Commons ChamberI thank the hon. Lady for her question. She may be aware that we had a very robust Adjournment debate highlighting this issue last night. We remain deeply concerned by reports of discrimination and violence against any religious communities in Pakistan, including the Ahmadiyya Muslim community. We raise regularly at senior level with Pakistan our concerns about the mistreatment of Ahmadiyyas and other religious communities. On 3 November, FCDO officials in Islamabad met representatives of the Ahmadiyya community in Rabwah to engage with their concerns, as well as raising the matter with Pakistani authorities.
We send our warmest congratulations to President-elect Joe Biden and Vice President-elect Kamala Harris on winning the election. Whether it is on trade, security or defence, we do more together than any other two countries and we see huge opportunities in the months ahead.
As President-elect Biden embarks on building his internationally focused team, including Antony Blinken as Secretary of State who said that Joe Biden would bring aid back to the centre of foreign policy, does the Foreign Secretary regret that the UK Government’s disgraceful plans to change the law to cut aid spending below 0.7% not only sends the wrong message to the rest of the world, but gets the relationship with the new Administration they did not want to see off to a bad start?
Actually, we consistently showed that we are a leading, if not one of the leading countries, on aid. That will continue. We also—this will matter to the United States—indicated the increase in defence spending, which shows what a dependable ally we are. All the soundings that we have had—that I have had—with the incoming leadership show that there are huge opportunities on climate change and covid to strengthen the relationship even further.

Commons ChamberI thank my hon. Friend and pay tribute to the work he did in the Balkans. We first met when he was giving expert evidence to the Yugoslavia tribunal. Indeed, I talked to Malcolm Rifkind about precisely that model. Obviously, he had the experience of when the aid and development expertise were joined up with the previous FCO. My hon. Friend is absolutely right. We will make sure that we have an integrated approach: our diplomatic network and reach combined with our aid expertise. I am bringing in some outside expertise, such as Professor Dercon, to make sure we get that right. There is a huge opportunity right across the world, including in that part of the world, to make sure we maximise our impact but not lose sight of the fact that we want our broader UK national interest to be reflected in the approach we take on development and aid.
Can the Foreign Secretary respond directly to the Whitehall sources quoted in The Times this morning regarding using the aid budget on military spending? In what world does crowbarring DFID into the Foreign Office and then using the aid budget in that way honour the spirit of 0.7% or help those around the world who are in the most desperate need of genuine development help?
It is a generous offer to start commenting on every bit of pre-comprehensive spending review tittle-tattle reported in the media. All I can say is that not an element of it has reflected or characterised the conversations I have had across Government.

I thank my right hon. Friend for her constructive thoughts; she is absolutely right. To recap, on 25 April the FCO amended our travel advice: we now advise against all but essential travel to Sri Lanka, except for airport transit. Obviously we hope that our advice can be adjusted as soon as possible, when the security situation allows, but given the somewhat chaotic immediate aftermath of the attacks, we felt that it was prudent. However, we understand that cruises and the fledgling but successful tourism industry in Sri Lanka will be very badly affected until we feel it is wise to update our travel advice.
The Foreign Secretary has made a statement to the House about the steps that the Government will take in the aftermath of the attacks. We very much hope to be able at the earliest opportunity to ease the travel restrictions that we put in place three weeks ago, but obviously that will be led by the evidence and the facts on the ground.
Thank you for granting this urgent question, Mr Speaker; I commend the hon. Member for Mitcham and Morden (Siobhain McDonagh) for securing it. I concur with her words and those of the shadow Minister and the Minister of State. We add to those messages of sympathy to the people of Sri Lanka and those who have been caught up in the horrendous terror attacks of Easter Sunday. It is clear that some have heeded the wise words about compassion and tolerance spoken by the Bishop of Colombo, Dhiloraj Canagasabey, in response to the attacks, but that others have not. I hope that those words will now be heeded.
This is a tragedy heaped on a tragedy. Many of those who were caught up in the horrific terror attacks were already refugees: Ahmadis and Christians from Pakistan, Shi’as from Afghanistan, and refugees from Iran who had fled from religious, ethnic and political persecution in their country. What further assistance can the Minister provide to the UNCHR in expediting asylum claims? What assistance can he offer to the Sri Lankan Government? If, for whatever reason, the Sri Lankan Government cannot offer asylum, what can the UK Government and their counterparts do to ensure that these poor people are offered safe refuge as soon as possible?
I know that the hon. Gentleman also applied for an urgent question on the matter; I suspect that he will table more next week on related matters.
Clearly we are working together. The pace at which we are working with UN agencies has increased in the aftermath of the attacks. As I mentioned, 412 individuals are already going through the process of resettlement to other parts of the world. We will continue to work closely with our partners in Sri Lanka; obviously there is a process that needs to be gone through, but we and they will try to expedite it to ensure that those refugees who are entitled to be moved on are moved on as quickly as possible.
I do not want to trivialise these matters, but we are obviously very pleased to see that the Sri Lankan cricket team has arrived in the UK for the world cup, which is imminent. That has some relevance at this point, because the first match of the one-day international series, which I believe will take place on Saturday week, will be against Scotland, of all places. I hope that, in true Scottish national style, the team will be given a very good welcome when they play in Broughty Ferry, or wherever it may be.

That is certainly a way of using our position of influence. I ask the Minister to consider that, and to talk to his colleagues in the Ministry of Defence about how we are deploying our military, to what purpose and whether that is appropriate given the Brunei state’s attitude towards lesbian, gay, bisexual and transgender people. I contend that it is not appropriate, and I really would like the Minister to consider talking to his colleagues about that.
I commend the hon. Lady for securing the debate. Is she aware of the petition started by my constituent Sarah Quinn, who is a brilliant counterpart of mine in the Scottish Youth Parliament? Her petition calls on the UK Government to do more to use their influence to stop human rights abuses against LGBT people in Brunei. The petition is just 16,000 signatures short of the 100,000 it needs to secure an even longer debate on this subject, so will the hon. Lady encourage others to sign it?
I congratulate the hon. Gentleman’s constituent on taking that step. It is great to see such campaigning by young people, and I certainly encourage everyone who watches or hears about this debate to take that sort of action and to show the Government, who I believe agree that this is an egregious breach of human rights, that we want them to take firm action. This is not good enough. An abuse of human rights anywhere is an abuse of human rights for us all; it is an attack on all of us.
As was mentioned, Brunei is a strategic partner of the UK in the region, and we have close military, diplomatic and economic ties. I would like us to make use of those ties as a form of leverage. On military ties, as others mentioned—I will try not to repeat what they said—the British Army in Brunei comprises an infantry battalion of Gurkhas and an Army Air Corps flight of Bell 212 helicopters. That arrangement has been periodically renewed since 1962 by a series of agreements known today as the Brunei garrison agreement, the most recent of which was signed in 2015 and lasts until 2020. I understand that the Ministry of Defence has already begun discussions about the continuation of that agreement. Will the Minister communicate my hon. Friends’ suggestions to the Ministry of Defence for consideration in negotiations about the future of that agreement?
Since 1997, the garrison in Brunei has been the only remaining British military base in the far east. Obviously, we want to keep our strategic influence there. However, the continued presence of British armed forces in Brunei offers clear defence and security benefits for the Sultan—the Sultan wants us there too. According to the UK Defence Journal, Brunei
“sees Britain as its biggest European ally to count on if necessities arise”,
and
“the UK is expected to be prepared to support Brunei against an expansionist China; not mentioning the British role as a political ‘stabiliser’ for the Sultan.”
What can be given can also be taken away, and we can use the possibility of its being taken away. I understand the need for us to have geopolitical influence in the region, but that influence is morally bankrupt if we do not use it for good.
On economic ties, the Institute for Public Policy Research estimates that there are around 6,400 British citizens in Brunei. Around 2,000 are military personnel or civil servants attached to the British Forces Brunei base, but 60% of Brunei’s GDP is derived from oil and natural gas, so many British citizens work for Brunei Shell Petroleum and in related industries and businesses. I am concerned about what is happening to UK citizens in Brunei.
There are also trade links. Neither the UK nor the EU currently has a free trade agreement with Brunei, but Brunei is a member of the comprehensive and progressive agreement for trans-Pacific partnership, a trade agreement between 11 countries in the Asia-Pacific region. Brunei does not appear to have ratified that agreement yet, but the Department for International Trade is currently consulting on a possible future free trade agreement between the UK and the CPTPP. That is one of four consultations on possible future trade deals happening now, the others being with the US, Australia and New Zealand. The question is how we use our influence. Will the Minister talk to his colleagues in the Department for International Trade about how human rights can and must be integrated into the conditions for trade?
We must ask how we can use our influence not only directly with Brunei but with other nations. This morning, I met activists in UK civil society, who urged thoughtfulness and caution, and asked us to listen to the voices of Brunei civil society—particularly to the voices of lesbian, gay, bisexual and transgender people in Brunei. This is difficult, because the voice of civil society is not strong in Brunei, and neither is the voice of lesbian, gay, bisexual and transgender people. We will need to do some work to allow it to be heard.
There has also been a lot of press about boycotting the Dorchester—I am not in a position to boycott something I cannot afford.

Commons ChamberThe Prime Minister condemned it, and she speaks for the Government and, indeed, for me. No sooner had she spoken than the President of the United States repealed the policy—thus demonstrating, I venture to suggest to the hon. Gentleman, the considerable and growing influence of the United Kingdom.
The President of the United States is the Head of State of our most important and one of our oldest allies, and it is absolutely vital. I think it is common ground among many people in this country that we should extend the hand of friendship to the office of the President of the United States of America.

Commons ChamberI thank my hon. Friend for all the work that she does on this. Like many Members throughout the House, I have been absolutely appalled by the reports of extensive sexual violence in Rakhine, including in graphic and harrowing testimonies on television programmes on both Channel 4 and BBC 2 in the last two evenings. I reassure her and the House that UK aid is already providing comprehensive counselling and psychological support for 10,000 women in trauma and more than 2,000 survivors of sexual violence. Medical aid is also being provided to assist 50,000 safe births.
Save the Children estimates that 60% of the 500,000 Rohingya refugees in Bangladesh are children. What action will the Government take at the UN Security Council to avoid a lost generation from that community?
I fully appreciate those grave concerns. As the hon. Gentleman rightly says, the issue of the Rohingya is not one that has emerged only since last August. In many cases, it goes back to the late 1970s. There have been various episodes leading to this, and as he rightly points out, the risk is that it will have an impact on forthcoming generations. We will continue to work with all our international partners, as we are with the EU, to get sanctions to ensure that there is no impunity for those who have brought about these terrible crimes. This is a long-standing issue that will require a patient approach within the international community. Please rest assured that we are very much taking a lead in our role as a permanent member of the UN Security Council.
We are in regular contact with the state of Israel about threats to it. Hezbollah’s increased weaponry is part of that, and the supply of weapons to Hezbollah contravenes UN resolutions. That threat to Israel is very real.

No, I do not agree with the hon. Gentleman because I have made it clear that, should there be any investigation and should it be uncovered that any of the deaths or woundings were caused by breaches of international humanitarian law, the United Kingdom will stand four-square for the upholding of international humanitarian law and condemn those who work outside it. However, it is for the very reasons of concern that we have expressed our view about the use of live fire and called for the independent inquiry that we believe is necessary in order to find out precisely what happened. We of course share the concerns about the deaths and woundings that we have seen on film and video.
Is not the killing of unarmed child protesters enough for the Minister and the Government finally to work with others not just to see the end of the blockade of Gaza and stop the illegal occupation of Palestinian land, but to suspend arms sales to Israel and recognise the state of Palestine?
As I have said in response to each of those questions before, the circumstances that we saw yesterday were the culmination of many different things. But of course the death of any child in such circumstances must be investigated to find out how a child might be in such a situation. Each and every death and wounding has to be the subject of inquiry and investigation if we are to find out some of the facts behind it, but again, we must move on to a better resolution to these circumstances.

I am aware of it. It is just one of many examples of the partnership between Scotland and Malawi and how it continues to grow. I certainly will touch on a couple more examples.
To give one example in my constituency, Dundee University medical school is partnered with the University of Malawi’s College of Medicine and Kamuzu Central Hospital in Lilongwe, providing outstanding opportunities for final-year Dundee medical students though placements at partner institutions in Malawi. Those placements are used to help to develop medical and educational infrastructure in Malawi by supporting staffing and staff development.
A further example is the twinning project between Westgate health centre in Dundee and Matawale clinic in Zomba. They maintain two-way communication between Dundee and Malawi via internet access at the clinic. They also provide locally sourced equipment for the clinic, and local Dundee artists display their paintings for sale in the waiting room, with 25% of the purchase price then donated to the project.
We have heard a lot in this debate about the constituency and school links. In my constituency, St Margaret’s High School has set up an orphanage. It has improved attendance and attainment at its partner school, Chisitu. New Monkland Primary School, Clarkston Primary School and St Dominic’s nursery are also all doing great work. Does my hon. Friend agree that the work done on fostering those links from an early age is so important for both countries and needs to continue?
I absolutely agree. It is also about understanding people from different parts of the world, and the exchange, the cultural relationship and the building of bonds.
I would like to turn my attention to the 1955 UK-Malawi double taxation treaty. I echo the comments and concerns of my hon. Friend the Member for Glasgow East and other colleagues who urged the Government to update that treaty. It is without doubt a completely unfair and outdated treaty. It is so outdated, in fact, that it cannot cover not only digital and IT services but televisions, which go back to before my date of birth. We know that both Governments have committed to updating the treaty. However, in the last Parliament UK Ministers repeatedly stated that it would be imminently finalised, and a final deadline of July 2017 was stated and once again missed. I do not know about your thoughts on this, Mr Chope, but to me, “imminently” means immediately. Here we are, with something so simple still to resolve. I look forward to hearing the Minister’s comments shortly.
I would also like to draw the Minister’s attention to the issue of UK visas, which we have heard about today. Malawians regularly report that getting a visa for the UK is almost impossible because they are faced with endless bureaucracy, failing systems and non-existent customer service, and they can only ever speak with private businesses contracted to work for the UK Government. The failures of that system, week in, week out, have the potential to undermine not only the 150-year-old Scotland-Malawi friendship but the UK Government’s own development, diplomatic and trade interests in Africa. I therefore urge the Minister today to support a full public review of the UK Government’s visa-issuing processes for those invited to the UK as part of our credible, long-standing civic links.
On a lighter note—I will finish on this—I believe that this debate has captured and celebrated the scale, energy and impact of the bilateral relationship between Scotland and Malawi. The relationship is stronger and more engaging today than ever before and represents the best of Scottish internationalism. For the reasons I have stated, Scotland can rightly be proud of the distinctive and effective approach it has taken over the last 150 years to international development, and I am sure that all in the Chamber would agree that they wish this partnership to not only endure but strengthen for many years to come.

Commons ChamberThe Chancellor made several errors in his Budget. Somehow within hours he managed—in one of the thinnest Red Books for years and with a Budget of so little detail and so little action—practically to unite his Back Benchers, the Opposition and the press in calling for a U-turn on his central announcement on national insurance contributions.
I will be slightly kinder to the Chancellor than the former Prime Minister, because I know what he was trying to do. I can understand it: there is a worrying and growing trend of companies outsourcing their employees as self-employed contractors to save on employer NICs costs. Self-employment is a good choice for many workers in the UK, but when workers do not have the choice and the employer drives the change, it tends not to be in the best interests of the workers. Raising employee NICs is not the way to solve the problem, and I suspect that the Chancellor may have to go back to one of his infamous spreadsheets soon.
The Chancellor’s biggest errors, for people up and down these isles, were errors of omission, and I plan to speak briefly about three of them—the employment and support allowance work-related activity group, WASPI and squeezed family budgets.
There was nothing from the Chancellor on ESA WRAG. In November I tabled a motion that was supported by Members from nine parties—that does not happen often—and it called on the UK Government at least to pause their cuts to ESA WRAG until the work and health Green Paper had been considered and implemented. People receive ESA WRAG because they have been assessed as unfit for work—they have long-term health conditions or disabilities that slow their path to employment. It has always been considered right that given their increased costs in finding work because of their disability or health problems, and the fact that they need support for longer than those on jobseeker’s allowance, they should receive a higher weekly payment. On 1 April that extra £30 a week will be cut away.
During the debate in November, the hon. Member for Enfield, Southgate (Mr Burrowes) garnered an important commitment from the Minister that financial mitigation and new regulations to help those falling in and out of work would both be in place before the cut came into force. We are less than three weeks from ESA WRAG being cut and we have heard nothing from the Government. The motion I tabled in November was deliberately consensual. It was a final appeal, a last pitch to the Government to act. Hon. Members on both sides of the House are now fast losing patience: time is running out and the Government need to act now.
The Budget included nothing on WASPI. On Budget day I joined a huge rally of women outside Parliament to call on the Chancellor to act on the injustice served to thousands of women born in the 1950s who have seen their state pension age increased at a faster rate than promised with little or no warning. Three of the 3,500 women affected in my constituency were there and it was a pleasure to speak to Ellen Connelly, Joan Cassels and Margaret Nisbet. It is not sustainable for the UK Government to keep trying to ignore those women—women who have suffered workplace injustice throughout their careers. The Government should do the right thing by those women and give them appropriate transitional relief.
All the people affected by those errors of omission were victims of this Brexit Budget as the Chancellor set aside £26 billion as a down payment on exiting the EU. Ironically, however, there was barely a passing mention of the greatest economic, social and constitutional challenge to face this or any other Government for decades. Inflation is expected to rise, further squeezing households that are facing social security cuts and painfully slow wage growth. Cuts to support for sick and disabled people, cuts to women’s pensions, hundreds of thousands more in child poverty, slow wage growth and poor productivity—not so much spreadsheet Phil as the Dickensian Chancellor.

Commons ChamberI fully accept that we need to give all the 3.2 million EU nationals in this country the maximum possible certainty, and that we should do it as fast as we possibly can. Unfortunately, however, I do not think it is reasonable to do it before giving certainty to UK nationals in other EU countries. We would like to get on with that as fast as possible, and it is up to our friends and colleagues abroad to join us.
I really must accuse the hon. Gentleman of failing to listen to the answer that I gave a few moments ago. I am not here to defend or explain what the American President said, but he made it very clear that there should be dialogue, and he also made it very clear that he thought that the illegal settlements should no longer continue. The solution is a deal between the two parties, and that is what everyone in the House believes and wants.
