The hon. Gentleman knows full well that Wales has been unable to build more council homes in a year than there are members of a Welsh rugby team, so we will not take too many lectures from the Labour party about building homes.

The hon. Gentleman talks about affordable homes, but let me remind him of the affordable homes programme that we announced only last month. We announced £12.3 billion of funding to build affordable homes in our country, which is the largest such cash injection for 15 years—and that is on top of the last affordable homes cash injection. We estimate that, economic conditions allowing, that will build 180,000 new homes, the majority of which will be for discounted or social rent. We have taken a firm stand to build the right homes that our people want and need.

The hon. Gentleman mentioned section 106. He will know that over 80% of local authorities and developers say that the present system is too opaque and too slow, and does not deliver the infrastructure and affordable homes that are required. That is one of the reasons why, in our “Planning for the future” White Paper, we are consulting on a change to the developer contribution levy: from a split between CIL and section 106, to a simple single infrastructure levy that might be set locally. I encourage him and his colleagues to look at that White Paper and the consultation, and to submit their thoughts accordingly.

I am confident that, as a result of the consultation that we undertook earlier this year, which received a great deal of feedback and closed on 1 May, in which 77% of respondents said that these proposals will bring forward more First Homes—they are right—

The latest Government figures show that about 2.5 million planning approvals have been granted by councils since 2009-10, but only about 1.5 million have been actioned, so I am not sure that councils are the problem. In my constituency, the lack of action to tackle developers who breach planning laws is a major concern: 97% of residents in my local survey want a quicker and easier system to address that. They also want a right of appeal on applications that have a major impact on the character of their area and change of use applications.

Raising the minimum number of houses before a developer contribution applies will not improve the supply of affordable housing. Affordable housing need does vary. It is a major issue in Birmingham, and I feel that thresholds would be better determined locally based on local needs.

The abolition of section 106 payments could rob local communities of benefits that they derive from new developments. Government statistics released in November last year showed that nearly half of all affordable homes in England delivered in 2018-19 were financed or part-financed through section 106 agreements. We need to know that the infrastructure levy will be at least as good as the system that it is replacing.

Like the hon. Member for Richmond Park (Sarah Olney), I have concerns about proposals to allow additional storeys. I am not clear whether that will apply to student accommodation, but I say to the Minister that there is already an issue in my constituency with landlords who build unsuitable extensions. They are basically seeking to cram in as many rooms as possible, and I am really worried about the safety implications of this proposal.

Finally, reducing the planning timescale from 16 weeks to eight weeks will reduce the time for people to marshal objections to unwelcome proposals. In fact, moving all the notifications online will further curtail local awareness of proposals, so I wonder whether the Minister wants to look at that again.

The right hon. Gentleman is absolutely right: alarm bells must have been ringing. I am not saying that my legal advice at the time was bad advice; I think it was perfectly good, considering the weight of the evidence and the instructions I was receiving. However, somewhere in the Post Office, someone must have been saying, “Hang on a minute. We get maybe two or three allegations of wrongdoing per month or year”—I do not know what the figures might be—“but all of a sudden, we have 550 thieving, dishonest sub-postmasters who have never had so much as a parking ticket in their lives,” as Janet Skinner said to me. It is utterly deplorable.

For me, the alarm bell rang in 2015 when “Panorama” did its documentary, which was chilling. My blood ran cold, because I had to remind myself what advice I had given and check with myself whether everything had been absolutely right in that regard. Since I have been involved with this matter, I have been contacted by a sub-postmaster who got the opportunity to not be prosecuted by paying the Post Office back; he had to sell his house to do so. He has made the important point that the only people he could turn to were those in the National Federation of SubPostmasters.

That sub-postmaster agreed to do an interview in a spare bedroom of his own home. He says in his email that he was shocked to witness the investigating officer, when speaking with the NFSP representative, telling him to “fucking shut up”. At the time, he thought for that reason that the NFSP representative was on his side, but he now thinks that it was all a scam—that the representative was pretending to be interested, to be befriending him, and to be representing him in that interview.

Thank you, Mr McCabe; I will finish now. That sub-postmaster is now wondering whether what he experienced was all part of the scam. Given what has now been found in these proceedings, I wonder that as well.

People have to be compensated properly. Lawyers must be paid. This was an incredibly costly litigation—a David and Goliath situation in which people needed to make representations in proceedings before courts. The Government must step in immediately, pay the legal costs on behalf of those victims, and get them the money they so desperately deserve.

The hon. Member and I are on the same page. This has got to be sorted out and a payment has got to be made. Ultimately, the right person and the right corporation have to be held responsible and accountable for their actions. If individuals have done even some of the things that the hon. Member for North West Leicestershire recounted to the House on behalf of his constituent—my goodness! Four or five people in the basement of that room should be taken to court and held accountable for their actions. We need to face this issue honestly and openly.

I call on the Government to have some transparency. Let the public be the judge and jury. Let us set out with transparency the amount of money that was supposed to be paid, and who is getting what of that money. If it means shaming certain people for walking away with their pockets stuffed full because they represented a case—they are entitled to their payments, but postmasters get absolutely zilch in some circumstances—that should be exposed. I hope it is exposed. I call on the Minister to ensure that we have that transparency, because of what has now happened.

I appreciate the experience that my hon. Friend brings to this debate. Through our investigations years ago, we discovered that the Horizon system had a suspense account in it. It was a flawless system, yet it had a suspense account, where unallocated funds ended up throughout the whole system. The surplus—and it was a surplus—ran to hundreds of thousands of pounds a year, and after three years it was returned to the profit and loss account.

To date, my constituent has had no money back, like many others. They have had no indication of when the money is coming back and we are sceptical about how much they will get back.

Financial compensation is just one issue. The mental strain and loss of earnings should also be taken extremely seriously. There is the humiliation of walking down the street and being accused of stealing, having done nothing wrong. We are a fair society and it is our responsibility to ensure that those people are paid back in full.

I totally agree that the £58 million that was put to one side will no doubt be hoovered up by lawyers. What will be left for the real victims? That is not right. The Government must intervene and force the Post Office to make good the losses that those postmasters have suffered, in full. The board of the Post Office is accountable for this fiasco. Action must be taken against it. The issue is most definitely worthy of a public inquiry to uncover the extent of the wrongdoing that has occurred. We need transparency and a fair analysis.

As far as I am concerned, the Post Office knew that Horizon had bugs, errors and defects. It was told about that and chose to ignore it. Multiple accounts of losses should ring alarm bells in any organisation, but the Post Office was more concerned with its reputation and so individuals were accused of stealing, false accounting and fraud. Their names have to be cleared. The criminal records of those jailed must be overturned.

My constituents, who cannot bring themselves to talk about this, still feel the shame of being accused and nothing will repair the damage of losing their livelihood. However, I want to say, from my personal experience of being a sub-postmaster, that the post office is an invaluable place on our dwindling high streets. It is a hub for people to go to that offers incredible services. Post office workers do an incredible job. It is hard; there are many transactions to master. They do a superb job. The people accused should be properly recompensed, supported and entirely vindicated.

I understand that there have been a mere 180 transactions under the ludicrous housing association right-to-buy lottery. Why does the Minister not just admit that was always a daft idea, divert the remaining £190 million to an emergency winter programme and spare us a spate of people freezing to death on the streets?

It is genuinely important to note the raising of the housing revenue account borrowing cap, so that local authorities have the ability to borrow money to build properties themselves. I take what the hon. Gentleman says extremely seriously. We should make sure that in areas such as his we have the rough sleeping initiative, as we are seeing progress, with a 19% direct fall. I am happy to have further discussion with him on this matter.

I absolutely agree with my hon. Friend. The treatment of the great city of Birmingham has been appalling. The people of Birmingham deserve the resources they need to have decent public services. If ever there has been a city subject to close Government scrutiny it is Birmingham. For five years, it has been subject to the Government’s improvement panel, so the Secretary of State knows the financial situation in Birmingham inside out. How does he justify forcing up the council tax in a city where 42% of the children are in poverty?

Absolutely. I will leave it to the Secretary of State to answer that, because I think that Birmingham has been dealt a bad set of cards by this Government.

It is not just Birmingham. Researchers from Cambridge University have exposed the uneven impact of the Government’s funding of local government. They have found that since 2010 changes in local authority spending power have ranged from a drop of 46% to a fall of a mere 1.6%. When we compare these reductions to the indices of deprivation, we see that more deprived areas have been forced to undergo bigger cuts in service spending, with smaller spending cuts in the least deprived areas. Nine of the 10 most deprived councils have seen cuts three times the national average.

These findings are backed by the Institute for Fiscal Studies, which also suggests that since 2016 the most well-off councils have actually seen an increase of 2.8% to their spending power, while the poorest areas have seen very little growth, despite having faced the largest pressures on their services.

Does the Secretary of State think it possible that the term “antisemitism” itself is not sufficiently understood in this country and that there are plenty of people who, once they are clear that we are talking about race hatred directed against people who are Jewish, will want to have absolutely nothing to do with it and will want to make no effort to excuse, justify or defend it?

The hon. Gentleman makes an important point. At its heart, this is racism. That is why it is so intolerable and unacceptable. As the powerful analogy I just used suggests, repelling this insidious threat takes a strong immune system, in the form of leadership at all levels, in all parties and in all areas of public life, and nowhere is this more important than here at the heart of our democracy. It is why we have chosen next door to Parliament as the site for our new national holocaust memorial and learning centre, which commands cross-party support. I believe there can be no more fitting place, no more powerful symbol of our commitment to remembering the men, women and children murdered in the holocaust and all other victims of Nazi persecution, including Roma, gay and disabled people, than placing the memorial in Victoria Tower gardens, literally in the shadow of our Parliament.

In that context, I welcome the cross-party support, which was evidenced today by a joint letter signed by more than 170 Members of Parliament and Members of the House of Lords endorsing the memorial and the positive and enduring impact it will have. It will draw on the history of the holocaust and subsequent genocides with an education and learning centre at its core as a national resource. It will stand as a national memorial at the heart of our democracy, but equally it will stand as a warning of where hatred can lead; the role that government can play, both good and bad; and what happens if people are bystanders as it develops—what happens if they walk by on the other side. It is not just for future generations, but for us all in Parliament.

It pains me hugely to hear the powerful testimony of colleagues in the House of the abuse they have suffered either for being Jewish or for standing up to antisemitism. Some have even asserted that part of our politics is poisoned by antisemitism in an institutional way. That does not reflect the country we are or the politics for which we stand. Our debate today gives us the chance to say that we reject and oppose antisemitism and to stand together against anyone seeking to advance a narrative of bigotry, hatred and division.

For our part, the Government are taking comprehensive action to fight antisemitism and all forms of hatred. We are proud to have been the first Government to adopt the International Holocaust Remembrance Alliance working definition of antisemitism in 2016. Although not legally binding, it is an important tool for criminal justice agencies and other public bodies to understand what antisemitism looks like in the 21st century. It covers examples of the kind of behaviours that, depending on the circumstances, could constitute anti- semitism. Those examples include making mendacious, dehumanising, demonising or stereotypical allegations about Jews as such or the power of Jews as a collective through the myth of a world Jewish conspiracy or of Jews controlling the media, economy, government or other societal institutions, or accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations.

Those narratives have increasingly poisoned public discourse and we should speak out against them wherever they arise, but aside from pinning down what we mean by antisemitism, the Government’s first priority must be to keep people safe, as underlined by the horrendous events last October in Pittsburgh. That people should be attacked in that way while gathering in prayer is profoundly shocking. To strengthen our determination to ensure that the Jewish community here are safe and feel safe, we continue to support the Community Safety Trust to provide security for Jewish places of worship and institutions. In recognition of the vulnerability felt by all faith communities, the places of worship security grant scheme allows places of worship facing threats to apply for funding to improve their security. To that end, the Government have provided more than £2.4 million to increase security provision for churches, gurdwaras, mosques and temples across the country. We committed further resource for that in the hate crime action plan refresh.

I am hugely conscious of the problems online, which we need to confront further and which I am sure will be a focus of a number of contributions to the debate. We will continue to work to strengthen our approach and confront all types of hate crime to ensure that it is appropriately dealt with. We will soon publish a White Paper on online harms that will consider legislative and non-legislative approaches to combat online hate crime and hate incidents alongside other forms of harmful behaviour.

Our engagement with communities on the ground and education are vital, particularly when it comes to tackling stereotypes and prejudices at an early stage before they harden and become more harmful. That is why we are supporting programmes that work with young people to challenge over-simplified narratives and encourage open conversation.

I want to pay tribute to the outstanding work of our partners. I have already mentioned the CST, whose work to facilitate reporting, to support victims of antisemitism and to provide security for Jewish institutions is vital and greatly appreciated. I want to thank the all-party group against antisemitism, so passionately chaired by the hon. Member for Bassetlaw (John Mann) and supported by the Antisemitism Policy Trust. The work of the group ensures there is continued momentum to tackle antisemitism as part of the working group and helps to hold the Government to account. I also want to pay tribute to the Board of Deputies of British Jews and the Jewish Leadership Council, whose input to the cross-Government working group is invaluable in ensuring the community is properly represented, and to our Haredi stakeholders, including representatives of Shomrim and others, who make sure the specific needs of orthodox communities are not forgotten.

Together, we can and will overcome the challenges we face. Antisemitism has no place in our society—however it evolves, it is still hatred and bigotry—and we should not be afraid to call it out and to champion our Jewish community, which continues to make a towering contribution to our society without reservation. Indeed, Britain would not be what it is without our Jewish friends, neighbours and cousins. That is why in standing up for them we are standing up for all communities who are facing hatred and for the values of tolerance, freedom and fairness that define us and define our country.

This is a mission bigger than politics—bigger than any party—and it is in that spirit that I urge all hon. Members to be standard-bearers for these values: values that are our best hope of ensuring that when we say, “Never again,” we mean it.

I thank the hon. Lady for bringing to my attention that article, which I will be sure to look at later today. I know the Under-Secretary of State for Housing, Communities and Local Government, my hon. Friend the Member for South Derbyshire (Mrs Wheeler), who has responsibility for housing and homelessness, is hard at work tackling this difficult issue, with over £1 billion committed over the next few years. Indeed, I believe Manchester is a pilot for the Housing First schemes as well.

The midlands pilot was launched on 16 August, with over 9,000 house- holds registering for the ballot. Successful tenants are now applying to their housing association to buy their home. Our £200 million investment in the pilot will help thousands of housing association tenants to realise the dream of home ownership.

I realise this is a pilot, but if the Government do not know how many properties are available for sale and how many of the Mayor’s 6,000 lottery winners will actually be able to buy their own home, how is this the best use of scarce resources— £200 million—in the part of the country with the worst homelessness problem outside London and the south-east?

The whole purpose of a pilot is to answer the questions that the hon. Gentleman quite rightly raises. As for whether this is the best use of resources, I think that 9,146 housing association tenants in the area might agree it is, given that they applied for the funding. He is quite right that 6,000 were successful in the ballot, and we expect a smaller number than that to proceed to take advantage of buying their own home. Following the completion of the pilot, we will assess and answer those questions about where we go next.

I entirely understand my hon. Friend’s concerns, but I hope that I can give her some reassurance. I do not think that there is any need to amend the 1977 Act because local authorities are already obliged, through the Housing Act 1996, to consider those in need of social housing, so local authorities will make appropriate nominations to housing associations or offer tenancies in their own stock.

Members for Reading West (Alok Sharma) and for Nuneaton (Mr Jones) are no longer in their posts in the Department, what has happened to the consultation and the timescale for action that the Government promised my frustrated constituents?

My hon. Friend is absolutely right: we have introduced a requirement for each local authority to publish registers of brownfield land. More than 90% of local authorities have done so, and the information to date suggests that nearly 16,500 brownfield sites covering 26,000 hectares have already been identified in England alone.

As well as helping rural areas, what is the Minister going to do for places such as Birmingham? How will he respond to the council’s request for additional assistance with the provision of new homes, essential maintenance on existing properties and the discharge of statutory obligations, such as health and safety and annual gas inspections?

Since 2010, we have delivered more than 370,000 new affordable homes, but of course we are ambitious to do more—working with housing associations and local mayors such as Andy Street. Of course, we have raised the housing revenue account borrowing cap for local authorities to give them greater flexibility.
