Again, this is one of the subjects that we discuss regularly with the Burmese Government and, indeed, that we discussed with Aung San Suu Kyi on her visit last week. Progress has been made, of course, in bringing ceasefires into effect in ethnic conflicts, but the conflict in Kachin state has been the most serious in recent times so it is always very high on the agenda for our discussions with Burmese Ministers.

Commons ChamberMr Speaker, may I start by thanking you, on behalf of my colleagues the right hon. Member for Gordon (Sir Malcolm Bruce) and the hon. Member for Congleton (Fiona Bruce), for granting us this debate, which seeks to place on the record details of our recent Speaker’s delegation visit to Burma? I want to set out the background to the visit, what we saw on the visit and points of action to influence Government policy on Burma. I am sure that we can, between us, cover the events of what was a remarkable experience.
Mr Speaker, you have been most gracious in inviting me to accompany you. Of course, I also have to thank my right hon. Friend the Member for Lewisham, Deptford (Dame Joan Ruddock), because her not being available to make the visit enabled me to take her place. Following your invitation to Daw Aung San Suu Kyi to speak to both Houses, you made it clear that, on behalf of Parliament, you wanted to leave a lasting legacy of help and support to Burma, particularly as you have had a long-standing interest in Burma. You said that you did not just want to have a visit and leave, but you wanted to fulfil your promise to Daw Suu to help in a practical way. At this stage, I want to thank the embassy in Burma and all its staff, your office and others in the House service who were involved in setting up the visit, organising and accompanying us to the meetings.
Mr Speaker, you said on many occasions at our meetings that we were not in Burma to tell the Burmese how to run their country, but that we were there to show them how we do our work here and how they can perhaps learn from us and adapt it for their use. So what did we see? May I pay tribute to you, again, Mr Speaker, for holding together and being the focus of the 24 meetings we had over eight days, and acknowledge your courageous speech at Yangon university, which may be a topic for a Speaker’s lecture?
We all appeared on our trip with the book by Benedict Rogers “Burma: a Nation at the Crossroads”, which was launched at the Speaker’s House. We note from the book that progress has been made. Despite the elections in 1990, the results of which have not been recognized, Daw Suu now sits in the Burmese Parliament, along with many other MPs and also the generals. At the Parliament in Nay Pyi Taw, we met both Speakers of the upper and lower Houses, the President, Minsters from the presidential office and committee chairs. The delegation managed to raise the issue of the release of political prisoners and I know that you, Mr Speaker, have already sent a list to the President’s office. The President had already agreed that the United Nations could set up an office for the human rights commissioner, but he was no clearer about when that would take place. I am pleased that the embassy now has a human rights post.
It seems to me that we can have influence on two levels: the political level and service level. Daw Suu said that she wants active parliamentarians and to give all MPs the tools to be effective MPs. We can help and are helping to set up a library. I explained that our Library provides research facilities for all Members on an independent and confidential basis. The right hon. Member for Gordon led the session on how Select Committees work, and as all the delegation had served on Select Committees we could show MPs that we can work together for the good of the country.
The non-governmental organisations we met told us that arbitrary arrests and detention had worsened over the past few months, which was something we also heard from members of the “88 Generation” who are still being arrested, having to pay fines and having their cases regularly adjourned. Getting permits to allow humanitarian aid is difficult, particularly in Kachin state. We also heard that the rice federation regulates itself and is headed by someone close to the Government. A major census was under way that would provide useful information in 2014, such as how many girls were getting equal education, or an education at all. An MP from Kachin state told me that displaced people could not return to their villages as there were landmines; we have the technology to help them move out of those camps.
I thank the hon. Lady for giving the House a chance to recognise the contribution that has been made. At the release of the Nobel prize laureate, there was a perception that democracy had returned. The House, Mr Speaker, the hon. Lady and her colleagues and many other Members have contributed to trying to help that move forward. Unfortunately, in Kachin province we have seen the persecution of the Christian minority and other groups. Human rights deprivations are rampant. Burma is now in the top 10 countries in records of human rights abuse. Does the hon. Lady agree that the Minister and our Government need to play a more effective role in stopping that happening and giving freedom to the people of Kachin province?
I thank the hon. Gentleman for his intervention and absolutely agree with him. That is a still a big issue, which forms part of my 10-point plan. It is also a key point, as I was about to move on to the ethnic and religious differences.
Such differences are enshrined in everyday use: ethnic regions are states and Burmese areas are divisions. I am sure you will agree, Mr Speaker, that one of the many highlights were our meetings with Rakhine and Rohingya representatives and representatives of the different faiths.
What of aid? When we give aid we give the gift of life, and Britain should be proud of its aid-giving programme. We saw the malaria clinic from which within 15 minutes they can find and treat a person who might have malaria. That is important for migrant workers because they tap rubber between 10 pm and 2 am when the mosquito is active. There was the HIV clinic, and the school we visited where we saw lively children singing and learning. There was a legal advice centre staffed with mainly women lawyers. We need to provide them with some of our legislation and books on administrative law.
What are my points of action? Many other countries are offering help. We know that the Foreign Minister from Poland has already hosted people from Burma to work on the United States Institute of Peace’s strategic economic needs and security exercise—SENSE—programme, which simulates government; and so has the Indian Parliament.
Here are my 10 suggestions. First, one person should co-ordinate or keep track of what work Britain is doing, based in either the Foreign and Commonwealth Office or the Department for International Development. Secondly, the work on setting up the library and research facilities for MPs should have a time limit.
Thirdly, there should perhaps be an induction course like the one we had for new Members in 2010. We already have the blueprint, so that could be done now. We could also offer work with the Select Committee structure. I do not know whether you recall, Mr Speaker, but one person asked, “How do we clone these officials?”
Fourthly, will the FCO or DFID work with the Burmese Government to ensure that humanitarian aid workers do not have to keep applying for a permit for different areas? The international organisations should be able to negotiate that. We also heard that Médecins sans Frontières doctors cannot work alongside Burmese doctors—why not?
Fifthly, there needs to be constitutional reform before the elections in 2015, not least to lower the age of MPs. Although age is quite rightly revered, many young people we met were ready to serve and want to be MPs. Importantly, Daw Suu should not be excluded from taking part in the presidential elections, but she currently is.
Sixthly, there should be regular discussions on the release of political prisoners. Can the Minister say what has become of those on Mr Speaker’s list? But might we also look to others who, you will recall, Mr Speaker, we heard may have committed serious crimes? Perhaps an international lawyer could review those cases.
Seventhly, progress must be made on setting up the office of the United Nations High Commissioner for Human Rights.
Eighthly, on the ethnic issue, there should be a new Panglong conference—along the lines of the Northern Ireland Good Friday agreement.

I commend the hon. Lady for the visit. It was a shame that I could not make it myself. Particularly on the “to do” list, what about responding to the Prime Minister, who in a letter to me on 4 September, said:
“We”—
the Government—
“will monitor progress on Burma taking a zero tolerance approach to those who fuel ethnic hatred”?
Given that last week, on 29 September, there were significant outbreaks of violence, again against the Muslims in Thandwe, Rakhine state, and although there was control and order, the following day, as I understand, over 60 homes were destroyed and at least five people, including a 94-year-old Muslim woman, were believed to be killed, how can we in this country help to bring about that zero-tolerance approach to those issues of ethnic hatred?
I thank the hon. Gentleman, who was sorely missed on the visit. I know he had another engagement, but perhaps he will visit another time. I agree with him. Part of my 10-point action plan should, I hope, address that issue. We need to keep monitoring because things are not changing as fast as we would like.
Let me return to my point No. 8—the ethnic issue and the Panglong conference. Mr Speaker, you will recall the number of times we said we had sorted things out in Northern Ireland. We know that people who were involved in Northern Ireland, who can help, are active in Burma. We need to get people into a room and draw up a schedule and heads of agreement. Perhaps someone like Mary Robinson could play the role of a George Mitchell character. She could chair such a conference.
The Rohingya said they want their right to live there to be recognised. They say they have the papers and a judgment from their Supreme Court. Representatives of the different faith groups, some of the great religions of the world, sat with us together in a room. They need to be encouraged to continue their joint work. There are many international inter-faith foundations that can take on this work, to keep putting out joint statements that they will not be divided on religious grounds.
Ninthly, civil society groups, which came together so notably during Cyclone Nargis, should be supported. Currently, they have to register as organisations; otherwise, they are deemed to be illegal. Could the FCO or DFID look at ways of supporting these organisations without going through the Government?
Tenthly, and probably most importantly, the rule of law needs to be firmly established, with an end to arbitrary arrests. People need to know the case against them and to have a fair hearing before an impartial court.
Those would, I hope, be our way of ensuring that the Government look at—

I am aware that the hon. Lady is painting a broad-brush picture, covering all the different ethnic groups, but there is a large Rohingya community in my constituency. Can the hon. Lady offer them any hope in terms of the persecution that they are facing?
I thank the hon. Gentleman. The only comfort I can give him and them is that there are people, in this country and in the international community, who are aware and are watching what is happening. We have to monitor any movement that the Government in Burma make; they cannot talk about trade without also looking at human rights. Hopefully, that issue will also be part of the Panglong conference.
In conclusion, Burma knows that it is at a unique place in its history. Having met the Burmese people, I can see why Daw Suu could not leave them to suffer, and although there is progress, people are still being displaced and there are conflicts. However, there needs to be an irreversible move to democracy and the rule of law, so that the Burmese diaspora feel they can return to their country, and those who live there, eager to serve their country, can do so and live together in peace.

It is a pleasure to serve under your chairmanship, Mr Hood. I pay tribute to all hon. Members, who have made thoughtful speeches. I will move on quickly to my speech in the remaining time.
Let us remember that Aung San Suu Kyi and the National League for Democracy won the election in 1990 with 60% of the vote and 80% of parliamentary seats. Although those results were not recognised, we must acknowledge that Burma is moving forward and taking steps as part of the reconciliation process.
My contribution will focus on three main issues: the Kachin state, land grab and humanitarian issues. I apologise for the speed. Kachin is predominantly a Christian state. I was pleased that Mr Speaker granted my urgent question in January. On the day of that debate, a child of 15 and a pastor were killed. I got a helpful response from the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for North East Bedfordshire (Alistair Burt), saying that they were in the wrong place at the wrong time. What we see as crimes go unrecognised in that state. The police stand by. Some 100,000 people have been displaced in Kachin. Although a ceasefire has been announced, it appeared to be on the very day that General Thein was in America. Christian Solidarity Worldwide reports that abuses are still taking place, even after the ceasefire.
The second issue is land grab. People who have been living on the land and using it to feed themselves have been displaced. The Asian Legal Resource Centre, in a submission to the United Nations Human Rights Council in June, warned that Burma is in danger of a land-grabbing epidemic. Forests have been cleared, dams and pipelines are being built and the people are just being ignored. The Burmese Parliament has a land investigation committee, but it has seen only about 500 complaints, and many ethnic minorities do not even know that it exists.
Thirdly, on the humanitarian aspects, all Members have rightly mentioned the reports from Human Rights Watch, Christian Solidarity Worldwide and even the Kachin Women’s Association. There is a global movement against human trafficking. Women are being trafficked into China and back again. They cannot do anything with their lives once they have been humiliated in that way. Attacks are consistently systematic. The reports are clear, and they all say the same things: people are being threatened. Local aid groups say that workers are also being threatened by local administrations. A child died after drinking from a stream poisoned by pesticides.
Daw Suu Kyi has gone the extra mile to ensure that her country moves on. Although EU sanctions were lifted, with some criticism in some quarters, I ask the Minister to raise a number of issues in exchange. First, will he raise the human rights issues set out in the reports and ensure that he speaks to the Burmese Government or his counterpart and that the UN Office of the High Commissioner for Human Rights finds a place in Burma, as agreed by the Burmese Government? Will he ensure, more importantly, that aid given to Burma goes to the correct people in a transparent way, so that women who have been raped get the support that they need?
In the long term, a constitutional solution is needed, as is a second Panglong conference. We must use our resources and expertise to ensure that the NLD’s aim of equality of nationalities is supported. Religion must not be used to divide people; people must be allowed to live and choose their own religion, whatever it happens to be. We have a long history with Burma, and we should be able to walk hand in hand as Burma finds a new constitutional settlement that respects human rights and the rule of law. As one worker said, we need to move away from the ceasefire process to a peace process. We can help Burma to step out from behind the faded politics of the past. That can be achieved only through dialogue, respect for each group and the rule of law and, most importantly, reconciliation.

I absolutely agree, Mr Speaker. I am very grateful for the robust support of Conservatives on Essex county council on aspects of foreign policy. I am sure that they do a good job outside of foreign policy, too. Their support for a reduction in the EU budget is very important. It is something that people across the country want to see, and the Prime Minister has achieved the first ever reduction in the multiannual financial framework—a major diplomatic achievement for this country.
Human rights organisations were alarmed when sanctions against Burma were lifted. Could the Foreign Secretary use this as a lever to ensure that the United Nations can establish its human rights office in Burma, and to ensure that Burma releases all political prisoners, including Aung Naing?
It is worth pointing out to the hon. Lady that, yes, we agree with what she says, but human rights will be at the heart of the lifting of sanctions in Burma. We did it with the advice of Aung San Suu Kyi, because we believe that engagement with the Burmese Government is the way forward. We are deeply concerned about human rights and we remain deeply concerned about ethnic conflict, but we believe that now is the appropriate time to lift sanctions.

Commons ChamberThe situation in Burma is complex, as the hon. Lady will accept. The country is coming out of a period of military rule. We believe that the President has embarked on the right journey, although he could move more quickly to deliver some of the reforms. The solution to 10 out of the 11 outbreaks of violence has been a ceasefire, but we have not yet seen that happen in Kachin state. This Government are helping out, through the Department for International Development, by being the largest bilateral donor of aid. We have also had many exchanges involving Burmese parliamentarians coming here to Westminster. The more engagement that British parliamentarians have with the Burmese authorities to show them how we do things here, the better. Perhaps that might include you, Mr Speaker, if you were able to find time in your diary to show the Burmese what we do here at Westminster and show them what a true democracy can look like.
Staying with Burma, is the Minister aware that the ceasefire in Kachin state has been breached, and that a village with 100 houses in it was burned today? Can he say what representations he is making to the Burmese Government to ask them to continue the ceasefire?
Yes I can. Indeed, not too long ago I made a statement about the situation in Kachin. We welcome what the President said about Kachin when he reiterated the Burmese Government’s stated commitment to a nationwide ceasefire and to peace building, although we do not recognise one or two other things he has said. It is important that there is a ceasefire in Kachin state and that the military in the area adheres to what the President is saying. It is also important, as I stressed when I was in Burma in December, that humanitarian aid gets to the people in Kachin.

(Urgent Question): To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the Burmese army attacks on civilians in the Kachin state.
I thank the hon. Lady for her question.
Conflict between the Kachin independence army and the Burmese military has been ongoing in northern Shan and Kachin states since the breakdown of the ceasefire agreement in June 2011. There was an upsurge in violence in November and December 2012. As the Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for East Devon (Mr Swire), said on 3 January, the British Government are deeply concerned by reports emerging from Kachin state of an escalation in hostilities, including the use of Burmese military helicopters and aircraft against Kachin independence army positions, including in areas around the state capital and Laiza. These tactics represent a marked escalation and pose a significant risk of civilian casualties. Indeed, we received on 13 and 14 January unconfirmed reports that a small number of civilian casualties had resulted from the fighting.
The British Government have been encouraged by the reforms made by the Burmese Government of President Thein Sein over the past 18 months. We have therefore adopted a policy of constructive engagement, but we have been clear that progress on ethnic reconciliation must remain the highest priority. The situation in Kachin is increasingly serious and could present a threat to such wider reforms.
In the past hour and a half, I have spoken to our ambassador in Rangoon. Earlier today he met one of the key Kachin civil society leaders to discuss the situation on the ground.
My right hon. Friend the Minister of State visited Burma from 12 to 15 December, raising our concerns over the situation in Kachin with the Burmese Minister of Defence and Minster Aung Min, the lead Government negotiator for the peace process. The Burmese Government reconfirmed their commitment to seeking a ceasefire with the Kachin independent army at that point.
During my right hon. Friend’s visit, he made clear to the Burmese Government three points, which remain especially pertinent given recent events. First, the British Government call for an immediate cessation of hostilities. President Thein Sein has called for the fighting to stop, saying that the Burmese Government
“does not want to pass on the conflict to the next generation.”
It is imperative that military commanders in Burma heed their President’s call for an end to hostilities.
Secondly, there must be unhindered humanitarian access to conflict-affected areas. In response to increased need, the Department for International Development announced in December 2012 an additional £1.5 million of humanitarian support for people displaced by fighting in Kachin and neighbouring states, bringing our total humanitarian aid contribution to the conflict in Kachin to £3.5 million and supporting 27,500 people to access food, shelter and clean water.
Thirdly, we call for both sides to return to the negotiating table and make renewed efforts towards a lasting peace. All sides, including the Kachin independence army, must come to the negotiating table and make renewed efforts to work towards lasting peace.
As I am sure the House would expect, we will continue our dialogue with both sides, and we stand ready to respond to any request for support in any mediation process between them.
I am grateful to you, Mr Speaker, for allowing me to ask the urgent question, as well as to the Minister for coming to the House.
The Minister referred to the fact that today, at 8.15 am Burmese time, a 15-year-old boy and a pastor were killed by a direct hit. Will he again raise with the Burmese Government the need to stop any firing on civilians, because BBC Asia has confirmed that these attacks are unprovoked? Will he also raise with the Burmese Government the fact that humanitarian aid is not getting through to 75,000 displaced people? He talked about DFID money, but will he ensure that any British aid is getting to the people who need it most? Given that the EU has suspended sanctions, will the Minister suggest to his EU counterparts that sanctions be reinstated if such direct action on civilians does not stop?
Has the Minister discussed the crisis with the Chinese Government? The planes are of Chinese origin and the gunships are Russian, so will he undertake to say to both Governments that the raids must stop?
Given that the Kachin state reached an agreement with the Burmese Government in 2011, and that other minority groups have also formed agreements with them—that is all being put in jeopardy—will the Minister take steps to ensure that the United Nations calls all parties round the table for a proper constitutional settlement, and perhaps a second Panglong conference? Finally, will he ask the Prime Minister to put Burma on the agenda at the G8 summit, when we have the presidency, so that we can hear the voice of the peacemakers, and will he report to the House?
I thank the hon. Lady for her questions. I repeat again, I am sure on behalf of the whole House, our deep regret at any civilian deaths. Our determination is to seek contact with all sides and that the hostilities cease altogether, wherever they are directed. But, of course, it is particularly upsetting if civilians are involved, and we have indeed made that clear to the Burmese authorities.
It is very important that UK aid support is getting through. We work with aid agencies on the ground, and I understand that the International Committee of the Red Cross is able to operate and get there, but, naturally, when individual circumstances arise and difficulties are created on the ground, that will not always be the case. However, the hon. Lady is absolutely right, and we are equally determined to make sure that that aid gets through.
Our position on sanctions is very clear. The sanctions in relation to Burma have only been suspended; they have not been lifted. Could they be reimposed? Oh, yes, they could. Whether or not the Foreign Affairs Council in April moves to lift rather than suspend them will depend on the progress that Burma is making in relation to the challenges it has been set in dealing with ethnic conflict and the political process. I do not doubt for a moment that the Burmese Government are well aware of the conditions that are likely to attach to any further progress in relation to sanctions.
The Chinese Government have already been contacted by the United Kingdom in relation to how it deals with those who flee across the border, whom the Chinese tend to see as economic migrants as opposed to our own definition, which would be those seeking to escape the conflict. This gives us an opportunity to engage directly with the Chinese Government. I genuinely do not know whether their participation through types of arms has been raised, but I note what the hon. Lady says and will raise that with my right hon. Friend when I next speak to him.
On 2 January, the UN Secretary-General called for the fighting to stop and for access to be guaranteed to the delivery of aid to vulnerable communities, including those displaced by violence. The UN Secretary-General’s special adviser, Vijay Nambiar, has recently returned from Burma. We hope that he will have the opportunity to brief the Security Council on his return very quickly and our concerns will be made known to him, but we will keep in regular contact.
I am afraid that it is rather too early for me to say what might or might not be on the agenda of the G8 summit. Let us hope that by that stage we will all have seen the progress in Burma that we wish to see.

Commons ChamberI am afraid the hon. Lady must have written her question before she listened to my answer to her hon. Friend the Member for Erith and Thamesmead (Teresa Pearce). We have made it clear in every conversation at official and ministerial level with our Ukrainian counterparts that if they want to have the democratic future and the closer links with Europe that the Ukrainian Government say they want—and that we believe need to happen—they have to show they are serious about democratic, as well as economic, reform.

Last week I travelled to Pakistan and Afghanistan where I visited our troops in Helmand and participated in the Heart of Asia conference, where I discussed the situation in Syria with Ministers from Russia, China and Turkey. This week I will meet the Foreign Ministers of the Gulf Co-operation Council, and the Government will host the visit of Daw Aung San Suu Kyi.
I thank the Foreign Secretary for his answer. Will he join me in wishing Aung San Suu Kyi a happy birthday? She is the embodiment of peace and reconciliation. Does he agree with me that the controversial constitution of 2008 still puts the defence services at the heart of the Burmese Government? Will he assure Daw Aung San Suu Kyi and the people of Burma that we will walk alongside them in their long walk to peace and reconciliation?

Absolutely, and I am grateful to the hon. Lady for her question. I think that the whole country will wish Aung San Suu Kyi well and will be delighted to see her this week. I am delighted that at your invitation, Mr Speaker, and that of the other place she will be coming to address us here in Parliament. It is important to recognise that there is still a long way to go in Burma. Although her party has won the 40 recent by-elections, that represents only a small part of the Parliament. I do believe that the President of Burma is sincere in his intentions, but there will be a variety of views about the democratic progress of Burma within the regime, so it is vital for all of us who believe in freedom and democracy across the world to work with Daw Aung San Suu Kyi over the coming months and years.

We have good links with Azerbaijan, particularly given its current membership of the UN Security Council—it joined a few months ago. So our diplomatic contact and co-ordination with Azerbaijan has increased. As to the level of representation, we regularly review that but I do not have any new announcement to make about that at the moment.
Earlier, the Foreign Secretary outlined the atrocities in Syria. Will he say in which circumstances he would stop maintaining diplomatic relations with Syria?

There are good arguments for and against maintaining diplomatic relations in these circumstances. We have seen in recent days some of the advantages of maintaining relations, because our ambassador in Damascus has been very active in trying to secure the safe passage out of Syria of the injured journalist whom we were discussing earlier. Having people on the ground and having a channel of communication has a value, even when we so deeply disapprove of the conduct of the Government concerned. Of course, we must keep under review for security reasons the position of our embassy in Damascus and I stress that that is something that I keep under very intense review.

Commons ChamberWe support fully the role that SADC is playing as guarantor and facilitator under the global political agreement. We applaud the work that President Zuma has been doing and his personal leadership in producing an election road map. We support fully his and SADC’s efforts to create the conditions for credible and properly monitored elections in Zimbabwe, but the violence and intimidation must stop forthwith.
T3. Sakina Mohammadi Ashtiani has been in detention for six years and still remains under sentence of death. Her lawyer has fled; his lawyer is in detention; and the lawyer’s lawyer has also fled. Will the Minister update the House on what recent representations have been made in her case?
Representations have been made in relation both to Miss Ashtiani, who, indeed, remains under sentence of death and in detention, and to her lawyers. The House might like to know that some 61 individuals are now under EU sanctions because of human rights abuses, and that pressure will continue. We continue to raise the cases of all human rights abuses in Iraq, because they remain a stain on that country’s position, and we wish to see Miss Ashtiani given a fair trial as soon as possible.

Yes, absolutely. That is of immense importance and one of the potentially very exciting aspects of the ongoing change in the Arab world. Senior people in Saudi Arabia told me before the recent announcement by the King that they cannot treat the next generation of women in the same way as the previous generation—they know that.
We have made the case in all our contacts with the Libyan authorities for the much greater involvement of women in their public life. The International Development Secretary and I met leading women in civil society in Benghazi on our visit there in June, so we will continue very much to encourage that, and I agree with my hon. Friend.
Does the Foreign Secretary know why the Bahraini doctors and nurses are on trial in any court, criminal or civil, bearing in mind that they were just doing their jobs and could be covered by international humanitarian law?

It is absolutely not my brief to defend the Bahraini Government in their handling of the situation. There are allegations about those doctors and nurses, and some in Bahrain argue that they were not going about their jobs but doing other things. It is not for me, however, to state those allegations or to agree with them. Those people should have been tried, if they needed to be tried at all, in a transparent way, in a civil court and with, of course, a fair judgment at the end. Therefore, we welcome the decision that they should be retried, and we will all watch very closely how that retrial takes place and what the verdicts are.
