Thank you, Madam Deputy Speaker.
As has been mentioned, the alignment with the tax-free threshold should also help with the future plans to simplify the tax system. We had a bit of a discussion on this last week, but it is important in today’s debate again to raise the prospect of simplifying the tax system—more should be done in that area—by merging income tax and national insurance together. That is why I am disappointed that more Opposition Members are not here to discuss it. Last week, we had a semi-healthy discussion about it. It is out of the scope of this Bill to table an amendment to bring those two taxes together, but I urge those on the Treasury Bench—I would also be happy to work with other colleagues on this—to consider taking that up in advance of the spring Budget. Much more can be done here. Such a move would simplify taxes for the entrepreneurs and self-employed even further. As we know, when we come to the end of the tax year they are constantly having to do all sorts of things to satisfy His Majesty’s Revenue and Customs.
In 2012, I asked the Treasury a written question on integrating those taxes, and the then Exchequer Secretary replied by stating:
“Since Budget 2011, the Government have engaged extensively with stakeholders to develop options for operational integration of Income Tax and National Insurance Contributions. As many stakeholders have recognised, this is a complex issue with potentially significant implications for employers’ payroll operations. The Government will provide an update on this work later in the autumn. As we have already made clear, this is a long-term reform on which the Government will proceed carefully.”
That was a long time ago—it was 11 years ago. Although this is a complex issue, I maintain that such a move would help to simplify the tax system. I know that the Treasury Committee has looked at this area, and my hon. Friend the Member for West Worcestershire (Harriett Baldwin) touched on it today. Such a move would help to make payroll much easier for businesses, and allow them to co-ordinate income and revenue in a much more straightforward way.
Although this next issue may not be directly within the Bill’s scope, it does relate to NICs. I would therefore like to take the opportunity to restate for Treasury Ministers the position on fiscal drag. The OBR forecasts show that a freezing of the NICs thresholds and the income tax thresholds will, relative to consumer prices index inflation, and after taking into account the tax cuts here, bring in an estimated £27 billion in the next fiscal year, 2024-25, with this rising to nearly £45 billion more for the Exchequer in 2028-29. The OBR is clear on that. Ministers know my views: as we go into spring next year, and as the economy grows and more revenues come in, I urge them to look at this area all over again.
This Bill is welcome. It is a positive step in the right direction, along with the entire autumn statement. I commend my colleagues for the work they have done on it. The speed at which the Government are acting to bring forward the benefits of the NI changes and get them into pay packets as early as possible is right; it is commendable and should be supported, as I hope it will be by all colleagues in the House. The Government must continue to look at further steps. We want more economic growth. We are pioneers when it comes to innovation and small business. We need to find other ways to lower taxes so that people can keep more of their earnings and, importantly, we ensure that our economy is match-fit for the future so that it continues to grow.

Commons ChamberI thank my right hon. Friend for his intervention. He and I spent a great deal of time discussing policing powers and what more we could do to strengthen them in relation to all aspects of criminality. The Bill rightly includes some safeguards, but there are measures in place already. We need to understand how the proposed powers will work—how their use will be authorised, and in what circumstances. The Bill is at an early stage, and it will obviously be scrutinised in Committee, but there are questions that need to be answered. We welcome those discussions.
I will say a few words about the provisions relating to nuisance begging and rough sleeping. I have listened with interest to the comments that have already been made about this issue on both sides of the Chamber. Members will recall that the Police, Crime, Sentencing and Courts Act 2022 contained provisions to repeal the Vagrancy Act 1824, which is nearly 200 years old. I and my colleagues in the Government at the time worked with all Members of the House on that—it was right that the repeal took place—and we spoke about the replacement legislation as it came forward.
No one in the House would dispute that dealing with homelessness is a difficult, sensitive and highly complex issue. I worked with Government, local authorities and charities on these issues as Home Secretary, as did my former ministerial colleagues. In particular, we looked to provide resources and the right kinds of interventions to support those sleeping rough on our streets. Project ADDER was brought in to deal with a lot of the addiction issues that are associated with homelessness. That is an incredibly successful programme that works with local authorities. The Government must invest more in it and roll it out further.
I recall working on this issue with my right hon. Friend the Member for North West Hampshire (Kit Malthouse), who was then Policing Minister. He brought his London experience to the fore regarding problems in central London. There were some specific cases of begging and homelessness on Park Lane, and we were able to address those issues and deal with rough sleeping, which was causing a lot of problems in that community, by bringing in the police and Westminster City Council and taking some proactive measures. There are also some incredible charities doing outreach work in London and across the community, in particular those that engage with rough sleeping.
We should reflect on the fact that this issue involves some veterans with complex needs, including the challenges posed by mental health issues, as well as some individuals who need trauma-informed support. We need to invest time across different Departments and agencies to tackle this problem, rather than looking at it just in the context of a criminal justice Bill. It is right that the Government look at the legislation required to prevent rough sleeping, and it is also essential that they bring in measures from other Departments to provide the right help and support. It will be interesting to hear from Ministers about the work that will take place in this area and to hear some of their reassurances.
I would like to touch on the point my hon. Friend the Member for Gloucester (Richard Graham) made about spiking. Some work on that has taken place already, and we have met victims of this horrendous crime and campaigners against it. I had the privilege of working with the police on spiking issues, and in fact with Assistant Chief Constable Maggie Blyth, who was brought in to support all the work on violence against women and girls in particular.
During my tenure as Home Secretary, we certainly introduced new restrictions on some of the drugs used for spiking, and we brought in tougher sentences. We also reviewed whether a new and specific offence was needed. One has not been brought forward, but it is subject to debate, and the Policing Minister is familiar with all this. As the Bill progresses, it will be interesting to see where the Government take this issue, particularly because it is difficult to track, as we know from policing data. We should recognise that as a House, but we want to do more to prevent further victims of spiking, and we need to come together to look at what practical measures can be put in place.
I look forward to working with Ministers. We have a very strong team, who will be very diligent when it comes to both building on previous measures and looking to strengthen the Bill to bring in proper practical measures. No one would dispute that the country wants robust action when it comes to going after offenders and punishing those who do dreadful things across our communities, leaving victims harmed. It is right that the Government bring in this Bill and it is right that we work collectively to strengthen our laws, but we do need practical measures to make sure that the legislation actually delivers for victims. We want fewer victims of crime, and we want to protect our communities and strengthen our safety.

Commons ChamberMy right hon. Friend makes some very important points. He speaks of the generosity of our country, and I stand by that. I think this Government’s record speaks very strongly on supporting people from Afghanistan, Syria, Hong Kong, Ukraine, and the hundreds of thousands of people whom we have supported. He rightly speaks about our domestic courts in the same way as I did in my statement, and it is important to note that the courts have not challenged the legality of our policy.
In fact, I use this moment to pay tribute, which the Opposition parties will not do, to our officials in the Home Office, both in-country and here, for their work on developing the programme and on evidencing the legality of the policy, and how they have worked with Rwanda as a country on its capability and capacity to house people.
These arguments have been challenged in the courts and they have been well heard in the courts. If I may make one final point, our domestic courts have been transparent in their decision making and how they have communicated their verdicts from the High Court, the Supreme Court and the Court of Appeal. What is concerning is the opaque nature of the conduct of last night’s appeal by the European Court of Human Rights in the way that it informed the UK Government about one individual. It is now right that we spend time going back to that Court to get the grounds upon which it made its decision.
My party continues to deplore this unworkable, illegal and immoral policy. It does nothing to stop smugglers and it inflicts serious harm on victims, despite the Home Secretary’s cloud cuckoo land description of it. We wholeheartedly welcome the cancellation of this flight, and we condemn the reckless approach that the Home Secretary has taken to taxpayers’ money and, more importantly, to the rule of law.
May I take a moment to commend the lawyers involved for their incredible work in the face of some utterly inappropriate commentary from the top of Government? Will the Home Secretary tell her colleagues to heed the call from the Law Society and the Bar Council, and stop attacks on legal professionals who are simply doing their job?
It is not the lawyers who caused this flight to be cancelled nor any court; this flight was stopped because of the stench of yet more Government illegality. [Interruption.] It was. Even the most ardent supporters of this dreadful policy must recognise that there is, to put it mildly, massive dubiety over its lawfulness. The UNHCR, the guardian of the refugee convention, is clear that this is in breach of it. To seek to press ahead before the courts have concluded that issue either way was a reckless waste of taxpayers’ money and shows again this Government’s total disregard for the rule of law.
The Home Secretary should call this off now, and wait for that Court ruling. That is all we are asking for in the meantime. She should start answering the basic questions that we did not get answers to on Monday, such as about oversight, age assessments, and screening for torture survivors and trafficking victims. This is a dreadful mess.
Inevitably, this pitiful policy failure will now, wrongly, be blamed by the usual suspects on the European convention on human rights, so will the Home Secretary recognise what the Prime Minister previously said about the convention being a “great thing”? Will she recognise its importance for devolution, for the Good Friday agreement and for the trade and co-operation agreement, and call off the agitators in her party who want the UK to follow Russia and Belarus through the exit door and on to pariah state status?
I thank my hon. Friend for the very thoughtful way in which she has made her points and asked her question. In particular, I want to pay tribute to her and to her constituents, because they are on the frontline. I have spent a great deal of time both in my hon. Friend’s constituency and with her, and with the professionals in her constituency—not just in Border Force or on the frontline on the coast, but in her local authority—who do a great deal of work when it comes to housing, providing sanctuary and providing support. We should take this moment to pay tribute to them, because they are on the frontline day in and day out, it is fair to say. I also want to commend them for the way they work with Home Office officials and our operational teams.
My hon. Friend speaks very strongly and powerfully about the lives that have been lost, and I think the House should recognise that this is not just about those crossing the channel. It is about those crossing the Mediterranean, going through European countries and sometimes even those going through parts of Africa and the Sahel. The conditions are absolutely appalling. On that journey I have just spelt out—from north Africa and the Sahel, crossing the Mediterranean and going to EU member states—the EU member states are safe countries, and this is the model that we have to break.
It is a fact—we know this through intelligence work and the UK intelligence network—that a lot of those gangs are based in European member states. While I cannot speak in more detail about the wider work that has taken place, a lot of good, solid co-operation led by this Government has spurred action in EU member states to deal with the smuggling gangs, go after the smugglers, and ensure they are prosecuted.

The permanent secretary refused to sign off the Rwanda policy on the basis of a lack of evidence of value for money for the taxpayer. That is only the second time in 30 years that the most senior civil servant in the Home Office has had to be ordered by the Home Secretary to implement a policy.
In light of those concerns about wasting public money, will the Home Secretary confirm that on top of the payment of £120 million to Rwanda, the taxpayer will also now be picking up the £0.5 million cost of the flight last night, and all subsequent charter planes, whether they take off or not? Will there be additional payments to Rwanda for people whom Rwanda is expecting, whether or not those people actually arrive?

Commons ChamberI thank my hon. Friend for his intervention on this very point. This is an area of great interest, primarily because of the type of cases we have seen. There is no question about that. I am afraid I have been subject to too many examples of cases of this nature. I am more than happy to speak to him and others about this. We need to get the approach right, and we will. People do move forward and change in life, but that is a separate issue. As was mentioned earlier, currently we are trying to address specific lacunae.
This Bill will amend the Serious Crime Act 2007 to better protect those in the security and intelligence agencies and the Ministry of Defence when discharging vital national security functions. It will also enable more effective joined-up working with international partners to improve not only our operational agility, which my right hon. Friend the Member for South Holland and The Deepings (Sir John Hayes) has already touched on, but how we can be flexible going forward to address the changing landscape of threats.
It is worth remembering that things and situations can change for the better, as well as for the worse. Some of the UK’s closest allies today are countries with whom we have fought wars in the past, and we regularly develop new tools to keep us safe. The point is that none of this happens by chance. We should all reflect that when the Berlin wall fell back in 1989, some people thought that liberal democracy had won and history as we knew it then was at an end, yet this year, as we all know, Russia launched an unprovoked war against a neighbour.
It is right that we are vigilant, and we have to be vigilant every day, all the time. We cannot think in terms of just keeping up—we have to be several steps ahead. That is why the Bill is state-agnostic, but we need to be ready to face threats from wherever they may emanate, and the threat landscape is changing.
Keeping our country safe is not exclusively a matter for Government. It is also a matter for us as legislators. It is vital to come together on these measures and, as I have said several times, the measures in the Bill were drawn up after extensive consultation. They will mean that our courageous law enforcement and intelligence agencies will have the powers they need to keep us safe. We will have the ability to bring those who mean us harm to justice and, at the same time, to evolve and respond in an agile way to those threats. I urge the whole House to send a clear message to our adversaries that we will put the safety of the British people first by getting behind the Bill. I commend it to the House.

Commons ChamberIt is absolutely right that we look at every single measure and approach to ensure that victims of rape receive justice. As the hon. Gentleman will know, the rape review is taking place and will soon be published.
We want to improve accessibility to our justice system for people with disabilities. Reasonable adjustments can be made for most people with disabilities to enable them to complete jury service. However, the law has to date prevented deaf people who require the services of a sign language interpreter from having an interpreter in a jury deliberation room with them. We are changing that to ensure that all deaf individuals are able to serve as jurors unless the circumstances of a particular case mean that it would not be in the interests of justice for them to do so.
As I said at the beginning, this Government were elected on a clear manifesto commitment to keep our country safe. That is what the British people rightly expect, and that is what this Bill will deliver, by supporting the police, by preventing and cutting crime and by restoring confidence in the criminal justice system, because giving people the security they need to live their lives as they choose is an essential part of our freedom. As we emerge from the coronavirus pandemic, we will build back safer and increase the safety and security of our citizens. This Bill will enable us to do exactly that, and I commend it to the House.
I should inform Members that we will start with a time limit of five minutes, but it will go down very quickly to three minutes.

Commons ChamberWith respect to the right hon. Lady, I urge her not to be so judgmental with regards to the events on Saturday evening until we see the report that comes from Her Majesty’s inspectorate of constabulary. She will have plenty of opportunity to discuss protest and police powers during the passage of the Bill, but I would like to say this: in recent years, we have seen a significant change in protest tactics, which has led to disruption and also to violence and people’s lives being endangered. I look forward to the debate with her on this particular point later on, but she is absolutely wrong in her characterisation of the measures we are introducing.
Before I call the next speaker, I just say that I am very keen to ensure we get everybody in during this important statement. I ask colleagues to be fairly brief with their questions and their answers as well.
I thank my right hon. Friend for her points, and obviously the importance and significance of the VAWG consultation and the fact that that has been reopened. Let me give her an assurance that the crime and justice taskforce is not a male show at all. I am obviously a part of that, as is the safeguarding Minister. There are many other agencies and parties involved, including the first female Metropolitan police commissioner, so there are a range of voices. Again, I urge people not to be too judgmental and assume that all the work that takes place in government is just by men, because it is not.
Again, just a reminder to colleagues that we need to be quite brief in our questions if we are going to be able to get everybody in, which I want to do. I am sure the way will be led by Kim Johnson.
No one should be patronised or silenced, which is why we have reopened the VAWG consultation, and 78,000 people have responded since 6 pm on Friday evening. I urge others to come forward as well. Perhaps the hon. Lady would also like to encourage her constituents to do so. There is much more work that we can do collectively to drive better outcomes to stop violence against women and girls.
I thank the Home Secretary for her statement. We will have a two-minute suspension to allow for the necessary arrangements for the next business.

Commons ChamberMy hon. Friend raises a very important point. He will have heard my comment in my statement about rebuilding trust. For people to come forward, they have to have not just confidence but trust in the organisation that they are engaging with. That is fundamental to the work that the Home Office is now undertaking.
On a practical level—I have spoken before at the Dispatch Box about the practical steps that need to be undertaken—we need to do better in terms of our outreach. We have not undertaken engagement opportunities because of covid and, obviously, the problems with getting out and around the country. That will change. I have set up new stakeholder groups, we have a new communications campaign and officials will be going back into communities. I think I said when I came to the House the day after the publication of Wendy’s report, on 19 March, that I want to work with colleagues across the House to ensure that we are working in their communities to rebuild the bonds and bridges of trust—importantly, both to build those links and to reach out to individuals who have been affected.

The hon. Lady has raised some important points. She first acknowledged the lack of senior leadership, and diversity in senior leadership, particularly in the Home Office. If I may say so, that is a feature, sadly, across Government—across the civil service; it is something that the Government are collectively trying to change. As the leader of the Home Office, it is my responsibility to look at what more we can do to support diversity, even by mentoring—something that I feel very strongly about, from my previous career—individuals from across all backgrounds. Specifically, it is absolutely wrong—I have raised this at a senior management level in my Department—that our own staff members from black and Asian minority ethnic communities are stuck at certain grades in my Department. That is really not acceptable. We should find mentoring schemes to grow them and develop them and their careers. I absolutely believe in that and I want to achieve much more on that front.
The hon. Lady specifically references Lunar House and the remarkable work that individuals and colleagues from the Home Office undertake there. If I may say so, even in Wendy’s report, references to Lunar House were not necessarily made in a positive light. There are a lot of cases. We deal with people. The Home Office is a caseworking Department, dealing with thousands of people day in, day out. In terms of staffing, it is not just about numbers; it is about training and support around our personnel. That is really important, and that is why I need to do more, and my Department—my permanent secretary—needs to do more as well, in terms of investing in people. I fundamentally believe in that, and I think that is the right approach for the future. We will grow and develop our staff, so that we can work in a fundamentally different way with people who come to us.
Order. Just a gentle reminder: it is a very important statement and I would like to get everybody in, but that means just one question at a time, so that the Home Secretary can give brisk answers as well.
I welcome my right hon. Friend’s statement. I thank her for the rapid way in which her Department has assisted some of my own constituents who have sadly been affected. Can she reassure the House that she will do everything within her power to make sure that those who qualify receive the compensation that they deserve as quickly as possible?

Commons ChamberAt a time when most European countries are in a much improved condition compared with the UK, the concern of communities in constituencies such as mine is transition by travellers within and between the nations of the UK. I have spoken to the police, representatives of the tourism industry in north Wales and local community leaders, and we all want our attractions and accommodation to open as soon as possible, so we need to be able to provide every assurance to vulnerable residents and their families anxious about the risks implicit in thousands—I emphasise, thousands—of people arriving in their communities the day after internal holiday travel restrictions are lifted in the UK. Will the Home Secretary come back to the House to explain what steps she is taking to ensure that holidays at home are safe for everyone?
Order. If we are to get everybody in, we need very short questions and short answers. Just the question please. That is the best way to get through this.
First, let me pay tribute to the police across the country for their approach to enforcement and encouraging people on socially distancing. I am well aware, across the four nations but particularly in Wales, of the great work that has taken place. On the point about domestic tourism, vulnerability and people who are shielding, I would be more than happy, working with colleagues across Government, to come back to give the assurances on the public health measures and protections required.
I have outlined my position in the statement earlier on. It is important to say that when it comes to measures at the borders, I have outlined the dates on which enhanced measures were taken, but also, I have not referred to the millions of British nationals who were stranded abroad, and had we closed our borders in the way in which the hon. Lady is referring to, they would not have been able to come back to the UK —[Interruption.]
Order. Barracking is not a good look. We need to get through this quickly.
Everyone in this House, including my right hon. Friend, will know the very stark dangers that a second wave could present to not only our economy, but our society. Does she agree that by introducing these new health measures at the border, we will be limiting the possibility of a second wave and keeping our citizens safe?
