The people traffickers had abandoned those boats, leaving those on board with no food or water. The migrants were then refused sanctuary by the countries to which they were trying to escape. The Rohingya people are often described as the most persecuted in the world. Those men, women and children were fleeing Burma/Myanmar to escape what have been described as apartheid-like conditions, hoping to reach predominantly Muslim counties such as Malaysia via the jungles of southern Thailand. Yet many meet certain death; if they are not swallowed up by the south-east Asian seas, they are slung into mass graves when they eventually reach the Thai-Malaysian borders.
One migrant, Ziaur Rahamn, spoke to the Financial Times. He escaped from Burma/Myanmar to Bangladesh, but he was then kidnapped and trafficked to Thailand before being sold on and making it to Malaysia. He said:
“I have an ambition to help my mother and help my nation…Everywhere is dying for the Rohingya. Everywhere is killing and beating and trafficking, everywhere.”
Today it is not clear how many migrants remain at sea in boats abandoned by the people traffickers; search and rescue vessels from Malaysia and Indonesia have not yet located any more migrant ships. So many of the boats have been abandoned as a tragic consequence of Thailand’s seeking—for entirely the right reasons, I emphasise—to stamp out its appalling record on people trafficking in the region. As a result, many of the smugglers, no longer able to bring people ashore, have resorted to abandoning boats or dumping their human cargo on islands near the coastline—essentially, they have killed some of their human cargo. The circumstances are tragic. The Thai authorities have found graves with 150 bodies along the Thai-Malaysian border, many thought to belong to Rohingya migrants.
The US and EU have criticised the authorities for failing to deal adequately with people trafficking. In recent months, the Thai authorities have arrested several Government officials, from army colonels to town mayors, thought to have been involved in people trafficking. Indeed, in the past 24 hours there have been reports of a senior major-general’s involvement in trafficking the Rohingya.
The problem is that no single Government in the region is prepared to show any leadership or take any real responsibility; it is no wonder that the UN has described the situation as a “massive humanitarian crisis”. Yes, there was a conference in Bangkok on 29 May to respond to the crisis. Yes, it is welcome that the countries attending agreed to intensify search and rescue operations and that the Indonesians and Malaysians agreed to offer shelter to migrants—albeit temporarily and in the expectation that the international community will resettle them within a year. Yes, there was a welcome agreement to tackle the causes of migration through job creation and the promotion of
“full respect for human rights and adequate access of people to basic rights and services, such as housing, education and health care”.
Those commitments are all welcome; I will be interested in the Minister’s assessment of them. However, was it not hugely disappointing that the conference refused even to utter the word “Rohingya” publicly? It refused to recognise that driving this issue is the persecution of the Rohingya people in Burma/Myanmar and the fact that to this day Burma/Myanmar refuses to recognise the citizenship of the Rohingya.
Like many Members here tonight, I have spoken before in the House about the citizenship issue and I will reiterate some of the points in a moment. Before that, let me say a brief word about the Association of Southeast Asian Nations. I hope the Minister will agree that the crisis has become a major test of the association. If those nations want to launch a single economic market by the end of the year, as is their plan, does that not imply rules on movement of labour—and not trafficked labour with smugglers’ networks in which it seems Government officials are complicit? The single economic market that ASEAN wants to create by the end of the year needs to face up to the human rights abuses of the Rohingya in Burma.
I congratulate my hon. Friend on securing this important debate. I want to follow on from the point made by the hon. Member for Congleton (Fiona Bruce), who went to Burma with Mr Speaker and me two years ago. Does my hon. Friend agree that this is a classic case for the involvement of the United Nations? Should not the Secretary-General take personal control of this enormous and overwhelming humanitarian crisis?
My hon. Friend is absolutely right, and I pay tribute to the work she did in the last Parliament, and I know she will continue to do in this Parliament, on raising the issue of Burma. She has been a strong and persuasive voice. I am pleased that she has got her point, which I agree with and will come to, on the record.
The Minister has my appreciation for having been the first western Minister to visit Rakhine state. Some 1.1 million Rohingya in western Burma, particularly in Rakhine state, are denied citizenship and access to jobs and basic services. Indeed, he knows, after the brutal sectarian violence in 2012, many of the Rohingya were forced out into some of the worst camps ever seen, according to the UN.
In the past year, conditions have worsened for the Rohingya. They have been denied voting rights unless they are prepared to register themselves as Bengali, and they do not recognise themselves as Bengali, as the Minister is well aware. He will also be aware that the violence in Rakhine a few years ago when Rohingya were driven from their homes often occurred with the complicity of local officials, if not national Burmese officials. Certainly, local officials appeared to turn their back on some of the communal violence. Is it not an absolute disgrace that when the UN adopts resolutions, as it did in December 2014, urging the Myanmar Government to grant the Rohingya full citizenship and calling for the office of the UN High Commissioner for Human Rights to be opened in Myanmar without delay, the response of the Myanmar-Burmese regime is still to refuse even to acknowledge the Rohingya as an ethnic group, and then to say that reports of Muslim persecution are a “fabrication”? I agree with the President of the United States when he says, rightly, that Burma/Myanmar should end this discrimination against the Rohingya.
There are going to be elections later this year. Given the migrant boat crisis over the past few weeks, should not the British Government take the view that it is time for all Burmese political leaders now to speak up and do what they can for the Rohingya and say that Rohingya citizenship should be recognised? The Minister will be aware that there is one particular prominent leader who many of us are keen to see speak up and say that Rohingya citizenship should be recognised. According to reports, US Assistant Secretary of State Anne Richard said recently in Jakarta that while the US was not considering imposing more sanctions, they remain “in the diplomatic toolbox”. What is the Minister’s view of sanctions given the migrant crisis we have seen over the past few weeks?
I recall that in our previous parliamentary debate in Westminster Hall in January the Minister rightly told us of the Government’s commitment of £12 million in aid for Rakhine state. Of course, I support that. However, given that we are set for a rollercoaster ride in the future projections of public expenditure, can he indicate the Government’s future thinking on aid and humanitarian assistance for Rakhine and in the region more generally? Picking up on the comments of my hon. Friend the Member for Walsall South (Valerie Vaz), does he agree that now is the time for the UN Secretary-General to be given personal responsibility for negotiating unrestricted international humanitarian access to Rakhine state? What representations has he made at the UN level on that matter?
On the boat crisis, will the Minister update the House on the discussions that he and the FCO have had with the ASEAN nations in recent days? Is there any more support that we can offer to Thailand, for example, in dealing with people-trafficking in the region? Will he agree to lobby the ASEAN nations to ensure that genuinely life-saving measures are set up to offer support on search and rescue operations so that when migrants disembark from ships they are given appropriate access to humanitarian assistance? Will he raise particularly the issue of children? Many of the children coming off these boats are unaccompanied. Will he undertake to lobby for the provision of child-friendly spaces and learning spaces in the shelters and camps in Malaysia, Indonesia and elsewhere so that they are protected and have access to education?
I am very grateful for this opportunity to put some of these points on the record so early in the Parliament. I look forward to a full response from the Minister, because whether it is the migrant crisis in the south Asia seas or the migrant crisis in the Mediterranean, we simply cannot walk by on the other side.

The House will be aware that Houthi forces have moved from the north-west of the country down into the capital and are now probing even further. We call on all parties to come together, go back to the UN resolution and try to secure a ceasefire.
What steps have been taken to secure the release of the kidnapped schoolgirls in Nigeria?

The UK has contributed considerable resources, including military surveillance resources, to assist the Nigerians, and we have produced some intelligence that could have been helpful in the ongoing manhunt. However, the capacity of Nigerian forces on the ground in that region is not as great as we would like, and the constraints on their freedom of action in the north-east region are growing all the time because of the increasing role of Boko Haram.

As I said, I was the first western Minister to travel to Rakhine, but that was in 2012. From my conversations with my right hon. Friend the Minister of State, Department for International Development, who was there in August, I do not imagine that the situation has got better. If anything, it has got worse. I saw inadequate shelter, lack of access to food and much worse things, in a sense, than that, including a real feeling of fear. We insisted at the time that the Burmese Government should ensure that those people were properly secured. They looked as if they were surrounded by the military, but that was to protect themselves. There was also a feeling where new communities were being built that they were away from their traditional communities, and that that was going to entrench segregation, which is completely counter-productive in trying to bring both communities together.
Beyond tackling immediate needs, we are supporting Burma’s transition to a stable, prosperous and democratic country that can play a positive role in the international community. That is why human rights must remain at the heart of the British Government’s efforts to support Burma down the path of reform it embarked on in 2011, why we will continue to be an honest and critical friend to Burma, raising our concerns unapologetically, and why we are helping to create the conditions for credible elections in November this year. It is why we support the peace process in Burma, moving negotiations towards a nationwide ceasefire agreement and a framework for future political dialogue. We will continue to work closely with the Burmese Government, the opposition, civil society, businesses and communities, and the military, to achieve tangible progress.
Everyone acknowledges the superb work that the Foreign Office has done on the diplomatic front and to support a fledgling democracy, but I have three questions for the Minister. Has he met with the Burmese Rohingya Organisation UK? What assessment has he made of the Rohingya not being counted in the census in Burma? Does he agree with some of the organisations that have said that crimes against humanity have been committed?
Let me deal with the last question first. Some have talked about crimes against humanity and genocide and such things, but that is for international courts to decide. To answer the hon. Lady’s second question, we have made our views clear on the whole census process, the fact that some of the Rohingya were excluded and the process of self-designation. We are extremely unhappy about the census. Her first question was about whether I had met a group. I have met so many that I might have met it, but I do not want to mislead the House. In the interests of accuracy, I will write to her on that subject, if I may.
Let us be clear: the many challenges faced by all communities in Rakhine are deep-rooted, complex and interrelated. We acknowledge that the Burmese Government have begun to take steps to address those issues, including the appointment of the new Rakhine Chief Minister last year.
In June, the Burmese Government began a pilot citizenship verification process for those in Rakhine whose citizenship status has not been recognised. It was conducted in a camp for internally displaced people. More than 1,200 applications were processed, with many obtaining naturalised citizenship and some obtaining full citizenship, but that falls far short of what the international community expected. We and others have consistently stressed the need for a transparent, consistent and inclusive citizenship verification exercise that adheres to international standards, and we will continue do so. That should include consultation with all communities in Rakhine.
That having been said, we welcome the Burmese Government’s efforts to produce a comprehensive action plan for Rakhine. The hon. Member for Leicester South said he did not like some of the things in that action plan, but it has not, to the best of my knowledge, been published yet. Only a draft has been seen, and we still hope the Burmese Government will amend it before the final version is printed.
I made all those concerns clear to the new Burmese Minister for Immigration and the Rakhine Chief Minister during their visit to London in October. As with the citizen verification exercise, it is vital that all communities within Rakhine are consulted over the action plan. Our ambassador in Rangoon, along with our international partners, has made those concerns clear to the Burmese authorities. While welcoming the steps taken, we will judge progress on action, not words. Many severe challenges remain and the humanitarian situation in particular must be addressed urgently.
I continue to update the House as best I can. On 8 January, two letters written by me and dated 4 January were published on the Foreign and Commonwealth Office website. One was on Burma’s political reforms, in which I refer, the hon. Gentleman will be pleased to hear, to the rights of the Rohingya. The other was on sexual violence in Burma. The publication of both letters, in response to huge amounts of interest from Members and their constituents, shows that we are not complacent. We take these things extremely seriously and follow events in Burma extremely closely.
To conclude, we know that a great deal remains to be done in Rakhine, and we will not let up in our calls for the human rights of all Burma’s people, not least the Rohingya, to be respected. We believe that the best way to achieve progress is to engage with all parties in Burma to help embed reform, and to encourage its transition towards peaceful, democratic governance. I again thank the hon. Gentleman and all who have contributed to the debate for giving me this and the previous opportunity to set out the Government’s position.

I do, and one focus of my visit was to meet a number of Church leaders across Burma who are expressing the same concern. Although for some reason there is not quite the same visible outright discrimination, it is going on and people are not able to build churches. The army may leave, pagodas are put up, and Christian communities are displaced. I will go on to address concerns about religious liberty, not just for the Christian community but for the Muslim community, which is being severely persecuted.
I was accompanied on my visit by Ben Rogers of Christian Solidarity Worldwide. He is a remarkable young man whom many of us know well. He is a champion of democracy for Burma, and perhaps one symbol of progress was when we learned that his book “Than Shwe: Unmasking Burma’s Tyrant” has, without his knowledge, been translated into Burmese and is being sold on street corners in its thousands. That is a good example of unstoppable momentum, and the thirst for freedom and democracy is shown by that distribution. The opportunities that I experienced when I visited would have been inconceivable three years ago.
It is right to welcome the fact that Burma has taken a significant step along the road to reform and democracy, but this House, with the particular responsibilities of this country, must highlight the serious concerns of and challenges facing the people of Burma. According to the Free Burma Rangers, which is a humanitarian organisation working in Burma’s ethnic areas—it is very much in these areas that we see the worst situations—so far this year there have been 168 clashes between the Burmese army and armed ethnic resistance forces. That is at a time when the Government, the army and ethnic nationalities are engaged in ceasefire talks, and the Government promise a peace process. During that process, however, rape, torture and the killing of civilians continue, and a significant military offensive has continued in Shan state since June.
I congratulate the hon. Gentleman on securing this debate and on his trip with Ben Rogers to Burma. Does he agree that there are still concerns about the census? Britain gave £10 million towards the census, and the Rohingya have been excluded. Ahead of President Obama’s visit, although 3,000 prisoners were released, I do not think any were political prisoners. Are we taking a step back in terms of constitutional change?

I shall address a number of those points in my remarks, but yes, Britain has responsibility and involvement, and it supported the census, which in principle is a good approach. However, it has also brought into sharp relief the state of the Rohingya people, who are stateless. They are the most persecuted of peoples, not just in Burma but around the world, and their lack of full citizenship is a real litmus test for Burma.
I shall deal later with the constitutional issue, but the hon. Lady’s point about political prisoners was well made. One does not have to look just at the visit of President Obama—when President Thein Sein came to this country, it was made clear that all political prisoners would be released. The Prime Minister welcomed that, as did we, but it has not come to fruition. People are playing about with what we mean by political prisoner, but in reality that crucial commitment has not been honoured.

Commons ChamberSince 8 October, 3,000 petty criminals have been released, as well as 91 in August and 109 in September, including child soldiers. The answer, however, is that one political prisoner in Burma is one too many, and we will continue to make that point to visiting Ministers, who come here fairly regularly these days.
As well as raising the subject of political prisoners, will the Minister also raise the subject of the killing of the journalist Aung Naing by the Burmese army?

We want to see a transition towards universal suffrage, but ultimately that must be decided by the Government in the Hong Kong special administrative region, by the people of Hong Kong and by the Government in Beijing.
Will the Minister update the House on the violence in Mandalay in Burma earlier this month, and on the fact that the religious affairs Minister is now in custody?

That echoes the familiar pattern that emerges. Burma is almost like two nations. Good news stories continually come out about the progress that is being made, and on the other side there are horrendous atrocities and abysmal behaviour towards large sections of the ethnic minority communities. It is almost like two parallel worlds that exist alongside each other. I can understand why we want to encourage one side to improve and become part of the international community and—if we want to be cynical—to develop trade. We know the benefits of international trade and how it can bring about political reform, but what about the other side? What about the daily reports of behaviour that would be unacceptable in any other part of the world?
Burma Campaign UK has produced eight steps that it believes the British Government could take to improve human rights in Burma. First, the Government should put human rights—not trade or political reform, but human rights—at the top of the agenda, elevating human rights as the Government’s policy priority in Burma. Secondly, the Government should support an international investigation into human rights violations against the Rohingya. We hear about various internal investigations, but an international investigation is required into what the UN special rapporteur believes to be crimes against humanity.
Thirdly, the Government need to consider the use of aid as a lever. I believe that twice as much aid— £20 million—is spent on building Government capacity and moving towards democracy than is spent on helping civil society and relations between the different ethnic groups across Burma. Is that the right balance? As I said earlier, there seems to be a view that if we can bring about political reform and constitutional change, everything else will follow. That view is contested by those who believe that cultural change is required as well as constitutional change.
Burma Campaign UK also calls for a global summit on countering hate speech. The Minister may want to say something about that, as it has been well documented. Hate speech is becoming a severe problem, and such a summit should not be a talking shop, but should lead to a clear action plan with significant—it would have to be significant—international funding and technical expertise provided to address hate speech. Further, the campaign recommends that the UK Government should make any future training of the Burmese military conditional on the ending of Burma’s tactics in ethnic states. There is clearly a lot for which the Burmese Government are either responsible or to which they turn a blind eye.
Burma Campaign UK also recommends that the UK Government should support the establishment of an international investigation into rape and sexual violence in Burma, which has continued unabated since Thein Sein became President. No steps seem to have been taken and impunity seems to be a major problem. Human rights violations are committed on a regular basis, with impunity for the perpetrators.
The campaign calls for support for an internal, cross-departmental investigation into the decision to fund the census. Again, was that another lost opportunity to provide something that would lever the changes we seek? Finally, the campaign supports a new independent review mechanism for political prisoners in Burma. We welcome the number of prisoners who were released, but it seems that, after the international acclaim and praise for those actions, the Burmese Government simply reverted back to their old ways. The review mechanism has to be lifted out of the internal investigations and appraisals within Burma and be done by the international community.
There are quite a few things there, and I hope others want to contribute, but the main message that I bring to the debate is the frustration felt by everyone who understands the issues, particularly those from within the Rohingya community, which I now know very well. The Rohingya community has fitted into our own community, but it feels totally powerless about what is happening so far away. The Rohingya community believes that its cause is not forgotten, but is not considered a top priority compared with other important international diplomatic measures.
I thank the hon. Gentleman for securing this debate. Does he agree that some of the Rohingya in Burma have not even been counted in the census?

I thank the hon. Lady for that question. The census was supported by UK funding, but the Rohingya are not only not counted, but are not allowed to describe themselves as Rohingya, so we are not aware of the scale of the problem. We can only conclude that the problem is greater than is publicly known. That, among many others, is an issue that I hope the Minister will address.
My hon. Friend is right. How wrong can it be? We are confronted on many occasions with examples where human rights and the freedoms of expression and religion are denied to people. The Government there are apt to introduce legislation that restricts those rights. I thank my hon. Friend for bringing that to the attention of the House; I was going to comment on that further on in my speech.
Speaking of such crimes, the website Burma Partnership says that documentation
“demonstrates that attacks on civilian populations are not isolated, but are widespread and systematic tactics of the regime”—
that is, the Government—
“used to secure their economic and political control. As such, they constitute not only human rights violations, but are crimes against humanity and war crimes.”
When we talk about war crimes, we are talking about something that needs accountability for those involved. It is time that those who think that they can carry out, in their own countries, crimes that are unspeakably brutal, violent and evil know that a day of reckoning is coming in this world.
Is the hon. Gentleman aware that, even earlier this year, a priest was murdered in Kachin state, and that a 17-year-old girl was raped? While on the face of it, things look as though they are going well, there are still people who are arrested arbitrarily.
I thank the hon. Lady. I will comment on that particular incident, which clearly illustrates what we need to address.
Burma Partnership continues:
“And yet, the military regime has not been held accountable for these acts; impunity prevails in Burma.”
In other words, people do it and get away with it, if they are a part of the Government. There is no accountability.
I would like to know clearly from the Minister what discussions have taken place and what the response has been from the Government. Is there accountability in this process? If not, we have to find ways to make them accountable. Why has the military regime in Burma not been held accountable for such acts? What pressure, if any, have the British Government put on Burma so that it desists and takes action to stop those acts?
It has always been known that Burma was religiously intolerant, but that is becoming clearer as an increasing number of stories about the treatment of the Rohingya emerge. The UN believes that, since mid-2012, when sectarian violence broke out, more than 86,000 Rohingya have attempted to flee Burma to neighbouring countries. In 2013, 615 people died during the flight for freedom. It is believed that the outbreak of pogroms against the Muslim Rohingya has left around 140,000 people in squalid displacement camps, a point well illustrated by the hon. Member for Bradford East.
What steps have the British Government taken to help and protect the Rohingya? Are we providing aid to Burma’s neighbours to help cater for the influx of asylum seekers? What medical help is available to those in displacement camps? Is there sufficient help for them in relation to housing and temporary accommodation? There is a risk of disease breaking out; that is bound to happen, in confined places. Have we been able to assist? If not, what can we do?
Another issue that has come to our attention is the theft of land. I said at the beginning that there are large veins of minerals in the country. What international economic pressure has been put on Burma? Ordinary, good peasants who own a bit of land are victimised, pushed and discriminated to hand it over. What is happening about that?
On Friday the 20th of this month, the Burmese Government closed the consultation window on its proposed religious conversion law, to which my hon. Friend the Member for Upper Bann referred a few minutes ago. It would require Buddhist women to seek permission from their parents and the authorities before marrying outside the Buddhist faith. The law states that those people found to be applying for conversion
“with the intent of insulting or destroying a religion”
can face imprisonment for up to two years. Clearly, this is a human rights and an equality issue, and the Burmese Government must respond to it. This law is a poorly disguised form of religious persecution and it will affect those from all religions who are not Buddhist.
Have the British Government had discussions with the Burmese about this proposed law? What steps have been taken to ensure that it is not ratified? What pressure are we applying? When it comes to applying pressure, it is not only the Minister who can do it but all the European countries, as well as the US, by acting together. We must combine and use our collective power to influence the Burmese Government.
This issue has been discussed in Parliament before and it has now raised its head again. Would the Government care to give more information about how British taxpayers’ money is being spent on training the Burmese army? In introducing the debate, the hon. Member for Bradford East mentioned that subject—the training that the British Army gives the Burmese army. We find out through reports and other information that the Burmese army have subsequently been involved in atrocities—vile, evil, wicked atrocities—against the ethnic groups across Burma. We get annoyed that our Army has trained their army in tactics and that then their army uses those tactics against their own people. There has to be a system whereby we can make the Burmese army accountable for that. Whether such training is for warfare or not, do the British Government intend to continue working alongside this brutal regime?
In her intervention, the hon. Member for Walsall South (Valerie Vaz) talked about the allegations of systematic war crimes. Burma Campaign UK, a human rights group, has produced a report called, “Rape and Sexual Violence by the Burmese Army”. Within the Burmese army, there is clearly a systematic and orchestrated campaign of attacks on women and young girls, such that rape and sexual violence are the norm rather than the exception. This Parliament has taken a strong stance on this issue. Through early-day motions and other contributions, we have urged that more action be taken right across the world to combat such violence.
I will give an example of what has happened in Burma. Since January, there have been fresh allegations of rape against the small number of Christians in the Kachin province; Christians there are being brutally denied their rights, too. The hon. Lady referred to the case of the 17-year-old girl who was raped by two Burmese army soldiers. Again, there is no accountability for that. Such people seem to have immunity from prosecution and from accountability for their actions, and I certainly feel strongly about that.
Christians are one of the other minorities who face severe persecution in Burma. Release International reports that many Christians there still have to engage in forced labour, that huge numbers of them have been removed from their homes, and that rape is used as a weapon of war against minorities. Christians in Burma have had to deal with the Burmese Government’s catchphrase, “To be Burmese is to be Buddhist”, and Christianity is commonly referred to as the “C-virus”. Christians are denied the right to maintain and build places of worship, as my hon. Friend the Member for Upper Bann said earlier. When they do maintain or build places of worship, the buildings are often burned down. In Karen state, Buddhist propaganda is played during Christian services and Christians in the military or Government are denied promotion. Clearly, we have many concerns about all of that.
In Kachin province, some people practise Christianity; it reflects their language and culture in what is predominantly a Buddhist country. Kachin province is rich in jade and timber, but Christians there have stated that they are fighting for their culture and history. They are also fighting for their lives against a Burmese army focused on trying to destroy them.
The Burmese army broke a 17-year-old ceasefire on 11 June and since then up to 1,000 people have been killed or injured, while another 120,000 people have been displaced from Kachin province. Some have fled to China; others have sought shelter in refugee camps elsewhere throughout the region. Clearly, there are a number of places in Burma where there are abuses of human rights, which affect not only the individuals involved but their families.
The Kachin leader is General Gun Maw, who is also the chief negotiator. He had a meeting in Washington with President Obama. Talks were held, with great hopes for peace, but peace did not materialise. The uncertain peace was broken by the junta, and that has cast a dark shadow over Kachin province and the way forward.
There have been multiple recordings of the issues in Burma. I will quickly quote Human Rights Watch:
“There have been long standing and well documented reports for many years that the Burmese army perpetrates widespread sexual violence against women and young girls in ethnic conflict areas, often with utter impunity and denials. The Burmese government’s admission that it had investigated and punished eight perpetrators”—
just eight—
“from the military is obviously a fraction of the scale of this repugnant practice, and the Burmese military has a long way to go in tackling this problem and reigning its rampant troops in to accord to the rule of war.”
They also have to teach their troops what is right and what is wrong. Human Rights Watch continued:
“Even Ban Ki-moon recently called for an investigation by the Burmese government into sexual violence in conflict.”
When a country’s army is engaged in something as odious as sexual violence, it is time that its troops were held accountable too. The issue also brings into question our relationship with Burma, particularly in relation to our training of their troops. Action has to be taken in all cases of sexual violence and reports of prosecution of offenders in courts should be published.
Burma Campaign UK has said that last year 133 Burmese civil society organisations wrote to our Prime Minister about Burma, but they have not had the response that they had hoped for. I hope that today the Minister can give us some indication of the way forward.
In conclusion, this abuse that I have talked about is just the tip of the iceberg. We are greatly troubled by it, and we seek the Minister’s response and thoughts on how we can go forward in a constructive fashion. What can the EU do to assist us to help the Burmese people? What is the United States of America and its Government doing to ensure that we can address these issues together? What are the Burmese Government doing to protect Christians and other minority groups in Burma? What steps can be taken to ensure that Burma complies with international standards of human rights?

Gentleman will want to applaud vigorously the initiative taken by our Prime Minister through the G8 to try to secure an international agreement on a system whereby all multinational companies pay their fair share of tax, but I am also sure he will accept that that can be realised effectively only on a global basis.
10. What discussions he had during his recent visit to Burma.
During my second visit to Burma in January, I met Aung San Suu Kyi, key Ministers, the Speaker, and the Commander-in-Chief. I discussed the need for constitutional reform and continued progress in the peace talks, and I raised in strong terms our concerns about human rights and about the situation in Rakhine state. I was also the first British Minister to visit Kachin state since Burma gained independence in 1948. Among other things, I met a group of Kachin world war two veterans, and paid tribute to their exceptional and brave service during the war.
I thank the Minister for his response, and pay tribute to you, Mr Speaker: if you had not raised the issue of political prisoners with the General and Ministers during your recent trip, they would not have been released.
May I urge the Minister to press the Burmese Government? There is still concern about the census. Many people have been displaced, Médecins Sans Frontières has been suspended from Rakhine, and there needs to be constitutional reform by 2015 if there are to be free and fair elections.
We approach this issue in a spirit of agreement, and, in accordance with the pledge that I had given the hon. Lady previously, I was able to raise the issue of political prisoners. I believe that there are still 30 whose cases are disputed.
As for the census, the hon. Lady will be aware that we are providing funds for it, and that it is the first census to take place for a very long time. There are issues surrounding it, but we believe that it is the right course. I believe that our engagement with Burma is on the right lines, but serious issues remain, not least the continuing problems in Rakhine.
