I am greatly enjoying the Minister’s performance and hope it continues for at least another 20 minutes, but is it not part of the traditions of this House that Ministers should take interventions from Members wanting to raise constituency concerns? Order. As the hon. Gentleman knows, that is not a point of order. It is entirely up to the person who has the Floor whether or not to take interventions. The hon. Gentleman may find it unfortunate that the Minister is not doing so, but that is entirely her choice.

Thank you, Madam Deputy Speaker, and, to be clear, I am afraid that we heard all sorts of rather pointless interventions earlier, and what we would like to do is make some progress, I think, so we can understand what this Bill is all about.

So let me put some numbers in front of Opposition Members to give them some facts, rather than having them shroud-waving. I understand from TfL that this private Bill could immediately generate savings in excess of £50 million by improving its hedging power, enabling it to borrow money in a cost-effective way and make the most of its assets. If Opposition Members do ever take the tube, they will see the money the tube generates is reinvested in investment programmes, delivering the sorts of transport investments their constituents need.

The Department supports TfL’s commercial programme. We want TfL to better maximise its unique commercial position. We want it to generate the maximum potential from the public assets that it will continue to own, and we believe—

My hon. Friend could not possibly fail to come to Finsbury Park, because that leads into the Stroud Green part of my constituency. Indeed, we have a problem with step-free access. Perhaps I will use this opportunity to lobby the Minister on that matter. We have long been promised step-free access at Finsbury Park. We have also been promised proper ticket barriers; ours is the only station in London without proper ticket barriers. My hon. Friend is welcome at any time to join us in Finsbury Park.

I beg to move,

That this House has considered the e-petition relating to Harvey’s law.

It is a pleasure to serve under your chairmanship, Mr Rosindell. I am grateful to the Backbench Business Committee for finding time for this important debate. It is good to see that its Chair is here and will take part in the debate.

A lot of people around the country will be following this important debate. We are a country of dog lovers and animal lovers, so a lot of people are interested in it. I am grateful to my constituent, Mrs Pauline Krause, and her fellow campaigners—in particular, Nina Blackburn, who has been leading the campaign—for their help and guidance, which has enabled me to raise this issue in Parliament. They have shown great energy and enthusiasm in setting up the petition and travelling around the country lobbying various MPs, some of whom are here today. It is a great example of democracy in action and how it can work—a constituent goes to see their MP and raises the issue, other members of the public raise it with their MPs and we end up with a debate here. Hopefully, the Minister will go one further and complete the democratic process by agreeing to what is being asked for today. We will hear from him later.

I do not own a pet and have never owned one, but I know from family members, friends and colleagues about the love and care that so many owners have for their pets. As I said, we are a country of animal lovers. Pets can become important parts of families, and deep attachments are commonplace. The loss of a much-loved pet is traumatic for all concerned, and for many families it can lead to a lot of grieving. The fact that more than 100,000 people have signed the e-petition shows the extent of the concern about this issue, and many people are interested in the outcome of the debate. Many families have pet dogs, cats and other animals. The campaigners tell me that about 24% of households in England own a dog, which is a remarkable figure. I imagine that the figure is similar for cats, although I do not know it off the top of my head.

The first I heard about Harvey’s law was when my constituent, Mrs Pauline Krause, came to my surgery in July 2014. Who would have guessed then that I would end up leading a debate on the issue? Pauline explained Harvey’s story. We are here today because of what happened to Harvey, so I will relate that story and give one or two other examples.

Harvey was a beloved pet of Jude Devine and Shaun Robertson, who are from Sheffield but were visiting friends in Rainhill, which, by coincidence, is next door to my constituency. Harvey bolted through an open door on 23 November 2013 at about 10 pm. He was killed on the M62, which was just 21 minutes away. Harvey was chipped and was wearing an identification badge. His owners contacted all the relevant bodies, including the Highways Agency, on an almost daily basis, and they were always told that no dogs had been collected from the road. Harvey’s owners, along with many others, searched for him for nearly 13 weeks, believing that he was still alive. They spent thousands of pounds during the search on flyers, banners, newspaper adverts and articles, in the hope that he would be found.

On that point, people spend a lot of time phoning up the Highways Agency, the local authority and local vets, and it costs those agencies money to deal with the phone calls. This debate is about not only grieving pet owners but public money, and the measures that we want to be introduced will save money for the public purse.

As usual, my hon. Friend makes an important point. There is a cost to the owners of the pets, but the cost to the public purse can be also be substantial, because it takes time to contact the individuals and chase them up. That is not a good use of public time. If the law we are debating today were introduced, the situation would be much better.

Harvey’s case was tragic, and I want to give a few more examples, because the tragedy can be unbelievable for some families.

It is a delight to serve under your stewardship, Mr Rosindell, and I congratulate the hon. Member for Halton (Derek Twigg) on securing the debate. I think that I am right in saying that it was 10 years ago this month, Mr Rosindell, that the late Lady Thatcher visited Romford and met Buster, your beloved dog, in his St George’s cross coat. What more fitting time to serve under your chairmanship than in this important debate?

Affection takes many forms. Homes are bound by ties, and the love that in families dwells is, in my judgment, enhanced and embellished—no, more that that: deepened—by the affection felt for domestic animals. The atmosphere engendered by pets in any home and the mood they generate changes families and changes life. They teach us to regard what God made in a different way; they challenge our certainties; they oblige sensitivity in all but the most inane; and they soften all but the hardest of hearts. As all hon. Members who have contributed to the debate have said, it a matter of uncertainty whether we own them or they own us. One of my favourite poets, T. S. Eliot, said:

“When a cat adopts you there is nothing to be done about it except put up with it until the wind changes.”

When we are adopted by our pets, we understand that affection—that deepening love.

It is in that context that we come to this debate, which was stimulated by the response of the Backbench Business Committee to a campaign that was being run on the basis of the loss of a much loved pet. I am delighted that so many hon. Members have contributed to the debate and that others from that campaign are here to witness it.

People’s distress after the loss of a pet has been made absolutely clear in contributions from throughout the Chamber, as the shadow Minister, the hon. Member for Birmingham, Northfield (Richard Burden), said, including from my hon. Friend the Member for Ealing Central and Acton (Angie Bray), the right hon. Member for Knowsley (Mr Howarth), my hon. Friend the Member for Colne Valley (Jason McCartney), the hon. Member for Denton and Reddish (Andrew Gwynne), my hon. Friend the Member for Pendle (Andrew Stephenson) and others.

It is important that I pay due regard to those contributions by setting out the circumstances that have led to the debate and underpin what has happened so far. As the Opposition spokesman said, the Highways Agency network management manual of 2009 sets out procedures for notifying owners of dogs that are killed on the strategic road network for a number of Highways Agency contracts in various parts of the country. Those contracts are being phased out and replaced with asset support contracts, which are underpinned by a new type of technical requirement: the asset maintenance and operational requirements. The document relating to those requirements details certain points to which our regional asset support contract service providers must adhere.

Requirements are outcome-based as far as possible and require the service providers to take risk-based, intelligence-led approaches to optimise their delivery. That has led to a change in the approach to dealing with canine fatalities across the strategic road network, as the replacement contract maximises efficiency. As has been made clear, new contracts no longer mandate that canine fatalities are scanned or identified, or that the owners are contacted. I know that the current position must be hugely disappointing for all animal lovers and pet owners alike.

I should like to clarify details of the statement made in response to the Harvey’s law e-petition upon its reaching 10,000 signatures, which described the standards set out in the network management manual. In my judgment that response was unclear, because it did not accurately reflect the Highways Agency’s changing approach to dealing with these fatalities. As soon as I heard about that, I asked for an urgent review. It is regrettable that that was not properly explained. So, I should like to clarify that the new contract was in operation in the area where Harvey the dog was collected. With regard to that sad occurrence, I understand that Harvey escaped when staying with the owners’ friends, which must have been heartbreaking for all involved.

Although the agency’s previous mandatory policy for dealing with canine fatalities is as I have described, it is still the contractor’s responsibility to follow their own processes and procedures. In this case, the contractor collected Harvey’s remains and transported them to a depot. A dog collar was located, but no tags were attached that could have enabled contact to be made with the owner. A scanner was used to attempt to locate a microchip, but sadly this was unsuccessful. The north-west motorway police group was asked whether any dogs had been reported as missing, but a negative response was received. Harvey was cremated and the ashes scattered in the cemetery.

Some weeks later, a Highways Agency traffic officer involved in collecting a dog from the carriageway came across a missing dog poster at a motorway service area and kindly contacted the owner to inform them of what had happened.

Not only are Highways Agency staff put at risk when trying to retrieve animals to reunite them with their owners, but any animal that escapes on to the network is a problem for drivers, who will take evasive action, which may result in a traffic collision involving potential casualties. It is important to note that due to the high speeds on the strategic road network, there is always a risk that a disc, microchip or other identifying mark will be lost in an incident. Because of the severity of accidents and the speeds involved, it is impossible to guarantee that remains can be fully identified in all cases.

The priority of Highways Agency traffic officers is to ensure safe journeys for road users. Nevertheless, when officers attend incidents involving stray or carried animals involved in collisions, they must deal with such incidents humanely and with compassion. Such incidents are distressing for all concerned. With the agency’s forthcoming transformation to Highways England and the surety of the funding and increased investment detailed in the roads investment strategy, there is an opportunity to focus more on the service that the agency delivers to its customers.

All we are asking for is that anyone who finds a dead animal passes the scanner over it to see whether it is chipped. It is a straightforward procedure; there is nothing complicated about it. The Minister is making it sound like it is enormously complicated, but it is not.

I am coming to my exciting peroration, and the hon. Lady will, I hope, be pleased with what I have to say. Although it is not possible to identify all animals or pets that are very badly injured or killed in high-speed accidents, it is absolutely essential that every possible and practical measure is taken to identify them and to contact their owners whenever and wherever possible. That involves working with relevant pet registration organisations, including the Kennel Club, and using any means by which the animal might be identified. As the hon. Member for Halton said, that aligns well with the amendment to the Animal Welfare Act 2006, which will make it compulsory to microchip all dogs from April 2016. As he argued, it would be ironic and contradictory not to rethink the practice highlighted by the campaign that followed Harvey’s death. I have therefore asked the Highways Agency to ensure that it collects and identifies every animal that is killed and to contact the owners by whatever practicable means, but I want to go further than that.

As somebody who uses the east coast main line regularly, I am aware that we have regular problems with overhead lines. If a line is brought down by a fast moving train, it can take some considerable time to repair. That is in marked contrast to the performance of High Speed 1, where we had no disruption, despite the bad weather over the winter, and we can expect similar very high levels of performance from High Speed 2.

Local councils are responsible for setting pedestrian crossing timings with reference to the guidance walking speed of 1.2 metres per second. The Department is conducting a review of traffic signing legislation, and once that is complete will consider the need to update the guidance.

Having rushed across many roads to get here in time for this question, I thank the Minister for his answer. Will he carry out that review as quickly as possible? The legislation has not been looked at since the 1950s and a recent review suggested that three quarters of elderly people struggle to cross the road before the signals change. Will he please look into the matter urgently?

I certainly will. We are reviewing the situation. The green man is an invitation to cross. When the green man is extinguished, there is still time to cross. The updated puffin crossings have movement detectors, which allow extra time to be given. We are looking at other types of crossing as well, which will further improve the situation.

I rise to speak in support of the reasoned amendment and to oppose the Second Reading of this Bill, as I have opposed the Bill in the past. I support the amendment not because I am against rail improvement or railways but because I am for improving the rail network, for better connections between cities, especially in the north, and for greater capacity where it is needed. However, this is not the right project. The report by the Institute of Economic Affairs that came out today undermines the economic argument that HS2 will regenerate the north and close the north-south divide. It will not.

I am delighted that the Secretary of State is in his place because I have been dying to ask him about the suppressing of the publication of the Major Projects Authority report. I understand that people’s names have to be kept confidential, but we are all able to redact names where needed. I am very surprised that on a project of this scale the Secretary of State is not using anything possible to ensure that his financial and economic case is put forward. I think part of the reason the report is not being published is that there is no very strong financial and economic case. I would be delighted to hear his reason for not redacting from the report the information that he does not want the public to see.

I want to focus on the pitifully poor consultation with the people who are affected by this project. The Secretary of State mentioned the opportunity to petition Parliament through the hybrid Bill Committee. I want briefly to tell the House what somebody who wants to petition the Committee has to do. The process is so complicated and narrowly drawn that most of my constituents who are affected will certainly not be able to petition Parliament and have their voices heard. First, a person has to be directly affected by HS2. Secondly, they have to pay a fee of £20, which for people who live in Staveley, Killamarsh or Renishaw is not a small price. Finally, they have to submit the petition between 29 April, which is tomorrow, and 23 May, and they have to do so in person.

I am saying that the people who are affected will be given an incredibly narrow window between tomorrow’s date, 29 April, and 23 May, but for my constituents this may not happen until the process is further down the line. Those constituents who are affected will have a very narrow window in which to respond and they will have to pay, individually, a cost that may be too high for them. They will also have to submit the petition in person after filling in forms from a petition kit. The process is so complicated that, rather than encouraging people to get involved in the consultation process, it will stop them doing so.

I am really concerned that the whole project has been run along those lines. It has excluded the voices of those people most severely affected by it. It excludes those whose homes and communities will be destroyed, and it does not give a real opportunity for their concerns to be heard. It does not bring them any benefit and it takes away what they already have, and for that privilege we are asking them to pay £50 billion through their taxes. At the same time, local regeneration projects that have been blighted for years will continue to be blighted while all the economic regeneration gets sucked back into the cities again.

The true reason those people are not being consulted and nobody is trying to make the case to them is that the financial and economic case is so weak. The large majority with which this Bill will be passed tonight will tell the large number of people who have concerns that we think we know what is better for them. They disagree and we are denying them a right to say so.

In conclusion, the case for HS2 is no more sophisticated than saying, “We need to do something to improve our transport infrastructure, and this is something.” That is not a strong enough argument to destroy the lives, homes and local economies in the areas, towns and villages—like mine in North East Derbyshire—that are most deeply affected, and that is why I will oppose the Bill’s Second Reading.

The establishment of a parliamentary commission would be a matter for the two Houses. Should a motion to establish a commission be tabled in this House, the accounting officer is required under Standing Order No. 22C to provide an assessment of the financial implications. If a parliamentary commission were established, the funding and practical arrangements would then fall within the remit of the House of Commons Commission, advised by the Finance and Services Committee and others. Parliamentary commissions are relatively rare, and the implications will depend on the details of any specific proposal.

Does he agree that it should be down to the House to decide what the remit and resources of any parliamentary commission or Joint Committee should be, to ensure that it does not cut across the work of departmental Select Committees but instead complements it?

The hon. Lady puts her finger on an extremely important point, which is that the merits or otherwise of commissions and Committees are a matter for the House, or for the two Houses in the case of a parliamentary commission. Should a commission or Committee be appointed, it would be for the House authorities, including the House of Commons Commission, to make the arrangements for it to be properly resourced.

My hon. Friend may not know this, but I have this week written to the Chair of the Procedure Committee, my hon. Friend the Member for Broxbourne (Mr Walker), to set out the Government’s response to the Committee’s sixth report of the previous Session, which related to debates on Government e-petitions in Westminster Hall. I hope that we will shortly be able to bring forward a motion to extend the practice of opening up Westminster Hall for e-petitions until the end of this Parliament while we consider longer-term proposals for the petition system in this House.

When the right hon. Gentleman is looking at the e-petition system and perhaps setting up a Committee to do so, will he ensure that we do not ignore paper petitions and give e-petitions and paper petitions the same status?

The hon. Lady is right. I referred to the petition system advisedly—that is, not just the e-petition system. At the moment the e-petition system is working well and is a significant improvement on what happened in the past. The paper petition system in this House is somewhat anachronistic. What we need—I want to work with colleagues to make this happen—is a petition system that enables our constituents to petition their Parliament but also engages with Government to get a response from Government. The signal improvement, I hope, will be for this House to be able to use the petition system as a basis for demonstrating further improvements in the engagement of the House with the issues that matter to our constituents.

We will be looking at that. I will say a bit more about costs a little later, if my hon. Friend will wait. As always, we will look at how we finance, and not necessarily just in respect of the area to which he has referred. We could see private sector investment in some of the stations that we are going to develop. I will say something more about the stations in a few moments.

We will deliver the investment to develop new stations and growth at places such as Old Oak Common in west London, where we will invest more than £920 million in a new hub linking the west country, Crossrail and HS2. At Curzon Street in Birmingham, we will invest £335 million on station developments. Similar investments are due in Manchester, Leeds and other great railway centres such as Sheffield and the east midlands.

HS2 will also allow for significant improvements to the rail service on the existing main north-south lines, providing benefits for towns such as Milton Keynes, Tamworth and Lichfield. It will provide real scope to get more freight on to the railways, which I would have thought the hon. Member for Brighton, Pavilion (Caroline Lucas) would welcome. It will also free up capacity on the M1, the M6 and the M40.

My second point this afternoon is about the Bill before the House. It will authorise essential expenditure on the preparation work for high-speed rail. Planning and building the line will take time.

On the point about this legislation being the paving Bill and agreeing the expenditure before the line gets built, will the right hon. Gentleman assure the House that he will publish the receipts relating to everything spent as we advance to building the line, so that we can assure ourselves annually that the money spent represents value for money to the taxpayer?

I am about to make exactly that point; obviously, somebody else has an advance copy of my speech.

The line will be overseen and delivered by successive Parliaments, which is why it is right to provide Parliament with the opportunity to debate the project. The hybrid Bill will provide additional opportunities for closer scrutiny of HS2. This is the moment for Parliament to demonstrate that it is backing British business, jobs and growth by backing HS2.

Let me say how the Bill will help achieve those aims. Without this legislation, Treasury rules would limit the amount of work that could be done or undertaken until after Royal Assent on the hybrid Bill. That includes design work on the construction of the line, planning the movement of utilities and carrying out ecological surveys. The legislation will also ensure that future spending on the discretionary property compensation is compliant with the PAC requirements.

I assure my hon. Friend that, if he has a little patience, I will say something about that exact point a little later.

The PAC requirement states that when there is significant new expenditure that is likely to persist, authority should normally be sought from Parliament. I appreciate that many hon. Members have concerns about the authorisation of expenditure on early works in advance of the subsequent hybrid Bill. That is why this Bill ensures complete transparency in what we are doing, when we are doing it and—crucially—how much we are spending.

The Bill creates a duty on the Secretary of State to produce an annual financial report on the amount of expenditure incurred, allowing Parliament to keep a check on the costs and progress. I hope that that answers the point made by the hon. Member for North East Derbyshire (Natascha Engel).

I will look at the detail of that. I am certainly determined that Parliament should be kept well informed and, of course, the company will be open to the scrutiny of the Public Accounts Committee and the National Audit Office reporting to the PAC. There is a way in which the House can keep an eye on the matter.

My third point is about funding. We can today welcome the allocation made by the Chancellor in infrastructure investment. Tomorrow, the Chief Secretary to the Treasury will say more about our plans. I know that in the context of the Bill, the House will want to be updated on the cost of HS2. I can therefore tell the House that tomorrow I will be writing to the chairman of HS2 Ltd to set a target price for delivering phase 1 of the project. That amount is £17 billion at 2011 prices. That takes account of the design and environmental changes to improve the scheme. Those changes include a tunnel from Old Oak Common to Northolt, design changes at Euston station, and a tunnel under the M6 near Birmingham.

As a responsible Government, we must be prudent, which means allowing the right level of contingency. In addition, therefore, we have set an overall indicative amount for the budget for phase 1 of £21.4 billion. For phase 2, it is £21.2 billion, so the total is £42.6 billion at 2011 prices. That includes £12.7 billion of contingency.

I shall vote for the amendment and against the Bill’s Second Reading, because I believe that this is the wrong scheme at the wrong time.

In the few minutes available to me, I want to present a passionate defence of nimbyism. I think that this is a case less of “not in my back yard” than of “not through my front door and the rest of my house”. When we consider the people whose lives this project is affecting, we realise that the position is far too serious for them merely to be asked “How much compensation do you want?” People living in the villages and towns that the trains will pass through if the scheme goes ahead are being expected to wait for 20 years with it hanging over their heads, seeing no shovel in the ground anywhere in North East Derbyshire, unable to sell their homes, and money is being lost hand over fist in very small rural businesses.

I pay tribute to the hon. Lady. There is rarely an occasion on which I do not agree with her. Constituents of mine have been literally suicidal because of the complete lack of sympathy for them, and because they are unable to obtain compensation although their businesses are failing. Does she agree with me that we must get the compensation right?

Absolutely. It has already been suggested that the compensation schemes should mirror those in other countries such as France, where big infrastructure projects go ahead with no problems because the schemes are so generous. However, it is not compensation that people are after. They are saying “I have lived in this town, or this village, for four or five generations and I do not want to move. I am being asked to accept all the disbenefits of HS2 without gaining any of the benefits.” If I represented a major town, I might be able to see the benefits of this project, but it does not bring us in North East Derbyshire any economic benefits. In fact, it does exactly the reverse. I cannot see the sense of what is happening, and I shall explain why. I would welcome the Minister’s response to this.

Derbyshire county council has spent many years cleaning up, developing and redeveloping sites that were ruined by the results of the end of the mining industry and the steel industry in Sheffield. For decades those places have slowly been brought back into the economy. Up to £77 million has already been spent in Markham Vale, an area that I share with my hon. Friend the Member for Bolsover (Mr Skinner). That £77 million will, in effect, be wiped out because HS2 will be going straight through it. Chesterfield canal is one of the best and biggest pieces of redevelopment and regeneration in North East Derbyshire, bringing investment to the Chesterfield waterside project. It will now not have a waterside project, and will now not get the £310 million of investment in the local economy.

What about the small businesses in towns and villages such as Renishaw, too? Such businesses become the focal points of villages. Already, only months after the route has been published, a local wedding business has lost £70,000, some 20 years before anything is due to happen.

Does the hon. Lady share my concern that about 30% of the businesses on the route that could be affected have suggested they would close down, rather than relocate, so all those jobs would be lost all the way along the route?

That is absolutely right. This affects rural areas differently from how it affects cities. We are talking here about HS2 and a national economic policy, but we are not distinguishing between the cities and the rural areas.

I was going to go into the detail of the issue of connecting cities. This absolutely will connect cities, but that is not the issue for people who live in North East Derbyshire. In Apperknowle, what people want is to get a bus to the hospital, not to go to London. In each of the recent public meetings I have held, attended by hundreds of people, we asked when was the last time anybody had been to London. In one group of 300 people, five people had been to London in the past five years. This is not being done for the benefit of the people of North East Derbyshire.

I have serious doubts about the business and economic case, too, but those concerns have been raised by other Members, so I will not rehearse them. I do want to say, however, that I have found the consultation to be the most disappointing part of this whole project. HS2 Ltd has been very good at consulting stakeholders, but the stakeholders do not include those people whose houses and businesses the route is going through. The project has failed at the level of going and talking to people—not just persuading them of why the train has to come through their front room, but explaining why a high-speed rail link is needed. People are just not convinced.

At the same time as there is the hardship scheme, we are being told the route has not yet been fixed and the consultation has not even been opened, and therefore no decisions can be made on where the route is going to go. At the same time, however, not very far from my constituency, a kink has been put in to get the train to go around Firth Rixson steelworks in Sheffield. Why are we allowing and announcing changes to the route when the consultation has not even been opened? If the Department for Transport and HS2 Ltd are open to persuasion, will they please put in a kink and go all the way around North East Derbyshire?

My hon. Friend is absolutely right to raise that point. We are determined that, as a result of the fares and ticketing review, people will be able to buy the tickets for the journeys that they want at the lowest price for those journeys, rather than paying over the odds, which I am afraid they sometimes do today.

Was an upgrade of the current midland main line service considered as a cheaper, faster and far less destructive alternative to the building of a new London to Leeds HS2 route? If not, why not?

As I announced in my statement on the subject, HS2 is also about capacity. We are upgrading the line to which the hon. Lady referred, and I hope that its electrification during the period between 2014 and 2019 will benefit her constituents.

I am very sympathetic to my hon. Friend and understand the case she makes. I have looked at the temporary issuing of badges for the sort of situation that she describes. One of the downsides would be tremendous pressure on the limited number of parking spaces available. In June this year I issued an advice note to local authorities indicating how they might deal with locally determined concessions to deal with such situations, and I suggest that she pursue the matter with Poole unitary authority.

I have two elderly constituents, both long-term blue badge holders, whose only changing condition is that they are getting older and less mobile. They were told that they had to reapply to the county council for a new blue badge. When they did so, they were assessed very briefly over the phone and told that they were no longer eligible. Does the Minister really think that mobility can be assessed by a brief phone call?

To be honest, that does sound a little bit cursory, but the assessment of eligibility criteria is a matter for local authorities, not for the Government. It is important to stress that we have not changed the eligibility criteria at all except to widen them slightly. The hon. Lady needs to pursue the point with her local council.

It is true that we must have a balanced transport policy, and part of that involves maximising the use of public transport. That is why we have invested more in rail travel than any Government since Victorian times, and why we are now investing massively in buses as well. For instance, £70 million has been invested in better bus areas, £41 million in the green bus fund, £560 million in the local sustainable transport fund, £20 million in community bus services, and £15 million in smart ticketing technology. If I go on much longer, Mr Speaker, you will tell me to curtail my remarks.

You wait ages for a question on buses, and then three come along at the same time.

The Government’s response to the recommendations from the Competition Commission’s report on the supply of local bus services in the UK—excluding Northern Ireland and London—was published on 26 March.

I must explain that I tabled my question three days before the Minister responded to the report.

I am mainly interested in rural bus services. As the Minister knows, there are bus wars on the lucrative routes between towns, and greatly reduced or no services in the more isolated rural communities where elderly and young people depend on buses. What is he doing to ensure that services are more balanced in rural constituencies such as mine—and, when he talks to the commission, will he refer it to the Plain English Campaign, which would help the average bus user to understand what is in its excellent report?

There were a lot of questions there.

I entirely accept that buses provide a lifeline for people in rural areas. That is why we intend to devolve funding for the bus service operators grant to local authorities for tendered services, which will give them more control over those services, and why we have taken steps to fund community transport with two tranches of £10 million to help rural areas. Following the commission’s recommendations, we are taking steps to deal with bus wars by ensuring that there is a code of conduct for operators, enforced by the traffic commissioner.
