Commons ChamberI accept what the hon. Gentleman says, and I am in the real world, too, as we all are on this side of the House. Every Conservative Member goes around schools in their constituency and listens to what teachers, school governors and parents are saying, but the fact remains that this Government are spending more and putting more into our education system than any previous Government.
I will take no lectures from Labour Members. When they were in government, we had falling standards and high inflation, which undermined the resources that were being put into schools. Let us be reasonable and realistic.
The hon. Lady will have to listen for a little bit, otherwise I will go over the informal time limit.
The hon. Member for Ashton-under-Lyne talked about healthy breakfasts, and we all know that a healthy breakfast helps children to make the most of their school day. We should also recognise that £26 million is being invested in breakfast clubs to help the most disadvantaged in our society. I think we all believe in a truly meritocratic society, and to get that we have to make sure there is fairness in schools.
Regrettably, many schools across the country have historically been underfunded. The Minister for School Standards has been receptive to meeting people to discuss the funding issues, and the Government have attempted to make sure there is fairer funding across the country. We cannot achieve everything immediately, but we can achieve it in the long term. The Department is determined to make sure that schools across the country are getting a fair deal on funding, and we welcome that.
It is a pity the Opposition do not acknowledge that the Government are putting more money into our schools and that school funding will rise from £41 billion this year to £43.5 billion in 2019-20. The new funding formula provides a cash increase to local authorities, with schools that have historically been underfunded attracting significantly more resources.
Does the right hon. Gentleman agree that the London challenge, a project to produce improvements in schools, was completely transformative and set London on the path to having the best, rather than the worst, schools in the country? Does he agree that Lord Adonis and those involved in the scheme should be congratulated?
Some very positive things came out of the London challenge. I would not want to denigrate it but, on the other hand, there are areas where the London challenge was not quite so successful.
We also need to look at how much we are investing in new good school places, and at the proportion of pupils meeting the expected standard in phonics, which has risen from 58% in 2012 to 81% in 2017. That good news means 154,000 more six-year-olds are on track to become fluent readers compared with 2012. Those are real achievements. It is not just about resources; it is about the money that goes in and what comes out—the consequences of the money and the consequences of the teaching.
I was honoured to work with my right hon. Friend the Member for Surrey Heath (Michael Gove), as his Parliamentary Private Secretary when he was Secretary of State for Education, to help implement the academies programme in 2012. The programme has transformed schools, releasing those schools from local authorities, particularly in areas that were doing badly.
The hon. Member for Mitcham and Morden (Siobhain McDonagh) mentioned that education was pretty poor under certain London local authorities, and now it has been transformed. In my Borough of Bexley, as a result of the coalition Government and then the Conservative Government, there are now 25 more good and outstanding schools than there were in 2010. Schools in Bexley have seen a funding boost of £3.8 million for 2018-19, which brings the funding for schools in Bexley to just over £211 million a year. That is a real achievement. The Government have to be praised for doing this, and so do the teachers, parents and pupils who have rowed in behind those extra resources to make sure they achieve for themselves in society.
We have many brilliant secondary and primary schools in Bexley, with diverse education provision—church schools, academies, grammar schools and technical schools—and that is the way forward. Diversity allows children’s talents to be maximised.
I highlight Slade Green, which is the most disadvantaged part of my constituency. It now has St Paul’s (Slade Green) Primary School, Haberdashers’ Aske’s Crayford Temple Grove north campus, and Peareswood Primary School, which I am afraid were neglected by the funding system under the last Labour Government but are now achieving and succeeding. They are giving children in a more deprived part of my constituency a real opportunity to achieve.
It therefore comes as no surprise that Bexley was listed as one of the social mobility hotspots by the Social Mobility Commission’s state of the nation report in November 2017, but there is still much more to be done. We need to achieve social mobility, and I am proud to join the social mobility pledge that my right hon. Friend the Member for Putney (Justine Greening), the former Education Secretary, recently launched. The pledge makes three commitments: partnering directly with schools and colleges to provide coaching through quality careers advice, which is so important; providing structured work experience and/or apprenticeship opportunities to people from disadvantaged backgrounds or circumstances; and adopting open recruitment practices that promote a level playing field, such as blind recruitment. Conservative Members, just as much as the hon. Member for Ashton-under-Lyne, want to see disadvantaged children have the maximum opportunity to achieve what they need to achieve.
Madam Deputy Speaker, in line with your determination that we should not speak for too long, I have had my time, but I would say to the House and to both Front Bench teams that education is a vital service for our future, for our country and for individuals. It is our duty to work to our best ability to make sure that the most disadvantaged get the opportunities and encouragement to narrow the attainment gap. Making sure that more and more children attend good or outstanding schools is the only way forward, as everyone will then be given opportunities.
I regret that we have not heard much from the Opposition about their policies for doing that, apart from more money. We are not just talking about money, although, yes, we are giving more money. Education would not be safe in their hands if they were in government because they just want to throw money at it. Money and resources are important, but it is about much more than that.
I congratulate Ministers and my right hon. Friend the Secretary of State on their work to provide more power to achieve these things for the benefit of all our children.
I would like to begin by putting on record my admiration and appreciation for the remarkable efforts of schools in my constituency and the Borough of Merton. I am proud to say that under the most testing of circumstances, every single secondary school in Merton is now rated good or outstanding and has a GCSE progress 8 score that the Department for Education ranks as No. 1 in England, with Liberty Primary School in Mitcham in the top 1% of all schools for pupil progress in reading, writing and maths.
I am sure that Members across the Chamber will join me in congratulating Harris Primary Academy, which last year became the second outstanding primary school in Mitcham and Morden after Singlegate. They join Merton’s growing list of outstanding secondary schools, which includes Harris Academy Merton, Harris Academy Morden, the Ursuline, and Ricards Lodge. What makes that success even more remarkable is the circumstances in which it has been achieved—circumstances that are worsening term by term.
Schools in Merton are set to lose a staggering £1,820,818 between 2015 and 2020, despite their pupil numbers rising. It is no wonder that 40% of primary schools and 60% of secondary schools in Merton have had to cut staff since 2014. By 2020, Aragon Primary School will lose £100,118, William Morris Primary School will lose £72,582 and the outstanding Singlegate Primary School will lose £102,086—the extraordinary equivalent of £204 per pupil.
Across the country, staff numbers in England’s secondary schools have fallen by 15,000 since 2014, despite there being 4,500 more pupils to teach. That is 5.5 staff members lost in each school. Meanwhile, 62% of those schools have increased the size of their classes, despite the shortage of staff.
Behind the facts and figures are the governors, pupils and teachers struggling to cope. Yesterday, a group of teachers wrote to me from their staff room and said:
“We are stretched beyond belief. Corners are being cut, stopping the breadth of the curriculum and yet, despite the setbacks, we are expected to produce better outcomes than ever before! We’ve even run out of pens, glue sticks and basic stationery!”
Schools have been admirably shielding their pupils from the damage these cuts are causing, but they can go on for only so long. These schools are facing hardship like never before.
I would like to read some brief extracts from letters I have recently received from three different headteachers in my constituency. First:
“We see children who eat their lunch very quickly, whilst ‘protecting’ their plate with an arm as they eat”
so that nobody can steal their food. Secondly:
“If he won the lottery, one child said he would go food shopping to buy lots of cereal and porridge to fill him up and keep him warm.”
Another said:
“We believe that a significant number of our children are so used to feeling hungry and cold that they do not recognise these feelings”,
and:
“We have children in temporary accommodation changing schools several times, impacting them socially, educationally and financially.”
When I asked the Under-Secretary of State for Education, the hon. Member for Stratford-on-Avon (Nadhim Zahawi), who is responsible for children and families, about the impact of temporary accommodation on education he acknowledged that it can mean changing schools and that it is strongly associated with poorer attainment, but he then claimed that these schools are provided with extra resources to combat that. The reality is that the pupil in question, moving from school to school, has now become a persistent absentee. Experience suggests that he might never overcome that avoidable dismantling of his education.
The Government argue that they are trying to distribute funds more fairly, but they fail to address the uneven battle that those in the most disadvantaged areas face even to attend a good school in the first place. A child living in one of England’s most disadvantaged is 27 times more likely to go to an inadequate school than a child living in one of the least disadvantaged areas. Spreading the funding evenly, therefore, does not fairly share the opportunity. How do I explain to the furious teachers, governors and parents across Mitcham and Morden why their class sizes are bigger, why their teaching assistants have gone, and what has happened to the subjects that their school now simply cannot afford? There will be almost no real-term winners under the Government’s proposals. The cake needs to be bigger for anyone to get a bigger, fairer slice.
We take the education of children with special educational needs very seriously. My hon. Friend the former Schools Minister, Ed Timpson, reformed the system and introduced education, health and care plans, which is a much more streamlined and effective way of ensuring that those children get the right care and education. The hon. Lady is right to acknowledge that that has led to increased pressure on the high needs budget, which is why we have increased it, from £5 billion in 2013 to £6 billion this year. Those are very significant sums of money.
I am grateful to my hon. Friend the Member for Erewash (Maggie Throup) for bringing a dose of reality to the debate and correcting some of the points made by Opposition Members. She was right to welcome the 5% increase in schools funding for schools in her constituency under the national funding formula.
I am also grateful to the hon. Member for Mitcham and Morden (Siobhain McDonagh) for pointing out that every school in her constituency is now rated “good” or “outstanding” by Ofsted, including the recently inspected Harris Primary School—it was rated “outstanding”. I congratulate all the teachers in her constituency on that achievement. The Government’s overriding objective has been to ensure that every local school is a good school, so that parents can be confident when they send their children there.
The Minister is aware that I am a supporter of Labour’s academisation scheme, whereby failing schools that cannot be fixed by the council became academies. The problem for my constituency and many others is that the number of good or adequate sponsors is now running out and schools are being forced to become academies, which is not always in the best interests of pupils.
I share the hon. Lady’s support for Labour’s academisation programme, which is why we expanded it from 200 academies to over 6,000. She is fortunate to have in her constituency the Harris Federation, which is one of the most successful multi-academy trusts and school sponsors in the country. She should also want to acknowledge that funding for schools in Mitcham and Morden will rise by 7.3% under the national funding formula, and that Merton will receive an extra £6.3 million by 2019-20—a 5.4% increase in funding.[Official Report, 22 May 2018, Vol. 641, c. 5MC.]
My hon. Friend the Member for Mid Dorset and North Poole (Michael Tomlinson), in yet another highly effective speech on education, rightly pointed out that Dorset will receive a 4.2% increase and Poole a 3.8% increase under the full national funding formula. He also highlighted that England is rising up the PIRLS league table for the reading ability of our nine-year-olds. Reading is the basic fundamental building block, as the hon. Member for Luton North (Kelvin Hopkins), who is sitting on the Opposition Back Bench, would acknowledge. This country’s adoption of phonics and the hard work of primary school teachers up and down the country mean that we have risen from joint 10th to joint eighth in the PIRLS world league table.
In her strong contribution, my hon. Friend the Member for Lewes (Maria Caulfield), like my hon. Friend the Member for Mid Dorset and North Poole, effectively revealed Labour’s and the unions’ political motives for raising school funding. Lewes’s schools will see a 4.3% increase in funding under the national funding formula, but I will certainly come back to her on the three requests from the primary schools in her constituency.
Although I think there is some consensus in the House about the principles underlying the national funding formula, we disagree with the Opposition on the overall amount. Is the £42.4 billion we are spending this year enough, and can our public finances afford more? Last July, we announced an additional £1.3 billion increase in overall school and high needs funding, over and above the increases agreed in the 2015 spending review—£416 million more for 2018-19 and £884 million more for 2019-20. The Institute for Fiscal Studies says that school funding will be 50% higher in real terms per pupil by 2019-20 than in 2000.
However, we know that in the past two years schools have incurred increased costs, such as higher employer’s national insurance contributions and higher pensions contributions. Of course, both have applied to other public services, and higher national insurance has also applied to private sector employers. Those costs are all part of tax and revenue-raising measures that were introduced to help reduce the public sector budget deficit, which stood at £150 billion per year—10% of our GDP—when we came into office in 2010. That was unsustainable and would have been bankrupting if we had not addressed it. Thanks to the hard work of the British people and a series of difficult decisions, that deficit has reduced to £42.6 billion—2.1% of GDP—and is set to fall further.
Without that balanced approach to public spending and the public finances, we would not now have a strong economy providing young people with the job opportunities that a record number of jobs in the economy brings. Without that careful and balanced approach, we would not have been able to spend £42.4 billion on schools this year and allocate more than £23 billion to capital spending from 2016 to 2021, and we would not have created more than 800,000 new school places, with more in the pipeline; seen a rise in reading standards in our schools; helped schools raise the standard of maths teaching; allocated significant funds to music and the arts; ensured that 91% of 16-year-olds studied at least two science GCSEs, up from 62% in 2011; or seen 1.9 million more pupils in schools rated “good” or “outstanding” by Ofsted than in 2010.
None of that would have been achieved if we had taken the hard left-wing approach to the public finances set out by Labour during and since the general election. Labour’s spend, spend, spend plans would mean £106 billion more public spending, wiping out in one blow eight years of hard work on deficit reduction. Its plans to nationalise a raft of industries would add £176 billion to the national debt. Its other plans would bring the increase in debt to £350 billion, costing us another £8 billion a year in higher interest charges—an amount equal to nearly a fifth of the schools budget blown on increased debt interest charges to fund Labour’s spending plans.
What do we know about Labour’s statements and promises on spending? We know that they cannot be delivered without bankrupting the country. It would lead to a run on the pound, a flight of investment and a rise in unemployment—the hallmark of every period of Labour in office. That is why, no doubt, the hon. Member for Ashton-under-Lyne, in a moment of candour, described Labour’s economic policy as “a bit of a” something “or bust” policy.
By contrast, because of our balanced approach to public spending, funding for schools under the national formula will ensure that every school attracts at least 0.5% more per pupil funding this year and 1% next year than in 2017, with thousands of schools receiving significantly more. It means that for schools that have historically had the very lowest funding, we can introduce a minimum of £3,500 per pupil for primary schools and £4,800 per pupil for secondary schools. It means that we can increase funding for special educational needs from £5 billion in 2013 to £6 billion this year.
Delivery, not promises, is what matters and this Government are delivering—delivering on the economy, delivering on jobs, delivering on school funding and delivering on academic standards.

That this House notes the Conservative Party manifesto pledge to make sure that no school has its budget cut as a result of the new national funding formula, the statement by the Secretary of State for Education that each school will see at least a small cash terms increase and the Chancellor of the Exchequer’s guarantee that every school would receive a cash terms increase; endorses the aim of ensuring that there is a cash increase in every school’s budget; agrees with the UK Statistics Authority that such an increase is not guaranteed by the national funding formula, which allows for reductions of up to 1.5 per cent in per pupil funding for schools; and calls on the Government to meet its guarantee, ensuring that every single school receives a cash increase in per pupil funding in every financial year of the 2017 Parliament.

Commons ChamberMental health among our young people is indeed an issue of paramount importance—and something, of course, the Prime Minister has given particular attention to—and the Green Paper is an important indication of the way forward, but my hon. Friend is also right to mention that active lives and sport play a very important part.
Not all children arrive at school equal, and those who are homeless and in temporary accommodation have the worst set of circumstances. Mrs Sheridan, a headteacher in my constituency, recently wrote about her pupil Jack, who has become an absentee student since going into temporary accommodation. What does the Minister’s Department say to those children in temporary accommodation?
We know that moving into temporary accommodation can mean changing schools, which is strongly associated with poorer attainment. We provide schools with extra resources to ensure that all pupils, regardless of their home circumstances, can go as far as their talent and hard work take them, but I will look at the case the hon. Lady mentions.

My hon. Friend’s excellent point fits entirely with one of the main thrusts of the Social Mobility Commission’s report, which is that there are huge regional inequalities, particularly between our growing and vibrant cities, where many graduates live and work, and our heartland towns and former industrial places.
My hon. Friend is being very generous in giving way. Does she agree that it is not just geography but ethnicity that makes a difference? We sing long about the successes of London, but if we look at who is doing well in our schools, we see that it tends to be young people from black and Asian backgrounds, with white working-class kids still not making progress.
That is another excellent point. My hon. Friend will know about that issue from her own constituency.
I thank the hon. Member for Manchester Central (Lucy Powell) for securing this important debate. The Government have made significant progress on tackling social mobility, but we need to do more to remove the barriers that stand in people’s way. People should not be prevented from fulfilling their potential because of their age, family circumstance, race, disability, sexuality, postcode or simply how much their parents earn. Too often, the ladder of opportunity runs out of rungs pretty quickly. The Government are already getting on with some of that, and we are seeing results. I am sure my hon. Friends will want to talk in more detail about that.
Is the hon. Gentleman aware that half of 18 to 24-year-olds believe that their destination in life is based on their parents’ socioeconomic status? How depressing is that in the 21st century?
I am aware of that. The hon. Lady may not be aware of this, but in Scotland roughly one in five people leaves school and goes straight into the dole queue. That is why it is important that we look at both Governments’ policies on improving social mobility and continuing to provide good jobs. The record employment under this Conservative Government is so important.
I think that the hon. Member for Edinburgh North and Leith (Deidre Brock) read a different report from the one I read, which highlighted both successful and unsuccessful policies. We should not finish the debate without mentioning one of the most extraordinary Ministers I have ever met—Lord Adonis. His work on the London challenge is a beacon, showing what can be done.
Housing is the largest issue facing my south-west London constituency, so I want to mention some housing facts. Owning a home is an important part of people’s feelings of self-worth and success, and social mobility. It was the most financially important thing to happen to my mum and dad in their lives. That is why it is worrying that home ownership among the under-25s has dropped by 50%. Even more worryingly for children, home ownership rates for 24 to 35-year-olds have reduced from 59% to 37%. It strikes me as extraordinary that the report suggests that some of the poorest families spend 31% of their income on housing, because people coming to my surgery spend 110% of their income on it. They work but are completely dependent on housing benefit to pay their rent. As for the people at the top, in 1997 they spent 13% of their income on their house, whereas today they spend 8%.
In 1997 the value of homes in relation to the income of their owners was in a ratio of 3.5:1, meaning that people could expect to buy a house worth 3.5 times their income. Today the ratio is 9.5:1. That is impossible to achieve, so we throw families with young children into the unregulated and uncontrolled private rented sector, where they have not only the monthly fear about whether they can clear their rent, but the knowledge that they can be evicted simply with a court order. The number of families I meet who have children—often disabled children—and who move house up to three times a year, and the thousands of children currently in poor temporary accommodation in the capital, paid for out of our taxes, is a ticking time bomb for social mobility. I hope that the Minister will discuss housing in his response.

Commons ChamberI will make some progress. We want equality of opportunity for everyone. In her speech, Her Majesty the Queen set out that we will work to ensure that every child has a good school place and that no young person will be left behind, in part by making sure that this country possesses world-beating technical education and, of course, by maintaining our world-class higher education.
I will give way to the hon. Lady, who is a near neighbour of mine.
On the issue of a good school place for every child, the Secretary of State will be aware of the proposal that the local mental health trust in our area should no longer diagnose children with autism. Without a diagnosis there is no chance of an educational care plan, and without an ECP there is no opportunity for a child with autism to get a good school place. Will she personally intervene to stop that?
Work on making sure that children can be in mainstream schools has been a key focus for this Government. That is why we have introduced educational health care plans—the correct term is EHCPs—which are holistic plans to make sure that children get not just their educational needs but their broader health needs assessed. I am always happy to look at specific issues raised by hon. Members. It is exceptionally important that our education system works for all children, whatever their challenges, not just the majority of children.
I pay tribute to the hon. Member for Belfast South (Emma Little Pengelly) for her maiden speech, which was made in the finest traditions of the House, and to my colleagues on the Government Benches as well as those on the Labour Benches who have made their maiden speeches with great passion and conviction. It has made me think about my maiden speech, in which I talked about education, saying:
“Education holds the greatest hope for a life rich in promise.”—[Official Report, 3 June 2015; Vol. 596, c. 646.]
I stand by those values today. We see the failings of education exposed in our economy in some parts of our country and, indeed, in our prisons and our hospitals. We should always redouble our efforts to ensure that education is better tomorrow than it is today.
I was very lucky. I went to a local school in my constituency, a good comprehensive in North East Hampshire, but not everyone has the chance to do that. Not everyone has the chance to go to a school where excellence is encouraged. Although 1.8 million more children are in good or outstanding schools, we must also recognise that 1 million are still in inadequate schools or schools requiring improvement. That means that we must do better and I am pleased that this Government, through this Queen’s Speech, will do just that.
It is not just about money, which was referenced—fairer funding is absolutely right. It is also about the freedom to lead, and leadership skills themselves. That is why I am delighted that more than 69,000 places are being created in free schools, because across the country we need to diversify the ability of local communities to set up schools that are right for them. That is part, of course, of an overall commitment that I hope will be honoured to create 600,000 more places by 2021. Some 50 schools will be open by September of this year, and the Budget earlier this year set out that 110 new free schools will be opened. I hope that North East Hampshire will be granted one of these new free schools in due course, because even in our most lovely of constituencies, that which I represent, we need an improved education system. We need diversity in our education system, because some children are still going to schools that are just not good enough. In free schools, we see a way forward. We see that they can be the impetus for change—high-performing schools with almost a third rated not just good but outstanding. This is what we need to drive for.
Does the hon. Gentleman agree that no type of school is a silver bullet? What makes the difference is who the teachers are and, particularly, who the headteacher is. Just as council-run schools can be poor, so can free schools and academies. That is a very important lesson to learn.
I thank the hon. Lady for her comment. Indeed, I said at the beginning of my remarks that leadership skills are critical.
I am pleased that 80% of free schools are being set up due to parental demand or in areas that need new school places—including, I hope, Hampshire in the future.
We need to move further on fairer funding. The Government consultation is a good start. It awarded North East Hampshire £1.1 million more for our local schools, which is excellent news and will deal with the historical underfunding by the Labour party when it was in government. It is wrong that children in Hampshire receive less than those elsewhere in the country. It is wrong that teachers in North East Hampshire get less than those just next door in Surrey, where housing costs and the cost of living are lower.
It is right that the Government continue to strive to make funding consistent and to make it go further, to ensure that everyone gets a fair share. It is right, lastly, to focus on how we get there, which is by ensuring that our economy succeeds in the years ahead. Only with a growing economy can we put the funding into the services that we deserve and that the next generation should be able to expect.
I congratulate the hon. Member for Southport (Damien Moore) on a great speech, and I hope he gets as much pleasure from representing his constituency as I have from representing my own over the last 20 years.
It seems like a lifetime ago, but just before the general election I was given the privilege of asking the Prime Minister a question about my constituent Amy, who was being made homeless and who, with her young daughter, was being housed away from south-west London, in Birmingham. Her daughter represents one of the 118,000 children who are currently placed in temporary accommodation miles from their homes, their schools and the opportunity to have a good education.
Merton is a small borough, and Mitcham and Morden is half of it. Mine is a small south-west London suburban constituency, currently with 9,712 families on its housing register. In the last year, it has had 260 housing vacancies—less than 3% of that number—with almost half of those being one-beds. In the last year, the council has had one four-bedroom property to offer, and one five-bedroom property. As with most Members, housing is the single biggest issue people come to see me about. The Queen’s Speech includes fine words about letting agency fees, which is an honourable thing to legislate on, but the issue that all parties need to address—it is being voiced loud and strong—is the need for more building and more homes at rents that people can afford.
In the just over a minute that I have left, I want to tell Members about just one of the 21 families who came to see me on Friday to talk about housing issues. Southwark Council, which is currently responsible for just under 2,000 homeless families, has accepted that it has a responsibility to house Mr and Mrs Rogas. It said that it would place them in Mitcham, in a flat above a motorbike shop that is accessible via 30 steps. Mrs Rogas is dying. She is under the care of the hospice. She cannot walk. She is confined to an electric wheelchair. To breathe, she needs an oxygen cylinder. I ask right hon. and hon. Members: how can she get up and down those 30 stairs? I could not believe it when I saw it on Friday.
I spent 30 years in the housing industry, including housing associations and councils, but I see people like Mrs Rogas every Friday. I do not blame Southwark—it cannot meet the demand—and I certainly do not blame Mr and Mrs Rogas, but we in this House have a responsibility to those who are most excluded and most poor to redress these ills. I congratulate my hon. Friend the Member for Dulwich and West Norwood (Helen Hayes) on her brilliant exposition of the issues currently facing London schools.
In May, I will have been the MP for Mitcham and Morden—the place of my birth—for 20 years. One of the biggest and most satisfying things during those 20 years has been seeing the blooming of our schools. Schools that were universally performing so poorly have been transformed into schools that, in the main, although not exclusively, are doing really well. School buildings are now places that people would want to enter, rather than fearing to enter. I want to see that continue, and I want to see that mostly for those who have least. What concerns me is the number of teachers who come and see me at my Friday advice surgery from schools where children are in temporary accommodation and finding it difficult to get to school. As has been mentioned, more children than ever suffer from mental health problems and are self-harming. These demands on schools at this time make it difficult for them to cope from where they are, let alone if they lose any funds at all.
Let me gently point out to the hon. Lady that 96.2% of the schools in her constituency, Mitcham and Morden, gain funding under the new national funding formula. That amounts to a 6.6% increase once the formula is fully implemented, and that is £3.5 million. Schools should not be coming to the hon. Lady to talk about cuts in funding, because 96% of her local schools will see an increase in funding under this formula.
I invite the Minister to come to William Morris Primary School, in Pollards Hill, which is going to lose £487 per pupil, which is the equivalent of four teachers, or to Singlegate Primary School, which will lose £424 per pupil; or perhaps he would like to go to Morden.
Again, the hon. Lady takes the misleading figures from the National Union of Teachers, which is conflating the cost pressures that all of the public sector is incurring over this year and the next three years—amounting to 8% in total—with the national funding formula. The national funding formula is good for schools in the hon. Lady’s constituency. I hope very much that her local headteachers and she herself will support the new national funding formula, because it is fairer, and fairer for her schools.
I am sure that, when a bill has to be paid, the headteacher is not looking for the reason why it is becoming more difficult for them to do that. Certainly—
I am sorry to interrupt my hon. Friend, who is making a fantastic speech. The Minister has interrupted hon. Members a number of times. The figures that he talks about, from the Association of Teachers and Lecturers, the NUT and the National Association of Head Teachers websites, come from the figures from the Department and the National Audit Office, so the figures are as accurate as they can be from Government statistics. The Minister should stop interrupting Members who are standing up for schools in their constituency.
I thank my hon. Friend for his intervention, but I am delighted that the Minister is intervening on us, because he needs to understand what schools are finding and experiencing. I know from my long awareness of his work that this cannot be a pleasant thing for him to be doing. He needs to understand—I am sure he does—the effect on the schools that are the most vulnerable and hang on to their improvement with all their might.
That brings me to a school that we both appreciate—Harris Academy Merton. It has had a 70% pass rate for five A to C GCSEs in the last year and will lose £298 per student. St Mark’s Academy will lose £291 per student. These schools cannot afford to lose money. They need the Government’s help, not the Government’s debate.

That this House notes the contents and recommendations of the annual State of the Nation report from the Social Mobility Commission; notes that despite welcome measures by successive governments to improve social mobility the Commission warns that social mobility is getting worse, the reasons for which are deep-seated and multi-faceted; and calls on the Government to lead a renewed approach in the early years, in education, skills and housing, to improve social mobility.
This motion stands in my name and those of the right hon. Members for Loughborough (Nicky Morgan) and for Sheffield, Hallam (Mr Clegg).
May I start by putting it on record that my thoughts are with the victims of the terror attack yesterday? I thank the emergency services for their dedication, bravery and service, and the House staff who looked after us so well yesterday. That we are meeting today shows that we can carry on with our democracy and debates in such times. It also shows that we often come together in this House, as we are doing today in the spirit of this important debate on social mobility.
This debate, with Members on both sides of the House joining together to champion social mobility, is welcome and timely. I have been delighted to work closely with the right hon. Members for Loughborough and for Sheffield, Hallam over recent weeks, and it is our hope and intention that we continue that work beyond today to truly build a cross-party consensus for a strategy to tackle social mobility. I also thank the Government’s Social Mobility Commission for all its important work. As it has consistently warned, by all measures social mobility is getting worse, not better. It recently said:
“Low levels of social mobility are impeding the progress”
of many in our society, “not only the poorest”. That is the context for our debate.
We need a better understanding of what we mean by increasing social mobility in the modern economy. Too often, social mobility is thought of in terms of plucking the one or two lucky ones out of disadvantage and taking them to the top—the so-called “council house to the Cabinet table” journey. That understanding is really unhelpful when we are looking at the challenges and opportunities that our country faces, and the strategy required to deal with them. In today’s context, social mobility is about everyone being able to make economic and social progress, unconfined by the disadvantages they begin with. With Brexit, automation, digitaisation and huge changes to work, that process is going to get harder and ever more squeezed. No longer can this just be about those who go to university, as everyone needs to gain a rich, stretching education and the skills to succeed.
To put it another way, if we look ahead to the needs of the economy in, say, 2022, forecasts by the Social Mobility Commission show that there will be 9 million low-skilled people chasing just 4 million jobs, yet a shortfall of 3 million workers for the higher-skilled jobs. That is before the effects of Brexit. The biggest barrier to dealing with this issue is known as the long tail of underachievement. At the same time, companies such as Google say that we are not producing enough of the right engineering graduates for their growth. Britain has the third highest proportion of graduates in non-graduate jobs in Europe, with only Greece and Estonia behind us. No wonder our productivity is so poor compared with that of other OECD countries. In fact, it takes a British worker five days to produce the same amount of work that a German worker can do in four days—that is the stark challenge we face. Any social mobility strategy must therefore also be inextricably linked to our industrial strategy.
These huge challenges require a new national mission built on consensus and evidence to turn them into real opportunities for the country, and that is what we hope to address with this debate and our work. But, let us be honest, although much progress has been made by successive Governments, the political cycle means that every party is guilty of looking for a quick fix or a new wheeze that might appeal to voters, rather than the more difficult job of putting in place a clear and determined strategy. Let us look at the evidence and stick with it, even if at times that means giving praise to our opponents, as we will be doing today.
We know from the Social Mobility Commission and others that when it comes to education, some areas are absolutely key. I will focus on a few of those now and I know that Members will pick up others in their speeches. First, I want to look at the facts on early years, which will not come as a surprise to those who know me well, because it is a personal passion of mine. By the age of five, children from disadvantaged backgrounds are already far behind their peers, with a developmental gap of as much as 15 months between those from advantaged and disadvantaged backgrounds. One study found that children in low-income households hear up to 30 million fewer words by the age of three than their better-off peers. The levels achieved by the time a child is five are still the biggest predictors of outcomes at GCSE.
What happens in the first few years of life is massively critical, yet that still does not demand nearly enough Government and policy attention. We have made some progress under successive Governments. The Labour Government did so through the extension of maternity leave, Sure Start centres, the integration and expansion of health visitors—that was continued by the Conservative Government—and the introduction of quality early education for three and four-year-olds. The introduction of the two-year-olds offer was much championed by the right hon. Member for Sheffield, Hallam, and the right hon. Member for Loughborough developed the beginnings of a real life chances strategy. However, I worry that the recent focus has been on childcare and the demand of maternal employment rates alone, and less on social mobility reasons for investing in the early years.
A greater focus on what works and on joined-up working does not actually need to cost more money. For example, the quality and outcomes in Ofsted ratings do not match. After looking at this recently, I found that 91% of early years providers are rated good or outstanding, yet a third of children are not leaving those settings school-ready—that does not match up. There are other ways in which we could incentivise quality providers to work with—not in competition with—others in their locality. There could be more support for parents through regular contact, as well as things such as the ages and stages requirements. We have been doing some interesting work on this in Manchester. Remarkably, some of the most deprived communities in many parts of the country have some of the highest quality early years provision—this is often what we think of as the silver bullet in education—through maintained nursery schools and some of the nursery places attached to schools. Let us cherish those and not put them under threat. A proper focus on narrowing the gap before the age of five would have a real impact on social mobility.
Let us now consider slightly older children. By the age of 16, just one in three disadvantaged children gained five good GCSEs including English and maths, and that figure has remained stubborn over the past few years. We know what works in schools and we have seen it happen. It was epitomised by the London challenge, when leadership, collaboration, resources, the attraction and retention of outstanding teachers, and the development of Teach First all came together.
Would my hon. Friend like to thank Lord Adonis for all the work that he did on the London Challenge? Throughout all my time during the Labour Government, I found him to be the most effective and passionate Minister when it came to improving schools. He has a truly brilliant record.
I very much thank Lord Adonis for all his work and, indeed, my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), who was a Minister at the time of the London initiative.
The London challenge was one of those Government initiatives that achieved real change, including the biggest rise in attainment we have seen in an area. The opportunity areas developed by the right hon. Member for Loughborough during her time in office are good successors, but they need to be matched by resources and the ability to attract and retain the best teachers. The pupil premium has been a remarkable development that has allowed those who are behind to begin to catch up during their time in school. Let us follow these learnings and not get distracted by things that do not work.
By the age of 25, many of these children will be in low-skilled, low-paid jobs. Only one in 10 low-paid workers will ever escape low pay. That is a pretty terrible outcome for them and our country and, as I said, those jobs are disappearing, too. Our skills strategy for post-16 and in-work training needs strengthening. I welcome the Government’s moves in this area. Proposals such as T-levels, the apprenticeship levy and the skills plan linked to the industrial plan are all very much to be welcomed. Although I have some criticisms of the way in which initiatives such as university technical colleges are working, they are a good idea, but they do need more focus and work.
Let us not implement some of these good initiatives badly, however, and lose what we know works. For example, on T-levels, we need to make sure that we continue to have the blend of technical and academic that will be so important for the jobs of the future. If we look at all our OECD competitor countries, it clear that it is critical that children continue to work on maths and English to a high level right to the age of 18. The post-16 reforms also need matching with other reforms, such as pathways out of university. As I said earlier, the underperformance and under-skilled jobs of many of our graduates fundamentally need addressing. Access to the professions is key, and other Members will talk about that.
Those are just three of the key areas that can drive social mobility—the early years, what happens in schools, and post-16—but we also know what does not work in terms of social mobility, and I want to talk about that for a minute. One thing that does not work is grammar schools. Unfortunately, under the current Prime Minister, grammar schools and selection seem to take centre stage in her vision for dealing with social mobility. They are sucking up all the oxygen in the debate, yet the evidence is clear: they do nothing for social mobility; in fact, they make it worse.
My hon. Friend is absolutely right. The importance of families and of having two parents or two important role models in life—and of both boys and girls having a strong male role model—should not be underestimated. It is no secret that I disagree with my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith) on some policy issues, but the work that he did at the Centre for Social Justice and the work that my hon. Friend the Member for Enfield, Southgate (Mr Burrowes) is doing now on the importance of family relationships and public policy should not be underestimated.
On the issue of working hours, I find in my south-west London constituency that the bigger determinant is ethnicity. If people have travelled a long way to get here, an education is the most important thing for them. In my experience, their children do exceptionally well whatever hours they work, because they imbue them with the importance of education. The young people who go to the grammar schools in south London, other than the privileged ones, are overwhelmingly from particular ethnic minorities. In my experience, that particularly includes children from the Tamil community.
The hon. Lady makes a really interesting point. There is a broader point, which is that we are sometimes reluctant to explore too far the differences in social mobility between different communities and people from different ethnic backgrounds. She is right, in that anyone walking around Chinatown on a Saturday morning will see children sitting there, often in their parents’ restaurants, actually doing their homework. I do not need to tell the Minister about the successes, particularly in maths, of students from the far east.
The hon. Lady is absolutely right to talk about drive and aspiration, and I will come on to aspiration in a moment. It always struck me when I was Secretary of State for Education that around the world young people and their families are fighting for education, and sometimes in this country we have parents fighting to take their children to Disneyland. That tells me that education is not given the importance in everybody’s lives that it should be given. I suspect that part of the success of the London challenge—it is difficult to unpick exactly what was behind it, because there were lots of factors in the London challenge that made a difference—was due to the diverse ethnic backgrounds and the importance that people from different ethnic backgrounds attach to education, and everything that goes with that.
As I was saying, there are parts of the country that feel they are very much left behind other parts. That is picked up in the commission’s report, which also says that
“today only one in eight children from low-income backgrounds is likely to become a high income earner as an adult.”
Politicians and the Government have to find a way of renewing that social contract; otherwise, we are playing into the hands of those who would feed on the dissent and take advantage of it at forthcoming elections. That means that we need to focus on communities and areas where social divisions are at their widest and where social mobility has stalled or is going backwards.
Recently, I have been studying the Louise Casey review of opportunity and integration. We are awaiting the Government response to it. It is a fascinating report, in which she says that integration is a key part of a successful immigration policy. I do not think we have used the word “integration” in our immigration discussions enough. I do not expect the Minister to respond to that point, because he is not a Home Office Minister, but Louise Casey goes on to say that social mobility is a key part of integration:
“As well as providing economic advantages, social mobility also provides knock-on benefits such as reducing grievances, heightening a sense of belonging to a country or community and increasing geographic mobility and social mixing too.”
As I said, schools and education are the great driver of social mobility. It is worth drawing attention again to what the Social Mobility Commission report says:
“Despite a welcome focus on improving attainment in schools, the link between social demography and educational destiny has not been broken”.
The hon. Member for Manchester Central was right to say that that is not the fault of one Government, but has happened over successive years. However, it cannot be right that that link between social demography and educational destiny has not been broken. The report states that
“over the last five years 1.2 million 16-year-olds—disproportionately from low-income homes—have left school without five good GCSEs.”
It goes on to say:
“A child living in one of England’s most disadvantaged areas is 27 times more likely to go to an inadequate school than a child living in one of the least disadvantaged. Ten local authorities account for one in five of England’s children in failing schools.”
We know where the problem is; we must work out how to fix it. What does that mean in practice? Those of us who have talked about choice in education must realise that for families who are surrounded by inadequate schools, “choice” is a hollow word. There are no good or outstanding schools in those areas, and the families cannot afford to buy their way out of poor services or even the transport to a different area.
The focus on areas is right. In the White Paper that the Department published last March, “Educational Excellence Everywhere”, areas of entrenched educational underperformance were announced, where access to high quality teachers, leaders and sponsors was insufficient. They are now opportunity areas and I hope that the Minister will say more about them in his concluding remarks. It will be helpful to know the plan for investing in them, the services that will receive attention and how we will tackle getting high quality teachers, leaders and sponsors into them. We can be more directional. That is where Government can give a lead.
The hon. Member for Mitcham and Morden (Siobhain McDonagh) said that it is about not just academic attainment but aspiration. One of my most formative experiences—I have probably shared it with hon. Members previously—was visiting a primary school in Lancashire. It was a good primary school. It would be fair to say that the staffroom was not inclined towards my politics, but we had a robust discussion. I was struck by the fact that the headteacher had moved to this rather nicer area and this good school from an inner-city primary school. She said of the latter, “Oh well, those children were never going to be more than ‘requires improvement’”. How can someone write off children before they reach the age of 11 as never amounting to more than “requires improvement”? What a waste of human potential. What a waste for our country. That attitude must be overcome.
Attitudes in families of, “My child can access a profession, go to university, get a great apprenticeship”, even though perhaps the parent did not, should be encouraged. We must also foster the attitude in schools that children will fulfil their potential.
I believe that all parents aspire for their children, but some do not know how to make things happen. We know that doing more homework on more evenings is more likely to get children to where they aspire to be. The inability to connect reality and the required work with the aspiration is a problem.
I agree. It is not that parents do not want the best for their child. If you ask most parents on the birth of a child, they want their child to be happy, healthy and successful in life. I will talk about extra-curricular activities shortly because again, there is a social injustice in access to those activities. The hon. Lady is right about support. All the nagging that middle-class parents do about homework, or chivvying children to read more books, often does not happen elsewhere, not for lack of wanting to do it but perhaps because it was not done to those parents. Going into a child’s school and challenging teachers is anathema to someone who has had a very unhappy school experience. Attendance at parents’ evenings is indicative of the support that children get at home.
Aspiration is about aiming high for young people. I did not have a chance to look up the name of the school, so I apologise for not remembering it, but I went to a fantastic primary school in Northamptonshire, where a high proportion of children had free school meals, but it was working with the Royal Shakespeare Company and every child had access to Shakespeare and his language. I heard the tiniest children talk about Shakespeare’s characters and watched the older children perform complicated scenes—I would have had difficulty remembering all those lines, but they were doing brilliantly. The headteacher there had high aspirations. He said, “All my children will be able to do this and benefit and learn.” They were doing incredibly well.
I pay tribute to the National Association of Head Teachers for setting up its “Primary Futures” campaign, which is about getting adults into schools to talk about their careers and broaden horizons. When I was in the DFE, we set up the Careers & Enterprise Company. Broadening horizons, and aspirational and inspirational careers advice, are important. There will be a difference of opinion in the House about work experience, which we have debated. One week’s dry work experience in an office will not necessarily set the flame alight, but I remember talking to some apprentices, who told me that a week at Rolls-Royce, where they could see how the maths they were learning would be applied in the workplace, does set the flame alight. People then go back to school more determined to do better in their maths classes.
There is a changing labour market. In the article at the weekend that the hon. Member for Manchester Central and I wrote, we talked about the number of high-skilled jobs that will be around. The Teach First briefing says that, by 2022, the British economy is expected to experience a shortage of 3 million workers to fill 15 million high-skilled jobs. At the same time, there will be 5 million more low-skilled workers than there are low-skilled jobs. I did not want to mention the “B” word this afternoon—it is very nice not to be talking about the European Union—but, if we are to change our immigration policy in this country and have fewer people coming in from overseas, we must ensure that all our young people are training for the labour market of the 21st century.
That is my problem with the Government’s focus on introducing more selection. We do not live in a world where we need only the top 20% or 30% to be highly skilled. We need everybody to have access to a knowledge-rich, excellent academic curriculum. A renewed battle over selection distracts from what is needed in our education to deal with the demands of a 21st-century labour market, to give everyone a chance to close social divisions, and to build a consistently strong school system.
Research from the Education Policy Institute talks about the negative effects on those who live in the most selective areas but who do not attend grammar schools. The negative effects emerge around the point when selective places are available for around 70% of high-attaining pupils. The research says that there are five times as many high-quality non-selective schools in England as there are grammar schools.
Every child is entitled to an academic curriculum. Like the Minister, I have seen some great schools in some very unexpected places. I remember my visit to King Solomon Academy in London—the Minister will have been there too—and to the Rushey Mead in Leicester. They have a higher proportion of children on free school meals but are doing incredibly well in terms of the exam results they are achieving. I also pay tribute to the Harris academies and Ark in Portsmouth.
The hon. Member for Manchester Central mentioned the secondary heads in Surrey who had written about selection. The Leicestershire secondary heads, too, wrote to the Prime Minister and the Secretary of State for Education. Impressively, every single headteacher in Leicestershire signed the letter. If the Minister has not seen it, I hope he can get hold of a copy. One paragraph states:
“As professionals who have dedicated our lives to educating children across Leicestershire, our concern is for all the children in our region. Removing the most able pupils in our schools will have a negative impact on those who remain. Removing the option of ambitious, all ability comprehensives, with a scarcity of academic role models, will impact most particularly on the least affluent and least able. Therein lies the most significant injustice of this policy.”
Academic attainment is important and we should set high aspirations and ambitions for all pupils, but pupils in the best schools gain something else, and I want all pupils to gain it. This was one of the things I tried to champion when I was in the Department for Education. I am thinking of the character traits—persistence, resilience, self-confidence, self-esteem—and the values and virtues of integrity, honesty and whatever it might be, that help to build a whole pupil. I was at Elizabeth Garrett Anderson School in north London recently. The school focuses on building social capital among its pupils. It is conscious of the fact that its pupils will have to compete with the independent school down the road. I visited the King’s Leadership Academy in Warrington, which is a new free school, now over-subscribed, where behaviour is excellent, and where aspirations are incredibly high. All the young people are trained for leadership. Kings Langley School in Hertfordshire and Gordano School near Bristol are fantastic schools—I could go on.
Educating young people is about not just what happens in the classroom, but access to other schemes. I pay tribute to the former Prime Minister and the current Government for their focus on the National Citizen Service and other schemes: social action, volunteering, uniformed activities such as the cadets, the guides and the scouts, and the Duke of Edinburgh award. They all help to build up experience and confidence in young people. Those of us who have been employers and have interviewed see the ability of some young people to walk through our door, look us in the eye and shake us by the hand. Some children are taught that and encouraged in school, but some are not. These things matter in helping young people to get on.
I mentioned extracurricular activities. The commission’s report specifically talks about the effect different social backgrounds have on how people participate:
“One study found that 43 per cent of children whose mother had a postgraduate degree had music lessons, compared with just 6 per cent of children whose mother had no qualifications. At the age of 11, 85 per cent of children whose mother had an undergraduate degree participated in organised sport outside of school, compared with 56 per cent of children whose mother had no formal qualifications.”
I was very pleased that in last year’s Budget the then Chancellor announced funding for a longer school day. It would be helpful to know what emphasis the Department will place on that to help schools provide such activities. It is not necessarily about the schools themselves providing the activities; it could be enabling all young people in their schools to take up a place and participate.
I associate myself with the comments of all Members in relation to yesterday’s incident. It still seems completely unreal, and my thoughts are with the brave police officer outside defending us who lost his life just doing his job—it is hard to come to terms with that. Without prejudging the person who did this, I suspect that issues of social mobility might apply here. I particularly reference Louise Casey’s report on the need for social integration among all peoples.
I thank the right hon. Members for Loughborough (Nicky Morgan) and for Sheffield, Hallam (Mr Clegg) and my hon. Friend the Member for Manchester Central (Lucy Powell) for securing this important debate. As a girl who went to a secondary modern, I wholeheartedly support their article in The Observer last week making it clear that grammar schools are not the answer to social mobility.
I was proud to be part of the previous Labour Government, for whom social mobility and education were absolutely priorities. Earlier, I was able to give thanks to Lord Adonis who, in my assessment, was one of the best Ministers we ever had. I note today’s figures on teenage pregnancy rates. The Labour Government’s efforts to reduce teenage pregnancy were so successful that those figures suggest that that is at its lowest ever level.
As the Social Mobility Commission’s “State of the Nation 2016” report sets out, under the current Government we are slipping back decades on the progress that has been made. Those born in Britain in the 1980s are the first generation since 1945 to start their careers on a lower income than their parents. A child living in one of England’s most disadvantaged areas is 27 times more likely to go to an inadequate school than a child in an affluent area. Just 5% of children who receive free school meals will secure five A grades at GCSE. Children from low-income homes are 30% more likely to drop out of education than their wealthier classmates with similar GCSE grades. Overall, by secondary school age, pupils on free school meals lag behind their wealthier counterparts by around 20 months.
For working people in my community, the link between social class and professional success is more entrenched than ever. Only one in eight children from low-income backgrounds is likely to earn a high salary as an adult. Working-class people make up only 4% of doctors, 6% of barristers and 11% of journalists—a whole generation of talent is being frozen out. But I wish to make it clear that grammar schools are not the answer. A House of Commons Library research briefing from earlier this month states:
“Pupils at grammar schools are much less likely than average to…be eligible for free school meals”.
Indeed, only 2.6% of pupils at grammar schools are eligible for free school meals—a well-understood signifier of poverty—whereas nationwide 14% of all students are eligible.
Part of the reason why poor students are so under-represented at grammar schools is that the attainment gap between richer and poorer students is clear even when they are only a few years old. The Library briefing states that
“of the 6.9% of pupils eligible for FSM with high prior attainment who are near selective schools, only 2.4% actually attended a grammar school.”
Let us be clear: grammar schools do not work for even the very brightest poor students, never mind the average or below-average student. Grammar schools educate a minority—just 5%—of state school students, so while the Government waste time banging on about grammar schools, the needs of 95% of our state school students are being ignored.
When I talk about social mobility, I am not just talking about the brightest poor students; I am talking about the poor students who are average but who deserve no less to succeed in life through hard work. We really need to prioritise comprehensive school education; if we do not, we will never address the national scandal of white working-class underachievement in this country.
Let us be clear: underachievement is a class issue and an ethnic issue. White British boys and girls who receive free school meals are consistently the lowest performing group at GCSE level, and the genders show no difference. It is not about boys; it is about boys and girls. Last year, only 32% of working-class white British students who receive free school meals achieved the GCSE benchmark, compared with 44% of mixed-race students, 59% of Bangladeshi students, 42% of black-Caribbean students, and 47% of Pakistani students receiving free school meals. Over the past 10 years, the educational attainment of white working-class students has improved much more slowly than that of almost any other ethnic group.
A good school can be life changing. I had the honour of being on the Education Committee and to play a part in a report that looked at white working-class underachievement. What we learned was how much we do not know. The one thing that stood out is the truism that a poor child does so much better at a good school. The benefit of being at a good school is a much more important driver for them.
This is where I get to pay tribute, as always, to the Harris academy chain in south London. I am forever grateful to it for having two secondary schools in my constituency. Last year, Harris Academy Merton achieved some amazing GCSE results, with a staggering 77% of students achieving five A to C GCSEs including maths and English, compared with the national average of just 54%. These schools, not grammar schools, should be our ideal. The pupil premium needs to be used to ensure that disadvantaged pupils receive the focused support that they need. We need to give academically average students from poor backgrounds better alternatives to university. Social mobility is about not just the children at the very top doing well, but all children being able to aspire and surpass expectations, including the average and below-average student.
If I have a couple of minutes—I do not want to take any time from other Members—I would like to address housing in not only south London, but all of London, as it is a major dampener on social mobility. If someone is in temporary accommodation and they live miles away from their home area, they do not get to school. Every Friday at my advice surgery, I meet families who are being fined for non-attendance at school, simply because they now live two or three hours away from their schools. I have letters that would make Members cry about clever pupils missing their exams because they physically cannot get to school to take them because of their housing situation.
Social housing is not fashionable. It is not something that everybody will come together about, but unless people have a secure and consistent roof over their head, the possibility of their not achieving is huge.

Social mobility matters hugely to this Government and, of course, to Members across this House. It is easy for us to say that where someone starts should not dictate where they finish, but the greatest challenge we all face is that, in reality, that still makes a difference, as it has done for generations. As last week’s Social Mobility Commission’s report tells us, just 5% of children on free school meals gain five good GCSEs; they are 29% less likely to take two or more of the facilitating A-levels that will help to keep their options open; and they are 34% more likely to drop out of post-16 education altogether. It is therefore no surprise that they are 19% less likely to go to university, and 47% less likely to attend a top Russell Group institution.
Given the excellent case the Secretary of State is laying out, how can those statistics be changed by grammar schools when currently only 3% of kids on free school meals go to grammar schools?
I will come on to that point, but as we already have grammar schools, it is quite right for us as a Government to set out the case for how we make sure that they play their full role in driving social mobility.
I have set out a number of facts about the prospects of too many young people from disadvantaged backgrounds in our country. None of these facts should be acceptable to us. They certainly are not acceptable to me or this Government. I believe that social mobility matters for several key reasons. First, it matters for individuals. I believe that the innate desire of people to do well is one of the most powerful forces for change in our country, and social mobility is about our country working with the grain of human nature. Secondly, social mobility matters for communities. Fundamentally, feeling that we all have an equal shot at success—having equal opportunity—is the glue that binds us together. Lastly, social mobility matters for our economy. Investing in people is a core part of how we raise productivity. Yes, we need to build roads and railways, but we are determined to build up people, too.
Social mobility is an issue for the white working class. It is an issue that we have failed to discuss in this debate. I could take Members of this House to the grammar schools in Sutton, next to my constituency, and I could show them classes of young first and second-generation Tamil kids on free school meals. They are there because their parents understand the importance of education. They live the immigrants’ dream, which many Members of this House have shared and benefited from. However, our own white working-class kids are not getting the benefit. The issue is so much bigger than the type of school; it is about all social inputs.
We know from the Education Committee’s report into underachievement among white working-class kids that going to a good school disproportionately benefits poor white kids. There are schools out there doing a brilliant job and changing lives. I would like to suggest that, as in so many cases, Members have a look at the Harris academy chain in south London. Last year, about 56% of white British students nationwide secured five A to C GCSEs. However, at Harris Greenwich in 2015, 60% of white British students secured those grades. Just five years ago, the school—then the Eltham Foundation—was in special measures. However, now, under the excellent leadership of a strong principal, George McMillan, it has undertaken quite an unimaginable transformation. Harris Falconwood has a staggering 73% of white British students securing these grades. Yet again, the rate of success of this school is incredible. In 2008, only 17% of students achieved these grades, but under the leadership of principal Terrie Askew, the school is now judged “outstanding” by Ofsted.
These schools should be our ideals, regardless of whether they are mainstream, grammars or academies. I am enormously grateful to Lord Harris for his involvement in the schools in my constituency, but I am also grateful to all the people who lead and teach in our schools.

I apologise for being brusque. I would like to challenge the assertion made by the hon. Member for Lincoln (Karl MᶜCartney) that educational attainment is about gender: it is about social class and it is about the white working-class social class.
To quote the educational warrior Sir Michael Wilshaw from a speech in 2013 on his report “Unseen children: educational access and achievement 20 years on”:
“Let me emphasise, this is not a gender issue. Poor, low-income White British girls do very badly. So we should stop talking about ‘white working class boys’ as if they are the only challenge.”
Indeed, while boys receiving free school meals are consistently in the lowest-performing overall group at GCSE level, white girls receiving free school meals are consistently the next lowest-achieving group of girls. The attainment gap between children receiving free school meals and those who are not is evident even before a child reaches the age of four. The pattern continues throughout a child’s life. Only 32% of white working-class British students receiving free school meals achieved the GCSE benchmark last year. That is compared with 44% of mixed race students, 59% of Bangladeshi students, 42% of black Caribbean students and 47% of Pakistani students—all receiving free school meals. This is because the educational attainment of white working-class students of both genders has improved much more slowly than that of almost any other ethnic group over the past 10 years.
Optimistically, there is a world of difference between the performance of white working-class students in inadequate and in outstanding schools. What works for all, works even more with working-class students. I will just take the Harris Academies in south London. Last year, about 56% of white British students nationwide secured five A* to C GCSEs including English and maths, but at Harris Academy Greenwich 60% of white British students secured those grades. Just five years ago, the school was under special measures—not now. Under the excellent leadership of a strong principal, George McMillan, the school has undertaken an unimaginable transformation. Harris Academy Falconwood, just a mile away, has a staggering 73% of white British students securing those grades. Yet again, the rate of success at that school is incredible. It is about doing more of what we know works for everybody else: more extra lessons, more tutorship and more assistance.
The two schools are very different and the gender of the head makes no difference; they are both excellent heads achieving excellent results for the white British, and therefore all other, students. It is about social class, and the sooner we recognise that and stand up and do something about it, the sooner we will make it better for everyone.

My hon. Friend is absolutely on the money. If this issue can be tackled in childhood, it will be less of a problem in adulthood. At the moment, the picture in adulthood is not very pretty either. The use of antidepressants among adults has increased by 500% in the past 20 years in the UK. The World Health Organisation states that by 2030, the biggest health burden on the planet will be mental ill-health. Many factors have been suggested as explanations of the apparently massive increase in mental ill-health among the young, including family breakdown, school-related stress, bullying, cyber-bullying, information overload, watching too much TV and digital technology rewiring our very brains.
Mind with Heart, which runs teacher-training workshops on mindfulness, has shown that teaching children mindfulness helps to reduce bullying, which is a significant contributor to youth depression, anxiety and suicidal tendencies. Much of that stress and mental ill-health can be avoided or alleviated. The possibility of prevention or effective management is greatly increased if skills for managing one’s mind through life’s challenges are learned early. That is why it is vital that schools and colleges play their full part, not only in spotting and addressing mental ill-health, but in teaching the basic life skills of good mental health. A growing body of research suggests that mindfulness could have a foundational role to play in providing evidence-based mental training for children and young people.
Following the publication of more than 50 promising pilot studies, the Wellcome Trust is currently funding a £7 million research project into the effects of mindfulness training on pupils aged 11 to 18, led by Oxford University. It is likely to confirm and strengthen the existing scientific evidence base for the adoption of mindfulness education programmes in schools around the world. Staff from the Centre for Mindfulness Research and Practice at Bangor University have introduced a curriculum for seven to 11-year-olds and are developing a course for three to seven-year-olds. The university is also researching the impact of mindful parenting programmes.
One of the fathers of modern psychology, William James, said in the 1890s that,
“the faculty of voluntarily bringing back a wandering attention, over and over again, is the very root of judgment, character, and will. No-one is”

“if he have it not. An education which should improve this faculty would be the education par excellence. But it is easier to define this ideal than to give practical directions for bringing it about.”
The courses and curriculums I mentioned not only define but deliver that ideal. There is promising evidence that mindfulness training enhances executive control and emotional regulation in children and adolescents, in line with adult research. Those crucial contributors to self-regulation underpin not only emotional wellbeing but effective learning and academic attainment.
Research highlighted by the prominent American psychologist, Daniel Goleman, show those capabilities to be the biggest determinants of life’s outcome. They improve concentration, response to stress and meta-cognition, all of which are crucial skills for learning. They support effective decision making and creativity. In other words, the soft skills are the foundation of the hard skills.
Does my hon. Friend agree that those soft skills also provide a brake between thought and action? In the case of self-harming, which seems to be increasing exponentially, they are an important brake on action and on injuring oneself—particularly for girls. Some of our schools are becoming the biggest procurers of mental health services outside the NHS.
My hon. Friend is absolutely spot on. The opportunity for reflection, attention, thought and pause is encouraged through mindfulness training.
At the launch of our all-party group, it was wonderful to see 10-year-olds and teenagers showing an impressive understanding of the workings of the brain, demonstrating absolutely the point made by my hon. Friend the Member for Mitcham and Morden (Siobhain McDonagh). They knew about the role of the tiny reptilian part of the brain, the amygdala, which hijacks higher psychological functions such as kindness, creativity and compassion; they spoke about practising regular mindfulness meditation in order to remain anchored in the present, rather than being swept away by strong emotion; and they explained the difference that such training made to their lives, with the ability to make considered responses, rather than being the victim of impulsive reaction—in many ways, exactly the point made by my hon. Friend.

IER was the policy of your party to make the electoral process secure. The Electoral Commission has identified 16 local authorities at risk of electoral fraud. Just because you have not been able to point to it, it does not mean fraud is not happening. That is the point.
The same Labour party that introduced IER is now seeking to disown it. It is the same Labour party that said our long-term economic plan would lead to the disappearance of 1 million jobs. [Interruption.] Instead, 1,000 new jobs have been created every day of this Parliament. It said that reforming education maintenance allowance would increase the number of young people not in education, employment or training. [Interruption.] Instead, we have seen the biggest drop in the number of NEETs since records began.
Let me first out myself as someone who, along with my right hon. Friend the Member for Holborn and St Pancras (Frank Dobson), was completely opposed to individual electoral registration. I accept that I have lost that argument and that we have to move on from where we are now. Where we are now was entirely predictable, but we must now get to a better level of registration.
I wish to let the House know what is happening in the London borough of Merton, which is at the halfway stage in the transfer to individual electoral registration. Merton has a very effective electoral registration organisation and high levels of registration but is still experiencing difficulties. I would like publicly to acknowledge the long-standing work of our electoral registration officer, Mike Bentley, who recently retired, and welcome Andrew Robertson, who faces his first general election in May.
As of 1 December 2014, a total of 146,567 people were registered to vote in Merton, compared with 149,615 in 2013, so there has been a drop of about 3,000 over the past year. However, that masks a much more worrying fact. Experience shows that voter turnover in Merton is usually about 23,000. In other words, about 23,000 move out of the borough and leave the register, and roughly another 23,000 move into the borough and join the register. However, in this transition year only 7,000 have joined the register and 10,000 have left. Have fewer people moved, or is the register inaccurate? I believe that about 10% of the electorate are inaccurately registered, based on past movement.
Of the 149,615 on the register at the end of 2013, only 128,000 could be verified. That left about 21,000 unmatched on any of the registers currently used. Using a variety of techniques, the electoral registration department has followed up as many of the 21,000 as it can and brought the number of unmatched voters down to about 6,500—about 5% of the electorate. As we all know, if a voter is unmatched for this year only, they would still be allowed to vote in person. The problem is that a significant number of those unmatched people were previously postal or proxy voters. Many of those people are elderly or disabled. They believe that they have a lifetime entitlement to a postal or proxy vote.
I am giving this information to the House not to help me in the election, because most of those people have historically voted Conservative. I still want them to have the same opportunity to use their postal or proxy votes to vote for somebody else, because this debate is not about party politics; it is about the essence of our democracy. If we cannot get people to register to vote, we will have an enormous and growing alienated community in our society, and that will not benefit any of us. All of us, of whatever party, whose hearts sink when we hear criticisms of politicians and politics need to do everything we can to get those people on the register, irrespective of who they are or whom they intend to vote for.
We are only halfway through the process in Merton. In 2016 we face a mayoral election in London. Our community is far more mobile and diverse than Northern Ireland could ever be. It is possible that we will lose huge numbers of people from the register. Some of the alternatives set out in the Opposition’s motion could help, but for me they do not go far enough. I might unite everyone in opposing my suggestion, but I will still continue to make it. I believe that if someone accesses a public service, they should be required to register to vote. If they want the benefits of an advanced welfare democracy, they should sign up to be on the electoral register. If they need to be on the register to get a mortgage or credit card, is it not reasonable for them to need to be on it to get a driving licence, access tax credits or join a library? All those things are about a social contract: something for something, not something for nothing. Whether people vote is up to them, but it is our job to persuade them to do so. The sheer act of citizenship needed to be on the register should be required if someone is to access the services of the state.
I am not wholly convinced that the Labour party has ever taken electoral integrity as seriously as it should have done. The hon. Gentleman talks about the criminal cases over the past few years. My hon. Friend the Member for Hendon (Dr Offord) alluded to the fact that we simply do not know how much electoral registration stuffing there has been, because EROs and local authorities have not had the capacity to check that across the country. Under the Labour party, we saw electoral malpractice and criminal activity in Pendle, Derby, Birmingham, Bradford, Slough and Peterborough, to give just a few examples.
Let us be honest: this debate is a wasted opportunity for the Labour party. It is inviting us to conclude that an impact assessment of its Political Parties and Elections Act 2009, in which individual electoral registration was originally contained, would have shown no reduction in the number of people registering. Of course that is not the case. I was in the House at the time and we all knew that there would be a reduction after the first major change for many years.
The Labour party now comes back and says that this is an evil, wicked Tory plot to drive poor people off the register. The crocodile tears were not flowing when it blocked servicemen and women—people who were fighting and dying for our country—from coming back, casting their ballots and using the universal franchise. Labour Members were not worried then. Now they are full of crocodile tears and faux outrage over the patronising notion that their voters are not on the register.
The hon. Member for Mitcham and Morden (Siobhain McDonagh) bemoans the situation with older people and postal votes. Does she think that people who are older are so stupid that they cannot fill out forms? Before the 2001 changes, older people and pensioners were able to fill out forms in cases of ill health, if they were working away or if they were in other circumstances. More to the point, the turnout was much higher.
My understanding is that the Electoral Commission provides guidance that the EROs then act on, but they do have some leeway in how they interpret it. Given that the hon. Gentleman has raised this issue four times today and clearly wants a response, I will ensure that he gets a written reply.
I have listed the organisations that are going to work very actively on promoting voter registration among the people they work with. They have direct experience of working with unregistered groups and insight into what works. The £2.5 million campaign is funded from the £10 million announced in January to increase voter registration rates. From this we will also be funding student bodies, including the National Union of Students. As I said earlier, if the Government intended to stop students registering, as some of the more overheated Opposition Members have suggested, we would hardly be funding the NUS.
Will the Minister congratulate Sean Goulding, John Treacy, Nathan Coe and Mitchell Murdoch—from Carshalton Boys Sports college, in his constituency—who, unfunded, are running their campaign for first-time voters, which can be found on Twitter at #ftvote?
I am of course very happy to support that initiative, as I am indeed doing.
As a number of Members have highlighted, national voter registration day, organised by Bite the Ballot, which I have worked with, takes place tomorrow. Events will be held up and down the country and I urge everyone here in the Chamber to do what they can to support this and similar initiatives. Of course, we all have at our fingertips the ability—through the many tweets Members send out, through Facebook postings, through the e-mails we send out—to encourage young people to register to vote, and we should all be participating in that.
Tomorrow, the Electoral Commission’s overseas voter registration day marks the launch of its activities over the coming months to encourage British citizens overseas to register and to vote. The Ministry of Defence will also be launching its annual information campaign for the armed forces tomorrow—the start of a range of activity to encourage service personnel and their families to ensure they are registered to vote ahead of the general election.
