Commons ChamberI do not agree with the hon. Gentleman’s assessment. My right hon. Friend the Minister for the Armed Forces, may have the opportunity to speak on this matter in a little bit more detail in a later question, but we are seeing a change in the trend. More people are showing an indication of interest in the armed forces. It is important we translate that into ensuring they actually sign up, but last year alone we had 77,000 applications of interest for the armed forces. I think that is a good step forward.
The Ministry of Defence has a target of spending 25% of its budget with small and medium-sized enterprises by 2022. What progress has been made towards achieving that target?
My hon. Friend raises an important issue. It is not just the big companies—aerospace and defence companies—we must look to support, but the SMEs, which are in every one of our constituencies. I am assured by the Under-Secretary of State for Defence, my hon. Friend the Member for Pudsey (Stuart Andrew), the Minister with responsibility for procurement, that that is exactly what is happening.
The hon. Gentleman will know that that was a decision made by BAE Systems, and it is ultimately responsible for it. The fact is, as I said earlier, that we have 20 years of work at those shipyards. I cannot remember them having such significant orders under the previous Government.
There does not seem to be any lack of applicants to join the armed forces, so can the Minister tell us what progress is being made to shorten the time between application and the start of basic training?
I thank my hon. Friend for the question. May I also thank him for inviting me to Armed Forces Day in Stirling last weekend? He was a wonderful host.
There has been a project to try to reduce what we call the time of flight. I am delighted to say that that has had good results, with the time of flight now being halved, and we are looking to roll that out across the whole of the recruiting programme.

Commons ChamberThe hon. Gentleman has jumped ahead of me, but I absolutely am happy to pay tribute to the work of the merchant seafarers. They supply our surface fleet and submariner fleet and logistically keep them at sea. They played such a critical role in the Normandy landings and do so today as well, and he is right to point that out.
Today is Reserves Day—I declare that I am a reservist—and we should pay tribute to them. Hon. Members might be aware that many are wearing their uniform today with pride, and I point out in particular that many reservists are part of the Whitehall family. Yesterday at the Foreign Office, we invited all those civil servants who not only work hard for the Government and our country in their day jobs but wear the uniform as reservists. They are in all three services, and it was wonderful to see the variety of support not just from the organisers who put this together to show that there are those who can do both jobs, but the other employers that allow and give time to our service personnel so that they can be reservists, as well as working for them.
I cast my eye towards the side Gallery during Prime Minister’s questions to see our hon. Friend the Member for Braintree (James Cleverly) wearing his uniform—the uniform of the Royal Artillery—and, as the Minister mentioned, I look forward to welcoming the Minister for the Armed Forces to our Stirling military show on Saturday. I think that it would be a really good thing if our serving personnel and our reservists have more opportunities to wear their uniforms in public. The more that the public see those who wear the uniform and have the opportunity to thank them in person, the more the bond will be strengthened between the public and those who serve them so selflessly in the Queen’s uniform.
My hon. Friend makes a very important point. If any of us travel to the United States for business or otherwise, we will see—in any airport or high street—that if there is somebody in uniform, others will go up and simply thank them for their service. Those people are completely unknown to them but simply do that out of a sense of duty and pride. Perhaps we are a bit reserved in this country, but we should do that more, particularly with veterans. I am really pleased that one thing I have managed to do is enlarge the veterans badge. It was so small that someone had to invade that person’s body space to realise that it said “Veteran”. It is now twice the size, so it really jumps out at people. I hope that that will be the green light so that if anybody sees that badge, they go up to that person and say, “Thank you for what you have done for our country.”

My right hon. Friend is absolutely right. To be frank, I find it amazing that the red, white and blue Conservative party of Great Britain does not see the merit of building such ships in Britain, creating so much benefit for years to come.
In the context of this debate, we must also look at the Scottish Government’s role. Recently, the First Minister set out her plans for a new independence referendum. We must therefore consider the impact of that policy on long-term investment. Scotland’s shipyards rely on the pipeline of complex warships to be constructed for the Ministry of Defence—at least one remaining aircraft carrier, five offshore patrol vehicles and eight frigates—but if Scotland were to become independent before the next Holyrood election, as the SNP plans, the MOD has indicated that Scotland could be excluded from producing UK warships under article 346, or a similar rule if the UK has left the EU. Without those contracts, the shipyards would need to find alternative sources of demand in order to remain open, and I hope that the SNP will elaborate on that in any contribution today.
The MOD spends about £1.6 billion a year directly on Scottish industry, with £900 million spent directly on shipbuilding. The Growth Commission report stated that the entire defence budget for an independent Scotland would be £3 billion, plus £450 million to be used over five years to set up the apparatus of an entire independent state, of which a defence force is just one part. From that combined pool, therefore, the SNP proposes to find at least £900 million a year just to keep the shipyards open, while also setting up a new defence force, equipping it, and ensuring that its IT and support systems work properly. That is before we get on to the implications of importing the necessary components required for advanced manufacturing under a new currency.
That is £450 million to set up a new state in five years, including a defence force, but in less than five years it has cost the Scottish Government £200 million to set up a Scottish social security system and £178 million to set up an IT system to allocate payments to farmers. When we consider the complexity required to set up a new modern military force with all the support and complex IT architecture necessary, we realise that the figures do not add up. Scotland is being let down by both its Governments.
On top of that are the billions that it would cost to convert our currency from pounds to something else. It is just a fairy tale, is it not?
There are so many different layers to this. Going into the day-to-day costs in pounds sterling is bad enough, but adding the uncertainty of trying to set up a whole new currency from scratch takes us into the realm of fantasy.
We have a good opportunity, through smart industrial policy, to build a healthy, thriving and contributory defence industry in Scotland. The Labour party has put smart industrial policy at the heart of our policy proposals for the next election, whenever it comes. However, it is disappointing that both the UK and Scottish Governments cannot do the same.
It is a pleasure to serve under your chairmanship, Mr Hollobone. I congratulate the hon. Member for Rutherglen and Hamilton West (Ged Killen). He spoke very well, with passion and conviction, and thoughtfully. I was delighted with the tone that he set for the debate.
I wish to take us in a slightly different direction with public policy in the defence industry and on diversification, because I wish to refer specifically to the Scottish Trades Union Congress campaign to set up—or to encourage the SNP Scottish Government to set up—a defence diversification agency. That approach to defence diversification, rather than the one in the hon. Gentleman’s thoughtful speech, is simplistic and frankly regrettable. Not only is the point of view that the Government are best placed to tell business how to operate mistaken and misguided, but the ideologically blinkered way in which the left approaches this vital area of public policy is lacking.
I would not often choose to quote from the Morning Star—frankly, I have not often even perused a copy of it—[Interruption.] I know that Opposition Members are disappointed to hear that I am not a regular subscriber. On 15 May, it ran a story on the vote at the STUC annual congress calling on the SNP Government
“to establish a Defence Diversification Agency to promote a ‘fair and sustainable shift’ away from nuclear weapons.”
Continuing to quote the Morning Star—the first and perhaps only occasion on which I will do so—the report went on:
“But professionals’ union Prospect and general union GMB opposed the motion, saying it sent the wrong message to defence workers.
GMB Scotland delegate John Dolan, a Scotstoun shipyard convener, said: ‘This motion is not in the real world of work.
‘These people have worked in these industries for years, keeping you, your children and your grandchildren safe.
‘How many jobs have been created by defence diversification?
‘This is a con. Where is the Saudi Arabia of renewables we were promised 10 years ago by Alex Salmond and the SNP government?’”
I do not know John Dolan—perhaps other Members present do—but I want to repeat a line of his, because it is important:
“These people have worked in these industries for years, keeping you, your children and your grandchildren safe.”
I agree with the statement made by the hon. Member for Rutherglen and Hamilton West in his opening speech that we should be proud of the defence sector in Scotland. As he mentioned, UK defence spends £1.6 billion with Scottish industry each year, supporting at least 10,000 high-value jobs in the Scottish economy.
The hon. Gentleman may be interested to know that if he buys the Morning Star today, he will find a column in the name of my good self on blacklisting, which I recommend to him. I suggest that if he is, as he claims, so concerned for the views of shipyard workers on the Clyde and what they are saying at the Scottish Trades Union Congress, he listen to them and support their argument that the fleet’s solid support ships should be built in the UK and not be put out to international competition.
I am not at all surprised that the hon. Gentleman writes a column in the Morning Star. I would have been disappointed if he had said anything other than that. Of course I wish that all the defence contract work available should remain in the UK, support high-value UK jobs and advance our technical expertise in shipbuilding. I have no doubt that the Minister will address that issue when he responds.
I pay tribute to the people who work for businesses that have invested in Scotland such as Babcock, BAE Systems, Leonardo, Thales, Raytheon, Rolls-Royce and others. All those major contractors and others are operating in Scotland. I have heard Members of this House speak of those businesses in disparaging terms. I want to make it clear that if any Member of this House does not want those businesses and their workers in their constituency, I will be absolutely delighted to have them come to Stirling. Stirling has a long association with our armed forces, and a proud connection with our servicemen and women and those who support them in the supply chain that those industries represent. That connection is symbolised by Stirling castle.
I do not know John Dolan but he captured some of the pride of the people who work in those industries. I am proud of that workforce, such as those at Her Majesty’s Naval Base Clyde at Faslane, many of whom are my constituents. If I could, I would say to each of them, in the words of Mr Dolan, “Thank you for keeping me, my children and my grandchildren safe. Thank you for defending our country and our freedoms. Scotland is proud of you.” In my constituency, defence contracts support many jobs, especially at FES, which is a principal electrical contractor and works on the new Navy ships that are being built on the Clyde. Emerson also has significant defence contracts. FES has made a huge investment in its apprenticeship programmes and runs its own academy. Hundreds of skilled electricians have benefited from FES’s commitment to them and the Ministry of Defence’s commitment to Scotland.
Some on the left approach this issue from a pacifist viewpoint built on deeply held beliefs. I respect that. Others on the left, such as the hon. Member for Rutherglen and Hamilton West, are more pragmatic and see the high-value jobs that are done as a vital strategic part of the Scottish economy. The position of the SNP is far more craven. It knows that the defence sector would be destroyed in the event of independence, as the hon. Gentleman outlined. SNP Members use defence diversification as a way of distracting people, because the truth is that they do not care much about jobs or about defence; they just care about independence, as was seen in their conference in Edinburgh at the weekend. According to that separatist vision, Scotland’s workers, savers and pensioners would give up the pound for a valueless currency yet to be named, and no frigates would be built on the Clyde if they ever got their way.
I find it extraordinary that the hon. Gentleman accuses me and others in the SNP of not caring about defence jobs, given that I meet the shop stewards in the Clyde shipyards on a regular basis and they know my views. Would he care to withdraw or clarify what he suggests? He was pointing at me when he made those outrageous remarks.
I am not sure I was specifically pointing at the hon. Gentleman. Let me be absolutely clear: those who espouse separatism in Scotland know that the consequences would be the loss of those jobs and the technology, know-how and added value that goes with them. They know only too well that Scotland would not have a Royal Navy.
My hon. Friend is making a valid point. It would not just be the hard power of the military’s physical ships and tanks that would be taken away; it would also be MI5, MI6 and the myriad security services that are embedded and supported by the United Kingdom. I wish the SNP could see that valid point, too.
The SNP cynically swallows the idea of being in NATO—a nuclear defensive alliance—because it knows that Scotland will never wear pacifism. It wants Faslane and the nuclear deterrent gone.
Does my hon. Friend agree that it is not just a question of defending the United Kingdom’s territorial waters and our contribution to NATO, but goes much further afield? We forget that the maintenance of a blue-water Navy is vital to trade. One only has to look at the Red sea. I used to ship coffee from the Port of Tanga through the Suez canal to Europe and around the world. Piracy around the Red sea was rife; ships were hijacked until the European Union force and others, led until recently by the United Kingdom, were there with ships built in Scotland.
I would sign up to beating swords in ploughshares every day of the week, but the lesson of history is that we defend the peace by being strong. I am proud of the United Kingdom’s 2% defence spending commitment. We have obligations in the alliance, which we meet.
I recently had the privilege of attending the naming ceremony of HMS Taymar, the latest second-generation River-class ship, on the Clyde. It is a magnificent ship built in the best traditions of Scottish shipbuilding for the Royal Navy, by Scottish engineers, fitters, designers, programmers—a host of highly skilled professionals. The workforce spoke with such pride about their work, and they are fully justified in that pride, because they are making a massive contribution to the security of our country and our servicemen and women who sail in those ships. My hon. Friend the Member for Stafford (Jeremy Lefroy) outlined some of the other things that they do.
Scotland’s contribution to the defence sector and our Scottish servicemen and women are a matter of national pride for all of us. The men and women who serve alongside our service personnel are to be saluted. I will long remember the visit I made in my constituency to people who work for Babcock—mechanics and engineers who had gone to Afghanistan and Iraq to be there with our service people to service their armoured vehicles and to keep them on the road. They must not have their sacrifice traduced by an ideologically driven attack on a proud and vital industry.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I pay tribute to the hon. Member for Rutherglen and Hamilton West (Ged Killen) for bringing this important and timely debate to Westminster Hall. We on the Scottish National party Benches really appreciate his timing; only last weekend, our party decided to develop a policy of setting in stone a road map for taking nuclear weapons out of Scotland forever.
Critical to developing that road map is establishing how we can have conventional forces in places such as Faslane, Glen Douglas and Coulport. Importantly, we need to use the skills and talents of engineers, scientists, inventors and entrepreneurs to diversify into conventional deterrents, and to put those people’s undoubted abilities to more peaceable uses that help our economy.
Despite promises, troop numbers in Scotland are down and naval shipbuilding contracts have gone unannounced, with consequent job losses in the likes of Rosyth in my constituency and on the Clyde. We have long made the case that the fleet auxiliary ships should be built in Scotland, and that the north Atlantic and the High North should be the bread-and-butter areas of activity for our Navy and Air Force, yet not a single ship of any significant size is based north of the English channel, and the people of Scotland feel exposed to potential threats from the north and the east. In the air, following the demise of Nimrod, we beg and borrow any maritime aircraft we can find from the USA, Canada and Norway until the new P-8s come into service in 2021.
We would like more support for our defence industries, not just to meet the defence needs of today but to help them create the new technologies that will be at the cutting edge of our future defence posture. If we put more money and time into the technology, jobs and skills we have, perhaps we will find better solutions that we can apply as a society.
I was really taken by some of the ideas I picked up on a NATO visit to Nova Scotia earlier this year. The Canadian Space Agency is a leader in technology, and its use of satellites and different information-gathering devices would sit exceptionally well with the scientific reputation of Scotland’s space industry. Canada organised a huge competition to identify the country’s first astronaut, which involved kids in schools, with the aim of boosting their science, technology, engineering and maths activity, and allowing more children to become involved in science and technology. All the provinces involved got behind their local candidate to be the first Canadian astronaut, and that really upped the ante with respect to people’s interest in science and technology. Canada even put a picture of its first astronaut on its $20 bill; every time someone spends one, they are reminded that their country is associated with science and innovation. It is quite amazing what you can do when you have your own currency.
I thought I was going to get an intervention there. Here in the UK, we are going to lose out on £1.2 billion of investment through the Galileo programme as we drop out of the EU. That cannot be good news for anyone. That is the kind of investment we need to take us forward, to enable us to use the skillsets of our graduates and to support our defence industries to diversify into more peaceable activity.
The other area I would like to talk about is cyber-security. There was recently a meeting of cyber-experts at Edinburgh Napier University. Small nations, such as Estonia, have shown the way forward, as they have picked up prizes and accolades for the expertise and innovation they have shown in finding solutions to security problems. Again, leaving the EU puts us in quite a difficult—and weaker—position. Money must be found to retain that research and development to encourage new cyber-products and services to come to market.
I have come hot foot from a meeting in Committee Room 6 at which we were talking about the costs associated with nuclear submarines. I have no doubt that we could use the range of skills and talents involved in building submarines, maintaining the warheads, and so on, to provide us with a better chance of developing economic activity rather than spending it on a weapons system that will never be used.
The reality is that the nuclear deterrent is used every single moment of every single day. It is a deterrent—that is how it works, and it is working really well because we have had peace for a very long time.

Commons ChamberI am grateful to be able to follow the hon. Member for Inverclyde (Ronnie Cowan). I respect the passion and conviction that he brings to these arguments, but I fundamentally disagree with him. The debate was opened superbly by the Secretary of State. His predecessor, my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon), gave an outstanding speech, as did someone we could rightly call President Moon, the hon. Member for Bridgend (Mrs Moon).
I rise to speak in this debate because it relates to a matter of principle for me and many of my colleagues. We have heard many things from SNP Members during the hours of this debate, but I assure the House that they do not speak for Scotland. The SNP is not Scotland, and its Members do not speak for the majority of Scots.
It is the first and most important duty of the state to ensure the safety and security of our country, and my firm belief and contention is that the continuous at-sea deterrent is essential to that. There is a clear moral case for it and my right hon. Friend the Member for New Forest East (Dr Lewis) made that case in a superb speech, so I do not intend to go over the same ground. It is our responsibility as parliamentarians to ensure that we are safe as a country and ensure not only that the peace is preserved, but that the cause of peace is promoted in the world. Peace is preserved through strength and threatened by weakness. That is the lesson of history.
The hon. Gentleman is right. The fact of the matter is that the possession of nuclear weapons by the United Kingdom of Great Britain and Northern Ireland and other western countries in NATO is the peacemaker. That is the deciding factor for other countries not to attack. Being a nuclear power brings peace, but that fact has been lost in this debate by some in this Chamber.
I am grateful to the hon. Gentleman for his intervention. History shows that a balance of threat in the world is a real deterrent to aggression.
The hon. Gentleman talks about history and peace, but I remind him that 25% of the UN’s peacekeeping force during the cold war came from the four Nordic countries. What is wrong with a defence posture similar to theirs?
As I will say later on, we are a peacekeeper and peacemaker because of our commitment to freedom and its defence. We are protected and insured against aggression by our collective will and our collective commitment to stay strong, but we must be prepared to commit resources to that end. While we are rightly proud of our armed forces, which are the undoubtedly the best in the world—I have heard the Defence Secretary on several occasions say that they represent the best of us and the best of our Union—and proud of their operational capabilities and reach, I worry that they are simply not big enough for everything we ask of them. I remind the House, although it needs little reminder, that behind our men and women in the Queen’s uniform there are families.
Scotland’s national motto—the House will forgive my schoolboy Latin—is “Nemo me impune lacessit,” which, appropriately for this debate, means, “No one provokes me with impunity.” In Scots, we might say, “Wha daur meddle wi’ me?” Our strength is not only our defence, but defence to our friends and allies in NATO, and the hon. Member for Bridgend spoke so well about the importance of the combined strengths of NATO’s members. The UK is not a warmonger. We take our nuclear non-proliferation obligations seriously and remain committed, as a country, to the long-term goal of a world without nuclear weapons, and the hon. Member for Gedling (Vernon Coaker) made an outstanding contribution on that point.
However, the nuclear arsenal is a vital part of western defence under the NATO umbrella. We enjoy a hard-won peace, and there has been no recent major state-on-state conflict, principally because of the strength of resolve of the members of NATO, to which I am proud that we contribute. Aggressors need to know that they will face consequences. Our love of peace should not be misinterpreted by anyone. We are resolved to protect it by being strong in the deployment of soft power through diplomacy and hard power through our armed forces. Our security is put at risk by those who would simply dismantle such capabilities. We should not glory in weapons systems. This country, rightly, does not parade its missiles, as some countries do, but we should not be ashamed of our nuclear stance.
The Leader of the Opposition, who has always opposed nuclear weapons from a position of principle, would put our country at risk if he ever sat in 10 Downing Street. Anyone aspiring to this country’s greatest office of government should be prepared to put our national security front and centre, and anyone who aspires to that job must accept the important place of the nuclear deterrent in our defensive formation.
The SNP position is clearer than Labour’s, and the position derives from the party’s position on independence. The House needs to understand that, for the past few years, the SNP has been busy trying to build a wide coalition of support in Scotland to break up the United Kingdom, and it is doing that by pivoting, contorting and doing whatever it has to do to mop up as much support as possible.
It is not so long ago that the SNP was not just not in favour of NATO but was anti-NATO, and Alex Salmond persuaded his followers that they needed to be more realistic about the mood of the most conservative nation in these British Isles, namely the Scots, who would never wear the idea of us walking away from our obligations and responsibilities to other free people in the world. He persuaded the party that it needed to embrace the idea of NATO, and it now has this half-hearted position of saying that it would be in NATO on certain conditions. But those conditions would make Scotland an unsuitable and inappropriate member of NATO. There are many principled proponents of disarmament in the SNP.
Is it the hon. Gentleman’s policy that, if Scotland votes for independence, it should not be a member of NATO?
I will do everything in my power to make sure that Scotland remains part of the United Kingdom. Until my last breath, I will make the argument for my country remaining part of the most successful Union in hundreds of years.
I am running out of time, so I simply say that I have great respect for those who serve in our armed forces. I have met many submariners and former submariners, and I cannot but be impressed by their courage and resolve. The life these people have chosen to lead in defence of our country is one of sacrifice and commitment. They are at sea for many months, separated from family and friends, in cramped and, I would say, claustrophobic conditions.
There is no doubt in my mind about the need for a continuous at-sea nuclear deterrent. The world has changed and will continue to change, but the insurance policy of our nuclear submarine fleet and the missiles and weapons it carries is still an essential part of our national defence. We enjoy a hard-won peace, but it is a watchful peace that requires eternal vigilance by our submariners, armed forces and security forces, and they deserve the support of our nation’s Parliament.

Commons ChamberI did mention that the closures were operationally led, but there are cost savings to be made. The huge pressures on the defence budget mean that we have to find better ways to make efficiencies. As I said before, 2% of UK land is owned by the MOD. Much of that is surplus to requirements: we do not need it. We have duplicate assets in different places. It is best to try to bring those together and hub them, but without losing sight of the fact that in some places assets need to be kept for reservist and cadet functions.
May I ask for a meeting with my right hon. Friend to discuss the release of the MOD land at Forthside in Stirling, earlier than the planned 2022? My right hon. Friend will be aware that the land is of absolutely vital importance to the Stirling city deal for development, both commercial and residential. Would he consider, for example, releasing the decontaminated land in parcels?
I will be more than happy to meet my hon. Friend. I should stress that the future use of any land is not for the MOD to determine. That is first handed to the local authorities, but there is a desire and certainly support from the MOD to make sure that whatever use is made is in the interests of the local authorities themselves and also governmental intentions in building housing.

Commons ChamberWe remain committed to maintaining the overall size of the armed forces, and we have a range of measures under way to improve recruitment and retention. The challenge is kept under constant review. Importantly, the services continue to meet all their current commitments, keeping the country and its interests safe.
Will the Minister update the House on the results arising from the Army recruitment poster campaign last month? Has it enticed more women to apply? Has it enticed more people from ethnic minority backgrounds to apply to join the Army?
The Army’s new campaign builds on last year’s successful “Belonging” adverts, which, as I said, took recruitment to a five-year high. The early signs are positive. At the moment, 12.4% of recruits are women and 6.5% are from the black, Asian and minority ethnic community. We are yet to see the audited results for the campaign, but we are confident that progress is being made.

Commons ChamberIt is an immense and humbling privilege to follow the hon. Member for Bridgend (Mrs Moon), and so many other hon. Members who have made such knowledgeable and insightful speeches. I possess neither the insight nor the first-hand experience to measure up in any way to those speeches, so I stand sincerely and humbly as the Member of Parliament for Stirling simply to pay tribute to the Royal Air Force on the occasion of its 100th anniversary. The RAF was formed, as has been mentioned, as a result of the amalgamation of a number of entities, including the Royal Naval Air Service and the Royal Flying Corps. They came together to create the world’s first independent, stand-alone air force.
I have no personal or family connection with the RAF, but I honour all those who do. My emotions towards the RAF were first stirred—I feel confident to talk about this now, having heard the Secretary of State say how much he is looking forward to seeing the film “Hurricane”—by the boyhood experience of going with some friends to the Regal cinema on East High Street in Forfar—it is no longer there—to watch the 1969 epic “Battle of Britain”. That film and the heroics therein displayed made a great impact on me: feelings of appreciation for the sacrifice of those who serve our country in uniform were kindled, and feelings of deep patriotism were stirred.
I thank my hon. Friend for giving way, and everything he said about the hon. Member for Bridgend (Mrs Moon) is absolutely true. Does he share my appreciation of the women who worked in the Gloster Aircraft Company during the second world war? They often travelled for many hours to get to work, from places such as the Forest of Dean. They manufactured all the Typhoons made in this country and most of the Hurricanes, but I feel that their contribution to the RAF is sometimes overlooked.
I add my sentiments to those expressed by my hon. Friend about all those who contributed to the war effort, men and women, because the heroics of the few will never be forgotten; they saved our country and our freedom in the summer of 1940 and thereafter. Although there are few left of the few, our indebtedness to the air crews and ground crews of the wartime RAF is immense and in no way diminished by the passage of time.
I wish to pause at this point to express my appreciation of the modern-day RAF and particularly of those responsible for the quick reaction alert Typhoon aircraft stationed at RAF Lossiemouth in Scotland, who stand ready to defend our airspace 24 hours a day, every day of the year. They have been called upon to do so with increasing regularity in recent years, as the Russians become more audacious in their incursions.
It is important not to let such an important anniversary go by without taking the time to reflect on it. The RAF has served the people of these islands with great distinction. It is right that we, as a United Kingdom, should be proud of them. That brings me to two of the great pioneers in the field of aviation, who lived, worked and did great things in Stirling: Captain Frank Barnwell and his brother Harold Barnwell, who were the British equivalent of the Wright brothers. They established the Grampian Engineering and Motor Company works in Causewayhead in Stirling in 1907, at the foot of the Wallace monument, where they achieved the first powered flight in Scotland. It was very similar to the experience described by my hon. and gallant Friend the Member for Aldershot (Leo Docherty). The brothers were in fact Londoners who became great Scottish pioneers—a fitting symbol of the great Union between Scotland and England.
Harold tragically lost his life while testing an aircraft during the first world war, and Frank served his country for many years, gaining the Air Force Cross in 1918. Frank’s three sons all served in the RAF during the second world war, and tragically all three were killed during the battle of Britain or shortly thereafter. I would like to mention their names for the record. They were: Pilot Officer David Usher Barnwell DFC, RAFVR, of 607 Squadron, who died aged 19 on 14 October 1941; Flight Lieutenant Richard Antony Barnwell, of 102 Squadron, who died aged 24 on 29 October 1940; and Pilot Officer John Sandes Barnwell, of 29 Squadron, who died aged 20 on 19 June 1940.
That capacity for service exemplifies so much about the Royal Air Force, and about how bravely those early aviators took to the skies in defence of their families, their communities and their country. That is the type of service that the Royal Air Force has given us as a nation, and we know that we can rely on its vigilance in the skies above us to protect and defend us.
Stirling has a proud connection with the Royal Air Force. The RAF had its Scottish headquarters in Stirling. In fact, the RAF command for Scotland based itself in the Station hotel for the first five years of its operation.
The record does not show which part of the hotel was occupied. The hotel was demolished many years ago and the site is now occupied by a branch of the Clydesdale bank and a McDonald’s.
There is a memorial to the establishment of the RAF in the field under Stirling castle, where the planes took off and landed in the early days. In fact, it was noted by RAF officers at the time that Stirling had much to commend itself as an airfield, if only the castle rock was not in the way. Given that the Army was already entrenched in Stirling with its headquarters, it is quite possible that some early rivalries were at play, but thankfully the castle and the rock upon which it sits were never removed—that would have been quite a feat, even for our armed forces.
Stirling maintains its connection with the Royal Air Force to this day. In 2005, 43 Fighter Squadron was give the freedom of Stirling and paraded through the city. The “fighting cocks,” as they are commonly known, were the first RAF squadron to be given such an honour by a British city. They were stood down in 2009.
The battle honours on the standard held in the church of the Holy Rude in Stirling are a testament to the sacrifice of 43 Squadron, which served on the western front, 1917-18; Ypres, 1917; the Somme, 1918; Dunkirk and the battle of Britain, 1940; north Africa, 1942-43; and Anzio, France and Germany, 1944.
We should be proud of our history, and in Stirling we are—we honour the Royal Air Force and our connection with it. The RAF must be resourced to continue to serve our United Kingdom well into the future. The term “futureproofed” was used earlier, and it is a good measure against which to judge the investment we make in our air and space defences.
My hon. Friend is kind in giving way. On the future of the RAF, does he agree with me—I speak with some interest, because I was once a cadet pilot in the Oxford University air squadron—that the university air squadrons have an important role to play in training both future RAF pilots and future champions of the RAF?
I completely agree with my hon. Friend, and I thank him for his intervention.
I conclude by simply saying that I believe we can count on the Royal Air Force, and on the men and women who serve in the uniform of the Royal Air Force, to continue to serve our nation, and the wider world, both in times of conflict and in providing humanitarian relief throughout the world.

Commons ChamberAs I have said on many occasions, the fleet solid support ships are not classed as warships. There is no compelling national security reason to consider UK shipbuilding capacity as part of that procurement, but we are working very closely with industry, because we want it to become very competitive so that it not only attempts to win those contracts but is more successful with other contracts from around the world.
The SNP continues to sow uncertainty and create business risk by threatening a second independence referendum in Scotland. Will the Minister confirm to the House that such talk will not deter the Ministry of Defence from placing orders with Scottish companies?
My hon. Friend is absolutely right. In the short time I have been in this role, I have spent a considerable amount of time in Scotland. I have been pleased to see the extent of the work and the fantastic achievement of the defence industry there, and long will that continue as far as we are concerned and are in charge of the MOD.

Commons ChamberWe have already discussed some of the actions we are taking, but equally it is important to say that, while the hon. Lady likes to project a picture of gloom, the Army, for example, is actually over 93% manned and fulfils all its operational commitments. Our service personnel are getting opportunities today—the opportunity to train overseas, or, crucially, through training itself—that they may not have had five or six years ago. I have already talked about the fact that the Ministry of Defence is the largest provider of apprenticeships in the United Kingdom. These are some of the things that the hon. Lady might like to champion and praise for a change.
My right hon. Friend the Secretary of State has announced that in England and Wales, we will be increasing the number of schools with cadets, and I like to think that this is a good example. We do not recruit directly from the cadets—let us be absolutely clear. None the less, it is a fact that a large percentage of members of the armed forces were once cadets, and not only that—although the vast majority will not go on to joined the armed forces, the sorts of values that they are taught as cadets will set them up well for life.

Commons ChamberAfter the Minister’s interesting and generous 40-minute speech, I will cut my remarks short. [Hon. Members: “No!”] Oh, don’t tempt me. I will perhaps not be as generous as the Minister, to allow colleagues, particularly those with constituency interests, to speak. [Interruption.] With the upcoming England game, I am happy to detain hon. Members, if that is really what they want me to do. In the spirit with which the shadow Secretary of State opened the debate, the phrase “It’s coming home” does not at all stick in my throat. In this debate, I think that we should stick to the phrase, “It ought to be coming home.”
This debate takes place on the day and against the backdrop of the Prime Minister being at the NATO summit in Europe. History has a strange habit of repeating itself; when the last female Prime Minister was at an important summit in Europe, her Back Benchers were concocting a plan to remove her as party leader and as Prime Minister. I can only assume that the current Prime Minister is hoping that history is a bit kinder to her as the summit progresses today. But, of course, it is shaping up to repeat itself, because this has all the hallmarks of Westminster again selling out shipbuilding across the United Kingdom.
The Government seem intent to ignore much of what the shadow Secretary of State has outlined and, I am sure, much that will be adumbrated by other colleagues as the afternoon progresses. The Government are ignoring the real value to the taxpayer, ignoring the craft and the skill of shipbuilders across the UK, and ignoring what is in our own economic, political and national security interests. Given that the Department has a black hole of up to £20 billion, I would have thought that this was something of which the Government wanted to take real cognisance.
I do not level the following accusation at either Minister on the Treasury Bench right now, but when the Government have manoeuvred for self-interest all week long—and it is only Wednesday—now would be a good time to switch around, do the right thing and confirm that the fleet support ships will be built here in the UK. The financial benefits have already been outlined by colleagues outwith this place. The GMB union estimates that it can create and secure up to 6,500 jobs, including almost 2,000 in shipbuilding directly, that it can generate almost the best part of £300 million a year for the UK Exchequer and, as has been mentioned by the shadow Secretary of State, that it can provide a return of 36p for every pound that is spent.
I grew up in the town of Govan, which is represented by my hon. Friend the Member for Glasgow South West (Chris Stephens). I know what it is like to grow up in a town that relies on shipbuilding and to see it go almost to its knees, as it did in the early 1990s. I am sure that Glasgow MPs and colleagues from other shipbuilding constituencies will be damned if this Government are going to do that again.
Is not it fantastic that there is enough work to keep the Govan shipyards full until the mid-2030s?
Oh, I am going to come to that. The hon. Gentleman leapt up, but sometimes hon. Members’ interventions are best made from their seats; that might have been one of them.
On whether this is a civilian ship or a warship, my party is in agreement with the shadow Secretary of State. We think that the Government have the wrong definition and we do not believe that they are actually fulfilling their responsibilities as far as the Parker report is concerned. These ships are armed and, as has been mentioned, take part in counter-piracy and counter-narcotics missions.
I want to read a quote from the Under-Secretary of State, the hon. Member for Aberconwy (Guto Bebb), who is responsible for procurement. He said in a written answer on 27 April this year:
“The programme to deliver the Royal Fleet Auxiliary (RFA) Fleet Solid Support ships is in the Assessment Phase. We expect that the ships will be provided with a limited range of weapons and sensors for self-protection, most likely to include small arms, and close range guns such as Phalanx. The exact equipment provision has not yet been finalised but will remain consistent with the defensive measures provided to RFA vessels.”
On that definition, the Minister who has just spoken is getting it wrong.
