Commons ChamberThe climate emergency seems to be the kind of emergency where a lot gets said and a lot less gets done. We meet here in this leaking, cavernous, old museum to discuss this climate emergency while outside it people have been banned from protesting about the possible extinction of us as a species. That is an interesting juxtaposition—one to note for our memoirs, should any of us ever get to write them.
I was in Aberdeen at the weekend, for the social event of the season, of course. There is something about the granite that whispers about the enormous length of time that this planet has been spinning around, changing, developing and surviving. You get to thinking about the species that no longer exist, about how some of the extinction events were on a massive scale and about how no species is guaranteed to survive any of those events—that means us too, whether the protests have been banned or not. But we would never know it from looking at the political and governmental response—or inaction—to this emergency.
This is not something that has been sprung on us, either. It is not as though this is news that no one saw coming. The man with the cleft stick has not just arrived, out of breath and anxious, with the news that we are all stuffed. Rachel Carson wrote “Silent Spring” nearly 60 years ago—something that we mark as one of the base cases of the modern environmental movement, but she was not the first voice. George Perkins Marsh spoke about the urban heat island effect and the greenhouse effect, and called for a more considered and sustainable development. That was in 1847, three weeks and 162 years ago. In his lecture, he commented that the ideas were not new even then and that he had borrowed them from Peter Pallas, a Prussian zoologist of the 18th century.
The Irish physicist John Tyndall proved the link between atmospheric carbon dioxide and the greenhouse effect in 1859. Later that century, 1896 to be precise, the Swedish chemist Svante Arrhenius calculated how much atmospheric carbon dioxide contributes to global warming and published the first calculation of the global warming effects of human emissions of CO2. His work inspired the American Thomas Chamberlin, who published the next year on the CO2 feedback loop that drove the ice ages and might now be driving us to a tipping point. In 1934, the US Weather Bureau issued its first analysis of temperature change, which inspired the Englishman Guy Callendar to analyse historical temperature records and calculate a half-degree warming between 1890 and 1935. From there, he built the theory that burning fuel increases atmospheric CO2 and he coined the term “greenhouse effect” in 1938. In 1965, Lyndon Johnson’s Science Advisory Committee said that pollutants were causing climate change and time was running out to turn it round.
The science is not new; it has been there for 250 years or so. It has, for sure, been developing, but it is not some fad; it is not a crazy fashion that the kids are all getting down to. It is dusty old stuff from the history tomes. But here we are talking again about the climate emergency, and protestors have been banned from London. There is a massive irony in the failure of this UK Government to take any sort of effective action, in that the greatest hero for many of them would be Margaret Thatcher, and she was the first leader of a major state to call for action on climate change. The 1988 Toronto conference was treated to some stark evidence produced by scientists. Thatcher, perhaps because her training as a chemist made it easier for her to understand the language, took up the baton and issued the call. She said it was a key issue and her Government allocated additional funding to climate research. It was, however, mainly relabelled or redirected from elsewhere—they were Tories, after all. Thatcher made that call 31 years ago, yet here we are once again talking about the climate emergency and the protests are banned.
The Intergovernmental Panel on Climate Change was established in 1988 and in 1990 issued its first report, which confirmed the past scientific findings and issued warnings for the future. Those warnings have continued ever since, but I am starting to wonder whether familiarity is breeding contempt, because the warnings are getting starker and the flash headlines are getting scarier, but the action is not getting any more urgent.
The Environment Bill, which we finally got a sniff of this week, appears to be a howler of a missed opportunity. Apart from the toil of reintroducing EU protections into UK legislation, it misses the chance to be ambitious and claim a future worth having. It promises net zero emissions in 31 years—so, incredibly, we are at the halfway point between Thatcher pledging that the UK would get serious about the environment and the Government actually doing something. If the captain of the Titanic had been warned about the iceberg well in advance and started a discussion about what to do that carried on long enough to watch the thing tear a hole in the side of the ship, while the debate was still about which way to turn, he would be in about the same position we are in now. It is past time for talking and long past time that we should have been doing. It is time to inject a sense of urgency into the climate emergency.
The House can take it as read that the Scottish Government are doing things better, but this should not really be about party political point scoring or engaging in the constitutional debate. Let us see what the UK Government could offer to help to address the problems we all face. It is time the Government introduced some real measures to address the UK’s greenhouse gas output. They could copy Scotland by being guided by the Committee on Climate Change. Members may have heard of that committee; it was set up by the UK Government, although its calls to action are little heard by Whitehall. They are heard in Scotland, though, and the Scottish Parliament and Government have taken action. The climate change Act kicked off a serious attempt at addressing the problems, and it has not abated since. That is why the United Nations climate action conference will be in Glasgow next year.
I am grateful to the hon. Lady for giving way, because it is important that she puts it on the record in this House that the measures taken in Scotland have been taken on the basis of cross-party consensus. Does she agree that the way we achieve our targets in this country in respect of net zero is by working together, rather than doling out dollops of sarcasm in the form of a speech?
Me, sarcastic? The very idea! I appreciate the cross-party nature of some of the talks in the Scottish Parliament—that is of course welcome—but at a time when the UK Government are suggesting putting up VAT on renewable technologies, including solar, wind, biomass and heat pumps, from 5% to 20%, I think there is still a lot more discussion to be had between the different parties.
I begin by picking up where my hon. Friend the Member for South Suffolk (James Cartlidge) left off by paying tribute to my younger constituents and their engagement on climate change. They want more ambition and more action, and they are engaging in the political process like no previous rising generation in my lifetime because they care passionately about the planet and the poorest people on it. They inspired me, so I decided to conduct a wider survey among my constituents on climate change, and I can report to the House that in Stirling we want our homes insulated, we want to use electric cars, we want public transport options, we want more trees planted, and we want our energy to come from clean sources. The people of Stirling want the UK to take a lead on decarbonisation and extend a helping hand to the rest of the world.
The Gracious Speech confirmed once again that this Government and this House are committed not only to the rhetoric of taking action on climate change, but to taking positive action to stem and mitigate the effects of the developing global crisis, but we need to do more. When the Prime Minister and the Chancellor talk about the need for an infrastructure revolution, they are right. We have shown that it is possible to decarbonise the economy and to have clean growth—it is not an either/or. However, we must invest in the reconfiguration of our national infrastructure. There has never been a greater need to get on with it, and there has never been a better time to make that investment. Investment in infrastructure is critical, which is why I hope the Chancellor will come forward with a proposal for a national infrastructure bank in the Budget early next month.
We need a national crusade to level up our housing stock to the highest energy efficiency standards. By every measurement, that is the right thing to do—for the environment, for our economy and, most importantly of all, for people and their wellbeing, especially the most vulnerable people in our society. Let us make housing an infrastructure priority. We need a national endeavour to insulate our homes and upgrade our electricity distribution network to meet future demand, and to put in place green measures to incentivise property owners to do the right things.
We need to see innovation in farm support payments, with a focus on both caring for the environment and the production of good food. Again, that is not an either/or. We need much more ambition, especially in England, to do much more tree planting. Let me be the first to say it: there are lessons for England in the ambition and delivery of what is happening in Scotland. I am proud of what we are doing in Scotland on a cross-party basis.
However, there is one thing I want to major on: we need more action across the UK on buses. I am delighted that the Prime Minister and the Chancellor are big on buses. I have long concluded that the deregulation of rural bus services was a mistake. Bus services in rural areas should be classified as an essential public good. We need to regulate bus services, especially in rural areas such as Stirling, to give rural communities proper public transport options. I could go on at length about the complete lack of anything approaching a bus service in the communities I serve. A bus service is a part of the connectivity matrix, as people need to be able to move around more freely. We cannot talk about being serious about net zero unless we invest more in low emission buses and making the bus a viable mode of public transport, as part of a joined-up public transport network.
I do not have anything like enough time to talk about the failures of Scotrail, under the stewardship of the Scottish National party, so I will conclude by saying how proud I am that we have managed to secure COP 26. It is going to happen in Glasgow, and what a magnificent opportunity for Scotland that is.

That this House has considered the contribution of aquaculture to the UK economy.
It is a great pleasure to serve under your chairmanship, Sir David. I am very grateful to have secured this debate on a subject that is so important in my constituency. Figures from 2017 show that the value of farmed Scottish salmon alone is higher than the value of all species landed in UK ports, principally due to the high value of Scottish farmed salmon, which was worth just over £1 billion to the UK economy in 2017. It is our single highest earning food-type export and ranks second only to whisky in UK exports in the food and drink sector. Aquaculture as a whole is worth £1.1 billion to the UK economy, and 96% of that is based in Scotland.
Let us look at the broader picture for Scottish salmon. It is an industry that employs 2,300 people, who have an average salary of £34,000, and it generates well over 10,000 additional supply chain jobs and £216 million in tax. When it comes to carbon emissions per tonne of edible protein, aquaculture produces up to 9.8 tonnes of carbon dioxide per tonne of edible protein, compared with 46.34 for chicken, 56.4 for pork, and 337.2 for beef. That is understood globally: the global tonnage of captured fish has plateaued at 90-93 million tonnes per year, but aquaculture continues to grow. In 2016, it produced some 170 tonnes.
The sector is fast becoming one of the key ways of producing protein for human consumption. It is a matter of global food security, tackling hunger and sustainability.
I congratulate the hon. Gentleman on securing this debate. Aquaculture is important not only to the UK economy but to my constituency. Does he agree that the importance of aquaculture in the UK economy will grow once we leave the UK and the common fisheries policy? It is imperative that we support that essential industry. I want the hon. Gentleman’s constituency and Strangford to do well from it, to grow the UK economy, jobs and opportunities.
I agree; there is a tremendous future ahead for aquaculture. My constituency has always been at the centre of aquaculture. The historic fishery at Howietoun was created by Sir James Maitland in 1873. Many of the methods used today in fish farming were developed there. It was part of the Institute of Aquaculture at the University of Stirling until recently, when it was taken over by Michelle Pearson, who is a model social entrepreneur. She has hugely impressive plans for the environmental and ecological enhancement of the site.
The Institute of Aquaculture at the University of Stirling has a growing global reputation as a centre of excellence, and the university has a long history in this field. Even as long ago as when I was a student there in the 1980s, Stirling had a formidable reputation in aquaculture and that continues to grow. It is truly global in its scope. The university is a pioneer of aquaculture as a solution to the challenges of feeding a growing global population. Its contribution should be celebrated. It has done significant work on aquatic animal health, focusing on aquatic infectious diseases, studying how diseases spread and how to fight them with vaccines and other systems.
Let us not shy away from that issue. Significant environmental issues need to be addressed, including the destruction of natural ecosystems, the acidification of water environments and riparian ecosystems, the general pollution of water that could be used for human consumption, invasive non-native species and the spread of disease to wild populations. Those are real accusations that have been levelled at the sector, but they are surmountable.
Given the current value of this industry to the Scottish and UK economies, and the vast potential promise and future prosperity connected to the industry, we are rightly investing and must continue to invest in this sector. We must push on with the necessary research and development and give the champions at the University of Stirling the space and the resources they need to develop solutions to those challenges. That is why, as part of the Stirling city region deal, the UK Government are rightly and properly investing in the Institute of Aquaculture on the campus of the University of Stirling. The UK Government have already committed to invest £17 million through the deal, to support research by building brand new, state-of-the-art facilities in Stirling.
The University of Stirling campus is also home to the Scottish Aquaculture Innovation Centre, led by the excellent chief executive Heather Jones. It works to ensure that commercial opportunities from aquaculture research are fully realised. Its first five years of activity are expected to create additional sales of £284 million. It brings industry and academia together, from research and development to retail. It houses the ecosystem of a whole industry, by bringing the whole industry together in one place, acting as an engine, delivering real benefits in the sector, developing markets and partnerships, growing the number of jobs, growing sales, promoting best in class practices, driving up standards and securing the industry for the future.
I strongly urge the Department for Environment, Food and Rural Affairs and the Department for Business, Energy and Industrial Strategy to co-invest in the Scottish Aquaculture Innovation Centre, to bring those benefits to the whole of the UK. The Institute of Aquaculture and the Scottish Aquaculture Innovation Centre are invaluable assets to Scotland and the United Kingdom. They have the potential to become a much bigger global player—a world centre of excellence, putting the UK at the forefront of this important and valuable agenda. I welcome the creation by BEIS of a new seafood innovation fund, announced in last November’s Budget; it is a welcome recognition that new technologies and innovations can drive economic growth and productivity across the sector.
As I said, capture fisheries and aquaculture add disproportionate value to the Scottish economy, notably the latter: Scottish salmon is worth more than all wild fish landed into UK ports put together, and it represents 93% of UK aquaculture. Given those facts, I call on the Minister to commit to ensuring a proportionate distribution of innovation funding to aquaculture, giving it at least 50% of the total, and at least 50% going to Scotland.
I am aware, and I think the hon. Gentleman is aware, that farmed salmon infect some wild salmon—I have read proven cases in the papers in the last 10 days. Does he fear that the rise of farmed salmon could be detrimental to wild salmon?
That is exactly why I request that the Government proportionately invest in Scottish aquaculture, particularly in research at the Institute of Aquaculture at the University of Stirling. There are solutions to the problem that the hon. Gentleman raises, but they require innovative, scientific research breakthroughs, which come about through the funding of world class research, such as that at the University of Stirling. We need to encourage business investment in research and development. The innovation centre that I referred to earlier is important because it brings together the entire sector.
The UK industrial strategy sets out the bold ambition to increase UK investment in research and development to 2.4% of GDP. That is a good objective. The Government have firmly put research and innovation at the heart of their industrial strategy, setting a grand vision for the UK to become the most innovative country in the world. We need to see better co-ordination of innovation in the sector; that is the focus of this debate.
As we have seen already, the Scottish Aquaculture Innovation Centre in Stirling has created a £36 million programme of research and development, with £22.8 million from commercial partners and £1.3 million from university finance. Many companies are investing in this valuable sector, but we need it to work better together.
My hon. Friend is speaking with his usual combination of insight and eloquence. He draws attention to a critical matter that I know will be close to the Minister’s heart, and that is the marriage between research and development, skills and macroeconomic strategy. If we are really serious about productivity, we have to invest in the competence of the people who work in aquaculture, agriculture and horticulture, and the necessary innovations that he has described.
I completely agree with my right hon. Friend; there is a connection between investment, the resulting gain that we make in national productivity and the benefit that will then accrue to the whole UK economy. Innovate UK, the Department for Business, Energy and Industrial Strategy, the Department for Environment, Food and Rural Affairs, the Centre for Environment, Fisheries and Aquaculture Science, the Scottish Government and Marine Scotland all need to work together to create a shared strategy of supporting investment in research and development in this area.
At the very least, we need that shared strategy to be agreed in a spirit of co-operation. The industrial strategy calls for innovation across the board to boost our national productivity, as my right hon. Friend suggested, but it also calls for a new technological revolution in agriculture and food production. UK aquaculture is an innovative sector; there is a big opportunity to utilise big data, sensors, imaging or robotics. It is at the forefront of the productivity challenge, but it needs more investment and interest from the UK Government.
I ask the Minister whether DEFRA will consider investing UK funds to help to support the growth of a vital UK industry such as farmed Atlantic salmon? This is far too important a sector to be devolved and forgotten about. We need an explicit acknowledgment that UK aquaculture is a high-tech, high growth, low carbon food source and direct future funding through the industrial strategy challenge fund to support further innovation in the sector. That would also give us an opportunity to address some of the other issues I have spoken about in terms of environmental sustainability, which can and will be solved through the power of science and innovation.
There is no doubt in my mind about the importance of this sector and I hope there is no doubt—I am sure there is not—in the mind of the Minister.
The hon. Gentleman speaks a lot about the importance of productivity and R&D and about investment. He will be aware that in the event of a no-deal Brexit Scotland’s salmon industry may need four times as many export health certificates as now, which has the potential to cost the industry £15 million. Can he tell us how he thinks that should be addressed?
That is a very good intervention; the hon. Lady is absolutely right. Government and business need to be fully prepared for any eventual outcome in relation to Brexit.
We are right on top of that. We understand what would need to be done in the event of a no-deal Brexit in terms of the export health certificates. We are well on top of that and understand exactly what other work would need to be done.
One of the encouraging things about interacting with Ministers from DEFRA is the state of readiness in that Department, which is led by an excellent Secretary of State and ministerial team, in relation to the potentiality of any Brexit outcome.
I am delighted to hear that from the Minister and to receive those reassurances. I do not know how much influence the Minister has in terms of local authorities. I know about one department that examines export health certificates in a local authority in Scotland that has been cut considerably. I do not see how it is possible for the Minister to give us complete assurances about export health certificates.
It is illuminating and apposite that the hon. Lady draws the attention of the Chamber to the cuts that the SNP Scottish Government have inflicted on Scottish local authorities. In fact, the UK Government gave a parcel of money that was intended to be passed to local authorities to help them be ready for any eventual outcome in relation to Brexit. The Scottish Government thought better than to pass that money on to Scotland’s local authorities and decided they had other spending priorities.
That is not surprising given the fact that this is a Scottish Government that borrows to the hilt on the nation’s credit card on the one hand, then has dramatic underspends from year to year on the other. They are frankly incompetent when it comes to managing Scotland’s economy and Scotland’s public finances. I am afraid that they are incompetent in just about every field we look at in Scotland; the sooner we can shine a bright light on the performance of the Scottish Government in this matter, and every other matter, the better, because then we can talk about real substance in terms of political issues that impact on the quality of the lives of constituents.
To conclude, I have specific asks for the Minister. Given the fact that Scottish farmed salmon alone is worth over £1 billion to the UK economy, we have got to give aquaculture its proper place. I look forward to the Minister’s reply on the issues I have raised. I would like to hear how the Government will ensure Scotland and the aquaculture sector benefit from the seafood innovation fund; that is key. The UK Government is working with the Scottish Aquaculture Innovation Centre in Stirling, but what more can be done to support that valuable work and promote a UK-wide approach, harnessing our global reputation in this sector? What more can be done to ensure closer working across and between Governments to develop a shared vision and strategy for innovation in the aquaculture sector? Putting aquaculture at the heart of our food security policy and acknowledging what a tremendous innovative and high-tech sector it is, how much more would be possible with the right level of investment and partnering?
In short, the whole point of my speech is to ask the Minister to support the idea of creating a UK-wide sector deal for aquaculture. Can we have one?
I give the Scottish Government credit for its achievement where credit is due. I hope the groups will work across the four Administrations to ensure that we do not duplicate effort, but work together. At this point, I must pay tribute to the huge investment in the Scottish Aquaculture Innovation Centre through the Stirling and Clackmannanshire city region deal, which is a clear demonstration of the Government’s commitment to aquaculture.
Does the exchange we have just witnessed not underpin the importance of having a UK-wide approach? Is not the answer a UK sector deal for aquaculture?
We need to be careful that we do not intrude on the devolution agreements, but where we can work together, we should. The best way to work together would be to have Ruth Davidson in Holyrood; I think she would be much easier to work with than some people currently inhabiting that place.

Commons ChamberIn fact the briefing states very clearly that the biggest concern that the NFUS has is the politicisation of the process by the SNP, which is governing Scotland not in the national interest but in the nationalist interest.
I would go further: I would be interested to know if DEFRA would consider ring-fencing the agricultural budget to all devolved nations as time goes on, because certainly in Wales we are concerned that the money will not be spent on agriculture. We hope that Scotland will spend its money on agriculture, but time will tell.
Importantly, the NFU right around the country is keen to see a national framework. All the countries in the UK need to work under a national framework; otherwise, farming will become fragmented, with Scottish farmers competing against Welsh farmers and English against Northern Irish and so on, which will be to the detriment of the whole farming industry in the UK. It is therefore important that we have a national framework.
I welcome and support Second Reading of this important Bill. As someone who comes from a long line of people who worked on the land—mainly ploughmen—I am very grateful to witness and be part of this historic and significant moment as, for the first time in decades, the House of Commons legislates in this vital area. I congratulate and thank the farmers of the United Kingdom for the excellent produce that they provide for us on our dinner tables, and for the social good that was described by my hon. Friend the Member for Boston and Skegness (Matt Warman) from which we resultantly benefit.
In my short remarks, I will focus on things that are missing from the Bill. The first thing that is missing is a schedule relating to Scotland. I am afraid that that is down to the intransigence and the wrecking tendency of the SNP. There is no way of escaping that conclusion. While the SNP protests its concern for Scotland’s farmers, what we have in Scotland is a policy vacuum on agriculture. Witness the spectacle of the past few days in Glasgow at the SNP conference—not one mention of agriculture in the speech by the leader of the party and, by the way, no mention of an agriculture Bill in the SNP Government’s programme for government, which has produced very little legislation.
What we get from the SNP are carefully constructed, artificial areas for conflict so that it can progress the only agenda that matters to it—the break-up of the United Kingdom. What we see in that intransigence is simply another tactic in its campaign to bring about the tearing up of this wonderful, 300-year-old-plus, successful Union between England and Scotland.
I shall mention the other things that are missing from the Bill very quickly, as time is running out. First, I would ask the Secretary of State to include in the Bill—my friends and I will seek to include it somehow—the issue of the red-meat levy. Members will be aware that quite often the levy is imposed at the point of slaughter of cattle, sheep and pigs. It is a devolved matter, with revenues collected by Scotland, England, Wales and Northern Ireland. To cut a long story short, a lot of the cattle, sheep and pigs that are raised in Scotland are shipped across the border to England where they are slaughtered, so there is a sum of money that should go back to Scottish industry for the promotion of Scotch beef and lamb. I urge the Secretary of State to make provision for that simple change in the Bill, as it would require primary legislation. It is worth about £1.5 million for the promotion of Scotch beef and lamb.
The other thing that is missing at the moment are detailed terms of reference for the promised review of convergence payments. My friends and I wish those terms of reference to become known. Perhaps the Secretary of State can make that clear, so that we understand the pathway on timelines and so on. The result of such a review would set a baseline for the allocation of resources to Scottish farming. As my hon. Friends have said, we absolutely believe in and are defending the principle of devolution in the path that we are taking. Finally, there is a crying need for UK frameworks. That is what the industry wants, and that is what we should get on with delivering.

Commons ChamberIt must have been terrifying to be rammed and pelted with rocks and smoke bombs. Will the Minister reassure the House that the safety of British fishermen will be paramount in the Government’s considerations and actions, and that aggressive and dangerous acts directed at the British fishing fleet will not be tolerated?
I can give my hon. Friend that assurance. As I said in my statement, we regard safety at sea to be paramount, and that has been our key message to the French authorities since this incident occurred. Indeed, I restated its importance in my letter to Stéphane Travert today.

Commons ChamberGuidance will be given to help people understand the implications of this measure. We are making sure that the new regulator does their job formally to help the antique trade understand all the implications, and there will also be a public engagement exercise. My right hon. and learned Friend makes an important point, but I am sure that it will be further scrutinised in the other place as this Bill makes progress.
Let me return now to some remarks that I had previously wanted to get through, which is that we have had good debates on clause 35 both in Committee and on Report. The widening of the power to extend the definition of ivory to include that from non-CITES species will be important, for example, if the prohibition in elephant ivory increases pressure on other ivory-bearing species and continues to fuel demand, or if the continued trade in other forms of ivory provides cover for the illegal trade of elephant ivory. This could well include ivory from the unfairly maligned warthog and the extinct mammoths. This will come as some relief to my hon. Friend the Member for North Dorset (Simon Hoare), who is no longer in his place, and to my hon. Friend the Member for Mid Derbyshire (Mrs Latham). The widening of the power will also include other endangered species that Members have mentioned with such concern, including hippos, narwhals, walruses, killer whales and sperm whales. As I said on Report, the Government are committed to action.
We have today announced that we intend to consult on extending the ban to include other ivory species, and we will seek to start the consultation process and to gather evidence on, or as soon as practicable after, Royal Assent. This process will ensure that if we do extend the scope of the ban, it will be robust, defensible, enforceable, and compliant with the European convention on human rights.
Will my hon. Friend explain to the House how long he expects the consultation to last and what the sequence of events would be that we might arrive at some new legislation to protect these endangered species?
We will seek to do this as speedily as possible. A consultation normally lasts about 12 weeks, but, clearly, that work needs to be further reviewed, and then we can move things forward. I think that my hon. Friend can use his own process of deduction to work out that we can move this further and quicker than would have been set out by the Opposition’s amendments.
Let me conclude by thanking once again and paying tribute to the Secretary of State for his determination to introduce this Bill. I have also mentioned the important work that the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Suffolk Coastal (Dr Coffey) has done in taking this Bill forward, ahead of its introduction in this House. It is also important to recognise the contributions from my hon. Friend the Member for Richmond Park (Zac Goldsmith) and from my right hon. Friend the Member for North Shropshire (Mr Paterson) who set out his long-held ambitions to take this work forward. I also wish to pay particular tribute to those members of the Bill Committee who sat through various evidence sessions and made very important contributions during the Committee stage, including the hon. Member for Workington (Sue Hayman). She made some characteristically thoughtful and considered contributions, even though we did not quite agree on some of the procedural matters. We are grateful for that constructive approach not just from Members of this House, but from representatives from conservation non-governmental organisations, from the musicians sector, from the arts and antiques sector, from the enforcement agencies and from others. I also wish to extend my thanks to our wonderful and hardworking Bill team, our private offices, our Parliamentary Private Secretaries, and the Whips who, like warthogs, can get overlooked at times. I also wish to thank the Clerks and other parliamentary staff for their sterling work and support on this issue.

Commons ChamberI rise to speak in support of this important measure. Indeed, I applaud the first five words of the Bill. Someone said earlier that it was a short Bill, but I do not find it particularly short. However, clause 1(1) is short enough. It states:
“Dealing in ivory is prohibited.”
That is a measure that I believe commands the support of both sides of the House. I stand here in the full knowledge that my constituents, from the very young to the most senior, feel passionately about protecting and preserving the elephant, which is sadly now under critical threat. I also want to speak on behalf of my grandchildren, and of their children yet unborn. I do not want to be part of a generation of humanity that stood by and allowed avarice and cruelty to destroy one of the most extraordinary creatures ever to grace this planet. It is unimaginable to me that the generations yet to come might never see an elephant in its natural environment.
If we do not take the lead on this matter, who will? I for one am proud that we are taking the lead, and the Bill shows that the United Kingdom is once again leading the world in animal welfare. By implementing one of the toughest ivory bans worldwide, this Parliament is sending the world the clear message that we are aware of the dangers facing the elephant population and that we are prepared to do something about it. The worldwide ivory trade has had a massively negative impact on elephants. The statistics have been rehearsed many times during the debate, and they are terrible. The WWF estimates that the current elephant population is barely a tenth of what it was in the early 20th century, and even now 55 elephants are killed for their tusks every day.
However, the ivory trade does more than kill elephants. A ground-breaking study by Dr Katharine Abernethy of Stirling University—where else?—found that routes forged by ivory smugglers enabled trade in other critically endangered species. The demand for ivory creates smuggling routes across forest borders, and those routes are then used by traffickers moving other animals, such as the pangolin. Pangolins are scaly, ant-eating mammals. Their meat is considered a delicacy and their scales are deemed by some to have magical medicinal properties. The pangolin is considered to be one of the most trafficked animals in the world today; it is probably the most trafficked animal that most people have never heard of. The WWF classifies the African elephant as “vulnerable”, but it classifies two of the pangolin species as “critically endangered”, the most serious classification, meaning that those species are at serious risk of extinction.
I therefore welcome the Bill on many different levels, and I hope that it sends a clear signal that the UK intends to bring down the ivory trade and the other criminal smuggling routes it enables. However, my attention has been drawn to certain aspects of the Bill. I believe that some of the definitions will need to be looked at closely in Committee, and either expanded or tightened. For example, clause 6 deals with pre-1918 portrait miniatures, but I believe that the definition of a portrait miniature needs to be looked at. Clause 7 deals with pre-1947 items with low ivory content, providing for an exemption if
“the volume of ivory in the item is less than 10% of the total volume of the material of which the item is made”.
It has been brought to my attention that that measure could have unintended consequences, because the Bill in its current form would inhibit the sale of small antique items consisting entirely of ivory made before 1947. We need to look at these definitions and their consequences, and we need to be determined about what we want this legislation to do.
I am pleased that clause 8 mentions pre-1975 musical instruments, because I am a piper, owning a priceless set of bagpipes with ivory mounts that my father got me—long before 1975, I hasten to add. Those mounts do make me sad, but it is a precious instrument and it makes a glorious sound, symbolising so much for my countrymen. I hope that the House will remain united as the Bill moves through Parliament and that we stamp out the ivory trade, because we must.

I presume that the hon. Gentleman is, like me, a signed-up member of the campaign for a plastic-free Parliament. I was fortunate to be given a coffee glass by the World Wide Fund for Nature as I came to the Chamber. He is absolutely right—that is just one good illustration of how we have become so cavalier about our use of plastics.
We all know—we have seen the pictures—where plastic ends up. Turtles mistake plastic bags for jellyfish and eat them; plastic debris is lodged on coral reefs, which affects the health of the reef and has an impact throughout the marine food chain; and microplastics are consumed by animals as small as plankton, work their way up the food chain and are eventually consumed by us at the top.
I congratulate the right hon. Gentleman on securing this debate. Let me go back to the issue of wet wipes. There is a lot of misleading information on packets, which suggests wet wipes are flushable and leads users to believe that they are biodegradable. In fact, all that means is that they pass through the U-bend and end up in the system, as he described. That is an important advertising and packaging issue, which should be addressed by the makers of wet wipes.
Although I am delighted that a Minister from the Department for Environment, Food and Rural Affairs is here, this issue will impact on just about every area of public policy if we are serious about tackling it meaningfully. The Government’s role is probably the most significant, but I am resistant, as ever, to the notion that the Government can do everything for us. There are any number of interests at play and places where behaviour can be changed for the better.
There is a role for us all as individuals—in particular as consumers. If we say to supermarkets, “No, we’re not going to come to you. We will go to a supermarket like Iceland,” which has committed to reducing plastic packaging, every supermarket will soon sit up and listen. I recently got my Friday lunch in the Peerie Shop café in Lerwick, and I was gladdened to find that it now has compostable knives, forks and spoons in its takeaway section. That is not a massive expense, but it is a demonstration of commitment—and a demonstration of that café’s commitment to providing what its customers want. There is a business incentive and imperative here.
There is also a role for local government. The provision and operation of recycling facilities will be crucial. We will doubtless talk about the operation of a deposit return scheme, which I hope will increase massively the amount of material there is to be recycled. In fact, it is a bit like flushable wet wipes—there is no point gathering recyclable material if we do not have the capacity to recycle it. Among the representations I received ahead of the debate was a fairly minded one from Harrogate Water Brands, which produces water. It explained that a lot of the plastic that is described as single use is single use only because we do not recycle it, and pointed out, quite fairly, that only about half the material in the plastic bales that local authorities supply for recycling can be used for recycling, as opposed to 95% in the United States and 99% in France.
There is a role for business. I commend Sky in particular, which has not just run its ocean rescue campaign but, in its business operations, taken the goal of becoming plastic-free seriously. It has a target of being plastic-free by 2020. I was struck by the difference that will make. One company of a reasonable size—but not that big—says that by
“eliminating plastic from all Sky offices…it is estimated we will save 560,000 water bottles and 7 million coffee cups per year through our operations.”
That is a good illustration of a company responding to what its customers would want.
Then there is the role for Government—or perhaps I should say Governments. As I said in response to the right hon. Member for East Yorkshire (Sir Greg Knight), 90% of plastics in the oceans come from 10 rivers, and tackling that will obviously require international co-operation. That is the nature of the marine environment; UK action alone will not be sufficient.
I will have some questions later in relation to a specific international issue, but I hope the Minister will have noted Sky—a significant company but one that is not that big—and its target to be plastic-free by 2020. That goal contrasts, in a way that should raise questions, with the targets set by Government for our economy as a whole, which would take us closer to 2040. When Government action and targets are being so outstripped by corporate effort, perhaps we should consider whether we are being ambitious enough.
I welcome the ban on microbeads, although it is still not complete. A microbead that is washed off someone’s face may not be allowed to enter our watercourse or our oceans, but surely a microbead could enter the watercourse and the marine environment if it came from a suntan lotion or similar. A complete ban on microbeads would be the logical conclusion to the brave and innovative work already taking place.
I welcome the commitment to introducing a deposit return scheme, but the detail remains sketchy. I appreciate that we have yet to hear about a consultation, but we should be able to agree on the broad principles. I commend to the Minister the work of Greenpeace, which has come up with some fairly broad headings that she could do worse than include in her consultation. The first of those headings states that there should be no cost to central Government, with administration funded by the scheme, and cost savings for local authorities. Secondly, the only cost to consumers should be to those who do not return the containers they purchase and pay a deposit on. Thirdly, there should not be a cost for small retailers, for a whole range of reasons—our small shops and retailers are already struggling in the current environment—but there is a strong case for including larger retailers in such a scheme. Fourthly, it suggests charging producers an administrative fee for each container manufactured, and a one-off contribution to start-up costs.
Surely we can agree that, at its heart, a deposit return scheme should include all sizes of vessel—and, indeed, plastic, metal and glass. Only then will it be effective. The Minister will be aware that the Scottish Government have already started down this road, and that is the approach they are taking. I suggest there is a benefit to us all in having a single scheme across the whole of the United Kingdom.
It is a pleasure to serve under your chairmanship, Sir Edward. I congratulate the right hon. Member for Orkney and Shetland (Mr Carmichael) on securing this important debate. I stand as the Member for Stirling, a landlocked constituency, but, as the right hon. Gentleman said, the issue captures the imagination of constituents and matters a great deal to them.
I wholeheartedly welcome the recent Government announcement of their intention to ban the sale of plastic straws, drink stirrers and plastic-stemmed cotton buds in England. I also welcome the Scottish Government’s consultation and proposal to ban the manufacture and sale of plastic-stemmed cotton buds in Scotland, and there are reports that the Scottish Government might also consider banning plastic straws at the end of 2019. I strongly urge Her Majesty’s Government and the devolved Administrations to work together in the development of those policy instruments. The Welsh Government have already said—
I thank the hon. Gentleman, who was about to turn to the Welsh Government, for giving way. Does he agree that Wales has been leading the way in this area as the third best recycling nation? Furthermore, it is very ambitious with a recycling and zero-waste target by 2050. Of course there is more to do, but Wales is certainly leading the way.
I thank the hon. Lady for her intervention. The Welsh Government are absolutely right to say that it is good for us to co-operate across these islands. Just because something is devolved does not mean that we should not work together to get the job done, and I hope that that is what will happen. I hope we will not see a divergence when there can be commonality and collaboration.
Recycling is a feasible solution, and stimulating the development of the market for recycled products is essential. In my constituency of Stirling, Graham’s Dairy is working with its bottle supplier, Nampak—also based in Stirling—to develop milk bottles that use significantly less plastic, yet maintain the same rigidity and security for the milk that we all buy. It uses a significant amount of recycled material in its bottles and that pays dividends in costs and allows its product to be more sustainable into the long term.
The innovations by Nampak to create a milk bottle that uses significantly less plastic is worthy of note, as are attempts to make a plastic that will degrade safely over a shorter period. We should never underestimate the entrepreneurial spirit and inventiveness of British innovators and entrepreneurs, and we should do everything to encourage it.
There is a lot of talk about a deposit scheme, and I am very much behind that principle. Many of us in Scotland mourn the loss of the Barr deposit scheme. Returning your Irn-Bru bottle for money off your next purchase gave the bottles value and meant that consumers were rewarded for returning them and behaving in an environmentally appropriate way—so the cycle of Irn-Bru drinking would continue. This cyclical economy for waste, in which the packaging is returned and reused, is worth aspiring to.
There are lots of details to be worked out. Packaging is complex; the materials involved are sometimes not as simple as they appear to be and can be remarkably varied. Often the complexity of the materials makes recycling almost impossible and certainly makes sorting more difficult. The issue becomes about how to control what we create and what we demand as a society. How do we simplify and amalgamate our product packaging to ensure that it is simple enough to be disposed of? The issue becomes about how we treat the packaging as a part of the supply chain and how we as consumers behave. As the hon. Member for Dunfermline and West Fife (Douglas Chapman) said, consumers are ahead of the wave in this respect.
I conclude with an apocryphal story from the constituency of the hon. Member for East Lothian (Martin Whitfield). Last week, it was reported that a packet of Golden Wonder crisps from 1967 had been found on a beach in East Lothian. Neil McDonald found the 50-year-old wrapper while cleaning up a beach in the hon. Gentleman’s constituency. STV News reported that it had apparently survived half a century beneath the dunes and may have been unearthed by heavy winds hitting the beach. The ready-salted packet of crisps had a promotion on it to enter a competition to win a Triumph estate car. That is how they were able to date the packet of crisps to 1967.
What Mr McDonald said is worth dwelling on in this debate. He was shocked when he discovered the age of the packet and how it had been preserved. He said:
“It was buried under the sand but I could see the corner edging out. I was very surprised, it’s quite frightening how durable these plastics can be. It’s a real indicator that we need to do more to control what goes into the ocean and on the coasts.”
That is incredibly profound and I genuinely believe that by innovating around packaging, both design and material, we can create solutions to the marine plastic challenge, which can then be exported around the world, as has been mentioned by several hon. Members. By innovating to change habits and create new disposal techniques, we can lead the way on systems that can be adopted by the rest of the world.

My right hon. Friend is absolutely right to highlight the prize of agreeing an implementation period. How will the UK’s voice be heard and respected in the annual quota allocation for 2020?
I hope that my hon. Friend will be reassured to know that in 2020 the UK will be negotiating as an independent coastal state. [Interruption.] The negotiations in 2019 will take place on the basis that we will be consulted and that our science will be part of the process by which arrangements are reached, and of course the good faith provisions and other arrangements and guarantees I discussed earlier will be there to safeguard UK interests for that limited 12-month period.

May I help the hon. Lady with that list? Some very valuable bagpipes have ivory mountings on them. In fact, as a piper, I possess such an instrument. It is beautiful, but regrettably ivory is involved.
The hon. Gentleman’s skills never fail to impress me—they are increasing by the minute. Perhaps he can play the bagpipes for us at a function at some point—he could do it at the unveiling of the total ivory ban and the delivery of these promises well before 25 years’ time. Yes, bagpipes use ivory. Other songs have occurred to me: “Karma Chameleon”, which is from a similar era—I think that there is about a year or two between the two songs—and “I Am the Walrus”, which is a perennial favourite of many. I accept the musical exemption.
I accept the exemption for anything that is under 5% ivory or 200 grams because those are such tiny amounts, and the exemption for museums. Slightly more troubling is the ill-defined, woolly term “culturally artistic and historic” pieces. That could open up a legal loophole for carved, solid, luxury ivory items such as Japanese fans or cigar boxes. We need to ensure that they are not covered. What is the exact test of “culturally artistic and historic”? The Lewis chess set of 1100 AD is often mentioned, although it is actually walrus ivory, not elephant ivory. It is often said that is the kind of thing the term will cover, but what about injecting certainty with the proviso that, if it can be sold to a museum, it is allowable? It may not necessarily be in a museum, but if it is a museum-able piece, we can allow it. If it is a cigar box, it will not be covered—no thanks.
Another area where we could go further regarding the illegal wildlife trade is the lack of funding for mapping trade routes used by criminal gangs to transport animal products and carcases across continents. A glance at the UK aid development tracker shows that various Departments and agencies are involved in combating the trade: the Foreign and Commonwealth Office, the Department for International Development and the Department for Environment, Food and Rural Affairs. On top of that we have the new Joint Anti-Corruption Unit that will operate out of the Home Office. Surely they should take a joined-up look at mapping trade routes.
I have a couple more questions, and then I will end. Will the Minister confirm what “stringent tests” have been met by the lion countries? That was in a 2015 written answer from the then Minister responsible, the hon. Member for Penrith and The Border (Rory Stewart). There is a worry that things might fall through the cracks if they are not well defined. Could the UK Government send a strong message by enacting the total ban on the import of lion trophies? The numbers are not large, so hopefully this is not on an industrial scale, but the Government could seize the initiative and show leadership.
I have a couple more questions. Given that the academic literature identifies mapping transnational crimes, why does the Illegal Wildlife Trade Challenge Fund fund only one proposal that maps transnational networks? That relates to my earlier question. I have already raised another obvious question: when will the Government ensure that public registers of beneficial interests are in place for the overseas territories, so that they can better fight this type of crime?
The recent international aid scandal in the charities sector has shown that some more extreme Conservative Members will argue against any international aid. I hope the Minister will restate that the 0.7% aid target is Government policy, and that it will not be watered down.
When we leave the EU, we will no longer be bound by its scientific review group, with its high standards on the exports of live animals and high-value body parts. There is a worry that, if we crash out, we will be beholden only to the convention on international trade in endangered species. It is a global standard, but is not as stringent as the EU one. Does the Minister know what our status will be in relation to the EU scientific review group? She is a scientist herself. If it is unclear and subject to negotiation, can we add it to the list of things, such as Euratom and Erasmus+, that we are fighting to keep beyond the transition period? Otherwise, there might be a WTO-type situation where we crash to the lowest-common denominator, or the situation that we heard about over the summer where, if we do not have sufficient protections in place, chlorinated chickens could be on the menu. Can we aspire to remain in, have a close relationship with or mirror that body?
The same applies to shared intelligence and joint operations to catch perpetrators, which would be a worry if we leave Europol. The fingerprinting kit that IFAW pioneered works for 28 days after the prints are planted on the ivory. We need to catch the cross-border shifting of ill-gotten gains over time.
As a sociologist, I am all too aware that globalisation has made the world smaller. It helps us to keep in touch across the globe through social networks and environmental trade but, sadly, that can spill over into organised crime and illegal trade in exotic species. Criminal and terrorist syndicates that buy with impunity and bribe corrupt officials on their way are the stuff of “McMafia”, but they are widening their revenue streams and decimating animal populations.
Corruption is at the heart of the illegal wildlife trade, which Prince William, no less, condemned at the 2016 Hanoi conference on illegal wildlife trade. Whenever I ask parliamentary questions on this, the response is “in due course”. That is unsatisfactory and not good enough anymore. The Government have gone some way with their strategy, but they must act now.
It is a pleasure to speak in the Chamber with you in the Chair, Mrs Moon. I congratulate the hon. Member for Ealing Central and Acton (Dr Huq) not only on securing the debate but on giving a comprehensive speech that sets a wonderful tone for our exchanges and lays before the Minister a range of questions, which we are all interested to hear the responses to.
I was glad to be able to add to her list of musical instruments and to disclose my hidden talent for playing the bagpipes. They are the most glorious instrument in my long-held opinion, as hon. Members can imagine. During the interventions on the hon. Lady’s speech, I was also grateful to hear references to the importance of the United Kingdom’s global aspirations post-Brexit. We should aspire to be the anti-corruption leader for the whole world and to do better than our current eighth position in the anti-corruption league table for clean societies.
I will gratefully clarify that ivory is not now used in bagpipes. These are very old sets of bagpipes. I have a set that my father bought for me when I was 12. He paid an incredibly small amount of money for them, and they are now worth a lot more.

The hon. Lady made the interesting point, with which I agree, that the Government have not exactly sat on their hands but that, ultimately, we must do more—and more than virtue signalling. As the new Member of Parliament for Stirling, one of the first places I was invited to visit was one of the top tourist attractions in my constituency, the Blair Drummond safari park. Jamie Muir and his team gave me a behind-the-scenes experience that, frankly, I would never have had if I had not been elected. I had up-close encounters with elephants, rhinos, hippos and giraffes, and it was glorious to come into such close contact with those beautiful animals. Appreciating the glory of nature makes us appreciate our own humanity. It is appropriate to talk about nature on a day when Scotland received its first ever red weather alert. We stand in awe of the power of nature, as well as its beauty.
I promise that I will make only a short contribution, but I should explain that I am speaking in this debate because of my constituents. Like me, they feel very strongly about the need for us to proactively preserve the wonders of the world we live in and to not stand idly by and, frankly, see them ruthlessly destroyed for ill-gotten gains—that does not even begin to describe the depth of cruelty that goes into this trade.
The Government have a strong record on improving animal welfare, and it is important that we not only protect animals in the United Kingdom, but work to promote animal welfare and good environmental stewardship worldwide. That involves tackling the illegal wildlife trade and the corruption that it propagates and relies on.
It is shocking that the illegal wildlife trade stands alongside human trafficking and the trafficking in drugs and arms as one of the major cross-border crimes of our time, and that it draws in as much as £17 billion per year. That only underlines the need for global action and global co-operation.
It is a trade that brutalises animals. Those criminals routinely mistreat them, transport them from country to country in absolute squalor and kill them in massive numbers—that is great cruelty. The amount of ivory being caught in large shipments alone indicates that perhaps thousands of elephants are being killed each year for their ivory. African elephants are, of course, endangered, and the trade helps to drive them towards extinction by hindering global conservation efforts. Those criminals have no regard for the environment and will destroy entire ecosystems for short-term gains.
In addition to the cost to animals and to the environment, the illegal wildlife trade has a human cost. The trade thrives on and exacerbates corruption and undermines the rule of law. It is an entire industry—and a lucrative one, as we heard from the figures quoted by the hon. Member for Ealing Central and Acton—that operates outwith the authority of any Government or the law. Ultimately, it is an insidious, destabilising force that holds back the growth of developing countries and helps to keep millions of people in poverty worldwide.
My hon. Friend is making a powerful and moving speech. It is known that Janjaweed, al-Shabab, Boko Haram, Joseph Kony’s Lord’s Resistance army and other organisations all derive much of their income from the illegal wildlife trade, which makes it a dangerous and ugly business. Does he agree that one of things we do well, and have done well, as a country is provide real training for people in countries that want to tackle the trade to ensure that their anti-poaching and anti-illegal wildlife trade units are up to the task? We need to see much more of that as part of our “global Britain” plans in years to come.
I am grateful to my hon. Friend for his intervention and completely agree with him. That is one aspect of our leadership in this area that we should definitely advance. It is highly effective.
For humans, animals and the wider environment, it is imperative that we stamp out this illegal trade. The Government have rightly noted that it will require concerted international action and co-operation with nations across the world to bring the trade crashing down. It is in every country’s interest to end the illegal wildlife trade. Cracking down on it will promote sustainable growth and stability and help to preserve the future of the environment. I am grateful that the Government have set to work on addressing the issue and, as they have frequently expressed it in recent times, are devoid of any complacency in this area.
In 2014, the UK hosted an international meeting, as has been mentioned, where 40 countries agreed urgent co-ordinated action to eliminate the trade. Since then the Government have worked with authorities in China, Vietnam and across Africa, to name but a few, to help to curb the trade. International organisations play an important role too, and our support for the International Consortium for Combating Wildlife Crime, which brings together a range of institutions, makes a valuable contribution to the global fight against the trade. I welcome the publication of the new cross-Government anti-corruption strategy in December, which lays out the blueprint for further action, including against the illegal wildlife trade.
The strategy recognises the many ways in which we can work to curb the trade, including by promoting more robust law enforcement and stronger legal frameworks, encouraging alternative livelihoods and economic opportunities for people who might otherwise be tempted by the lucrative nature of the trade, and simply raising awareness. Likewise, it recognises the importance of international organisations to our future efforts. The UN, our Commonwealth friends and allies and the G20 will all be valuable partners in working to take down this trade and the corruption with which it is so intertwined.
At this point the strategy fills me with confidence that the Government will continue to strive to be a world leader in the fight against the illegal wildlife trade, but it has to be more than virtue signalling. There has to be real action. We already have a strong record—we certainly have a strong catalogue of speeches—in this area, and the strategy needs to develop. I believe we are ready to build on it as all parties in the House of Commons have an appetite for it.
I mentioned earlier that we are eighth out of 180 countries in the world for anti-corruption. I think we can do better in that area as well. Just as we should promote animal welfare around the world, we should also promote our culture of anti-corruption. As one of the least corrupt nations on earth—thankfully—it is our responsibility to help to build a world free of criminal enterprises, such as the illegal wildlife trade, where corruption touches as few lives as possible. With this strategy, I have confidence that the Government will proceed.
