Commons ChamberMay I pay tribute to the Chair of the Select Committee on Transport, and indeed the former Chair, for promoting this subject so much? We are pleased to respond today to “Pavement parking” and will certainly wish to join him in taking forward those steps, exactly as he has described.
Will the Secretary of State commit today to making sure that every single decision taken in his Department is assessed for whether it contributes to or mitigates against climate change?
Yes, that is absolutely the case. We are committed to 2050 and will soon be producing a decarbonisation plan, which will do precisely what the hon. Lady is after.

Commons ChamberI thank my hon. Friend for his question. He is already proving that he is going to be a strong voice for Burnley in this place, making sure that Burnley will always be heard. The best thing is probably for he and I to meet in the short-term, because there are plenty of ways in which we can help develop transport for Burnley.
As part of our inclusive transport strategy, we have put together a £300 million fund to improve access at our railway stations.
I thank the Minister for that answer. She and I have met before and she has been incredibly helpful, but I am getting frustrated now. I know she will not be surprised to hear that I am referring to Lawrence Hill station in my constituency, which has been waiting such a long time; I know there are funds and application processes, but is it not time the Government admitted that all stations, which people need to use, should be accessible and just got on with making them all accessible?
The hon. Lady will know that most of our railway stations were built in an era when no thought was given to accessibility, let alone to parents and people with wheelchairs. That is why we have a £300 million fund, which is supporting over 73 stations, and another tier of £20 million for smaller upgrades. I know that there are two stations in her constituency in the review, and she will not have to be patient for much longer.

Friend has been a tireless campaigner for the A64, and I can assure him that his message, both today and in his various correspondence and meetings, has been heard loud and clear. We will shortly be announcing the second road investment strategy, as promised in the first. We have plans for the A64, so I urge him just to wait for a few weeks and months.
For economic growth to be properly supported, transport infrastructure needs to be properly accessible, so will the Minister and the Government commit to making sure that every local railway station, such as Lawrence Hill and Stapleton Road in my constituency, is fully accessible?

Commons ChamberMy hon. Friend makes a very wise point. Electrification has always been part of the answer to improve the network, its environmental performance and its running capability, but it will not be the right answer on every single occasion. There will be occasions where electrification provides no significant journey time savings, yet has a significant capital cost. In those situations, we should seek to get the benefits via technology and the technology in the rolling stock. I agree with my hon. Friend.
Further to the point made by my hon. Friend the Member for Newport East (Jessica Morden), my constituents, particularly those in Lawrence Hill, one of the most challenging parts of my constituency, had to endure months of inconvenience as the electrification work was carried out. To add insult to that injury, we are not even getting electrification to Bristol Temple Meads. They have to put up with the inconvenience without the electrification. What compensation, assistance or help can the Secretary of State or the Government give to my constituents in Lawrence Hill?
The issue of compensation when we do works on either the railways or the roads is raised repeatedly, but it would simply just add to the cost of projects. I recognise that we cannot work on the roads or the rails without causing some disruption. That should be minimised. As I said to the hon. Member for Newport East (Jessica Morden), we should be working to communicate and collaborate with communities. In terms of compensation, there is no plan to change any of the current arrangements, but I just remind her that the services at the end of the work will result in the best ever services from Bristol.
I am not aware of the scheme that my hon. Friend has specifically raised. The RIS 2 announcement will not be made until towards the end of this year, and RIS 3 will not begin until 2025. However, I would be very happy to meet him to discuss the issue in more detail, because it is obviously very important to his constituents.
Now that this House has taken the lead in supporting Labour’s climate change emergency motion yesterday, does the Department for Transport not agree that it is time that we made sure that there can be no new roads without cycle lanes, unless there is a damned good reason why not, and no new housing without cycle locks and electric car charging points?
Of course we will continue to seek to expand the cycle network. Given the nature of the hon. Lady’s constituency, I hope she will welcome the commitment and the money that this Government are putting into MetroWest that will help to reduce congestion in the centre of Bristol, get people out of their cars and create a cleaner environment for people in her city.

Commons ChamberThe answer to that, I think pretty clearly, is no. The roadway is for all users. Cycling infrastructure is used to try to preserve and protect cyclists. If that had the effect of forcing people into cycle lanes, it might have all kinds of road safety consequences that we would like to avoid.
While I am a big fan of cycling, I am a bigger fan of walking, particularly for my disabled constituents, who tell me that they are really fed up with cyclists on pavements. We do need improvements to cycle lanes, to be sure, but what can the Minister tell us about improving safety for pedestrians, particularly disabled pedestrians?
I think the hon. Lady is absolutely right, and I very much salute her support for disabled people. She can have a word with the Secretary of State and, on her side, the shadow Secretary of State on the issue of disabilities. Walking is a very important part of the same issue. We are in the process of working very hard on a pavement parking review—it is coming towards the end of its work—and we are also working on the question of micro-mobility and how we regulate that. Both those issues are going to bear very closely on the question of how we think about enforcement against cyclists and other users of pavements who make life difficult for walkers.

Commons ChamberI can do no better than to remind the hon. Gentleman of the notice that was published on 13 November which said specifically that there would be reciprocity in operations between the UK and the EU in the air transport sector, that aviation safety certificates would remain valid for a period of time, and that passengers and cabin luggage from the UK would not need to be rescreened. This all points to the likelihood of a perfectly good, sensible and comprehensive agreement.
Will the Minister tell us whether Airbus, which is critical for Bristol jobs, and the other manufacturing industries in its supply chain will be able to maintain planes and move parts between the UK and the EU exactly as before if there is no deal?
As the hon. Lady knows, we expect there to be a deal and there is every reason for there to be a deal. Contingency arrangements are already in place, and I would direct her to the technical notices that have been published on this topic.

Commons ChamberOrder. Forgive me; these are very informative answers, but we have a lot of questions to get through, so we need short answers and short questions.
Disabled passengers in the Lawrence Hill area of my constituency are not being served with step-free access, although they have been promised it for some years. They have to get a train upline and then another downline on the other side before they can get to Temple Meads to get a mainline train. Will the Minister meet me and Councillor Margaret Hickman to discuss this urgently?
Of course I am happy to meet the hon. Lady to talk about accessibility in her constituency. As I mentioned earlier, Access for All funding is available for train stations; if she were alluding to a tube station, that would be another situation altogether. As she is talking about a train station, I am more than happy to meet her.

Commons ChamberAs I said in my statement, one of the things that I am looking at on the east coast route is how we secure significant employee participation in its success. I will look carefully at what the hon. Gentleman suggests. I think that we need a different approach. That is why the LNER model that we will be developing over the coming years will be a revolution for the railways.
The Secretary of State says that he wants to protect passenger interests and ensure value for money for taxpayers, but in Bristol, as across the country, fares have gone up three times faster than wages since 2010. He also says that he wants to support investment and improvement in the railway. We have some new stock, but we have had our electrification cancelled in Bristol, despite massive disruption for constituents in Lawrence Hill and Easton. When is he going to sort out our electrification and when will he accept that the favour that he has just done for the people and passengers on the east coast needs to be done for the passengers in Bristol, so that our rail service is no longer failing?
The hon. Lady is being a bit churlish. She is getting brand new trains for Bristol and the best ever train service to London. We are in the process of dualling the Filton Bank. We are working with the combined authority mayor for the Bristol area to develop the plans for the Bristol metro, MetroWest, which I regard as one of the most important projects for the country—[Interruption.] MetroWest is rail. It is going to be one of the most significant developments that Bristol has seen for a very long time, developing the kind of suburban rail network that it really needs.

Commons ChamberThat is not accurate at all, as the hon. Gentleman will find if he listens to the chief executives of the International Airlines Group, EasyJet or a number of other airlines. I have had no airline, bar one, come to my desk and suggest that they are concerned about the situation. I think we know which the one is, and no other airline believes there is any likelihood of any impediment to aviation next year. Indeed, there will not be. Can you imagine, Mr Speaker, a situation where the Spanish, Italian, Portuguese or Greek Governments did not want holidaymakers to arrive from the United Kingdom in 2019? I have spoken to my counterparts and they snort with derision at the idea that the planes will not fly.
Snorting with derision may be the response the Secretary of State has had, but people in my constituency who work in the aviation industry are really concerned about how we are going to function outwith the European Aviation Safety Agency. Will he please tell us a bit more about how we are going to function outwith the EASA?
The Civil Aviation Authority is making all preparations necessary if it needs to return to operating as a body in the form that it used to be in. However, it is the Government’s policy and our intent to remain part of EASA. There is no reason not to: countries inside and outside the European Union are part of it, and we supply a substantial proportion of its expertise. The leadership of EASA wants us to stay, and I am confident that, as we get through the process of negotiation, that is where we will end up.

Commons ChamberI do share the enthusiasm of my hon. Friend the Member for Blackpool North and Cleveleys. We are currently investing more than £40 billion in our network, including more than £15 billion on rail enhancements, as part of the biggest rail modernisation programme for over a century, and we are always on the lookout for good proposals to support.
I, too, welcome the Minister to his post. When will the electrification programme for the railways in the south-west—including the chunk to Bristol—be “un-paused”?
We are thinking about how we can deliver the best outcomes for passengers, because that is what is important to us. We are delivering the same benefits more efficiently, and at a lower cost to taxpayers. We are delivering faster journey times and better trains, and I think that Members on both sides of the House will welcome the new fleet of 29 Hitachi trains which will serve that part of the country.
