Commons ChamberI could not agree more with the hon. Member. She has got to the nub of it. If our brave servicemen and women are anxious about what is going on with their families when they are serving around the world, that affects their mental health. It also affects the mental health of the families themselves—the partners and the children. It is extremely important that we rectify matters, otherwise armed services personnel will vote with their feet and walk away.
I wholeheartedly support this excellent report of my hon. Friend and his Select Committee. May I also ask them to look at the issue of housing for veterans, which is a very important matter? Many veterans in Reading live in poor-quality, rented accommodation, despite the fact that Reading borough council has prioritised their needs in the council house waiting lists. There are simply not enough council houses to go around. We have particular problems with our British Gurkha community who are struggling in poor accommodation. Will the Select Committee look into that matter?
My hon. Friend has been a champion of veterans, particularly Gurkha veterans. I know that he recently visited Aldershot and many other places, including Westminster Hall, to champion their cause. He is right that veterans’ issues need to be resolved. I think that he, along with his constituents, will have been happy with the Government’s recent announcement of homes for veterans, but we must keep pushing to ensure the best possible outcome for our veterans.

Gurkha soldiers who retired before 1997 receive a lower pension than other British soldiers. Will the Minister update the House on the current negotiations between the UK and the Government of Nepal to solve that difficult issue?

Commons ChamberThe point about the measure—counts in terms of GDP—is that it demonstrates the priority that the Government of the day give to a particular area of necessary spend. It was 2.5% of GDP in 2010. We have got nowhere near that in any of the 13 years after 2010 under the hon. Gentleman’s Governments.
On the question of a necessary rethink in domestic and international strategy, I say to the hon. Gentleman that there were indeed some welcome changes in the 2023 integrated review: a new commitment to reinvigorating important bilateral ties across Europe; a declaration that the UK’s Indo-Pacific tilt has been delivered; and a recommitment to NATO as our overriding priority. However, that was a rebalancing of defence plans, not a reboot. While NATO is increasing the strength of its high readiness force to 300,000, the Government are cutting the Army still further, to its smallest size since Napoleon. While Germany boosts its defence budget by over €100 billion, the Government continue with real cuts in day-to-day defence spending. While Poland is buying an extra 1,000 tanks, the Government are cutting back our UK Challengers from 227 to 148—all this in direct breach of the promise the then Prime Minister made to the British people at the 2019 election, when he said that
“We will not be cutting our armed services in any form. We will be maintaining the size of our armed services.”
All this is part of the pattern of the 13 years since 2010. There are now 45,000 fewer full-time forces personnel, one in five Navy ships has been axed, and over 200 RAF planes have been taken out of service. Satisfaction with forces life has hit a new low, and our ammunition supply has been run down to just eight days. The Defence Secretary summed it up in January when he told the House that
“I am happy to say that we have hollowed out and underfunded”—[Official Report, 30 January 2023; Vol. 727, c. 18.]
our armed forces. While threats increase, our hollowed-out forces are working with fewer numbers and less training, and without the long-promised new kit that they need to fight and to fulfil our NATO obligations, such as Ajax.
My right hon. Friend is making an excellent point about the lack of investment over many years. Does he agree that today, it is particularly worth mentioning the potential capability gap with the retirement of the Hercules fleet? Given that we have quite rightly paid tribute to our armed forces, including the RAF, perhaps my right hon. Friend wants to say something about the looming capability gap—for up to two years, as I understand it—with those wonderful aircraft having been retired recently.
My hon. Friend is right to pick up that point, and he is not the first on either side of the House to raise those questions. They have still not been satisfactorily answered by Ministers, particularly if the Government’s strategy is to have our forces persistently forwardly deployed. When the Minister responds to the debate, he might like to try again to reassure those who are still not satisfied that the A400 provides the capabilities in very specialist areas that the Hercules had been able to provide for so long.
I am conscious of the time and the number of people who want to speak, but I want to pick up where the hon. Member for North Wiltshire (James Gray), who so ably chairs the armed forces parliamentary scheme—a scheme that is so highly valued on both sides of the House—set out, with the budget that defence requires. We left government in 2010 spending 2.5% of GDP. In November, the Defence Secretary told this House that
“the inflationary pressure on my budget for the next two years is about £8 billion”,
but the Chancellor announced just £5 billion in the spring Budget, earmarked only for stockpiles and nuclear. That means no new money for pressures on the core defence budget or capability gaps, or indeed to deal with inflation.
It is not just how much we spend on defence: it is how well we spend it. Since 2010, we have seen Ministers waste at least £15 billion of taxpayers’ money through MOD mismanagement in procurement, with £5 billion wasted since 2019 when the Defence Secretary took up his post. Those failures have implications for the defence Command Paper: it risks being a defence plan driven by costs, not threats, framed by the Defence Secretary’s failure to win the funding that he has said is needed.
In the face of threats that the Government confirm are growing and intensifying, I ask the Minister these questions: will the defence Command Paper put an end to the Defence Secretary’s hollowing out of our armed forces? Will it halt deeper Army cuts? Will it pick up Labour’s plans to conduct a NATO test of major defence programmes to ensure that we meet our NATO obligations? Will it pick up our plans to establish a stockpile strategy to replenish UK supplies and sustain our support for Ukraine? Will it pick up our plan to renew the nation’s moral contract with those who serve in our forces?
In the end, the country is best served when defence can be bipartisan. We want this defence Command Paper to be a sound defence plan for the country, not just the plan of current Conservative Ministers. If the Government are willing to take these steps, Ministers will have Labour support. If not, the big decisions will have to be taken after the next election, I hope by a Labour Government.

Commons ChamberMy hon. Friend is a champion of SMEs, and rightly so: they are at the heart of a vibrant and flexible UK defence industry. That is why this Department helps to find and fund exploitable ideas from SMEs. To his point, however, there is nothing contradictory between the principles of ESG and the defence industry. On the contrary, strong national defence is the ultimate guarantor of the freedoms that all too often are taken for granted—human rights, democracy and the international rules-based order.

Commons ChamberMy right hon. Friend is absolutely right that there is always more that we can do. The international community has put in a lot of generators. I do not have the overall figure, but I can talk about the 900 that Defence and the UK have put in. In the non-military space, there is also a vast line of donations, with individuals and groups raising money and sending in equipment. I think that a group in Yorkshire raised money, donated some armoured ambulances and took them to Ukraine.
It is sometimes hard to have a track on exactly what is going on, but there is a vibrant community doing that and we will do everything we can to support it, including dealing with any blockages at the borders that may be unnecessary or bureaucratic, because speed is definitely of the essence. I can stand here as Secretary of State and talk about military aid, both lethal and non-lethal, but humanitarian aid and support for the economy are as important if we are to get through 2023. I will ensure that my colleagues in the Foreign Office are absolutely on it.
I thank the Secretary of State for his statement. I also reiterate my support for Ukraine and my condemnation of the Putin regime.
The Secretary of State spoke briefly about the threat of a Russian offensive in the spring. Will he update the House on what further steps the UK will take to try to help the Ukrainians if that takes place?
The United Kingdom and the international community are trying to ensure that, by spring next year, Ukraine has the tools that it needs to do the job of either defending itself or the counter-offensive that it will need to continue to push Russia out. By contrast, Russia no doubt has ambitions to do the same, and has some offensive ambitions, as colleagues have referenced. Its problem at the moment is re-equipping itself; it is finding that hard in its supply chain. It has mobilised troops, some of whom are being sent to the front without food, without socks, without the proper uniforms and without pay. That is how poorly the mobilisation has gone. At the same time, with bickering among generals, there is a problem in its leadership about exactly what it is going to do. However, that does not stop Russia’s ambition to continue on its failed special operation and, with some determination, it is prepared to sacrifice the lives of its own citizens to do it.

Commons ChamberIt is really important that we continue to have the conversation about housing needs, particularly in Northern Ireland, as the hon. Gentleman knows. I would like to continue to have that conversation with him outside the Chamber in my role as shadow Minister for Northern Ireland. I thank him for his intervention.
One thing that struck me about my experience in the armed forces parliamentary scheme was that there is no standard military job. The diversity of experiences and skills, and of people, was striking.
I am grateful to my hon. Friend for securing today’s debate; I commend what she says. In my constituency, there are many retired Gurkha soldiers. Unfortunately, those who retired before 1997 receive a much lower pension than other colleagues in the British Army. Does my hon. Friend agree that it is very important for Ministers to listen to the issues raised by the Gurkhas? Does she also agree that it is incumbent on Ministers to continue discussions with the Nepalese Government and bring them to a fruitful conclusion?
My hon. Friend is right. It is important that the conversation about pensions with the Nepalese Government continues and that he speaks to the Minister and the Secretary of State about it.
Perhaps those in civilian life, like many of us in this House, too often view the armed forces as one homogeneous group. They may have one image of the type of person who enters the forces, or an idea of military life that bears more relation to a Sunday afternoon film than to reality. It is essential that we in this House do not make the same mistake. We must acknowledge both individual needs and the unique position of those who serve and have served as they transition into civilian life, and we need to ensure that the specialised services that support them are well funded and supported to grow.
These include organisations such as the British Training Board, whose goal is to make sure that the training and skills achieved in the armed forces are recognised by civilian employers. It was set up by an Army veteran, Adrian Rabey, who on leaving the service found that the skills he had gained as a teacher and trainer were not recognised by employers, despite having been told the opposite when he was in the Army. A few years later he began to see friends in a similar position and started to work with them and looking at gaps in their qualifications, and he realised that the prior learning they had untaken in the military was not being recognised. Since then, fantastic work has been going on and the British Training Board has successfully helped thousands of serving and ex-military personnel to get recognition for their previous military and public services training and experience, and it has grown to offering career development, coaching and support, which I have seen at first hand. This is a specialist service for a unique set of people, but we cannot rely on people like Adrian alone to fulfil our obligations to veterans.
In 2011 the country made a promise, founded on the unique obligations and sacrifices of those who serve or have served in the armed forces, that they and their families should be treated fairly. The armed forces covenant is in place because we recognised the unique nature of the service given to this country by those in the forces.

Gentleman—those are kind words from somebody of his experience—and he is absolutely right to speak about the real danger that the world is in, with Russia raising the nuclear rhetoric, which does need to be brought back down. The most important thing in defence and international affairs is patience, calmness and deterrence. Not outlining clearly what our reactions would be is an important part of a deterrent. The hon. Gentleman is absolutely right that it is important that we carry on working with allies, and the Secretary of State for Defence will meet other Defence Ministers shortly. All those issues are about making sure that we are united, have the best strategy and, of course—I hope this reassures the hon. Gentleman —that we try to de-escalate. We can all imagine some of the terrifying consequences, but we hope that we can continue with what have been successful policies for decades now and calm down the rhetoric.
I welcome the Minister to his place. Following the dreadful attacks this week, many Ukrainian families in Britain will understandably be thinking again about when they will return home. Further to the questions from my hon. Friend the Member for Lewisham West and Penge (Ellie Reeves) and my right hon. Friend the Member for Kingston upon Hull North (Dame Diana Johnson), what additional support is the Government considering for councils and local Ukrainian community centres in the UK, which are doing so much to support families at this very difficult time?
As I said, I cannot answer that question from the Dispatch Box, but I will look into it and respond to the hon. Gentleman in writing.

Commons ChamberMay I offer my warmest congratulations to the right hon. Member for Scarborough and Whitby (Sir Robert Goodwill), the newly elected Chair of the Environment, Food and Rural Affairs Committee? I have had the joy of being the Committee’s interim Chair. [Interruption.] He is obviously slightly deaf and preoccupied. Anyway, over to the main issue.
We all condemn the unprovoked, barbaric and illegal attack on Ukraine. It is an attack on a peaceful people. It is a land grab targeting the natural resources of the biggest country in Europe other than Russia, including the uranium that this country may rely on for its nuclear ambitions and the grain that is feeding the world. It is an appalling attack on our fundamental values of democracy, human rights and the rule of law. It also means a diminution of all our economic futures because of the cost of living crisis; the world economy is set to reduce by something like £750 billion this year.
I support sanctions, but let us be realistic: they are likely to shrink the Russian economy by 8.5% in the next year, according to the International Monetary Fund, but they will not stop a rolling Russian tank. Putin expected Ukraine to roll over, but thanks to the great bravery and solidarity of the Ukrainian people, the great leadership of Zelensky and the military support that has been provided from outside and inside, he has been resisted. Now is the time to look again at the balance of military and economic support that we provide, so that our ambition can be to drive Russia out of Ukraine and, possibly, resume relationships in future.
As we speak, Russia and China are reconfiguring their economic relationships in order to move forward, even in a world of sanctions. At the Beijing Olympics, they signed up to a deal under which Russia would provide some 10 billion cubic metres of gas per year from 2025, compared with the 1.25 billion cubic metres that it provides at the moment. More gas and oil is being sold to India and Indonesia. In Russia, the price of oil has been reduced so that food supplies can be transported more economically from the south to the north, for example, and logistics costs have been reduced to boost the manufacturing that has been denied through sanctions. Meanwhile, in Britain and elsewhere, energy prices are going up and economic activity is being hit. That suggests that we should continue to impose sanctions, particularly those targeted at Putin and his allies, but time is not necessarily on our side in supporting the military imperative to get the democracy and economy of Ukraine back into a healthy state.
When we step back and look at the track record of President Putin—invading Georgia, invading Crimea, taking control of Belarus—we can see that invading Ukraine is part of a wider plan. Finland is clearly in his sights; we welcome its application to be a member of NATO. Moldova has already been mentioned as vulnerable.
I offer my wholehearted support for Finland and Sweden’s inclusion in NATO, and for the important work that NATO does on collective security. Does my hon. Friend agree that, on a parallel track, there should be much better support for refugees? The Government need to step up their support, particularly with respect to family reunification. I have recently dealt with some very difficult cases in which families have been separated. May I ask my hon. Friend to focus on that point?
I am grateful for that intervention. We are not just talking about economic costs and sanctions; the main cost of this war is the loss of human life, and the 5 million refugees who have left Ukraine. There is a lot of talk in this place about the need to stop people getting into boats and crossing the channel, but we are simply are not doing enough for those 5 million Ukrainians.
When I visited Lithuania, I went to centres at which hundreds and hundreds of people were arriving each day. People—usually women with young children—were processed within hours. Biometric and basic checks would be done, and then the individuals would be associated with a family, a kindergarten, work and so on. I talked to the head of the civil service about immigration and refugees, and she said that they regarded those people not as refugees, but as friends or part of their family, and as a support to their labour market. In Britain, the view tends to be, “Hold on, what about the cost to the health service, education and so on?” That is despite the fact that we have labour shortages, as 1.4 million Europeans who were registered to work here have stayed in Europe. Obviously, we should open our hearts and homes to the people of Ukraine, who share our values. We share their suffering, and we should support them in every way we can. Not enough is being done, and we need to do much more, much more quickly and effectively.

Commons ChamberI thank the Secretary of State for the calm and professional approach he has taken to this difficult issue, and for the pressure he is applying to the Home Office to speed up the fair treatment of refugees. Will he also speak to other Government Departments about the lengthy delays that some medical convoys are facing? I have had approaches from my local Ukrainian community and I understand that other hon. Members across the House have faced this difficulty. There seems to be a genuine issue of red tape created by customs declarations. If he could raise that with other Departments, it would be a huge step forward.
I would be delighted to do that. If the hon. Gentleman would like to give me that information, I will ask after this statement and investigate what more we can do. We have helped the Department of Health and Social Care to fly in some of its medical supplies, but I know that there are also many people driving out with supplies. If the customs are on our side, we can do something about it; if they are not, I will raise it with my international counterparts.

Commons ChamberIndeed, we have been slow to appreciate the scale of the disinformation driven by the Russian state directly and by its proxies. We have been slow to realise the extent to which it is corrupting our public discourse and in some cases interfering with our elections. Once again, the steps the Government could be taking, but that they seem very slow to take, have been set out in this House by my hon. Friend and others who are experts in that area.
Finally, on the sixth dimension, talking is always better than fighting. Even in these circumstances, President Zelensky in Ukraine has displayed outstanding leadership. Even as Russia continued to intensify its attacks, he was willing to hold talks, saying that there was
“still a chance, however small”.
He is also right to say:
“It’s necessary to at least stop bombing people…and then sit down at the negotiating table.”
I see as a significant development today’s confirmation that China is ready to play a role, saying that it is
“looking forward to China playing a role in realising a ceasefire”.
I am very grateful to my right hon. Friend for the six dimensions that he has laid out: I wholeheartedly support him on all those points. There are so many other things that I am sure other colleagues across the House would want to add. I just wanted to make my own personal tribute to President Zelensky. He has shown outstanding leadership during this brutal war. He has been asked to step up in the most difficult and most challenging situation facing his country, and he has demonstrated great leadership and incredible resilience. I am sure the whole House would support him, and it was wonderful to be able to show our support for the Ukrainian ambassador today.
