Commons ChamberI also entered the ballot to speak on behalf of my constituents, but clearly I was not as lucky as the hon. Gentleman. I share his concerns about the environmental impact of East West Rail, which is why I have called for the full electrification of the line. I cannot understand how the Government would even consider building new transport infrastructure into the 2030s without clean energy being the priority. What puzzles me is that route E has been known for at least three years, and the hon. Member—he can correct me if I am wrong—claims to be neutral about routes, but when route E was confirmed in January 2020, he said:
“I am pleased that the government has made this announcement to progress investment in this important rail link.”
Perhaps he can clarify that, and I will come back in.
The hon. Gentleman may or may not come back in—I think that is up to me to decide. Having granted him the opportunity to speak on behalf of his constituents, it is rather strange that he took the opportunity to quote—or misquote—my views to try to sow division on this issue. Actually, what he should be doing is speaking up for his constituents whose houses are being demolished as part of this process. That is what I thought he was going to intervene about, but apparently not.
As I was saying, the CPRE has raised a more fundamental point, with which I agree: the detailed assessment of environmental impact is being done right at the end of the process, rather than being front and centre at the start of the process. It rightly asks how a route that is longer and hillier, requiring significant additional construction and carving its way through open countryside, can have a carbon footprint consistent with our net zero targets? As a result, environmental impact is seen as the guise of mitigation rather than as a full part of a proper assessment. We cannot be a Government committed to biodiversity and protection of our natural habitat if we continue this practice. The Minister—indeed, the Prime Minister—has the opportunity with East West Rail to take a stand on this matter. Will the Minister therefore raise these environmental concerns directly with No. 10 and gain its assurance that this project, with all its changes, has the Prime Minister’s endorsement as being fully compliant with his green agenda?
In major project consultations, the opinions and views of local authorities are a crucial input. Local authorities are the voice of local opinion, and they undertake many of the facilitating functions—land acquisition, planning and construction mediation among others. The Minister had every right to expect a local authority to act democratically and sensitively in being that voice and in providing its input to him. Yet that was definitively not the case with Bedford Borough Council’s submission to the 2019 consultation, which was not presented to, debated by or voted on by local councillors. Indeed, not one of the councillors in the wards in my constituency was given that courtesy.
Essentially, the directly elected Mayor of Bedford submitted his secret plan, which added costs, made journey times longer and created an environmentally brutal route. I fully appreciate that the Mayor was committed to a line running through the centre of town rather than to a parkway station, but that personal commitment did not give him or his executive the right to bypass his own council’s scrutiny. He may say that he had that discretion, but my constituents feel duped. And for what? What was the big economic gain for the borough? The council’s own analysis says that the proposal adds just 0.05% to annual economic growth—0.05% is hard to justify to the owners of homes that will have to be demolished.
Further, there are unanswered questions about whether the push for that route required the borough council to accede to additional future housing growth in the borough—essentially, whether the plan was secret because it stored up a development bombshell for rural north Bedfordshire. Will the Minister therefore advise me what significance the input of a local authority has in his Department’s evaluation of rail route options? Will he also allay the fears of my constituents that, in regard to additional housing or development expectations, there was no direct or indirect communication with Bedford borough by his Department or any other Department as a result of the routing of East West Rail through the town centre.
Engineering considerations for the route remain a source of significant contention. A consultancy was hired by the borough council to advise on engineering costs twice in the space of two months. In its first report it stated that the northern routes,
“come at a price of increased construction costs, increased disruption during construction, longer journey times and increased operational costs, as well as increased congestion and other highway costs.”
One month later, it produced a second report, stating that Bedford Borough Council
“has developed its own preliminary Route E design that reduces the cost differential to Route A by nearly half and avoids much of the highway disruption.”
Will the Minister advise me as to whether he was aware of what special engineering source was discovered by the council in that one month? I believe their analysis has proved highly influential with East West Rail, yet these figures from the council have never be made open to external review so that that assumption can be questioned in detail.
A number of changes have been made since the origination of this consultation. It originated in Lord Adonis’s Oxford-Cambridge arc vision, as part and parcel of acceding to the provision of 1 million homes in this region between Oxfordshire and Cambridgeshire, including Bedfordshire, yet just a week or two ago the Ministry of Housing, Communities and Local Government confirmed to me that that 1 million homes target is no longer a target. We know that the other project of Lord Adonis’s vision, the expressway, is no longer a long expressway; it has been junked in Buckinghamshire. We know that covid has changed crucial traffic assumptions, with greater working from home and with the opportunity for more office space in London to be converted to residential. We know that the vision for East West Rail has been cascading back in history, from his shining, 21st century, forward-looking vision where we connect two—potentially three—of our great universities to one involving a 19th century fuel of dubious merit. The Government have issued a 10-point plan for net zero, yet in some ways there are concerns that East West Rail now stands directly against those ambitions. As I said, we have more examples to show that people will change lifelong voting intentions to express their discontent with top-down projects that fundamentally change their surroundings.
I support East West Rail—I think it is a good idea, and the vision has its strengths—but what we are now being sold as the vision of East West Rail is not what the original intention was. Worse still, the process of going from that original vision to where we are now has destroyed trust, faith and belief in East West Rail, rather than building it up. People like infrastructure and we talk about it a lot here, but when people think about infrastructure they are talking about improvements to their town centres, about making it easier for them to get access to a GP appointment or about ensuring that their child gets into a good local school; it is not thought of in terms of spatial frameworks, visions for the future by departed technocrats or consultation exercises that treat people like fools. I urge the Minister to take these concerns and priorities seriously, play his part in restoring trust in this process and give the people that rail connection that they want, can understand and believe in.
I completely get what my hon. Friend says, which is why I have tried my best and, I think, have succeeded in making sure that East West Rail actually listens to people along the route. I hope my hon. Friend will see that reflected in what comes out of the recent consultation as we move forward.
I thank the Minister for giving way; he is very kind. I will make two points briefly. One is that I have been told there is no chance of rerunning the consultation. Is there any realistic chance of rerunning it, because some people believe it was not run properly? Secondly, will he support the four-track option, rather than the six-track option? The four-track option will avoid the demolition of houses in my constituency.

Lady will know that the Government have pledged half a billion pounds towards creating factories to produce batteries, which is a very important part of the development of electric cars. I often hear people say that we are somehow falling behind. In fact, we had the second highest sales of electric vehicles in Europe in the first quarter of this year; one in seven cars sold now has plug-in. I cannot comment directly on the discussions that my right hon. Friend the Business Secretary has had about those specific plants, but I can tell the hon. Lady that discussions are ongoing in order to achieve the infrastructure delivery in this country, including the manufacturing base, which will continue to ensure that we lead Europe when it comes to electric car provision.
The 2019 East West Rail consultation and the 2020 route announcement made no mention that six tracks would be needed at Bedford Midland station or of the consequential demolition in the Poets area of my constituency. I urge the Minister to please consider the many representations on this matter from members of the public, rail groups and local councillors, and Bedford Borough Council’s SLC Rail report showing a credible four-track option that would avoid the loss of homes.
I assure the hon. Gentleman that this is a non-statutory consultation. It is a consultation where we really do want to listen to the opinions of people affected across the route of East West Rail, and we will most certainly take into account his representations here today.

Commons ChamberI note the hon. Gentleman’s particular interest in this policy area. We have had many discussions on this issue and he knows that I am committed to doing what I can as the Minister responsible for maritime to increase the ability of UK seafarers to work on our routes. We have supported the ferry sector with a with a freight support package to protect what we needed within the UK, but the hon. Gentleman is absolutely right: we want to make sure that we are able to create an environment in which we can increase the number of seafarers operating around our coastal shores.
The Government have provided guidance to transport operators and the public so that they can travel safely. We have made it mandatory for passengers to wear face coverings on public transport in England and, pleasingly, compliance is growing every day.
Covid-19 has had a profound impact on the railways, but my constituents in Bedford and Kempston have been particularly hard hit. The Bedford-to-Corby electrification is now delayed; the long-awaited return of the East Midlands Railway service is delayed until May next year; the current Thameslink service is slow; and the Bedford-to-Bletchley trains have been stopped altogether. Does the Minister agree that this is a far cry from the transport revolution that his Government promised?
I thank the hon. Gentleman for his question, but I think he is mixing up the reaction to the obvious pressures we have had because of the pandemic with our plans for the future. Some of the plans that he outlined are delayed, yes, but that is because people were not able to work safely during the pandemic. The train line that he mentioned is no longer serving Bletchley because nobody was using it. These services will all return and they will be reliable and cleaner than ever before.

Commons ChamberI understand my hon. Friend’s frustration. I am pleased to say that the Government have launched two schemes that are relevant to North Warwickshire. The first is a call for an expression of interest in a £20 million rural mobility fund to support innovative solutions to transport problems in rural areas, and the second is the allocation of £30 million to every local authority in England to support new bus services or replace lost services.
We have published health guidance for staff and the transport sector, following carefully the Public Health England advice on protocols. In addition, I have contacted the various ports on several occasions.
As the Secretary of State knows, the World Health Organisation has declared covid-19 to be a pandemic. Will he clarify what new measures will be taken to keep passengers and transport workers safe on public transport?
The hon. Gentleman is absolutely right. Obviously, the issue of covid-19 is occupying the minds of everybody in this country at the moment. As an example, 2,500 posters—digital as well as printed—have gone up in our railway stations. There is a very wide programme of enhanced engagement, and we are working with the Public Health England protocols. Yesterday I met the chief executive and chair of Network Rail to discuss the subject. The Under-Secretary of State for Transport, my hon. Friend the Member for Rochester and Strood (Kelly Tolhurst), who has responsibility for aviation, and I have also had similar discussions with all the aviation industry leaders.

Commons ChamberMy hon. Friend is right: if the Mayor of London spent as much time fixing the tube station as he did promoting himself at the station, it would be far more accessible. As my hon. Friend is aware, transport in London is devolved to the Mayor and delivered by Transport for London, so it is for the Mayor to determine his accessibility policy and the provision of step-free access at individual stations.
There is no step-free access at Bedford station while much needed repairs are made to the lifts, but passengers were not informed until days before of the severe disruption to their journeys. Govia Thameslink Railway is already facing potential fines for not keeping passengers informed. Does the Minister agree that no lessons have been learned from the chaos over the summer?
Bedford station is, I believe, fitted for step-free access. It is unfortunate that the lifts are broken and that they have not been repaired quickly. Hopefully, the hon. Gentleman raising the matter today will alert GTR and Network Rail to the need to get their act into gear. I know that taxis are available for passengers who need the service, but the lifts should be fixed.

Commons ChamberIt will not be a surprise to the Secretary of State or the Minister to see me standing up to speak in this important debate, as my office has been in daily contact with theirs over the past few weeks. I can tell them that things are no better in Bedford. Until 20 May, passengers in Bedford had two choices: they could travel on Thameslink trains, which were slow but made more stops, or they could travel in and out of London on a fast East Midlands Trains service. The Department stopped those fast trains last month. We were told in December that there was no choice but to do that. We were promised that it was only for two years and that we would have two fast Thameslink trains an hour and thousands more seats instead, but that was not true. What we have seen since 20 May has been absolute chaos. People are paying to stay in hotels all week, and some are driving into the city. People have run out of childcare options and their bosses have lost patience. These people are tired, angry and desperate. They have been crammed like sardines into the few trains that do run, and family life has been completely disrupted.
My hon. Friend’s constituents’ experience absolutely reflects those of my constituents. The two train stations in my constituency are the last two before the main Leeds city station. By the time the two-carriage trains come, they are full and my constituents cannot get on them. When they do, we have seen cases where people have fainted or been unable to breathe. Does he agree that we need to do something now, as the lack of investment and action is dreadful?
I agree with what my hon. Friend says, because I am a commuter and I see the trouble at Bedford station every day. Almost every hour, a train is either delayed or cancelled. This Government need to take control and do something about this urgently.
Two weeks ago, in this Chamber, I asked the Secretary of State to reinstate EMT peak rail services. His response was that that would be the logical solution to the problem, yet two weeks later those trains are still speeding through Bedford half empty and not stopping. On Friday, he finally wrote to me to tell me that he cannot make this happen after all, as, apparently, it will make some trains 13 minutes later further up the track. Tell that to my constituents who have to wait an hour or more for a train and do not see their children before they go to bed. Tell them that a 13-minute delay on a journey to Sheffield is a good enough reason for these services not to be reinstated. EMT says that these services are already overcrowded. In his letter on Friday, the managing director of EMT said that
“there are few, if any seats available”.
Yet EMT’s own guide to seat availability says that all but one of the peak-time trains travelling between Wellingborough and St Pancras have seating available. Most are running at 75% capacity or less; we can all see the empty seats, but we just cannot get on those trains.
I have no idea why there is such an absence of will to sort this problem, but this is a mess, and it is clear now that there was never any intention of bringing inter-city fast trains back after two years either, because if they cannot make it happen now, when Thameslink is not operating a full service, they are not going to be able to make it happen when it eventually is. All we have heard are excuses. The truth is the industry needs to work together to resolve this quickly. The Secretary of State should have a grip on this weeks ago—months ago, in fact. I warned him and the Minister many times that this timetable will not work for Bedford, but they completely ignored that and carried on regardless. He and his Department have spent a good proportion of the past few weeks putting together the invitation to tender for the new east midlands franchise. Is this farce not proof enough for him that rail franchising does not work? My constituents need solutions and they need them urgently. They need solutions before things get even worse. If the Secretary of State cannot fix this, he should resign and give the job to someone who can.

Commons ChamberAs I said a moment ago, the rail Minister and I are happy to talk to individual colleagues on both sides of the House to look at places where there are issues of this kind. There are rolling timetable changes each year. If we can look at cases where a town has genuinely been disadvantaged, we can see what we can do to sort that out.
Bedford rail users who lost their peak time East Midlands Trains service are still facing the misery of cancellations and delays. Trains are leaving St Pancras half full and are whizzing past Bedford, while my constituents have been forced on to dangerously overcrowded Thameslink trains. This is absolutely ridiculous. Will the Secretary of State stop making excuses and reinstate the Bedford EMT service today?
I have already asked the industry to look at whether it can restore some of the East Midlands Trains services to ease the pressure on Bedford in the interim period, while this disruption is happening. It seems a logical thing to do, given that the train paths are not being occupied by Thameslink at the moment.

Commons ChamberAs I said, additional compensation measures are in place now. The issues that network currently faces are all to do with the condition of the infrastructure. My hon. Friend will know that we have just announced two major closures to allow upgrade works to take place, and there is a substantial ongoing programme of investment in that route, which I hope will make a significant difference.
Bedford commuters will lose their fast peak train services in May. Many now do not know how they will balance work with their childcare arrangements. Does the Minister agree that Stagecoach should compensate these people and rail users who, by the Government’s admission, have borne the pain of the changes to the rail network timetable?
I cannot promise—I wish I could—no change and no disruption as a result of major investment programmes. The hon. Gentleman will know that the combination of the upgrade to the midland main line and the Thameslink programme must mean, for an interim period, changes to services. There will in fact be more seats from Bedford in peak hours. Of course, many of the east midlands trains arriving at Bedford are already full, so I absolutely regret the fact that we have to inconvenience passengers, but we cannot upgrade and improve the network without taking some difficult decisions.

Commons ChamberJust before the summer recess, the Government announced they were abandoning plans for the electrification of the midland main line. A consultation on the new east midlands rail franchise announcement followed—a process that was rushed, chaotic and, as has recently come to light, a sham. Throughout the time when my constituents were feeding into the consultation process in good faith, much bigger plans were being put together behind the scenes, without consultation or even a whisper in Whitehall, under which Bedford train users will lose their peak-time east midlands service in May.
The announcement has hit my constituents hard. Many fear they will lose their jobs or have to give up work because the changes to the timetable will mean they cannot balance, or rearrange their lives around, their family commitments. Rail users nationwide have been betrayed by this Government, but Bedford commuters are taking a bigger hit than most. Bedford passengers are being forced into trains run by Govia Thameslink, which we learned today is the worst train operating company in the country. It is clear from the NAO report that the Government awarded the franchise to Govia in the full knowledge that disruption would be very likely. Bedford passengers have felt that disruption.
There is something fundamentally wrong with the franchising process. I expect the Transport Secretary to recommend to East Midlands Trains and Thameslink that Bedford rail users are entitled to reduced fares for their reduced services. Bedford is a growing commuter town, and the use of services is increasing year on year. It markets itself as an affordable place to live with a 36-minute commute to the capital. Over the last five years, the use of Bedford station has risen by 20%. The Government should be improving and increasing services, not reducing them, and I hope that the Transport Secretary will now commit to doing so and ensure that the new franchise includes a solution for peak-time trains to be reintroduced in Bedford.

I strongly agree with my hon. Friend, who leads me neatly on to cross-border hiring, but I want to address plying for hire first.
I have read the report, which is very good. As a former taxi driver, I know how taxi drivers operate and the issues that they face along with passengers. Cross-border hiring is a massive issue. The report says that there has been a 30% reduction of income for drivers in London, but in other areas it is even bigger. A lot of drivers are leaving the trade because other drivers are coming in from other authority areas where following regulations and getting licenses is easy. There should be a cap not only on private hire vehicles—

I am going to do so. I have another meeting to go to, so I have to make the point now. Does my hon. Friend agree that there should be a cap not only on vehicles but on private hire drivers’ licences?
I strongly agree with my hon. Friend, and I welcome him to his place in the House. He brings with him considerable expertise on this topic and others, and he will be a great representative for the people of Bedford. He anticipates what I am going to say about cross-border hiring and the cap on private hire numbers. However, before I do that, I want briefly to pick up one issue that has been floating around for some time but has yet to be addressed properly.
The Government recognised that the pace of change in the taxi and private hire industry necessitated some change to legislation and regulations, so they asked the Law Commission to do some work on that. In 2014, the Law Commission produced a report, including a draft Bill, in which it identified plying for hire as one of the grey areas in need of clarification by legislation.
Many hon. Members will know that under existing regulations licensed taxi drivers in London have to undergo about 8,000 hours of training to pass the knowledge, and only licensed taxi drivers are allowed to ply for hire by picking up from a rank or in response to someone hailing a cab. With the introduction of new technology, there are people effectively hailing private hire vehicles all the time through the click of a button, and that is causing real anger and anxiety on the part of licensed taxi drivers. It is not simply that people feel that the existing law is being flouted. There is a lack of clarity about how we move forward when things have changed, with new technology platforms.
My hon. Friend again makes a powerful point, which was very much reinforced by the evidence we received during our inquiry. I really hope that the Department for Transport acts on cross-border hiring; I think measures on that will be welcomed by local authorities across the country. I am conscious of time and the fact that several hon. Members wish to speak, so I will canter through some of the report’s other recommendations, but I will indulge my hon. Friend the Member for Bedford (Mohammad Yasin) before I do.
I have to go to another meeting, so I thank my hon. Friend for allowing me to intervene. One main issue that is very important but is not mentioned in the report is the safety of drivers. Drivers are very vulnerable, especially at night time, and if they have four or five passengers in their car they can get a lot of abuse. There is no mention of driver safety in the report, and I would like something to be added. Does he agree that driver safety is a serious issue that we need to be concerned about?
