Commons ChamberI thank all Members of the House who have discussed this matter respectfully, as well as contributing to and developing our understanding of what is going on in schools. On what is there in schools— I welcome my hon. Friend’s welcoming of this guidance—materials will now have to be shown to parents, no ifs, no buts, and we have made that crystal clear. The materials will need to be in line with the guidance. On enforcement, Ofsted will, as part of what it usually does, go round and look at schools. It will also look at the guidance and what is being taught against it, so there is an enforcement process, too. It has not been easy to put this guidance together, and I thank all the members of the teams and Members of the House who have helped us in that.
I welcome the Secretary of State’s statement today, although I fear it is a bit overdue. Will she concede that this debacle originated at least in part from the World Health Organisation’s “International technical guidance on sexuality education”? It is happening across the world, not just in this country, and that has led to a deeply damaging situation, where unscientific gender ideology has been pushed to our children in our schools. Will she explain to the House how many children she believes have been exposed to this abuse? What steps will she take to correct the mistakes that have already been made? What assurance is there for parents that nothing like this can ever happen again and that it is being stopped today?
I take responsibility for England, and I welcome the hon. Gentleman’s welcoming of the guidance. I think we have shown leadership. We issued gender questioning guidance in December last year. We have updated the relationships, sex and health education guidance. Within the United Kingdom, there have been different views on this, and I reiterate my offer to Wales and Scotland, if they want to work with us, because the evidence has been emerging on this. I can only show leadership in the areas for which I am responsible.

Commons ChamberMy right hon. Friend and constituency neighbour has been a long-time champion on this matter, and I know his local work well. There are 701 free schools open, and a further 140-plus are in the pipeline. There is a current round of applications for consideration of special and alternative provision free schools, but further capital would be a matter for future spending reviews.
As the hon. Gentleman knows, we are conducting a review of RSHE guidance. These are important and sensitive topics and it is important to get them right. He will not have long to wait to see the results.

Despite North West Leicestershire delivering consistently the highest economic growth in the country, with the resulting tax revenue benefits to the Treasury, my constituents have been blighted by very low per-pupil funding for a long time, as Leicestershire has bumped along the bottom of the funding table for decades. Does the Secretary of State have any words of comfort for my constituents?
The introduction of the NFF will direct resources according to need. That has meant that funding has been redistributed to catch up with these changes. Those with the highest number of pupils with additional needs will also be targeted via the NFF.

Commons ChamberAs I have pointed out, we do intend to legislate for the children not in school measures and put attendance on a statutory footing when the legislative timetable allows, looking at the sitting Fridays that are left within this period. The Department is currently running a call for evidence on improving the support for children missing from education, and that evidence will be used to inform future policy.
Does the Secretary of State think that something might be going seriously wrong when children in our junior schools are being indoctrinated by gender ideology at the same time as senior Members of this House appear unable to define what a woman is?
I can assure my hon. Friend that I am more than capable of defining what a woman is. It is true that some schools are asking for guidance in this area, so we intend to bring forward guidance. I am working with my right hon. Friend the Equalities Minister to bring that forward in the near term.

Commons ChamberI can give the hon. Gentleman good news, because we heard in the autumn statement that education will be funded by an extra £2 billion next year and the year after. We will be working through how that will affect schools; each school will get its individual allocation. School funding is £4 billion higher this year compared with last year, and the autumn statement has confirmed that increase, which takes the core schools budget to an historic high of £58.8 billion. That will deliver significant additional support to pupils and teachers and will, I am sure, be welcomed by the sector.
What steps is my right hon. Friend taking to promote the Government’s Healthy Start scheme, and to ensure that eligible families receive the vouchers to which they are entitled?
I thank my hon. Friend for his question. The Healthy Start scheme, on which we are working with the Department of Health and Social Care, delivers healthy foods and milk for women over 10 weeks’ pregnant or anyone with a child under four. Beyond this, our investment in families is very important, and we are also investing £300 million in the Start for Life family hubs, which will complement all of the others. We will of course make sure that people are aware of all the schemes in those family hubs.

Commons ChamberThe title of this debate is, “Making Britain the Best Place to Grow Up and Grow Old,” but it needs to be seen against the backdrop of our recent covid pandemic and the recovery. Throughout the pandemic, parallels were rightly drawn with surviving a war. Indeed, it was often called the battle against covid, whether in the coming together of our nation at the beginning of the pandemic, in the demonstration of national unity as we appreciated the key workers who delivered all the services we needed, in the unprecedented roll-out by volunteers of health programmes to protect the vulnerable or in the eye-watering expenditure. Every year, in November, we have a day to remember those who gave their life in war, and we rightly know that is a debt we can never repay, but I am conscious that there are millions of people in our society today to whom we owe a debt, as a result of the lockdowns and the privations of covid, that must be repaid—they are our children and young people.
We knew all along that those millions of children and young people were at the very least risk from the virus, yet we still as a House consciously chose to lock them away for the safety of others, and they have suffered. I have heard from young adults who never got the chance to do the things that are seen as a rite of passage for young people and define points in their lives. Many have never experienced the pressure of having to take exams, and they are not sure if they have the resilience to be able to cope with it. Others worry that their teacher-assessed grades may be seen as devalued qualifications. They did not get to go to their prom, did not get to go to their end-of-year assembly and did not get to say goodbye to their friends. All these things, both small and large, help prepare them for the challenges of adulthood. Despite the fact that, as a whole, they were at incredibly low risk from the virus, I do fear for their mental health and I fear for their resilience—and we owe them.
I have heard from secondary schools in my constituency that children moving up to them are far behind where the professionals would expect them to be both academically and socially. Giving children laptops to work from home during lockdowns was all well and good, but the work was not always appropriate and there was not always the correct parental support; some parents just did not have the skills or the time to support their children as we would have liked them to. Once again, those children were at little risk, and they have had precious years of their education taken away from them to protect others—and we owe them.
There are infants starting out on their educational journey far behind normal development targets. Local nurseries tell me that children cannot toilet themselves, and that they lack social skills and confidence. They have the longest time to catch up, but catch up they must or they will bear the scars of the covid pandemic longer than any of us. Primary schools are also noting deficits in social skills in all years, but significantly in year 2. Those children, due to covid, lost the foundation years that are so crucial for their development, and for those who did not receive sufficient parental support, the damage is even harder.
The Government must legislate to ensure every opportunity is made available for our children and young people to catch up. Over time, the price they will be paying will be higher than any of us will pay. There was a minimal risk to them, but they have lost huge opportunities. In a civilised society, I expect adults to make sacrifices for our children and young people; I do not expect our children and young people to make sacrifices for us. We owe a debt to them, and it must be repaid. All Government legislation must take into account the damage we have done, through pandemic recovery, to our children and young people, because our children and young people are the future of our country, and they need to be protected.

She is right: we want to create a less adversarial system in which parents do not have to fight to get the rights to which their children are rightly entitled. We want the best outcomes for all children with SEND in this country. The hon. Lady will have to wait only a handful more days for us to publish the review.
Can the Minister confirm that, from September, up to 3,000 new places are being created for children with special educational needs and disability through 35 new special free schools?
My hon. Friend is absolutely right. Through the spending review and the record £2.6 billion of investment in special school places, that will be delivered.

Commons ChamberIf the hon. Gentleman will allow me, I will tell him our record. Under this Government, the gap between the independent sector and the state sector in terms of top grades for A-levels narrowed from 2009-10 to 2018, from 27 percentage points to 21 percentage points. If we go back further and look at the proportion of three grade As and A*s attained at A-level in independent schools versus the proportion achieving those grades in state schools, the gap widened under the last Labour Government, rising by 13 percentage points between 1994 and 2009. The gap was at its maximum in 2009, at 22.1 percentage points, before steadily declining by 15.8 percentage points by 2018-19.
Given the disparity between the predicted A-level grades awarded by state and private sector schools this year, does the Minister agree that in order to create a level playing field for all students, A-level exams should be marked and grades awarded before they apply to university? Do the Government remain committed to that policy?

Commons ChamberI do wish sometimes that my opposite number would stop scaremongering. We have put unprecedented investment in childcare over the past decade: more than £3.5 billion in each of the past three years. There are always a number of reasons why providers come and go from the register, including mergers and acquisitions. The key thing is whether or not there are sufficient places for children. We monitor the market very closely, and we are continuing to see that there are not a significant number of parents who are unable to secure a childcare place this term or since early years sectors reopened in June.
I thank my hon. Friend for that question. The consultation closed on 13 May and we are looking at the response very closely. We really want to bring post-qualification admissions forward as rapidly as possible. We would like to do so without legislation and in co-operation with the sector, but if we are not able to have that co-operation, we will drive this forward. All the evidence, from the Sutton Trust and from so many others, is clear that PQA helps children from the most disadvantaged families more than any others. That is why we will make it happen.

It should be clear to the House that our universities have an enviable reputation around the world. Indeed, research and education are two of our greatest exports. In the light of that, what steps is the Minister taking to ensure that that success not only continues but increases?
This is essential. We have a target for 2030 of 600,000 international students coming to this country. We do value their importance as an international facilitator in our education system.
