Commons ChamberI take it from that intervention that the hon. and learned Gentleman does not quarrel with me that the ban on onshore wind since 2015 has been a policy disaster, along with the opposition to solar power.
I will of course take the former Prime Minister’s intervention.
I am grateful for that intervention and I will deal with it in full, because it is a very important point. Nuclear is vital to our future, and a new generation of power plants should have been built by now. Yesterday, the Prime Minister desperately tried to blame Labour, and that intervention goes to that point. I remember the exchange across the Dispatch Box in 2006 when Prime Minister Blair said that he was pro-nuclear, and the Leader of the Opposition, David Cameron, did not know where to look. If Members have not seen the clip, they should have a look. The uncomfortable truth for Members opposite is that the last Labour Government gave the go-ahead for new nuclear sites in 2009. In the 13 long years since then, not one has been completed.

I congratulate my right hon. Friend the Prime Minister on acting so swiftly to bring forward a package of support for people with their energy bills. There is no doubt, as every Member of this House knows, that that is a matter of real concern for people in my constituency and every other constituency, who have been worried about how they will heat their homes, and businesses that have been worried about how they can continue to operate.
I also welcome the fact that my right hon. Friend has coupled action on energy bills with action on energy security. The vicious further invasion of Ukraine by Russia has indeed shown the necessity of our having our own energy security, although it makes sense anyway. We have made important progress on that over recent years; I refer, of course, to the investment in Hinkley Point C, and I again welcome the commitment that my right hon. Friend and the Government have made to continuing that support for nuclear energy. As I pointed out in my intervention—
Just wait a second—or perhaps more than one second. As I pointed out in my intervention on the right hon. Leader of the Opposition, and as was emphasised by the excellent intervention by my right hon. Friend the Member for Forest of Dean (Mr Harper), in 13 years of Government, whatever the then leader of the Labour party might have said, they did not build any new nuclear capability.
Hinkley Point C will be at least four years late, possibly five. It is nearly 50% over budget and EDF has an eye-watering 35-year contract for a strike rate at £92.50 per MW, compared with roughly £40 per MW for just 15 years in onshore and offshore wind. The right hon. Lady should have scrapped Hinkley Point C when she had the chance, should she not?
It is high time that Scottish nationalists came up with some practical solutions to these issues, rather than rejecting everything the Government suggests.
We are all trying to find energy security, so I say to the former Prime Minister and to the Government Front Bench that we should be prioritising tidal. There is an excellent Royal Society report from last year that indicates that we can get 11.5 GW. I ask the Government to enhance the ringfenced pot from £20 million to £50 million; they will get the baseload they need, and they will not need nuclear energy.
This is rather strange point in my political career, because I agree with the right hon. Gentleman on the importance of tidal. When I was Prime Minister I looked very closely, over a significant period of time, at proposals for the Severn estuary in particular. Unfortunately, at that time the price that would have had to be guaranteed in relation to the cost to the consumer was too high. Of course, looking at it today, it could be a very different picture.
My right hon. Friend the Prime Minister outlined a number of steps the Government are taking, and I look forward to seeing the full details of those. However, I suggest there are some other measures that would both address energy prices and energy security while capitalising on our high-growth tech sectors, and help us to meet our domestic and international climate change obligations. There are measures that will save people money that will also help to save the planet.
The UK has already shown that we do not have to choose between low emissions and economic growth. We can have both. To achieve net zero we will need to remove the country’s dependence on fossil fuels. My right hon. Friend announced a net zero review; perhaps when he sums up this debate the Secretary of State could indicate how that net zero review will fit in with the net zero strategy that the Government published in advance of COP26, and which many are already working on.
While my right hon. Friend the Prime Minister has acted swiftly and correctly to help people over these difficult times, it makes sense to accelerate our transition to a low-carbon energy system. That can be done by speeding up the roll-out of low-cost, home-grown renewable technologies.
The former Prime Minister says that the Government have acted correctly, but the Government’s case is that energy prices are going up because of the war in Ukraine. Therefore, those profits are being earned because of the war in Ukraine. Why is it right to prioritise war profiteering and instead have a stealth tax on households?
What is right is to provide support for households who are worried about their energy bills, and that is exactly what the Government are doing.
Of course, if we are going to increase our use of renewables, it is important that the price people pay for their electricity reflects the cost of that production and not the cost of gas. I welcome the fact that my right hon. Friend—
I am going to make some progress. I am pleased that my right hon. Friend the Prime Minister has indicated that she will take action in relation to that particular matter, but getting full benefit from that does mean upgrading the UK’s power grid infrastructure. Alongside that, we need to improve the energy efficiency of homes, which would not only reduce demand for energy, saving people money, but is an element that would help to save the planet. We need to consider rolling out a significant home insulation programme.
I will give way first to my hon. Friend the Member for Gloucester (Richard Graham), and then to the hon. Member for Rhondda (Chris Bryant).
My right hon. Friend’s Government did indeed look very closely at the prospect of a tidal lagoon off Swansea bay. It is quite correct, as she says, that at the time it was too expensive—although the price now looks relatively attractive. Does she agree that the real opportunity now, which the current Chancellor was very supportive of when he was at BEIS, is for marine energy to come from tidal stream? The new renewable auction is supporting that, but there is much more that can be done, especially if we can affect the planning regulations around the pipeline of opportunity. Does she agree that there is more this Government could do on that?
I absolutely agree with my hon. Friend. I welcome every opportunity to increase the diversity of our supply of energy, and looking at these new opportunities is absolutely a way to do that.
I am grateful to the right hon. Lady for giving way. I completely support the tidal lagoon in Swansea and hope that is now a real possibility for us—I hope the Prime Minister would accept that—and I agree with the right hon. Lady about insulation. I think I understood the Prime Minister to say earlier that there would be protection for public services for just six months. Many local authorities, hospitals and schools are facing dramatically increased bills already. Are they not going to need more support than just six months?
I think the public sector will be very pleased to hear that the Government have taken their concerns on board and are providing support for them.
There is another step that the Government need to take: they should look at building regulations. We are still building homes with gas boilers. Does it not make sense to change the regulations? Those gas homes will have to be retrofitted in just a few years’ time, so surely it is more cost-effective to take action now.
Order. The hon. Gentleman has had one intervention. What I am bothered about is that there are a lot of people who want to get in. I do not want to stifle the debate, but I do want to make sure that everybody gets a voice.

The Government are also key to driving greater private sector investment in low-carbon solutions, for instance by de-risking investment in early-stage technologies—we have already heard about some early-stage technologies—and emerging sectors such as hydrogen production. Greater investor certainty cuts the cost of new technology, drives innovation, creates jobs and boosts economic growth. The Government’s unequivocal support for this agenda would be a positive signal not just for our green tech industry, but for the ambition of the UK economy more broadly.

Commons ChamberI want to work with all parties in Northern Ireland to get the Executive and the Assembly back up and running so that we can collectively deliver for the people of Northern Ireland, but in order to do that we need to fix the issues of the Northern Ireland protocol, which has damaged the balance between the communities in Northern Ireland. I am determined to get on with doing that and I am determined to work with all parties to find that resolution.
May I congratulate my right hon. Friend and welcome her to her position as the third female Prime Minister of the United Kingdom? Can I ask my right hon. Friend why does she think it is that all three female Prime Ministers have been Conservatives?
I thank my right hon. Friend for her fantastic question, and I look forward to calling on her advice from her time in office as I start my work as Prime Minister. It is quite extraordinary, is it not, that there does not seem to be the ability in the Labour party to find a female leader, or indeed a leader who does not come from north London? [Laughter.] I do not know what the issue is.

Lady asks who is responsible: I am responsible, and I take responsibility. I will look at the case and I will make sure that she gets a proper answer from the Home Office and the immigration department.
My constituent Dominique Davies is the niece of Dom Phillips, the British journalist missing in Brazil alongside the indigenous expert Bruno Pereira. Will my right hon. Friend ensure that the Government make this case a diplomatic priority, and that they work to do everything they can to ensure that the Brazilian authorities put in the resources necessary to uncover the truth and find out what has happened to Dom and Bruno?
I thank my right hon. Friend very much for representing the niece of Dom Phillips. Like everybody in this House, we are deeply concerned about what may have happened to him. Foreign, Commonwealth and Development Office officials are working closely now with the Brazilian authorities following his disappearance on 5 June. The Minister responsible has raised the issue of the search and rescue effort repeatedly with Brazil’s Minister of Justice and Public Security; what we have told the Brazilians is that we stand ready to provide all the support that they may need.

Commons ChamberIt is indeed a privilege to rise to pay tribute to Her Majesty Queen Elizabeth II on her platinum jubilee, on behalf of myself and my Maidenhead constituents.
Seventy years on the throne is a remarkable achievement. During each and every one of those years, what has shone through has been Her Majesty’s utter dedication to duty, her selflessness and her great love of country. She has served with dignity and grace through not only what have been some very remarkable changing times, but through some difficult years for her family. As has already been referred to, she has seen Prime Ministers come and go. I was No. 13. [Laughter.] But I echo the comments of my right hon. Friend the Prime Minister when I say that she has greeted us all with charm and consideration, and with an impressive knowledge and understanding of the issues of the day. For all those 70 years, Her Majesty has been a rock for the nation, a point of stability around which the changing tides of history have swirled. Her commitment to service has been remarkable, and it should be an example and an inspiration to us all.
Most people see Her Majesty when she is on her official duties and do not see what goes on behind the scenes. I was pleased when, on the date of her platinum jubilee in February, the palace released photos of her with her private secretary going through her red box, which she does assiduously, but which is a part of her work of which few people are aware.
When the Queen is out and about on her official duties and people meet her, their joy and delight in seeing the Queen is obvious. That goes beyond our shores, as we have seen from her overseas visits, and I saw a little example of that when we hosted the Commonwealth Heads of Government meeting here in 2018. The Queen allowed us, very kindly, to meet at Windsor castle. There was a reception before the lunch and I was told that the Queen would turn up to it, but nobody else knew. The minute that she walked into the room, heads turned. There was a palpable sense of delight throughout the entire room and people started to queue up to make sure that they had the opportunity to speak to Her Majesty. We should particularly thank Her Majesty for all that she has done for the Commonwealth and for her great love of the Commonwealth. The strength and growth of that network of nations has been made all the more possible by the fact that she has been at its head.
Aside from official duties, I have also had the opportunity to see Her Majesty in more relaxed times; I speak particularly of the Prime Minister’s weekends at Balmoral. Her Majesty’s great desire for all her guests to be relaxed and enjoy themselves was absolutely clear. She takes great care to put people at ease and to ensure that they are enjoying the benefits of the beautiful Scottish countryside. During the time at Balmoral, I also saw Her Majesty’s great love and understanding of the countryside. She was driving us to a place where we were going to have one of the famous evening barbecues. There was a gate in the track, and in front of the gate stood a very large stag. Her Majesty slammed on the brakes and said, “What is he doing here?” To most drivers, that would have meant, “Why is he in my way?”, but not to Her Majesty. As she explained, she knew that the deer should be on a different part of the hillside. She could not understand why he had come down so low. She knew the countryside; she knew its animals.
The Queen’s love of gardens is clear, and her joy in being able to go to the Chelsea flower show this year could be seen by all. Her love of horses, which has also been referred to, was clear when she was able to attend the last evening of the Royal Windsor horse show. There was a particularly poignant moment when Lady Louise Windsor entered the arena driving the carriage of the late Duke of Edinburgh.
Her Majesty has been a constant presence in our lives. She is respected across the world. She has been steadfast in her selflessness, in her dedication to duty, in her commitment to her country. For 70 years, she has dedicated her life to service of her country and her people, and for that, from the bottom of our hearts, we say simply: Ma’am, thank you, and God save the Queen.
I commend the right hon. Lady on her platinum jubilee purple. If we had thought, it could have been made compulsory. Perhaps on another day.

It is indeed a privilege to speak in the debate on the Humble Address in Her Majesty’s platinum jubilee year. As others have already said, everybody across the House, including me, wishes Her Majesty all the very best and thanks her for her unstinting service and exemplary devotion to duty.
I would also like, as others have, to recognise the passing of three excellent Members of the House: Sir David Amess, James Brokenshire and Jack Dromey. They all came into the House to make a difference and improve people’s lives, and they worked unstintingly to do just that.
I congratulate my hon. Friends the Members for Beverley and Holderness (Graham Stuart) and for Brecon and Radnorshire (Fay Jones) on their excellent speeches in proposing and seconding the Humble Address.
I want to speak about a few of the elements of the Government’s programme that I very much welcome. The modern slavery Bill will cement the Government’s commitment to enhance the provisions on supply chains. I understand that the first element will be an extension of the requirements on supply chains to public procurement, to Government Departments. That is important. In 2019, as Prime Minister, I committed the Government to use our power of public procurement to ensure that we were cleaning up supply chains and cracking down on modern slavery. I genuinely believe that dealing with supply chains is one of the key ways we can ensure that we eradicate modern slavery. Business has a huge role to play here and so do Government. Section 54 of the Modern Slavery Act 2015 was important, but of course it does not actually require action other than putting something in reporting accounts, which might be to say that nothing has been done about modern slavery. It is therefore excellent that the Government are now moving this forward and will enhance the legislation. I think it could be transformative.
I welcome the social housing regulation Bill. One of the clear messages that came from residents and survivors of the terrible tragedy that was the fire at Grenfell Tower was the concern that for not just months but years the voice of residents in social housing had not been heard and had not been listened to by those in authority who had a responsibility to respond. That, we discovered from consultation across the country, was not unique to Grenfell Tower. Sadly, there were too many occasions where those responsible for social housing were simply not listening to the points their tenants were raising. It is important that we enhance the ability of tenants to have raise their voices and enhance the regulation regime. We must also ensure we do something that is so important: raise the value of social housing for people, so that stigma is not attached to social housing and being in social housing. We are all one community. The type of housing we live in should be irrelevant to how we are treated.
The renters reform Bill is also important. I note that the briefing says it will provide 4.4 million households with more secure and higher quality homes. Renting is the only option for more and more people. For some it is the flexible option that they actively want, but it is not easy if people then live with the feeling that they could be evicted through no fault of their own. Dealing with no-fault evictions is a commitment that has been made previously—I seem to remember my Government made it—and I sincerely hope it will now be enacted through the Bill.
On housing, it is important for the Government to recognise the many concerns that were expressed by the public, and by Members across the House, about elements of the Government’s planning White Paper. I understand that the Secretary of State for Levelling Up, Housing and Communities and Minister for Intergovernmental Relations, my right hon. Friend the Member for Surrey Heath (Michael Gove), has heard those messages and is looking carefully at what should be in the planning Bill. We need more homes and we need to ensure that they are in the right place. We also need to ensure that their designs are in keeping with the community and the neighbourhood in which they are set.
I believe that the Housing Secretary is interested in street votes, so that if somebody in a street wants to extend their house by two floors there could be a vote in the street and the street would decide whether that was a sensible thing to do. I simply say to my right hon. Friend the Prime Minister and others on the Treasury Front Bench that the Government need to be very careful about the potential unintended consequences of such a move. I can well imagine a situation in which somebody persuades their neighbours in a street to agree to the sort of development that might enhance the value of their houses but which actually has a negative impact on the wider community and wider neighbourhood.
On planning—this ties in with issues relating to the energy Bill—I urge the Government to take the opportunity to move ahead on building regulations to ensure that we embrace now the standards that will be required for us to reach net zero. New homes are still being built with gas boilers. They will be retrofitted in a few years’ time, so would it not make more sense for the regulations to ensure we make the moves now for net zero? However, I welcome the energy Bill. There is much in there that will help us to move to net zero, and that is excellent.
I also welcome the national security Bill, which I expect will enhance our ability to deal with threats from hostile states. That is very important—it is increasingly necessary—and it is very timely.
On Northern Ireland, there is reference in the Queen’s Speech to the legacy Bill. It is important, as I have said in the House, that we reach a point where there is the ability to try to draw a line under the past, but that must be done sensitively, in recognition of the sensitivities of all communities.
I think an explanation is needed: I was at the Nigerian embassy getting my pass so that I can go to Nigeria at the end of May.
It is really important for my constituents, for those who have lost loved ones—I could name the Ballydugan Four, Stuart Montgomery and my cousin—that people were murdered by the IRA but nobody was ever made accountable. I want justice; my relatives want justice; my constituents want justice. Does the right hon. Lady agree?
We welcome the hon. Gentleman back to his place. That is why it is important that these issues are addressed sensitively. They have been looked at consistently by some of my colleagues in relation to veterans who may find themselves being caught before justice, but it is important that people who lost loved ones during the troubles—the majority of those losses will have been at the hands of terrorists—can feel an understanding of, and are able to know, what happened. That is one of the things driving the Government’s intentions in relation to that Bill. Such people will want to feel some sense of closure, which they have not been able to have for so many years.
I note that there was no reference to what has been referred to in the papers as a Bill in relation to—I am going to use this phrase—the Northern Ireland protocol and possibly to varying the terms of the treaty unilaterally. I say to my right hon. Friend the Prime Minister—he will not be surprised to hear this—that I do not feel that that would be the right move for the Government. The Government need to consider not just some immediate issues, but the wider sense of what such a move would say about the United Kingdom and its willingness to abide by treaties that it has signed.
I say to the former Prime Minister, with the great respect in which I hold her, that surely what is more important here is the Good Friday/Belfast agreement and the need to protect the political institutions. I stood in the election last week, and not a single Unionist Member who supports the protocol was returned to the Assembly. There is no consensus for that. It needs to be dealt with: it is harming our economy, driving up the cost of living and undermining political stability in Northern Ireland, and it threatens the Good Friday agreement.
I put a deal before the House that met the requirements of the Good Friday agreement and enabled us not to have a border down the Irish sea or between Northern Ireland and the Republic of Ireland. Sadly, the Democratic Unionist party and others across the House chose to reject that, but it was an opportunity to have what the right hon. Gentleman wanted.
I say to my right hon. Friend the Prime Minister that I am deeply disappointed that we see only draft legislation on a new mental health Act. The process for a new mental health Act was started in 2017. I said in the previous Queen’s Speech debate that I feared that we might not see a new Act until 2023. I now fear that we might not see a new Act until 2024, and given the proximity of a potential general election, that we may not see a new Act in this Parliament at all. Those suffering from mental health issues deserve better from the Government, and I encourage action on introducing a new mental health Act.
I am also disappointed that we do not have an employment Bill, particularly to put through the policy of ensuring that tips that are left for waiters actually get paid to those individuals. It was a popular policy and I hope that the Government will think again about putting that through.
The final issue about which I am disappointed is that we do not see a commitment to an independent public advocate, which was a 2017 manifesto commitment. I recognise that my right hon. Friend did not put it in the 2019 manifesto, but it was one of the key recommendations in the report that I commissioned from Bishop James Jones. Thirty-three years on from the Hillsborough disaster, it is time that we took action to provide much greater support for families who lose loved ones in public disasters—and there have been other disasters since Hillsborough. It would be a very fitting legacy for those who, sadly, have lost their lives at Hillsborough and in other disasters for that support to be provided through an independent public advocate. May I say to those on the Front Bench that the Government do not need to do any work, because the hon. Member for Garston and Halewood (Maria Eagle) has a Bill that is written, which I am sure she aims to reintroduce to this House and which could be supported?
Underlying the Government’s programme is the desire to level up the economy and encourage high-wage, high-skill jobs. Having a country that works for everyone is about levelling up opportunity across the country, but the economic background against which the Government are working does not make delivering those aspirations easy. The cost of living crisis is making life difficult for many across the country; we have rising inflation; we need to restore public finances; the number of people who are economically inactive in this country is rising; we have seen a hit to sterling; and forecast growth is well below trend. All those things make for a very challenging environment.
At a time like this, the Conservative principles of sound public finances and competent economic management are needed more than ever. As we level up across the country, we should ensure that we are not a Government who work just for certain parts of the country, but a Government who truly work for everyone.

Commons ChamberI want to say how grateful I am to the right hon. and learned Gentleman for the terms in which he has just spoken and for the robust support that he is offering to the Government and to the western alliance at a very difficult time. The whole House can be turning to some of the issues that he raised.
Briefly, I think the whole House can be proud of the role that the UK has played in pioneering military support—logistical support—to the Ukrainians and the role that we have played in bringing together a ferocious package of sanctions that we will now implement. We will bring our allies together to protect NATO and to show that President Putin will get a tougher western alliance as a result of his actions, not a weaker western alliance.
I think that events will show that the Russian President has profoundly miscalculated. He believes that he is doing this for his own political advantage. I believe the exact opposite will prove to be the case, because of the resistance that will be mounted against what he is doing, not just in Ukraine but around the world. We will support those Ukrainians. We will support them economically, diplomatically, politically and, yes, militarily as well, and I know that in due time we will succeed.
I welcome my right hon. Friend’s statement this afternoon. This House and this country are united in our defence of democracy and our support for the Ukrainian people. Vladimir Putin has initiated war in mainland Europe. The response must be unequivocal and absolutely clear, so will my right hon. Friend confirm that the Government are putting in place every possible economic sanction so that Russia feels absolutely the cold wind of isolation and the Russian people understand that Vladimir Putin has brought their state to a pariah state?
I thank my right hon. Friend. She is absolutely right about what the Government are setting out to do, and I do indeed believe that that will be the result for Putin and his cronies.

Commons ChamberCan I thank the right hon. and learned Gentleman, the Leader of the Opposition, for the clarity with which he has just spoken and the support that he has given to the UK’s strategy in dealing with this crisis in Europe? I think, if I may say so, that that will be noted, and the change in the approach taken by the Opposition over the last couple of years is massively beneficial—[Interruption.] I think a fair-minded person would acknowledge that.
The right hon. and learned Gentleman has raised some important questions, and they relate to the ways in which we clamp down on Russian money in the UK, and indeed throughout the west. This country was the first to publish a register of beneficial ownership, this country has led the way in cracking down on wealth that is unexplained and we are bringing forward an economic crime Bill to take forward further measures. The House should understand that it is absolutely vital that we hold in reserve further powerful sanctions, as I think the right hon. and learned Gentleman acknowledged, in view of what President Putin may do next.
We want to stop Russian companies being able to raise funds in sterling or indeed in dollars, we want to stop them raising funds on UK markets and we want to strip away the veil that conceals the ownership of property in this country, and indeed throughout the west. We will work with our friends and partners around the world to achieve that, and the sanctions we are implementing today are very tough. Promsvyazbank is a top 10 Russian bank, which services 70% of state contracts signed by the Russian Ministry of Defence, but the measures we have prepared are much tougher still, and we will have absolutely no hesitation in implementing them.
We will get on with the business of diplomacy, and the right hon. and learned Gentleman is absolutely right to draw attention to the importance of diplomacy now, in spite of everything that is happening on the borders of Ukraine and now in Donbas. There is a G7 meeting straight after this statement, and we will be holding meetings in NATO, in the P5 and in every forum where it is relevant and possible to bring President Putin to understand the gravity of what he is doing.
The UK will continue to offer support to our Ukrainian friends, and I do think it has been right for us to be out in front in offering military assistance—defensive military assistance—to the Ukrainians. I think that has been the right thing to do. I spoke last night to President Zelensky, who made further requests, and we will consider them. We are doing everything we can to offer support in the time that we have, and we will do that, and I am glad that the right hon. and learned Gentleman seemed to support that as well.
It is absolutely vital at this critical moment that President Putin understands that what he is doing is going to be a disaster for Russia. It is clear from the response of the world to what he has done already in Donbas that he is going to end up with a Russia that is poorer as a result of the sanctions that the world will implement: a Russia that is more isolated, a Russia that has pariah status—no chance of holding football tournaments in a Russia that invades sovereign countries—and a Russia that is engaged in a bloody and debilitating conflict with a fellow Slav country. What an appalling result for President Putin. I hope that he steps back from the brink and does not conduct a full invasion, but in the meantime we must implement the tough package that we have put forward, and we will continue to offer the Ukrainian people all the support that we can.
I welcome my right hon. Friend’s statement and also the UK’s unwavering support for Ukrainian sovereignty at this gravest of times, which shows we can never take our eyes off Russia. But does my right hon. Friend share my concern that while the focus today is rightly on protecting Ukrainian independence and territorial integrity, what lies behind this is a wider worldwide trend of authoritarian states trying to impose their way of thinking on others, and that the battle in which we now must now engage is nothing more nor less than the defence of democracy itself?
My right hon. Friend is entirely right, and that is what is at stake. What is happening in Ukraine now is being watched around the world and the echoes will be heard in Taiwan, east Asia and throughout the world.

Commons ChamberThere is a reason why the right hon. and learned Gentleman said absolutely nothing about the report that was presented by the Government and put in the Library of this House earlier today. That is because the report does absolutely nothing to substantiate the tissue of nonsense that he has just spoken—absolutely nothing. Instead, this Leader of the Opposition, a former Director of Public Prosecutions—although he spent most of his time prosecuting journalists and failing to prosecute Jimmy Savile, as far as I can make out—chose to use this moment continually to prejudge a police inquiry. That is what he chose to do. He has reached his conclusions about it. I am not going to reach any conclusions, and he would be entirely wrong to do so. I direct him again to what Sue Gray says in her report about the conclusions that can be drawn from her inquiry about what the police may or may not do. I have complete confidence in the police, and I hope that they will be allowed simply to get on with their job. I do not propose to offer any more commentary about it, and I do not believe that he should either.
I must say to the right hon. and learned Gentleman, with greatest respect to those on the Opposition Benches, that what I think the country wants us all in this House to focus on are the issues that matter to them and getting on with taking this country forward. Today, we have delivered yet more Brexit freedoms with a new freeport in Tilbury, as I said, when he voted 48 times to take this country back into the EU. We have the most open society, the most open economy—[Interruption.] This is I think what people want us to focus on. We have the most open society and the most open economy in Europe because of the vaccine roll-out, because of the booster roll-out, and never forget that he voted to keep us in the European Medicines Agency, which would have made that impossible. Today, we are standing together with our NATO allies against the potential aggression of Vladimir Putin, when he wanted, not so long ago, to install as Prime Minister a Labour leader who would actually have abolished NATO. That is what he believes in and those are his priorities. Well, I can say to him: he can continue with his political opportunism; we are going to get on and I am going to get on with the job.
The covid regulations imposed significant restrictions on the freedoms of members of the public. They had a right to expect their Prime Minister to have read the rules, to understand the meaning of the rules—and, indeed, those around them him to have done so, too—and to set an example in following those rules. What the Gray report does show is that No. 10 Downing Street was not observing the regulations they had imposed on members of the public, so either my right hon. Friend had not read the rules, or did not understand what they meant—and others around him—or they did not think the rules applied to No. 10. Which was it?

Many of my constituents work in the aviation sector. I welcome my right hon. Friend’s announcement about plan B restrictions, but I note that he made no reference to the tests that are still required for people who come into England. If we are going to learn to live with covid, we need to facilitate travel, so will he take this opportunity to announce that when plan B restrictions are removed next week the Government will also make it clear that there will be no test requirements for anybody who enters England and is fully vaccinated?
We are certainly reviewing the testing arrangements for travel and my right hon. Friend the Secretary of State for Health and Social Care will make a statement on that in the next few days. It is important that everybody in the country understands that wherever they want to go in the world, getting their booster will be a pretty crucial thing to do.

Commons ChamberWhen it comes to attacking hard-working public servants, why does the right hon. Lady continually attack our testing operation, for instance, which has done a fantastic job throughout this pandemic?
There were several things in that intervention that were simply completely the inverse of the truth. We are not cutting cancer services; we have invested more in oncologists. We have 4% more oncologists this year than last year and 5% more radiologists. She asks about ambulances, and yes, of course everybody should get an ambulance who needs one. That is why we have invested £55 million more in the ambulance service. There are 500 more ambulance staff now than there were in 2018, 10,000 more nurses and 5,000 more doctors than there were last year. That is because of the investment that we are making—£36 billion—every penny piece of which the Opposition voted against.
To come to testing, it really is extraordinary that the Opposition run down this country and its achievements time and again. We are doing 520,000 PCR tests every day and 1.25 million tests every day. We have done 400 million tests in the country—more tests per head in this country than in any other European country. The right hon. Lady talks about schools. We delivered 31 million tests to schools in the run-up to Christmas. She made an incredible point: she said that this country did not have its own diagnostics capabilities. She does not know what this country is doing—unbelievable! Let me tell the Opposition Front Bench that in this country we have the largest lateral flow test manufacturing facility—in this country! They should go and visit it. They do not know what they are talking about. It is in Nottingham, and we buy them all. By the way, the right hon. Lady talks about the testing regime, but it is thanks to the efficiency of our testing regime that the Leader of the Opposition, whom we wish well, is not currently in his place. It is thanks to the testing regime that the right hon. Lady is able to speak from the Dispatch Box at all, so she might as well support it. It has done an incredible job.
Two final points. The Opposition voted continually against our funding for the NHS that has made this possible, and let us be in no doubt that they would have kept this country in lockdown from 19 July. They were opposed to our measures. Members on their Front Bench chorused that we needed tougher restrictions as we came into omicron and said that we needed a road map for lockdown. That was their approach, and what would have been the result? Another body blow to the UK economy and to our ability to fund our NHS. That is the fundamental difference between this Government and that Opposition: we have a plan for getting through covid; all they do is carp from the sidelines.
I commend my right hon. Friend for resisting calls from the Labour party and others for more restrictions before Christmas, and also for the changes that he has announced today. Omicron is less serious than previous variants. We will see new variants appear in future, and the likelihood is that they will continue to be less serious. It is not in the national interest to partially or wholly shut down sectors of our economy every time we see a new variant. Will my right hon. Friend take this opportunity to inform the House whether and how the Government will change their approach when new variants arise?
My right hon. Friend is totally right in what she says. We simply cannot go on, as a country and as a society, reaching endlessly for lockdown, which is the Opposition’s instinct, no matter what the cost and no matter what damage it does. We have to remain cautious, and I am afraid that I cannot tell the House that we can rule out absolutely everything to protect the public, but as I said to the country last night, I am confident—that is why I am repeating it today—that we can get through this wave of omicron with the balanced and proportionate approach that we are taking. I am glad to have my right hon. Friend’s support. For the future, we need the polyvalent vaccines that can deal with any type of covid mutation and variant, as well as the therapeutics, and that is what we are investing in as well. And as the right hon. Member for Ashton-under-Lyne (Angela Rayner) should know, we are investing more per head than any other country in Europe.
