Commons ChamberThe last Government had 14 years—or at least four years, since the EU settlement scheme was introduced—to deal with some of these issues. We take very seriously the need to speed up and improve enforcement of returns for those who have no right to be here. The immigration system and the asylum system can only work and command public confidence if the rules are respected and enforced. That means that if someone does not have a right to be here, there should be proper enforcement. We are working to speed up enforcement, which is why there was a significant increase in returns over the summer, but we will continue to do so, and we will continue to consider what further amendments can be made to improve matters.
The Home Secretary has quite rightly lambasted the absolute failures of the last Government on mass immigration, but could she comment on whether people in the Home Office will be held accountable for allowing systems and controls to crumble in the last five years, and on whether people in the Office for National Statistics will be held accountable for getting their numbers wrong by almost a quarter of a million people in just one year?
Conservative Ministers made policy decisions that they asked Home Office officials to implement. Fundamentally, the Conservative Government need to take responsibility for policy decisions that they made in 2021, which led to a big increase in migration for work, for example, and a big increase in the net migration numbers, at the same time as training was being cut in the UK. That has had damaging consequences for confidence and trust, but also for the functioning of the UK economy and labour market, because we should be doing far more to train people in everything from engineering to construction. There are a whole series of different areas where we should increase training here in the UK.

I thank my hon. Friend for his question and for his service. We will all benefit from having him in the House, sharing his experience and knowledge. The police reform agenda, as set out in the Home Secretary’s speech and the written ministerial statement yesterday, is about resetting that relationship with the police. We want to work with the police. This is not about doing things to the police, but about working collectively to get the very best police service for this country, for today, tomorrow and the years ahead.
My residents in Boston and Skegness want the police on the streets, preventing antisocial behaviour and crime. They do not want our valuable police resources wasted on monitoring tweets for non-crime hate incidents, threatening and bullying residents, and then that record remaining on a database, which can prevent people from getting a job in the future. It is a complete waste of time. Will the Minister and the Home Office scrap those guidelines as an unnecessary use of valuable time and resources?
This Government have been very clear about their priorities on policing. In our safer streets mission, we have set out that we will halve violence against women and girls and knife crime over the next decade, we will restore public confidence in the criminal justice system, particularly in the police, and we will introduce neighbourhood policing, which we know to be the bedrock of policing in this country and the area in which most people want to see investment. Those are our priorities, as the Prime Minister and the Home Secretary have said, and that is where the focus and attention of the police needs to be.

Commons ChamberFor the integrity of any asylum system, it is important that a person who is not granted asylum recognises that they do not have the right to stay in the country. Hopefully they will leave voluntarily; if not, they will be removed. Immigration enforcement, which operates out of the Home Office, is focused on increasing total returns. As I said, they are up 19% on the same period last year, and we intend to double down and carry on.
In Boston and Skegness, we want the use of hotels by asylum seekers to stop, as is the case across the country. Under the previous Labour Government 20 years ago, processes and applications were dealt with within three to four weeks, including appeals, and only about 20% of applications were granted asylum. When will the Minister and the Home Office get back to the sensible workmanlike processes that worked 20 year ago?
We are working on it, but, as the hon. Gentleman knows, we have inherited a huge mess with large backlogs that are not easy to clear.

Families often face some of the most challenging burdens and pressures, and we hear from police officers that their concern about the impact on their families often affects them strongly. That is why the presumption of anonymity to the point of conviction is really important to support families, as well as officers.
First, I put on the record my support and gratitude to all our frontline police officers in the firearms departments for the difficult, challenging and high-pressure work that they do, including Sergeant Blake and his family. There is much to commend in your statement, Home Secretary, so I welcome it, particularly the anonymity for officers facing investigation and the timeline for the review, which is really important.
Two critical words came up in your statement: “confidence” and “accountability”. There is a lot of concern that confidence in the Independent Office for Police Conduct and in the Crown Prosecution Service is falling. In fact, among police officers, particularly those in the firearms departments, confidence is frankly collapsing, and that is not a good place to be. Even the jury in the Chris Kaba case wrote a letter to the judge—they wanted it to be read out, but he decided not to—in which they expressed astonishment and a lack of confidence in the IOPC and the CPS. The point about accountability relates not just to police officers, but to the IOPC and the CPS. Does the Home Secretary still have confidence in the leadership of the IOPC and the CPS, or should that be changed?

Does the Home Secretary share my deep concerns about two-tier justice, given that some people who say some bad, stupid things on social media can be arrested, charged and jailed within a matter of weeks, but some people who brutally and violently assault police officers have not even been charged many months later?
The hon. Member will know that in this country we have operational independence for the police, and independence for the Crown Prosecution Service and the courts. I strongly support police officers, who have faced cases of the most disgraceful violence and attacks. It is important that we support our police in the face of those attacks and ensure that they have the whole community behind them.

Commons ChamberThe hon. Member may know that a review on pornography was established under the Conservative Government. That is due to report in the autumn, and we look forward to its conclusions. Let me take the opportunity to say that we will work with anyone on tackling violence against women and girls. Far too little has been done for too long, and we have inherited a legacy of far too much damage, but we want to pull everyone together to tackle this terrible crime.
Does the Home Secretary agree that it is shocking when there is violence against female emergency workers? How committed is she to ensuring that perpetrators face the full weight of the law?
Women must have the protection of the law wherever they face violence. That includes women emergency service workers, women police officers, and women shop workers who face violence in their job. That is one of the reasons why we are strengthening the law on assaults against shop workers, which particularly affect women at work, and why we need stronger action in policing. Too often, violence against women and girls has been seen as an inevitability, rather than a national emergency on which we need much stronger action.

Commons ChamberMay I congratulate the hon. Member for Darlington (Lola McEvoy), my hon. Friend the Member for Clacton (Nigel Farage) and others on their excellent maiden speeches?
It is a great honour to represent Boston and Skegness, which I believe is the most fertile constituency in the country. I refer of course to the productivity of the amazing agricultural farmland in the constituency. At the heart of it is Batemans Brewery, a fantastic family brewery launched in 1874.
Good beer indeed. There is the extraordinary engineering feature of a lattice of ditches, dykes, drains, rivers and havens that ensure that the farmland is productive.
At the eastern end of this great constituency is sunny Skegness, where millions go for their holidays every year—the home of the first Butlin’s, in 1936—and where the fourth longest pier in the country was built in the late 1880s. It is an extraordinary and remarkable town. It has the benefit of producing what I think is possibly the best value, most delicious and greatest portions of ice cream, to which I am very partial.
If we head west from Skegness, over the farmland, we reach the historic market town of Boston. It has the tallest parish church tower in England—known as “the Stump”—built over 500 years ago. A couple of hundred years ago, Boston was the largest trading port outside London. Of course, it was Bostonians who, in 1630, left the Isle of Wight for north America, where they established Boston, Massachusetts. It is a remarkable constituency that I am proud to represent.
I pay tribute to my predecessor, Mr Matt Warman, who was the MP for nine years. His legacy is in healthcare in particular. We are building at the moment a £40 million accident and emergency facility—he played a role in that. He saved a children’s unit from closing, and he had a significant role in securing the diagnostics care unit that is under construction. Those are great achievements.
There is a reason I overturned the largest ever Conservative majority in the country. Despite the Jolly Fisherman being the symbol of Skegness, my constituents are not feeling very jolly at the moment. Seven out of 10 of them voted to leave the European Union. They trusted the previous Government—they took them at their word—but they now feel a sense of political betrayal in a number of areas.
The first people who are not very jolly are the fishermen themselves, who feel that various bureaucrats including the Environment Agency, Natural England and the Inshore Fisheries and Conservation Authorities are acting so as to try to suppress or destroy this great industry for our seafaring nation, one that produces food and generates great revenues. In addition, bureaucrats are making the issue of flooding a serious problem in my constituency. Thousands of homes have been flooded, and with a failure to properly maintain sea level defences, tens of thousands of homes are at risk, again because of bureaucracy and inertia. Another reason why my constituents are really quite grumpy is that the stupid net zero policies will result in hundreds of massive, ugly pylons blighting the environment and countryside of my constituency, as well as solar farms planned on incredibly productive agricultural farmland. It is absolute idiocy.
Then, of course, there is another big issue that is making my constituents very grumpy indeed. One of the slogans for leaving the European Union was to take back control. The previous Government promised it; do you remember that slogan? It was about money, laws and borders—yes, borders. It was about controlling immigration and having smart immigration—working, integrating and speaking the language—which we should all agree is a great thing. Instead, the previous Government opened the doors to mass immigration, with significant consequences for towns such as Boston and other towns up and down the country.
I will give Members an example. Every morning in the centre of Boston, dozens and dozens of east Europeans arrive in the marketplace with nothing to do. They have been hoofed out of the houses in multiple occupation where they are hot-bedding—two or three shifts a day on the same mattresses—because of mass, uncontrolled immigration. They have got nothing to do, and they have been aided and abetted in coming to the UK by false promises made by morally bankrupt businesses, which are helping them to get national insurance numbers for overseas persons under a scheme that we thought had closed.
We thought the EU settlement scheme had closed, but it turns out that it has not. If someone fibs about how much time they have spent here before 2020, they can still apply, so many are still arriving, and they are not integrating. They are not learning the language, and regrettably, it creates an intimidating atmosphere in the centre of the town—I know this goes on elsewhere. The implication is most seriously felt by women who work in the town centre, who feel unsafe leaving their place of work, and by constituents who do not want to go into the centre of this great market town at night because they fear, frankly, that it is not safe. When they go there at night, there is no chance of seeing any police whatsoever—I have been there on a number of occasions. What those people will see is drug dealers in the centre of the marketplace, plying their hideous, vile trade night in and night out. That is completely unacceptable.
During the election campaign, I went to numerous houses; for example, there was one where seven people were living in a house with two bedrooms. It was a Bulgarian family, and only one member of that family spoke any English at all. They said, “We’re here to claim benefits—your health benefits and housing benefits. We would prefer it in Bulgaria, but we want to take your benefits and then send the money home.” That is what is going on up and down the country, and it is completely unacceptable. [Interruption.] There is muttering—the truth hurts. The establishment do not want to talk about this, do they?
Order. The convention is that during maiden speeches, everybody keeps very quiet. Whatever you think of what is being said, for a maiden speech, keep quiet.
I repeat that smart immigration—working, integrating, speaking the language—is a great thing, but there are serious consequences of uncontrolled mass immigration.
As Member of Parliament for this great constituency, my objectives are to attract more business and more investment. The great port of Boston needs to grow and expand, and we want more infrastructure—for example, a new bypass around Boston itself. With these things, my constituency of Boston and Skegness can be great once again.

Commons ChamberMy hon. Friend is right; it is really important that we try to clear the backlog as rapidly as possible. It includes some people who are very vulnerable and may be in need of support. It also includes people who should not be in the UK, and the system should operate fairly so that they are swiftly returned. But we actually have to get back to decision making. I thought I would be coming to this Dispatch Box and saying, “Well, what we want to do is to speed up or accelerate decision making.” I did not think I would be standing at this Dispatch Box saying, “No, no, we actually have to restart asylum decision making in the first place, because the Conservatives just stopped it.” I really had not expected that. It really is far more shocking than I had imagined, and I really thought I had a good imagination.
When you take a drug dealer off the street corner, guess what: another one appears, because of the vile drugs trade and the amount of money involved. My constituents in Boston and Skegness believe it is exactly the same with trying the Home Secretary’s policy of smashing the gangs. If she smashes one gang, it is like a game of whack-a-mole: another one will appear and then another one, because there is so much money involved. Here is the point: how long will the Home Secretary give her policy before realising that the only policy that will work is the one she actually started last week, which is to pick people up and take them back to France, which we are entitled to do under international maritime law? It will help British citizens, help British taxpayers and help the French, and it will reduce the magnet factor.
I say to the hon. Member that no one should be making these dangerous journeys, and the criminal gangs are making massive profits from organising these boats. I just do not think they should be able to get away with it, and they are at the moment. We should be taking action against those criminal gangs, and I simply do not accept that it is impossible to go after them. We must ensure that we take action not just on the gangs themselves, but on their supply chains, the routes the boats are taking and their finances, and that we properly and substantially increase law enforcement resources. As hon. Members will know, we have had cases where journalists have identified smugglers and those responsible for being involved in some of the smuggler gangs, and I think those gang members should be facing law enforcement. It is essential that we do this. This is about properly standing up for the rule of law, as well as making sure that we do everything we can to prevent these dangerous small boat crossings.
