The Bill seeks to increase the transparency and democratic oversight of senior pay and reward across relevant authorities in local government. Local authorities are independent employers; however, the Government consider that the highest salaries in local Government should be subject to greater democratic scrutiny. The Bill requires relevant authorities to gain approval by resolution before advertising a role, or appointing a person to a role, with an annual salary that exceeds £100,000. This will apply only to new appointments.

Hon. Members will be aware that in places such as Peterborough and, I am sure, Ipswich, Bassetlaw, Leigh, Rother Valley, Milton Keynes and north Wales—[Interruption.] Oh, and Dorset! In such places, someone who earns more than £100,000 is probably one of the highest-paid people living in that area. There is already statutory guidance that states that local authorities should be doing what the Bill requires, but the Bill seeks to make what is currently only guidance into a legal requirement.

Before I come to the clauses, which are of course what we are here to discuss, I want to thank everyone who has helped to bring the Bill forward so far. I thank all the relevant people, offices and officials at the Department for the work they have done, and I thank everyone who is here today to support and scrutinise the Bill. I also thank my researcher, Rhys Evans, who probably knows far more about the Bill than I do and has been instrumental in helping me to bring it forward. That comes from the very bottom of my heart: thank you all very much indeed for all your support.

Clause 1 updates the legislation relating to local government pay policy statements, by inserting a new clause into the Localism Act 2011 to create a new requirement in the process for the approval of certain remuneration paid to local government employees. It outlines how relevant authorities will be required to gain approval by resolution before advertising employment or appointing a person to a role with an annual salary of £100,000 or more, for new appointments only. The Bill will be relevant to places like Bradford; I note the attendance of the hon. Member for Bradford West.

The Bill will also apply to individuals employed by the relevant authorities on a part-time or temporary basis if the pro rata salary would meet the £100,000 full-time threshold. Clause 1 further sets out the conditions under which the Bill’s provision will take effect.

My hon. Friend is making an important point about his important Bill. May I seek some clarity? Is the Bill just about job adverts, or will there be an annual update of how many new people are employed on more than £100,000 and who they are? True transparency is not just about gaining employment; it should be about the continuation, so that everyone knows where they stand. That will also help with diversity and inclusion and other such aspects, by raising people’s salaries.

My hon. Friend makes an interesting point. As I said, the Bill requires the relevant authorities to gain approval by resolution before not just advertising but appointing a person for a role with an annual salary that exceeds £100,000. It will apply to those who are appointed, rather than just to the advertisement element. The Bill will create greater transparency so that people are able to see much more clearly the gap between those in a local authority who are paid the most and those who are paid the least. I think that will help all decision making when it comes to pay and guidance. It will also help trade unions with some of the things they need to do to ensure that their members get a fair deal when it comes to remuneration.

Clause 2 confirms the Bill’s territorial extent as England and Wales, with application in England only, and contains measures in respect of the Bill’s commencement and on transitional and savings provisions. The clause will come into force on the day on which the Bill receives Royal Assent, and it sets out the extent, commencement and short title of the Bill.

The amendment I have tabled will provide that resolutions held for the purposes of the Bill will not qualify as information exempt from public discourse. It will ensure that the Bill’s key objective, which is to increase transparency on senior pay in local government, is met. It will ensure that any votes on salaries are held in view of the public; that transparency is incredibly important. It will prevent relevant authorities from utilising the existing exemption rules to circumnavigate the transparency requirements for salary offers. Transparency is the principle of the Bill and what we are trying to achieve, because with greater transparency and greater accountability comes better decision making.

Ultimately, the Bill seeks to ensure that proper scrutiny and accountability is in place for salary offers for senior officials that are above £100,000 for relevant authorities, in respect of new appointments only, and that openness and transparency are adhered to across the board.

I am sure the Committee will be familiar with the dictum of Cecil Rhodes. He is often misquoted, but the direct quotation is:

“Remember that you are an Englishman, and have consequently won first prize in the lottery of life.”

As a Welshman, Mrs Harris, may I say that to serve under your chairmanship is to have won first prize in the lottery of life? If that does not get me some brownie points, I do not know what will. It is a pleasure to serve under my friend and colleague, Mrs Harris.

I am more than grateful to my hon. Friend the Member for Peterborough for his leadership on this issue and for the work that he and his parliamentary staff have put in to furthering this important Bill. I am delighted to say that the Government support the Bill, as they support the amendment tabled by my hon. Friend, so I hope we can avoid a Division on that matter.

I am glad that the Government support the Bill, but I am disappointed that they have not tabled an amendment in respect of fire authorities, to increase transparency. I am disappointed that fire authorities are exempted. Will the Minister touch on why they have been exempted and are not treated as the rest of local government is? We are all one, all local servants, and should be treated the same.

I think the Bill was narrow in scope for a reason—possibly for the reasons that I will touch on in a moment. My hon. Friend makes a strong point, in principle. One could argue for it under the dictum that what is sauce for the goose is sauce for the gander. Of course, it is open to my hon. Friend and others to consider authoring amendments as the Bill progresses through this place and the other place. I will leave that to him.

Let me turn to what the Bill is about—actually, let me touch for a moment on what the Bill is not about, because I think that is almost as important to stress. This is not a Bill that says, as a matter of guiding-star principle, that in the local government sector being paid more than £100,000 is a bad thing. Anybody who works closely with their local councils—irrespective of tier, but particularly although not exclusively with the unitary and/or upper-tier authorities—will know that in many respects senior officers, who in the main are the people who would command that level of remuneration, are in effect running large divisions of a multi-facing business. If we are to expect high-quality public services delivered efficiently and robustly, local government of course needs to be able to attract the brightest and the best.

One could argue, from the point of view a public service ethos, that working for the public good is of itself remuneration enough. But that will not convince the gas board, the water company or the mortgage company: “I can’t pay you this month or this year, but I am working in local government, so there’s a lovely warm and fuzzy feeling around me. Please take that as payment in lieu.” The bills need to be paid.

This is not about castigation. It is not about asserting, as is sometimes erroneously trumpeted, “Oh, everybody is paid far too much in local government.” Far from it. All of us who work closely with local government—I have the privilege to do so as both a Member of Parliament and a Minister, and colleagues on the Committee will do so with their local officers—usually come away entirely impressed by the devotion to duty, the wisdom and the commitment to public service that officers bring.

I am sorry to hear about that case, and if the hon. Gentleman wishes to write to me giving details of the business, I will of course look into it. As for Storm Henk, 2,241 properties have been identified as eligible for grant support. That covers 16 upper-tier local authorities, and to date payments of £788,743 have been reported by authorities to impacted householders and businesses. There always has to be a rubric in these cases, and this issue will be considered during the flood recovery framework review, on which, as I have said, we will report back to the House. However, the offer is there: if the hon. Gentleman wishes to write to me, I will happily look at what he has to say.

Whiston has been flooded repeatedly over the past decade, and there is a huge ongoing issue, but Rotherham council recently approved the building of 450 new homes there. Whiston Parish Council, which is independently aligned and thus not party political, called a special public meeting about the plans, which show water running uphill—which I believe it does not do—and floodwater draining into a non-existent stream. This surely demonstrates that Rotherham Council does not understand the issue of flooding. Does my right hon. Friend agree that all councils, including Rotherham, have a responsibility not to build on floodplains?

The evidence of the reduction in regional inequalities is perhaps most marked in Teesside and the Tees valley where the Conservative Mayor Ben Houchen has been responsible for overseeing an economic renaissance, renewed foreign direct investment, and improvements in public health and education. The message is clear: if we want levelling up to work, we need to elect Conservative mayors in May.

T5. The Minister will be aware that Labour-run Rotherham Metropolitan Borough Council has recently given the go-ahead for developers to build hundreds of new homes at Highfield Park in Maltby on land that has always been greenfield. What he might not be aware of is that the developer has given thousands of pounds to the local Labour party, which none of the councillors voting on the issue declared. What can he do to ensure that such greenfield sites are not wantonly given over to developers?

I am sorry to hear about the challenges that my hon. Friend has seen in Rother Valley. It is one reason that more Conservative councillors need to be elected on to Rotherham Metropolitan Borough Council for the future. We are absolutely aware that there are challenges. We need to build more houses and in the right place, and the best way to do that is by getting a local plan in place, and by the councils that are responsible for that engaging properly with their communities about it.

I beg to move, That the Bill be now read a Second time.

Before proceeding to the heart of the Bill, may I offer a few words of thanks to those who have laboured long in this field? We all know that leasehold and freehold legislation has preoccupied the House not just in this Parliament, but in many Parliaments in the past. Indeed, in the 1860s, 1870s and 1880s, much of the House’s time was taken up debating the finer points of such legislation. I was once described as a young man in a hurry. I am now an old man, but I am still in a hurry, in order to make sure that this legislation makes progress and that we liberate leaseholders from many of the unfair practices to which they are still subject.

I will say a bit more about that in a second, but I want first to say a special word of thanks to my predecessors as Secretary of State, who helped to issue the consultations and lay the groundwork for the measures that we are introducing today. I thank my right hon. Friends the Members for Newark (Robert Jenrick) and for Bromsgrove (Sajid Javid), but in particular I thank the late James Brokenshire, who did so much work to get us to this point. Having thanked them, I cannot but thank my hon. Friend the Member for Redditch (Rachel Maclean), who was a brilliant colleague in the Department and did so much of the heavy lifting to ensure that this legislation was ready to be introduced. She has been a brilliant colleague and a great Minister in so many ways. All the good things in the Bill are down to her; anything that is lacking is down to me.

I also thank members of the all-party parliamentary group on leasehold and commonhold reform, who have worked so hard for so long to ensure that the ground could be laid for today’s legislation. I thank the hon. Member for Ellesmere Port and Neston (Justin Madders) for his work and, in particular, his predecessor, the former MP for Poplar and Limehouse, Jim Fitzpatrick. I must thank the Father of the House, my hon. Friend the Member for Worthing West (Sir Peter Bottomley), who has been the single most consistent and bravest voice in standing up for leaseholders. I also thank—even though she is not in the Chamber—the hon. Member for St Albans (Daisy Cooper), who speaks on behalf of the Liberal Democrats and has contributed to the work of the APPG.

The APPG would not have been able to do its work without the Leasehold Knowledge Partnership. In particular, I thank Martin Boyd, who has been hired by the Government to head up our Leasehold Advisory Service, and Sebastian O’Kelly. Both have contributed to helping leaseholders and providing them with the advice and counsel they need to navigate this tangled landscape. I also thank the campaigners, some of whom I had a chance to talk to earlier, who have been indefatigable in making it clear that the law needs to change. I thank, in particular, Katie Kendrick, Cath Williams and Joanne Darbyshire, all of whom have made an impeccable case for change throughout.

What is the problem that we are trying to solve? Basically, it is this: leasehold as a form of tenure is essentially a deal where someone is invited to buy a home and then, instead of becoming a full homeowner, they are treated, or can be treated, as a tenant. It is a fundamentally unfair system and a fundamentally inequitable tenure, because those who buy flats and—increasingly, in recent years—houses, in good faith, paying market rates, assuming and hoping that they would be homeowners in the fullest sense of the word, have found that, rather than being homeowners, they are at the whim of the ultimate owner of the freehold, who is in effect their landlord.

In the past, there were justifications. There were cases and examples where those who held the freehold operated in an enlightened and paternalistic way. For example, the freehold of properties was sometimes held by trade unions or other enlightened organisations that would ensure that the common interests of all those within a particular building were looked after. It is still the case that some landowners and freeholders take their obligations towards leaseholders seriously, ensure that the service charges are levied in an appropriate way, keep the ground rent at an appropriately low level, and ensure that the building is maintained in a good state of repair. However, individual leaseholders should not simply have to rely on the good will and good character of whoever the freeholder is; they need better protection in law, which is what we seek to achieve with the Bill.

Many of the leasehold homes in Rother Valley were built by the National Coal Board to provide homes for miners and their families, with the intention that the ground rent would be peppercorn, but since the closure of the pits many of those freeholds, especially in areas such as Thurcroft, Wales and North Anston, have been sold to private developers who are taking advantage of their leaseholders. For example, in Thurcroft, leaseholders were forced to represent themselves in court when the freeholder tried to raise the ground rent from £10 a year to £2,500 a year, which is absolutely shameful. How can we ensure that freeholders must act reasonably, and not stray too far from the spirit of the original legislation?

My hon. Friend is absolutely right. The miners’ families and their descendants, whom he represents so well, were originally in homes that the NCB established to ensure that those in the pit villages he represents would have a proper landlord, providing stewardship, care and support, but as he rightly points out, the freehold ownership has subsequently been used not as an obligation towards the leaseholder but as a commodity to be traded. More and more freeholds are in the hands of entities, often based offshore, that regard them as a licence to extort from the leaseholder, rather than as an obligation to be discharged.

I thank my hon. Friend for her intervention and commend the work she has been doing in the town centre to bring some of those buildings back into use; they have such an important role. I know that Stafford faces challenges similar to those faced by many of the high streets across Staffordshire and the country, so I very much commend the work that my hon. Friend has been doing to raise these issues and encourage new usage in Stafford town centre.

We have been working hard in north Staffordshire—in Stoke-on-Trent—to attract Government funding. It is good that levelling-up bids and, indeed, the bids for the restoring your railway fund require the sponsorship of MPs for local projects to win national funding. We often see a bigger picture and are able to raise the hopes and concerns of constituents at a local level more broadly. It seems to me that the bigger picture is what the Office for Place is really all about. The bigger picture I see is that ceramics is not just our past, but our present and our future. Industrial heritage properties give our city a sense of place, but it is manufacturing, of which ceramics is most emblematic, that gives our city its sense of purpose.

It is that sense of purpose that means that our place in the world is more than just a kind of permanent stage, or a film set for a period drama. Of course, it is excellent for those purposes too—from time to time—but we cannot live in a period drama, and particularly not a gritty one. I am sure that the Office for Place gets that and recognises the huge potential of cities like Stoke-on-Trent, which have grown faster economically than other areas in recent times. I hope it shares my excitement that the UK has overtaken France to be the world’s eighth-largest manufacturer. Industrial decline must be left as a fiction for the movies.

The renewed sense of purpose in the manufacturing of our world-class goods is key to levelling up our city, and the sense of pride that we take nationally in our manufacturing base helps to drive that purpose locally. We like the fact that people all over the world still place extra value on ceramic goods that have “made in Stoke-on-Trent” written on them. I emphasise to the Minister that it is important for her to think of her mission as levelling back up, reversing decline and restoring our heritage and skillset to where they belong, which is at the very forefront of international manufacturing, engineering and technology. It is that rooted sense of purpose that built what is now our industrial heritage in the first place.

If the Minister were to walk around the Longton conservation area with me—she is very welcome to do so; I invite her to join me—she would see that that sense of purpose is still there in part, just as our sense of place is still there in part, but that it needs to reach its full potential. In the Potteries tradition, there are fantastic manufacturers of ceramic wares, such as Duchess China 1888, which makes world-class tableware that can be bought in the House of Commons shop, and across the road from that firm we have Mantec Technical Ceramics, which makes an array of advanced, technical and specialist products.

The Minister will know, because I say it often enough, that the gross value added of the ceramic sector has doubled in real terms since 2010. Its revival, and the revival of our wider local economy, is keeping alive heritage buildings that would otherwise be in the same state that the Crown Works is sadly in, following the loss of the famous Tams business, which occupied it until the financial disaster of the last Labour Government saw it close.

The Crown Works is a landmark building that I have been determined to save from gradual dereliction and all-too-frequent arson attacks. I cannot thank the Department, or indeed the Prime Minister, enough for the levelling-up fund. It has enabled me to work with the city council and OVI Homes to get together a scheme to save this heritage asset by repurposing it as retirement housing, which will in turn mean greater footfall and more town centre living. Thankfully, we are now seeing actual delivery at the Crown Works, which is the necessary final step.

As MPs for Stoke-on-Trent, we have frankly busted a gut to secure much-needed funding for a range of schemes across the city. We have had to watch with frustration as covid lockdowns and inflationary pressures delayed so much of what we believed, and were promised, could have been delivered by now. I hope the Government will look carefully at what has been delayed and work with councils— a number of councils, not just ours—to adjust the timeframes for the delivery of projects that sadly could not be met for reasons that were totally out of our control.

I am particularly keen to get the accessibility improvements for Longton railway station finalised and under way. If we look at the visitor numbers for the Gladstone Pottery Museum, and then the numbers of passenger entries and exits at Longton, we see a correlation in the ups and downs. If we look at the visitor surveys, we see causation too, with visitors opting to take the train to Longton and walk up to the museum. Perhaps as much as half the passengers who have used Longton station recently have been visitors to the museum. Preserving the beauty of this cherished asset, even with all its warts—such as the recent saving of its rare sash windows from a bygone age of long-outlawed industrial practices—is integral to Longton’s wider success as a must-see destination and working centre of contemporary manufacture. It is a living destination, steeped in the full narrative of ceramics history.

By preserving our unique industrial heritage, we continue to attract today’s leading international ceramicists—practitioners who could base themselves anywhere in the world—to Stoke-on-Trent, as the authentic world capital of ceramics. However, Stoke-on-Trent, including Longton, is sadly also an area of multiple deprivation, and we had been running up a down escalator just to stay still—never mind advance—even before covid hit. The council tax base is the second lowest in the country after Hull, which poses significant challenges in leveraging restoration funds from the private owners of heritage buildings. Of course, the Government understand that, because they have granted us national funding to help, including funding to reinstate residential accommodation above shops.

The delivery of schemes is now key. The schemes will be sustainable if, alongside wider public realm improvements, they encourage people to use the buildings that are saved on Market Street, Commerce Street, and up to the Gladstone Pottery Museum, for interesting new business and residential uses. Currently, though, the pedestrian journey between the station and the museum is unacceptably poor. Longton station has steps, but not lifts or ramps, and the historic Victorian ticket hall is boarded up—the transforming cities fund is supposed to be unlocking it. Transport is not the Minister’s Department, so I will not rehearse my frustrations with Network Rail and the council with her, except to say that if she wants to see a case study of how delivery has been stymied by covid, by inadequate resourcing and skillsets and by the intransigence of other bodies, she could use Longton station as an example.

The Government are driving levelling up by enabling funding, but they have caught councils and other bodies on the hop because submissions for funding are often reactive to the funds and are not part of an active wider local agenda that is driven by a coherent sense of purpose. I get why that is—the Government want to deliver on national priorities for their own sense of purpose in levelling up—but many councils do not have local schemes that are remotely shovel ready and perhaps bid for funds without really knowing how they will deliver them if something goes wrong. Some councils are not resourced to meet the match funding requirements of some national schemes, and some lack the specialist officers or the time to deliver what is agreed, for whatever reasons.

My hon. Friend is making an incredibly important point about councils not having the plans in place to move forward. In Rother Valley, for instance, the Land Trust had quite a detailed outline plan in place for Dinnington high street, so when the levelling-up fund went ahead we could bid for it, but other high streets in Rother Valley such as those in Thurcroft, Swallownest and Maltby do not have that outline plan; the council has not done it, which means it cannot bid for the money. Does my hon. Friend agree that councils should have a duty to put together outline plans for all our high streets—heritage and otherwise—to ensure that when pots of money become available, they can secure them?

I have the greatest respect for the hon. Gentleman, but the reality is that he cannot suggest that only a fraction of buildings are covered by the developer contract. Just in the past two weeks, it has been confirmed that more than 1,100 buildings will be fixed, with £2 billion of work covering 44 different developers. There will be more announcements in due course, but where individual leaseholders have concerns about moving those buildings forward, we are happy to hear about them, but extensive Government support schemes are already in place to allow remediation to occur without waiting for the conclusion of these developer discussions.

I was delighted that my Department could provide more than £200 million of additional funding to 16 transformational capital regeneration projects, including Rotherham’s vital bid to regenerate Dinnington and Wath upon Dearne. My officials will be working closely with applicants to ensure that these projects can kick-start regeneration in these local areas as quickly as possible.

I welcome the Minister’s response, and it is great news that Dinnington high street got £12 million from this new pot of money. Can she confirm that she will also look kindly on further bids, when I bring them, for my other high streets, such as in Maltby, Thurcroft and Kiveton? Will Rother Valley still be eligible for round 3 of the levelling-up fund, as we got this money from a different pot?

My hon. Friend is a fantastic champion for Rother Valley, and I know that two of his councillors who have been championing this project are sitting in the Gallery—Councillor Ball and Councillor Mills—and I thank them for their dedication. This project is due to provide almost £20 million for local regeneration schemes, including in Dinnington and Wath upon Dearne, but that is of course in addition to Rotherham’s two successful levelling-up fund schemes in the first round, worth a total of £39.5 million. Labour let the Rother Valley down, but the Conservatives are levelling it up.

T5. Home ownership is an important milestone in many of my constituents’ lives. Many have excitedly bought new build homes, particularly on the Harron Homes estate in Wickersley, or the Redmile estate in Aston, only to move in and find major problems that developers are refusing to make good. Does the Secretary of State agree that they should rectify them immediately?

That sort of behaviour is completely unacceptable. I thank my hon. Friend for bringing it to our attention. We are committing to providing buyers of new build houses with strong powers of redress. We have legislated to establish the new homes ombudsman scheme in the Building Safety Act 2022, membership of which will be mandatory for developers.

I rise to celebrate the Budget. Madam Deputy Speaker, as a fellow South Yorkshire MP, you will know that there was joy, singing and the happy ringing of bells in Dinnington on the news that the Budget provided £12 million, under the capital regeneration project, out of a pot of £20 million given to Rotherham, to rejuvenate and revitalise our high streets.

As I am sure the House will know, the regeneration of Dinnington high street is something I have spoken about for years. Unfortunately, the Labour-led Rotherham Metropolitan Borough Council bid for levelling-up funds for Dinnington failed twice. We got £11 million, with £4.5 million for Maltby, but Dinnington was failed and let down. Our bid should never have been put in with the library in Wath; it is not the same project.

When I found out that our bid for the high street had failed, I went to the Levelling Up Secretary, the Chancellor and even the Prime Minister himself to say that Dinnington needs this money. The Prime Minister visited Dinnington last June when he was the Chancellor of the Exchequer. He saw at first hand where the money would go, the need to take out the burnt out building, and the need to revitalise the high street and open up the markets. The Government have delivered for the people of Rother Valley and the people of Dinnington.

Why could we deliver? We could deliver because of a combination of work: work by me, but also by ward councillors and other groups, such as the Dinnington St John’s Town Council, led by Councillor Dave Smith, and the Dinnington Land Trust, with David Dixon and Dave Johnston, who combined to put together a neighbourhood plan for Dinnington, so that the high street project could be looked on favourably by the Government. The reason we had not had the investment for Dinnington high street and other areas in Rother Valley for so long was that there were no masterplans for Dinnington, no masterplans for Maltby, no masterplans for Thurcroft and no masterplans for Swallownest. We were waiting and waiting and waiting for them from Rotherham Metropolitan Borough Council, but we did not get them, so we took the matter into our own hands. It was because of that that we could get the money for our high streets. When I was elected in 2019, I made a promise that I would get the money for Dinnington high street. This Budget has delivered for the people of Dinnington.

The £12 million for Dinnington is just the start. There is so much more to do on Dinnington high street—for example, reopening a police station on the high street—but we need further plans for places such as Maltby, Thurcroft and Swallownest. I want the Government to work with me to get more money for our high streets across the area, because we clearly cannot let this situation continue. We cannot rely on Labour-led Rotherham Metropolitan Borough Council to provide the plans for these areas, because it has not done them. That is why, when I had my meetings with the Chancellor, the Prime Minister and the Levelling Up Secretary, I said again and again that we needed this money for Dinnington. This Conservative-led Government have delivered for the people of Dinnington and that is so important in this Budget.

The Budget is so important for the people of Dinnington and Rother Valley. At last we have hope that our high street—the beating heart of Rother Valley—will be revitalised. It will be a long battle to get the planning permissions, the possible compulsory purchases and all the consultations. I want the Government to work with me to ensure that, now the £12 million is in Rotherham’s bank, it is spent fully on Dinnington high street and its people to truly level up, as this Government promised and are delivering.

I am grateful to the hon. Member for Bootle (Peter Dowd) for the brief, tantalising preview of what is to come. The levelling-up fund is allocated according to objective criteria, including value for money, strategic fit, deliverability and the characteristics of place. I am therefore delighted that places such as Rotherham, Liverpool and Newcastle upon Tyne have already secured funding through our levelling-up funds, which include the towns fund, the levelling-up fund itself and the previous local growth fund.

I welcome the £11 million from the levelling-up fund that has already gone to Rother Valley, including £4.5 million to transform Maltby, and I am glad that Rotherham Council is again putting in another bid for Rother Valley to get another £9 million for Dinnington High Street. Can the Secretary of State tell me what future funding pots will be available for other parts of Rother Valley, so that the whole of the constituency can be levelled up, especially the likes of Thurcroft, Swallownest and Kiveton Park?

My hon. Friend is right that there has already been significant investment in Rotherham. Of course, one of the beneficiaries of that is the shadow Defence Secretary, whose impassioned advocacy on behalf of his constituents has not gone unheard; however, there are a number of communities in Rother Valley. The community ownership fund, which we will be expanding, is just one route, and I hope that my hon. Friend will be able to take it with me to ensure that the villages and communities that he serves get the services they deserve.

It is a pleasure to take part in this great debate on the Budget, which gets to the heart of what this Government do —levelling up. Levelling up is so important for Rother Valley and the people living in my constituency. There has been debate about what levelling up is. To me, it is about creating opportunities. It is about the job creation and wealth that we deserve in the north, which other places in the south have historically had.

I often think we should treat levelling up as we would treat a natural disaster. We need that emergency aid pumped in—the short, sharp injection of cash—but, more importantly, once the cameras have gone, we need the long-term support of aid for skills and training. Some of my constituents have said that Rother Valley is a bit like a natural disaster, having been ruled by Labour for 101 years, but, at last, this Government, with the Chinook helicopters flying over, is coming to the aid of levelling up in Rother Valley.

I welcome this move, looking at both the short-term and long-term funding. I am incredibly pleased that this Government are investing in Rother Valley. With Rother Valley and Rotherham council, we put in two bids for the levelling up fund—divided bids, but bids that would cover levelling up—to cover both the short, sharp measures and the long-term growth measures that we needed. That follows my 2,000-person parliamentary petition, my Adjournment debate on levelling up, and the other work I have done convincing Rotherham council to invest in our area.

I am pleased to say that one of those bids was successful; we have a £4.5 million grant for Maltby Academy, which will create an incubator space for skills and apprenticeships. The Gulliver’s Valley skills village will create training and areas of accreditation in hospitality, creating jobs, and Rother Valley Country Park will be overhauled to help to create new jobs and new leisure receipts in the area.

Those are the overarching measures we need to create long-term growth. Skills and jobs: that is what the £11 million levelling up pot does for Rother Valley, and I am incredibly pleased. It is on top of all the other measures the Government have announced on long-term skills and the desire to create more jobs, whether that is the £570 million given to South Yorkshire for much-needed transport, or cutting the taper rate by 8%. That is putting more money in people’s pockets, showing them that the Conservative Government is on the workers’ side. Only by getting jobs and prosperity can we level up our areas, and this Government are doing that.

However, I must say I am mildly disappointed that our bid for £9 million for Dinnington High Street was not successful. For me, that would be the much-needed short, sharp injection of cash to the high street. When the then Secretary of State for Housing, Communities and Local Government, in charge of levelling up—my right hon. Friend the Member for Newark (Robert Jenrick) —toured Dinnington High Street with me, he witnessed the burnt-out building opposite my office. I noted in the prospectus for the levelling-up fund that there was even talk of using the money to get rid of burnt-out buildings. The fund is designed for areas such as Dinnington in Rother Valley. So I hope that, in spring, working with the Dinnington Land Trust and Dinnington’s council, Rotherham’s council will put in an even stronger bid for that money. I know that I have great guarantees already from this Government that we have had one bite of the cherry but there are two more to go. I will be working with this Government to make sure that in the next round our bid for the levelling-up fund is even stronger, so that we can have that money we so need.

Overall, this Budget is giving us long-term measures to help look after areas such as Rother Valley and areas across the north of England. I also make a plea to this Government: do remember those short, sharp injections of cash we need in Rother Valley as well for our high streets, not just in Dinnington, but in Maltby, Thurcroft, Aston, Swallownest and across Rother Valley. Together, we will overturn this natural disaster and improve Rother Valley for everyone.

As we build back better from the pandemic, we are transforming our high streets into the kind of places that people want to call home for generations to come. Last week, the Prime Minister announced the last 15 of our 101 town deals worth £2.4 billion, alongside launching our £150 million community ownership fund and our high streets strategy. That set out a vision for cleaner and more vibrant high streets where entrepreneurs can thrive and local businesses are supported, with permanent al fresco dining and where derelict eyesores are transformed into quality homes.

We have already committed over £430 million of investment in the south-west alone through the getting building fund, the future high streets fund and the towns fund. My hon. Friend and I have spoken many times about Exmouth and I visited the town with him a year or so ago. It is exactly the kind of place that these funds were designed to support. I very much look forward to reviewing the advice from my officials with regard to the bid for the levelling up fund, and, if it is a successful bid, to seeing positive change for his constituents in the months and years ahead.

It is great to be able to announce that after a long campaign through my parliamentary petition and an Adjournment debate in this House, a bid for the levelling-up fund has been submitted by Rotherham Council to improve Dinnington high street. However, I am greatly disappointed that Rotherham Council has not submitted a bid for other high streets across Rother Valley such as Maltby, Thurcroft and Swallownest. What can this Government do to ensure that Rotherham Council has plans for and improves all our high streets across Rother Valley?
