Commons ChamberAs the hon. Lady will know, we have not been shy about sanctioning some of the settlers who have been involved. We do not talk about future sanctions across the Floor of the House, but she may rest assured that we are very alert to the opportunity for doing more on that. She repeated what had been said by one senior Israeli official about the position in Rafah; she will know that is not the position of most of the senior Israeli members of the Cabinet and it is certainly not the position of the British Government.
No organisation, international or otherwise, is beyond reproach and always gets things right, so of course we can question what the ICC has come out with. What I find disturbing is the ICC report talking about an almost exact equivalence between the leaders of Hamas, who carried out the most disgusting, brutal and deliberately targeted attacks on 7 October, and the leaders of—not a few rogue elements within—Israel. Does the Minister agree that it is important to have solid, accurate data? We keep hearing data from the Hamas-led health authority, but over the weekend we have had very different data. Does the Minister agree that it would help the debate if we had accurate data as soon as possible?

Commons ChamberThe early part of the hon. Gentleman’s question set out what we are all trying to address. On an arms embargo, he will know that the amount of arms that Britain supplies is negligible. Equally, we operate an arms sales regime that is strictly governed by the rules that I have previously set out to the House. We act in line with the legal advice we receive, and we will continue to do so.
Of course I am greatly concerned about the humanitarian situation in Gaza right now, but I am also greatly concerned that nothing happens that gives Hamas an increased foothold in Gaza and puts them in a position to inflict more evil and misery, like that we saw on 7 October. I am also concerned that some of the proposed ceasefire agreements seem to involve releasing hundreds of Hamas terrorists and do not involve all of the hostages being released. Will the Deputy Foreign Secretary give me a commitment that we will intensify plans for a Hamas-free Gaza, so that innocent people in Gaza can look forward with hope to a future of peace?
My hon. Friend is absolutely right that Hamas can have no role in Gaza in the future. Much of the work we are doing in that respect is designed to help to build up the Palestinian Authority, so that it can be involved in governing both the west bank and Gaza, as soon as the time is right.

Commons ChamberI do not agree with the hon. Gentleman’s last point. It is true that Canada, Sweden, Spain and the EU, with conditions, expect to be able to resume funding, but as I mentioned earlier, America, Germany, Australia, Italy, Finland, the Netherlands and Switzerland take the same view as us. To the substantive points he makes, we are in discussions with the leader of UNRWA, Mr Lazzarini, and we are awaiting the report from the former French Foreign Minister and the report from the UN. We hope that as a result of those reports, sufficient change will be secured, so that we can continue to fund UNRWA, but the hon. Gentleman should be in no doubt that we have fully funded UNRWA into the next financial year.
We are engaging with international partners on a “whole of route” approach to addressing irregular migration. This includes: a multi-year operational plan with France to stop small boats; developing partnerships to tackle organised immigration crime; improving returns processes; and working with partner countries through a number of international fora to address the root causes.
Small boat crossings continue to be a massive concern for my constituents, many of whom point out to me that there is some logic to the argument that if those who illegally enter our country from France, a safe European country, were returned on the same day, the problem would probably be dealt with overnight. Has my right hon. Friend discussed this with her French counterpart, and is her counterpart open to this undeniable logic? If so, why does France not accept them back on the same day?
My hon. Friend raises a point that is raised in many of our postbags. The reality is that individuals in need of international protection should claim asylum in the first safe country they reach; that will always be the fastest route to safety. We, of course, continue to work collaboratively with our European partners, including France, to address our shared migration challenges. I can update the House that our partnership with France has helped to bring down small boat arrivals, and together we stopped more than 26,000 crossings last years.

The hon. Lady is entirely right to talk about accountability mechanisms. In this urgent question I have made it clear at least twice that the British Government are absolutely supportive of that and do not want any culture of impunity to pertain afterwards. I have spelled out what the Government think about the reference to the international court. We respect the role of the international court, and we are following closely what is going on. It is up to the court to determine these matters. Whether or not it is helpful to launch that challenge at this particular point is a matter on which there will be disagreement on both sides of the House.
Last week, I visited Kfar Aza for the second time. Since I last went there four years ago, a massacre has taken place. When I was at the kibbutz last week, I felt it was the closest to evil that I had ever been. I met the families of some of the hostages. I know that the British Red Cross and UN organisations are active on the ground in trying to look after the welfare of children. However, that does not appear to extend to the hostages, one of whom is only 11 months old. Will the Minister outline whether the Government are taking any steps to make sure that this is happening and that there is a strategy to ensure the welfare of the hostages?
My hon. Friend is right to identify the agony being felt by so many of the hostages’ families, relations and loved ones. Some 130 hostages remain in Gaza, and we are working closely with more than 20 countries to help to secure their release. It is probably not helpful for me to give a running commentary in the House, but my hon. Friend may rest assured that we are doing everything we can to secure their early release.

Commons ChamberI am grateful for the support that I have had from colleagues across the board, particularly on the Labour side, on this important issue and on ensuring that our Government take action to support the cause for justice in the International Court of Justice and the International Criminal Court. My hon. Friend is right that the UK, as the penholder in the UN Security Council in relation to Myanmar/Burma, has a unique and special responsibility.
We have had a failure of leadership by our Government. That is not a criticism of the relatively new Minister of State with responsibility for the Indo-Pacific, the right hon. Member for Berwick-upon-Tweed (Anne-Marie Trevelyan), who recently visited the camps in Cox’s Bazar. I know that she is conscious of the need to seek justice. One of the ways in which we can protect the Rohingya people who remain in Burma is to ensure that the International Court of Justice case led by Gambia is properly supported. That case against the Burmese military is protecting people in Burma from being persecuted. I hope that the Minister will be able to address the point about the need for proper support. The UK Government announced last year that they would support that case, but we need to see that in concrete terms, with the UK joining the Netherlands, Canada and the other countries that were first out to support it. We should be leading the charge.
The hon. Member is making an informative and powerful speech. Does she agree that a number of major countries with huge clout should know better and should have done more and been stronger in their condemnation of the behaviour of the Myanmar regime? That has been disappointing.
I am grateful to the hon. Gentleman, who serves as a vice chair of the all-party group on Bangladesh and who is a powerful advocate for the Rohingya people, for working cross-party on this important issue. He is right that we could have done more and should do more, but we can rectify some of those mistakes by ensuring that we support the International Court of Justice case. I welcome the fact that the UK Government have agreed to support a referral to the International Criminal Court, but we need further clarity on what action will be taken to enable that to happen. I recognise the point made by the then Minister about the risk of the Chinese blocking a referral to the International Criminal Court, but we cannot use that as a justification for no action.
Despite the attacks on the Rohingya and other ethnic groups in Burma, the Rohingya are forgotten and face constant threats from the Burmese military in that country, along with other groups. We had a debate in Westminster Hall recently about the situation in Myanmar and the attacks and airstrikes by the Burmese military on their own people, which is causing the displacement of millions within the country and putting at risk their ability to survive because of the way in which the country has been devastated by the military coup and the actions of the Government there. Before, they were persecuting certain groups, in particular Rohingya refugees and other minorities. Now, the whole country is being persecuted by the Burmese military once again. They have seized control, and there seems to be no end in sight to their repression of the people of that country.
More than half the refugees in the camps in Cox’s Bazar are children. A generation of children growing up in refugee camps are being denied a decent education, denied opportunities to grow and develop their talents and abilities, and denied a future. That is not to say that the Bangladeshi authorities and Bangladeshi NGOs, working with international NGOs, have not made an enormous effort. In a context where many countries, including our own and other western countries, struggle to accommodate even a few thousand refugees, Bangladesh has accommodated 1 million refugees, and we commend it for that, but these areas need improvement with our support.
It is a privilege to follow the hon. Member for Bethnal Green and Bow (Rushanara Ali), a key voice on all Bangladesh issues, particularly this one.
Since being elected to this place I have had the opportunity to visit Bangladesh three times, which is quite a lot really. I initially went to Bangladesh because I have quite a large number of British Bengali constituents; I met a few people then and made a few connections and ended up going twice more—the only times I have been to Asia are when I have been to Bangladesh.
I have been to the Rohingya refugee camp three times as well. When going somewhere a number of times there is a danger that the power of the experience might diminish, but it has not. Every time I visit the Rohingya refugee camp I leave with the same feeling and sensation, and I believe that that will continue to be the case if I visit again.
I have been to lots of different parts of the camp, including Bhasan Char, the island, where I took part in a quick game of football. There are some ways in which the accommodation there is better than that of the main camp; I understand others have concerns about it, but there are some opportunities for livelihoods there, which is not the case in the main part of the camp.
I remember a lot of the conversations I had at the Rohingya refugee camp, and I remember the look in the eyes of a couple of the refugees I met and the slight terror in their eyes when I spoke to them about their experiences. That will probably be what sticks with me the most, particularly from the visit I made to the camp in January when I went with the all-party group on Bangladesh. I will never forget some of those conversations. They really are the most genuine refugees it is possible to meet: the experiences they have gone through; the horror they have experienced; a lot of the women there have been repeatedly raped, and have lost fathers, sons or husbands in the most brutal of ways; chased, driven from their homes purely for their ethnicity, their religion, for who they are—hated for what they are; driven from their homes for what they are.
Sadly, it continues to be the case that huge numbers of people of Muslim faith across the world continue to experience this persecution, and that should never be forgotten. No one religion is immune from dipping its toes in evil; we have seen that in Myanmar, and we must never forget that.
I went to the camp in January with colleagues including the hon. Member for Bedford (Mohammad Yasin). I forgot to thank him at the start of the debate for his successful application, which I was happy to support behind the scenes—I am a Parliamentary Private Secretary so I could not officially do so, but I like to think that I was a steadying force of support behind the scenes. Four of us went on the trip in January and I was the only Conservative Member of Parliament, but the politics have been stripped out of this issue: it is about our humanity, and I feel very passionate about working closely together. Actually, it is good that, on a Tuesday when a lot of people have other things on their mind, there is a decent turnout and it is a cross-party turnout for the debate. That should be taken into account. I am really pleased how many people have turned up for the debate and how many speakers we will have and interventions will be made.
From what we could see, a lot of good things were happening at the schools that we went to. Burmese was being taught to the children there. The children seemed happy. But my concern is about when they get a bit older because of the inability to have a livelihood, or to have any future at all. That is when a lot of the problems start. Many teenagers and people in their 20s and 30s are completely directionless with nothing to do and can be victim to gangs: that is a significant concern we had when we left the camp. The situation they face is unique because they have effectively become stateless. That puts them in a more vulnerable position than almost any other group of refugees in the world. I do not want to start comparing different types—a refugee is a refugee—but they are particularly vulnerable; they are stateless. It is true that, when they first found safety in Bangladesh, a lot of them were just thankful to be free from persecution. However, one year became two years, three years, four years and five years, and they look to the future and see no hope.
When it comes to aid, the UK has made a generous contribution. The Government have to make really difficult decisions in the wake of the pandemic, where hundreds of billions of pounds were spent, so I am not just going to say that it was a mistake to cut the international aid budget from 0.7% to 0.5%—I was one of the people who completely understood why the Government did that—but there is a question: within the 0.5% we are spending on international aid, could we channel more to the Rohingya camp to support them because the demands have only gone up? The population of the camp has increased, so, if anything, the amount of money that we should be providing should be going up, not down.
We have played a leading role through the UN and the UN resolutions. It has been disappointing that many other countries have not played a bigger role in condemning the Myanmar regime. There is a question about what role India and Pakistan are playing in condemning the Myanmar regime. Are they comfortable with the role that they have played? Do they think that they have done enough? I think it needs to be an international response.
I apologise for intervening. My hon. Friend is talking about countries that could do more. Is not the reality that a big, important country is deliberately undermining any efforts made on the Rohingya, and that is China? It is about its relationship with Burma, its support for Burma, weapons and everything else. It is doing this all over the world. Surely when the Government think about our relationship with China, they need to consider what China is doing in other countries and not just among the Uyghur Muslims.
I thank my right hon. Friend very much for his intervention. He never has to apologise for intervening on me; it is always a great privilege to be intervened on by such a distinguished colleague. On this, he is completely right, as he is on many other issues. China is playing a sinister role in the Rohingya crisis, and it is concerning to think that economic ties with China may be getting in the way of some countries seeing the issue for what it is: a moral crisis where a clear rogue state is inflicting misery now on upwards of 1 million people. That is an important point to make.
Further to what my very good friend, my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith), said on China, may I remind the House that once you define a crisis as genocide, articles 1 and 2 of the genocide convention say that every signatory should take action to sort it out and that includes military force? We are signatory to that convention. This is a clear case of genocide, so we have to do all that we can to sort it out.
I thank my right hon. Friend for intervening. I have sympathy with what he said. When the crisis began, it grabbed the attention of our country and our media, but I have to say I am surprised how little about the Rohingya crisis has been written about in our national media over the past year or so and how little coverage there has been. Of course, our hearts go out to Ukrainian refugees, and we have to do what we can to support them and any other country, but the situation of the Rohingya is without precedent in many senses. They are so vulnerable—the majority are young people and women—and we have to get attention back on what is happening there because there appears to be no end to the misery. I can see no pathway in the medium term for the situation realistically to get any better—it is probably going to get worse.
I will talk briefly about the Bangladesh Government. As I said, I have been to Bangladesh three times since I was elected. It is important that we recognise the situation that Bangladesh is in. It is one of the fastest growing economies and has, I believe, a very bright future, but it is still a developing country and—I have seen it in Bangladesh—certain areas still have significant levels of deprivation. The Government there have a huge challenge when it comes to tackling inequality in their own country; I have seen some of that poverty across Bangladesh through visits with colleagues. So it is unfair to ask them to shoulder this burden alone. They have given a huge amount of financial support.
I would echo the comments of the hon. Member for Bethnal Green and Bow. I am concerned about the sentiment among the Bangladeshi population and how it may subtly change over time. To be honest, I noticed that a little in my visit in February 2022 and in my most recent visit; I have noticed a subtle change. That is my concern because they cannot shoulder the burden alone. As just one example, in the area to which the Rohingya refugees initially fled, a couple of people were killed by elephants and a huge amount of work was done to divert the elephants. A huge amount of work has been going on. Returning to the point about international aid, I have occasionally been sceptical about international aid. Whether it is 0.7% or 0.5%, I believe there is scope for us to recognise the uniqueness of the Rohingya situation and the pressures and to make a further contribution. That is very important.
I make a point now about the short to medium term: when does this end? What is the pathway to it ending? At what point do we say, “Enough is enough. Something has to be done”? When I asked some refugees at the camp what they wanted, they just said that they wanted to go home. That is all they want. They want to go home safely. But is that a realistic prospect in the next year, two years or three years? At what point do we say, “Enough is enough. The wait has gone on too long. There is no realistic prospect of things getting any better”? They cannot safely go back to their homes, so at that point we will begin to have to start thinking about the possibility of resettlement.
I understand why Bangladesh is wary of any conversation about the majority of those at the camp staying. I have touched on the reasons why it would be unfair for Bangladesh to shoulder the burden alone. We might have to enter the conversation about a resettlement programme, but the question is: at what point are we going to do that? In many respects, that would be a great shame because one of the places I went when I visited the Rohingya camp in January was the Rohingya cultural centre, where we learnt about Rohingya culture. If it were the case that they could not return home, the concern would be that that culture would be destroyed and lost and we would be giving in to this barbaric regime. The end goal we want is for the Rohingya to go home and for that culture to be preserved and enriched. That is what we need to strive for, but if we cannot deliver that, at what point do we say, “Enough is enough”?
The camp is growing in size each year, the suffering continues and people are looking to the future with no hope. There is no way for them to have a livelihood or build a future. There needs to be some kind of conversation about when we should start turning to different options if we cannot get what we all want, which is for them to safely return home.
This debate has been necessary because many Members across the House have been to the camp and have been moved and forever changed by our experience. We want this debate to help raise the profile of the issue and to put it further up the Government’s agenda, so we can do more to support some of the most desperate people in the world, and be part of an international effort to ensure that those behind it pay for the misery that they have inflicted on almost 1 million people, who have been persecuted because of who they are. So we need to do more. We need to support the Bangladeshi Government in every way we can to end this.
I think we all look forward to reading the hon. Lady’s report, which will, as ever, be insightful and full of opportunities for all of us to consider what some of those long-term solutions might be. As we work on responses that work towards future resilience, we will also be exploring alternative funding options and promoting the positive role that development finance can play in the wider context, because of course the self -sufficiency of the Rohingya is vital to create a sustainable response to this crisis. Access to substantial livelihood opportunities would contribute towards that and help enormously to mitigate the worsening security situation in the camps. This was an area of discussion I had with all those I met on my March visit, including the Prime Minister. We will continue to advocate for progress in those areas with the Government of Bangladesh, but these actions alone will not of course bring an end to the crisis. So we must continue to use all the levers we have to improve conditions in Myanmar, exactly as the hon. Lady says, because people want to go home.
The Myanmar military of course continues its brutal attack on its population, and many of the attacks bear the same hallmarks of atrocities committed against the Rohingya in 2016 and 2017. We now see 17 million people in need across the country, and more than five years on from the crisis, the regime is yet to be held fully accountable. Of course, accountability is crucial to ending that cycle of violence and the misery faced by the Rohingya people. That is why, last August, we announced our intention to intervene in the ICC case brought by the Gambia regarding Myanmar’s obligations under the genocide convention. It is a case we have supported since its inception, and one that I know colleagues will be pleased to hear we are working closely on with other intervening states to ensure a co-ordinated approach.
We also support the securing of criminal accountability and attempts to bring these issues before the International Criminal Court. Within the international sphere, the UK uses our penholder role in the UN Security Council to keep the spotlight on the crisis. Between 2017 and 2021 we have convened the Security Council 19 times to discuss the situation in Myanmar. Last year we passed resolution 2669 on Myanmar, holding the regime to account for its atrocities and urging an end to all violence. This resolution was the first of its kind in over 74 years. We will continue to use our role at the UNSC and in other international spaces to press for justice and accountability and to ensure the crisis is not forgotten. Domestically, we will continue to use our sanctions regime to maintain pressure on the Myanmar armed forces.
I really do see all that the Government have done and I really do think it is right to focus on the Rohingya going home safely; however, a colleague mentioned a child spending five years growing up there and knowing nothing else but that camp, but what happens when that becomes eight or nine years? Does my right hon. Friend agree that there may come a point where we have to think about something that ends this horror but that may not, sadly, involve them going home safely?
My hon. Friend raises an issue that we are cognisant of, but in the shorter term we are seeing whether the international community can work together to make going home a possibility, so we are continuing to use our sanctions in co-ordination with the US, Canada, the EU and Australia, among some of our key international partners. We have so far sanctioned 20 individuals and 29 entities, and as sanctions Minister I will be continuing to work on further sanctions that we might be able to deliver to target the junta’s access to revenue, arms and equipment. Just a few weeks ago we sanctioned four individuals and two entities selling arms and aviation fuel to the Myanmar military; we will continue to find ways to reduce its ability to deliver its appalling violence to its citizens.

Commons ChamberObviously, I cannot comment on the detail of these things, but I am sitting next to one of my esteemed colleagues at the Ministry of Defence, the Minister for Armed Forces, and all these issues are constantly monitored.
Lots of grim things are happening in the world, but many of us will be particularly troubled and disturbed by what has been happening in Iran recently. My heart goes out to everyone who is protesting, particularly the women and girls. I support the views expressed by many of my colleagues today, because I think that the IRGC should be listed as a terrorist organisation, but I would like to ask the Minister about the Christian community in Iran. Last Friday, I met a Christian who fled Iran and is now a key part of the local church in Ipswich. What steps are the Government taking to support the Christian community in Iran and the many people fleeing persecution?
That is a good question, and on a subject that I feel strongly about too—I note that the hon. Member for Strangford (Jim Shannon) is in his place and he feels strongly about these issues too. We raise those issues about Christians and about other minorities in Iran, as we absolutely need to do.

Commons ChamberI thank my hon. Friend the Member for Rutland and Melton (Alicia Kearns) for securing this incredibly important debate.
My interest in this matter is connected to two things. First, I have not really spoken about this, but my academic background is in Russia, and Russian and eastern European history. If I have any international knowledge, it is connected to that. I also had the great privilege of going to Bosnia only about two months ago, on a delegation to Bosnia and Herzegovina led by my right hon. and gallant Friend the Member for Beckenham (Bob Stewart), who gave a fantastic tour.
As my hon. Friend the Member for Gedling (Tom Randall) said, Bosnia and Herzegovina is a country and a nation with, in some respects, so much going for it: the great, unique beauty of the physical environment; by and large, lovely, interesting people; a culture and a history that is unmatched; and a capital city that is probably one of the most fascinating that I have ever had the privilege of visiting. It is slightly disappointing that we are now at a point where we cannot fly direct to Sarajevo. I hope that that changes at some point in the future, and that many of my constituents and those of every hon. Member in this place can go and see the wonders in Bosnia and Herzegovina that a lot of us have had the benefit of seeing.
It is sad that so long after the Dayton agreement, the political lines remain very narrow. We do not see political parties that transcend the particular ethnic and religious groups in Bosnia and Herzegovina, and that has been made more difficult by the self-interested behaviour of various political actors there that have held back the process. I do think it is possible that Bosnia and Herzegovina can be a sustainable nation, if given the chance to do so by those who have the ultimate responsibility for making that happen and for ensuring that the people of Bosnia and Herzegovina can live together in peace and harmony.
During my visit to Bosnia, I went to Ahmići, which is in the north of the country. My right hon. and gallant Friend the Member for Beckenham was at the heart of witnessing the horrors that happened there. Of course, it was Bosnian Croats who committed that genocide; and it was a genocide, and it was right that it was called that.
Srebrenica will stick with me forever in terms of what I saw there and the graves. Although more than 8,000 people died, there are nowhere near that many graves there, because a lot of the remains have not been found. But they continue to be found, and when I was there, I saw new, fresh graves being dug.
We also had the great privilege of meeting the mothers of a lot of the boys and young men who were massacred, and the women whose husbands were massacred. That will stick with me perhaps more than anything. It was probably the most depressing thing about the visit, because I have been to a similar place where such horrors happened, and that place was Auschwitz. My visit there will also stick with me for the rest of my life, but there is something particularly depressing about a visit to Srebrenica, because not all the lessons have been learnt. In fact, most of the lessons have not been learnt by those connected to and close to the horror that took place.
We should listen to the mothers of those who were massacred explain how, to this day, they see in their communities those linked to the people who carried out the evil that happened, how they are a victim of abuse in the streets, and how they know that within schools in the Republic of Srpska revisionist history is taught and the mayor of a local town has not even bothered to visit the cemetery. This is happening on our doorstep and any country that supports the individuals involved in this should be ashamed.
What do we know would happen if we were to say that the Republic of Srpska can succeed? What message would that send in giving in to the tactics of many people who do not see this for what it was—a genocide—and who are not apologetic for the evil that happened? What message does that send?
The importance of going to Bosnia must not be understated. I thank my hon. Friend for sharing that because I remember visiting the Srebrenica memorial in 2015, and two Serbian young men driving past in their car with music blaring, throwing bottles of urine into the memorial. I remember attending the funerals of people whose body parts had finally been pulled together because the Serbians went in with diggers and dug up the mass graves to try to deny and hide how many people they had murdered. I remember people screaming, “The deaths are made up—they are not real, what is going on?” and people picketing these funerals. Does he agree that it is vital that as many Members of this House as possible visit and learn, because it is only through seeing the visceral pain that was there in 2015, and is there now, that we can truly understand how much of a tinderbox Bosnia is?
I thank my hon. Friend for that fantastic intervention. I think any Member who has the opportunity to go there should go there. Anyone outside this place who has the opportunity to go there should go there. I admit that before I went I was quite blind to the reality of the present-day situation and the extent to which many of the problems still exist. I probably naively thought, “That was a little while ago now. I assume it’s all moved forward and the lessons have been learned.” The most depressing thing about all this is the extent to which, in many ways, that is not the case.
I use that comparison: that visit and my visit to Auschwitz. That is a relevant comparison because the scale is not the same, but the brutality, the genocide and the evil intentions are the same. The difference is this. We know that antisemitism still exists in our country and in the world and we should not stop until it is completely eradicated, but, other than a few fringe conspiracy theorists, nobody denies the brutal evil reality of what happened in the holocaust. But, to this day, not far away from where we stand, there are many people, and many countries backing people, who do deny what happened in 1995. That should cause us all great concern. I do not profess to be an expert on international affairs or that country, but I am an honourable Member in this place who was incredibly moved by what I saw on my visit, and it has shaped my thinking in a way that I doubt many visits will ever do for me as long as I am a Member in this place.
In terms of what we do now, I thank my hon. Friend the Member for Rutland and Melton because, at the very least, this will raise awareness and that is good and an end in itself. But in terms of concrete actions, I would like to share the views expressed by the vast majority of hon. Members about what we need to do. We do need to stand tall because so often this great country is relied upon to do so and we must not let the people of Bosnia down.

It is a pleasure to serve under your chairmanship, Mr Stringer. I thank my hon. Friend the Member for Warrington South (Andy Carter) for securing this important and timely debate, and I thank my hon. Friend the Member for Eddisbury (Edward Timpson) for the work that he did on the review. I agree with the vast majority of the recommendations, and I think the Government should implement them fully at the next possible opportunity.
I could not agree more with the points made by the hon. Member for York Central (Rachael Maskell) about therapy and the importance of a therapeutic approach. I am very fortunate to be an associate governor at a special school for pupils with social, emotional and mental health needs in my constituency. The school has only been going for just over a year, but it has done an absolutely fantastic job so far in supporting some of the most vulnerable young people in my constituency, who are slowly but surely turning their lives around—not long ago, many people had given up hope. They have got that hope back again because of the fantastic work going on at the school.
With regards to alternative provision and PRUs, I am in complete agreement with the points that have been made today. From the perspective of society, there should be nothing more noble and important than working in these institutions, which are often the last opportunity and the last hope that these young people have. They should not be places where people give up hope, both from a staff perspective and from the perspective of the people there. They should be good buildings—they should be our best buildings—and they should have our best teachers and our best educators. Frankly, the stakes could not be higher for society in terms of us getting it right at that point—often the last opportunity for us to make a positive intervention.
I also align myself strongly with the points made about the transition points between primary and secondary schools. It is often those with special educational needs who struggle with the transitions. Those transitions can be in relation to everything in life—transitions from education into the workplace, from primary school into secondary school, from A-levels into university. They will be made much harder by covid-19 and the destruction that that is introducing to education settings. I am talking about off-rolling, which I plan to come to later in my speech.
As the Minister knows, I am fortunate enough to sit on the Education Committee, and I have done so since I was elected to this place 20-odd months ago. I am a bit of a dead record when it comes to special educational needs. I always find a way of getting it in, at any sitting, whatever the subject, whether that is exam results, Ofsted or mental health. I always try to find a way of introducing the perspective of, and how it impacts, children with learning disabilities.
From the data provided, we know that those with special educational needs are very much at risk of being excluded. Some data I saw said. I think, that more than two out of five of those permanently excluded had special educational needs. The stakes could not be any higher when it comes to getting the provision right for those with special educational needs, so we need to get it right.
We have a number of remarkable people who are unconventional thinkers—creative thinkers—who do not think in the same way or process information in the same way. If we get the support right for those individuals, funding and organising it properly, so that it is not just about them treading water and being average achievers, they could be far from average achievers and be some of the most creative people in society. A lot of this is about not losing their talents to society. Yes, it is about them, their families and what is morally right, but it is also about not losing their talents, which is an incredibly important point to make.
There is a very fine line between a lot of those individuals getting the support that they need and flying, and not getting their needs met and turning against the system. Sadly, so often, they then end up in our criminal justice system, which we are seeing right now, as the Education Committee is conducting an inquiry into prison education. The fact is that more than 30% of those in prison have some kind of learning disability, although I think it is far higher than that. A lot of people, when they get into the criminal justice system, have their learning needs meeting, where they talk about the kind of support that they might get in prison. The Government have introduced some screening, but that is not the kind of intensive diagnosis that I would like. I would like each person who goes into prison to meet an educational psychologist to get diagnosed properly, so we have a clear picture of whether they have disabilities and, if they do, what kind of disabilities they have. Even at that late stage, we can hope to turn their lives around and to give them the educational support that they need.
The hon. Gentleman is making an excellent speech. Is it not right to have those diagnostic opportunities in schools? So many children in school, in particular the neurodiverse, wait years and years before they have a diagnosis.
I thank the hon. Lady for making that point, which I was about to come on to. It is important that we get that intervention right, that we ensure that each person, when they go into prison, meets an educational psychologist for diagnosis, for two principal reasons.
First, yes, it is about the individuals and, even at that late stage, about hopefully being able to make positive interventions in the education provided. Secondly, I think we are a bit blind at the moment: we think that 30% of those in prison might have learning disabilities, but it might be as high as 50%. We just do not know, and we need to understand the scale of the problem. If it is 50%, not 30%, surely that just increases the argument for why the stakes are so high and why we need to fund special educational needs properly right from the start, as the hon. Member for York Central said—getting diagnosis as early as possible, putting the resources in and making these things possible. I could not agree more. I have dyslexia and dyspraxia. When I was 12, I had the reading and writing age of an eight-year-old, and it was only when I was diagnosed at 12 that I got the package of support that I needed to turn it around from an academic point of view. I could not agree with the hon. Lady more on that point.
The stakes could not be higher. I speak as somebody who has been in that situation where I am in a large class, my eyes glazed over, not understanding why I cannot process information in the same way other people do, sometimes feeling as though I am thicker than other people, sometimes feeling that there is something wrong with me. The teachers in the classroom do not always have as full an understanding about different types of learning disability as possible, so of course we go back to teacher training, and why it is so important that every person going through teacher training has that as a fundamental part of their training, so they can understand the different needs: that not all young people think and process in the same way, and that not thinking in a conventional way does not mean that you are thicker than anybody else. Sometimes it can actually mean that you are more creative, and I have said to a bunch of autistic kids in my constituency, “Weaponise your disability. You think differently; you can be creative.”
However, the impact of covid—the disruption we have seen to the education system over the last 20 months —may make this harder, and may increase the likelihood that some young people with learning disabilities get excluded. It comes back to that point about transitions. It has not been easy for any young person over the last 20 months, because of the disruption—not knowing how they are going to be assessed, not knowing whether they are going to be at school or not—but we know that people with learning disabilities particularly need certainty and structure, and they have not had that for the last 20 months. My concern is that that could impact behaviour; my concern is that the disruption over the last 20 months might have particularly impacted those with special educational needs, and we might see more risk that a lot of these individuals could be excluded.
I want to make a final point before I sit down. I do think that exclusion needs to be an option. It needs to be there; we need to balance trying to do the right thing for all children with the disruption that can be caused by disruptive pupils to other pupils in the classroom. It can absolutely have a detrimental impact on the education of an entire school, but of course, we need funding into alternative provision; we need to have no stigma; and we need to have a good number of special schools, which as I have seen—and, as an associate governor, continue to see—can literally transform the lives of many young people.
However, when we come to this point about off-rolling and the sense that this may be happening, perhaps subtly, a lot of it comes back to Ofsted and the way that we assess schools and the framework. Sadly, from the conversations I have had with a number of teachers, they often feel that there is a conflict between doing what they believe to be morally right, in terms of the education that they are part of providing and supporting the most vulnerable children, and actually—not unreasonably—wanting to be professionally successful. If there is the sense that there is a conflict there, we need to work to take it away, and there is a new Ofsted framework in place, but what are school assessments ultimately about? Surely, they are about the positive difference made. That should be the key thing: to what extent has a school made a positive difference to the lives of the children that it works with, acknowledging that not all schools have the same proportion of those with learning disabilities and those without, and not all schools operate in the same area and some pupils can have more challenging backgrounds? We should not be in a situation where a school can sometimes feel that it is punished for being good when it comes to providing for special educational needs. We have got to have an Ofsted framework that encourages and incentivises schools to put the extra effort into supporting those with learning disabilities.
I guess it has been a slightly sprawling speech, but my point is that my concern about exclusions is that there are too many occasions where sadly, those with learning disabilities are at risk of exclusion because their behaviour can be unconventional, and often when they are excluded and go somewhere else, that final chance for them—whether it is alternative provision or something else—is not as good as it should be. There is this bigger point about how high the stakes are. Exclusion should be an option: it should be something that we consider, but we have got to have an Ofsted framework that encourages first-class SEND provision. I know I have only spoken about special educational needs today, but as I warned you, Mr Stringer, I can be a bit of a broken record when it comes to that topic, and I make no apologies for it. Commons ChamberMay I begin by paying tribute to some of the speeches that have been made? My hon. Friend the Member for Bracknell (James Sunderland) spoke passionately about a number of issues, particularly special educational needs, which I am incredibly passionate about as well. We need to make sure that we do something on that in this Parliament, otherwise we will have huge problems as a country. I predict that I will disagree with the hon. Member for Leicester East (Claudia Webbe) on quite a few issues in the next however many years, but she made a very good maiden speech. I am not saying that just because it is customary to say so; she is clearly a powerful orator. She mentioned her ancestors, and I am sure that they will be incredibly proud of her and the speech that she made.
My hon. Friend the Member for Gloucester (Richard Graham) spoke about the reaction of the Opposition Front Bench to the debate, and the glimmers of hope that he sees. While acknowledging that the history of the British empire was chequered, to say that no positive contribution was made at all is wrong. The incessant need to prioritise apologising for our country the whole time and not saying anything good about us as a country and our history and why we are special is the reason why lots of patriotic voters up and down the country abandoned the Labour party at the last election, because it turned its back on them. By the looks of things, it will continue to do so.
It is a privilege to speak on Commonwealth Day in this debate on the Commonwealth of Nations in 2020. The historic bonds between the 54 countries of the Commonwealth are of immense personal significance to many people in Ipswich, as well as to millions of people across the country and around the world. Unfortunately, however, although those bonds have endured in people’s hearts, this country’s relationship with our Commonwealth partners has been neglected over the decades. As we have been shackled to the European Union and tied into the dogmatic pursuit of ever closer union, we have been drawn away from some of our closest friends and most loyal allies in the Commonwealth. This has left many around the world, including me, with a deep sense of regret.
Before our exit from the European Union on 31 January, we were members of an artificial and Babylonian construct that sought to govern the peoples of Europe and attain the power to coerce their elected Governments. Rather than bringing people together, this form of supranational government often drives people apart. This outdated and undemocratic model—which former European Commission President José Manuel Barroso likened to the creation of a new empire—stands in stark contrast to the values and principles of the Commonwealth. Our Commonwealth of nations is based on a voluntary association of sovereign states, with no country exercising power or dominance over any other. Commonwealth countries retain their right to opt out of any arrangements, and there is no obligation to hand over legal or regulatory powers to unaccountable bodies. This intergovernmental system reflects the sense of security that Commonwealth countries have in their own identities, and the respect that they hold for each other as equal members of our Commonwealth community. It fosters a working environment based on agreement and respect that makes positive and consensual co-operation possible.
Unlike the EU, which is driven by the idealism of an elite few, the Commonwealth is grounded fundamentally in what unites its peoples. These bonds are practical and tangible, but also immensely personal in many ways. They were forged in our shared history, trade, common culture, the language we speak, common law, shared values and the movement of people, and even as brothers in war. These are the elements we must consider as we debate the Commonwealth in 2020 and as we look to our global future.
If we are to reignite our relationship with this modern and dynamic community of countries, free trade must be at the heart of our efforts to make up for lost time. We must not forget that free trade was laid down in the Commonwealth’s Singapore declaration as one of our core common values and goals. Trade between Commonwealth nations is already estimated to be worth approximately £425 billion a year, and it is projected to rise to over £532 billion this year. Some 60% of the Commonwealth’s 2.4 billion population are aged under 30 and it also has some of the world’s fastest growing economies, so the opportunities for mutually beneficial trade are enormous.
Now that we have taken back control of our trade policy and left the stagnant and protectionist EU bloc—which frequently raised tariffs to the rest of the world as it struggled to get its own trade deals over the line—there is no reason why we cannot grasp the opportunities of intra-Commonwealth trade with both hands. The EU has trade agreements with 23 Commonwealth states but those deals represent only a small fraction of what is possible. India-EU negotiations have been ongoing since 2007 without success, and the Canada deal, which did eventually pass, was almost vetoed at the last moment. We could not rely on the EU to prioritise our Commonwealth links.
That is why I welcome the targets set out by the Commonwealth Heads of Government to boost intra-Commonwealth trade to £1.5 trillion by 2030. We must be ready to play a full role in building new trade deals with our partners on the foundations of the legal, linguistic and cultural norms we already share. While these important aspects are already in place, this country must also be prepared, as I have said before in this place, to be nimble, flexible and determined in the world as we seek to free ourselves from the EU’s protectionist customs union. India alone has a population of 1.3 billion, which is double the size of the EU’s. We must have the right tools in place if we are going to embrace our future as a truly global free-trading nation. In the past, Belgium has often traded more to India than we have. The European Union has been a barrier to our embracing the growth that was happening in India. If we are going to embrace this opportunity to trade with the Commonwealth, we must have first-class infrastructure to support ports such as Ipswich and Felixstowe, and to ensure that all parts of this country share in the benefits of increased trade.
If this country is to broaden its horizons to the Commonwealth and the world, we must also have a laser-like focus on the parts of the country that have untapped trading potential. The new role that we can play in the Commonwealth will be determined more than anything by our investment and belief in places such as Ipswich and the east of England.
A great deal of belief and investment in our town has already been made by the great number of Commonwealth citizens and Commonwealth-origin Brits who have made Ipswich their home, and I also want to take this opportunity to pay tribute to them. Among them are members of the Indian community, who play a vital role in our town, with many dedicating themselves to caring for others by filling many of the roles in our local NHS. We also have a great Bangladeshi community, which has produced some of our town’s most successful business owners and entrepreneurs. Their care for the wider community must not be understated either. The Bangladeshi Support Centre in Ipswich supports not only vulnerable people from the Bangladeshi community, but people from over 50 different nationalities across the town.
I have been lucky during my time as an MP to have many positive interactions with these communities, and of course that has been aided by the common language shared throughout the Commonwealth—I am of course referring to the language of cricket. Some Members might have spotted that I am wearing the tie of the all-party parliamentary group on cricket. We need to have a big screen in Ipswich town centre for the next cricket world cup, and indeed the next time there is an England-Bangladesh game or an England-India game. We need to embrace the festival of cricket to a far greater extent than we have in the past.
I am sure that the hon. Gentleman will understand how important it is to support Ipswich Town football club as well. My eldest son supports Ipswich Town, who are well known as the Tractor Boys. They are not doing so well this season, but they are still a team worth supporting.
Absolutely. Things are not great at the moment for Ipswich Town—we are 10th in the third division and things look pretty bleak. Only four weeks ago we beat Lincoln 1-0 and we were top of the table, so how quickly things can change—maybe I was a bad omen. Cricket unites Commonwealth citizens across the continents and is truly a great symbol of what we share, as last year’s world cup demonstrated.
One of the things that I hope the Minister will celebrate when he winds up this evening is the role of the Commonwealth within the United Kingdom today. As my hon. Friend has mentioned, we all have Commonwealth citizens serving in our hospitals and often in our armed forces, as has been mentioned. In many areas of life the children of the Commonwealth are playing such an important role, and we need to celebrate that this evening.
I could not agree more. They truly are the best of us, and that needs to be recognised to an even greater extent.
One point on which I agree with the hon. Member for Brighton, Kemptown (Lloyd Russell-Moyle) is the issue of Commonwealth citizens serving in our armed forces. Currently, when Commonwealth personnel have served for at least four yours and wish to continue to live in this country, they face fees of nearly £2,400 per person for indefinite leave to remain. That means that a family of four faces a cost of over £9,500. The House does not need to be reminded of the enormous sacrifices made for us by those countries now in the Commonwealth during the great conflicts of the 20th Century. At least a quarter of those who laid down their lives for Britain’s cause in the first world war were not British. Commonwealth citizens still fill the shortages in our ranks today.
Those who sacrifice so much for our country, and who have travelled far from their families to do so, should not face such exorbitant fees to stay in the country they have served. I urge the Government to waive the fees for brave Commonwealth troops serving in the British military, as they did in 2018 when they waived immigration fees for Afghan interpreters who had aided British forces in Afghanistan. If anybody should not be considered a foreigner in our country, it is them.
This country’s decision to leave the European Union was not inward-looking or isolationist, but an opportunity to pursue a global future as an independent, sovereign country. It is an opportunity because leaving the European Union by itself is just the beginning of that effort. As we take our first steps as an independent country, reaching out to our partners in the Commonwealth should be one of our highest priorities. The theme for this year’s Commonwealth Day is “Delivering a Common Future: Connecting, Innovating, Transforming”. It is a message that we must embrace wholeheartedly. Whether it is trade, immigration, integration or co-operation, so many of the right preconditions already exist to create more Commonwealth success stories. People strongly believe in the Commonwealth links we share, in Ipswich and across the country. Let us act on these human relations and turn them into a reality for this country’s new relationship with the Commonwealth.
