The Welsh Labour Government’s sustainable farming scheme involves taking 20% of prime Welsh agricultural land out of commission in order to pursue a whole load of nebulous schemes. It will increase food miles, and will reduce our ability to feed ourselves.
One of the best ways we can support people with the cost of living across Wales is by supporting businesses. Does the Minister agree that the Welsh Labour Government, propped up by Plaid Cymru, should do more to support hard-working farmers on Anglesey, such as Richard Jones and his family dairy, Maelog Jerseys, in Llanfaelog?

Commons ChamberI thank the Backbench Business Committee for supporting this important debate, and I thank the excellent Chair of the Welsh Affairs Committee, my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb). We have heard some fantastic speeches across a broad spectrum.
Some of the oldest churches on my island constituency of Ynys Môn are to be found on the coast, at places like Llaneilian, St Seiriol, St Padrig and St Cwyfan, otherwise known as the “church in the sea”, by Aberffraw—it is arguably one of the most beautiful spots in Wales. The early Christian communities settled there because the missionaries who carried the gospel to Ynys Môn arrived by sea and built their simple churches where they landed.
Much like Dewi Sant, who we celebrate tomorrow, these missionaries left an indelible mark on Ynys Môn and the whole of Wales. Many of our place names stem from the age of the saints. The many villages whose name begins with “Llan”—Llanfaethlu, Llanfachraeth, Llanddeusant, Llanbedrgoch and so many more—give us a clue to their origin. The ancient Welsh word “llan” means a clearing in the trees where a church was built.
Some 1,500 years of the Christian church’s existence in Wales has left a positive mark on language and culture, on history and geography, and on the values of the people, for which we have Dewi Sant and the many other missionaries of the Celtic age to thank. What many do not realise, however, is that we have the Christian faith and a British monarch to thank for the survival of our Welsh language. In 1588, Queen Elizabeth I, who spoke Welsh, among other languages, and was descended from the Tudors of Ynys Môn, commanded that the Bible be translated into Welsh. That translated Bible gave us the endearing story of Mary Jones, whose Christian faith was so important that she saved for five years and walked 26 miles just to purchase a Bible in her native tongue. In the 18th century, it was the same Welsh Bible that clerics such as Griffith Jones from Llanddowror used to provide Welsh literacy skills to children and adults alike, long before the state had even contemplated building schools. Thus, the Bible became a key tool to teach literacy, as well as religion.
The Welsh language is spoken by nearly 60% of the population of Ynys Môn and for many it is their first language. It is the language in which most council and public sector meetings are conducted, and the language we hear spoken in the streets and shops of Amlwch, Llangefni and Caergybi/Holyhead. It is important to me and my constituents that we preserve our language and culture, which is why I use specially-commissioned bilingual headed paper to write to my constituents. It is also why I have a Welsh website as well as an English one, and why I produce bilingual newsletters and use excellent local translators Alun Gruffydd, Ceri Hughes and the team at Bla Translation in Llangefni when I need to.
Although I grew up speaking English, because my father had to leave Wales to find work, I am doing all that I can to promote and preserve the native language of Ynys Môn. I continue to learn Welsh, and I read my oath of allegiance to this House in Welsh. I also support Anglesey Council’s applications for UK Government funding, for example, from the community renewal fund, which is used to promote and support the Welsh language on Ynys Môn.
Above all else today therefore, Mr Deputy Speaker, Dydd gŵyl Dewi reminds us of the impact that faith has had on Wales. Much as the wind and the rain has shaped the Welsh landscape, so the Christian Church has shaped the character of the nation and a British Queen preserved its language. Diolch yn fawr.

Commons ChamberMy hon. Friend is absolutely right. It is disgraceful that pubs in Wales are going to be paying, on average, thousands of pounds more in business rates because the Welsh Senedd Government have not passed on the money that has been given to them by the UK Government, and it is disgraceful that small tourism businesses are facing a tourism tax levy. If the Welsh Government want to focus on the priorities of small businesses and communities in Wales, they should indeed scrap the plan to spend £140 million on extra Senedd Members.
Does my right hon. Friend agree that one of the best ways in whichthe Welsh Labour Government can help with the cost of living is by helping businesses create jobs and supporting employers, such as the iconic Lobster Pot on Anglesey, rather than increasing business rates punitively and increasing the number of Senedd Members by a staggering 60%?
My hon. Friend is absolutely right. She is a huge champion of businesses in her constituency, and it is a shame that the Senedd does not look to her example of championing businesses instead of imposing all sorts of extra taxes, while—as she mentioned—wasting money on schemes such as creating extra Senedd Members and bringing in road charging on the M4. Even my own Labour council is suggesting bringing back Severn bridge tolls.

Commons ChamberDevolving the Crown Estate would be very risky for Wales, given that at present the revenue spent by the UK Treasury is invested across the whole United Kingdom, but I can assure the hon. Gentleman that this UK Government will be committed to seeing renewable energy spread across the UK, alongside our other priorities of halving inflation, cutting debt, ending small boat crossings and reducing NHS waiting lists in the areas where we are responsible for doing so.
Anglesey leads the way in renewable energy but it is being let down by poor connectivity. This week the Britannia bridge closed suddenly and, given that there is a 7.5 tonne limit on the Menai suspension bridge, that created chaos. Does the Secretary of State agree that Labour in Cardiff should be focused on building a third crossing?
My hon. Friend is absolutely right about this. The Welsh Labour Government need to start building roads and start building bridges as well.

Commons ChamberIf I ever decide that I want to have lessons in sound management of public finances, I probably will not be asking the Scottish National party. The Welsh Labour Government have had a real-terms increase in spending over the spending review period, and it is for others to answer for why they are unable to deliver the same level of healthcare and education, why they are not building roads, and why they are spending the money they are getting on paying the legal bills of asylum seekers.
Under this UK Government, my constituency has been awarded £17 million from the levelling-up fund to regenerate Holyhead, £20 million to refurbish the Holyhead Gateway, £16 million from the shared prosperity fund, £2.7 million from the culture recovery fund, hundreds of new jobs at the inland border facility, £175 million for the RAF Valley, and now Anglesey has freeport status, with the potential to create 13,000 jobs and £1 billion to the economy. Does the Secretary of State agree that this Conservative UK Government are determined to level up places such as Anglesey in north Wales that have been forgotten by Labour in Cardiff—

Prynhawn da. It is a pleasure to serve under your chairmanship, Mr Hollobone, in this important debate. I would like to say congratulations—llongyfarchiadau—and put on record my thanks to the UK Government for a Budget that is good news for my constituents on Anglesey, for Wales, and for the UK.
Before the Budget was announced, the Finance Minister in the Labour Government in Cardiff stated that:
“The Chancellor has the powers to…ease the challenges being experienced by households and businesses”,
and to
“support those most vulnerable—including practical actions to support people with energy costs, housing needs and welfare benefits.”
The Chancellor delivered. The energy price guarantee was kept at £2,500. There were new childcare plans to help working-age people get back into work, with 30 hours’ free childcare for children aged from nine months to four years—in England, at least; I understand there is still some doubt about what Wales will do with its share of the funding. I hope the Minister will enlighten us in his closing remarks. There is a new universal support scheme to help disabled people who want to work to do so, worth up to £4,000 per person.
Housing is a devolved matter. However, the Labour Government in Cardiff could have used some of their £155 million underspend, instead of always asking UK taxpayers for more and more money. I am delighted that the Chancellor delivered way more for Welsh people in the spring Budget than would have been delivered under the relatively low aspirations of Labour.
The hon. Lady raised the matter of housing. It is worth considering the local housing allowance, the perimeters of which are set by the UK Government. Does she share my concern about a constituent of mine at Aberllenfenni, who faces an increase of £150 month in rent set by her landlord? No more can be paid in local housing allowance, because that is set at a lower level, at 25% of private rents. Does she agree that that should be raised by Westminster to 30%, to support people in private rental arrangements?
I thank the right hon. Member for her intervention. My concern is that Labour in Cardiff should be building more homes that people want, in locations where they want to live, including for young people starting off their life.
In addition to delivering the day-to-day support that people need with the cost of living crisis, caused by Russia’s illegal war against Ukraine, the UK Government have delivered hope, and a promise of long-term prosperity in Wales. We need to grasp that with both hands and work together for the benefit of the Welsh people. We have seen what working together in a constructive way means for Wales. It means a freeport on Anglesey, with 13,000 new jobs and £1 billion in economic investment.
The Budget is an example of how this Conservative Government are investing in Wales, and levelling up communities both north and south. Families across north Wales see that the UK Government, rather than the Labour one in Cardiff, are supporting the region with long-term investment and good-quality jobs. I was delighted that £20 million for the refurbishment of the Holyhead breakwater was announced in the Budget. That investment in a vital piece of infrastructure is important if we are to keep Holyhead from flooding, and are to attract new investment to the port—the second busiest roll-on, roll-off port in the UK. That follows the announcement of £17 million from the levelling-up fund to regenerate Holyhead town centre.
The funding will attract new investment and good-quality, long-term job opportunities for local people across the whole island. It will give Ynys Môn a new lease of life, and turbocharge the island’s economy. My island has one of the lowest levels of gross value added in the UK, with high levels of temporary and seasonal work. Every year, we lose young people, who move in search of decent employment elsewhere. My dad had to leave Wales to find work. These investments will ensure that other young people do not have to leave Wales. The UK Government are investing to protect our island’s communities and our Welsh language.
It is the nuclear energy announcements in the Budget that will have the greatest long-term impact on the people and economy of Ynys Môn, and across the whole of north Wales. That point was highlighted when the Chancellor mentioned Ynys Môn in his speech. Earlier this month, I wrote a letter to the Prime Minister, co-signed by 57 of my right hon. and hon. Friends, asking him to push ahead with Great British Nuclear, and to make new nuclear energy part of our green taxonomy. The steps the Chancellor took in the spring Budget underline the Government’s commitment to our long-term energy security and net zero. With energy independence and jobs in new nuclear, alongside renewable energy production, this country can become a more prosperous and balanced economy.
The Budget was overwhelmingly positive for nuclear in the UK: there was the launch of Great British Nuclear, and the labelling of nuclear as environmentally sustainable in the green taxonomy. It was also great to hear the Chancellor’s commitment to nuclear providing a quarter of Britain’s electricity. That means a massive ramp-up of new nuclear projects on a scale that we have not seen for a very long time. What does that mean for Wales? It means opportunity. GBN will make the delivery of new nuclear projects, including in Wales, much more efficient, enabling us to build vital new stations more quickly than ever before.
I welcome the announcement by the Government on Great British Nuclear, belated though it is, but does the hon. Lady think it is certain? If so, perhaps she would like to say on what date nuclear on Wylfa will be given the go-ahead.
The last time a nuclear power station was invested in and built was under a Conservative Government. As the hon. Member will know, we have a huge energy statement tomorrow in the Chamber; I would not want to pre-empt what the Minister will say.
GBN means jobs and investment in areas that are calling out for them, including my constituency of Ynys Môn. I want good jobs for hard-working people—jobs that support Welsh communities—and nuclear can deliver that. Wales can be a centre of energy innovation. In the Budget, we learned of plans for a small modular reactor competition. There is already a long list of companies looking to Wales to house these game-changing stations, which will help decarbonise not only the power grid, but energy-intensive users in the heavy industry sector. We need these projects to come to Wales, but of course we need to attract investment.
Giving nuclear the green label will drive crucial investment. Nuclear has the lowest life-cycle carbon intensity, lowest land use and the lowest impact on ecosystems of any electricity source, according to the United Nations Economic Commission for Europe. If that does not attract investment, I do not know what will. Wales has a world-class site in Wylfa and Trawsfynydd at its disposal. It is essential that we make the most of those sites; it would be a huge missed opportunity if we did not. Over the next decades, there will be a significant ramping up, with new nuclear projects across the UK, facilitated by Great British Nuclear. Wales can and should be part of these plans, and the Budget was a big step forward, but there is much to do.
This Budget has delivered for Wales; it is way more than the hand-to-mouth support that the Labour Government in Cardiff asked for. It has paved the way for long-term sustainable growth and employment in Wales, for levelling up parts of Wales that have seen little interest or investment from Cardiff in the past 20 years, and for an economic revolution in Ynys Môn.
It is clear from the evidence provided by the Welsh Government that we receive substantially less funding via the levelling-up fund than we did as a member of the EU. The Minister for Economy quoted a figure of £1.1 billion less. What does the hon. Member have to say about that?
That is simply not the case. I will highlight the way that north Wales has been treated by Labour. In the past six months, it has been deprived of one of the two bridges connecting it to the mainland. It has seen abject failures in the devolved health service, and suffered over 700 job losses with the closure of 2 Sisters in Llangefni. While Labour MPs sit there and complain about our Budget, let us look at the actions their own Welsh Government, in co-operation with Plaid, have taken to support my already deprived community through these challenges. They have refused to compensate the businesses that suffered significant losses as a result of the closure of the Menai suspension bridge—a closure that, I hasten to add, resulted from failures in its maintenance programme. They stalled on funding a much-needed GP co-location in Holyhead, which would have helped people who have struggled for years with a health board that is in and out of special measures. With their £155 million underspend, they could have stumped up the funding for some of those 700 people who lost their job at 2 Sisters in Llangefni to travel to another plant and continue working for a few months. They chose not to.
The only reason why Labour MPs are unhappy is because they cannot face the fact that the UK Government are delivering on their promises to the Welsh people in a way that Labour has abjectly failed to. I commend the Budget and the difference it will make to people across Wales, particularly in my constituency of Ynys Môn. Diolch, Mr Llefarydd.

Commons ChamberI certainly know that the Chancellor and the Treasury have been having discussions with businesses in Wales about what support can be given, but I would be perfectly happy to meet the hon. Gentleman and that business in his constituency to see what further support can be given.
Dydd gŵyl Dewi hapus. Businesses on Ynys Môn have been impacted by the cost of living crisis, compounded by a lack of investment in key infrastructure. With the cancellation of plans for a third Menai bridge, it is clear that Labour and its Plaid chums in Cardiff would rather Anglesey was on a road to nowhere. Does the Secretary of State agree that a freeport on Anglesey would demonstrate that my constituency is on a superhighway to the future?
I pay tribute to my hon. Friend, who has been a doughty champion for not only a freeport, but a nuclear power station and a third Menai bridge, in her constituency of Ynys Môn. She must have been as disappointed as I was that the Welsh Labour Government have decided that they will build no more roads in Wales, meaning that her constituents will lose out as a result of not being able to have that vital road connection.
With regard to Northern Ireland, the important thing is to avoid a land border on the island of Ireland between north and south. That is what it is crucial to achieve in getting the right framework for the arrangements in Northern Ireland, and the businesses there that trade across that border on a daily basis, with complex supply chains need, and value that access. That is something that the Windsor framework has sought to achieve and, I believe, delivers. It is not about the macro issue of membership of the European Union; it is about getting the right mechanisms in place to support businesses and communities in Northern Ireland. I would say to the hon. Gentleman that he knows better than that: he knows that this is about Northern Ireland, and I hope that he can support what we have agreed.
When it comes to our energy policy, the important thing is to focus on our long-term energy security. That means more renewables, more offshore wind, hydrogen, carbon capture and storage and, indeed, more nuclear. Wylfa remains one of the best nuclear sites in the UK, and the strong support from the local community, and indeed my hon. Friend, makes it an attractive site for the UK’s nuclear revival. I know that Great British Nuclear, when that body is up and running, will be taking a very close look at it.

That this House has considered freeport proposals for Wales.
It is a great pleasure to serve under your chairmanship, Mr Vickers. The debate comes at a crucial moment not just for my constituency of Ynys Môn but for north Wales and the whole country. In the coming weeks, we expect a decision on the site of the first freeport in Wales. That will be a monumental moment for Wales, whichever bid is successful, and the potential for boosting the economy of north Wales via a freeport on the Isle of Anglesey is enormous.
It is the privilege of my life to represent the people of Ynys Môn. It is a proud island with a wonderful history, and our ports have long been critical to our success, providing communication and trade links throughout history, from the Roman fort in Holyhead, which was positioned to overlook the port, to Amlwch, whose port and copper trade once made it the second largest town in Wales.
Ynys Môn’s relationship with the sea is well documented. Since the 1800s, the port of Holyhead has been a key link in the chain between the UK, Ireland and Europe. It developed as part of the fastest route between London and Dublin, and is still the second busiest roll-on roll-off port in the UK, but time moves on, and Ynys Môn needs to progress to the next step in its journey. The obvious way forward is the freeport programme.
For several years, I have been leading the campaign to secure freeport status for the island, and over the past six months I have been working alongside a consortium of partners led by Stena Line and Isle of Anglesey County Council to deliver a bid that we can be proud of. Colleagues will also be aware of the work I have done with my north Wales Conservative colleagues—particularly my hon. Friend and neighbour the Member for Aberconwy (Robin Millar)—to raise the prospect of the freeport. Indeed, I have spoken of little else in this place for the past few years, and that is because of the bid’s potential to transform Anglesey. That transformation would truly be life changing for so many people and communities across north Wales. Behind the scenes, I have also been corralling others to join the cause, and I am pleased that more than 40 businesses, local councils and education institutions now support the bid, as well as more than 1,500 residents from across north Wales.
Since the UK Government announced in 2020 that they would use our post-Brexit freedoms to establish 10 freeports, I have been unequivocal about the importance of giving freeport status to Ynys Môn. That is because my constituency faces a range of challenges that are holding people back, the root cause of which boils down to a lack of long-term, sustainable investment. In the 21 years since the Senedd was established, and with a Labour Welsh Government in Cardiff, the island has systematically lost major employers, including Anglesey Aluminium, the Wylfa nuclear power station, Octel and Rehau, which led to huge job losses on the island. That continues to this day with the deeply disappointing anticipated loss of the 2 Sisters poultry plant, and with it around 730 jobs, which was announced in January.
We have seen next to nothing from the Welsh Government to address those issues, and at times it can feel as though there is a reluctance in Cardiff to recognise the urgency of the situation. The damage to the island caused by employers closing their operations does not stop at the tragedy of people losing their jobs; those people have to move away from the island, which in turn means taking their children out of school. The limited availability of jobs means that, for those young people who go through school on the island, there is limited choice, and that choice is often to move away to Cardiff or England. Meanwhile, the island becomes even more dependent on seasonal tourism. No wonder Ynys Môn has one of the lowest gross value added rates in the UK.
Most recently, the announcement that the Welsh Government will not pursue their plans for a third bridge to the island has made our maritime infrastructure even more important. There are two bridges to the island: the Menai suspension bridge is 200 years old and access to it is restricted for safety reasons, and the Britannia bridge is a single carriageway that regularly congests and closes in high winds. Those road infrastructure challenges are a real concern for businesses looking at the island for future operations. They significantly restrict the opportunities for Ynys Môn to achieve its economic potential.
In the light of the decision by the Welsh Government, we have no alternative but to maximise the opportunities offered by our sea routes and maritime infrastructure. I cannot bear to see such wasted potential, and we must do everything we can to ensure there are good-quality, well-paid jobs on Anglesey. That is how we stop our young people leaving, maintain the proud heritage of the Welsh language and preserve our local heritage. The catalyst for bringing those jobs is a freeport. It would give businesses the green light they need: the confirmation that the UK and Welsh Governments are serious about attracting investment to the island.
There is an incredibly strong case for the Governments to make Anglesey the first Welsh freeport, not least because the solution to making serious progress towards meeting the UK’s net zero objectives or addressing reduced post-Brexit trade flows is right there on Ynys Môn. Anglesey stands on the brink of becoming a centre of excellence for energy production, and freeport status would only boost its progress towards making that a reality. The waters around Ynys Môn have been identified as some of the best for tidal power projects. Like the Cromarty Firth freeport in Scotland, the island would be a prime location for building, assembling and deploying offshore wind turbines. BP has been given preferred bidder status for its Mona and Morgan offshore wind farms in the Irish sea. It is actively looking for the right location from which to build its base and support operations, and a freeport on Anglesey would be the obvious place.
Companies such as Menter Môn and Minesto are homing in on tidal energy and wave production. Menter Môn owns the lease on the largest consented tidal stream site in the world, which it envisages would generate just under £100 million of inward investment by 2027. Freeport status would enable 60% of that to be retained in the local economy, which would deliver the long-term, high-paid jobs that the people of Anglesey so desperately need.
Then, of course, there is new nuclear at Wylfa, which has been my other main topic over the past few years. Wylfa offers the best new nuclear power site in the UK—possibly the world. It has the potential to power 2 million homes, and it offers to be Wales’s biggest single contribution to tackling climate change. Beyond that, the site has the support of local people and would offer 9,000 construction jobs, 900 long-term, permanent, skilled, well-paid careers, and thousands of supply chain roles across north Wales. Companies such as Rolls-Royce SMR, Bechtel, Westinghouse and Last Energy stand ready to turbocharge the nuclear offering on the site.
Home-grown energy will be essential if we are truly to tackle climate change, achieve our 2050 net zero target and protect our energy sovereignty. Anglesey has the ability to upskill the workers of north Wales. Bangor University and Grŵp Llandrillo Menai are working with the bid team to make the most of the opportunities the freeport would bring. Part of that is M-SParc, the first science park in Wales, which focuses on supporting growing local businesses and investing in green energy research and development.
Freeport status would boost our proud trading history. Holyhead port is the second busiest roll-on roll-off port in the UK, which makes it a vital hub for international trade. The freeport would help to increase the activity at the port by revitalising the GB land bridge, whereby goods can move from the island of Ireland to mainland Europe without having to sail around the south coast of Great Britain. In the last few years, the GB land bridge has seen a 20% decline in trade, and a revival of the GB land bridge, ushered in by boosted trade through the freeport, could bring up to £6 billion in trade uplift to the UK economy by 2040. We are working with the likes of Fujitsu on digital trade corridors to ensure the utmost safety and transparency of goods flowing through the port. Analysis by the Centre for Economics and Business Research has shown that the Anglesey freeport could bring up to 13,000 jobs to north Wales over a 15-year period and increase UK GDP by £1 billion by 2030. This Government could provide no clearer signal of their support for the people of north Wales than granting freeport status to Anglesey.
Finally, let me focus on environmental protection and nature restoration.
I commend the hon. Lady. In the short time she has been in the House, she has been a very assiduous Member for Ynys Môn and for Wales as a whole. I support her ambition for a freeport in her constituency, and I wish to see similar opportunities for us in Northern Ireland. I know that the debate is about Wales and that the Minister is answering for the Wales Office, and I support the hon. Lady’s request for a freeport, but I also request that something similar happens for us in Northern Ireland. Does the hon. Lady agree that, in the levelling-up process, the Government should cast their net wide and ensure that Northern Ireland is part of the freeport strategy?
I thank the hon. Gentleman for his intervention and his support for a freeport. He makes a good point about how important freeports are for levelling up not only Anglesey and Wales but the whole UK. This freeport is significant for what it will do for the GB land bridge and what that will mean for the whole UK.
Finally, I want to focus on environmental protection and nature restoration. The Welsh freeport prospectus includes the condition that any freeports need to meet environmental sustainability objectives. Ynys Môn has a wealth of experience in balancing environmental concerns and economic development. The extensive studies of wildlife in the waters around our island being undertaken by Morlais could be used to establish a detailed baseline for our understanding of the current marine environment so that we can ensure there is no impact on it.
A freeport on Anglesey can be an example of Conservative environmentalism in action: a low-tax, business-focused approach that attracts investment, spurs innovation and promotes growth. It would take full advantage of the benefits Brexit has given us—the Brexit that more than half of my constituents voted for; indeed, more people on Ynys Môn voted for Brexit than for Welsh devolution.
I want to draw my remarks to a close by mentioning the hopeful way in which I have seen political differences put aside to get us where we are today. The Welsh Government have matched the constructive spirit with which the UK Government have brought forward this exciting freeport opportunity for Wales. Members of this House and the Senedd from both sides of the political aisle have come together to show their support for the Anglesey freeport. I am incredibly grateful for that unity, because it shows that what is most important here are the communities of Anglesey and north Wales. In the light of the failure to invest in a third bridge, the future of our communities and children can be secured only through the prosperity that a freeport will bring. Diolch yn fawr.
I stand corrected and welcome that, but I think there is a really important question here for the Minister, and I press him for a response. My understanding is that for Wales to have two freeports, two exceptional cases have to be made. Now that we appear to be approaching the time when announcements are going to be made, it is important to know what constitutes an exceptional case, because we have two communities—three if we include Port Talbot—that have great expectations. Can the Minister clarify whether the bids are being assessed by both the Welsh and UK Governments? Will the Welsh Government have a meaningful say on whether the two bids meet the requirements? I would appreciate a response on that. Given the initial revelation that a lower level of funding was being allocated for a freeport in Wales, if both freeport applications are successful, will they both receive £26 million in initial funding?
The right hon. Member is making an excellent speech. Does she agree that it is going to be £25 million, plus the £1 million—not only in Wales, but in Scotland? In addition, there has been a one-year delay while the deliberations have gone on. This means that we have lost out on potential investment and skills that could have been transformational not only to Wales, but to the wider economy.
I agree; this is a critical part of levelling up. One of my personal interests in this is support for communities in the far west. Next, I will look at some of the concerns that have been expressed in relation to displacement and freeports per se. The fact that these applications are in the far west is possibly beneficial—as long as we know the details—to other areas around those freeports, so it is important.
There are concerns for north Wales, given that the Liverpool city region has been granted a freeport. I would be interested to know whether the UK Government have made an assessment of the likely impact on the north Wales economy of the possibility of displacement to the east, and the significance of that for decisions on the two freeport bids. Bearing in mind that we have had the terrible news that the 2 Sisters meat processing factory in Llangefni is due to close, with the loss of 700 jobs—I understand that many of those jobs are located in Gwynedd, so they are within my own home county—what assessment has been made of displacement, in favour of or as a risk to other counties that could be affected by development? There are concerns here, and it is due diligence for us to know what assessment has been made of them, particularly in relation to Liverpool but also locally in relation to Anglesey. What pros and cons have been put forward?
Much has been made of the freeport bids in Wales and how they could play a critical role in accelerating the renewables revolution, but we must remember that freeports are not the only aspect. The UK Government should make it clear that energy security is a priority. Can the Minister guarantee that they will work alongside the Welsh Government with areas whose bids have not been successful, to make sure that they receive strategic investment, too? The very fact that a bid has been made shows that a need has been recognised.
My next question is about governance and monitoring. We have heard that the parameters for bids are different in England and Wales, with the emphasis in Wales being on meeting the goals of the Well-being of Future Generations (Wales) Act 2015 on social partnership and on safeguards for the environment and workers’ rights. How will the UK Government work with the Welsh Government to realise that? Those are very worthy goals, and they make it easier for me and for my party to stand here and support the bids, but I want to know how they are going to move ahead.
I have a question on the national grid. In its report on the grid in Wales, the Welsh Affairs Committee warned that we in Wales would be unable to realise our full renewables potential without expanding grid capacity. The Government refused in their response to commit to undertaking an assessment of current grid capacity in Wales. In recognition of the fact that the lack of a fully functioning grid will undermine any freeports in Wales, will the Minister look again at delivering the Welsh Affairs Committee’s recommendations on the national grid? It is critical to future developments in both projects.
To close, I will emphasise the bid in Holyhead and Ynys Môn, which is the closest one to my constituency. Great Britain’s land bridge has lost 20% of its trade, and that is down to Brexit, which has had a direct effect on the economy of Ynys Môn. It is recognised that that link is important to Holyhead, Ynys Môn, north Wales and the whole United Kingdom. The degree of partnership between the hon. Member for Ynys Môn; the local authority, Cyngor Sir Ynys Môn; the port authority, Stena; and the north Wales Senedd Members—there was cross-party representation in a letter that they wrote yesterday to Vaughan Gething, the Minister for the Economy in Wales—shows that there is co-ordination and a real desire for co-working in these projects. Fundamentally, the Welsh economy, our communities and our young people deserve and need the two projects to move ahead to see the best benefit for Wales.
I thank the Backbench Business Committee for allowing me to hold this debate and all those who have spoken. I think we would all agree that we have had some excellent speeches, as well as the Minister’s full response.
There are three freeport bids in Wales: two in the south and one in the north. We have heard about two of them this morning—the Celtic freeport and the Anglesey freeport. There are eight freeports in England and two in Scotland, and there is to be at least one in Wales, so it is a really exciting time. A decision is expected early in the spring.
In conclusion, I sincerely hope that we will all be back here in Westminster Hall this time next year speaking in a debate with the title, “Welsh freeports: delivering levelling up, delivering net zero and delivering the green revolution”.

Non-aligned deposit return schemes across the UK risk creating barriers to trade, breaking up supply chains, increasing costs to business, and reducing the choice and availability of products in Wales. In recent days, I have met the Society of Independent Brewers, British Glass, the Wine and Spirit Trade Association and UKHospitality to discuss these issues, and I will be doing all I can to encourage UK-wide co-ordination.
I met officials from the Department for Levelling Up, Housing and Communities last week to discuss this very subject, and I feel confident that there are going to be several high-quality bids from Wales. The bidding process closes tomorrow at 6 pm, and I look forward to the announcement being made early in 2023.
I welcome the Secretary of State to his place—croeso. Will he join me in thanking all those who support Anglesey’s bid to become a freeport, and does he agree that a freeport in Wales delivers on our Conservative manifesto commitment and will strengthen Wales’s bond with the UK Government and our important Union?
I am absolutely delighted to agree with my hon. Friend, and indeed to thank all those who have been involved in freeport bids across the whole of Wales. Freeports have the potential to spread wealth across the areas in which they are established, they deliver on the Government’s commitment to level up and they are an example of the benefits of Wales being a part of the Union. I would like to congratulate my hon. Friend, who has spoken on this issue on 26 occasions, and I look forward to that announcement being made in February.

Commons ChamberThis debate is particularly poignant in the light of the recent collapse of the Gujarat suspension bridge in India with the loss of so many lives. I want to put on record that my thoughts are with those affected and that I am grateful that safety measures have been put in place on the Menai Bridge and that no one has been hurt there—yet.
The Menai suspension bridge was designed by Thomas Telford and went into use in 1826. It is a masterpiece of 19th-century engineering, a grade I listed structure and, until the Britannia bridge opened to traffic in 1980, it was the only road connection between Ynys Môn—the isle of Anglesey—and mainland Wales. Responsibility for this bridge and the road going over it is devolved to the Welsh Government, who contract a commercial company—UK Highways A55 Ltd—to carry out repair and maintenance works.
Members may ask: why I have brought this debate to Westminster? There are two reasons. The first is that the link to the mainland is critically important to my Ynys Môn constituents and the businesses on Anglesey. The bridges are an important link for local commuters, students and residents of Ynys Môn, for those visiting Anglesey for shopping, holidays or work, and of course for freight transport. The second is that both bridges form a vital link in the transport infrastructure of the United Kingdom. They form part of the land bridge between continental Europe and the UK, and the island of Ireland via the port of Holyhead. The land bridge is used by thousands of hauliers and freight vehicles, and a failure in either bridge over the Menai straits impacts the route and, as a result, the British economy.
Indeed, Sir Peter Hendy, in his 2021 Union Connectivity Review described the A55, which includes the Britannia bridge, as
“a key route for communities and businesses with connections to Manchester and Liverpool Airports and the island of Ireland via Holyhead”.
He further noted:
“Stakeholders in North Wales regard capacity and journey times on the A55 as a significant barrier to growth”,
with the road becoming
“vulnerable and overstressed during incidents or significant road work events”
and lacking “viable diversion routes”. He recommended that work was needed to improve the A55.
Until Friday 21 October, the Menai and Britannia bridges between them carried around 46,000 vehicles over the Menai straits every day. Then, suddenly, at 2 pm on a normal working Friday, that stopped. The Menai bridge was closed by the Welsh Government with immediate effect and no advance warning, on the urgent advice of structural engineers. I completely agree that safety must be our priority. If the Menai bridge needs to be closed to protect people and vehicles then that must of course happen. What has been shocking is the closure of such an important bridge without warning, without contingency plans and without thought for the local and national impact.
Local people were taken completely by surprise. Many Anglesey residents were at work on the mainland in places such as Bangor University and our general hospital, Ysbyty Gwynedd. Children and young people were in lessons in mainland schools and colleges. They were effectively left stranded, finding themselves stuck along with lorries going to and from the port of Holyhead, as the Britannia bridge gridlocked.
I was canvassing in my constituency the morning after the closure, and spoke to a couple of residents who told me that they work at Ysbyty Gwynedd, the hospital in Bangor, and, as a consequence of the closure, on the Friday afternoon and evening it had taken them three and a half hours to leave the car park. Does my hon. Friend agree that that kind of knock-on effect from such a sudden and unplanned closure could perhaps have been avoided with a little more thought and a little more notice?
My hon. Friend makes the point clearly that the impact of the bridge closure is far-reaching, touching not only other constituencies but every single person’s life in mine—and yes, it should have been avoided.
The Welsh Government have said that the bridge will be closed for 14 to 16 weeks. The impact on my constituents has been huge. I have had parents on the phone in tears because they do not know when or how their children will get home from school. For those working on the mainland, attending appointments, visiting loved ones in Ysbyty Gwynedd or simply trying to go shopping, a journey that previously took 20 minutes now takes two to three hours.
I congratulate the hon. Lady on securing this debate; this is a vital issue, and it is right and proper that it is addressed and discussed in this House. Does she support the words of Anglesey or Ynys Môn council, which is asking drivers travelling to the mainland not to go off the A55 at Gaerwen and take the shortcut, because it is creating more problems at a pinch point nearer the bridge in Llanfair?
I thank the hon. Gentleman; he makes a very good point about Isle of Anglesey County Council’s directing traffic. The closure has huge implications for local traffic and local businesses, which I will go into further in my speech. Constituents in Llanfairpwllgwyngyll cannot leave their homes because the roads through the village are blocked by drivers trying to shortcut the A55 queues.
Businesses in Menai have seen their takings plummet; one shop holder contacted me to say that the usually bustling town centre was empty and one day last week she had taken no money at all for the first time in her shop’s history. People on Anglesey, already worried about how long it takes to get an ambulance in an emergency, now know that ambulances will also have to tackle huge traffic jams in both directions.
Hauliers using the port of Holyhead are already looking for alternative routes to Ireland because of the extra hours now being built into transportation time. Holyhead is the second busiest roll on-roll off port in the UK and a hugely important link for passengers and freight between the UK and Ireland. It is also a major local employer, both directly and indirectly.
One would think that, with such an important strategic piece of infrastructure, a sudden and unplanned closure would be the result of some kind of unforeseen event. However, in a statement in the Senedd a week ago, Lee Waters, the Deputy Minister for Climate Change—the Welsh Government does not have a Transport Minister—said:
“As part of the last principal inspection in 2019, a concern about the resilience of hangers that support the suspension bridge were identified and led to a weight restriction being imposed on the bridge while further studies were carried out.”
In a meeting last week with local Arriva UK Bus managers, we discussed the fact that the weight restriction was put in place only in June 2022, almost three years after the review. Arriva told me that because it was introduced at very short notice, it had been forced to restrict bus services because of the extra time now needed to cross the Britannia bridge instead of the Menai bridge. The impact locally has been most severely felt at a care home in Penmon that the bus service can no longer serve, affecting carers, residents and visitors.
The delays now being caused by the full closure of the Menai bridge mean that Arriva has had to rip up its timetable completely. It now faces the financial burden of increased fuel costs, longer trips, bus drivers unable to get to work and the loss of some passengers.
I spoke earlier about the port of Holyhead, which is a significant UK port. In 2019, 1.9 million people and 5.3 million tonnes of goods moved via the port of Holyhead to and from the island of Ireland. Back in 2020, in the run-up to Brexit, amid concerns about delays at the port, the Welsh Government recognised the importance of Holyhead when it said:
“Holyhead is the second busiest roll on/roll off port in the UK…The Welsh Government is responsible for the trunk road network, and we must ensure that plans are in place to deal with any potential disruption at this major port. We want to ensure access to the port of Holyhead remains as easy as possible. We want to minimise disruption for the communities of Anglesey and the travelling public”.
[Interruption.] It is disappointing that they did not extend that consideration when it came to maintaining the Menai bridge. It is disappointing too that, for what effectively constitutes a local emergency, they are not meeting key stakeholders to answer these important questions until 8 November—20 days after the closure.
As a schoolboy, I did a project on the rebuilding of the Britannia bridge, which, as my hon. Friend will know, parallels the Menai crossing to the Menai straits. At the time, it was seen as a great step forward and an advancement that would increase the capacity of the crossings and alleviate some of the load on the Menai bridge. That was, dare I say it, more than two decades ago now—nearly four decades ago, even. Perhaps my hon. Friend will be in a position to agree with me in a moment that the loads on these roads and these bridges, including the Menai bridge, will have increased significantly over that time. There are two questions that she is bringing out well in her speech: the question of capacity, which has grown over the years, and the question of resilience, planning and forethought. Does she have a comment to make on how those might be addressed better in the future?
I thank my hon. Friend for intervening at a critical time; diolch yn fawr. He makes a valid point about the importance of this bridge and the fact that we need to hear from the Welsh Government what their plans are, so that we are not in this situation again.
Until July this year, when the weight restriction was introduced, the Menai bridge had transported high-sided and vulnerable vehicles when wind restrictions prevented them from travelling over the Britannia bridge. Indeed, the winds are sometimes so bad that the Britannia bridge is closed completely, and all vehicles have to use the Menai bridge. That can also happen when there is an accident on or near the Britannia bridge. This is exactly what Sir Peter Hendy referred to in his review. I am sure Members will appreciate that, as we move into the winter months, the risk of high winds in north-west Wales increases significantly. With the Menai bridge closed, vehicles will not have a fallback during restrictions and closures on the Britannia bridge. That is a further discouragement for hauliers who would normally use the port of Holyhead.
For years, the Welsh Government have been talking about putting a third bridge across the Menai straits. The 2019 report on the Menai bridge might have been the perfect time and reason to progress such a scheme. Sir Peter Hendy’s connectivity review adds meat to the argument. The Welsh Government’s own report into a third bridge, carried out in 2016, says:
“The impact of not investing in the scheme has been clearly set out, with detrimental effects on the economy of the Isle of Anglesey and north west Wales, poor international connectivity and worsening performance of the trunk road network in terms of journey times, reliability and resilience. All of which will constrain the opportunity for future growth in Anglesey, surrounding areas and in particular impact on the ability of the Nuclear Power Programme to achieve its full potential.”
A third bridge would make Anglesey much more accessible, as well as making it more attractive to businesses interested in locating there. Instead, the Welsh Government simply put all road building on hold in June 2021 to carry out a road review—a review that, incidentally, we have heard nothing further from. That is not such a problem around Cardiff, where there is good public transport infrastructure, but it is less helpful for someone working in a nursing home in Penmon whose bus is suddenly withdrawn due to weight restrictions on the Menai bridge.
I mentioned that the Welsh Government contract with a company called UK Highways A55 Ltd to maintain and repair the A55 across Anglesey, including the Menai bridge spur. They have repeatedly and, some might say, disingenuously referred to this company as “UK Highways” in statements, press releases and posts about the closure. That has led many local people—including, bizarrely, the local Labour party—to assert incorrectly that this is a UK Government issue. What could be the reason for that? With so many seats in north Wales now Conservative, are the Welsh Labour Government concerned that local people feel closer to Westminster than they do to Cardiff? Do they feel the need to drive a wedge between north Wales and Westminster?
My constituents have felt at first hand the neglect of north Wales by the Welsh Labour Government—huge disinvestment, one of the lowest GVAs in the UK, poor educational outcomes, a local health authority in crisis, transport links annihilated, the loss of major local employers and an annual haemorrhage of young people in search of work. It is small wonder if they want to align themselves with Westminster instead of Cardiff, and yet the Welsh Government’s priority is to increase the number of Senedd representatives from 60 to 96 at an estimated cost of £100 million. That will mean one representative in the Senedd for every 33,000 people in Wales. In Westminster the number is more like one representative for every 100,000 people. One hundred million pounds—just think how many doctors that would employ or bridge hangers it would repair.
The closure of the Menai bridge is typical of the disdain in which Cardiff holds north Wales and the United Kingdom. It is the critical infrastructure of the UK that is being destroyed by a Welsh Labour Government that simply do not care, supported by a co-operation agreement with Plaid Cymru—a party, incidentally, which would rather see Wales an independent third-world nation than bring new nuclear and good quality jobs to Ynys Môn, simply because a large power station at Wylfa would generate more energy than Wales alone needs so some might go to England.
I have done all within my power to support my constituents and raise this matter. I requested an urgent question last Monday; I raised the matter at both business questions and Cabinet Office questions last week; I have called this debate; and I have the support of the Leader of the House who has written to the Secretary of State for Wales expressing her concern.
I urge the Minister— llongyfarchiadau, congratulations to him on his appointment as Parliamentary Under-Secretary for Wales—to get answers from the First Minister of Wales, not just for the people and business owners of Ynys Môn but for the people of the United Kingdom. Why did the Welsh Government allow that critical piece of transport infrastructure to fall into such poor repair that an emergency closure was necessary? What steps will be taken to support and compensate local people for the loss of earnings, increased fuel and childcare costs, distress and inconvenience caused by their incompetence? What will they do to minimise the impact on the port of Holyhead, its employees and the people and businesses that rely on it? How will they make sure this does not happen again? How will they ensure that we have robust transport and communication links with the mainland, because without those, Ynys Môn cannot possibly attract the investment and opportunity that our young people so desperately need? Finally, when will they start to realise that the country they are responsible for extends further north than Merthyr Tydfil?
