he do that now, look at the evidence and then make a decision?
I am being asked to comment on a leaked report. It is important that I have time to digest the full report, but I have said, even at this stage, before having had an opportunity to do that, that from what I understand of the report it is serious enough to deserve detailed scrutiny, not just here by us, but with the Saudi Arabians. I have already made that commitment to the House.

There are two points and I will come to some conclusions. There is a role for the British Government to work with both sides, and I accept that there are failings on both sides. However, the reason for riots when children have been arrested during the day is largely the inhumane treatment of those children. I understand why a parent would be extremely upset if their child was detained. The very fact that the Israel Defence Forces go in at night shows how hostile their behaviour is.
Does my hon. Friend agree that the context is the illegal occupation since 1967? Does she also agree that one of the most egregious elements is the difference between the treatment of Israeli children in illegal settlements and Palestinian children? Israeli children are subject to the rule of law; Palestinian children are not.
That is the nub of this debate and I appreciate the fact that my hon. Friend brought it forward. If there are no more interventions, I will make some headway.
UNICEF’s findings are corroborated by evidence collected by Military Court Watch, an organisation made up predominantly of lawyers working in the region, indicating that ill-treatment within the system still seems to be “widespread, systematic and institutionalized” as of last month. In spite of UK and UN intervention, the most recent evidence indicates that the majority of children continue to be arrested in terrifying night-time military raids. In the few cases when summonses are used, most are delivered by the military after midnight and much of the information is written in Hebrew.
Some 93% of children continue to be restrained with plastic ties, many painfully so, and the standard operating procedures are frequently ignored. Around 80% of children continue to be blindfolded or hooded, a practice that the UK and UNICEF reports said should be absolutely prohibited. Audiovisual recording of interrogations has been mandated only in non-security-related offences, which means that nearly 90% of cases involving children, including those accused of attending a demonstration, continue to take place without this practical safeguard.
Perhaps most disturbing is the fact that the reports of physical abuse—consisting mainly of punching, kicking, position abuse and slapping, but in some cases also including more serious allegations, such as of being mauled by dogs and receiving electric shocks—are now higher in number than they were in 2013.
As for the scale of the problem, Military Court Watch estimates that since June 1967 about 95,000 Palestinian children have been detained by the Israeli military. Of those, 59,000 are likely to have been physically abused in one way or another. That abuse is truly disturbing and is on an industrial scale. Why is it that after so much effort, so little progress has been made? Is there something inherent in the situation in Palestine that prevents genuine change? When I visited Israel and Palestine in September 2015 as part of a cross-party Council for Arab-British Understanding and Medical Aid for Palestinians delegation, it became apparent why little has changed during the three intervening years.
To understand the situation, one must think like an Israeli defence force soldier. Essentially, the Israeli military have but one mission in Palestine—to guarantee the protection of nearly 600,000 Israeli civilians living in illegal settlements in East Jerusalem and the west bank—an unenviable task for any military to be given. To achieve their mission, the military must engage in a strategy of mass intimidation and collective punishment of the Palestinian population, or risk the eviction of the settlers. That inevitably leads to fear, resentment and friction. [Interruption.]
I will speak briefly, although I must first congratulate my hon. Friend the Member for Rotherham (Sarah Champion) on an excellent speech and on securing the debate. The number of Members in attendance—I think there are almost 50—shows the importance that is given to this issue. I am sure that we will not do justice to the number of briefings we have received. I will only refer to one, which is from Lawyers for Palestinian Human Rights. It goes beyond the many compelling individual cases that we have read about in those briefings and talks about the basic legal issues.
To return to the point I made in my intervention, paragraph 4 of that briefing says:
“There is an inextricable link between the systemic human rights violations of Palestinian children held in military detention and the overarching context of prolonged military occupation. The realisation of the right to self-determination for the Palestinian people is the optimum solution for the complete removal of ‘widespread, systematic and institutionalised’ violations against Palestinian children held in military detention.”
Now, some of my hon. Friends may think that that is rather stating the obvious, but given some of the comments today, I think it is worth putting on the record because some Members seem to be living in an Alice in Wonderland world. The speech that we have just heard is very illustrative of that point because, according to that, the blame for all that goes wrong in the occupied territories apparently lies with the Palestinian people. There is a very easy solution to that, which is to let the Palestinians govern themselves. Last year, this House voted to allow them to police themselves in that way and not to lead to this situation.
Will the hon. Gentleman give way?
I will not give way, if the hon. Gentleman does not mind. I will speak for one or two minutes at most, hopefully setting a better example than the previous speaker in relation to the time limit.
I will simply make two points. The first is that the differential treatment between Israeli children in settlements—settlements that are illegal under international law, as this Government recognise—and Palestinian children is symptomatic of the apartheid regime that exists on the west bank and in the Occupied Palestinian Territories. Israeli Government Ministers are quite open now that they want annexation—they refer to the area of the west bank as Judaea and Samaria. There is no longer any pretence, and Government Members—and, indeed, Opposition Members—who seek to defend the occupation are increasingly clutching at straws in doing so.
Finally I make a plea to the Minister. His Government have a poor record on human rights. His senior Foreign Office officials have said it is no longer a priority. We have seen what they are now saying about torture and the death penalty in relation to membership of the United Nations Human Rights Council. We have seen what has happened to the ministerial code. I urge the Minister—because he is a civilised man—to look at these issues and not just to come back with platitudes today, but to address them seriously and to address this issue, which clearly concerns a large number of hon. and right hon. Members. I urge him not just to go through the motions of protesting to the Israeli authorities, but to take some action and to be very clear that Britain, internationally, will not stand for this treatment of children.
It is a pleasure to see you chairing this important debate, Mr Chope. I join others in congratulating the hon. Member for Rotherham (Sarah Champion) on securing what is a well-attended debate. I absolutely agree with the hon. Lady: it is an important debate. I am sorry it is taking place here—no disrespect, Mr Chope—but such matters should be debated in the main Chamber and given more time. I am very sorry that colleagues were not able to get in; I will do my best to write to them. I apologise for not being able to answer everybody’s questions in the short time that I have. I want to allow time for the hon. Member for Rotherham to reply at the end. Forgive me again: I do not intend to take any interventions.
I want to pick up on a couple of points made by hon. Members before I respond to the points made by the hon. Member for Rotherham. First, my right hon. Friend the Member for Clwyd West (Mr Jones) made the important point that we should not forget that Israel is a democracy in a very difficult neck of the woods. We encourage and support Israel to continue to support the democratic process. We are a friend of Israel and we work with the United States to ensure it maintains high standards and the rule of law. That is very important indeed. It is very easy when a country is under pressure, as we have found ourselves—Guantanamo Bay is an example—to allow standards to slip. So it is important that we are constructively critical but supportive of Israel in the challenges that it faces.
The hon. Member for Brighton, Pavilion (Caroline Lucas)—regrettably, she is not in her place—mentioned that the EU-Israel association agreement should be suspended if Israel does not live up to its human rights obligations. The agreement could be suspended, but it provides the framework for human rights and other issues to be debated. It provides an important forum for such things to be discussed, so we would be doing ourselves a disservice if we suspended it.
I have a huge respect for the hon. Member for Hammersmith (Andy Slaughter) and how he keeps pressure on the Government in a variety of areas, including human rights. However, he is being a little disingenuous in saying that human rights is not a priority for the Government. Whatever has been said, I can assure him and all those here today that in all the countries in my portfolio—other Ministers would say the same—human rights, the rule of law, democracy, governance and freedom of speech are important matters. Where appropriate and in whichever country I visit, including Israel, where I will be going shortly, I will raise those issues.
I will not give way, but I would be delighted to have a cup of tea with the hon. Gentleman to discuss the issues in more detail.
The hon. Member for Rotherham made an important speech that was accurate in many respects. I welcome the initiatives and the thinking about how we can resolve matters. If she will allow me, I will give consideration to the five points that she raised and I will write to her. Again, I will be more than happy to sit down with her and discuss the issues as we take stock. A lot of the issues have legal parameters, as she will know.
The Government share Members’ concerns about the treatment of children, including Palestinian children, who are detained in Israel. Israel has a legal and moral responsibility to ensure that international standards are upheld. It is especially abhorrent to see child detainees suffering inhumane treatment, whether it is in Israel, the occupied territories, or anywhere else in the world. We are pleased that the Israeli Government have made progress on improvements, but we are pushing for further implementation of the required reforms.
Members from across the House have said that we need to put what we see in context. Co-operation is needed between the Palestinian authorities and Israel to deal with child prisoners. There is also the fundamental absence of a two-state solution, which is the cause of this problem. Members have mentioned the appalling use of children to commit acts of violence. The level of incitement is worrying, as my hon. Friend the Member for Henley (John Howell) pointed out, but that should not prevent us from encouraging Israel, working with it and being critical of it on those points, as allies and friends are able to do.
As the hon. Member for Central Ayrshire (Dr Whitford) said, it has been a long time since Oslo, Madrid, Camp David, the Wye crossing opening and so forth. It is very frustrating indeed. I agree that we seem further from a solution at the moment. We need leadership. It is very sad that individual Palestinians, who are not prompted by an intifada but have no faith in their own leadership, are going out, killing Israelis and causing mayhem on the streets of Israel in the knowledge that they will be killed. They are not scared to die. We are in a very dangerous place, which is why we call on all sides to come together and look forward to resolve these matters.
This debate is not about the middle east peace process, much as we can wander into it, nor about the occupied territories, although I agree that those issues are related to what we are discussing, so I will focus my remarks on the specific points that have been made. As has been said, in 2012 the UK funded an independent report entitled “Children in Military Custody” by leading British lawyers. Since then, Ministers and the British ambassador in Tel Aviv have spoken and written to the Israeli Justice Minister, Attorney General and military advocate general to urge Israel to take action based on the report’s findings. In February 2013, UNICEF published a report entitled “Children in Israeli Military Detention” and a progress report later that year. Those reports and lobbying by the international community have had an impact. We will continue to make this issue a focus of our engagement with Israel, and we plan to fund a follow-up visit by the delegation in February 2016 to report on further progress.
The UNICEF progress report of October 2013 noted that Israel has taken important positive steps towards addressing the recommendations in the 2012 report by updating its existing standard operating procedures and policies on the arrest of minors. Those updates include changing the policy on methods of restraint and limiting the use of blindfolds to only when there is a security need. Israel has also increased the age of majority for Palestinian children. The Israeli military committed to conducting a pilot of using written summons, instead of night-time arrests, which has now been concluded.
We welcome the steps that have been taken to date, but we continue to call for further measures, including the mandatory use of audio-visual recording of interrogations, an investigation into continued reports of the use of single-hand ties and an end to solitary confinement for children. We also challenge Israel’s classification of diverse incidents—for example, stone throwing and participating in illegal demonstrations—as national, as opposed to criminal, offences. We also said that minors should consistently have access to lawyers before interrogation, and that they should have the right to have their parents present during their detention or interrogation.
We remain concerned about Israel’s extensive use of administrative detention, which, according to international law, should be used only when security makes it absolutely necessary, rather than as a routine practice. Administrative detention should also be used only as a preventive measure and not as a punitive one. We continue to call on Israeli authorities to comply with their obligations under international law and either charge or release detainees. We regularly raise that matter and other broader concerns about the treatment of Palestinian detainees of all ages with the Israeli authorities. We have done so at Foreign Minister, Attorney General and National Security Adviser levels.
Members also mentioned the recent violence in the west bank. We very much condemn what is going on there at the moment, and we remain extremely concerned about the terrorist incidents that have resulted in a number of deaths and multiple innocent civilians wounded. We are also concerned about the use of force by Israeli security personnel in response to protests and security incidents. The Foreign Secretary and I have publicly called on both sides to restore calm and improve the situation on the ground.
I am conscious of time, so let me conclude. This is obviously an emotive issue. That much is clear from Members’ valuable contributions. I thank the hon. Member for Rotherham for enabling this debate to take place. I welcome the positive steps Israel has made in implementing some of the recommendations of the “Children in Military Custody” report, but the Government remain concerned about the treatment of Palestinian children detained in Israeli prisons. The UK has made repeated representations to Israel about the treatment of child detainees, and I assure Members that this issue will remain a focus for us. We are committed to this matter, and I will raise it when I visit Israel next month. We will remain engaged on it.

Commons ChamberYes, and one of the great achievements of the Vienna process is that Iran, along with Saudi Arabia, is engaged, so two countries that have not been conspicuous by their ability to talk each other are now talking to each other across a table in Vienna or this week in New York. That is a positive achievement.
I hear what the Foreign Secretary says about civilian casualties, but the effect of bombing—any bombing—is to maintain the flow of refugees, including into Europe. What are the Government doing to get the UNHCR into camps from Lesbos to Calais? Will they offer refugee status to refugees in those camps whose primary family connection is with Britain?
The hon. Gentleman has asked a specific and detailed question. I would be chancing my arm to give him a precise answer. If I may, I will write to him and place a copy of my letter in the Library. I will want to talk to my right hon. Friends the Home Secretary and the International Development Secretary before answering.

Members for Strangford (Jim Shannon) and for Tonbridge and Malling (Tom Tugendhat), my hon. Friend the Member for Walsall South (Valerie Vaz), the hon. Member for Congleton (Fiona Bruce), my right hon. Friend the Member for East Ham (Stephen Timms), the hon. Member for Stafford (Jeremy Lefroy), my hon. Friend the Member for Mitcham and Morden (Siobhain McDonagh), the hon. Members for Fareham (Suella Fernandes) and for Kilmarnock and Loudoun (Alan Brown), my right hon. Friend the Member for Knowsley (Mr Howarth), my hon. Friend the Member for Edmonton (Kate Osamor) and, last but not least, the hon. Member for Glasgow North East (Anne McLaughlin). I am sure that they will forgive me, given the time constraints, if I do not draw more on their excellent contributions.
We are here because this is international human rights day. As has been said, we commemorate the day in 1948 when the UN General Assembly adopted the universal declaration of human rights. The UN wishes us to mark the 50th anniversary of two other international covenants on human rights: the covenant on economic, social and cultural rights and the covenant on civil and political rights. That is important, because together, the two covenants and the declaration form the international bill of human rights, which sets out the civil, political, cultural, economic and social rights that are the birthright of all human beings. I do not share the pessimism of the hon. Member for Fareham (Suella Fernandes): I do not think that those international treaties and statements of rights are in any sense a waste of breath or paper. They are the bedrock on which we build, and if we fail to achieve those ambitions, it simply means that we should strive harder to do so.
My right hon. Friend the Member for East Ham (Stephen Timms) mentioned the full-page letter in The Times today, sponsored by the British Institute of Human Rights. It is a very short letter, so I shall read it out, because I think that it makes my central point. It states:
“Today is Human Rights Day. Across the globe, people are celebrating the Universal Declaration of Human Rights. This international Magna Carta for all humanity has inspired so much, including our own Human Rights Act.
Today we celebrate the often overlooked everyday differences our Human Rights Act makes for people across the UK. Our examples are many, whether this is supporting children to access education, stopping inhuman treatment of older people, providing refugees with safety, preventing discrimination, or offering justice for victims and families failed by the system, and many more.
Today we celebrate how our Human Rights Act strengthens our democracy, giving everyone a voice, and ensuring the powerful do not go unchecked.
Today we celebrate how our Human Rights Act does more than defend our traditional liberties. It makes the universal human rights we share with people across the world part of our law here at home.
Today the future of human rights in the UK is uncertain. Today we stand with the Human Rights Act recognising it is the promise of the Universal Declaration of Human Rights made law here at home. We urge our political leaders to stand with us.”
We should not talk only about international obligations. We should celebrate the effect of those measures domestically, and understand why the Government’s decision to attempt to repeal the Human Rights Act is, at best, misguided. However, as international human rights have featured in the debate, I shall say a little about them.
Yesterday I had the privilege of attending a reception given by Amnesty International and hosted by Mr Speaker, who has a long-standing interest in human rights and has campaigned on them in Burma, Sudan, Zimbabwe and elsewhere. The reception was also attended by the right hon. and learned Member for Beaconsfield (Mr Grieve)—it was a very ecumenical occasion—and we heard a speech from the Leader of the Opposition, who has a history of upholding human rights around the world for more than 30 years. He mentioned in particular the recent release of Shaker Aamer, who had been detained at Guantanamo Bay for 14 years without charge or trial. It is shocking that one of our allies, and one of the great democracies of this world, should have treated a British resident in that way.
Many countries around the world have been mentioned, and, sadly, many of them have very poor human rights records. A third of countries still maintain the death penalty, and 141 still practise torture in one way or another. Many eyes are now on the middle east, because human rights abuses are occurring in a number of middle eastern countries. We think, obviously, of Syria, where 250,000 people have been killed, a million injured, 4 million made refugees, and 7 million displaced. Today we may think particularly of the family—a mother and seven young children—who drowned while trying to travel the short distance between Turkey and Greece. I ask the Minister to consider whether we are doing all that we can to ensure that there is an effective search and rescue programme in that area, because the human rights of those people are as important as the human rights of anyone in this country or anywhere else in the world.
Syria is not alone, however. In Egypt, 40,000 political prisoners are detained, 2,500 political opponents have been killed, and 18 journalists are in jail. Palestine, which has been mentioned today, has undergone nearly 50 years of occupation, and there are more than 500,000 settlers, although that is illegal under international law. In Gaza, 1.8 million people have been blockaded, victims of collective punishment. We think, also, of the Gulf. Last night I had the privilege of chairing a meeting in the House on human rights in the United Arab Emirates. There was a live video link—because he is forbidden to leave the country—with Ahmed Mansoor, a very brave man who speaks out despite the risk of imprisonment, which he has already suffered, and indeed torture. I think also of Bahrain, which continues to practise torture, despite it being, the Government tell us, a firm ally, and a place where we are building a naval base.
I should also mention Saudi Arabia; it has been referred to several times, but I mention it particularly because on 27 November, the Leader of the Opposition wrote to the Prime Minister about the cases of Ali Mohammed al-Nimr, Dawoud Hussain al-Marhoon, and other young men who have been sentenced to some of the cruellest forms of punishment—death by crucifixion or beheading. I am afraid to say that the Leader of the Opposition has not yet received a response to that letter, but we know from the comments made by the hon. Member for Glasgow North East that over 50 Saudis are awaiting execution in Saudi, including people who were juveniles at the time of their detention, people detained for taking part in peaceful protests, people who have signed blank sheets of paper which were then rendered as confessions, and people who have been tortured and kept in solitary confinement. I ask the Minister and Government urgently to turn their attention towards that country.
I read the article by the Foreign Secretary in The Independent today, and I have to say that it filled me with dismay. The Foreign Secretary talks about
“Quiet and continued engagement behind the scenes”,
and says:
“Just because the British Government isn’t shouting about an issue from the rooftops, doesn’t mean we aren’t assiduously pursuing a case in private.”
Of course one uses all means to attempt to engage with human rights in countries abroad. He rightly mentioned that Karl Andree, a British citizen, has been released from the threat of being lashed many times in Saudi Arabia, but what about the cases the Leader of the Opposition raises? What about Raif Badawi and the others? We cannot rest on our laurels, we cannot be complacent about these matters, and we do have to speak up. I am afraid that the Foreign Secretary going to Saudi Arabia to apologise, as it were, for the Government not going ahead with the disgraceful prison contract, and saying that it was business as usual, does not set the right tone on human rights.
Let me return to domestic matters. It is right to say that this country, since Magna Carta, has a proud tradition of human rights under English common law, but the incorporation of the European convention through the Human Rights Act since 2000 has indeed been a sea change and a step forward, and it is shameful that repeal is being suggested. Who benefits from the Human Rights Act? Our armed forces, victims of crime, journalists, those engaged in peaceful protest, victims of homophobia and racism, those with mental health problems, those with disabilities, and those subject to unlawful or intrusive surveillance by the state. Those are the people who have been able to bring rights home, as the Government would put it—who are able to uphold their rights in UK law.
I wonder whether the Government even know what they are doing on this. In Justice questions earlier this week, several Members raised questions that the Government are frankly unable to answer at the moment. The hon. and learned Member for Edinburgh South West (Joanna Cherry) asked about the Sewel convention, and pointed out that the answers given by the Secretary of State for Justice to the House of Lords Constitution Committee show that he does not know whether this is a matter for the devolved Administrations or not. That is a key point that has to be answered.
Another key point is what rights will be excluded. I took part in a small act of civil disobedience earlier today, when, with Liberty, we unveiled a banner in Westminster Hall pointing out what rights were protected by the Human Rights Act, which the Government wished to repeal. I am glad to say that the House authorities treated us with their usual tolerance and politeness. This is a serious matter, however. Earlier this week, I raised with the Secretary of State the case of Andrew Waters, a person with Down’s syndrome who had a “Do not resuscitate” notice placed on his bed without the consent of his family, or indeed himself. That is the third of three cases, the others being those of Carl Winspear and Janet Tracey, involving unlawful acts under the Human Rights Act, as has now been determined by the courts.
Those article 8 rights are exactly the rights that the Government have complained about. The Secretary of State was perfectly right in saying that he would not expect such behaviour to be countenanced in law, whatever is in the Government’s proposals, but how do they square the circle? How can they say that article 8 rights—the ones particularly attacked by Conservative Back Benchers and Front Benchers—will be preserved if the rights of people such as Andrew Waters are not respected?
What is the answer? The Government have no answer on how to deal with the issue of supremacy—they do not seem to understand it. They have no answer to questions on devolution, and they do not have an answer on whether they will pick and choose which rights to implement. This week, the Duma—the Russian Parliament —decided to introduce a law allowing Russia to pick and choose which of the convention rights it implemented. I would not want to be part of a Parliament that endorsed that approach; I do not want to follow Mr Putin in deciding which rights set down in international law we decide to implement at home. I hope that the Minister and the Government will think again about their entire approach to the Human Rights Act.

Commons ChamberI intend to take a slightly different tack in not speaking, like most colleagues, about ISIL or Daesh. I want to focus my remarks on the value of our constructive relationship with Israel and the contribution that it makes to peace and stability.
The selective discrimination against Israel in UK university campuses contrasts with the huge benefits of BIRAX—the Britain Israel Research and Academic Exchange Partnership—which is an initiative of the British embassy in Israel and the British Council. Israel is a multiracial, multi-ethnic democracy where Arab, Druze and other minorities are guaranteed equal rights under law. Israel’s declaration of independence grants
“all Israel’s inhabitants equality of social and political rights irrespective of religion, race or gender”,
and it is currently the only functioning democracy in the middle east. In stark contrast to other middle eastern countries, there are no legal restrictions on movement, employment, or sexual or marital relations for any of Israel’s citizens. All Israeli citizens from every minority vote in elections on an equal basis.
In the past two months, there have been over 90 terror attacks that have seen the deaths of 21 Israelis and many more injuries from stabbings, shootings and car rammings. Yet Israeli hospitals have treated both victims and terrorists regardless of their nationality.
If the hon. Lady is going to quote statistics, she should perhaps do so completely. Since the beginning of October, the violence on the west bank has resulted in 85 Palestinian deaths and 11 Israeli deaths, and 9,171 Palestinian injuries and 133 Israeli injuries. That is a ratio of 69:1.
The hon. Gentleman is quoting from his speech, and I will come to those matters as I continue with mine.
In addition, Israel has participated in disaster relief efforts worldwide, most recently providing assistance to Syrian refugees arriving in Greece and elsewhere.
Violence has been fomented by repeated inflammatory and false allegations from the Palestinian Authority, Fatah and Hamas accusing Israel of planning to destroy the al-Aqsa mosque and other Muslim holy sites in Jerusalem. Yet Hadassah medical centre, home to Jerusalem’s largest emergency ward, treats the city’s wounded regardless of whether they are victims or attackers, and co-operation between Palestinian and Israeli doctors has helped to save 607 Palestinian children since 2005. The hospital has mixed Jewish and Arab medical staff and routinely treats both attackers and victims, often in adjacent wards.
After much reflection and research, and after listening to the views of many people, including constituents, fellow Members on both sides of the House and the Government, I have decided that I cannot support British military action in Syria at present and I will vote against any motion in this House that sanctions it this week. It is my view that the eradication of Daesh from Syria, Iraq and around the world is a necessary process and one in which the UK should be engaged, including through effective military action. I am not currently persuaded that it would be lawful for the Royal Air Force to bomb Syria, but I agree that that is arguable and it is not the principal reason for my opposing the proposed military action. I wish I had more time to talk about the legality of it, but I highly recommend the excellent House of Commons Library briefing, which was published last Thursday.
There are three tests that I do not believe the Government have passed and that the Prime Minister failed to satisfy in his statement to the Commons last week. First, there is no tactical plan for taking control of the areas currently occupied by Daesh, should bombing be successful in dislodging them, which itself is questionable, given that the bombing of those areas by 11 other countries has continued over 15 months. There are insufficient numbers of competent, relevant or motivated ground troops who are sufficient to the task at present.
The Prime Minister has said that the head of the serpent is in Raqqa and that therefore we must attack Raqqa. Does my hon. Friend agree that it is not a serpent but a hydra, and that if we chop off one head, more heads will grow and they will do so in other areas of the middle east?
With all due respect to the Prime Minister, my hon. Friend is quite right: his was a rather simplistic analogy.
Secondly, there is no functioning international alliance that can turn short-term military games into a programme for the peaceful governance of Syria. The Vienna talks are a start to such a process, but at present the aims of Turkey, Russia, Iran and the NATO countries are so disparate as to be chaotic.
Does my hon. Friend agree that it is essential to build an international alliance in order to take action against ISIL/Daesh in many ways other than air strikes? That includes stopping the flow of weapons into Syria and, above all, blocking the revenue, particularly the oil revenue, that is flowing in at a rate of $1.5 million a day. We need to demonstrate that there is international co-operation on those things, alongside any measures that the Government may propose.
I agree, and I will come in a moment to what I think we should be doing.
In addition to the lack of tactical and strategic bases, my third test is that the permanent defeat of Daesh in Syria requires the end of conflict, which is what allows it to thrive. Any short-term retrenchment will likely benefit the Assad regime, which is itself responsible for seven times as many civilian deaths as Daesh this year. That may mean a shift in the balance of forces, but it will bring us no nearer to resolution.
I will not.
I want Britain to engage in a concerted diplomatic effort to wean Russia and Iran away from their support for Assad, and Turkey and Saudi Arabia away from giving comfort, if not actual support, to Islamist extremism. I want a peace process that allows non-extremist opposition to talk to the acceptable parts of the Syrian Arab Army and Kurdish forces, and a concerted attempt, as my hon. Friend the Member for Westminster North (Ms Buck) has just said, to cut off the funds to, and other international support for, Daesh. That is a very difficult, perhaps impossible, agenda, but to engage in bombing missions on the basis of, “Something must be done”, or even on the basis of solidarity, and without clear objectives, does not show sound judgment.
There are other arguments for and against intervention, including that our contribution would be small, especially given the lack of military targets without the risk of civilian casualties; that we should support allies, whether they be the Iraqi or French Governments; and that we remain at risk from Daesh attacks on the UK, whether we take further military action against them or not. However, the three points I have mentioned are my red lines. They are also, I am pleased to say, reflected by a ratio of 100:1 in the letters and emails I have received from my constituents in the past few days and weeks. I will, of course, review my decision in the light of changing events, but given the UK’s poor record of intervention in the middle east over the past decade, I think that further military incursion should be approved only if a high burden of proof can be established.
Having dealt with that matter, may I turn, albeit necessarily briefly, to two other issues in the middle east? The first is the current situation in Israel-Palestine. I am sorry that a few moments ago we listened to a speech that gave a very one-sided view of that situation, which is at its most serious for many years. The issues are not new—we are familiar with them, including the growth of Israeli settlements, which now account for almost 600,000 people in the occupied territories; settler violence; a shoot-to-kill policy and increased use of live fire; increased use of home demolitions; child detention and administrative detention; pass laws, checkpoints and barriers; and restrictions of access to the Noble Sanctuary and other holy places. None of those things is new, but the intensification of their use by the occupying power is much more significant, and that is going on partly because of the extremism of the Israeli Government and partly because tragic events elsewhere in the middle east, including in Syria, give cover for it.
Will the hon. Gentleman give way?
I am sorry, but I will not, because of the time.
There are often distractions. Because the European Union has suddenly decided belatedly to impose labelling restrictions, Netanyahu said this morning that he was not going to talk to the EU. It is important that we do not import settlement goods, but, in the great scheme of the occupations, those are details. I can only quote from a recent article in The Guardian by Marwan Barghouti, who is a prisoner in Israel who wrote that
“the last day of occupation will be the first day of peace.”
That is what we should keep our eyes on—the fact that this is a country that has been occupied for many decades, and justice will never be achieved in Palestine until Israeli forces withdraw.
Finally, the Gulf is another issue that needs a whole debate in itself. The Government’s policy on it is just wrong. We support Saudi Arabia, where many barbaric things occur within the regime, and, indeed, Bahrain, where we are building a naval base, and the United Arab Emirates, all of which have appalling human rights records. Such matters cannot be airbrushed and they ought to be reviewed. Nowhere is that clearer than in what is currently happening in Yemen.
I believe that the Foreign Secretary is on the record as saying that the UK will support the Saudi-led coalition
“in every practical way short of engaging in combat.”
As Amnesty International has reported, that has meant a British-made Cruise missile being used in the coalition’s destruction of a ceramics factory, a civilian object, on 23 September in an apparent violation of international humanitarian law. The head of the International Committee of the Red Cross, Peter Maurer, has said:
“Yemen after five months looks like Syria after five years.”
Yemen’s is a forgotten war. It is a war in which the Saudi-led forces are creating havoc and committing humanitarian outrages daily. That is not to defend the Houthi and other forces, who are equally guilty of atrocities, but it is wrong that—for strategic, tactical or other reasons—the British Government are giving their unqualified support to what the coalition is doing. It is wrong that they are supporting a regime, such as the Bahraini regime in the Gulf, which oppresses the majority of its population and carries out torture and human rights abuses. While the Government are prepared to condemn such abuses in other countries, it appears they are not prepared to do so in the case of Gulf countries for historical or, indeed, diplomatic reasons, but I believe they should do so.

Commons ChamberAs hon. Members will know, I secured a debate last September on the puppy trade, and I certainly accept we need to get our own house in order, but, although what we do in this country is appalling, what goes on elsewhere takes it to a whole new depth of despair and disgust.
I would like to thank my hon. Friend not just for launching this debate, but for all the work he does on animal welfare. We do have high standards in this country, notwithstanding some abuses that go on. What does my hon. Friend think can be done at the Government level to ensure that countries that allow these abhorrent practices to take place begin to curtail them?
I am grateful to my hon. Friend, and I will return to that point as my speech develops; I am conscious that I have only a few more minutes left.
It is important to note the cruel and inhumane conditions and the way in which these dogs are treated. When a slaughterhouse is used, the conditions are virtually without exception filthy, and dogs already in the poorest of health are waiting in areas covered in blood or faeces watching their fellow animals die. Investigations have shown that a large number of dogs in these facilities were wearing collars, suggesting dogs had been stolen rather than bred for the purpose of meat. It is likely, however, that those animals killed at official slaughterhouses represent just a small percentage of those killed. The vast majority of the killing occurs elsewhere—in even more unsanitary and inhumane conditions.
In some ways, I am loth to tell Members about the conditions, but we do ourselves and these dogs a disservice if I fail to touch on them. For example, families will often purchase dogs to slaughter at home. These petrified creatures are often tied to the back of cars and motorbikes, and dragged home barely alive. This is not an exaggeration; it is normal daily practice.
These dogs are not “farmed” in any sense that a sane farmer would recognise. Numerous reports suggest that, rather than raise dogs for consumption, violent gangs travel around stealing much-loved family pets. In a typical case, four trucks were stopped in Thailand carrying more than 1,000 dogs out of the country, 119 of which had already died of suffocation. Those who transport these dogs across hundreds of miles from country to country have only one concern: pack as many dogs into the trucks as possible.
It is hard to describe the horrors these animals face from overcrowding, lack of food and water, heat and disease—barely surviving in their own waste. The thieves often poison the dogs in order to steal them and sell them to traders or restaurants, and they have no problem with turning their weapons—poison darts, crossbows or machetes—on the dogs’ owners if they are challenged or caught. This is big business, and the health and wellbeing of the animals or their owners is of no consequence to these people. Indeed, in some areas of China, up to 70% of villagers have lost a dog, with the majority believing that it was taken by a gang.
Now if this sickening cruelty is not enough to persuade Governments to ban this evil trade and enforce the laws, perhaps the health risks will persuade them. So unregulated is the dog meat industry that there is a huge risk to human beings from diseases such as cholera and rabies, with the latter found to be present in slaughterhouses and markets in China, Vietnam and Indonesia.
The World Health Organisation has raised serious concerns about the health risks to people eating dog meat. AnimalsAsia found that around 60% of village groups in China had vaccinated at best one in 10 of their pet dogs against rabies. It is thought that the dog meat trade now represents one of the biggest factors in the spread of rabies around the world. Investigations have uncovered a complete lack of proper vaccination or breeding records for the dogs that have even the most rudimentary breeding facilities. There is no quarantining—effectively nothing other than attempting to maximise profit.
It is hard reading, but I recommend the report commissioned by AnimalsAsia, which was based on four years research. It makes clear the truth behind the industry. It shows that the number of farms producing dog meat is far lower than advertised, with many dog-breeding companies referring to the same few companies; meaningful farming barely exists. To quote the report, the
“companies that claim to breed and raise their own dogs are seen as a source of ‘trustworthy’ dog meat by the public, but...not a single dog meat company’s dogs are from their own breeding farms. The dogs are all acquired rural dogs”.
That is a damning indictment of the industry for anyone who claims that it is in any way regulated or that a dog meat breeding or farming system is in place. Also in the words of AnimalsAsia:
“Our investigations strongly point to what everybody familiar with the industry has long suspected—that the vast majority of China’s dog meat comes from stolen companion animals and that misinformation and illegality is rife at every stage of the...supply chain.”
That is the reality of the issue we are dealing with here.
To be clear, this is issue is not just about an aversion to eating dog meat. I am not entirely unsympathetic to the argument that this is a tradition dating back centuries, and that dogs have a very different cultural role in many Asian societies. I do not believe that it is generally this House’s role to tell societies abroad what they should or should not do based on western sensibilities, but we cannot allow tradition to be used as a smokescreen for practices that are barbaric, cruel, inhumane and disgusting—any word we could pick would not come close to what we are discussing here today. The link between the consumption of dog meat nowadays and traditions in those countries is extremely tenuous, to say the least.
Let me briefly draw the House’s attention to the annual Yulin dog meat festival in China. At least 10,000 dogs are consumed during the 10-day festival, which began only a few years ago—largely, believe it or not, as a way of attracting tourists.
It may seem that there is little we can do to persuade the countries that I have mentioned to take action—after all, many of them have dire human rights records, so there may seem to be no point in requiring them to be kinder to animals—but that is not my view. Our country has led on animal welfare issues all over the world, and this issue should be no different. The Government can put pressure on those countries.
South Korea wants to be seen as an open, democratic, western-friendly society, but if that is to happen, it needs to start acting properly and behaving itself. Tens of thousands of holidaymakers from our shores go to Thailand each year. I understand that the law enforcement agencies there are now using DNA testing equipment to check the source of meat and make sure that dog meat is not being passed off as legal meat, but Thailand needs to do more: it needs to stop the trade with other countries. My constituency is in Stoke-on-Trent, and a large amount of ceramic ware is made in Indonesia. We need to ensure that countries like Indonesia understand just what potential British purchasers of their goods will or will not do when they learn what happens in those countries.
I hope—indeed, I know—that the Government will arrive at some positive conclusions, and they have uttered positive words in the past, but we need more than words now: we need some action. We should take heart from the fact that in China—which undoubtedly presents the biggest problem that we face in tackling the dog meat trade—members of the expanding middle class are beginning to speak out, and it appears that young people are beginning to shy away.

I know that Mrs Bone will be following my hon. Friend’s comments about how many beds he has. There are things that we take for granted in this country. We should be ever-vigilant of the fact that others around the world do not enjoy those same liberties. I agree with him that the UK can show that we are able to have criticism, dialogue and debate and that, at the end of the day, no one is threatened by it. Freedom of religious expression is a fundamental human right. That is one of the things that all too often in this country we accept as the norm. We should be jealous in guarding the privileges that we enjoy and do everything we can to export them to countries that are less fortunate.
May I associate myself with your kind remarks about Michael Meacher, Mr Speaker? My experience of working with Michael was somewhat different, in that I was employed by him here for two years in the late-1980s. If one way in which we should judge people is by how they treat their employees, particularly the more difficult and truculent ones, that is further evidence of his tolerance and generosity of spirit.
On the Chancellor’s recent visit to China, he was described by Chinese state media as
“the first Western official in recent years who focused on business potential rather than raising a magnifying glass to the ‘human rights issue’”.
Was not Ai Weiwei right this week when he said that the Government are sacrificing essential values for short-term gain?
No, he was absolutely wrong. My right hon. Friend the Chancellor did raise human rights during his visit to China. In Xinjiang, he addressed the case of Ilham Tohti and called for his release. It is not right to say that when Ministers travel in China and meet our Chinese counterparts here in the UK, we do not raise such cases. The hon. Gentleman is precisely wrong.

Commons ChamberIt is estimated that there are 10,000 to 13,000 active ISIL fighters in Iraq. We always said, at the beginning of the intervention last summer, that it would probably take three years to defeat ISIL militarily. I spoke to General John Allen, the US President’s special envoy on this subject, just a few weeks ago. His view is that that remains correct, and we still have another two years to go to a military solution in Iraq.
Will the Foreign Secretary update the House on the case of Karl Andree and what representations have been made since the cancellation of the Saudi prison contract last week; and perhaps also on the case of Ali Mohammed al-Nimr, about whom the Leader of the Opposition has again written to the Prime Minister?
As I have said on many occasions previously when I have been asked to comment in the House on these judicial matters in Saudi Arabia, our judgment is that we achieve most by speaking privately but regularly to our Saudi interlocutors. Let me say to the hon. Gentleman that I do not expect Mr Andree to receive the lashings that he has been sentenced to, and I do not expect Mr al-Nimr to be executed.

That is a very good point. I am really sorry that so few companies have been prosecuted since for supplying some of the arms. The authorities did that in Germany, and are continuing to do so, but there have been very few prosecutions in this country.
As I was saying, in 1990 Saddam’s troops invaded Kuwait and he became an enemy of the west, but Saddam had not changed overnight. Enough was already known about his regime’s human rights violations—backed by detailed information from inside the country about the savage nature of the regime—and about the UK Government’s and companies’ attempts to arm him. Some us had tried to stop that, but our warnings were not heeded.
When the Labour Government came to office in 1997, there was a test case for the new Foreign Secretary Robin Cook’s “ethical foreign policy”. I remember sitting at the Foreign Office, listening to the speech he made. I went up to him at the end of it and said, “I am very pleased to hear those words from you, but I’ll be watching you”. I did not realise how quickly I would have to put those words into operation, because the test case for the ethical foreign policy that he spelt out, with human rights at its heart, was selling arms to Indonesia, as we were doing at that time. Anybody who followed that particular conflict will know that repression in Aceh, for example, was acute. President Suharto’s troops were still occupying East Timor then. I am glad to say that our new Leader of the Opposition came to East Timor with me at the time and monitored some of the things that were going on there.
The previous Conservative Government had issued licences for the export of Hawk aircraft and armoured vehicles to Indonesia, but when Labour came to power, the equipment had not yet been delivered. Unfortunately, Robin Cook was not able to convince his Cabinet colleagues at that time and the export licences were not revoked. Hawk aircraft were later in action in Aceh and the armoured vehicles out on the streets of Jakarta.
However, the new Labour Government in 1997 did institute annual reports on arms export licences. Members of the four relevant Select Committees—the Foreign Affairs Committee, the Trade and Industry Committee, the International Development Committee and the Defence Committee—came together to look at those reports. Initially known, for obvious reasons, as the Quadripartite Committee, it became the Committees on Arms Export Controls in 2008. I was a member of the Committees in both guises.
In the last Parliament, the Committees on Arms Export Controls was chaired by Sir John Stanley. As everybody knows, he is a former Conservative Defence Minister; I pay tribute to the work of Sir John, my colleague both on the Committees on Arms Export Controls and the Foreign Affairs Committee. I also note that every CAEC—as it began to be known—report was unanimously agreed by their members during their 15 years of existence, including those when Sir John was chair. Sir John assiduously raised arms export issues with Ministers and civil servants and he came to see what is at the heart of this debate—that it is not possible to promote human rights at the same time as promoting arms exports. The two are not compatible.
The CAEC report from the last parliamentary Session said that
“the Government would do well to acknowledge that there is an inherent conflict between strongly promoting arms exports to authoritarian regimes whilst strongly criticising their lack of human rights at the same time rather than claiming, as the Government continued to do…that these two policies ‘are mutually reinforcing’”.
Although so far unable to convince Governments of this, the Committees on Arms Export Controls’ oversight was of immense benefit—I stress that it really was of immense benefit—in shedding light on this cross-departmental issue. For six months now, we have been without those Committees. As yet, my inquiries have not indicated when they are likely to be reformed. The global situation regarding conflict and arms transfers, not least as it affects the middle east and north Africa, makes it vital to have the Committees functioning at the earliest possible date. I would therefore urge the relevant Committee Chairs to come together as a matter of urgency to ensure that this process of scrutiny continues.
UK Governments—plural—argue that they operate one of the most rigorous and transparent arms export control regimes in the world, that their export licensing criteria take human rights into account and that licences will not be granted if the equipment might be used for human rights abuse, or more particularly, if there is a clear risk that the proposed export might be used for internal repression, to provoke or prolong armed conflicts or to aggravate existing tensions or conflicts in the country of final destination. All applications are subject to a case-by-case assessment.
In the first instance, I note with regard to the “clear risk” criteria that I just mentioned, that that is vague as to what exactly constitutes a clear risk. How can that be defined? What meets that threshold? To my mind, “clear risk” is in effect a blank cheque in human rights terms. In connection with that, it would be helpful, as a starting point, to know about the UK’s risk assessment methodology. We were always being told, when Ministers in Governments of all colours were being questioned, that there would be or was monitoring in the countries to which the arms were supplied. However, I have continually failed to find out what that monitoring constitutes.
In the previous Parliament, CAEC also raised concerns about the insufficiency of information being released about specific end users. Although the country is mentioned, there is no more specific designation. That means that the public are left in the dark about exactly who will be receiving the arms in question. I call on the Government to provide information about who exactly UK-supplied equipment will be used by and for what purpose.
In addition, situations change. The fact that after the uprisings in north Africa and the middle east in the spring of 2011, more than 150 licences—more than 150—had to be revoked indicates that the Government’s licensing process leaves a lot to be desired. Frankly, many of those licences should never have been granted in the first place, because licence revocation can be of only limited effect, for the simple reason that revocation is of no use whatever for exports that have already been shipped—those arms can never be recovered. It is imperative, therefore, that the utmost caution—that is, much more caution—be exercised when assessments are being undertaken on arms exports to authoritarian and war-torn countries.
However, the incompatibility between promoting human rights and promoting arms exports is primarily a difficulty not with export controls, but with the mindset that prioritises export promotion. Arms sales are promoted by those right at the top of Government. That is not new. Prime Ministers Margaret Thatcher, Tony Blair and David Cameron have all led delegations to promote arms sales, including to some of the world’s most repressive regimes. Earlier this year, licences to Foreign and Commonwealth Office-designated countries of concern were valued at almost £12 billion.
In the middle of the brutal suppression of protest in the middle east in February 2011, the Prime Minister chose to go ahead with an arms promotion tour of Egypt, Kuwait, Qatar and Oman. The message sent to those regimes is quite alarming; the UK Government were in effect legitimising the regimes and provided them with political cover. Even the help of the royal family is enlisted. Prince Charles famously did a sword dance in Saudi Arabia in 2014 to secure a fighter jet deal for BAE.
Those high-level sales efforts in relation to human rights abusers such as Saudi Arabia mute any criticism of their abuse of human rights. In the case of Saudi Arabia, it is a “priority market” for the UK Government’s arms sales agency, the UK Trade & Investment Defence & Security Organisation.
I think that the desire for arms deals prevents meaningful UK Government criticism of, for example, Saudi human rights abuses. That is a country where, according to Amnesty International, someone is executed every two days. Raif Badawi was brutally flogged and is in jail simply for blogging. Women are treated as second-class citizens, and immigrant workers far worse. The arms sales links have prevented the UK Government from criticising Saudi Arabia for the humanitarian catastrophe being created in Yemen. There are, it is said, even UK civil servants and military personnel in Saudi Arabia, who are now presumably supporting the Saudi-led coalition’s bombing campaign.
I mentioned the licences that the Government were forced to revoke in 2011, when the Arab uprisings took place.
My right hon. Friend is absolutely right, in her excellent speech, to highlight the Gulf area, because that is one area where the contrast between human rights and arms sales is very clear. Does she agree that that also applies to Bahrain? For example, the UK was one of 33 countries this week criticising Bahrain at the UN Human Rights Council for not upholding human rights, while going ahead with not just arms sales but building a naval base there.
I absolutely agree with my hon. Friend. I chair the Inter-Parliamentary Union’s committee on the human rights of parliamentarians. At our biannual conferences, we have delegations from the countries where parliamentarians are in jail, not able to carry out their mandates or, in some cases, have been murdered. We follow up their cases, and Bahrain, in the next three weeks, will be on our agenda again in Geneva.
I mentioned the licences that the Government were forced to revoke in 2011, when the Arab uprisings took place. However, even then not a single licence to Saudi Arabia was revoked. The Government presumably did not want to undermine one of their most lucrative defence export markets, as well as other security, intelligence and trade arrangements. That was despite the fact that UK armoured vehicles supplied to Saudi Arabia were being used to protect vital infrastructure in Bahrain, arguably giving the Bahraini forces a free hand to attack protesters. I emphasise that there is even more reason to re-examine licences now, with the Saudis’ use of military force in Yemen.
Today, the biennial Defence and Security Equipment International exhibition, one of the world’s largest arms fairs, which generates millions in arms deals, is taking place at the ExCeL centre in London’s docklands. It is organised by a private company, Clarion Events, but the Government’s arms sales agency, UKTI DSO, has issued the official invitations to 61 countries. Those include countries on the Foreign Office’s list of countries of concern on human rights grounds, such as Colombia, Iraq, Pakistan and, inevitably, Saudi Arabia, plus others where human rights are a major issue, including Azerbaijan, Bahrain, Egypt, Kazakhstan, Nigeria, Turkey, which I shall return to discussing, and the United Arab Emirates, as well as Ukraine.
Clarion says that there are 1,500 international exhibitors, comprising suppliers from 121 countries, Israel being among them with a big pavilion. They will be displaying the full range of military equipment and components, taking part in seminars and building the relationships that facilitate the deals. That DSEI is a global arms fair is emphasised in the letter of understanding between UKTI DSO and Clarion:
“Since DSEI is an international exhibition, the necessity of achieving a fair and equitable share of delegation time between exhibiting UK companies and overseas exhibitors affects both the short term perception and long term survival of the event. DSEI needs to continually develop and maintain its position as the leading global market place. For this to happen, both UK and international companies need to feel they have equal and reasonable access to delegations.”
Arms sellers meet arms buyers at DSEI. If they agree a deal whereby the equipment does not come into the UK, it is not subject to any UK export controls. If the equipment is a UK export, it will go to one of well over 100 countries across the globe for which UK export licences are granted. The FCO’s “Human Rights and Democracy” report, which I have here, identified 28 “countries of concern”. In 2014, the UK approved arms export licences to 18 of these, including Israel, Libya, Saudi Arabia and Iraq.
I turn briefly to a specific example that worries me greatly. Turkey may be a member of NATO—
Before my right hon. Friend moves on to Turkey, I should say that she mentioned Israel as a country of concern. The arms trade with Israel is huge—there were more than £11 million of licences last year and nearly £29 million of dual-use licences—but last year also saw Operation Protective Edge, in which 2,200 people were killed in Gaza, including 550 children. Is that not one of the most blatant examples of double standards?
I think that the majority of us would agree with my hon. Friend, and I thank him for making that point.
Turkey, as I said, is a member of NATO, but it is also a country in a region of great turmoil and its Government are cracking down hard on their opponents. Over the last two years, brutal tactics have been used against protesters during rallies in Istanbul’s Taksim Square. There is also some evidence that arms acquired by Turkey, although not specifically from the UK, may have fallen into ISIS hands. That is an apt illustration of what can happen when weapons have left a supplier country, particularly in an unstable region: they can end up anywhere and with anyone.
Turkey has long been involved in a conflict with separatist Kurds, although there were hopes that negotiations might lead to a permanent end of hostilities. Recently, however, it has undertaken bombing missions across the border in Iraq, and locally built AgustaWestland attack helicopters, purchased for use against the PKK, have been deployed and reportedly used in recent renewed fighting. Since the pro-Kurdish HDP party won seats in the general election in June, Turkey has once again carried out attacks on the Kurdish population living within its borders. Earlier this month, Turkish military and police mounted a relentless assault on the town of Cizre in a counter-terrorism operation against the PKK, killing 21 people. A 10-year-old girl was shot dead by snipers as she left her home, with her hands in the air, in an attempt to get medical help for her father. He was also killed. This month, police shot three children from an armoured vehicle. They had left their houses to buy bread.
Turkey is a priority market of the UK Trade & Investment Defence & Security Organisation. The UK Government have officially invited Turkey to send a delegation to the DSEI exhibition in 2015. We do not know who will be on the delegation, but last time it included the deputy Defence Minister. Turkey is also a welcome guest of the UK Government at other military exhibitions here. Turkish delegations were present at both the 2014 Farnborough air show and this year’s security and policing exhibition. If Turkey buys weapons at the DSEI exhibition, they could be used to support the repression of its political opponents or its attacks on Kurdish people. With such sales, the UK Government are sending the message that the lives and human rights of the Turkish and Kurdish people are of little importance.
Turkey is not only present as an arms buyer; it wants to build its reputation as an arms seller. The Turkish Government’s Defence and Aerospace Industry Exporters Association is present at this week’s arms exhibition in London’s docklands as an international partner. It is currently building new drones, redesigning a battle tank and developing its own fighter jets. The association’s chair has said:
“A country’s development can be associated with the development of its defence industry. We identified our export target as 25 billion USD for year 2023, which is the 100th anniversary of the establishment of the Turkish Republic. We desire to take”
a
“place at the top 10 of”
the “world defence industry.”
During the 2015 Turkish election campaign, the AKP boasted that Turkey would make all its own military equipment, with massive posters on the streets proclaiming, “We’re making our own warplanes” and “We’re making our own tanks”. President Erdogan stated:
“Our goal is to completely rid our defence industry of foreign dependency by 2023.”
Prime Minister Davutoglu said in January 2015:
“Now we have a Turkey that won’t bow to others with its own national defence industry. This is the new Turkey.”
It is disappointing for those of us who have been involved in these matters for many years that the Government appear to have learned so little from their predecessors’ experiences of arming Saddam Hussein, President Suharto and President Gaddafi. It would seem that if a repressive regime has the money, a blind eye can be turned to human rights abuses. Turkey’s presence, and that of other countries that are or should be of concern, at the London arms exhibition this week essentially allows more arms to be provided to volatile and increasingly repressive regimes.
It is time for change—fundamental change. The UK Government need to change their policies and practices, and end their military sales to despotic regimes. That change would prove popular, because 70% of UK adults who were recently polled agreed that the UK Government should not promote the sale of British military equipment to foreign Governments who have a poor record on human rights.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I congratulate my hon. Friend the Member for Halifax (Holly Lynch) on her measured speech and agree with her that we should welcome the report, even though, in an attempt to placate the Israel lobby, it does not address the issue of asymmetry in last year’s conflict—or, indeed, in previous conflicts.
Israel is a state that is out of control, but this country and others are not prepared to criticise it. Israel is not only engaged in the longest occupation of Palestinian lands, but continues to colonise and settle those lands on an industrial scale. It is indulging in installing an apartheid regime in the west bank; it has not withdrawn from Gaza, which is under a full embargo; and, most shamefully, it engages periodically—I am sure that we will see it again before long—in the murder of civilians and the control and cowing of the Gazan population.
In the invasion last year, more than 500 Palestinian children were killed, compared with one Israeli child. Any death of a child—any death of a civilian—is to be mourned, but we cannot ignore the ratios. Five hundred times as much high explosive was dropped on Gaza as was fired into Israel. I went there after Cast Lead and saw the effects. I saw children who were traumatised, who were permanently disabled and who were permanently crippled by those actions. This is not only a state with which we retain good relations; it is a state that we condone.
During the attack last year, the Minister thought about the possibility of restricting arms sales to Israel, but, by the time he had finished thinking about it, the 50 days of invasion were over. I say it with great reluctance, but I am increasingly of the view that we are going to have to take steps. We are going to have to give encouragement to the Palestinian people by recognising Palestine. It is disgraceful that the Government are not prepared to do that and use every possible excuse. We must also look at sanctions, embargoes, not importing settlement goods and not selling arms to a country that is about to use them for another attack on children and civilians in Gaza.
