It is a real pleasure to be here this evening to provide support to the hon. Member for Brighton, Pavilion (Caroline Lucas) in this very important debate. I speak on behalf of all the Liberal Democrats when I say that we really support the Bill’s continued progress. While we have been discussing the climate and ecological emergency, for me one of the real priorities is that the Bill brings together the action needed both on climate change and on the environment. Both are absolutely critical, as the hon. Lady laid out in her excellent opening speech, but it is really clear that the current structure of government is not well set up to deliver on our objectives and the Government’s objectives in these areas. We see too much stovepiping between different Departments on both climate and the environment, and to bring everything together under one set of objectives that can be driven forward together is really important, and is the real strength of the Bill.

I have been involved in a number of digital events up and down the country to support the Bill and talk more to the public about it. It has become clear that we can use the platform that the Bill provides to speak to the public much more openly about climate and the ecological emergency. We all know that there will be a measure of individual behaviour change required, and it is urgent that we start talking to members of the public right now about what they need to do to deliver the change we need to see if we are to combat climate change and make a real difference to our environment.

Those are the reasons why I am supporting the Bill. The Liberal Democrats want to see the Bill progress through the Commons. I echo what the hon. Member for Glasgow North (Patrick Grady) about the structures of the House not allowing that, but I believe that if a way could be found for more Members to have their say on the elements of the Bill, we would see a lot more progress.

Before I bring in the next speaker, it is important to say that Adjournment debates should not be about specific pieces of legislation. The debate is about the UK’s response to the climate and ecological emergency. References to a Bill are fine, but it is not a forum for discussion on a particular Bill. I am sure that Liz Saville Roberts will take that into account in her speech.

It is a pleasure to welcome the new Secretary of State to his role this evening, and it is also good to hear his commitments at the opening of tonight’s debate that the Government have no plans to scrap the 48-hour working week, or any of the other employee entitlements that the UK has now taken back control of. It will be an immense relief to many employees to hear that commitment from the Government at this time of intense anxiety to so many households in this country.

It is not just the extreme precariousness of our current situation that is keeping millions of workers awake at night: it is the future prospects of many industries once the shadow of coronavirus has lifted. Encouraging though the news of the vaccine roll-out is, we all know that the huge disruption of the past year will not miraculously resolve itself overnight. Hundreds of businesses will not survive, despite Government support, and thousands of jobs will disappear. This is why it is so important for the Government to make a clear statement now about valuing our workers, whatever sector they are employed in. We cannot rebuild our economy if workers are employed in low-paid, precarious work. On low wages, there will be no money left over for discretionary spending after people have met the punishingly high cost of housing. Without permanent contracts, workers cannot make long-term plans, whether for holidays or for moving house.

Like the Secretary of State, I have many constituents employed by British Airways who have been threatened with fire and rehire. They will be disappointed tonight not to hear a commitment from the Secretary of State to outlaw this appalling practice. The message this sends is that businesses are more important than people. The role of the Government is to steward an economy that works for everyone; if a business cannot provide a decent standard of living to its workers, it should free up its capital for one that can. I call upon the Government to outlaw fire and rehire at the earliest possible opportunity, to send the clearest signal that this Government value workers. That would give real substance to the claims from Members on the Government side of the House that the UK has the highest standard of working rights in the world, and that leaving the EU does not affect those rights.

Given the length of time between the referendum and the final deal, it remains a source of amazement to me that the Government still struggle to articulate what the benefits of Brexit are, and how they plan to use all this lovely new sovereignty to deliver for the people of the UK. The Government should start this evening by using their new-found powers and committing to outlaw fire and rehire.

This is a really excellent report and set of recommendations, and I want to thank all those members of the public who gave up their time over a series of weekends, as I understand it, during the beginning of the pandemic to consider the difficulties ahead of us as a nation and to think carefully about how we should respond. As they have put in all that time and effort to produce this report, I think it is incumbent on the Government to really think about it, to form their response and to take up the agenda for the radical change that we need to see if we are serious about tackling climate change. It is quite clear that the public are on board. They know what needs to be done, and it is time that the Government took up their call.

The recommendations in the report are wide-ranging and cover a wide range of Departments across Government. Government policy on climate change currently seems to be funnelled through the Department for Business, Energy and Industrial Strategy, but it is quite clear in the report that the Department for Transport, the Ministry of Housing, Communities and Local Government and the Department for Environment, Food and Rural Affairs, not to mention the Treasury, also have a part to play in delivering these recommendations. With all due respect, is the Secretary of State for Business, Energy and Industrial Strategy sufficiently senior in Government to co-ordinate the response to climate change across each of those Departments? Should we not have a Department and a Secretary of State for climate change, as there used to be, to bring all these strands together and to be held accountable for delivering the Government’s net zero pledge?

On that theme, the importance to the UK of our co-hosting of COP26 next year in driving through the change we would want to see internationally has been much talked about, not least by the Government. Would it not make sense to appoint a full-time person to oversee the UK’s contribution to this massively important event rather than ask the Secretary of State for Business, Energy and Industrial Strategy to do that as part of his role? That person could then be well placed to co-ordinate across different Government Departments and become a focal point for driving the change towards net zero.

The contribution made to our carbon emissions by vehicles is well covered in the report, and I welcome its recommendation that electrical vehicle charging infrastructure receives greater investment and that the sale of petrol and diesel cars be banned by 2030. It was really good to see the Government commit to that in their 10-point plan last week.

As the Member of Parliament for Richmond Park, the issue of traffic, roads and parking is one on which I receive a great deal of correspondence. In some parts of my constituency, congestion is a real blight on people’s everyday lives, and we even see long queues of traffic through the national nature reserve that gives my constituency its name. The negative impacts of excessive car journeys on everyday life go beyond emissions and poor air quality: they threaten lives, create congestion, and cut people off from their streets and town centres; and inasmuch as people are choosing car journeys over walking or cycling, they cause inactivity and poor physical health. At least in urban areas, a policy to reduce the overall number of car journeys that people make would have profound benefits on quality of life in any number of ways beyond carbon emissions. There was a hope during the first lockdown that people might switch to other forms of travel, but that does not appear to be borne out now. I was therefore pleased to see a recommendation that overall car journeys should be reduced, although a reduction of 2% to 5% per decade seems unambitious when car use has risen by 7.5% in the past five years alone.

The report proposes policy solutions for greater investment in public transport, making it cheaper, greener and more accessible, with a greater investment in cycling. The provision of usable alternatives is key to reducing car journeys. I note that the Government announced a £27 billion investment in roads earlier this year and a £257 million investment in cycling infrastructure yesterday. This appears to be a nettle that has not yet been grasped. I also note that no further support for Transport for London is budgeted in the next financial year. That seems to suppose that public transport usage in London will bounce back to pre-pandemic levels by April 2021. Well, I am very pleased at what that implies about the speed and scale of the Government’s vaccination programme.

I was pleased to see the recommendations on upgrading our homes. It is clear that people want a range of solutions and financial support to access this. We need to develop and embrace new technologies for heating our homes, such as heat pumps, if we are to achieve our net zero target. The Government are right to say that this is an area of potential to create new jobs, and skilled jobs, in every region of the UK, but I am keen to understand how they plan to deliver them. According to answers to written questions I have received from BEIS, on 10 November the Government were expecting 80,000 jobs to be created through the £1.5 billion green homes grant. This mysteriously shrank to 50,000 in the Prime Minister’s 10-point plan last week. The shortcoming of the green homes grant is that it is only open for a year, and there are not enough skilled contractors to be able to deliver against the demand created. I asked the Department how long it would take to train someone to install heat pumps, and the answer was that an existing builder could take on skilled people and deliver that—

I welcome the measures announced by the Chancellor last week and agree that manufacturing is a key component of the UK’s thriving industrial sector. The job support scheme will provide eligible manufacturing businesses in Clwyd South with a grant covering one third of all employees’ wages for hours not worked, up to a cap of £697.92 a month. Furthermore, the deadline for applications for coronavirus business interruption loans and the future fund has now been extended to 30 November.

More than 90% of the UK’s manufacturing companies have kept working, even at the height of the pandemic, keeping food on supermarket shelves and medicines and ventilators in our hospitals. However, many of them will face a major crisis when the furlough scheme ends in a few weeks’ time. Demand is still incredibly low in some parts of industry, but Government support is being withdrawn. It is patently obvious that the well-paid and highly skilled jobs that we have in sectors such as aerospace and aviation should be the foundations of our future economic growth and the public will not forget it if the Government allow them to wither on the vine. This talk of powers being returned disguises the fact that the Government are denying us all here a much more important power—that of scrutinising the trade deals that are struck in our name. The British people used to have this power through their elected representatives in Brussels, but the Trade Bill comes back to the House on Monday and there is no provision in it for this Parliament to have scrutiny of the trade deals that are being struck in our name. Will the Secretary of State accept that trade flows throughout the United Kingdom can best be secured by instituting a robust and respected dispute resolution process, and will he confirm that implementing such a mechanism will be a priority as he progresses his plans?

May I add my congratulations to the two new Members have made their maiden speeches, the hon. Members for South Ribble (Katherine Fletcher) and for Sedgefield (Paul Howell)? I recall that when I made mine, I harked back to the wars of the roses, so I feel somewhat outdone by the hon. Lady’s references to the ice age.

From my conversations with local businesses over the last few weeks, it is clear that the coronavirus has affected different businesses in different ways. Many have been able to continue their services across digital channels, and to expand or diversify their offering to new and existing customers. Food and drink stores have been able to continue trading, and some have even seen sales increases, as people have had more time for shopping and cooking. Other forms of retail, such as books, music and clothing, have been able to maintain some level of sales via online shopping and delivery. I have been really impressed by the ingenuity of our business community and the way they have responded to this crisis. I have a great deal of confidence that, in this nation of shopkeepers, we will continue to respond to the challenges of the post-lockdown world.

There is one sector, however, that has been badly hit by the lockdown and continues to face enormous challenges in its ability to revive—our hospitality sector. Encompassing cafés, restaurants, pubs, events, tourism and accommodation, it exists to bring people together, to encourage contact and to promote social gathering. They are facing an existential threat from a new world that needs people to keep their distance from each other.

I cautiously welcome the Government’s moves to lift restrictions on people visiting pubs, cafés and restaurants, although, like many of my constituents, I remain anxious about how this can be achieved while maintaining social distancing guidelines. This virus remains far from beaten, and I am dismayed at the mixed messages from the Government about how people should conduct themselves in the face of what is still a major threat both to our health and to the economy. We would face the future with more confidence if we had an effective system for tracking, tracing and isolating future diagnosed infections, and the lack of such a system constitutes a major risk to the effective functioning of our whole economy.

In that context, the Liberal Democrats welcome the provisions in today’s Bill. In particular, the provisions to ease the process for cafés and restaurants to apply for permission to provide pavement seating are very much to be welcomed. It will give many businesses the flexibility they need to open back up, while adhering to social distancing guidelines.

I particularly welcome the fact that councils are to continue to play a major part in the granting of such licences. In many parts of the country and in many town centres, our hospitality businesses play a major role in the local economy. To encourage that economy, councils can play a major part in reconfiguring our town centres to enable more pavement seating—closing roads to motor traffic and introducing pedestrianised areas, for example—which can support businesses in meeting the conditions of their licences.

Can the Government confirm that they intend to include mobile catering units in their plans? Many of these micro-businesses are missing out on their regular trade at festivals this year, and would benefit from the boost to business that being able to set up in a town centre could give them. We also support the powers given to councils to vary the terms of licences.

While we are all keen to see our hospitality sector given this essential support, it does not come without costs. I really want to echo the point made by the hon. Member for Hackney South and Shoreditch (Meg Hillier), because we have seen many of the same problems in Richmond and Kingston, and it is really appalling and a huge burden on local residents. Local residents may experience additional nuisance, for example, from strong lighting and noise later in the evening, and also an increase in antisocial behaviour after closing time. Additional pavement furniture may cause accessibility issues for those in wheelchairs or those who are partially sighted. It is to be welcomed that councils will have the power to judge each application on its own merits and to apply its own acceptability criteria. It is also welcome that these changes are temporary. Short-term changes to support local business owners during this difficult time are more likely to be welcomed by our local communities than permanent changes that threaten to cause a long-term nuisance.

In the same vein, we support the changes to allow businesses with an on-site licence to convert to an off-site licence, but we have some concerns about the overall provision for off-site licences. Like many areas of the country, Richmond and Kingston have needed police interventions to disperse large crowds who have gathered on our open spaces to drink and play loud music. This has led to considerable antisocial behaviour, including drunkenness, public urination and drug taking. Local residents and police report that they have not seen antisocial behaviour on this scale before, and it is causing considerable distress to residents affected.

The hon. Lady is describing very delicately, I have to say, the reality of what this is like when you are living through it. Does she not think that the Government need to recognise that we want businesses to be supported, but the cost to councils, and to the police, of enforcing this and managing antisocial behaviour will be huge?

I am really glad that the hon. Lady has made that point. I have had lots of conversations with both the local council and the local police. It is clear that for suburban boroughs such as mine in London, where the Met police have, quite rightly, violence reduction as their priority when it comes to targeting their resources, the resources are simply not there to pay for the neighbourhood policing that we need to be able to keep on top of this kind of menace to our local residents. It is a really important point. I take this opportunity to press once more for further funding for neighbourhood officers in the outer boroughs in London, because that is a really urgent priority.

From my conversations locally, it appears that, by and large, our licensed premises are behaving responsibly in their provision of off sales and that a lot of the problem is coming from supermarkets promoting the purchase of alcohol in large quantities. There is a debate to be had about whether this is ever a good idea, but during a pandemic when people are being instructed not to gather in large groups, it is completely irresponsible. Supermarkets were quick to introduce limits on a number of toilet rolls or bags of pasta that customers could buy at the beginning of the lockdown, and they ought to do the same for alcohol now. If they do not act reasonably in this regard, councils ought to be able to take action, in the face of threats of large gatherings and antisocial behaviour, to require shops to restrict their alcohol sales. These increased powers to councils, while welcome, will come at a cost, as the hon. Member for Hackney South and Shoreditch pointed out, and there should be greater financial assistance to councils to enable them to administer, review and enforce the new licensing regime.

We cautiously welcome the extension to hours that can be worked on a construction site, but support the discretion granted to local councils to restrict those hours in residential areas. Building work is one of the chief sources of nuisance in residential areas, and that nuisance is compounded when people are spending many more hours at home. We also welcome the extension of planning consents already granted. It will save local authorities a great deal of time and money not to have to review planning consents already granted that may have expired during the lockdown. However, in acknowledging that construction has been delayed for many developments, the Government also need to consider that local authority housing targets will also have been put at risk, and they should look again at any proposed sanctions against local authorities in this regard.

In summary, we support this Bill principally because it recognises the important role of local authorities in supporting our local businesses and safeguarding our local communities. This Government place too much faith in technological solutions, whether for their doomed contact-tracing app or as a way to make the Irish border magically disappear, so it is reassuring to see that they still recognise the value of local leadership and decision making in meeting the health and economic challenges of this pandemic.

Colleagues in the banking sector will I am sure be watching this debate and listening in, and they will have heard what my hon. Friend has said. I would be happy to have a discussion with him after this debate if there are particular points that he wants to raise or if he wants to talk about particular organisations.

The second temporary measure is the suspension of the wrongful trading provisions. This will be retrospective to 1 March and will be in place until one month after Royal Assent, and again it can be extended if that is deemed necessary. Hon. Members will know that wrongful trading is an important deterrent against company directors continuing to trade when the company is insolvent and when doing so increases the losses to creditors. Directors can be made personally liable as a result. However, during this difficult period, many otherwise viable companies may become technically insolvent, particularly if they have been severely affected by a drop in demand caused by covid-19. This measure gives company directors the confidence to use their best efforts to continue trading without the threat of personal liability, should the company ultimately go into insolvency. Since the measure was announced in March, we have received much support for it from stakeholders. The Institute of Directors has welcomed it, saying that it

“will help to avert entirely preventable corporate collapses.”

The Bill also contains the necessary time-limited powers to extend these temporary provisions, should that prove necessary.

The Bill will also allow the Government to make other temporary amendments to insolvency law or the new restructuring plan to deal with the effects of covid-19, where needed. The power to amend corporate insolvency or governance legislation will allow the insolvency and business rescue regime to react quickly to the challenges we face as a result of the impact of covid-19, and that power will expire on 30 April 2021. However, due to the potential unforeseen circumstances relating to covid-19, the expiry date of this power can be extended if it is deemed necessary. If an extension is sought, the House will of course have an opportunity to scrutinise it.

The next group of temporary measures deals with meetings and company filings. These measures enable companies and other bodies, including mutual societies and charitable incorporated organisations, to hold AGMs and other meetings in a safe way, while respecting social distancing rules.

On the point about AGMs, it is obviously good that the legislation makes provision for AGMs to be held digitally, but is it necessary for the legislation to restrict the participation of shareholders quite as much as it does? Surely, if a digital method enables shareholders to question directors, that should be encouraged if it can be facilitated.

There are, of course, other methods for shareholders to question directors of a company. There will be shareholders’ days, for example. The reality is that businesses will be reacting and doing their best to try to get information to their shareholders. I am sure that the hon. Lady’s point will be noted, but the intention of this Bill—and, I think, of the business community—is not in any way to use these measures to restrict shareholders’ access to information. This is actually about making sure that we can get past the pandemic and be in a position to bounce back.

The flexibility in terms of these meetings and filings will apply from 26 March—retrospectively, obviously—until 30 September. The measures also enable AGMs to be postponed until 30 September this year, where necessary.

Many businesses in my constituency offering health services, such as dentists and physiotherapists, have been excluded from other forms of Government support yet are offering absolutely vital services that we will need when the shut- down ends. Does the Minister have any specific guidance for businesses such as these?

I would not say that businesses have been excluded. Indeed, if we look at the range of what is available in terms of loan schemes it covers the smallest businesses right to the very largest. We are seeing significant take-up particularly of the Bounce Back loan scheme. I made an announcement about the top-up to the local business grant fund scheme that we already have—almost £9 billion has gone out. This is a discretionary fund that is being set up to support businesses as well.

Of course the big topic of this Budget had to be the coronavirus. We are facing the gravest health crisis in a century, and the Government have no greater responsibility at this time than to plan their response. I am aware that at this very moment we could be standing on the edge of an escalation in our response to this crisis. I am conscious that some people think that even to address other topics at this time might be seen as an indulgence, so I welcome yesterday’s news that the Government have immediate and effective plans to re-fund the response to the coronavirus. I particularly welcome the news that statutory sick pay will be available to help people who would not otherwise be eligible. Supporting people who are required to self-isolate during this crisis is as essential to dealing with the social impacts of the virus as the additional funding available to the NHS will be to dealing with the health impacts.

However, while a short-term injection of funds to address the immediate crisis might be an appropriate response to the coronavirus, the Chancellor appears to have extended this approach to the whole of his Budget. It was a litany of short-term emergency measures. His speech yesterday left a whole wasteland of ungrasped nettles. If this Conservative Government, at the beginning of a five-year Parliament with a majority of 80, cannot bring themselves to make some tough choices to re-programme our economy to meet the challenges of climate change, and to reset the course of this nation’s economic journey as we leave the European Union, when on earth will they?

The impact of business rates on town centre businesses is a matter of enormous concern in my constituency. We are seeing increasing numbers of empty shops and shopping parades across Richmond and Kingston. Town-centre shops are not on a level playing field with online retailers, who are taking increasing market share with goods that are routinely sold at below cost price. Bricks-and-mortar retailers are further disadvantaged by having to pay punitive levels of business rates calculated on the value of property that they operate out of, with no regard to their level of turnover. Major reform of business rates to maintain our town centres at the heart of our communities is long overdue and has been called for on many occasions by Members from all parts of this House. In our 2019 manifesto, the Liberal Democrats called for a landlord tax to be paid by those who receive the proceeds from the underlying value of the property. This would relieve small businesses of the burden of taxation altogether. It is precisely the kind of radical reform that is urgently required to save our town centres. There was much press speculation that the Chancellor might announce a measure of that kind in the Budget. It is therefore a huge disappointment to find that he has once again ducked the issue.

While the scrapping of business rates for the coming year to mitigate the effects of the coronavirus is surely welcome, it does nothing to resolve the long-term problem. The bills will return again in 2021, when businesses will face not only the after-effects of the coronavirus but the expiry of the transition period in our exit from the European Union. A short-term crisis measure does nothing to help businesses plan for the long-term or to build up resilience for the mixture of unexpected and self-inflicted shocks to the economy. I welcome news of a review of business rates and look forward to hearing its outcome, but it is disappointing that more was not done to grasp this opportunity now.

I have read the forecasts from the Office for Budget Responsibility, and I note that its economic outlook is informed by the assumption that the UK will make an orderly transition to a new trading arrangement with the European Union. Its forecast under those conditions is for a 4% downturn in GDP over 15 years. I was therefore surprised to hear so little mention of Brexit in the Chancellor’s speech. I know that the Prime Minister’s éminence grise has banned the use of the word, but to have so little reference to the major economic upheaval of our time in the first Budget after our departure from the European Union is nothing short of astonishing.

I am more sceptical than most about the Conservative Government’s promises of a bright new rainbow-filled future, but I nevertheless thought that there would be some opportunity that they would wish to take advantage of. We have thrown off the shackles, we are free to determine our own future—and we are going to stop charging VAT on tampons! Grateful as I am—and I am sure I speak for the rest of the female population—to save on average about £1 every year on the cost of my sanitary protection, I am somewhat surprised to find that this is the limit of the Government’s plans for our post-Brexit future. Is that really it? If I sound incredulous, it is partly because legislation to cut VAT on sanitary products was agreed by the European Parliament in 2018 and would have come into effect in 2022.

I accept that negotiations are ongoing, but I would be grateful if the Government gave the House an update at the earliest opportunity of their plans for the talks next week in the light of the coronavirus and an estimate of how that will affect their plans to conclude the negotiations for the new free trade deal by the end of the year. I repeat the call that the Liberal Democrats have previously made: the negotiations should be halted and an extension to the transition period agreed, to account for the time that will surely be lost over the spring and into the summer in the efforts to manage the virus.

The OBR report references the fact that the major boost to Government income from this Budget is the reversal of the planned cut to corporation tax that was due to be implemented this year. The Liberal Democrats called for that reversal in their 2019 manifesto, and I am pleased to see that the Chancellor took up our suggestion. While we would not wish to see taxes on business set at a punitive or discouraging level, we believe that businesses should pay their fair share towards an equal society.

For the self-employed, the biggest missed opportunity of this Budget was the failure to address the enormous issues presented by the planned implementation of the IR35 legislation in the private sector. An uplift in the minimum income level for class 4 national insurance contributions is no consolation to those who face losing their livelihoods as organisations refuse to take on contractors or source their contracts from overseas, to avoid the unnecessary burden that the legislation will impose. It is not too late to halt the implementation and conduct a thorough review of the costs and benefits of this legislation.

For all of us, the largest nettle that goes ungrasped is our response to the climate emergency. The Chancellor announced funding for many new road schemes across the country but little for mitigating measures to reduce carbon emissions. The plans announced for carbon capture and storage are pitifully inadequate, and not enough is being done to invest in electrical vehicle charging infrastructure.

It is a particular shame that the issue of carbon emissions from domestic homes was not addressed, as the barrier to real change on that is the lack of funding. If we are to meet the Government’s net zero target by 2050, we need to start a comprehensive programme of retrofitting insulation to domestic homes and to install more efficient forms of domestic heating. Such a move would have a beneficial impact on domestic energy bills everywhere and, in particular, would alleviate fuel poverty in many homes. I want to reiterate the Liberal Democrats’ support for the Government in dealing with the coronavirus challenge in the months to come—[Interruption.]

Thank you. I appreciate that I have gone over my time, but I have waited a long time to speak.

In applying a crisis response to our longer-term issues, the Government are leaving a field of ungrasped nettles that will come back to sting us all when we are able, as we hope, to continue life as normal.

Thank you, Madam Deputy Speaker, for calling me and giving me the opportunity to make my maiden speech today. It is a privilege and an honour to be standing here as the elected representative of Richmond Park, which brings with it a great responsibility that I shall use my best endeavours to fulfil.

I wish to pay tribute to my predecessor, Mr Zac Goldsmith, and thank him for his excellent constituency work on behalf of my fellow residents of Richmond Park over the past six years. In particular, we owe him our unending thanks for his efforts to block plans to build a third runway at Heathrow. The fact that he felt he could no longer be a part of a Conservative party that approved expansion demonstrates beyond all question his passion and commitment to the cause. It is a cause that I take up willingly on behalf of constituents who know that the claimed economic benefits of expansion will not compensate for the impacts of the increased noise and air pollution that millions will suffer if expansion goes ahead. I would also like to acknowledge the contribution of his predecessor, my fellow Liberal Democrat Susan Kramer, who fought the third runway for so many years. I look forward to working with parliamentary colleagues from all parties as we continue to make the case against expansion.

It is a particular honour to be elected to represent Richmond Park, not just because it is my home and the place where I have been bringing up my family, but because of its great history and wonderful environment. Richmond takes its name from the Earl of Richmond, later Henry VII, who built his great palace in what was then called Sheen in 1500. Henry VII was the king who, having won a great victory against an unpopular king at the battle of Bosworth, came to power at a time when the country was catastrophically divided by the Wars of the Roses and urgently needed leadership to bring it back to harmony and prosperity.

Britain today is a divided country, split asunder by the decision taken in June this year to leave the European Union, and it is hard at this moment to see how these divisions can be healed. It is my belief that Parliament can be a positive force in bringing together the two sides of the Brexit debate. If the arguments can be aired openly, questions answered thoughtfully and votes taken on all the significant points of difference, then each British citizen will see that their point of view is being represented, whichever way they voted in June. There can be no question of people being silenced or sneered at for their opinion on Britain’s future within the European Union.

I make no secret of the fact that my own opinion is that we should remain. I believe that the will of the people is the same today as it has always been: to live in a prosperous and stable society. Our responsibilities as parliamentarians are the same as they have always been: to act in the best interests of our country. We have a duty to future generations to bequeath them a society in which they can thrive. Evidence and instinct both suggest that collaboration with our nearest neighbours benefit our trade, our education, our environment, our security and our individual wellbeing. Such benefits should not be carelessly thrown aside without a careful, sober and detailed examination of what the consequences will be.

The impact of Brexit will be wide ranging and not just financial. In my constituency, our hospital relies on the hard work and dedication of migrants from Europe. Many of my constituents work in financial services, which rely on our privileged position inside Europe. Many of our businesses import from and export to the European Union, and rely on the tariff-free access and the harmonised standards of the single market for their success. Many families—hard-working, community spirited, warm, friendly people—have come to our little corner of London from across Europe and made it their home.

In the area of science and research, there is no doubt that the UK has benefited hugely from its membership of the European Union. I had the enormous privilege, before being elected as MP, to work for a world-renowned science and research organisation, so I have had some experience of the discussions and concerns that the prospect of Brexit has raised among the science community. The obvious impact will be the lack of access to research funding provided by the EU. There is no question but that the UK is currently a net beneficiary of this: between 2007 and 2013, we paid in €5 billion to the Horizon 2020 fund and received €8 billion back in grant funding.

But the impacts go deeper. One of the biggest concerns is that by being shut out of access to EU funding, UK scientists will also be excluded from cross-EU collaborative projects and lose access to specialist laboratory facilities across Europe. This will result in a loss of opportunities for UK scientists to participate at the very forefront of research. UK laboratories and research facilities currently benefit from the ability of scientists from across the EU to come and work here. If Brexit inhibits the ability of EU nationals to move to the UK, UK-based science and research will suffer. The success of the UK’s science and technology industries will be critical to our future economy, and we should be doing all we can to nurture and promote them.

I did not aspire to be a politician. I did not ever expect to be standing here addressing hon. and right hon. Members as I am today, but I felt compelled by the events of the last few months—not just the referendum result, but the Government response in the aftermath and the divided society that has resulted—to put myself forward.

I wish to close by thanking my fellow MPs from all sides of the House for the warm welcome they have extended to me since my election. Unexpected though my election was, I am enormously excited by the opportunity I have been given and look forward to playing a full part in the business of this House.
