What is very clear is that after the election we actually managed to eliminate many of the long waits that patients were experiencing. Approximately 180,000 people had been waiting over a year for treatment and we have reduced that figure to below 1,000. That is what people across the country are experiencing in the NHS. The NHS, with rising demand, is managing to use its resources more effectively to sustain the quality of services.

Nikki Sams was just 26 when she died of cervical cancer. Her doctor failed to spot the symptoms eight times but escaped any disciplinary action by retiring, despite having been investigated previously. May we have a statement on when the General Medical Council will get the powers it needs to change the Cohen judgment, which restricts accountability, and allow it to appeal against lenient sentences, as doctors can appeal against sentences they regard as too harsh?

My hon. Friend makes an important point, which I shall discuss with my colleagues in the Department of Health. My hon. Friend will recall, not least following the Law Commission report, that there are plans and legislative proposals for the further reform of health professional regulation. I will discuss with colleagues in the Department of Health what progress has been made and whether we will be able better to answer my hon. Friend’s precise questions.

I recall that we did have a statement from the Justice Secretary at the time when the failings of the companies concerned were identified. He made clear our determination to secure redress for the taxpayer, and I pleased to say that it is evident that he succeeded in that regard.

May we have a statement on the proposed sale at auction of Wisbech magistrates court? One taxpayer- funded body, the Ministry of Justice, is selling it at a reduced rate because a second taxpayer-funded body, Cambridgeshire police, is refusing to vacate it as a sitting tenant, thus preventing a third taxpayer-funded body, the local authority, from redeveloping the site, and therefore not offering the taxpayer value for money.

I cannot offer the hon. Gentleman a debate at this moment. I heard the Information Commissioner talking about this on the radio this morning. One of the most important things is for there to be clarity in the minds of those in organisations, and those who advise them, on what the 1998 Act requires and what it does not require. As the hon. Gentleman may have heard in the exchanges after the statement yesterday, there are clear exemptions under the Act relating to the public interest.

Further to the concerns I raised on the Public Accounts Committee 18 months ago about whether Care Quality Commission inspectors had the clinical experience to understand the industry they were inspecting, and given that the comments on the radio yesterday by the new chair suggest that that is still the case, may we have a debate on the Care Quality Commission and, in particular, the way in which senior officials have escaped accountability, including some who chaired that body and now sit in the other place?

My hon. Friend has examined the work of the Care Quality Commission carefully and critically through his work on the Public Accounts Committee. What is clear from what we saw yesterday, as well as the report produced by Grant Thornton, is that decisions were made—in fact, under the last Government—relating to the generalist character of inspection and the disbandment of the specialist investigations team, which is one of a number of a things that, on reflection, contributed to a very poor regulatory performance at that time. The CQC has new management, new chief inspectors and a lot of opportunities. I hope we will have an opportunity at some point for a debate that not only looks at the causes of that regulatory failure in the past, but gives an opportunity to the CQC to demonstrate how it can be a changed organisation.

We are debating the Finance Bill for two days next week, including on Third Reading. It may be appropriate for the hon. Gentleman to raise the subject in those debates. However, in the meantime I will alert my Treasury colleagues to his concern and see whether we can take any additional action to prevent the sort of manipulation to which he refers.

May we have a debate on the lack of transparency in the annual accounts of many arm’s length bodies? For example, the East of England Ambulance Service NHS Trust increased its management costs by 23% in its last accounts, but when I asked for an explanation, I was told that I would have to submit a freedom of information request. Can my right hon. Friend look at how we better hold to account senior executives for the spending choices that they make?

I am sorry that my hon. Friend has had that problem. His request sounds perfectly reasonable, and it is one that someone charged with safeguarding the taxpayer’s interests is entitled to make. I would hope that we can get the information that he has asked for without going down the FOI route, and I will ask my right hon. Friend the Secretary of State for Health to see whether he can make some progress on it.

I note the hon. Gentleman’s concern. Energy prices have risen by about 50% over the past 12 months. We have taken a number of initiatives: the cold weather payments are being maintained at their higher level, and we also have winter fuel payments, Warm Front and the green deal. We are doing all we can to reduce energy costs, particularly for poorer-income households, at a time of rising prices.

Further to the question asked by my hon. Friend the Member for Bexleyheath and Crayford (Mr Evennett), I welcome the announcement of 114,000 new apprenticeships and pay tribute to the Minister for Further Education, Skills and Lifelong Learning for his sterling work on that. However, may we have a debate or a statement on why so many publicly funded organisations—such as the Charity Commission and the Met Office—currently offer no apprenticeships whatever?

I would be very grateful to my hon. Friend if he would let me have a list of the public bodies he thinks are not pulling their weight in offering apprenticeships, and we will, of course, then pursue the matter through the appropriate Minister.

The short answer is that I entirely agree with the right hon. Lady. What was very apparent yesterday in dealing with the Libyan regime was how much easier it is to deal with these situations if the regime is the subject of European Union banning orders. With all such regimes it is a huge help if they are the subject of the relevant international sanctions. Like her, I would like to extend a very warm welcome to the delegation from the Dutch Olympic committee. They are close allies of ours in the cause of football reform, an issue close to the heart of the hon. Member for Rutherglen and Hamilton West (Tom Greatrex), and I hope that they have a successful trip.

Further to my correspondence with the Minister over the past two and half months following the Public Accounts Committee hearing on Ofcom and the notice I gave him that I would be raising this issue, will he confirm whether Ofcom will use present value estimates on net returns of long-term investments in its 2010-11 annual accounts? Would that comply with Treasury principles?

Many Members with rural constituencies will have had representations, as I am sure my hon. Friend has, about the high cost of oil over the Christmas holidays. I believe that the matter is being taken up with the Office of Fair Trading, to see whether there is a case for investigation, but I will ask the relevant Secretary of State to write to my hon. Friend, outlining the action that the Government are taking to make sure that consumers are not ripped off.

May we have a debate on opening up Network Rail to full scrutiny by the National Audit Office? Due to the bizarre legal entity set up by the previous Prime Minister, it stands to report to a small number of members, including train companies, and answers directly neither to Parliament nor to company shareholders.

The governance of Network Rail is an extraordinary constitution, and of course it is right that it should be exposed to full audit. I will raise with my right hon. Friend the Secretary of State for Transport whether we have any proposals to change the governance of Network Rail that may solve the problem, or if we have not, whether we have any other proposals to make sure that its accounts are looked at properly.

It sounds to me as though that is an appropriate subject for an Adjournment debate or a debate in Westminster Hall. I believe in localism and local government, and if that is what the local authority wants to do, we should be cautious about second-guessing it here.

Will the Leader of the House find time for a debate following this morning’s Care Quality Commission report into out-of-hours GP services, so that we may learn the lessons from the unlawful killing of my constituent Mr David Gray and ensure that EU-qualified doctors working here are both medically competent to use NHS equipment and able to speak English to their patients?

My hon. Friend raises an important issue, and I suspect that he may have seen the written ministerial statement this morning commenting on the CQC’s report. Out-of-hours care needs urgent reform and GPs are best placed to ensure that patients get the care they need when they need it. That is what our health reforms will deliver.
