Commons ChamberObviously, I have great respect for the work that the hon. Lady has done in Gaza, and I appreciate the suffering that she has seen there. There is no doubt that the situation in Gaza is terrible. As the hon. Lady knows, the UK Government do a lot to try to remedy affairs by supporting, for instance, sanitation projects and education, but in the end a trade-off must be achieved. The Israelis must open up Gaza for trade and greater economic activity to give the people hope and opportunity, but before that happens, Hamas must stop firing rockets at Israel. Hamas must recognise the right of the Israeli state to exist, and it must stop spewing out anti-Semitic propaganda.
Last year I had the privilege of visiting Israel and the west bank with members of Conservative Friends of Israel. I am bound to say that I was disappointed by the lack of impetus, or of willingness, on the part of both sides to engage and get round the table. Does not the centenary commemoration present an opportunity both for the resumption of direct peace talks, and for the United Kingdom to continue to engage and encourage the fulfilment of that two-state solution?
I absolutely agree. I hope that both sides of the equation, the Palestinians and the Israelis, will study my statement with care, because I believe that it offers a way forward that would be massively to the advantage not just of their countries, but of the whole of the middle east and, indeed, the world.

I agree with all the hon. Gentleman’s sentiments, and the Foreign Secretary met Vice-President Salehi last week. I reiterate that the importance of the agreement is that it dealt with one aspect of the relationship, but there are other aspects. I do not gloss over our other issues with Iran, which will not be in our bilateral discussions, but at least they can be spoken about and at least there is a pathway forward. There is a chance of new relationships if each party to the agreement accepts their obligations, particularly in relation to any potential activities in other states.
While not ignoring human rights abuses and the abuse of minorities, including Christians—the Minister either has acknowledged or would acknowledge such abuses—does he agree it is important for the international community to continue with dialogue to reach a diplomatic solution, and that this nuclear deal makes the region a safer place?
I agree with that assessment. As I mentioned earlier, we have only to look at the situation in another part of the world where no such deal exists and where there is deep concern about the movement of a power towards nuclear weapons and nuclear weapons testing. The deal with Iran covers off that issue in an important state in a region that badly needs stability and needs all states to recognise their responsibilities to each other. Closing doors does not help. It is important that states are firm, clear and honest with each other. Not covering things up but always looking for an opportunity to seek change and development: that should be the product of conversations between states that want to achieve something.

Commons ChamberThis is such an enormous hurricane, which is hitting so many islands and so much landmass, that there will need to be a massive and comprehensive response. We have deep and extensive experience of going into Haiti following hurricanes in the past, but I say again that our first priority will be to protect and assist British overseas territories.
I, too, welcome the Minister’s statement and, in particular, his commitment to keep the House updated. May I invite him once again publicly to thank all those working at the FCO crisis centre? He has seen their work first hand, but so often it goes unseen, particularly their important work in communications and ensuring that British citizens are safe—or as safe as possible—when they are abroad.
I particularly appreciate what my hon. Friend has just said, and it applies equally to DFID, where officials have been working throughout the night. As I say, I was at the crisis centre yesterday afternoon, at about half-past 8 last night and again early this morning. They have been manning this round the clock, and they are constantly in touch with the overseas territories and other political groupings to ensure that we can be as co-ordinated as we possibly can. I publicly thank them all, and I am sure that everyone in this House would do so, too.

Commons ChamberI really must say to the hon. Lady that she is being premature in her hostile judgments of the Administration-elect. Any such premature verdict could be damaging to the interests of this country. It is important that we in this country use our influence, which is very considerable, to help the United States to see its responsibilities, as I am sure it will.
Ministerial colleagues and I regularly discuss migration with our European and international partners. The UK will continue to play a leading role towards securing a co-ordinated and comprehensive approach to the migration crisis that tackles the causes as well as the consequences of unmanaged migration.
I am grateful to the Minister for that answer, but what reassurance can he give me and my constituents that he and the Prime Minister are working with the international community to help resolve this terrible situation?
My right hon. Friend the Prime Minister gave exactly that reassurance when she set out, at the United Nations in September, three key principles to improve the international response to the mass movement of refugees and migrants: the protection in the first safe country of arrival; the right of states to maintain their borders; and a clearer distinction between refugees and economic migrants. We are pursuing this agenda vigorously with our international colleagues.

The hon. Gentleman is absolutely right.
I can well remember the six-day war from when I was a boy. It will always stick in my mind as the underdog holding fast and winning the battle. I remember listening to the radio and my parents discussing what was happening. It was one of those things: from a very early age, I could understand that this fight would seem always to exist.
A debate such as this could easily degenerate and make the motion appear anti-Palestinian, but that is not what it is about. We are celebrating the declaration that was instrumental in the Jews being allowed to establish an internationally recognised homeland. The debate is about recognising the formalisation of the right for that area of the middle east to be asserted as their homeland—as the Israel we all know from biblical times.
The policy expressed in the declaration—the establishment of a Jewish national home in Palestine—became binding in international law following the 1920 San Remo conference and the 1922 British mandate from the League of Nations, which was referred to earlier. UN resolution 181 reinforced the state of Israel’s acceptance into the family of nations following the 1948 war of independence.
The hon. Gentleman is right to say that the motion is not anti-Palestinian; it is quite the opposite. Does he agree that the centenary is an opportunity to encourage both sides to get together and look towards a formal peace process?
That is absolutely what it is about. We are positive about this debate, and that is what we are trying to achieve.
I have spoken many times in the House about the benefits of our being allies with Israel, along with the trade that other Members have referred to. Think of the pharmaceuticals, technology, cyber-security and research. Israel has made new drugs for Parkinson’s sufferers; an implantable bio-retina that stimulates neurons to send messages to the brain; and a new plasma that amazingly eradicates the need for stitches, staples or glue. Those are some of the things that Israel does, and does well.
Israel is a nation that can do so much for the rest of the world. It should be allowed to carry out that work free from the prejudice and the cloud of distrust that so often surrounds it. I spoke on anti-Semitism in the House two years ago; it is unfortunate that it is still to be found, including in the so-called boycott of Israeli products. If people only knew what they would be doing without, they would think seriously about that.
Along with so many colleagues, I am anticipating the plans that the Foreign and Commonwealth Office will bring forward for the commemoration of this historic event. I look forward to hearing the Minister’s response.

Commons ChamberOn the day before a reshuffle is to take place, let me say that I will heed the right hon. Gentleman’s comments and we will do our best. The implication seems to be that the Foreign Secretary is somehow not engaged in these matters. We have those set conferences and summits, but an awful lot of bilaterals also take place, not least at the NATO summit in Warsaw, where my right hon. Friend had bilateral meetings with his relevant counterparts. These very important issues are raised there as well.
9. What discussions he has had with his counterparts in the EU, Africa and the middle east on dealing with the refugee crisis in Europe and the middle east.
We have these discussions regularly and our consistent focus is on securing a comprehensive and durable solution which tackles the causes as well as the consequences of migration.
Will the Minister reaffirm this Government’s commitment to Operation Sophia? Can he confirm that we will continue to co-operate with our European allies in relation to the refugee crisis?

Commons ChamberThe February amendments to the constitution were a significant moment for Nepal, as I think the hon. Gentleman would agree, and a step towards resolving long-standing differences. We continue to encourage peaceful dialogue and compromise to reach a political situation that meets the concerns of all Nepali citizens. I discussed this most recently with Nepal’s deputy Prime Minister and Minister for Foreign Affairs, Kamal Thapa, in London on 27 April.
T6. What assessment has the Minister for Africa made of the International Monetary Fund’s regional economic outlook and the opportunity of the result to tackle extremism in the region?
As a region, sub-Saharan Africa has seen uninterrupted economic growth over the last 20 years. The IMF regional economic outlook for sub-Saharan Africa projects a growth rate of 3% on average across the continent. Kenya, Rwanda, Tanzania and Senegal are all expecting to grow well in excess of double that figure, with the Ivory Coast growing from 8% to a potentially staggering 10% growth annually. Africa clearly continues to offer some great investment opportunities for UK business.

Commons ChamberMy hon. Friend is right. As the oldest democracy in the world, we have a responsibility to Nadia Murad also.
We would be complicit in overlooking the scale of criminality that is ongoing and largely unpunished. That is not a position that a country steadfast in its commitment to fairness, freedom and justice should be relaxed about. The UN Security Council’s declaring these acts to be genocide is key to preventing the spread of terrorism and radicalisation, and it allows an international criminal tribunal to be set up to try the terrorists who are committing these heinous acts and to bring them to true justice. That is why I support the motion.
On 12 April, when the Minister was challenged on the issue, he said:
“I too believe that acts of genocide have taken place”.—[Official Report, 12 April 2016; Vol. 608, c. 165.]
I hope we can move on from that statement today.
My hon. Friend is making a powerful point. I was present when the Minister gave that response. Does my hon. Friend hope, as I do, that this afternoon the whole House will be given the opportunity to send a powerful message by voting and being united in that vote, and inviting Ministers and Parliamentary Private Secretaries—those on the payroll—to vote as well, to send a strong message that what is happening is genocide?
My hon. Friend makes a powerful statement. I, too, hope that is the case. Sending cross-party support today will also be a very strong message.
Previous generations have already struggled to explain Bosnia, Rwanda and the Nazi persecutions. Now it is our turn to decide whether we will have to explain to future generations what we did or did not do against the death cult Daesh. Historical memory can be a tool of prevention, but it is rare that society uses it in that way. Let us be the generation that does use it as a tool of prevention. The Nazis wrote history, the Bosnian Serbs wrote history, and Daesh is currently destroying and rewriting history all at once. Not satisfied with destroying the past and present of races, faiths and genders, it is destroying the future of those communities too. It is our collective job, as a member of the UN family of nations, to make sure that those communities are not just a blot of ink in the story of Daesh.

I am grateful to my hon. Friend for securing this important debate. Before I heard the start of her speech, I did not know the original wording of her motion. May I press her to submit the motion again and, as the hon. Member for Strangford (Jim Shannon) said, request more time for the debate and possibly a vote in the Chamber? I, too, was a signatory to a letter to the Prime Minister on this subject, and I think there are many more parliamentarians who would welcome the opportunity to debate it at length and to vote on it.
My hon. Friend pre-empts me. He is absolutely right. I suggest that such a motion should be worded in the following way: “That this House believe that religious minorities in the middle east are suffering genocide.” Crucially, that would mean that those who have participated in such vile crimes would know that they face justice and the full weight of genocide law when they are tried before the International Criminal Court. Must the relevant conflicts end before we work to bring to justice those who are responsible for these terrible atrocities? How long will that be? How much of the evidence will have disappeared? How many of the witnesses will have gone?
The international community’s record is not strong on this issue. Our incumbent Foreign Secretary and the previous Foreign Secretary have both lamented on the record the international community’s response to previous genocidal suffering. In 2015, the Foreign Secretary said that
“the memory of what happened in Srebrenica leaves the international community with obligations that extend well beyond the region…It demands that we all try to understand why those who placed their hope in the international community on the eve of genocide found it dashed.”
On the 20th anniversary of the Rwandan genocide, William Hague, then Foreign Secretary, said:
“The truth is that our ability to prevent conflict is still hampered by a gap between the commitments states have made and the reality of their actions.”
It is a pleasure to serve under your chairmanship today, Sir Edward. Before I respond to this important debate, may I take a minute to bring the House up to date with events in Brussels today?
An appalling and savage terrorist attack took place earlier today. The Prime Minister has spoken to the Prime Minister of Belgium to give our sympathies and condolences to the Belgian people. We stand with them at this very difficult time. We are in close contact with the authorities in Brussels, and embassy staff are assisting one injured Briton. We are ready to support any further British nationals who may have been affected. We are aware of reports that Daesh has claimed responsibility. Obviously, along with the international community, we are investigating such reports, but at the moment we cannot confirm anything. Cobra met this morning, and there will be further meetings tomorrow.
I agree with my hon. Friend the Member for Congleton (Fiona Bruce), whose debate I welcome, that 30 minutes does not do justice to this subject. It is not enough time to say what I would like to say—I can already see that I have only nine minutes left, and even complaining about the amount of time available is wasting more time in which I should be getting on to the issues—[Interruption.] I am already being heckled from a sedentary position.
I thank my hon. Friend for raising the issue. I am sorry to hear that the wording of her motion was altered. I am not aware that it had anything to do with us—I do not think we have that privilege, or I am sure that I would change many motions, although not in this case. I congratulate her on securing this important debate. No one can fail to be moved by the harrowing stories of Daesh’s brutality and the way in which Christians, Yazidis and others have been singled out for persecution, and I pay tribute to both Government and Opposition Members who have campaigned so hard to ensure that minority voices are heard in the fight against Daesh.
In the middle east, we are now witnessing systematic and horrific attacks against Christians and others on the basis of their religion, beliefs or ethnicity. Tragically, the very survival of communities that have existed peacefully in the region for centuries is now at risk. Members on both sides of the House are united in our condemnation of Daesh’s inhumane treatment of minorities. It is also right that we condemn Daesh’s equally brutal treatment of the majority Muslim population in Iraq and Syria.
Today, we have heard appalling examples of Daesh’s abuses. The Government want to see accountability for those abuses and have supported efforts to document them. The UK co-sponsored the Human Rights Council resolution mandating the investigation of Daesh abuses, which were also recorded and condemned in the Foreign and Commonwealth Office’s 2014 human rights and democracy report. We will do the same in the 2015 report, which is to be published in April. The Government are directly funding training for Syrian activists to document abuses to a standard suitable for criminal prosecution. I pay tribute to those involved in that work for their courage.
Turning to the core of what my hon. Friend has discussed today, I understand the urge for us to declare that there is genocide. As the Prime Minister said in the House yesterday, however, we maintain that genocide should be a matter of legal rather than political opinion, although there is clearly a growing body of evidence that terrible crimes have been committed. It is vital that all of us to continue to expose and condemn Daesh’s atrocities and, above all, do everything in our power to stop them, but we maintain that it is right for any assessment of matters of international law to remain in the hands of the appropriate judicial authorities. I assure the House that the Government are working hard with our international partners to ensure that Daesh is held to account for its crimes and that those who have suffered at its hands receive justice.
To be clear, I associate myself firmly with the comments made by Secretary of State John Kerry that no Government are judge, jury or prosecutor—we are not in a position to make such statements. It is for the international criminal courts to do so. However, we are participating in collecting the data, preserving the documents and providing the evidence that will be needed to take things forward. It is important and of symbolic value that international justice is seen to take place, with a commitment by the international community to see accountability for the most serious crimes of international concern.
The matter is complex, however, and an awful lot of due diligence needs to take place, not only on genocide but on the whole issue of crimes against humanity, as my hon. Friend is aware. She has done extremely well to bring the matter before the House today, and I absolutely encourage a further, wider debate with a vote in the House to continue the process.
I am grateful to the Minister for giving way—I am conscious of the time. Given his experience of military service in the Balkans and of Rwanda, does he see the importance of debating the subject further, as he has just said? Will he support a debate taking place in Government time, with a vote?
My hon. Friend makes his point fully, but it is up to the usual channels to make any decision. I firmly believe that we are not doing justice to the subject; we are only skimming the surface of such an important matter. We have touched on Rwanda, the Balkans and so forth, and, indeed, following Rwanda, the world recognised the duty of care on leaders—again, a legal stipulation—to look after the people under their remit. That failed in Rwanda. I would very much welcome a further debate on the subject, so that the world can hear what this Parliament thinks and the Government’s reaction to that, and so that we can pursue and continue the process. I welcome that and hope that today is only a beginning.

Britain was a driving force behind the creation of the global coalition. We hosted the first coalition meeting in London in January 2015. I frequently discuss the campaign against Daesh with coalition and other international partners, including at a coalition small group meeting in Rome earlier this month.
I am very happy to pay tribute to the Peshmerga. They have proved themselves to be an extraordinarily resilient fighting force and perhaps the most effective force operating against Daesh. The UK is training and providing equipment to the Peshmerga. I had an opportunity a couple of weeks ago to meet President Barzani of the KRG, to talk about the liberation of Mosul and the role that the Peshmerga might play. I am pleased to be able to report two things. First, the KRG appear to have become more open to the idea that the Peshmerga will play a role in the liberation of Mosul. That will be very important. They have also agreed to Iraqi Government security forces being based in the KRG to prepare for the assault on Mosul. Those two things make it much more likely that we will see a successful assault on Mosul earlier rather than later.
Seeking a diplomatic solution in Syria has gone hand in hand with our humanitarian aid in the region. Will the Secretary of State set out how increased diplomatic co-operation will improve and assist our humanitarian aid in the region, specifically in neighbouring countries such as Jordan and Lebanon?
As the whole House will know, we hosted in London on 4 February a very successful conference on Syria and the region, raising $11 billion in a single day. The real significance of that meeting, however, was that we moved on from the idea of simply collecting money and distributing it to working with the host countries in the region to ensure that refugees are able to access the labour market, get education for their children and access healthcare, making them less likely to feel the need to decamp and become irregular migrants heading towards Europe.
