Commons ChamberMany parents are attracted to my constituency by the excellence of its schools. I look forward to visiting Oakfield Primary Academy and Brownsover Community School this Friday. We have a broad range of schools, including a bilateral school that provides co-educational grammar school places, which is incredibly popular and oversubscribed.
Under the consultation, Warwickshire will remain one of the counties with the lowest funding at £4,293 per pupil. That is among the lowest figures we have heard today. It is a credit to the heads and staff of the many schools in my constituency that they achieve such excellence with that sum. There will be a 1.1% increase, which is very welcome. That will affect 29 schools in my constituency, most of which are rural primaries. Nine schools will receive the same or rather less. In many cases, those are the excellent secondaries to which I have just referred, one of which will lose £90,000 a year. Of course, many of those schools have sixth forms and so face a particular challenge because there are smaller classes and they want to offer specialist subjects—often the very A-levels that lead to the qualifications that our country so badly needs.
Since coming to office, the Government have been steadfast in their commitment to ensuring that all children, irrespective of their background and where they live, get a world-class education. This consultation levels the system out. It will be a fairer system. The shadow Secretary of State spoke about cuts. There are no cuts. The Secretary of State has made it very clear that the overall budget will remain the same. This is about ensuring that we allocate the funds within our system fairly and that there is a level playing field for pupils across our country.

Commons ChamberI am of course happy to meet the hon. Lady, but the whole idea of the apprenticeship levy is to change behaviours and ensure that we become an apprenticeship and skills nation. If the school that she describes has apprentices that meet the needs of the levy, not only will they not pay any levy but they will get 10% on top.
Small businesses often give apprentices the best experience, but they find it difficult to offer the time and resources to support them. What steps is the Minister taking to encourage small businesses in particular to take on more apprentices?
My hon. Friend is a champion of small business, both in his constituency and in the House. We are doing huge amounts to support small businesses to take on young apprentices, including a huge financial incentive for both providers and businesses. Very small businesses do not have to pay any training costs if they have 16 to 18-year-olds. We have also cut national insurance contributions for employers when apprentices are aged under 25.

Commons ChamberNo, I do not. The legacy of 13 years of Labour was disastrous for our youngest people, not just because of grade inflation, which gave millions of young people the sense that they had achieved grades although they were not at the level they needed to be, but—dare I say it—because under the previous Labour Government, youth unemployment went up by nearly 50%. If opportunity is about anything, it surely starts with the dignity of being able to have a job and a career.
Last week I was at Handsworth Grammar School, where around 25% of pupils are eligible for the deprivation element of the pupil premium. Those young people talked to me about how much they value the education they are getting. One student, who is planning to go to Oxford—[Interruption.] I am not sure precisely what that young man would say about the chattering from Opposition Members, but I think he would be extremely dismayed to hear the school that is giving him a transformational opportunity being talked down. His family had arrived in this country just two generations before. His grandparents arrived with nothing but the clothes on their backs. Within two generations of that, he is hoping to be able to go to Oxford. He talked to me about what the chance to go to a grammar school has meant for him, his family and his future prospects. It is levelling up, and that is what we want to do.
I hope that we all agree that the social mobility agenda is about more young people having opportunities and aiming higher, like that gentleman, not fewer. Asking in our consultation how we can make grammars more open to disadvantaged children is exactly what we should be doing.
My right hon. Friend is speaking powerfully about the opportunities that grammar schools provide to children from very ordinary backgrounds. Does she agree that it is a real tragedy that we have not invested more in grammar schools? The existing ones in my constituency are under massive pressure from the children of parents living around my constituency, which restricts the number of places available for children in Rugby.
My hon. Friend is right. It is simply untenable to say to parents who want more choice, and to children who otherwise would have a place in such schools, that they cannot have it. That is simply wrong. We should at least allow local communities to decide. It is not tenable to take the approach of simply saying to parents, “No, you can’t have them; we know better,” or of saying to a child, “You got the grades to be able to go, but you are not allowed to because we have decided.”

Commons ChamberAs my hon. Friend points out, raising children’s expectations, and also their parents’ expectations, is absolutely critical. We believe we can open up our school system to allow selection to play a role in helping that take place, but I have also set out how I want independent schools and universities to play a stronger role. Doing so will fundamentally set goals high for our children, and if they are set high, children have a chance of reaching them.
Rugby has three outstanding grammar schools, and parents will be delighted that they are able to expand. The very fact of their excellence means that bright youngsters from towns and cities outside Rugby apply for and are allocated places at them, some of which might otherwise go to Rugby children. Does the Secretary of State join me in welcoming the fact that not only will the development of grammar schools in other areas be right for those areas, but it will mean that a greater proportion of our selective places can be taken up by Rugby pupils?
Indeed, I do. Although it was depressing to hear Labour Members not even willing to engage with the sort of issues that local communities actually face, we are right to open up this debate so that we can take a measured approach to understanding what a 21st-century policy on grammars should be.

Parents do not know why many teachers have gone on strike, and I am sure many of the teachers themselves do not understand why this strike is taking place. What parents do know is how difficult it is to make arrangements for childcare at short notice. Will the Minister pay tribute to the many teachers who are in work today, doing the right thing by their pupils?
My hon. Friend is right. These strikes not only damage children’s education, with every extra day of school missed damaging the outcomes for those children, but hugely inconvenience working parents, who have to make childcare arrangements or take a day off work in order to look after their children. So I share my hon. Friend’s comments, and I pay tribute to the vast majority of teachers and head teachers who are working today, resulting in seven out of eight schools refusing to close.

Commons ChamberOf course I will meet the right hon. Lady and the teachers from her constituency to discuss this issue, which we take very seriously. We are competing for graduates in a strong economy, and we have recruited 15,000 more teachers since 2010. There are 456,000 teachers in the teaching profession, and 14,000 more teachers returned to teaching last year. That is a higher figure than in previous years. Teaching is still a popular profession, but we are dealing with the challenge of a very strong economy and competing in the same pool for graduates. We take this issue seriously, which is why we have very generous bursaries to attract the best graduates to teaching.
I was rather surprised to find that the number of children being home schooled in Warwickshire had trebled over the past three years. There are 452 such pupils in the current year. Will Secretary of State tell us what provisions exist to ensure that such children get a full and rounded education?
We have already made it clear that we want to know more about what is happening to children who are home educated. The majority will be educated extremely well, but we believe that there is more to do on this. We also want local authorities to know when children are being withdrawn from schools in order to be home educated, and I expect further proposals to follow.

Commons ChamberMy diary is filling up, and we are only on the first question. There is more that we can do, and the whole thrust of the special educational needs reforms is to move towards an ambitious birth-to-25 system so that those who have the potential to move on from secondary school into college, apprenticeships, university and the world of work have every chance to do so. In some areas of the country, the new supported internships have seen the number of young people moving into employment rising from around 15% to 70%. We know that there is more we can do through different routes, but we need to make them available to more young people. I am happy to discuss with the right hon. Lady how we can do that.
It is good to hear about the Government’s support for children with autism. Will the Minister join me in welcoming proposals for additional resource in Rugby from MacIntyre Academies, who are setting up a new special free school specifically for children with learning difficulties?
I am very pleased to hear about the initiative in Rugby, which is one of many across the country that is using the new free schools programme to bring about a whole range of specialist schools for those with special educational needs. I think that that will include five in the next tranche of free schools that are specifically for children and young people with autism. This is a great step forward and it is good to see Rugby leading the way.

Commons ChamberI am delighted to hear that my hon. Friend was also a grammar school boy. He is absolutely right to suggest that the request for this expansion reflects the need for more good school places in that particular area. It is also about parental choice. Those are two important criteria. I mentioned in my statement that just under 42% of the school’s current intake comes from the Sevenoaks area, which is why my right hon. Friend the Member for Sevenoaks (Michael Fallon) has also welcomed this decision.
I very much welcome the expansion in Kent. In Rugby, we have an outstanding and heavily subscribed bilateral school, Ashlawn school, which has selective and non-selective places. It has been seeking to provide additional grammar places for some time, and I wonder whether the parents in my constituency who are seeking the best opportunities for their children might be able to take some comfort from the Secretary of State’s decision.
They can take comfort from the fact that we want to create more good school places across the country. We firmly believe in having a variety of schools and real parental choice. If my hon. Friend wants to contact me or the Schools Minister with further details, we will of course always be delighted to look at them.

I recently joined pupils at Paddox primary school in Rugby for a class in their outdoor forest school, and the school recently made a successful bid to the Aviva community fund for permanent structures that will enable students to use it all year round. What steps is the Secretary of State taking to encourage other schools to follow Paddox primary’s lead on outdoor learning?
My hon. Friend brings a whole new perspective to the issue of school building design—a very in-tents form of education. Paddox primary school is, of course, an outstanding school and the Government’s approach is to give such schools the freedom to make such decisions, particularly if they believe it will help children to learn their multiplication tables.

I congratulate my hon. Friend the Member for Ribble Valley (Mr Evans) on securing the debate. I endorse all the remarks he made in his eloquent, articulate speech. His debate is timely: only this morning, I received an email from a parent in my constituency asking for my views on the school transport proposals. I should explain that Warwickshire County Council has, like Lancashire County Council, embarked on a consultation on changes to the supply of school transport for children whose parents do not choose their closest school. The consultation opened on Tuesday and runs until 17 September. If the proposals are adopted, children who enter secondary school this year or in September 2016 will not be affected, but those who start in September 2017 will be—by exactly the changes that my hon. Friend the Member for Ribble Valley spoke of.
In Rugby, the issue is grammar schools. My hon. Friend spoke about the impact on parents who wish their children to attend faith-based schools, single-sex schools or grammar schools. In Rugby, we have retained a selective system and in that respect are relatively unique in east Warwickshire. We have spectacular grammar schools in Lawrence Sheriff school, of which I am proud to be a product and therefore have a vested interest in, and Rugby high school, where my daughter is a pupil. We also have a bilateral school, Ashlawn school, which has a grammar stream alongside the secondary modern stream. Those schools are very popular with parents. An enormous number of children sit examinations to secure places there, and some parents move to Rugby simply to gain access to its schools.
The email I received this morning is from a parent who lives in the village of Binley Woods, to which I also have a connection because I grew up there. I travelled from Binley Woods to Lawrence Sheriff school in Rugby every day—a journey of about 8 miles. The email says:
“My son is due to attend Lawrence Sheriff School in September.”
My constituent’s son will not be affected by the proposals because they will not take effect for her son’s entry. However, there might be a concern if Warwickshire County Council makes changes similar to those that Lancashire is considering. What would happen if her son goes to the grammar school in September and a change is made thereafter? If any county council makes such a change, I hope that children who entered schools before the change will continue to get discretionary support.
My hon. Friend drew attention to an absurd example in his constituency, and I will give the Minister another. My constituent tells me that the allocated non-selective school for children who live in Binley Woods is Bilton school. That is a very good school that I visit regularly, but it is 8 miles away. Lawrence Sheriff school is just as far away. We have an absurd situation where a child who does well in a selective exam and goes to the appropriate school for their abilities—the school that will bring them on best in life—will have their travel paid for if they choose to turn down a place at the grammar school because the secondary modern, Bilton, is closest. However, if the child, having worked hard, takes the place they have secured at the grammar school, their transport will not be paid for. That is absolutely crazy and cannot happen.
My hon. Friend is right to draw attention to the issue of students from low-income backgrounds. Warwickshire County Council’s policy states that the discretionary payment would continue to apply to families with relatively modest means, whether or not Warwickshire makes the change, but my concern is the parents who fall short of that category. There is something of a cliff face here. For a parent, the cost of paying for transport to a grammar school is conceivably a reason for their child not to take up a place there.
I attended a grammar school and am a great supporter of retaining our grammar schools. I sat in a class with fellow pupils from ordinary backgrounds, with parents who were engineers, electricians or worked in cement factories. Those pupils took advantage of their grammar school education and went on to do well in life. There is a grave danger of putting a barrier in people’s way by denying them the opportunity to access the excellent education that our grammar schools provide. I join my hon. Friend on this issue. I have made my views clear today and will make my own representation to the consultation.
Will the Minister consider extending the statutory requirements to include parents who wish their child to go to a school other than the nearest one? Will he also comment on the absurd situation where two schools are almost exactly the same distance away and transport is paid for a pupil going to one but not the other?
Is my hon. Friend somewhat suspicious, as I am, of such consultations? Lancashire, too, had a consultation. There is no doubt in my mind that the vast majority of people would say, “We prefer the system to carry on as it is and that the county uses its discretion.” Irrespective of how persuasive I know my hon. Friend and his constituents can be, my suspicion is that the consultation will end up saying, “Well, I’m sorry, we have to save the money. They do this in Lancashire and several other places, and we’re going to force people to pay.”
My hon. Friend makes a fair point about consultations. I will, however, be making representations and I will encourage the parents whom I come into contact with in my constituency to make representations to Warwickshire County Council in the same way. We understand the pressure on local government finance and it is entirely right for local authorities to look wherever they can to avoid excessive expenditure—to get more for less and to spend taxpayers’ money wisely—but not in a situation such as this. I am horrified on behalf of bright and capable children from households just outside the category eligible for support; the measure might act as a disincentive against such youngsters coming forward, putting their name in for the selection exam and getting an education that could enable them to do well later in life.
I will take the consultation at face value, and I will continue to lobby county councillors in Warwickshire so that they know and understand the possible consequences. I am pretty certain about our representations during the consultation.
I apologise for being late to this excellent debate. The Select Committee on Education has not yet been formed, but I suggest that this issue is one that it might well consider in due course, in the context of proper choice of schools and ensuring value for money.
It is encouraging to hear that the Select Committee will consider the subject.
I will sum up by reading out my constituent’s question regarding her son:
“Why is he potentially being discriminated against for passing his 11-plus?”
