Commons ChamberThe Secretary of State will be aware that the courts yesterday awarded £25 million of compensation to 1.4 million passengers who were overcharged for rail fares between 2015 and 2017 by Stagecoach South Western Trains, the predecessor franchise to South Western Railway. Will he ensure that affected passengers are not left out of pocket, and get automatic redress, rather than having to make an historical claim?
I have been meeting the operators to discuss the matter. I am happy to write to her, setting out the exact conclusion of those conversations. I am always keen to ensure that passenger and consumer interests are protected and preserved, so I will write to her.

Commons ChamberMy hon. Friend is right to raise that point. It is absolutely vital that the great British public stop throwing litter—that would be the first and most important thing. I can assure him that National Highways is utterly committed on this matter, and gave evidence to the Transport Committee about the dozens and dozens of people it has clearing up the litter every single day. However, it is fundamentally up to the public to stop littering.
On noise, it is important to strike a balance between the negative impacts of aviation on local communities who live close to the airport and the economic benefits of flights around the UK. Commons ChamberMay I first thank the former shadow rail Minister for the times that we had together? It is true that he has been a champion of this project, and indeed pretty much every other rail project that I have gone to an all-party parliamentary group for, where he had already agreed to pre-fund it. I assume that now he is a shadow Treasury Minister he might be cancelling some of his previous decisions in a bid for fiscal credibility.
This particular project was due to be funded 50:50, but things have changed post pandemic for Heathrow, so it is right that it goes back to the drawing board. We will always support rail investments that can be paid for by private enterprise. That is what our Network North project is all about.
I regularly meet with Network Rail and train operators to discuss rail performance and services. Twickenham has seen positive results. In the past 12 weeks, an average of 88.1% of trains across the lines serving Twickenham have arrived within three minutes of the stated time.
I thank the Minister for that answer. If we want to encourage more people to use our railways we need to ensure that our stations are properly staffed so that they are accessible and safe for all, and that all complex tickets can be purchased easily, yet the Government are backing South Western Railway’s plans to slash staffing hours at stations across my constituency, in some cases by up to 80% in very heavily used stations. Will the Minister heed the advice of the Transport Committee, which has said this week that ticket office closure plans are moving “too far, too fast”, and his own statement that he does not expect a material reduction in hours, and stop these plans in their tracks?
I always take onboard the advice of the Transport Committee, because it does a great job and always has done. On ticket offices, these are industry proposals, which, pursuant to the process set out in the ticketing and settlement agreement, are currently being consulted on between the train operators and the passenger bodies. We expect that consultation stage to conclude shortly. I have made it clear at this Dispatch Box, and the Secretary of State has also been clear, that this should be a redeployment and multi-skilling of staff exercise to enhance the passenger experience.

I wholly agree with my hon. Friend that there is a lack of understanding about this issue, and I shall look to expose that later in my speech.
I refer the House to my entry in the Register of Members’ Financial Interests, but not because I have been bankrolled by a trade union and feel obliged to speak; I know that some Opposition Members present are in that position and that union cash—[Interruption.] Union cash has gone into the back pocket of some Members who are here, to the value of tens of thousands of pounds. That is not why I am speaking. I am speaking because before I was elected I worked for the railway for 20 years, and that career started as a station assistant—the very role that is affected by these proposals, and in my case the proposals from South Western Railway.
The trade unions and particularly the RMT—the National Union of Rail, Maritime and Transport Workers—have for many years blocked meaningful reform of station staff’s conditions of service, even though those reforms may have been beneficial to staff. That has meant that when ticket offices are quiet and no customer is there, staff have in many cases not checked the car park, cleaned the station or helped those in need on the platform, often because they were instructed by their union not to undertake any other responsibilities or, indeed, not to fully undertake the responsibilities they have. That is nothing new, but I am very proud to say that it is not an issue at the stations in West Dorset.
No one can say that I do not believe staff are important. They are, and much more so than some train operators and others have given them credit for. For the record, I would like to thank those members of staff, many of whom are former colleagues of mine, who continue today to diligently and carefully look after the many thousands of passengers who pass through their stations. To Judith and Winifred at Dorchester South, to Colin and Bob, who both retired from Sherborne a few years ago, and of course to Anne, who has worked at Sherborne station since I was a little boy, I would like to tell you all today that as your MP I shall stand up to protect not just your employment but the cherished service that you give, which is so welcomed by the hundreds and hundreds of local people you help every single day.
I thank the hon. Gentleman for securing this important debate. I assure him that I am here not on behalf of any trade union but on behalf of my residents, particularly those who have a disability or who need special tickets, such as extensions to freedom passes, and women travelling late at night on their own. The new measures will see highly used stations, such as Whitton and Teddington in my constituency, reduced to only 20 hours of staffing a week. Does the hon. Gentleman agree that without an equality impact assessment and ticketing modernisation, we should not be pressing ahead with the changes?
I will highlight some of the issues in a moment. There is clearly a veil, behind which is hidden an enormous reduction in staffing hours at stations, which is a key issue that I shall address in a moment.

And if I thought that this ULEZ project would improve air quality, I might be saying a different thing this afternoon, but the Mayor’s own impact assessment said that it will have a “negligible impact” on air pollution.
Think also about the sole traders or people running small businesses who are dependent on a van they cannot easily afford to replace, even if they fall into the limited category of those who qualify for the scrappage scheme. Those people all face a charge of £12.50, or having to scale back radically their mobility and their freedom to see their friends and family or, in extreme cases, shutting down a business altogether.
The Mayor made no mention of ULEZ expansion in his manifesto; a majority who responded to the consultation opposed his plan; and he is giving people only a few months to get ready for its imposition. Other charging schemes were announced years in advance, giving reasonable time for everyone to adjust.
The right hon. Lady talks about the timing of the roll-out. My Liberal Democrat colleagues and I absolutely agree that, in the midst of a cost of living crisis, to roll out the expansion of ULEZ recklessly, at breakneck speed, is absolutely the wrong timing. Will she and other colleagues in this Chamber sign my early-day motion 1364? It was tabled today and calls for a delay to the roll-out, a doubling of the scrappage schemes—something that Conservatives in the London Assembly supported the Liberal Democrats on—and the Government to fund a scrappage scheme for those areas outside London where many of our key workers, who will be hit so hard, come in from.
Everyone loves a convert, but I wish we had not seen Liberal Democrats in local government all across London welcoming the Mayor’s scheme, which is what they appeared to do.

As the hon. Lady knows, the decision about whether to build a third runway is one for Heathrow. The funding has to come from Heathrow. She knows that if, at some point in the future, it wants to proceed with that, a significant process has to get under way. She would not expect me to express an opinion on it because there is obviously a clear judicial process to follow, but it is up to Heathrow to make the first move and we wait with interest to see whether it does so.

It is a pleasure to serve under your chairmanship, Ms Elliott. I congratulate the hon. Member for Putney (Fleur Anderson) on securing this vital debate. We MPs across south-west London, along with councillors and thousands of our residents, are absolutely united on this issue. Liberal Democrats across south-west London have a saying that we want a better Heathrow, not a bigger Heathrow. We are not on a crusade against the airport. We recognise the importance that it brings to our communities, capital city and country, in terms of trade, tourism and employment, but we are unequivocally opposed to a third runway at Heathrow. The project is dead in the water on every possible front.
The hon. Member for Putney made a powerful environmental case against expansion, and the economic outlook is also bleak for airport expansion. The project is not financially viable for Heathrow itself, which is already in £15 billion of debt, and it is about time that the Conservative Government actually come out, unequivocally recognise that the economic, environmental and health case is absolutely clearcut, and take it off the table. We have had broken promises from this Conservative Government in the past, and we need them to come out and oppose a third runway at Heathrow.
We know that, according to the Department for Transport’s own calculations, the economic benefits are modest at best. At worst, the project would have a net-present value of minus £2.2 billion. The environmental argument against Heathrow expansion is simple: the more planes in the sky and idling on the runway, the more damaging emissions we pump into our atmosphere. As the hon. Member for Putney said, Heathrow is the biggest source of carbon emissions in the UK. If a third runway goes ahead, growth at all other UK airports would have to be halted to keep within our carbon targets, which sinks the Government’s levelling-up agenda.
With the World Meteorological Organisation recently warning that we will breach the 1.5° temperature increase in the next few years, now is the time to invest in a cleaner aviation industry and develop green technologies to cut back on emissions. One resident went as far as saying to me that building a third runway at Heathrow would be a bit like opening a brand-new coal mine slap bang in the middle of south-west London. Based on their voting record in recent months, perhaps that is why the Conservatives are so supportive of it.
At a local level, increased capacity at the airport would bring much more congestion on to our roads. That would mean more air pollution and dirty air, which my constituents and their children would breathe.
Another important consideration, which has already been referenced, is the level of constant noise from the airport experienced by residents day and night. There is a real sense in the community, and among local action groups such as Teddington Action Group, that the noise pollution is just not taken seriously by this Government. It is not monitored properly; its effects on public health have not been thoroughly investigated or reviewed; and adequate protections have not been put in place. That is despite plenty of evidence in respect of both the mental and physical health impacts of noise pollution and our children’s ability to concentrate and learn. The Liberal Democrats want to see an independent noise ombudsman reinstated and far more robust regulations on night flights, especially during the summer months, and to look at making noise a statutory nuisance.
A third runway would only intensify disruption, particularly with the prospect of airspace modernisation, whereby we could see a significant redrawing of flightpaths over London, with fewer planes over some parts of the capital but increased flights and much more intense noise in other areas. The term “noise sewers” has been used in other countries that have implemented airspace modernisation.
My hon. Friend is making an excellent speech and some powerful points. She mentioned airspace modernisation; I wonder, listening to what she has to say, whether if she shares my concern that any attempt to expand Heathrow at this stage might undermine airspace modernisation and delay any improvements we have been hoping for over the past few years.
The problem with airspace modern-isation, and the feedback I get from some of my community groups, is that the process is not transparent at all. We have no idea whether there will be benefits or a worsening of noise impacts on the local communities around Heathrow airport. That, combined with a third runway, spells a lot of trouble for our local communities.
Since the last general election, we have gone from one Prime Minister who threatened to lay down in front of the bulldozers at Heathrow—but who was tellingly missing for a critical vote in the House of Commons on Heathrow expansion—to another who actively supported expansion, although luckily her tenure was short lived. Our current Prime Minister has taken a leaf out of their book, talking tough on climate change and net zero while instructing his Chancellor to slash air passenger duty on domestic flights. I hope the Minister will clarify the Prime Minister’s position on the third runway project. In particular, as the hon. Member for Putney said, we need a review of the airports national policy statement; it is five years old, and the analysis is completely out of date, especially given the pandemic. We need a commitment to a national aviation strategy that addresses the sector as a whole, not just Heathrow.
To conclude, I speak on behalf of thousands of residents across Twickenham and south-west London, as well as London Liberal Democrat MPs, Richmond Council and members of the Greater London Assembly, when I say that we wholeheartedly and vehemently oppose a third runway at Heathrow airport. We will mobilise against any further plans. It is bad for the environment, bad for local communities, bad for our net zero targets and even potentially bad for our economy. It is time that the Government woke up, smelt the kerosene and opposed Heathrow expansion.

Commons ChamberThat was an extraordinary question, containing not a single fact. The Government have provided a record £44.1 billion settlement for Network Rail in control period 7—in English, that is between April 2024 to March 2029. Compared with the previous control period, that is a 4% increase in real terms when compared on a like-for-like basis, and an above-inflation settlement during a highly challenging fiscal environment. That demonstrates our continued commitment to running and maintaining vital railway infrastructure.
The Driver and Vehicle Standards Agency is increasing the number of driving tests by conducting out-of-hours testing, recruiting over 300 examiners, and re-employing retired examiners. Recovery measures have created 35,000 extra test slots each month, which equates to approximately 813,000 additional slots since April 2021. As of 27 March, there were over 50,000 tests still available to book. The DVSA’s Ready to Pass? campaign aims to increase the pass rate and reduce waiting times by ensuring that people do not take their test until they are absolutely ready to do so.
Learner drivers are increasingly falling victim to a flourishing black market in driving tests. Third parties are using bots on the Government’s website to snap up driving test slots that are then sold for double or triple the price. One of my constituents saw a test advertised for £240. Even driving schools are gaming the system. With AA research showing the most vulnerable, including young care leavers, being hit the hardest, what are the Government doing to crack down on this exploitation, and will Ministers stop the bots?
I had a meeting with the DVSA on this matter earlier this week, and we will continue to take steps to block cancellation services from accessing the booking system. There has been a significant drop in traffic to those services because of the DVSA’s successful work in identifying booking apps and bots, but there are some driving instructors who book slots for their own use. In the hon. Lady’s constituency, in Isleworth and Tolworth, the waiting times in February were 8.5 weeks and 7.3 weeks respectively, well below the national average, so there is no need for people to use the bots as they can book a few weeks in advance.

Commons ChamberThe Government recognise that there are impacts associated with aircraft noise and keep all relevant evidence under review. The Department for Transport has previously commissioned research on the effects of aviation noise on annoyance, health and wellbeing, and has tasked the Civil Aviation Authority to carry out a further survey this year. All major airports are required, as the hon. Lady will be aware, to map their noise impacts on a common basis every five years, and some do so annually.
I thank the Minister for his response. My constituents and thousands of residents across west and south-west London and neighbouring counties constantly have to put up with the roaring engines of aircraft overhead at all hours of the day and during much of the night. There are real fears, based on international evidence, that that noise may intensify as a result of airspace modernisation. Will the Minister commit to reinstating the independent noise ombudsman, and to working with Environment Ministers to make aircraft noise a statutory nuisance, so that those residents might have some redress in future?
The hon. Lady will be aware that there have been noise-related restrictions on major airports including Heathrow for many years and, more recently, noise maps and noise action plans at Heathrow. Of course, we recognise the seriousness of this issue. It is worth saying that technology is already making a significant difference—new aircraft models make 30% to 50% less noise on take-off and landing—but we intend to consult later this year on proposals for the next night-flight regime, beginning in October 2025.
