I do not know the answer to that question because it is just impossible to gauge. Talk seems to centre around the low thousands of foreign fighters. Over time, it will become clearer, but I am not sure I can rightly say anything more accurate than that. It is clear that some will attempt to return to other parts of the region and beyond from where they came. Some countries have supplied more fighters than others. They will be a risk until they have all been interviewed, those who are responsible for crimes have been brought to justice, and others have been dealt with in other ways.
My right hon. Friend the Member for Exeter (Mr Bradshaw) referred to the vote two years ago. Unfortunately, I was unable to take part in that vote, but I welcome the liberation of Raqqa. As the Minister said, it proves that conflicts of this kind cannot be won simply from the air. Ground forces have to be used. Will he reiterate our praise for the Syrian Democratic Forces, particularly Syria’s Kurds, who have played a pivotal role, and tell the Turkish Government to stop attacking them?
The hon. Gentleman has always been clear in his determination to take what he considers to be the right action, regardless of the political pressure on him, and he has been courageous to do so. Some battles clearly cannot be fought without ground troops being involved, as recent conflicts in Iraq and Syria have shown. There would have been no liberation of Mosul from the air, nor of Tal Afar or Raqqa. The United Kingdom did not take part in those operations; others have done so elsewhere, with our support. The hon. Gentleman is right to mention Kurdish forces’ leadership of the coalition forces that have been operating in Raqqa and the extraordinary work they have done. Whatever difficult situations may be faced back in the Kurdish region of Iraq, it is clear that those fighters and the people they represent deserve to be treated with the greatest of respect. Any political situation needs to be handled with great care, and there needs to be a lot of dialogue between states, not undue pressure or force.

My hon. Friend is an experienced member of the Foreign Affairs Committee and he well understands some of the dynamics relating to Iran. Iran is a complex political society with different representatives and different voices, as I said earlier. It is clear that there are elements in Iran who saw the Joint Comprehensive Plan of Action—JCPOA—as an opportunity to open possibilities for the country on the wider stage, and who recognised that for those possibilities to be maximised, other behaviour had to be recognised and curtailed. There may be others in Iran who saw the agreement in a different light. The United Kingdom’s position is to believe that the signing of the agreement brought an opportunity to continue to work with those who wanted to see Iran return to the world stage. It will not be able to do that if it continues with disruptive activity in the regions, but adhering to this agreement has been very important. The Foreign Secretary has spoken to Foreign Minister Zarif twice in the past week—once before the President’s announcement and once after it—and I am sure that he made that clear to those elements who wish to see the JCPOA leading to something good for the future of the region.
Does the Minister agree that President Trump is a proliferator, that he is encouraging the undermining of the nuclear non-proliferation treaty, and that by his action he will make it almost impossible to get any agreement on North Korea?
In all fairness, it is not for me to deal with the intentions of the President in the manner that the hon. Gentleman suggests. I simply reiterate that the United Kingdom disagrees with the rationale behind the President’s decision. We understand the importance of the non-proliferation treaty, which has been one of the great successes among international agreements in the past 30 or 40 years, and also therefore the importance of signatures on agreements, where those agreements can be verified. We will continue to work with all our partners, including the United States, to try to ensure that our point of view is one that they recognise and support.

Commons ChamberWe do not discuss individual citizenship cases, as I am sure my hon. Friend knows, although I understand the feelings she is expressing. What I can tell her is that Asma al-Assad, in common with her husband, is certainly on the sanctions list.
The Foreign Secretary’s original statement was comprehensive and measured, but it had one significant omission—there was no mention of Turkey. There are 3 million Syrian refugees in Turkey and, as he knows, the Turkish Government and President Erdogan have called for a no-fly zone. Others, including myself, have called for a no-fly zone over Idlib. What discussions are ongoing about how to protect civilians in Syria, not just from chemical weapons, but from barrel bombs?
The hon. Gentleman makes a very good point and he is right to draw attention to the cardinal role of Turkey in this whole crisis. As he knows, Turkey has borne the brunt of the huge tide of refugees, and I agree very much with what he is saying about no-fly zones, which are strongly supported by Rex Tillerson and the US. However, they cannot be delivered without a ceasefire, which is why I return to this challenge we are making to the Russians: it is up to them not just to stop the barrel bombs that the hon. Gentleman mentions, but to deliver a real ceasefire.

Commons ChamberI passionately agree with that. It is the function of the UK to be the intermediary between our European friends and partners and the United States, and to campaign for the things that matter deeply to us all: the transatlantic defence alliance that has kept the peace in our continent for the past 70 years, and, of course, global free trade, which is of huge value to all of us.
Will the Foreign Secretary take this opportunity to praise the democracy of the United States? Its independent judiciary has rejected President Trump’s plans to bring in bans on refugees, while at the same time Congress has seen sense and not approved his proposals to abolish Obamacare.
It is not for me to intrude into the domestic politics of the United States, except to say that I think many people around the world who criticise and attack the United States and who are viscerally anti-American in their attitudes will look at the balance of power represented by that decision and see that this is a mature democratic system in which we can confide our trust.

Commons ChamberI am delighted that my hon. Friend makes that point. He reminds me that it was the leader of the Labour party, the current Leader of the Opposition, who said that he did not think this country needed a defence policy at all. I think he said that we do not even need an Army, let alone any spending on the security and stability of the South China seas. I remind my hon. Friend that 25% of the world’s trade goes through the straits of Malacca, so it is more vital than ever that we have a truly global commitment.
I shall give way in a moment or two. I wish to return to the Budget. [Interruption.]
The Foreign Secretary has mentioned the British Council. As he knows, the British Council will no longer receive any funds from the British Government. At the same time, there are continuing pressures on our diplomatic missions around the world as a result of the budget crisis with which the Foreign and Commonwealth Office has had to deal. Can the Foreign Secretary tell us how many additional diplomats will be appointed to increase the FCO’s budget so that it is able to deal with the consequences of Brexit, which is what the Foreign Affairs Committee called for in a recent report?
I have to say that I am deeply disappointed that I finally gave way to the hon. Gentleman, because he has shown the most staggering ignorance of the British Council, of Foreign Office spending and of the success of our diplomatic network. However, I will give him the answer to his question. In response to the challenge and the opportunities that we have, we are increasing our representation: just in our European posts, 50 more diplomats and 25 new trade experts have been recruited. We are expanding a fantastic network, and that is on top of the enormous soft and hard power that we have. As I am sure the House will know, the United Kingdom is the third biggest contributor to development finance in the world, after the United States and the European Union. That is an extraordinary record, of which I think every Member in the House—certainly every member of this Conservative Government —should be proud.
Let me start by saying that, like many other Members, it was my privilege this afternoon to attend the service of celebration for the Commonwealth at Westminster Abbey, in the presence of Her Majesty the Queen. In the context of tonight’s debate, it was a reminder of the powerful and historical ties that Britain enjoys all over the world; we are a country that will always face outwards and never turn in on ourselves, and, like the Secretary of State, I hope that at next year’s service we will have another member of the Commonwealth present, as a democratic Gambia completes the process of re-admission.
I thank the Secretary of State for opening this evening’s debate on the Budget and Britain’s place in the world. It is an issue of vital importance, and yet one that, it is fair to say, has not been centre stage in the five days of the debate on the Budget. If someone had told us last summer that going into article 50 week the Prime Minister and the Chancellor would be at each other’s throats, at war through the media, and engaged in a desperate blame game, while the Secretary of State for Foreign and Commonwealth Affairs would be sent into the television studios to act for the Government as the voice of calm and unity, no one would have believed them. However, if this is indeed to be the Foreign Secretary’s new role—if he is going to be the new Willie Whitelaw figure, or, dare I say it, the new John Prescott—I congratulate him and wish him the very best of luck in the future.
Of course, there will be some unkind souls who look at the row between No. 10 and No. 11 and think it is exactly what the Secretary of State needed this weekend. In their cynical minds, had it not been for that row, much more attention would have focused on Sunday’s real heavyweight contest, the one the public really wanted to see explode, the one between the two Tory blond heavyweights: Hezza versus Bozza; Tarzan versus the Zip-Glider; the Dog-Killer versus the Dave-Slayer. We were denied a true fight, but we were left with these immortal words from Lord Heseltine:
“When I listen to Boris…he has turned the art of political communication into a science”
of using
“waffle, charm, delay, anything to stop actually answering questions.”
In the rest of my speech, I intend to ask some very straightforward questions on the Budget and Britain’s place in the world, and I hope that the Secretary of State will be able to answer them without waffle or delay, and with no more charm than he feels is absolutely necessary.
It is striking that we are here to debate a Budget that has almost nothing to say about Britain’s place in the world, and with even less to offer for it. I am sure that we could all have predicted some of the rhetoric that we have heard from the right hon. Gentleman tonight about re-entry into world markets, a truly global Britain and an active global Britain. I predict that we will hear more about “brand Britannia” and terms such as “dynamic”, “agile”, “cutting edge”, “global powers”, “global reach” and “global influence”, and about the yacht and exporting boomerangs and so forth—but the question is this: what is the strategy for achieving all that ambition, and how does the Budget provide the resources to back it up? So far, we have seen no evidence of either.
It is not enough simply to want a relationship with Europe that has all of the benefits and none of the costs, and to be a leading global power at the same time, or to say, like Tinkerbell, that all we have to do to make it happen is believe that it is possible. Indeed, the right hon. Gentleman almost seems to be implying that if we do not believe, or if we ask awkward questions, somehow these things will not happen, and that fairies will start falling from the skies.
It has been said in this debate—no doubt it will be said again—that the Government are meeting their commitments to spend both 2% of GDP on defence and 0.7% on development, but while these seem like clear commitments, when we scratch the surface there are many unanswered questions, about how funding is split between the Foreign and Commonwealth Office, the Ministry of Defence and the Department for International Development, and about how, where, why and on what this money is actually spent.
It seems likely that a large part of the Foreign Office budget over the next few years will come from funding streams that are nominally shared across Departments, most of them with blandly unobjectionable names such as the conflict, stability and security fund and the prosperity fund. The idea of shared funding is perfectly valid in principle, but we need to know how these funds will be used by the Foreign Office. How much will be classed as “aid” spending, and how much as “defence”, and, for that matter, how much will be classed as both? We need to know why there is so little transparency on this issue, and what kind of oversight there is to make sure that these funds are used responsibly. One might, if one was of a suspicious frame of mind, even conclude that the Government are being wilfully opaque in this matter, but I am sure that the Secretary of State will bristle at the very suggestion, and will want to do all he can to dispel such a thought from the debate.
Of course, the reliance of the Foreign Office—perhaps the over-reliance—on funding from outside its budget settlement is really just symptomatic of a much larger and much more damaging trend under this Government. Unlike defence or overseas aid, our diplomatic service lacks the financial security of a politically or legally binding spending target, and I am sorry to say that it shows. Of the three Departments that share most of the responsibility for “Britain’s place in the world”—the Foreign Office, the Ministry of Defence and the Department for International Development—the FCO’s budget accounts for just 3% of the combined total, despite the fact that it is every bit as essential as the other two.
I am sure the right hon. Gentleman saw the Financial Times on Friday, which highlighted the real change in Departments’ resource budgets between 2016-17 and 2019-20. It is no surprise—there was a great deal of fuss about this—that there has been a cut of 37.2% to Department for Communities and Local Government budgets, but which Department has the largest cut of all? It is the Foreign and Commonwealth Office, which has a minus 38.1% change to its budget. The Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood) may shake his head, and if I am wrong, he should please tell me. I would be interested to see him go into battle with the Financial Times on this matter.
The Department’s budget is already very small, and it comes as no surprise that these cuts have had serious consequences for our standing in the world and for our global reach and influence. To start with, there has been a loss of expertise. We have seen the Government repeatedly being caught by surprise on events of great global significance such as the Arab spring, the crisis in Ukraine and the attempted coup in Turkey. There has been a hollowing out of expertise in these critical areas, not to mention a loss of skilled linguists. If the Secretary of State can tell us what progress has been made on recovering Russian and Arabic language capabilities, for example, I should be very grateful.
My right hon. Friend is making a powerful case about the hollowing out of the FCO’s budget. On the question of linguists, has she seen the report on Russia from the Foreign Affairs Committee that we published last week? It describes the lack of expertise in the FCO for looking at Russia. Does she agree with me and the Committee that the FCO needs more resources if we are to confront and understand the problems being caused by Russia’s behaviour towards its neighbours?
It is because I have read that report that I mention Russian language capabilities. In my view, the reports produced by the Foreign Affairs Committee are thoughtful and informative, and I recommend them to the Secretary of State. The Committee has raised a number of flags that need to be carefully considered, because changes are happening to our precious Foreign Office and we are losing capabilities that it will be very difficult to redevelop.
In the Foreign Secretary’s introduction to the debate today, we heard his typical bluster, lack of detail and “winging it” approach, which augurs very well for his forthcoming visit to Russia. His speech gave a complete fantasy view of what is likely to happen to our international trade. We were told that we were going to get a trade deal with the United States, yet the Trump Administration have already torn up the Trans-Pacific Partnership. In any trade negotiations with the UK—with our 65 million population, compared with the EU’s 550 million—the US Administration’s desire to put America first and make America great again will mean that they insist on getting more than they give. Are this Government prepared to accept food from the United States that is pumped full of steroids? Are they prepared to lower our health and safety standards? That is what will happen if we no longer have EU regulations and we accept the American model of trade.
Fortunately, we have the possibility of an agreement with Canada based on the EU-Canada agreement that was negotiated over seven years. Similarly, the EU-South Korea agreement could provide a model for something that would be beneficial to us. However, as my hon. Friend the Member for Ealing, Southall (Mr Sharma) pointed out, as for the idea that we can just export thousands of crates of whisky to India, as implied by the Foreign Secretary, in some kind of great trade agreement, India generally does not want to consume vast amounts of whisky—certainly not Prime Minister Modi, who I understand is a teetotaller. The reality is that India will desire access for its young people to study in this country and a loosening of the visa regime. So much for this Government’s 100,000 yearly immigration target. The forecasts on which the OBR’s economic growth assessments are based assume 185,000 people coming to this country. How can that be reconciled? This is a Government of smoke and mirrors, and the Foreign Secretary’s pathetic performance today is a great example of that.
Similarly, the Budget states that the Government are going to put £325 million over three years into financially challenged sustainability and transformation plans in the NHS. The STP in my area of north-east London has a predicted deficit of £575 million, which must be eliminated within three years. That is just one STP. The Government say that they are providing £100 million for capital spend on new A&E departments. If the plan to close the A&E at King George hospital in my constituency goes ahead, they will need almost that amount just to replace the beds and wards on the site of the Queen’s hospital in Romford, which is part of the STP. This is Mickey Mouse economics, and it does not make sense.
I do not have time to comment on the underfunding of our schools, the wasting of money on free schools, or the damaging consequences for local government of the continuing cuts. There is a sticking-plaster solution to assist for two years with the social care crisis, but there is no long-term plan. We need a more serious Government who consider such issues.
Then, of course, there is the NICs crisis. As The Daily Telegraph headline said, the Tories are no longer the low-tax party. That is the perception of millions of people in this country. If we had a credible Opposition, we would be able to challenge on that issue effectively and avoid diversions into other matters. Twenty years ago, Labour was 20 points ahead in the opinion polls and on course for a landslide victory, and I say to all Labour supporters, “Things can only get better.”

I congratulate my right hon. Friend the Member for Enfield North (Joan Ryan) on securing this debate, and all right hon. and hon. Members who have taken part on their contributions. It shows that we need a far longer debate on the Floor of the House about our relations with Turkey and the abuse of human rights in that country. I emphasise the Labour party’s historic and current commitment to upholding human rights and democracy throughout the world wherever they are abused and wherever freedom is attacked. We are and always have been opposed to oppression and autocracy.
The shadow Foreign Secretary, my right hon. Friend the Member for Islington South and Finsbury (Emily Thornberry), said on 19 July, just following the coup:
“Turkey is of pivotal cultural, political and strategic importance to the world, straddling as it does the east-west divide with borders to eight countries. It is”,
as has been emphasised in this debate,
“a vital NATO ally and has important minorities, particularly Kurds and Armenians, as its citizens. Half a million people of Turkish or Kurdish descent live in the UK and they are desperately worried about their families. With 2 million British visitors a year, Turkey is greatly loved in this country, and the interests of our two countries cannot be separated.”—[Official Report, 19 July 2016; Vol. 613, c. 685.]
I hope you will allow me to make a couple of personal points, Mr Bone. My personal commitment to Turkey has always been very strong. I was chair of the all-party group for Turkey from 2010 to 2016; I organised our visits to Turkey and Turkish parliamentarians’ visits to London. I have a passion for the country and for its people, culture and cuisine. I have a personal reason for that: it was the Ottomans who in the 15th century allowed the Jews of southern Spain, my ancestors, to settle in parts of the Ottoman empire, including Salonika and Istanbul, where they thrived for 450 years until the Nazis destroyed that community. I believe that that makes me somewhat more Turkish than the Foreign Secretary.
Early this morning, I returned from a Front-Bench visit to Cyprus. This debate is not about Cyprus, but there is huge concern there about interference by the Turkish Government and about the interest of Mr Erdogan in stopping or at least slowing a settlement that is so near to being achieved after 43 years. That is a subject for a further debate, perhaps.
The contributions from so many right hon. and hon. Members this afternoon have emphasised that this country’s friendship with and closeness to Turkey are only being questioned by the coup and its aftermath.
My hon. Friend stresses the importance of the UK’s relations with Turkey. The Foreign Affairs Committee is carrying out an inquiry into that subject, and I was in Ankara with other Committee members in January. I hope that when we publish our report in a few weeks’ time, we will have the opportunity to debate it in Parliament properly and at length.
It was with the Foreign Affairs Committee that I first visited Turkey; I enjoyed being there and seeing my own inheritance from that country. I look forward to reading the Committee’s report, to the debate on it and to the contributions of many hon. Members to that debate.
The coup of July 2016 resulted in a state of emergency enacted by Parliament that was expected to be temporary, but as we know, it was extended in January 2017 and now appears to be indefinite. The state of emergency allows for rule by decree and the temporary suspension of many rights in Turkey. Authorities have used it to target suspected political rivals and reduce the space for civil society. As a consequence, as we have heard today, checks and balances and human rights have shrunk in Turkey as it has been pushed further away from a system in which the rule of law was guaranteed.
On 18 January, just before Donald Trump was installed as President of the United States, The Guardian wrote:
“Turkey’s regime is fast degenerating into outright dictatorship, emboldened by the imminent ascent of Donald Trump”.
The irony is that before President Erdogan and his party democratically won power, they themselves were victims of human rights abuses. Erdogan was imprisoned in 1999 for reciting a religious poem, and the fiercely secular constitution and the elite consistently attempted to undermine his mildly Islamist political forces in the country. I find that deeply ironic.
As hon. Members have emphasised, more than 40,000 people have been imprisoned and more than 120,000 public sector workers—police, prosecutors, judges, civil servants and academics—have been dismissed. Turkey temporarily derogated from many of the protections in the European convention on human rights and the international covenant on civil and political rights. As Hugh Williamson, Europe and Central Asia director at Human Rights Watch, said:
“Instead of building on the cross-party unity opposed to the coup to strengthen democracy, Turkey’s government has opted for a ruthless crackdown on critics and opponents”.
We have heard some excellent speeches this afternoon. It goes without saying that my right hon. Friend the Member for Enfield North, who moved the motion, said many important things, including that the UK Government must do better in supporting human rights; I will be interested to hear the Minister’s reply to that. My right hon. Friend the Member for Tottenham (Mr Lammy) made a powerful speech. I had not realised that his constituency has the largest number of Turkish speakers in the entire United Kingdom. He made the essential point that Turkey is now a democracy in name only. I hope that the Minister will pick up on some of the issues that my right hon. Friend raised.
My right hon. Friend the Member for Cynon Valley (Ann Clwyd), who has an impeccable record on human rights, raised the subject of arms sales. Will we increase our arms sales to Turkey? Labour Members hope not, but what are the Government doing to ensure that that does not happen? The hon. Member for Strangford (Jim Shannon), as always, highlighted the persecution of Christians and other groups in countries where they are in a minority; we can always rely on him to emphasise that and to stand up for oppressed minorities. The hon. Member for Glasgow East (Natalie McGarry) said that the use of the coup as a “bloody blank cheque” to oppress opponents of the regime cannot possibly be acceptable.
I will conclude shortly, because I want to hear what the Minister has to say, as we all do. The constitutional referendum that will take place on 16 April is worrying. Many people in Cyprus talked about it when I was there this week; they are very concerned, because 100,000 people in Northern Cyprus will have a vote. The Turkish Deputy Prime Minister is currently in the north of Cyprus, canvassing support for the referendum. He is encouraging people to vote, because they believe that it is on a knife edge. The referendum is on changing the constitution to give President Erdogan huge new powers to remain as President until 2019—barring any future attempts to change the constitution to allow him to rule for any longer. That is something that Presidents in Bolivia and Burundi, for example, have attempted in the past. Is Turkey really on a par with those countries? I believe not; I believe that Turkey and the Turkish people certainly deserve better.
I will briefly mention the issue of asylum seekers. Four years ago, I went to Yayladagi, a refugee camp just on the tip of southern Hatay, almost butting into Syria, where the Turkish authorities were looking after hundreds of thousands of desperate refugees. We must take our hats off to Turkey for the work it has done for Syrian refugees, and we must give it more support, but what is currently happening makes that more difficult.

I would be really grateful if we did not prolong this speech because the Minister has just a few minutes left to respond. Although Sir Hugo has permission to speak, he is not speaking on behalf of the Government. I want the Government to have the opportunity to speak and I would therefore be grateful if there were no interventions and we came to the Minister as soon as possible.
I will just say, in conclusion, therefore, that what is important for all parts of Sri Lanka—the Tamil, Sinhala and Muslim communities—is economic prosperity. I am glad that there is a tilt away from Chinese investment. I very much welcome the fact that the Sri Lankan Government are sending two Ministers to the Commonwealth Trade Ministers meeting next week, because I believe that the UK can do much more bilateral trade with Sri Lanka. Finally, a call I made quietly as a Minister is that although I welcome the hugely important diaspora Tamil community here—many Members have a large number of Tamil constituents—when we are looking at one Sri Lanka trying to reintegrate all the different communities I believe that there should be one all-party Sri Lanka group, not a division between the Tamils and the others.

Commons ChamberBefore addressing the motion, I wish to condemn the rocket attack on Israel last night when Islamic State fired four rockets from the Sinai peninsula into Eilat. I expect that the whole House wants to join me in that sentiment.
Three weeks ago, I introduced a ten-minute rule Bill in support of an international fund for Israeli-Palestinian peace. At the outset, I made it clear that I opposed continued settlement building in the west bank, a policy that threatens the viability of a future Palestinian state, the case for which is unarguable. It does immense damage to Israel’s standing in the world, and, over time, it will put at risk that which is most precious about Israel’s character—its Jewish and democratic character.
I also made it clear that settlements are not the only or even the principal obstacle to peace. As the former US Secretary of State, John Kerry, who has been much quoted today, said in his final speech on the middle east in December,
“The core issues can be resolved if there is leadership on both sides committed to finding a solution. In the end, I believe the negotiations did not fail because the gaps were too wide, but because the level of trust was too low.”
Settlement building in the west bank does nothing to contribute to raising those levels of trust—in fact, it does quite the reverse—but let us be clear: trust has to be built and earned by both sides. It is unfortunate that today’s motion makes scant recognition of that fact. Therefore, let me outline some of the factors, beyond settlement building, that contribute to that lack of trust.
Last month, I had the privilege of being on a delegation to Israel and Palestine. We met a group of young Palestinians and young Israelis on the MEET project—Middle East Entrepreneurs of Tomorrow— who are working together on IT and technology. That is surely the way to build the trust that my right hon. Friend talks about.
I absolutely agree with my hon. Friend. I, too, have visited that project, and it is inspiring. Co-existence is building trust.
I do not believe that trust is built when the Palestinian Authority pumps out an unrelenting stream of anti-Semitic incitement—children’s programmes that teach their young audience to hate Jews; the naming of schools, sports tournaments and streets after so-called martyrs; and the payment of salaries to convicted terrorists—when it is suggested, as Palestinian state media regularly does, that all of Israel is occupied territory; or when the authority continues to insist on a right to return for the descendants of Palestinian refugees to pre-1967 Israeli territory.

Commons ChamberI agree with my hon. Friend about the Prime Minister’s visit. I think it was a very great success, and the two evidently kindled an important relationship. The parallels that were drawn extensively in the US commentariat between Ronald Reagan and Margaret Thatcher and our Prime Minister and the new American President were very apposite. We can look forward to a new era of security and stability, working together with the US.
The British embassy in the United States has a very important page on a website that shows a list of presidential visits to the United Kingdom. Can the Foreign Secretary confirm that George W. Bush and Barack Obama were President for more than two years before they made a state visit, and that many previous Presidents did not have state visits at all, although they did visit this country in the course of their duties? Why on earth has Theresa the appeaser got this President here within a few months? [Interruption.]

My immediate reaction is that the matter is one of taste, rather than of order—and I certainly do not need any help from the hon. I do. People often ask what they can do as individuals, and their contributions, whether financial or otherwise, are certainly very much appreciated. It is also very important that we thank the non-governmental organisations providing the facilities to make sure that such processes can be followed. I pay tribute to Oxfam, which is conducting a conference on this subject today, at which the Minister of State, Department for International Development, my hon. Friend the Member for Penrith and The Border will be speaking.
The Minister mentioned the discussions within the United Nations. When the Prime Minister meets President Trump, will she emphasise to him the important role that the United Nations has in resolving regional conflicts such as the one in Yemen, and will she tell him not to undermine the UN by cutting the US contribution to it?
I read an article, in The New York Times I think, suggesting that there may be such changes. It is important that people not just in America but across the world understand that the United Nations is pivotal as the international forum in which countries can come together to resolve their issues. If it did not exist, we would invent it. However, we must recognise that the troubled period it has had in the past six months or so, because of the use of the veto, means that it is perhaps now time for it to be reinvented.
