I congratulate the hon. Member for Eastleigh (Mims Davies) on securing this important debate. I support all-women shortlists for a simple reason, which is that in 2001, when I was first elected to Parliament, 10 Labour MPs in safe seats stood down in Wales. Did we select five men and five women, or six men and four women? No, we selected 10 men to replace them. Before the Conservatives say that they do better, there has never been a Conservative woman MP in Wales. [Interruption.] There have been Conservative women in the Assembly, but not a single one elected to Parliament. All-women shortlists have made a difference to my party and it is a delight. The fact that there are more Labour women MPs has made it easier for women to get selected in other political parties as well, so the issue applies to all of us.
The biggest barrier is still financial. It is very costly to start the process of trying to get selected, and women are still paid less than men, so inevitably the barrier is worse for them than for men. Incidentally, many of the early women MPs were, of course, very posh and wealthy. Countess Markievicz was elected and Nancy Astor was no pauper. Others included Lady Vera Terrington and Gwendolen Guinness, who was a member of the Guinness family. Even on the Labour side quite a lot came from wealthy families, such as the Daltons.
The second barrier is the vitriol and abuse that have already been mentioned. It goes mostly to women. Some goes to gay men and ethnic minority MPs. If someone fits into several of those categories, it is even worse. The treatment of my right hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott) is often racist and misogynist and we can surely conduct ourselves better. I should like Facebook, Twitter and so on to end anonymity so that people are not hiding all the time. Police also need to take incidents far more seriously in relation to politicians, because we are vulnerable, and it is not long ago that one of our kin—our family—was murdered: Jo Cox, last year.
The words of George Osborne about the Prime Minister are disgraceful. He cannot say that he wants her chopped up in bags in the freezer, as he is today reported to have said. He should apologise and withdraw that statement. That kind of language is misogynist in its basis and it needs to be done away with.
I wholeheartedly agree with all the things that have been said about maternity. We need more mothers in Parliament. One of the most shocking elements here is that some nights can go on for ever.
I do not think I can, because I am about to be cut off and it would only prevent another woman from being able to speak. It is probably better, therefore, that I shut up.
It is a pleasure to serve under your chairmanship, Sir Roger. I am grateful to the hon. Member for Eastleigh (Mims Davies) for calling this debate. While we wrangle over Brexit and other serious matters, we often forget to highlight and address the systemic and obvious barriers in society.
I came to this place because I was inspired to create change and I wanted to tackle the everyday inequality that I saw in the houses that surrounded me on the streets that I grew up on—the everyday challenges that real people face, such as struggling to heat their homes and to eat. We are privileged to sit in this House and to have the opportunities that are afforded to us, and it is absolutely incumbent upon us to address those issues and tackle the big systemic problems in society.
I was first elected to local government when I was 24 years old. I remember at the time asking my colleagues and friends, “How did you get into politics?” Each and every one of the women I asked told me, “Well, someone asked me.” Each of the men who answered that question said, “Well, I just thought I’d be good at the job.” That probably sounds like quite a lot of my colleagues. The fact is that women often have to be encouraged and inspired, and I suspect that most of us are here only because someone encouraged and inspired us. We have a responsibility to make sure that we tackle those issues and change the gender balance of this place at the next election—whenever that may be.
We can start right here and now. The Government can address some of the barriers in the House and we can start to challenge ourselves. I watched a Member in last night’s debate look across the Chamber, gesticulate to the men—we women are invisible, of course—and ask when any of them had last been home to put their child to bed, and suggest that they should talk all night. That language just reinforces the idea that men are not responsible for their children. Some people are not privileged enough to have nannies, and some people—men and women—would love to go home and put their children to bed at night. That kind of attitude reminds us that we have so much work to do to get where we need to be.
I was in that debate as well. In fairness to that Member, he was saying that the so-called family-friendly hours are not in fact family friendly. I do not know whether his messaging was correct, but I think he was making precisely the same point as the hon. Lady—that they are not family friendly.
I agree that that Member’s point may have been misconstrued, but the point is this: we can stand here in our privileged position and talk all day and all night, but there are not enough women in this House. We do not fully represent society. Women have to be able to afford to get here, have childcare, sit in hustings where men ask them, “What are you going to do about your children?” and experience the silly things that happen to us every day—if it has not happened to us, I am sure that we have heard about it happening to someone else. There are systemic barriers in society, barriers in this building and barriers in the fact that we did not get home until whatever time last night or the night before but we are here today.
I agree. I am sorry to disappoint the right hon. Lady in breaking the consensus, but it is my job to talk about the uncomfortable truths on the barriers to women entering Parliament.
Absolutely. It can be difficult and uncomfortable, but we do have to challenge our colleagues. The other day, I challenged a Member who used a racist slur while speaking on a panel at the East India Club a few weeks ago. I found that deeply offensive—and there were other Members of Parliament on that panel who did not challenge that language. That kind of attitude is a barrier to women entering politics. It shows that certain people think they can get away with it.
I have been very generous. Would the hon. Lady mind if I continued a little longer?
We can come to some of the solutions; I hope that when the Minister responds she will tackle some of them. In February 2016, the Law Commission published its interim report, which urged the Government to redraft electoral offences in a more modern and simple way so that they can be more readily understood and enforced by campaigners, the public and the police. It would be good to know when the Government will respond to that interim report, because I think that will go some way towards projecting what is acceptable and not acceptable and how political campaigns should be run, which would make for a friendlier environment for women entering this arena.
The hon. Member for Eastleigh asked a question about the Government’s internet strategy. I wonder when the Green Paper for that strategy will be published. According to the records of the House of Commons Library, it was due to be published in September but, as we have only a day to go before the conference recess, it is probably not going to be published this month.
The other thing that would be really good and help women, other Members of Parliament and others who are subject to internet abuse that stops them from taking public office is the creation of an internet ombudsman. When will the Minister create that? The Government have been talking about it for quite a while. Again, I am looking at the House of Commons Library paper and I cannot find any official announcements regarding the creation of such a position, but that would be extremely important in ensuring that we tackle some of the bullying that goes on, especially of female MPs and of those who, because of intersectionality, suffer horrendous additional abuse on top of that suffered by others because they are a woman, a black woman, disabled or gay.
As a woman of colour, a black woman, and as a working-class trade unionist, a career in politics was not an obvious choice for me. It was not something people encouraged by saying, “You must do that—you’ll be a great politician.” In fact, they often thought that I was just too mouthy to do anything. It has been an extremely hard journey, and I want to ensure that, when I leave this place, the journey for other Members of Parliament coming through is smoother. The Government are in a position to do an awful lot to tackle the barriers for women entering Parliament and to ensure that we have a 50:50 Parliament. If I might be so bold, the Labour party still has a long way to go, but the all-women shortlist has done a lot in terms of ensuring that this House is more representative than it ever has been.
Will the hon. Lady please ask her Whips Office to pair mums of newborn babies so that they can be slipped from this place? I understand that Labour Whips are refusing to pair mums who should be on maternity leave; they are being dragged back to the Chamber. Please can she encourage her Whips Office to do that?
That is an important point. We have already spoken about pairing and having people subbing for others, but it does not help when the Government act in such an irresponsible manner when conducting the business of the House—threatening to keep MPs here until three o’clock in the morning, with mothers and fathers having to bring their babies through the Lobby. When the Government do not say when we can have Opposition day debates or when they are going to have certain discussions, that does not help with the pairing of Members of Parliament. However, I will try to adopt a consensual tone by saying that anything that can be introduced to ensure that Parliament is fairer and more family-friendly should be supported by all parts of the House.

Commons ChamberI welcome the consultation and the review because my constituency will see an increase of 2.6% or £1.3 million. Forty two of my 54 schools will see an increase, which is 77% of them. Some of the increases are significant. New York Primary School will see an increase of 11.4%. North Cockerington Church of England Primary School will see an increase of 10.2%. The theme that runs through the increases is that these schools were historically underfunded by the Labour Government. This Government recognise the challenges that rurality and sparsity present for local schools.
I will not, thank you.
Louth and Horncastle is an extremely rural constituency, with less than one person per hectare. Some of the wards on the coast are among the 3% most deprived communities in the country. They deserve a better funding deal and that is what the Government are trying to achieve. This is not about the Tory shires as some, although not all, Opposition Members like to paint it. It is about making funding fairer than it has been historically.
I echo the concerns of colleagues that the laudable principle of including sparsity must work on the ground. The Minister for School Standards has agreed to meet me to discuss individual schools, for which I am grateful, to ensure that the principle applies in practice. I recognise that the 12 schools in my constituency with decreases face a challenge. I do not underestimate that and look forward to discussing it with the Minister.
There has been much talk among Opposition Members regarding cuts. When I hear that the education of children in the Leader of the Opposition’s constituency is funded to the tune of more than £6,000 per student, whereas in Lincolnshire the figure is £4,379 per student, I simply do not understand how Opposition Members can claim that that is fair and not deserving of review. I say that understanding only too well the challenges in education.
I am delighted to hear my hon. Friend making such an important speech. She is highlighting the fact that schools such as the Judd and Tonbridge Grammar in Kent, which have such great reputations, are massively underfunded. This settlement will go some way towards making the situation fairer.
I am extremely grateful. This is about making sure that the cake is cut just a little more fairly than it is at the moment.
I will make one final point because I am conscious of time. I also apologise to colleagues from whom I have not accepted interventions. May I thank the teachers, the governors and the staff of my 54 local schools? I look forward to meeting all of them before the general election. That is my promise and I will try to keep it. I love it when they come to the House of Commons because, if nothing else, bringing our schools into this place to show them how democracy works is how we get young people interested in our democracy.

Commons ChamberThe hon. Gentleman sets it out very well. It is about having a balanced package of reforms that mean not only that parents have choice, but that, fundamentally, grammars are engines of social mobility.
I welcome my right hon. Friend’s commitment to sharing the success of grammar schools with neighbouring non-selective schools, and I welcome it because it is already happening in my constituency with the Horncastle Umbrella Trust, thought to be the first partnership in the country between a grammar school, Queen Elizabeth’s, and its neighbouring non-selective academy, Banovallum School. The trust works for the good of all children in Horncastle, sharing teaching practices and facilities, and bringing the students together to learn together, with pleasing GCSE results this summer for Banovallum. Will my right hon. Friend please look at these schools and the other excellent selective and non-selective schools in my constituency to see whether their example can work elsewhere in the country?
I think my hon. Friend will welcome the proposals that we are setting out in the consultation document, which aim to look at how we can see stronger, more connected relationships between grammar schools and other schools nearby, and how, working together, they can lift overall attainment.

Commons ChamberThe Prime Minister told the House that, at its heart, the Queen’s Speech has bold reforms to remove all barriers to opportunity for our young people. Let us see whether his rhetoric matches the reality.
Nearly 4 million children are growing up in poverty, and 500,000 of them live in London. In my constituency, 42% of children live in poverty—the highest rate in the country. Social mobility is in reverse, with young people suffering from what the Equality and Human Rights Commission says are
“the worst economic prospects for several generations”.
More than 850,000 young people remain not in education, employment or training. The reality is shocking, given that the UK is the fifth richest country in the world. Fighting inequality is not just about social justice; it is also in our economic interests.
If we look at the Government’s record over the last six years, we see that they have cut work experience entitlement and independent careers guidance and advice, and they have cut further education budgets by 24% since 2010. As my hon. Friend the Member for Heywood and Middleton (Liz McInnes) highlighted earlier, that has devastated the lives of many people. Some 4 million people study in further education, and a high concentration of those are from working-class backgrounds. The cuts have hit ethnic minority students from London extremely hard, because of the disproportionate concentration of those groups in further education. In view of the work that the Minister for Universities and Science is doing on monitoring, transparency and tackling inequality, I ask him to look at the impact of those cuts on the FE sector. Many further education colleges, including Tower Hamlets College, have had to shrink student numbers and courses that many of my constituents attend.
The Government have tripled university fees and scrapped the education maintenance allowance. The Secretary of State and Ministers heard earlier about the devastating impact of those measures over the years and across the country on some of the poorest students, including those in my constituency. Student nurses’ bursaries have been slashed, as have maintenance grants for poorer university students.
The focus in the Queen’s Speech on life chances will prove to be meaningless without a parallel attempt to eradicate child poverty. Tired, hungry children cannot learn effectively, and it is shocking that millions of children come from families who rely on food banks. Poverty is not inevitable, and the Government have the tools to fix the problem if there is the will to do so. The last Labour Government cut child poverty by almost 1 million to the lowest level since the 1980s, but increases over the past six years under this Government have undone much of that progress. I call on the Schools Minister and the Secretary of State to continue to pay attention to this important issue, because it will affect educational attainment and the achievements of young people.
Let us look at the education for all Bill. As my hon. and right hon. Friends have mentioned, real-term cuts will be about 8% of funding per pupil by 2020, despite the Conservative party’s manifesto commitment that funding would not be cut for schools and children. That is a betrayal of that manifesto commitment. Last year, more teachers quit than entered the profession. Almost 50,000 teachers quit—the highest figure since records began. Applications to teach are falling in every region, and they are down in key subjects such as English, maths and IT.
London’s schools face unique challenges. London has some of the highest levels of inequality and child poverty in the country, and school budgets and classrooms are at breaking point, with one in five London secondary schools full or overcrowded. Yet London shows that it is possible to create outstanding urban schools in demanding circumstances. Thanks to the work of the last Labour Government, nine out of 10 schools in London are now good or outstanding. That is a huge achievement, which took a generation. The changes to the funding formula put that achievement at risk, so I ask the Schools Minister to look carefully at the funding formula to make sure that we do not go back on those achievements. London schools will lose nearly £240 million a year under the proposals. Schools in the midlands and the north of England will also be hit hard by the changes. We need to look at the needs of children in those schools and ensure that fairness genuinely means fairness.
On academies, the Government’s obsession with structures rather than attainment is wrong-headed. The climbdown is welcome, but it is clear from what the Universities and Science Minister said earlier that the attempt to academise all schools still exists, although it will be done via a different route. That is likely to cost £1.3 billion—money that could be focused on tackling underachievement rather than obsessing with structure. Where there is a problem and a need for innovation, of course that innovation should happen, but it should not be a wasteful process.
Does the hon. Lady greet with the same happiness as I do the fact that 1 million more children have gone to good or outstanding schools since 2010?
Any improvement in attainment is welcome, but I am making a point about London, where huge amounts of work has been done to improve schools. When I was at school in the east end of London in the 1980s and 1990s, most schools achieved a rate of less than 20% for GCSEs. It took over a decade to transform schools, and that was not just in Tower Hamlets. In Tower Hamlets, we have only four academies, which shows that there are different models of improvement.
I call on the Secretary of State to look at how such improvements have been achieved through different approaches, including collaboration, investment in teacher quality and standards, and training and leadership. She knows very well that the model used in Tower Hamlets and across London is recognised around the world, and I hope that the new funding formula will not put that at risk.

Last week, I had the pleasure of marking the 400 years since the death of William Shakespeare, watching a live stream of “The Merchant of Venice” at Lings primary school in Northampton—a school serving a disadvantaged area with 55% of its pupils getting free school meals. The inspirational headteacher there has shown how all pupils, regardless of their backgrounds and experiences, can develop an appreciation of and a love for great literary works. We want to encourage more pupils to experience Shakespeare, as countless previous generations have before. That is why the national curriculum requires all pupils to study at least three complete Shakespeare plays while they are at school.
We Conservative Members all welcome the Government’s decision to introduce a fairer funding formula for schools. Will my right hon. Friend assure my constituents that the particular needs of our rural and coastal schools will form part of the new formula so that children in my constituency are not disadvantaged under the current formula simply because of an accident of geography?
The fair distribution of funding is a priority for this Government. As we have already heard, fair funding will ensure that every school is allocated funding fairly and transparently according to need. I can reassure my hon. Friend that the formula we propose includes a lump sum payment for every school, with extra sparsity funding to support our smallest and most remote schools so that every child can access an excellent education.

It is a pleasure to serve under your chairmanship, Mr Walker. I thank my hon. Friend the Member for Beverley and Holderness (Graham Stuart) and the right hon. Member for Exeter (Mr Bradshaw) for securing this important debate.
I am privileged to represent one of the most rural and beautiful constituencies in the country, running from the Lincolnshire wolds across to the sweeping coastline of the North sea. I have had the pleasure of visiting many local schools—too many to list in the short time available—and on each visit the pupils have been engaged, dedicated and unfailingly polite yet, in money terms, they receive far less than their peers in cities. For example, they each receive £2,513 less than a pupil in Tower Hamlets. That funding gap is not just an abstract figure; it translates directly into class sizes, facilities and the range of subjects on offer, even more so when the vast distances of the country’s second-largest county are taken into account. Simply transporting children to and from school costs Lincolnshire County Council £27 million a year.
Ahead of today’s debate, I emailed all the schools in my constituency to ask school leaders for their views, and they have raised issues on both a strategic and a day-to-day level. The impact at strategic level includes the ability to attract staff to work in remote areas, particularly in the all-important leadership roles. That is made all the more difficult if rural schools do not have the budget to pay leaders as well as schools in more urban areas. One school leader emailed me to say:
“We are so restricted in our budgets that our school’s performance is now being stinted by these restrictions.”
Another wrote saying that
“every year that passes we and other schools in our setting are disadvantaged.”
Yet another wrote of the reality of rural schools in Lincolnshire: 100 schools in the county have fewer than 100 pupils because the rural sparsity of the county means that villages have very few pupils. If a village school closes, it has an enormous impact not just on pupils, parents and staff but on the villages concerned.
Teachers have also written to me about the day-to-day impact. One teacher gave the example that the cost of a swimming lesson is much higher in Lincolnshire because of the transport costs and, I suspect, because there are fewer swimming pools per hectare than in a city centre. It simply cannot be right that pupils in Lincolnshire should have to face disadvantages in everything from the leadership of their school to learning to swim because they receive less money from central Government grants than their peers in city centres.
I am conscious of the time, so I finish by paying tribute to the schools, governors and teachers in my constituency and further afield who provide, on the whole, a very good education in the circumstances, and I hope the Government repay their efforts with a fairer funding formula. I know the Minister is listening.
I am pleased to see the Minister nodding in agreement.
The F40 campaign group, of which I am a member, has set out an alternative formula, which I welcome. The formula would help my constituency by reducing the funding gap from £4,000 to just over £3,000. I could quote more facts and figures, as other hon. Members have done. Behind the numbers, however, are real individuals—real families, children and teachers—and those figures will make a difference in their lives and in their schools. In my constituency, the F40 proposals would see schools get an extra £240 per pupil—an increase of just under 5%, which is welcome. Schools in Poole would receive an extra £116—an increase of just under 3%, which is also welcome. However, I sound a note of caution: under the formula, schools in Poole would still be among the worst funded, although the changes would help to start narrowing the gap.
Does my hon. Friend agree that the campaign is asking not for more money from the Treasury, but simply for a reallocation, so that the money that is already being spent is spent more fairly?
I am grateful to my hon. Friend for making that point. It is right that the formula is about beginning to close the gap. That is all I am fighting for today.
I am pleased that the Government have recognised the issue’s importance. I am also pleased to have fought the election on a manifesto that set out so clearly the need for a fairer funding formula. Similarly, I was pleased by the responses of the Secretary of State and the Prime Minister to my questions in the House. I was pleased not just because they were in answer to my questions, but because they were encouraging.
Other hon. Members have mentioned the £390 million that was granted in 2014-15 and that is now embedded in future years. I welcome that, but I see it as a down payment—a first step—rather than the finished article.
Let me turn for a moment to wider funding issues, because the motion is that
“this House has considered funding for schools”
generally. Montacute school in my constituency is, as the Minister may know, a special academy for children with severe and multiple learning difficulties and special needs. Recently, it received a very welcome £5 million to completely restructure what was a rather dilapidated building that was falling down, and I was delighted to be present at the opening of the new building. However, the funding included no additional money for the inside—the fixtures and fittings, which are the very things that are required to make a school really a school.
Local families have clubbed together as part of Monty’s fund, and they have raised £500,000 to date. However, more is required, and I urge the Minister to consider that as a particular request. I will be making a small difference by dressing up as Father Christmas and entering the great Santa fun run with members of Wimborne rotary club. I invite the Minister to join me. Where better to run and raise money for a good cause than round Badbury Rings?

Commons ChamberThe hon. Gentleman is absolutely right to raise the profile of this issue. We have to come to terms with the scale of the problem we are facing. I think that we are starting to wake up to that, but more action is required. For example, for the first time we now have a category of mental health for children with special educational needs and disabilities, and the CAMHS taskforce has done a great job in trying to understand how we can get a better level of identification, prevention and whole-service delivery so that children of all ages who, through no fault of their own, suffer from different levels of mental health problems get support when they need it, because the last thing we want is for that to affect not only their education chances, but their chances of having a successful and fulfilling life.
14. What steps her Department is taking to ensure that all children can access a good, local school.
It was recently reported that 82% of schools are now rated good or outstanding, which is the highest proportion ever, and we know that 1 million more pupils are in schools rated good or outstanding. But there is more to do, which is why our Education and Adoption Bill will allow us to intervene faster in failing schools and tackle coasting schools that are not supporting pupils to reach their full potential.
Two schools in Horncastle are working together in a truly innovative way, sharing their expertise under the Horncastle umbrella trust. Will the Secretary of State join me in congratulating Banovallum school, a non-selective academy, and Queen Elizabeth grammar school, a selective academy, on their efforts to work together for the benefit of local children, and will she visit them with me?
I always manage to fill up my diary after Question Time. I would, of course, be delighted to visit those schools with my hon. Friend. I welcome the fact that the non-selective Banovallum school and Queen Elizabeth grammar school in Horncastle are forming a joint academy trust. Collaboration is an important part of the academies programme, and we know that academies and other schools are working together up and down the country, providing challenge and support and sharing best practice and resources.
