Commons ChamberI am very grateful to my right hon. Friend for mentioning that. We have business rates relief of almost £1.7 billion next year for retail, hospitality and leisure, which is part of a package of £7 billion over the next five years.
Transport sits at the heart of the spending review that has just concluded, and of course we have the £96 billion integrated rail plan. I am very happy to look at the scheme to which the hon. Member refers, but obviously Transport Ministers are engaged in a constant process of making sure that we deliver the projects that are the best value for money and result in the greatest transport bonuses across the country.

It is a pleasure to serve under your chairship, Mrs Miller. On behalf of many of my Slough constituents, I am extremely grateful to my hon. Friend the Member for Pontypridd (Alex Davies-Jones) for ensuring that this issue has been given time for debate in Parliament.
Like many hon. Members in Westminster Hall today, I am here simply to ask that people still have a choice; there is simply no reason why cash and card payments cannot co-exist. We cannot have a two-tier society, excluding those who through personal choice or necessity use cash, particularly because that can impact the most vulnerable.
Indeed, in 2019 the independent access to cash review found that those more likely to use cash than cards tended to be on a lower income and less likely to have digital access. They tended to be older adults; people with certain physical or mental health problems; those who are financially excluded, for example those who are homeless, so could not gain access to a debit card; people living in addresses with poor digital connectivity; or people living in areas where local shops do not take card payments. Eliminating cash from our society is akin to abandoning these groups of people and with that action it is already becoming more difficult to use cash, because facilities to withdraw cash are depleting in number.
In Slough alone, much to the consternation of many of my constituents, we have lost over 20 ATM or cashpoint machines since 2018, and in the last nine years in the south-east of England we have lost nearly 600 bank and building society branches. Research has shown that about a quarter of customers have a preference for cash, primarily for budgeting and control purposes, but also to avoid the discomfort and security risks that they associate with card and contactless payments. That shows that although there are certainly people who need to use cash, there are plenty of people who simply prefer to use it.
Who can blame them? The Financial Conduct Authority has shown that between April 2018 and the end of that year there were 302 major IT failings that caused a multitude of problems for card customers. Security breaches and cyber-attacks on banks have become increasingly common, and many people have legitimate concerns about privacy and data sharing linked to their card usage. An immense amount of data is held on every transaction that we make: the amount; when we make a payment; what websites we visit; and what type of purchases we make. All of that reveals a great deal about our whereabouts, lifestyle, financial means and much more, and it is used to fine-tune marketing for customers by holding a vast array of data on their financial behaviour. That is why many people detest and fear living in a Big Brother society, where their every move virtually is being tracked.
Today, I ask the Minister for his plan and the active steps he will take to halt this trend. Will he say whether he will act on the recommendations of the access to cash review to guarantee access to cash wherever someone lives or works; to ensure that cash is accepted; to take steps to make cash sustainable for longer; and to treat cash as its own system, with a joined-up regulatory approach?

Commons ChamberI express my gratitude to the Labour Treasury team for facilitating this opportunity to debate the devastating effect of Government policy on the finances of working people.
I know the British people have had a very difficult 18 months during the covid crisis, with the sorrowful loss of lives—inexcusably, the highest death toll in Europe —despite having our world-class NHS and our world-class public health systems, as well as an unforgiveable care home crisis, soaring unemployment, businesses closing, food bank usage skyrocketing and, most recently, the tragic debacle in Afghanistan, leaving many of us, especially my Slough constituents, and British Afghans in absolute despair. I do not think anyone in this Chamber could have foreseen the debilitating impact that a pandemic would have on our communities when we all had the honour of being elected as Members of Parliament.
I want to pay tribute to the extraordinary generosity and service of the Slough Council for Voluntary Service, the Slough Foodbank and other voluntary and faith groups within my constituency. But we as a nation should not have to rely so heavily on their good will. The Government should not be failing the most vulnerable, so as we emerge from what has been a very testing period for our economy, I despair at the direction this Government are taking us in. Instead of rebuilding, investing and stimulating our economy, it seems that they are more intent on ideological cuts to the very services and people that have kept this country going since March 2020.
There are the rises to national insurance, the universal credit cut, the upcoming freeze on the personal income tax allowance, inflation-busting rail fare increases and the highest petrol prices since 2013, as well as rampant waste, cronyism and corruption in the top levels of Government, the damage caused by the Government’s hard-line Brexit deal, and the supply chain and HGV drivers chaos leading to empty supermarket shelves. There is the Government forcing local authorities to raise council tax, and their unwillingness to outlaw the deplorable hire and rehire tactics of unscrupulous employers. There are some of the highest childcare costs in the world, a housing crisis worsened by a cladding crisis, and the absence of a sector-specific deal for our aviation sector, which at one point was world-leading, despite repeated pleas from the likes of myself and other hon. Members. There are the policing cuts leading to less safer communities, and the exorbitant increase in energy bills leaving many languishing in absolute despair.
This is all while we had a Tory Government asleep at the wheel and acting only when it is very late in the day. Make no mistake, although the Government may want to make it seem that way, these vital issues have not arisen solely because of the covid pandemic. These matters have been exacerbated by a decade of austerity and inadequate emergency support meeting a failing post-pandemic plan—a perfect storm that only leaves families worse off.
We in Slough have been impacted acutely by job losses and the inadequate Government support. With Heathrow and the largest singly owned trading estate, the Slough trading estate, on our doorstep, unemployment, furlough and food bank usage have all, sadly, increased. We must not allow a temporary crisis to unevenly and permanently change prospects across our country; we must assist those who have fallen on hard times through no fault of their own, not punish them further with ill thought-out Conservative Government policy.
The crisis in Heathrow has impacted not only my Slough constituents but regional airports and the economy of Wales, about which I know my right hon. Friend feels passionately. That is why we must help the aviation sector. Heathrow used to be the busiest airport in Europe but is now no longer even in the top 10; that is diabolical and is a direct consequence of inaction by this inept Government. Not only is it the right thing to do to help the aviation sector, but it is how we will effectively recover as a nation.
One of the most immediate dangers facing my constituents from the Government’s barrage of cuts and policies is the cut to universal credit of £20 a week. Over £17 million will be cut from my constituency, and this will affect families who have battled through a pandemic, who were clapped, who face a very difficult job market, and whose children have only just returned to the routine of school. I have been contacted by constituents who have been furloughed then had their UC capped, and are struggling to make ends meet. There are self-employed people using up all their income and being told to use food banks and claim UC. Continued cries from the Government Benches that that is a solution is insulting to all the families who work tirelessly just to put food on the table.
Does the hon. Gentleman agree that it is disrespectful of the Secretary of State to say that such people can just pick up another couple of hours of work? A working mother already on part-time hours because of childcare cannot just suddenly become an HGV driver overnight or pick up a couple of extra hours; that is not how it works.
The hon. Lady eloquently makes my point, and even that calculation of two hours has been demonstrated to be completely off the mark; the number of extra hours hard-working Brits will need to work is actually nine.
Another main issue on which constituents ask for my help is housing, and, sadly, that is unsurprising. Average rents have risen by £456 in a year, the highest rise since 2008, rising above average wages by over £2,000, leaving home ownership a distant or impossible dream for too many in the next generation.
The issues my hon. Friend raises will also result in more debt. Is he surprised to learn that debt in this country is 123% of household incomes and that there have been 27,662 individual insolvencies in the second quarter of this year? People are in trouble now, and if this additional help is withdrawn how on earth are they going to make ends meet?
My hon. Friend has demonstrated in this debate that he is an endless fountain of statistics; despite not being on the call list, he has made many interventions that make hard-hitting points to which the Government must listen.
It is important to highlight that home ownership is an impossible dream for so many in the next generation. That is because the quality and quantity of social and affordable housing is wholly inadequate, an issue the Government have failed to address despite being in power for well over a decade. A report showed that affordable housing increased by just 1% last year—90,000 homes short of the bare minimum needed to tackle this crisis. What about those who own homes that are now worthless due to Government inaction on unsafe cladding? That is an absolute shambles. It means a mother of two going without food to pay her rent and feed her children, and others moving from property to property due to rent arrears and evictions. One constituent even told me that their struggle with paying rent and bills made them feel like
“there is no way out”.
It is a vicious cycle—a downward spiral. Is this really the kind of society we want to live in post pandemic? I certainly do not.
We need to realise the potential in our great country and give businesses, families and young people the tools that they need to rebuild and prosper, not break them down before a recovery has even begun. We have a fantastic business hub and innovation centre in my constituency. Prior to the pandemic, we had among the highest business start-up rates in the entire country, we were in the top three for productivity, and we had a booming private sector providing thousands of jobs. But instead of giving the hard-working people of Slough support to ensure that they can once again thrive, these measures are pushing them further down.
In conclusion, I want to see ambition from this Government genuinely to rebuild stronger than before, with a greener, more efficient and innovative economy that will benefit us all, not just a select few.

Friend is absolutely right about the important role of FE colleges, which is why I was pleased in the last Budget to invest billions over this Parliament to improve the infrastructure and the quality of our FE estate. With the Prime Minister’s lifetime skills guarantee, FE colleges will be instrumental in delivering to all adults the extra qualification that they need to get better-paid jobs. My right hon. Friend is absolutely right to focus on that.
The hon. Gentleman raises a very valid point. It is right that we maximise the opportunities from domestic suppliers; my right hon. Friend the Business Secretary is focusing on that through the industrial strategy. It is also linked to targeting the seven innovation sectors funded through the significant uplift in our research and development budget.

It is a pleasure to serve under your chairmanship, Mr Paisley. I congratulate the right hon. Member for Staffordshire Moorlands (Karen Bradley) on securing today’s debate. As we heard from all Members, there is plainly a great deal of local support for reopening and re-imagining the Stoke-Leek rail line. What was once constructed to carry limestone, cement and other freight should now be seen as a potential part of a modern, clean and green post-carbon railway. That makes the decision by Government to turn down the bids for funds from the Restoring Your Railway fund for even more frustrating and perplexing. No wonder local MPs and councillors are so exercised on behalf of their constituents, and campaigners are so vocal.
Ministers have simply got this wrong; if they do not allow the rail line to happen, it will be to the detriment of the local area and, indeed, the wider region. We have heard the benefits for local businesses, communities and places such as Norton, Stockton Brook and Milton. We all know that a new railway would help cut carbon emissions and reduce the number of lorries on local roads—particularly the aforementioned A53, A520, A52 and A523—and benefit the communities living along those A roads. It would create new opportunities for local businesses in Stoke, Leek and across north Staffordshire. The reopening would create new jobs in construction and the supply chain.
Most of all, it would tackle social exclusion, open new labour markets and help people in the area travel for work and leisure, particularly since, as was mentioned by the hon. Member for Stoke-on-Trent South (Jack Brereton), 30% of local people do not own a car. In some areas of Stoke-on Trent, that percentage is even higher. The railway remains one of the safest, cleanest and most convenient ways to travel.
By creating the Restoring Your Railway fund, the Government have unfortunately set community against community, creating a forced competition with winners and losers. Worst of all, they have abdicated their responsibility for a strategic national plan to reopen mothballed railway lines. We need a strategic plan, not a competition. The Campaign for Better Transport has shown through its research that huge social and economic benefits would accrue from a strategic approach.
I am very grateful for the hon. Gentleman’s full-hearted support, and I hope it puts even more pressure on the Government, but I firmly disagree with the idea that competition is bad. It was entirely appropriate for the Government to make us submit a good bid and to make sure that the i’s were dotted and the t’s were crossed. Ultimately, that is to make sure we are being serious. We could end up getting a very large amount of funding from the Government, and at the end of the day it is Stoke-on-Trent and Staffordshire Moorlands taxpayers’ money, so we need to ensure it is spent appropriately and delivers for them in the long term. While we are here enjoying discussing what we want from the Stoke to Leek line, we need to make sure it is economically viable in the long term.
I thank the hon. Gentleman for that intervention, but we must agree to disagree on this issue. Although it is okay to have competition in certain arenas, in this arena what is required is a national strategic policy. As we have seen, in parts of our country there have been accusations of favouritism and of politics coming into play, rather than an overarching policy that would benefit our country.
The Campaign for Better Transport has shown through its research that huge social and economic benefits would accrue from a national strategic approach. It points out that adding 343 miles to the network, including 166 miles of reopened route, would create 72 new stations and 20 million new journeys, bring half a million people within walking distance of a station, create 6,500 new jobs, serve more than 100 of the most disadvantaged wards in the country, enhance air quality, cut carbon, and generate an annual gross value added of between £155 million and £245 million, as well as indirect benefits to our economy.
So many communities, like the ones in north Staffs, are crying out for this kind of investment. We must never lose sight of the need for new freight lines, as the right hon. Member for Staffordshire Moorlands said, as well as passenger lines. According to the International Energy Agency, rail uses as much as 90% less energy than road transport per unit of freight, yet the Government have set a high bar of financial sustainability, with predicted fair income underwritten by the scheme sponsor.
Network Rail’s governance for railway investment projects is conservative in its approach, according to the Campaign for Better Transport. That combination of factors explains why progress has been so slow. Ministers’ attempts to expedite projects—in particular, the rail network enhancement plan—contains the fatal design flaw that each scheme is viewed through the lens of local demand, not an overarching strategic approach to meet our national needs. It feels like road is still the Government’s favourite, and rail is still the runner up.
I congratulate the campaigners for the Stoke to Leek line, who have come so far. I appeal to Ministers to clear the leaves off the line and let the people of north Staffs have the railway, but let us be equally ambitious for all communities campaigning for reopened lines. Let us finally bury the Beeching axe. Let us offer a vision of local lines with well-lit, safe railway stations with beautiful architecture, full access for people with disabilities, sustainable energy use and integration with cycling, walking, trams and buses. Let us offer services that are frequent, convenient and on time, and digital ticketing that reflects the new realities of when and how often people want to travel—one national railway, owned by the people and viewed as a vital national asset.

Commons ChamberIt is a pleasure to take part in this debate on the Government’s management of the economy and Conservative economic failure over the past decade. Ten years on from the rose garden press conference, I took another look at the coalition agreement—the ultimate Faustian pact—and I noticed this in the small print:
“The deficit reduction programme takes precedence over any of the other measures in this agreement”.
It is there in black and white—the Conservative Government had one goal and one goal only: to cut public spending.
The Chancellor told us at the time that it was to reduce the deficit, but we see now that it was to reduce the size of the state for ideological reasons. We have seen cuts to police numbers, roads, libraries, youth clubs, courts, housing, schools and council budgets, including in Slough. And who suffered most under austerity? The poorest and the most vulnerable—those most in need of a helping hand. If you seek a monument to those 10 years of Tory economics, visit a food bank. In Slough alone, 6,500 food packages were given to those in crisis—a 37% increase on the year before.
Then came the coronavirus. The pandemic has revealed something brilliant about our character. We volunteered, donated and looked out for our neighbours. We did not need David Cameron’s big society to be telling us what to do; it already existed. It is in our neighbourhoods, our community groups, our churches, mosques, gurdwaras, mandirs, synagogues and temples, in our trade unions and in our families. But the pandemic has also revealed something rotten within our system. It has revealed the fragility of our public services after years of neglect. It has revealed stark inequalities. It has shown Britain to be a country divided by class, race and wealth. Many millions are confined to small flats or overcrowded houses, seeing their incomes disappear, running up debts, defaulting on rents, and turning to food banks with no Government help.
The greatest lesson from the pandemic is that we need a fresh start—the kind of fresh start outlined by my right hon. and learned Friend the Leader of the Opposition just last week. When we beat the virus we must win the recovery, not simply return to the same old policies that weakened our economy in the first place. The past 10 years were a disaster for millions of people, and people cannot afford for the next 10 years to be even worse. Yes, we must build back better, but we must build back fairer too.

Ministerial CorrectionsHaving volunteered in recent months to become a community champion locally, I welcome the additional funding announced by the Minister and sincerely hope that our excellent scheme in Slough will be able to gain some of that funding. The report mentions a SAGE sub-group on ethnicity. What are its terms of reference, membership and programme of work?
The SAGE sub-group is looking at this issue. Not all of our research is original—much of what we have found out has come from that sub-group. Emran Mian has been leading from within that sub-group and is working with us. I am afraid that I do not have the sub-group’s terms of reference, but I will write to the hon. Member on that to provide more information. However, we are very supportive of the work of all community champions, and the work he is doing in Slough is very important. If it is possible, we will ensure that he can access the community champions fund. He will have to apply through the regular process, but we want to do as much as we can to support MPs across the House.

Commons ChamberIt was the number of ethnic minority doctors who died right at the beginning of the pandemic that alerted us to this issue. We did look across a range of issues to see why that was the case. I remind my right hon. Friend about occupational exposure, which we believe is the biggest cause, and those doctors were the most exposed, probably doing the shifts right before we knew what was going on and catching the virus. We looked at vitamin D. The SAGE report from 23 September shows that it looked at vitamin D studies to see if it had had an effect and did not find any relationship.
We have found that there is a small residual risk, and I am looking at the interaction between comorbidities and occupational exposure, which we think provides the explanation. We had a second literature review and stakeholder engagement report where many people talked about their experiences of systemic racism—I asked the Race Disparity Unit specifically to look at that—but the findings were that systemic racism did not explain that. For example, when we take into account comorbidities, Bangladeshi women and white women have the same rates of mortality. Systemic racism also does not explain the differences between groups, such as black Africans and black Caribbeans. If it was systemic racism, we would expect the figures to match and they do not.
There is still quite a lot going on as we look at the socioeconomic and geographical factors, occupational exposure, population density, household composition and pre-existing health conditions. We will continue to do this work. Remember that this is the first report, not the last, and the review will be ongoing.

Member has turned up today, I hope he will do the right thing and support people with an economic package so that they can do the right thing and we can save people’s lives across Greater Manchester and the whole of this country. I hope he will do the right thing and support us in the Lobby tonight.
The Government have not given us the chance to have our say, so today we are giving the House the chance to do so. Our motion calls for the Government to bring forward fair national criteria for financial support in areas facing additional restrictions, and it provides for Members to have a vote on the criteria.
I congratulate my hon. Friend on making some excellent points in her speech. Given that the Government’s strategy to deal with the pandemic is not working, does she agree that, rather than using divisive tactics and treating the regions of our nation with utter contempt, the Prime Minister needs to adopt a united, one nation approach? Does she also agree that, if we want to impose stricter measures, we need to provide support to individuals and businesses, and that we cannot have lockdown on the cheap?
I absolutely agree with my hon. Friend. Over the past 24 hours, the people of Greater Manchester, regardless of their political persuasions or colours, have been absolutely dismayed by the way in which our democratically elected Mayor has been treated, but this is about the treatment not just of our Mayor but of the people of Greater Manchester. This is not some spiteful little game; this is about people’s lives, people’s loved ones and people’s jobs. They have spent years building up our economy in Greater Manchester. This Government choosing the path that they have chosen has done one thing for Greater Manchester: it has completely brought us together in saying that this Government and Prime Minister must do the right thing by the whole of our nation and support everywhere, not pick us off one by one.
There has been a framework that we have used to shape our discussions. However, is this not what the Opposition motion, in essence, is calling for—a nationalised approach? In fact, we just heard an Opposition Member calling for the exact opposite in saying that the Mayor of Manchester had a case that was supposedly better than that of the Mayors in Liverpool or South Yorkshire, so the Mayor of Manchester should be treated a preferential way to constituents elsewhere in the north-west. Yet the hon. Gentleman, who I know comes at this very constructively—I recognise that that has always been his approach in the House—says something different. There seems to be confusion among Opposition Members. Do they want a national approach or do they want the Mayor of Manchester to be able to negotiate something allegedly on behalf of Great Britain? I do not think that was his electoral mandate.
Many individuals are not eligible for either the self-employed income grant scheme or the coronavirus job retention scheme. I have been contacted by many of my Slough constituents, particularly the self-employed, who fear that after November they will see their incomes plummet. Does the Minister agree that they cannot be ignored and that they need support, especially if they are to go into increased lockdown restrictions?
I do agree that they cannot be ignored. In the third section of my speech I will come on to the individual support that we have in place and where that stands in international comparisons. Indeed, we debated that at Treasury questions only yesterday.

Commons ChamberIt is in order to address such pressures that we have set out such a comprehensive package of support that applies universally, including to the businesses to which my right hon. Friend refers. Through his question, he points to another substantive point, which is that suppliers supply to different sectors. One of the challenges with the Opposition’s proposals to extend the furlough was that they were never clear which sector they wanted to extend it to. The fact that suppliers supply multiple sectors, including the public sector, is a good illustration of why that proposal is flawed.
The Chancellor will be aware that wholesalers play a fundamental role in the food and drink supply chain, and, among other things, provide vital resources to our schools, hospitals and care homes; yet many are still struggling and do not have enough Government support. Bidfood, which is based in my Slough constituency, has seen an almost 50% downturn in its sales volumes, and has been forced to make 7% of its workforce redundant. Why has this company been ignored? Given the increased lockdown measures that are proposed, what measures will the Chancellor put in place to support struggling wholesalers—
