Commons Chamber3. What assessment she has made of recent trends in the level of cybercrime.
While overall crime has fallen by more than a quarter since 2010, it is also changing, as the hon. Gentleman knows. An accurate national picture is critical to informing our response to cybercrime, which is why the Office for National Statistics has now published, for the first time, initial estimates of the number of cybercrimes committed, based on a preliminary field trial. The ONS estimates that there are 2.5 million incidents of computer-misuse crime per year.
I think crime is changing. The hon. Gentleman is right that this is about skills, which is why we established the National Cyber Crime Unit in the National Crime Agency, and about resources, which is why we have put £1.9 billion into this area of work. However, the issue is also about recognising that many such crimes can be prevented through straightforward good practice by citizens.
I think—I know you do too, Mr Speaker—that questions should always have a purpose beyond challenging the Government and should actually deliver positive results for Members. Following the hon. Gentleman’s question, I will write to him and to the whole House with details of how he can advise businesses in Scunthorpe and his constituents on how to stop these kinds of cybercrimes.

Commons ChamberMy hon. Friend does the House a great service in drawing attention to that work. It is true that much of the work of our security services is, by its nature, secret and therefore they are not often enough given the sort of praise he has given them today. In what they do, they stand between us and chaos, and their work—alongside that of the police—is vital to our communal wellbeing and our personal safety.
T7. In its inadequate judgment, Her Majesty’s inspectorate of constabulary found that Humberside police are not prepared to face their future financial challenges. Can the Home Secretary guarantee that there will be no more cuts in Humberside police’s funding that would further jeopardise their ability to deliver safety and security for my constituents?
I cannot stand at the Dispatch Box and make any guarantees, as the funding formula beyond 2016-17 has yet to be debated and the Chancellor has not made his autumn statement. I praise the work of Humberside police. They have developed some really interesting innovations and collaborative work, but obviously more needs to be done nationally as well.

Commons ChamberMy hon. Friend is absolutely right and I am happy, as is my right hon. Friend the Minister responsible for policing, to ensure that we do more of what we are already doing, which is talking to people who have experienced this problem at first hand and therefore gaining more understanding of the issue. This matter has been addressed not only by the Home Affairs Committee but by the Health Committee, under the chairmanship of my hon. Friend the Member for Totnes (Dr Wollaston), which has produced a report making exactly that point about young people. It said that children should not be taken to police cells as a place of safety when they have mental health problems.
4. What recent assessment she has made of the likelihood of the next migration target being met.
Where we can control migration, our reforms have cut non-EU migration to levels close to those not seen since the 1990s. However, EU immigration has almost doubled to unprecedented levels in the past two years. Many EU migrants are coming to the UK to work because of this Government’s success in rebuilding the economy and creating jobs.
I have been very clear and said publicly that yes, we have been blown off course in respect of our net migration target. I have just indicated that in the figures I mentioned in relation to EU migration. The Prime Minister has set out a number of ways in which we intend to address that particular issue, but it is this Government who have been addressing issues across the immigration system that have led to non-EU immigration coming down to levels close to those of the 1990s.

Within the Prevent strategy is the important Channel strand which works with people who are perhaps at risk of being radicalised—who are particularly vulnerable—to help ensure that they do not move down that path of radicalisation. Of course we also work with the National Offender Management Service on dealing with people who have been prosecuted and imprisoned under the terrorism legislation when they return to their communities.
Did the Home Secretary know that her special adviser was going to release the letter in the way that she did?
I have answered quite a few questions in responding to this. [Interruption.] Opposition Members can ask the question as many times as they like, but they will get the same answer. I also have to say that it is a bit rich getting so many questions about special advisers from the party of Damian McBride.

Commons ChamberAs my hon. Friend knows, the Government have given the IPCC extra resources and extra powers so it can carry out its work more efficiently. It is independent, so it would be inappropriate for me to comment on individual cases, but if he would like to send me more details, I will happily take up the general point with the IPCC.
T3. I welcome the Home Secretary’s commitment to next month’s conference on illegal wildlife trade and her continuing commitment to fund the wildlife crime unit. Will she now consider making wildlife crime a notifiable and recordable offence?
I am glad the hon. Gentleman recognises that the Government is fully committed to tackling wildlife crime in all its manifestations. We are certainly happy to look at any suggestion on how we can enhance our efforts further.

Friend the Member for North Durham (Mr Jones) reminded us at the start of his speech that the first priority of any Government should be to provide national security for its citizens. My right hon. Friend the Member for Leicester East (Keith Vaz) reminded us that, sadly, we are living in dangerous times. Any changes to the regime for dealing with people who threaten our country and our citizens must therefore be dealt with very seriously. That is why the hon. Members for Gainsborough (Sir Edward Leigh) and for South Swindon (Mr Buckland) said that this is too big for party politics. It is an issue on which all political parties should work together in the national interest and, essentially, that is what the Opposition motion does. It suggests exactly where we should be going.
My right hon. Friend the Member for Blackburn (Mr Straw), with all his experience, clearly spelt out the difference between control orders and TPIMs—essentially, the introduction of an arbitrary time limit and the removal of the relocation element. Under the TPIM system that the Government have put in place, they have already lost two individuals who were subject to such measures so, in that respect, there have been failures in the regime. There are still questions about what happened with those two individuals and they have not all been satisfactorily answered.
One advantage of speaking towards the end of the debate is that one has the benefit of listening to the wisdom of all Members, which is significant in this case, but I still do not understand why exactly the individuals who are currently on TPIMs will go off them next month and how that is a secure process. When pressed, the Home Secretary did not give full assurances. She suggested that she felt comfortable with the process, but I do not think that those assurances were strong enough for this House or, more importantly, citizens outside it.
The Home Secretary could not even tell us whether the Government were going to take the passports off those individuals and whether they would be free to roam around.
She was certainly reticent about sharing that information with the House. Interestingly, one individual who absconded did not have a passport but had entered the country with some other identification about which we were not given further details. The plot thickens.
It is clear that nobody wants TPIMs or control orders, and it would be much better to prosecute those involved in terrorism. But we have heard from the Home Secretary and two eminent former Home Secretaries that in a small number of cases evidence is inadmissible because it would compromise security, and that means that alternative measures need to be in place. As my right hon. Friend the Member for Kingston upon Hull West and Hessle (Alan Johnson) said, that applies to a very small number of individuals, but they pose a serious danger to the public and the public would expect us to have powers in place to secure our security in regard to those cases. My right hon. Friend said that he knows these cases inside out and expressed concern about the future behaviour of those individuals. Let us hope that his concerns are ill founded and that the Home Secretary’s assurances are well founded. If the opposite is true, we will all pay the price, which none of us wants.
Those currently subject to a TPIM notice are accused of terrorist activities, which David Anderson QC describes as
“at the highest end of seriousness, even by standards of international terrorism.”
These are very serious cases. They are not trivial. These individuals are not members of organisations like the scouts. They are people who are involved in activities of serious concern. The evidence is there.
The figures show that the cost of the six TPIMs, including MI5, special branch, the police and everyone else who is required to look after these people, is some £20 million. As has been said, prosecution is the only way forward.
Next month, the six individuals currently subject to a TPIM will no longer be subject to a TPIM. In my simple world, either they do not need a TPIM now or they need one in the future. If there is no TPIM in the future, we need more clarity from the Under-Secretary of State for the Home Department, the hon. Member for Old Bexley and Sidcup (James Brokenshire). He is a good Minister and I hope that he will be able to give more clarity than the Home Secretary was able to give about the strength of powers that are in place to ensure that these six individuals do not pose a threat to citizens of the UK or elsewhere.
Unfortunately, the Government first weakened the powers of control orders by removing the relocation element when the TPIM process was involved, and now all powers to manage these suspects will end. There is a lack of clarity, but that is what seems to be happening, because of an essentially arbitrary two-year limit after which these people who are considered to be a real threat turn into pumpkins of no threat. That does not appear at all credible.
As the shadow Home Secretary spelt out clearly in opening the debate, the Labour party wants necessary but proportionate powers to manage the dangers that these individuals pose. It has persistently and consistently offered to work with the Government in the national interest to ensure that appropriate powers are taken forward on a cross-party basis to protect our citizens from that small group of people who pose such a risk.

Commons Chamber12. How her Department measures the success of steps taken to reduce the number of nuisance telephone calls.
The issue of nuisance telephone calls is a priority for the Department, and we will be publishing our action plan shortly. We would like to see more effective enforcement by the Information Commissioner’s Office and Ofcom, through use of their substantial fining powers. Also, we are keen for them to more easily share information with each other.
A 90-year-old constituent of mine who has signed up for the telephone preference service continues to be plagued by nuisance calls. There is not enough urgency from the Government on this matter. Will the Minister commit, as a starting point, at least to implement all the recommendations made by the all-party group on nuisance calls? That would be a start.
I reject the accusation of a lack of urgency. I have worked closely with a number of stakeholders over many months. We are publishing our action plan in the new year because we want to take account of the excellent reports by the all-party group and the Select Committee.

Commons ChamberI know that this matter is of concern to my hon. Friend and his constituents, because he wrote to me about it early this year. As I said earlier during Home Office questions, we continue to work closely with the Irish Republic following the protocol signed by my right hon. Friend the Minister for Policing, Criminal Justice and Victims. We work closely with the Republic in sharing intelligence to strengthen the controls that ensure that our country is properly protected.
Given the record number of animal experiments that were recorded in 2012, what action are the Government taking to create a downward rather than an upward trend?
I am pleased to say that we are taking strong action in that regard, in particular by promoting the alternatives to animal experiments to the National Centre for the Replacement, Refinement and Reduction of Animals in Research. We are leading the world in that regard.

Commons ChamberOrder. I listened patiently to the hon. Member for Weaver Vale (Graham Evans), but it was difficult to detect anything in his scripted question that appertained to the policy of the Government. I have exercised my natural tolerance on this occasion, but I trust that the hon. Gentleman will not push his luck in future. Questions must be about the policies of the Government, not those of the Opposition.
How many people under TPIMs does the Home Secretary need to lose before she reviews the policy of relocation?
The hon. Gentleman should bear in mind what I said earlier, which was a statement of fact: that over the years, the courts were beginning to erode the control orders that his party had introduced. We responded to that with a package of TPIMs legislation, and, crucially, by giving extra funding to our law enforcement and security services to help them do their job of keeping the public safe.
