Commons ChamberThe hon. Gentleman talks about political parties not making progress. May I draw his attention to the fact that the Scottish National party now has more members in Scotland than the Labour party, the Liberal Democrats and the Conservative party put together? It is currently polling more than 45%, and his party will be reduced to a rump in the general election, which is what it deserves for going into coalition with a party that people in Scotland did not vote for.
This debate has settled on three issues: the Barnett formula, more powers for Westminster, and, of course, the famous vow.
The hon. Gentleman makes the important point that the commitments made by leaders in the referendum played a part in its result and need to be honoured. To that extent, will he say to his new leader that she should honour the commitment made by her predecessor that this was a once-in-a-lifetime referendum, and that no means no?
I thank the hon. Gentleman for intervening before I made any points, because he has allowed me to say something that I had forgotten to include in my speech. He mentioned the “once in a generation” quote, but I think that must be seen in context—[Interruption.] I encourage the scoffing hon. Member for Dunfermline and West Fife (Thomas Docherty) to do the same, and to look on YouTube where he will find an interview between Jeremy Paxman and Alex Salmond from seven years ago. Mr Salmond was asked whether a referendum would be a once-in-a-generation event, or whatever, and he said that the referendum would either be once in a generation or when there was another electoral mandate for one. He was very clear on that. He said that in his view it should be once in a generation—[Interruption.] Again, Labour Members do not want to hear the truth; they want to invent their own history, and I encourage the hon. Gentleman to look at YouTube because it is clear. Alex Salmond said that a referendum would be dependent on another electoral mandate. He could not bind the hands of the Scottish National party or—more importantly—the wishes of the Scottish people. The next referendum will be when the Scottish people want one, and I hope the hon. Member for West Aberdeenshire and Kincardine (Sir Robert Smith) will be a decent enough democrat to accept that point. I am sure he will when he reflects on it, as will the scoffing Members on the Labour Front Bench.

Commons ChamberI assure the hon. Gentleman that the vow is unconditional. I think that I can also speak for the official Opposition on that. It was an unconditional vow from the Leader of the Opposition, the Deputy Prime Minister and the Prime Minister. The Scottish nationalists should stop pretending that people are reneging on the commitment when they are not.
I thank the Leader of the House for making it clear that the vow is unconditional and that the process for Scotland will go ahead as promised. Are not the interventions from the Scottish National party Members very telling in that they do not recognise the result of the referendum? If anything, the result of the referendum showed a clear desire to stay part of the United Kingdom. The merits of whatever happens in the process should be judged against that.
I respect the hon. Gentleman and I appreciate his contribution to the debate. The Smith commission has been set up to bring those different contributions together and to invite others into the process to ensure that people across Scotland can be part of creating the new settlement. The Smith commission fits exactly into the whole devolution cycle. We have set out the ideas, and Lord Smith has the slightly unenviable task of bringing us all together and sorting out a solution. I am delighted that the Scottish National party has chosen—for the first time ever in circumstances such as these—to be part of the process, and I look forward to working with John Swinney, Linda Fabiani and the others who have been appointed to work with Lord Smith to find the common ground that will be essential if we are to settle this issue in Scotland.
I thank my right hon. Friend for the measured way in which he has described the history of how the further powers were set out for people during the campaign, correcting some of the impressions that were given in the later coverage of the campaign. It is important to recognise that the powers are all predicated on the fact that the people of Scotland have chosen to remain part of the United Kingdom.
My hon. Friend is absolutely right. Those in the Scottish National party must remember that that was indeed the result.
Some concerns have been expressed about the timetable for the Smith commission, but we cannot win on that one. It will be seen either as far too short and too urgent, or as being kicked into the long grass and not being treated urgently enough. Lord Smith has a huge challenge on his plate, but I and my colleagues, including the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Gregg McClymont), are committed to ensuring that his job is made as easy as possible, so that we can get this new settlement.
My voice is central to this debate because that is what the English people wish. I am merely trying to interpret their wishes, and I am proud to be able to do so.
We are told by some that this is too difficult to do. It is not too difficult to do. It is very easy to define an English issue: it is an issue that has been devolved elsewhere. What it makes sense for Scotland to decide in Scotland, England should decide in England. We are told that there are complications involving different types of MP, but we have different types of MP today. We all have different rights, duties and responsibilities, depending on how much has been devolved. Some of us can deal with all the issues in our constituencies, but we have the advice and the votes of others from other parts of the country who cannot deal with all the issues in their constituencies because those issues have been devolved.
What I am concerned about is equality for the voters. We are now talking about offering income tax powers to Scotland, which I think will happen, because all the parties agree with a version of it. It would be grossly unfair if the voters of Scotland, by their majority, could instruct their Scottish Parliament on what income tax rate they wanted, while the voters of England, instructing their MPs, might not get their wishes by a majority, because Members from other parts of the country might come and vote for a higher rate in England than English MPs or their constituencies wanted. It would be unfair votes, and that is what we need to address.

Commons ChamberI commend the achievements mentioned by the hon. Member for Walsall South (Valerie Vaz)—I stress the reference to Walsall, after last week—and will raise the issues she has raised with ministerial colleagues and will ask them to write to her.
The Leader of the House will know how important local post offices are to many of our constituents around the country, especially in rural areas, and how welcome it is that the Government have made a commitment to having no post office closure programme. May we have an update from the Government on the new Post Office Local model, and particularly whether the Post Office is putting them into the right venues? The loss of services that come with the transition might not be appropriate in all cases.
My hon. Friend is right that we have committed ourselves to no wholesale closures of post offices such as those that we saw in previous Parliaments. I will raise the issue with the Secretary of State for Business, Innovation and Skills, who will be at the Dispatch Box on the first Thursday after we come back. I will see whether I can get a response before then.

Commons ChamberThis is probably the best laid out Order Paper that we have had for any such debate, as far as making things clear goes, and I congratulate the right hon. Gentleman on how he has set out the options—so that people understand them and know what they are voting for. I may have missed this earlier, but if people vote for any new hours when will they be implemented?
I thank the hon. Gentleman for the first part of his intervention. This way of proceeding was not without controversy, but I am pleased that he feels, as I do, that it is the best way of doing so. I am obliged to the Government and to the Backbench Business Committee, and the reason we are having this debate today—as I understand it, and I stand to be corrected by the Deputy Leader of the House—and, in effect, debating sitting hours ahead of some of the other recommendations in the Committee’s report is that if the House votes for any change, the Government and the House authorities will be able to put the necessary changes in place for when we return in October.
The hon. Lady might also feel that if she gets home a little earlier in the evening, perhaps she has more time to talk to her family.
It is important to remember that we are talking about the moment of interruption. When we bring forward the moment of interruption, as we have done on Wednesdays, the business managers often find it convenient to schedule business for after the moment of interruption, because the House is sitting more normal hours. There is no guarantee that people planning their diaries will know what time is available after the moment of interruption until the week before, when the business statement is made.

Commons ChamberThe Government have taken a number of steps to encourage charitable giving. We have made changes to the inheritance tax regime and made it easier for charities to claim back tax on small donations. As the hon. Lady knows, discussions are under way to see whether we can minimise the impact of the measures that my right hon. Friend the Chancellor announced in the Budget on charities that depend on large donations. However, it is right to expect those on high incomes to make some contribution, through income tax, towards the overheads of the country.
The Leader of the House will know how important business in the north-east of Scotland is to the Scottish and UK economies. May we have a debate on the roll-out of superfast broadband, to recognise the higher than average take-up of broadband in the north-east the first time round, to build on that demand and to recognise the importance of ensuring that those communities that were left behind last time are not left behind again?
As a Member with a rural constituency, I understand how important it is that people in such constituencies should be able to compete on equal terms with those who live in cities when it comes to accessing fast broadband. I welcome the roll-out in my hon. Friend’s constituency. I would welcome a debate early in the next Session, when we can outline the steps we have taken through the Department for Business, Innovation and Skills to encourage BT to roll out broadband and, where that is not an option, to encourage alternative suppliers.

Commons ChamberI hope that the hon. Gentleman will recognise some of the steps that we have introduced, such as the regional growth fund and the exemption from national insurance employers’ contributions for those outside the key areas to which he has referred and the launch of enterprise zones. I am sure that my right hon. Friend the Chancellor is alert to the importance of bridging the north-south divide to do more to help areas with high unemployment. The hon. Gentleman should await my right hon. Friend’s Budget statement.
Following the tragic news from Afghanistan about the loss of those brave soldiers’ lives and the murder of many civilians by an American soldier, and the discussions coming out of the United States about the future of Afghanistan, will the Leader of the House look in the forward programme and find time for a full debate in the House on our strategy in Afghanistan, both in the military and in development, and on the long-term future for Afghanistan?
We are committed to making regular quarterly statements on the position in Afghanistan. I think I am right in saying that one of those quarterly statements is due quite soon and there will then be an opportunity to ask my right hon. Friend the Secretary of State about those issues. I agree on the broader question and I hope that, if not in the immediate future then at some point in the new Session, we can have a broader debate about foreign policy in Afghanistan—and in Iraq, Syria and other places.

Commons ChamberIt is a delight to support my hon. Friend the Member for Harlow (Robert Halfon) in this very valuable debate. I accept completely the surprise expressed by the hon. Member for Dunfermline and West Fife (Thomas Docherty) at the fact that we are focusing on costings when there are so many savings to be made, but then I am surprised that the Commission is focusing on this issue. I wrote and elicited the response that it is costing us £1.5 million every year to have a break for two weeks just because we all choose to go off to party conferences. Surely in this day and age we can make that work. If we saved £1.5 million there, it would give us some spare money to keep the Clock Tower free and open to those who choose to go up it. The number of people who can go up the Clock Tower will always be limited to those able and fit enough to walk up the 344 steps—I have not done it yet—and because we need the clearances put on it.
Will the hon. Lady give way?
I will not give way, because I only have five minutes and many other colleagues wish to speak. I am sure that the hon. Gentleman was going to be helpful though.
There are so many other things that we can look at. I have asked various questions about costings here, and was amazed to find out that £750,000 was spent developing a crèche that is hardly ever used. Early-day motions cost Parliament £1 million. When EDMs started out, they were relatively few and far between. In 2009-10, they cost £87,000 but £776,000 to print. That is £1 million. Since then, we have developed online petitions, so there are other ways of flagging up issues of importance to members of the public. EDMs are an outmoded way of doing so. We could scrap them and save another £1 million. There are plenty of ways to save money in this place.
The savings to be made—or not made, if the figures drop off—from charging a mum, a dad and a couple of youngsters £60 to walk up the Clock Tower will be paltry. Potentially, it will cost that family even more if, as a consequence, fewer people go, because the administration costs will remain the same and therefore they will have to ratchet up the prices. It will become something that only wealthy people can do. Many people come here because they want to see inside this place. With great respect to hon. Members and interesting though many of our debates are, many people also come here because of Big Ben. It is in all the London guides that it is free to come in this place. It is one of the few places students can visit for free—the Crown Estate parks are another example of that.
If we are to save money, which I completely agree we have to do, do not let us pick on a relatively small saving in an area that delivers so much pleasure. Even those people, like me, who have not gone up the Clock Tower always believed that at least we could if we wished. That opportunity is there for visitors who might wish to watch a debate and look around the House, but who might also wish to say, “I went up Big Ben.” This is important. What happens once we start picking off little bits of the estate and saying, “We’re charging for this, and we’re charging for that”?
There is some confusion about the fact that we already charge for tours in the summer recess. I say to hon. Members who raised this point, however, that constituents can visit for free on only three mornings a week unless accompanied by their Member of Parliament, in which case it is free with the tour. For most of the summer, then, constituents could be in the barmy position of having to pay to come into the House of Commons, because their MP is not there to accompany them, but then being able to go up the Clock Tower for free. There are daft anomalies in this place, but I do not think that we should be picking on a very small saving when we could be looking at so many other low-hanging fruits which would save a lot of money.
Unfortunately, we are sending the message that this iconic part of our British heritage is closed for business unless someone can afford to pay. That is a bad message to give, and I hope that the House votes for the motion. We do not want to send this back to the Commission. It could have tackled many other bigger issues but it picked this one. It was the wrong one to pick, and the House should be the decider of that.

Commons ChamberMy hon. Friend the Deputy Leader of the House, who is taking an active part in proceedings on the Bill, has noted the hon. Gentleman’s point. To answer his first question—yes, there were consultations and discussions with the Scottish Parliament in relation to those provisions of the Bill.
The Government made clear yesterday their desire to see the private sector grow, increase employment and rebuild the economy. My constituency has the world centre of excellence for subsea engineering that supports the global oil and gas industry—an industry that needs to meet contracts at short notice anywhere in the world. Can the Leader of the House arrange for a ministerial statement to reassure investors in that industry that they will be able to continue to locate in this country, and still be able to move key skilled people in and out of this country at short notice?
I understand the importance of that industry to those who work in my hon. Friend’s constituency. I will raise with my hon. Friend the Minister for Immigration the question of the cap on non-EU work permits, if that is the specific issue that my hon. Friend the Member for West Aberdeenshire and Kincardine (Sir Robert Smith) is raising. There will be a further opportunity to raise the matter on the Floor of the House at Home Office questions on 18 November.

Commons ChamberAs the hon. Lady said, we have just had a 90-minute debate in Westminster Hall on the Building Schools for the Future programme. I will convey her particular request for a meeting with my hon. Friend the Under-Secretary. I know that, as a rule, he is more than happy to meet hon. Members from both sides of the House, and I am sure that he will readily agree, particularly when he reads Hansard tomorrow morning, that a meeting with the hon. Lady would be appropriate.
The Leader of the House will know how important the post office network is to many of our constituents, particularly those receiving benefits. The Department for Work and Pensions has put out for tender on the cheques received by those who cannot cope with the card account. Will he ensure that we get a statement before the recess from the DWP on the access criteria it will use in judging that, so that those people can still use the post office network to access their benefits?
I am grateful to my hon. Friend for making that point. I will contact the Secretary of State for Work and Pensions to see whether my hon. Friend and the House can be given the relevant information before we rise on Tuesday.
