Commons ChamberThis is a concerning issue, and the amount of politicking and scaremongering of parents, teachers and pupils that the Opposition do on it worries me. Many schools and public buildings built with RAAC are characteristic of the brutalist style of architecture favoured between the ’50s and ’70s. The buildings were cheap and not built to last, and they popped up under various Governments. That shows the seemingly prevailing attitude of short-termism at the time; Governments knew it would be somebody else’s problem in the future, as indeed it is now.
It must have been the same attitude that prevailed in 1997 and 2002, when a Labour Government took no action on RAAC, despite being warned about the dangers by the Building Research Establishment. My right hon. Friend the Member for Surrey Heath (Michael Gove) stood at the Dispatch Box in the coalition era and criticised Labour’s Building Schools for the Future programme for often targeting the wrong schools, and in the light of this week’s evidence, it seems that he has been proven right, so I find the Opposition’s outrage quite performative. The Department for Education, as I understand it, published guidance to schools on the topic in 2018.

Commons ChamberI thank my hon. Friend, and I am proud of all the work we have done on apprenticeships. We removed the limit on the number of apprentices that small businesses can take on, and we continue to pay 100% of training costs for the smallest employers, and allow levy payers to transfer 25% of their funds to support small and medium-sized enterprises. We spent 99.6% of the apprenticeship budget in 2021-22, which has helped to support 8,940 apprenticeship starts in my hon. Friend’s constituency since 2010. To continue that progress and ensure that everyone knows what apprenticeship opportunities are available, we are working with UCAS so that for the first time ever, young people will be able to use UCAS to search and apply for apprenticeships alongside degrees, making it easier for young people to find the right opportunity for them.
I thank the Secretary of State for visiting BAE Systems recently in Lancashire. Accrington and Rossendale College in my Hyndburn and Haslingden constituency has been successfully rolling out the T-level programme, but to ensure that young people in my constituency have the skills they need in areas such as technology and engineering, further capital investment is needed to ensure that it can continue to provide state-of-the-art facilities. Will my right hon. Friend confirm whether there will be further waves of the T-level capital fund?
I thank my hon. Friend for her question and for joining me on that visit, which I think was eye-opening for both of us. The Nelson & Colne College group, which includes Accrington and Rossendale College in my hon. Friend’s constituency, has benefited from capital investment of more than £6 million since 2010, including funding to improve the condition of its estate and support the delivery of T-levels and technical education. Most recently, it benefited from further investment as one of our 108 T-level capital projects, working towards delivering engineering and manufacturing T-levels. We will continue to support the roll-out of T-levels.

Commons ChamberI am grateful to my hon. Friend for taking to me to Bright Horizons in Didcot, which was a useful visit. Local authorities have different rates. We will set out funding rates before the summer, and will consult on them. We take different costs across the country into account, but he makes an interesting point.
I warmly welcome the Minister’s announcement and thank her for all the work that she has done for childcare providers. I was going to raise the point made by my hon. Friend the Member for Winchester (Steve Brine) about business rates. Will the Minister explain what help she is giving to local authorities to help providers deliver the expanded childcare offer to parents?
At the moment, the way the policy works is that providers have to pass on at least 95%, and can keep 5%, of the funding rates that they are given. Most pass on more—from our returns, most pass on 97%—but they can use the additional money for the administration of payments and such.

Commons ChamberLet me take the opportunity to thank all those working in this sector. I know they do incredible work, and it is difficult with the spike in inflation and the rising cost of energy. We always monitor the situation and sufficiency of places. We have spent £3.5 billion in each of the past three years, and we have provided support with energy bills. We are focused on halving inflation, but we recognise the challenges and will always do more. I am very happy to meet the hon. Gentleman.

Commons ChamberIn December, I announced a further 239 schools that will benefit from large-scale rebuilding and refurbishment projects as part of our school rebuilding programme, which will transform 500 schools across the country. I saw the huge impact that our investments are having at Coundon Court, where I met the headteacher Mr Heal and his students, who were very excited at the prospect of their new classrooms and design and tech and science labs. As Conservatives, we are investing in the future not only of the next generation, but of generations to come. On top of that, we have allocated more than £13 billion to improving school buildings since 2015, including £1.8 billion this year.
My Department is working closely with heritage and planning officers to ensure that we can address the condition of Smithdon High School as quickly as possible, while recognising the listed status of the buildings. We are working on the project with Historic England and the Twentieth Century Society, and we would be very happy to meet my hon. Friend and provide an update on progress.
In Hyndburn and Haslingden, we received the fantastic news just before Christmas that the Hyndburn Academy and Haslingden High School will be included in the next round of the school rebuilding programme. I eagerly await the next round so that schools in my patch, such as The Hollins, can apply. Can my right hon. Friend confirm whether school rebuilding programme funding can be used, in conjunction with other investment, for initiatives that benefit not only the school but the wider community?
I thank my hon. Friend for her excellent question. We encourage schools to play a positive role in their community, and many choose to provide access to sports and other facilities. The school rebuilding programme directly commissions projects rather than providing funding to schools, so, where feasible, we include additional facilities beyond the scope of a project, if it is funded by the local trust or the local authority. We are interested in making sure that school facilities benefit the wider community.

Commons ChamberThe hon. Lady makes an important point, and that is why we set up the skills and productivity board to look at some of the challenges. For many businesses, one challenge is that they are not necessarily looking at taking people on through a graduate route, where someone has to learn skills over a three-year period; often, they are looking for much smaller, bite-sized training. That is why the boot camps that we are launching in areas such as digital training and advanced engineering are so incredibly important, to ensure that the sector has the responsiveness it needs to satisfy the skills needs that so many businesses in her constituency are crying out for.
A transformed further education system has the potential to unlock opportunity for so many young people, both in Hyndburn and Haslingden and across the country, by equipping them with the skills and training that they need to secure the jobs they want for the future. Does my right hon. Friend agree that, as we look towards our economic recovery, investing in further education has never been more important?
My hon. Friend is so right, and many young people in her constituency will be looking for the opportunity to unlock their true potential. That will not always be through a university degree; so often, it is through our amazing further education colleges, which deliver for their communities. Making this investment and these reforms will enable them to go from strength to strength, while being absolutely rooted in the needs of the local economy. Let us make sure that we are training our young people with the skills that they need in order to get the jobs that are out there, as against skills that lead to no jobs.

Commons ChamberAt every stage, we want to support all those schools that have been impacted by the pandemic, whether they are in east Hull or east London, whether they are in the east of England, the south-west, the north-east or the north-west. We will continue to deliver that support not only to schools, but, most importantly, to children.
I have been on many calls with my local schools—Mr Speaker, as you represent a Lancashire seat, your schools will face the same difficulties—where our infection rate has meant that local pupils have had to isolate more than once and their education has been severely disrupted. Will my right hon. Friend reassure me that if the disruption caused by the pandemic continues into next year, it will be monitored and assessed and, if needs be, further measures could be introduced?
That is why we established the expert group to look at some of the challenges, including the ongoing challenges, as it is not always possible to predict the course that the pandemic will take. There is a great deal of optimism and excitement about the future with the roll-out of a vaccine, but we need to continue to monitor the challenges we face as a result of the pandemic. If extra measures need to be added, we would certainly not be blinkered or ignore such other measures that were needed.

Commons ChamberMy right hon. Friend raises the vital point that we need to ensure that we have continuity of education. I think every Member of this House recognises the value that all children gain from being in school with their teachers and having the opportunity to learn, and that is why issuing the direction of continuity of education and ensuring that schools are held accountable for delivering education even if pupils are having to isolate at home is so incredibly important. We need to ensure that every child, whether they are in the classroom or at home, is getting the education that they require.
High-quality childcare supports children’s development and helps parents to work, and we are therefore continuing to bulk-buy childcare hours from the sector at pre-covid levels, even if providers had closed due to the pandemic. Some 708,000 children attended an early years setting on 1 October, which is an increase of about 300,000 compared with the end of the summer term. We have also encouraged schools to ensure that after-school and breakfast clubs are reopening.
Many residents in Hyndburn and Haslingden have contacted me regarding our manifesto commitment to delivering a £1 billion flexible childcare fund to support parents and children with holiday and wraparound care. What progress is being made on delivering on that promise?
I thank my hon. Friend for raising such an important question. We know that families want to be able to access affordable out-of-school childcare, and that is particularly important during the school summer holidays, so our manifesto commitment is to establish a new £1 billion fund from next year to help to create more accessible childcare, including before school, after school and in the summer school holidays. As with all future commitments, this is dependent on the outcome of the spending review, and I hope to be able to update the House with further details following the spending review.

Commons ChamberFirst, I would like to thank all the teachers and members of staff in our local schools, colleges and sixth forms across Hyndburn and Haslingden who have worked tirelessly throughout this pandemic. The class of 2020—and, in fact, all students—have been some of the most affected by this pandemic, with exams cancelled and schools closed. Those moving from primary to high school or high school to college have missed out on all the events that take place during that time—proms, leavers assemblies and those final days with close friends.
I spent most of my week on the phone to pupils and parents, trying to assist those who had potentially lost their place at university and feeding into the Department the effect of this algorithm on the hard-working pupils in Hyndburn and Haslingden. One parent I spoke to in my constituency, Paul Fury, told me about his wonderful and talented son, Joe, who was predicted top grades throughout but received lower, threatening his future and risking his position on his degree apprenticeship. Joe contacted me this week to let me know that he received final confirmation last Thursday for his degree apprenticeship, and I know that this young man has a brilliant future ahead of him. That would not have happened if the Government had not changed their decision.
I recognised that something had gone wrong when I first spoke to Joe’s father and heard the heartbreak in his voice. I also spoke to local headteachers at Haslingden High School and at my former school, St Christopher’s. My former headteacher, Mr Jones, said: “I know that you share my passion for the liberating force of a good education. For the young people of Hyndburn and other parts of east Lancashire, St Christopher’s Sixth Form has sought to act as a beacon—a place where the levelling-up agenda can be seen in practice—and yet for this year’s students we risk snuffing out the beacon for good.”
As someone who knows the immense weight that exam results carry and who only took her final exam at university last year, I feel a deep sense of empathy for students across my constituency, and I wrote to the Secretary of State. The announcement was welcome. The Opposition constantly uses the phrase “U-turn”, but I personally think that, in the exceptional circumstances in which we find ourselves today, the fact that our Government are willing to listen and to change their approach when they recognise that something is not working is the right thing to do, even knowing that the Opposition will then chant in their numbers about a U-turn again.
It is vital that the Government take every step possible to ensure that students sitting exams next year will not be at any disadvantage in the future through the lack of teaching. I know that Ofqual is continuing to work with the Department. I truly believe that the Conservative party is a party of opportunity and that we cannot let this awful pandemic ruin the chances of this country’s future.

Commons ChamberAs I said, we have just announced £66 million of extra funding for the coming financial year, which means 8p an hour for early years providers in most local authorities. In addition, we have also announced a £60 million top-up for maintained nursery schools. We continue to monitor the marketplace to ensure that there is sufficient provision, and we keep that under review, but, as I said, a £66 million increase was agreed for the coming financial year.
It has been proposed that pupils at Broadfield Specialist School in my constituency relocate to Hameldon Community College in Burnley. Is my right hon. Friend the Secretary of State willing to work with me and others on the proposed move, to ensure that our children receive the best education and the support they need?
We understand that Lancashire County Council is consulting on the proposed change as part of a strategy to create an additional 60 special-school places in the local area. When such changes are proposed, the council must go through a formal consultation process. In doing so, it must take into account the views of all those affected by the proposal.
