For Chelmsford, a shift to fairer funding would mean an overall increase in schools funding of 1.9%. We want schools and local areas to receive a consistent and fair share of the schools budget so that they can give every child the opportunity to reach their full potential. These are important reforms, and we must make sure we get them right. We want to hear a wide range of views through our consultation, which closes later this week.

Does my right hon. Friend accept that it is to be warmly welcomed that 31 out of 35 schools in Chelmsford will get increased funding as a result of the fairer funding programme? Of the four schools that will have modest decreases in funding, two are grammar schools, the funding of which will decrease owing to their relatively low number of pupils. Can anything be done to rectify that problem for two centres of academic excellence?

My right hon. Friend is right that Chelmsford schools overwhelmingly gain from the shift to fairer funding. Our approach essentially sees money follow the child, with extra money for those pupils with extra needs. In our “Schools that work for everyone” consultation we set out our desire to see grammars take more young people from disadvantaged and lower family income backgrounds. If they do so, selective schools will also be able to benefit financially from that approach.

I am delighted to tell my hon. Friend that the gender pay gap in the Department for Education is only 5.9%. Although that is 5.9 percentage points too high, it shows enormous progress in the Department for Education. Across Government, the figure is just below 13%, and we will keep working until it has been eliminated altogether.

What a pleasure it is to serve under your chairmanship, Ms Dorries. I congratulate the hon. Member for Warrington North (Helen Jones) on securing this important debate and on her speech; she made some very important and relevant points, many of which I have a considerable amount of sympathy for. As a Government Member, rather than an Opposition Member—I understand how the system works—I do not agree with some of her points. I would like to pick up one point immediately. I thought that her comments on my hon. Friend the Minister were a little unfair. My hon. Friend is totally committed to this area and is doing a tremendous amount of work, as I experienced at the all-party group meeting last week, to find a satisfactory solution to the situation.

The basic point of the hon. Lady’s speech was the importance of maintained nurseries in our constituencies. I could not disagree with that at all; she is absolutely right. They play a critical role, and some other nursery and primary schools do not have the same focus. In my constituency of Chelmsford we have two excellent maintained nurseries: Tanglewood and Woodcroft. I was fortunate to be invited to Tanglewood a few weeks ago to see for myself the fantastic work done there. The Minister will be as familiar as the hon. Lady with the commitment and dedication of staff and what they seek to achieve. As the hon. Lady rightly said, more often than not they are dealing with some very challenging and deprived families in difficult circumstances. It is a joy to see the commitment of staff and the help they give to children who would not otherwise have such a start in life.

Maybe I am naive, but I was told in no uncertain terms that there are children at that nursery who have no concept of what play is. I imagine most hon. Members in this Chamber take it for granted that every child knows how to play and that it comes naturally, but for some it does not, because their parents were not taught how to play or have no concept of it. We get a full appreciation of the challenges those children face when starting from that base. These schools are so crucial because of the help and the start in life they can offer children who would not otherwise benefit.

The other thing I was particularly impressed by on my visit—this certainly did not happen at my school—was the number of members of staff who were parents of children who had been at the school. They were so impressed by what was going on that they wanted to become involved. Rather than just looking on from the outside, they wanted to actually play a part. They started their training and are now working there with the next generation of children, providing help with the benefit of the experience and knowledge they have as parents of children who attended the school. It is so important that we ensure that tradition continues.

I suspect that all of us, in our different ways, have had contact with my hon. Friend the Minister on these issues. We live in difficult times, and we have to be careful that we get value for money and do not waste taxpayers’ money. It is not an enviable job, but it has to be done regardless of who is in government. I have been impressed by my hon. Friend’s commitment. It is quite clear that she accepts and understands the role of these schools and wants to find a meaningful solution that will hopefully continue to provide a solution beyond 2020, so that these schools can continue to flourish and survive.

I thank the right hon. Gentleman for his generosity in giving way. He is making a heart-warming speech about the emotional impact that nursery schools can have. May I reiterate the point he makes? The Minister came to our all-party group meeting last week, and I want to put on the record that her responses and the speech she gave at that meeting were very well received by the hundreds of nursery schools we had there. This debate is a good follow-on to that meeting.

I am extremely grateful to the hon. Lady and particularly pleased that I gave way to her. All too often, partisan issues blur a debate, but for her to be so fair in her assessment of that meeting and her dealings with the Minister is a refreshing reflection of her chairmanship of that all-party group.

Basically, we are all together in trying to find a positive solution. My hon. Friend the Minister has secured funding up until 2020, which I believe is an important step forward as a short-term measure to try to allay the fear of some of these schools that they may face closure, the deadline for which is, more often than not, July 2017. What my hon. Friend has done should ensure that that does not happen. I am also confident that as she continues the consultations and assessments, a longer term solution will be found, so that we do not have to keep coming back to this issue or see the closure of schools that provide such a vital service in all our constituencies, whether they suffer from severe deprivation across the board or, like my own, are more fortunate. Constituencies such as mine do not have deprivation across the board but still have areas where there is a vital role to play and job to be done by these schools, to help give every child the best possible start in life.

These schools fill a gap in the provision of nursery care and education for a targeted group who so badly need help and who disproportionately benefit. As the hon. Member for Warrington North said in her compelling remarks at the beginning, giving a child the best start in their early years is a far better investment than any amount of money thrown at an issue. They then get experience, confidence building and everything associated with that to be able to move forward in life. It encourages and enhances their learning development, social skills and interactive skills, which are so crucial.

I am more confident that the Minister is committed to ensuring that we come up with relevant solutions. It is quite clear—from not only the all-party group meeting, but the way in which she has made herself available to all hon. Members who want to feed in their concerns and viewpoints—that she is prepared to listen and work to find a solution that is beneficial to all. I am pleased that we have this opportunity to share yet again with the Minister our different experiences in the variety of constituencies represented in the Chamber today. I believe that this will be of invaluable help to her as she continues her work to find a resolution to the concerns and worries bedevilling many people quite genuinely.

It is a pleasure to serve under your chairmanship, Ms Dorries. I congratulate the hon. Member for Warrington North (Helen Jones) on securing this important debate. She said in her passionate and informed opening speech that the record of excellence for maintained nurseries has been achieved nowhere else in the education system and should be maintained.

The Government’s proposed changes and the loss of transitional funding will affect nurseries throughout England, which will be a great loss to local communities. Maintained nurseries make the difference between early years education and early years caring very prominent. There is a real difference—I know that from my experience as a local authority councillor in Scotland. Nursery education is the crème de la crème. Children need looking after in their early years, but just looking after them is not enough. If our economy is to grow and thrive, we will need people who are able to grow and thrive and to overcome their disadvantaged backgrounds. The message that I have heard clearly today is that it is maintained nurseries that best make that happen.

The right hon. Member for Chelmsford (Sir Simon Burns) did not really disagree much with the hon. Member for Warrington North. He, too, was very supportive of maintained nurseries, although he was trying to support his Government at the same time.

The hon. Lady is absolutely right. I speak as an English MP about English maintained nursery schools, and I support my hon. Friend the Minister because of her commitment and the work she does to navigate around the problem and find a meaningful solution.

I take refuge in my international observer status, which I frequently refer to on the Select Committee on Education. I look at things from a different perspective, but I passionately want children throughout the UK to have the best possible start.

The hon. Member for Washington and Sunderland West (Mrs Hodgson) spoke about maintained nurseries as the jewel in the crown of the education system. She also made the point, which was echoed throughout the Chamber, that there are more maintained nurseries in deprived areas. That is undoubtedly a good thing, because that is where they are needed. If the United Kingdom is to move forward, we need to encourage and help those who are most deprived. Some of us here will not recognise the shocking statistics about parents not reading to their children or even talking to them, but there are such parents, and they and their children are the ones who need most help. That is why early years education is so important.

The hon. Lady said that the end of the two-year transitional arrangement could lead to a quite significant number of closures of maintained nurseries. She spoke about a drop in funding from £5.38 to £5.11 per hour—a huge drop that could lead to closures that I am sure no one in the Chamber wants.

The hon. Member for Cleethorpes (Martin Vickers) reinforced the difference between childcare and early years education. He spoke eloquently and passionately about Scartho Nursery School, which typifies most maintained nursery schools. In fact, it would be difficult to name any hon. Member who has contributed to the debate without speaking passionately about the need to maintain these nurseries.

The hon. Member for Great Grimsby (Melanie Onn) said that she did not want this debate to be lost in the Brexit fog that has now descended on the main Chamber. I could not agree more. At times like this, we have to keep raising these issues and pushing the Minister to listen carefully, change her proposals and make a difference. Some nurseries will not even be offering an additional 30 hours of free provision because of the cost of implementation.

The hon. Member for Halton (Derek Twigg), too, was passionate about the excellent nurseries in his constituency. He described the devastating impact of the removal of transitional funding: the expertise that has been built up in the maintained nurseries in his area in supporting children with special educational needs and disabilities could be lost—and once these services are lost, it is very difficult to get them back.

The hon. Member for Bradford West (Naz Shah) said that nurseries are the part of the education system that has the least gap between children. The evidence on the subject, which the Scottish Government have based a lot of their measures on, shows that if we can get children into nurseries and give them proper education early on, we can carry it forward—the right hon. Member for Chelmsford also mentioned that. I cannot overstate the need for maintained nurseries with excellently educated staff who reach out across the whole sector.

This is not my debate or my area, but it is quite useful to turn briefly to what is happening in Scotland, as I do quite often. The political will in Scotland is different. The First Minister has made it her main priority to close the attainment gap, and the Scottish Government believe that the best way to do that is through transforming early years education and giving all children the best start in life.

Yes, I agree with the hon. Lady on that. She mentioned the automotive and aerospace industries, two of our strongest manufacturing sectors in the UK, which rely heavily on a supply chain that is international—much of it is in Europe. Equally, she could mention our services industries, which account for 80% of our GDP.

T6. Does the Secretary of State accept that the proposals to allow waiters and waitresses, rather than restaurant owners, to actually receive tips given to them will be warmly welcomed? Does he not think that the House of Commons should show a lead, because in our own restaurants the agency workers and part-time workers who serve Members and their guests do not receive tips?

I thank my right hon. Friend for that question. May I begin by thanking and paying a huge tribute to everybody who works in this place, especially those in our catering services? They often have to work the most unsocial hours and often do so in the most difficult of conditions, as they suddenly have a huge influx of us going into the Tea Room or wherever it might be. We perhaps underestimate the work they do. My right hon. Friend makes a very good point and I would be more than happy to take this up with the House authorities. In the meantime, I congratulate my right hon. Friend the Secretary of State on rightly launching this consultation, as when someone, in any facility, pays a tip, they expect the person to whom they want that tip to go to receive it—all of it. I think this will allow us to begin to see real progress, so that we do the right thing on this.

That is a matter for the local authority. We are allocating sufficient funding to the authority to ensure that there are sufficient school places. Where there is development, we expect there to be a contribution from the developers.

As I have said, the Government are investing £23 billion in school buildings to create 600,000 new school places. Essex received £71 million between 2011 and 2015 to create new school places. It has been allocated a further £127 million for the places that will be required by 2018.

I am very happy to meet my right hon. Friend to go through the figures for Chelmsford. In Essex, we created more than 2,000 new places between 2010 and 2014. Many more have been delivered since then or are in the pipeline. I am very happy to discuss his constituency in more detail.

Like the hon. Gentleman, I am always delighted to hear from my hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), who speaks with a lot of wisdom on a range of subjects. On this issue, the most important thing is that we devolve power to where it is most needed—to teachers and head teachers, so that they can run their schools in the free way that I know deep down he really wants them to.

There are now more better qualified teachers in England’s classrooms than ever before. We are attracting top graduates and career changers with generous incentives, including tax-free bursaries worth up to £30,000 and the opportunity to earn a salary while training. This year over 2,000 more post-graduate trainee teachers were recruited than in 2014-15. We exceeded our target for new primary teachers and finished ahead of last year in key secondary subjects such as maths and physics.

My right hon. Friend raises an important point. That is why we have established the new national teaching service, which by 2020 will place 1,500 outstanding teachers and middle leaders in underperforming schools in areas that, as he suggests, find it hardest to attract, recruit and retain good teachers.

The hon. Lady asks a very important question. Sadly, it is ever more becoming something that we are all having to think about. Religious intolerance in schools is unacceptable. All schools are required to promote the fundamental British values of democracy, the rule of law, individual liberty, and mutual respect and tolerance of those with different faiths and beliefs. Schools should be places where we promote community cohesion—for example, through the national curriculum programme for citizenship, and the National Citizen Service—and, of course, such curriculum subjects teach about the importance of respecting others. I am pleased that many schools already do that in very diverse areas, but we will continue to focus on this important matter.

T7. When considering the review of schools funding, will my hon. Friend ensure that it addresses the problem that has arisen in recent years with the underfunding of the two grammar schools in Chelmsford and other grammar schools in Essex? It seems particularly unfair that they should suffer in the way they have from the current funding formula.

As my right hon. Friend is aware, we have protected the core schools budget in real terms, and we intend to make the school funding formula fairer. I can assure him that King Edward VI grammar school and Chelmsford County high school for girls will receive funding that reflects their pupils’ needs transparently and fairly.

I agree with my hon. Friend on the need for a seamless support service for victims. We want victims to be absolutely at the heart of any cases that are brought. I cannot comment on individual cases, but, as my hon. Friend has said, he has raised the issue with my right hon. and learned Friend the Attorney-General and I hope he will supply him with details. I am happy to have a conversation with the Attorney-General about any points that can be raised and learned from such cases.

Will my right hon. Friend join me in praising the excellent work done by the three rape crisis centres in Essex? What further support do the Government plan to give to those who are the victims of sexual assault or rape in the UK?

The new rape action plan will aid the Government’s drive to ensure that every report of rape is treated seriously and every victim given the help they deserve. I recently announced two new support centres, which will open in Grantham and Crawley, offering victims access to expert advice, support and counselling. That means that this Government have met their commitment to open 15 new support facilities across the country in this Parliament.

As the hon. Lady undoubtedly knows, it is about 10 years since the last research was done to look properly at the rate of discrimination against women as a result of pregnancy. That 2005 report showed that about 30,000 women had lost their jobs as a result of pregnancy. As the hon. Lady has said, the Government have commissioned the EHRC to do a proper piece of research to identify what the situation is now, and we hope that will give us a good idea of what needs to be done. It is clear that discrimination against women on the basis of pregnancy is completely illegal, and it also makes terribly bad business sense for businesses across the country. This Government want to do something to ensure that we get rid of that type of discrimination.

Will the Minister join me in congratulating a constituent of mine, Jennifer Davies, who has set up a small company called Get Customised, which produces a range of customised products? She is going from strength to strength, not simply because of her determination and dedication, but because of the benefits she has received from a Government-backed start-up loan.

I am very glad to hear of the success of some of the start-up loans provided by this Government, and that the right hon. Gentleman has been able to identify an example in his constituency. Businesses across the country are going extremely well as a result of support from this Government. Another scheme that the Government are doing to help women in particular is the Get Mentoring scheme, into which we have put nearly £2 million. More than 40% of the mentors already trained are women. The scheme is designed to try to get more women to start up businesses and to be as successful as his constituent.

That is absolutely right.

We need to spread the broadband initiative and encourage Ministers—sooner rather than later—to look at the 4G market. One of biggest concerns of small businesses is that they cannot get mobile reception, which is critical to them.

I ask the Department for Communities and Local Government to work with the LEPs and get them to engage better with the smallest of businesses. Please could it also look at procurement? Although central Government have done a good job in trying to meet their obligation of giving 25% of contracts to SMEs, the picture in local government is rather less rosy.

The Department of Energy and Climate Change also has a part to play. The £90 million scheme for clean-tech entrepreneurs is a very good step. There is a green deal specifically for small businesses, with a pay-as-you-save scheme. However, more needs to be done, including help with switching suppliers. Businesses currently find themselves moved automatically on to new contracts on disadvantageous terms.

What more could UK Trade & Investment and the Foreign Office do? UKTI has done a really good job, but it needs to do more to help the smallest businesses, and there is a call for greater support at embassy level.

Let us not forget the Department for Environment, Food and Rural Affairs, which after all represents a fifth of our economy in the form of rural businesses.

Does my hon. Friend agree that, with the emphasis that the Government, driven by the Treasury, have placed on our embassies in the past three and a half years, UKTI is doing a fantastic job around the world through taking delegations, aided by Ministers, to push British exports? It is meeting with considerable success, because it has beefed up the quality and quantity of the people representing British industry and the Government around the world.

I agree entirely.

To return to DEFRA’s key role, a grant of £60 million has been set aside for the rural economy to enable businesses to look at opportunities in tourism and micro-enterprise. However, the Commission for Rural Communities has said that the Government need to consider future-proofing such businesses, particularly in relation to their peculiar needs for access to finance.

Finally, because I am conscious that many hon. Members want to speak, I call on the Cabinet Office to come up with a good definition of a small business. There has been a review in Europe, in relation to the Small Business Act for Europe, on how businesses are defined. It seems to me that European definitions have not been adopted across the UK. I am far from convinced that those definitions are right, but the term “SME” means very little to the average householder. Let us get a definition that is meaningful and relevant to the UK economy.

Tragically, when I was a student at Robert Gordon’s college in Aberdeen, I was not able to take English GCSE, because I was in Scotland and GCSEs were not on offer at that time. As a historian, the hon. Gentleman could perhaps do with studying geography rather more.

Under our new accountability system, which I urge the hon. Gentleman to study and which his colleague, the hon. Member for Cardiff West (Kevin Brennan), welcomed, English will not count unless students study both English language and literature, and the English baccalaureate, which the hon. Member for Stoke-on-Trent Central (Tristram Hunt) supports, will be conferred on students only if they study both English language and literature. He talks about Jane Austen. One of the tragedies about the current English GCSE is that fewer than 1% of students who sit it actually read a word of Jane Austen. Before he asks another question in the House, may I recommend to him one particular text of hers—“Pride and Prejudice”? A knowledge of both things would certainly help him to be a more effective Opposition spokesperson.

We have raised standards for early-years teachers so that they have to pass the same maths and English tests as primary and secondary school teachers, and this year we have seen a 25% increase in the number of students applying for those courses, so they are proving very popular.
