I agree with the right hon. Member on both counts. There are other measures being introduced, such as the register, that I believe will help bring professionalism into the sector. In fact, I know from the constituents I have spoken to and the businesses that operate this type of furnished holiday accommodation that they are incredibly professional businesses.

Several owners and operators in East Devon have been in touch with me about the changes, about which there is widespread concern. Does my hon. Friend agree that the Minister should hold a public consultation about the changes—my hon. Friend might be intending to say that—and consider a list of exemptions, for example if a property cannot be a permanent residence because it is on a working farm?

I am delighted to have secured this important Adjournment debate on access to banking services and banking hubs in Devon. I welcome the Minister and colleagues to the debate.

Take a quick stroll down your nearest high street, Mr Deputy Speaker, and you will notice that there are fewer bank branches than there were in years gone by—far fewer. In 1992 there were 19,000 bank and building society branches in the UK. In 2022 the number of bank and building society branches had fallen from 19,000 to 8,000. That decline has not happened more quickly on any particular Government’s watch: the fall has been consistent and steady over the past 30 years. However, we have reached a tipping point; bank branches are getting scarce.

We notice when bank branches are gone altogether from our high streets. People cannot deposit cash or pay in cheques; businesses and charities cannot pop to the branch to refill their tills or bank their takings at the end of the day; and we no longer have friendly faces to talk to for financial advice. When bank branches are gone, people have to travel miles to apply for a loan or to arrange third-party access to start bereavement proceedings, for example. People tell me that when those branches are gone, managing their money becomes more difficult, if not impossible. People in my constituency travel to cities and towns such as Exeter or Honiton for their nearest branch. Every time a bank decides to shut its high street branch, my postbag fills up. I share those people’s frustration—I get it.

I commend the hon. Member for securing the debate on this massive issue. Does he agree that banks’ abdication of their responsibilities to rural communities, which often have the worst transport, infrastructure and broadband connections, cannot be paved over with a users’ guide to online banking? At the very least, a hub that is accessible throughout the day and in the evening must be the minimum standard of service that any national bank must be required to provide for its customers.

The hon. Gentleman is absolutely right. I personally would benefit from a “how to bank online” guide, because it can be quite confusing, even for someone who is relatively technical. I thank him for his point.

It is not enough to say that bank branch closures are commercial decisions. Yes, the Government cannot intervene, and nor can I as an MP stop bank branches from closing, as much as I try. But we have reached a tipping point where enough is enough. Banks must provide core services to loyal customers on our high streets and stop washing their hands of their customers’ needs.

The banks claim that their branches on our high streets are increasingly outdated: they say that more customers are moving online and going cashless. That is broadly true, but it is not an excuse simply to pull up sticks and disappear. In fact, I believe that bank branch closures across the UK are forcing people to change their habits, but people still need access to cash and face-to-face banking services—the demand is definitely still there. To give a couple of statistics, 27% of over-65s and 58% of over-85s rely on face-to-face banking. Some among the older generation are not technophobes. In fact, they may have valid reasons for not wanting to do online banking. According to research by Age UK, fear of being defrauded and a lack of IT skills are common reasons why many people prefer face-to-face banking.

If the need for face-to-face banking is still there, what is the solution? That brings me to the second part of my speech.

My constituency has a banking hub in Belper, which has become a lifeline for businesses on the high street, particularly small businesses, because they can access cash and pay cash in. I encourage my hon. Friend to keep campaigning for a banking hub, because they help every section of society: older people, younger people and businesses. That banking hub has rejuvenated the high street in Belper.

I thank my hon. Friend for her intervention. It is almost as if she knew what I was about to say, because I was about to move on to the topic of banking hubs, which are a relatively new concept. I think of them as shared banking spaces: they look a bit like a traditional bank branch, but unlike a traditional branch, those hubs are available to everyone. They offer counter services: customers from any bank can withdraw and deposit cash, collect change, deposit cheques, pay bills and make balance inquiries. They also offer private spaces for specific banks, where customers can speak to someone from their own bank or building society about more complex issues such as mortgages, loans and pensions. That is not really something that people want to do online.

Banking hubs are an industry-led solution to the demise of physical branches, but the Government have been clear that the delivery of hubs must speed up. They have done important work to legislate to protect access to cash, not least through the Financial Services and Markets Act 2023. I look forward to hearing the Minister’s remarks in this debate and hope to hear about the progress being made in rolling out more banking hubs across the country. I know that he has had discussions with UK high street banks, and has also held roundtables with industry and MPs about banking hubs.

As East Devon’s MP, I have been holding meetings locally to see how we can set up banking hubs in the constituency. Last year I launched a local campaign. Lloyds in Sidmouth, the last bank in town, was going to shut its doors. That is where I live, and local residents and I wanted to send a clear message to the banks that they should staff a banking hub in Sidmouth. Hundreds of people got in touch through my survey and the results were quite startling: 81% of residents who responded said they had visited a bank branch in the past six months, and 96% said they wanted staff from their own bank in the hub. On the question in my survey:

“What is the most common way that you access banking services”,

46% said:

“In branch or in person”,

while 52% said “Online” and only 2% said “Telephone”. My survey showed a clear demand for face-to-face banking, and the need for a banking hub in Sidmouth.

Here is what some local residents told me when Lloyds announced it was closing its branch in Sidmouth. Mary said:

“We wonder why it is Sidmouth, with all the holiday crowds, folk festivals, regatta and jazz festivals that the last bank is set to close. There seems to be no logic. Do these decision makers have a rusty old pin they use to decide which banks stay and which goes?”

Susan told me:

“I am very upset to discover Lloyds bank is closing. I wonder what customers are supposed to do when they need paperwork either for power of attorney or closure of accounts after a death?”

Pauline told me:

“I very nearly got scammed. I am not technology minded and do not bank online. I received a very convincing text message which resulted in my going to my bank to make a payment. If it wasn’t for the lady I spoke to in the bank I would have had my account wiped clean. She was very much on the ball, so I was saved. This shows the importance of having a bank in Sidmouth.”

Local residents such as Mary, Susan and Pauline were delighted when Sidmouth’s banking hub opened its doors last month. It has been very popular, but is it perfect? No—although I would like to pay tribute to the staff, who are fantastic—because it is not yet quite what the town needs, because it needs a cashpoint. It needs to have a 24/7 ATM available outside, with a printer so that residents can get mini-statements, as well as a trial of Saturday opening hours if at all possible. However, I want to thank the team at Cash Access UK and the building contractors for getting the hub up and running so successfully before Lloyds closed its doors. I was also pleased to visit Axminster’s banking hub when it opened. I heard feedback from local residents and businesses about how important it is for that town. More banking hubs such as the ones in Sidmouth and Axminster are needed in Devon, and I want to put that firmly on the record in today’s debate.

I am currently working with local communities to try to get banking hubs in towns such as Exmouth, Budleigh Salterton and Ottery St Mary. Exmouth, the largest town in Devon, will need a banking hub sooner rather than later, and I have already made the case for one. Halifax’s branch in the town will close this summer, which will leave just three banks remaining in Exmouth.

The case for a banking hub in Budleigh Salterton is also strong. It has been without a high street bank due to closures in recent years. The last bank in town, Lloyds, closed in January 2019. The town’s population is significantly older than the national average. Local residents and businesses have only the post office and the Co-op to access over-the-counter banking services. I have seen the queues, and it is not great, although it is a small shop and the staff work incredibly hard. That is why I have made a formal request for a banking hub, alongside a local councillor, Henry Riddell.

I know the Government want the delivery of banking hubs to be sped up, and I hope that Exmouth, Budleigh Salterton and Ottery St Mary will be in line for banking hubs too. I would cite these examples as to where a problem lies. I believe the criteria for whether an area should get a banking hub must be relaxed, because the bar is far too high at the moment. Generally, in order to get a banking hub a town needs 7,000 people within 1 km of the centre and at least 70 retailers. It also needs there to be no banks at all—in other words, the last bank in town must be closing or already have closed. Too often it takes the last bank in town to shut before the industry gets its act together and opens a banking hub.

On this point, Exmouth will not get a banking hub under the current criteria until 2028. Nationwide told me when I visited last week that it will keep its Rolle Street branch open until at least 2028. I of course welcome that commitment by Nationwide, which is playing fair by the high streets, but that commitment in effect means that a banking hub will not open in Exmouth while the branch remains, which makes no sense to me. We have to consider the size of Exmouth, and we also have to consider the number of banks the town used to have. We do need to look again at the criteria and to lower the bar.

I recently co-signed a letter from my hon. Friend the Member for Hertford and Stortford (Julie Marson) to the Financial Conduct Authority to unlock more banking hubs. The FCA will decide on new rules in the third quarter of this year, and I will be watching that like a hawk. This could be an important turning point, so that even more banking hubs can open. As I have said, more banking hubs such as those in Sidmouth and Axminster are badly needed in my part of Devon. People should be able to access banking services on our high streets.

I beg to move,

That this House has considered fiscal support for tourism and hospitality in coastal areas.

It is a pleasure to serve under your chairmanship, Mrs Cummins. Today I wish to highlight the vital role of hospitality in our coastal communities, such as my North Devon constituency, and the support that the sector needs and deserves. I thank UKHospitality for its ongoing work and support on this matter. I had the opportunity to bring Kate Nicholls, its chief executive officer, to North Devon last year to meet some of the fabulous hospitality businesses and hear their frustrations as well as their plans for the future. We visited businesses such as the Saunton Sands Hotel, the Carlton Hotel and the George & Dragon in Ilfracombe, and SQ Bar and Restaurant in Braunton.

Some of the challenges facing the sector are not always obvious, particularly in remote coastal locations. Hospitality venues extend far beyond just pubs, hotels and restaurants, and include holiday parks, music venues, bowling, children’s play centres, bars and clubs, which contribute so much to all our enjoyment of coastal areas and resorts as well as to the economy.

I have been lobbying Ministers for quite some time to continue to find solutions to ensure that this vital part of the economy of North Devon and so many other coastal areas continues to thrive. I thank this Minister—the Financial Secretary to the Treasury, my hon. Friend the Member for Mid Worcestershire (Nigel Huddleston)—who I know is a champion for the sector, for his ongoing patience and engagement in listening to my concerns and those of my constituents.

My hon. Friend visited Ilfracombe back in 2021 in his previous role as Minister for tourism. We met several business owners and discussed business rates, VAT thresholds and Ilfracombe’s ambitions in hospitality. I am sure that he recalls the unanimous voice of Ilfracombe’s tourism sector calling for the Government to raise the £85,000 VAT threshold, which currently sees much of Ilfracombe, like so many coastal communities, close its doors when the businesses reach the threshold. When first elected, I naively thought that that was just seasonality, but as staycations came back into vogue post pandemic, we saw some businesses close in mid-August as the threshold was reached. Indeed, a local accountant told me just last weekend that he advises all his hospitality businesses to remain below the threshold. At a time when we are looking for our economy to grow, why do we have a threshold that creates a cliff edge that does the exact opposite for the hospitality sector?

North Devon alone is home to nearly 2,500 hospitality venues, employing more than 8,000 people and contributing more than £400 million to our local economy. The hospitality sector’s success is vital for economic prosperity and plays a crucial role in shaping the very essence of our community. Yet despite the resilience inherent in the sector, recent years have presented unprecedented challenges, particularly in our coastal towns. The impacts of the covid-19 pandemic, coupled with the energy crisis and a labour market grappling with record vacancy levels, have stifled growth and posed significant threats to the sustainability of hospitality businesses—but I also want to draw on the positives that have happened. With all the challenges presented, the Government supported the sector substantially during the pandemic, not least with the furlough scheme, which continued even if hospitality venues were shut.

I thank my hon. Friend for securing today’s debate. She is making a barnstorming speech about Devon, which may even make me traipse slightly further north in Devon to her constituency to help out her industry. As we know, the hospitality and tourism industry in Devon supports thousands of jobs. As chair of the all-party parliamentary group for hospitality and tourism, I want the Government to build on the record that she has been describing of support for the industry in Devon and the UK. The trade association UKHospitality—whose CEO, Kate Nicholls, my hon. Friend has already mentioned—has three asks of the Chancellor of the Exchequer for the upcoming Budget: first, implementing a 3% cap on the increase in the large property business rates multiplier; secondly, introducing a cut in the lower rate of employers’ national insurance contributions to 10%; and thirdly—this is a big one—permanently reducing the VAT rate for hospitality businesses to 12.5%. Does my hon. Friend agree that those measures would really help and provide a big boost for jobs and investment in her part of Devon and my part of Devon?

I thank my hon. Friend and neighbour for his contribution; it is as if we both speak to the same group! I agree entirely with his contribution, as I so often do. I am very keen that Devon hospitality businesses, right the way across and down the peninsula, can benefit, and that the Minister will hear our asks.

We cannot underestimate the pandemic’s impact on businesses. The hospitality sector came out of covid-19 heavily indebted. I hope that the financial sector can look at what more can be done to support hospitality businesses to repay their debts, which currently stand at £8 billion in bank debt and £2 billion in landlord debt. The pandemic harmed hospitality businesses and made their recovery much more difficult.

Although I warmly welcome the small business rate relief that was introduced in the autumn statement, which provided some support, up to two thirds of hospitality businesses find themselves excluded—not due to generating immense profits, but because they operate in larger premises in high-footfall areas. Consequently, the impending 6.7% rise in business rates and skyrocketing wage costs present a daunting prospect for the survival of many businesses.

While I applaud the Government’s commitment to creating a higher-wage economy, it is crucial to acknowledge the unique challenges faced by hospitality businesses, especially those based in coastal areas like my North Devon constituency, which are often small in scale, seasonal and working to tight margins. These businesses anticipate a 17% increase in staffing costs from April, with 98% of them expressing concern about how to manage the impact of the upcoming national living wage hike. Many of the businesses that should have benefited the most from the small business rate relief actually face wage rises in the hospitality sector that far exceed the business rate relief itself.

We are already seeing hospitality businesses contracting their hours and reducing the number of staff they employ or the hours that they work. Far too many of our pubs are now open at weekends only or cannot find chefs, so have some nights without food service, which reduces their profitability even further.

Although the national living wage hike was warmly welcomed by the hard-working teams who work across our hospitality businesses, it is a headache for business owners, who themselves frequently earn significantly less than the national living wage, due to the extensive hours they work and a reliance on their businesses’ ever- declining profitability to pay their wage. Far too many of our hospitality businesses face a crunch this April. Too many of the sums that we do up here rely on a 35-hour working week. Hospitality is a 24/7 business, and in remote coastal areas with low unemployment, such as my North Devon constituency, many members of staff are also much younger. The increase in the national living wage will hit those businesses particularly hard.

One key ask today is for a cut in the lower rate of employer national insurance contributions to 10% and consideration of increasing the threshold in order to share the burden of this policy between business and Government, but the biggest ask from my hospitality businesses across North Devon—I had the pleasure of chatting to many landlords in some of the fabulous pubs back home during the recess—is because their VAT burden is too high. In the hospitality sector, VAT is significantly higher than it is elsewhere in Europe, putting us at a competitive disadvantage. During covid, we saw huge success from the reduction in VAT for the hospitality sector. In that time, 70% of hospitality businesses benefiting from the VAT cut passed it on to consumers, in order to keep prices low. A hugely successful local pub shared its figures with me. With a turnover of just over £1 million, it is paying 25% in tax just in VAT and employment taxes. That is a quarter of a million pounds going to the Exchequer before payment of bills and wages, and payments to suppliers, are even considered.

Last year, we lost 3,000 hospitality venues in the UK, and I am concerned that if the Government do not take further action to share the burden of this tax cost, we may lose even more this year. Unfortunately, there is one recent case in my North Devon constituency; Broomhill Estate is closing due to VAT costs. I thank Alex Kleiner for all his work and for letting me know how much of an impact a reduction in VAT from 20% to 15% would have made to his business. I heard directly from Alex, a business owner, that there would have been three benefits: a reduction in absolute VAT; an impact on cashflow; and an uplift in footfall because of more attractive pricing, although that is harder to quantify. He said in

“4 out of the past 7 quarters 5% VAT reduction would have completely offset my electricity bill.”

Unfortunately, in this instance any changes to VAT will come too late for such an important landmark in North Devon.

Although I know that it is a big ask, I hope that the Treasury might again consider a reduction in the VAT rate for the hospitality and tourism sectors—to 12.5%—as that would help them to overcome the above inflation increases in tax and the national living wage, avoid further inflationary price spikes and unlock investment. The measure aligns with international standards, stimulating tourism and offering domestic tourists a more affordable alternative to travelling abroad. I am confident that not every publican and hotelier is wrong in telling me that this is the one measure that would help them the most. A cut—even a temporary one—would be a boost.

For so many coastal communities, their tourism industry has changed since the hotels were built in the Victorian era. Many have large properties that may not benefit from all-year-round occupation, particularly in those communities where swathes of the tourist attractions, shops and restaurants have closed for the winter because of the VAT threshold issue. Hospitality businesses rely on space to host people and therefore have larger premises in high-footfall areas. Businesses in the industry will often hit the upper rateable value band at a far lower turnover or profitability than others. The hospitality sector pays 2.5% of turnover on business rates, which is 10 times that of banks and insurers. I hope the Treasury is looking at the introduction of a cap on the increase in the large property business rates multiplier at 3% in England, aligning with the expected inflation rate in April. Additionally, I hope the devolved Administrations in Scotland and Wales pass on the benefits of that relief in full.

The hon. Member will know that the oil and gas industry pays a significant amount in taxation—I mentioned the figure earlier. In terms of helping people who are struggling with their bills, he will know that we already have the energy price cap, the winter fuel payment, the warm home discount and the cold weather payment. We are looking out for and supporting those on the lowest income to enable them to get through this difficult period.

My hon. Friend will know that we have already made a significant input to support those in the hospitality and tourism industries. He will know that we extended the 5% reduced rate of VAT for those sectors to the end of September. On 1 October, we reduced the rate to 12.5%. That relief has cost the Government and the taxpayer more than £8 billion. Although all taxes are kept under review, there are no plans to extend the 12.5% reduced VAT rate.

First, I am very grateful to the hon. Member for the kind invitation, and I hope one day to be able to join him in what I am sure are fantastic local businesses to which he is quite right to draw the House’s attention. The key is the support that those businesses have had so that they are able to bounce back and to be open now. On the issue of debts carried by business, part of the design of the Chancellor’s schemes such as bounce back loans has been to allow additional time for those loans to be repaid so that they do not become an undue burden on those businesses.

East Devon is back open for business, but step into any pub, café, hotel or restaurant and it is clear that it is struggling with the impact of social distancing. Does my right hon. Friend agree with me that social distancing in hospitality must go next month to give these businesses a fighting chance of survival?

My hon. Friend is right to highlight the importance of the review of social distancing that the Government are committed to undertaking, and that will obviously shape the approach. We have said that we will have a review, and we are very committed to that. The future beyond step 4 will therefore need to be taken in the round, shaped by the data in that review.

My hon. Friend will be aware that the strategic outline business case for the Kent and East Sussex coastal connectivity scheme includes proposals to extend HS1 services from Ashford International to Hastings and Rye. It is currently being taken forward by Network Rail and is due to be submitted to the Department for Transport in April 2021. It will then be reviewed by the Department and by stakeholders in Kent and East Sussex County Councils.

Improving road and rail connections across all four nations of the UK will improve the quality of life for our communities and I am really looking forward to seeing the Hendy review this summer. However, there is no doubt that it will take the aviation sector longer than most to recover from the crisis. Taxes, including air passenger duty, need urgent reform to help the industry to get back on its feet. What plans does the Treasury have to remove the double charging of domestic air passenger duty, a call backed by regional airports including Exeter in my constituency and Newquay, which particularly rely on domestic flights to all corners of the United Kingdom?

The Treasury is committed to consulting on aviation tax reform. As part of that, we will consider the APD treatment of domestic flights. Unfortunately, the consultation has been delayed in recognition of the rather challenging circumstances that the aviation industry is currently facing, but we will update the House on this in due course.

I thank my right hon. Friend for the major steps that he is taking to get money flowing through the economy in East Devon and beyond. Cutting VAT on food, accommodation and attractions to 5% has been described as “epic” by the South West Tourism Alliance. The measures announced today will protect jobs, but perhaps not my waistline, as I wholeheartedly promise to eat out to help out. Will my right hon. Friend continue to work with me and south-west MPs to protect and strengthen tourism in the best part of Britain?

My North Yorkshire constituents might have something to say about that, but I know how important tourism is to my hon. Friend’s constituency, similar to so many of our rural constituencies up and down the country. I am glad that he will be doing his bit to eat out to help out. I hope that others will join him. In doing so, we can collectively help to protect 2 million jobs across our country.
