I take a close interest in ensuring that we deal with the problem of literacy. I am hoping to visit the prison education programme in Wormwood Scrubs in the hon. Gentleman’s constituency next week. We should do everything possible to support literacy in prisons and in the justice system. If he looks closely at the work the Justice Secretary is undertaking to ensure that in secure settings for young people an appropriate emphasis is placed on education, he will appreciate that the Justice Secretary is more committed than anyone to ensuring that those who are incarcerated have the chance to educate themselves out of the path they have taken.

My hon. Friend makes a very powerful point. It is incumbent on the Labour leadership of Lancashire county council to do as other enlightened Labour, Conservative and Liberal Democrat local authorities have done and support academy providers in turning around underperforming schools.

This is an absurd misunderstanding of what is called the resource accounting and budgeting—RAB—charge system, which depends on long-term predictions of earnings growth. I assure the hon. Gentleman that if the recovery of the economy continues as it is, the RAB charge estimates will be substantially revised down and the imaginary black hole will very soon disappear.

We are committed to helping Lancashire companies to start exporting or to expand in new markets. Between April and December 2013, UKTI helped nearly 600 businesses across Lancashire and I was pleased to see my hon. Friend supporting those efforts by partnering with UKTI in delivering a successful export event for local businesses at the BAE site in his constituency last week.

The policy implications are clear: every Member of this House should support the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Grantham and Stamford (Nick Boles), in his planning reforms, which will ensure that the price of houses falls and that more big family houses are built. It is shameful that the shadow Secretary of State for Communities and Local Government has taken the Labour party into a position where it is the party of nimbys, the party opposed to opportunity and the party opposed to growth and development. That is an example of how weak the Labour party is: it blows with every wind instead of standing up for the next generation.

Last week, I had the pleasure of welcoming to Parliament Brad Hodgson from BAE Systems, who is currently north-west young apprentice of the year. Does the Minister agree that driving up the quality of apprenticeships is every bit as important as increasing the numbers, if they are truly to have parity with universities?

Next week, I am looking forward to going to see BAE for myself, because it has one of the best apprenticeship systems in the country. A higher quality of apprenticeships is undoubtedly just as important as the number of people going through them, and that is what we will continue to focus on.

Following the spending review, we have extended the traineeships programme to young people up to the age of 24. Yesterday, we published the framework for delivery, and the first traineeships will start next month. We have already had strong interest expressed from employers such as Mercedes and Brompton Bicycle Ltd. We very much look forward to taking the programme forward.

Absolutely. It is vital to make sure that the skills system is focused on the needs of employers so that people who go through that system go on to get an apprenticeship and a good job. That is exactly what the traineeship scheme is designed to achieve.

I already have responsibility for one of the biggest Departments in Government, and taking over responsibility for parking charges from my colleagues and local councils would be an exercise in departmental imperialism that I will not embark on. I note the hon. Gentleman’s question and I am happy to talk to my colleagues in government about it, but he is missing the bigger picture of how we help the retail sector adapt to the massive technological changes that are taking place, and the perverse fiscal incentives that currently operate.

My hon. Friend might know that more resource has been made available to UK Export Finance. It is important now to ensure that more and more SMEs understand that export finance assistance is not just something for the large companies, such as Rolls-Royce and BAE, but available to SMEs up and down the country. We will market our efforts there more intensively.

Thank you for calling me to speak in this important debate, Madam Deputy Speaker. It is a pleasure to follow the hon. Member for Burnley (Gordon Birtwistle), who should be commended for securing the debate. Like him, my interest in these matters stems principally from my role in supporting manufacturing in Parliament, and from the feedback that he and I have received from our meetings on that subject.

In the current economic climate, in which all sides agree that youth unemployment is still unacceptably high, it follows that the issue we are discussing is of paramount importance. Governments of any political make-up have a duty of care to ensure that young people are given the best possible opportunities. Careers advice in the UK, however, is extremely patchy and often of poor quality, and frequently both. The problem has not been improved by some of the reforms that the Government have introduced.

In the short time available, my aim is to outline the two main areas where I feel careers advice is suffering: first, the fundamental lack of consistency in the offer of careers guidance to students up and down the country; and, secondly, the concerns that I and, I know, many employers have about the quality and standard of careers guidance as it relates to the needs of our economy. I will conclude by offering suggestions about what the Government could do to reverse this worrying trend.

The first area where I believe problems of careers advice lie is the fact that it is often not delivered. One of the conclusions in the Education Committee’s report, “Careers guidance for young people: the impact of the new duty on schools”, published earlier this year, was:

“The Government’s decision to transfer responsibility for careers guidance to schools is regrettable...this has led, predictably, to a drop in the overall level of provision.”

I understand that more than eight out of 10 schools across the country have reduced the careers advice provided to pupils, and that dedicated careers services have frequently been axed.

In my borough of Tameside, where my constituency is based, Government cuts to local authority budgets have meant that careers advice and guidance services for young people have been fundamentally slashed—first by 65%, and then a year later by a further 50%. The effects are already becoming clear, as a recent study by the Education and Employers Taskforce showed: 12 to 16-year-olds have widely mismatched job ambitions, with a clear lack of understanding of what jobs are out there, of how to get them, and of the pay and expectations that go with them.

It is clear that this transfer of responsibility has exacerbated a postcode lottery in careers advice, which the Government appear to acknowledge in their response to the Select Committee report, by accepting

“that some schools are still adjusting to their responsibilities under the new duty”.

The question we must ask tonight is whether pupils are getting the information they need to make informed career choices. The evidence at the moment says that they are not. This has to change.

My second point is about the quality and standard of careers advice, particularly with regard to the needs of employers. As a vice-chair of the associate parliamentary manufacturing group, I hear from many manufacturing companies that feel that young people have little or no understanding of their sector or their employability needs. Those points were vividly illustrated by the hon. Member for Burnley. Only recently, John Cridland told the Government that careers advice is on “life support”, and that not enough was being done to help youngsters in a rapidly changing job market.

It is important to remember that both pupils and employers suffer. A CBI report recently found that employers felt 55% of school leavers lacked the right work experience, with this being a real problem in the manufacturing industry—an industry that I and many colleagues believe is absolutely vital to this country’s economy.

I would like to hear what he would suggest the Government do to bridge the gap between the needs of young people and the needs of employers. I would like to see a number of specific things applied to all aspects of career advice. In manufacturing, one of the principal things to change is the perception. I find it incredible that some people still believe that manufacturing is somehow a dirty industry and not the high-tech example that we see in BAE Systems. Challenging gender stereotypes is another highly important issue for manufacturing. What may be harder to achieve is getting it across to people that while BAE Systems and similar companies are important, it is the associated supply chain that really generates the wealth and the opportunity for jobs. My constituency predominantly has companies of that sort; it would be valuable if we could get more information out about the success of those companies, particularly in export markets where many are doing very well relative to the rest of the economy.

I am pleased that the Government have said in response to the Select Committee’s report:

“Good careers advice should be informed by labour market intelligence…grounded in the realistic context of the needs of today’s employers”.

I also welcome the commitment that there will be a

“strengthening of the relationship between the National Careers Service and Local Enterprise Partnerships.”

However, more action is needed to support such overarching themes and changes. The Government have said that in carrying out the new duties, schools are expected to work in partnership with employers as appropriate. What direct, on-the-ground support does the Minister envisage will be made available to schools to allow that to happen?

In an economic climate in which jobs are already scarce, careers guidance for 12 to 16-year-olds appears to be in emergency care. We often hear about the danger of a lost generation, and the not in education, employment or training figures are unacceptably high. Therefore, high-quality and readily available careers advice, appropriately matched to the needs of our economy, is absolutely vital. All is not lost, however; the Government can do a lot to remedy the situation. They do appear to be listening, and they have accepted that there is more to do, particularly in helping local authorities meet their statutory needs. A more fundamental change of attitude is needed, however, so that careers advice is not seen as an afterthought, but is at the heart of a child’s education—I agreed with the Minister’s heckle on the hon. Member for Burnley, that such advice must begin earlier than the age of 12.

Schools need more help—both financial help and guidance—from the Government, but it does not necessarily have to be at high cost. Crucially, to raise standards and quality across the board, I believe Ofsted should inspect careers advice in schools. I know that Ofsted has requested that, and the Government are currently reviewing it.

I hope the Government listen carefully to all that is said in this important debate. I hope that they take on board some of the constructive suggestions, which I hope they will hear. We all want a system that meets both the Government’s objectives and the needs of the employers in our constituencies, and I hope the Government will bring forward further plans to help promote that.

The short answer is yes. The hon. Gentleman is quite right to say that consumer awareness is vital. Some of the people who take out such loans would be much better off with an entirely different financial product. That is why advertising is such an important element in tackling the issue. The Government are working with the Advertising Standards Authority and we will also work with the Financial Conduct Authority, which will take over those powers from next year, to ensure that we clamp down on advertising that misleads people and lures them into taking out products that are not right for them.

T8. The north-west is at the heart of Britain’s aerospace industry, and I welcome this week’s announcement of the £2 billion aerospace technology institute. May I urge the Minister to consider the Warton enterprise zone in my constituency as a potential location for it?

We will certainly do that. The aerospace industry received an enormous boost on Monday with the announcement of £1.5 billion that is to be shared, along with another £1 billion from the private sector. I hope that that will give the industry the confidence to invest, right across the remainder of this Parliament and through to the end of the next one, in what is already one of Britain’s great success stories.

It is important to note that my hon. Friend is not too old at all: she cares passionately about apprentices and is a very strong role model. In the north-west yesterday, BAE Systems, whose headquarters for military aviation are in my constituency, announced 70 engineering and business apprentices. I know from working with these young people that they are absolutely top quality, and they are the type of apprenticeships to which my hon. Friend refers.

My hon. Friend informed me earlier today of the opportunities that are available in his constituency. I know his constituency very well indeed and I know what an excellent MP he is, because I read about him in the local paper all the time—he is my mother’s MP. I know what an assiduous MP he is and I thank him for that intervention and letting me know about the jobs in his area.

One of the key arguments of the coalition Government is that the UK is in an international race in which we are competing with countries all over the world. We know how China, Brazil, India, Japan and other such countries are racing ahead of us in terms of what they offer, how they train people and how they get people into engineering from school, at a very young age. The bar is constantly being raised for UK businesses. John Cridland, director general of the CBI, has agreed with that. He pointed out that international competition is constantly raising the bar and that we need to seek a larger share of the global market. He has also said that he is surprised at how many young people lack basic skills, such as literacy and numeracy.

Even though education spending increased from £35.8 billion to £71 billion under the previous Government, the number of teenagers leaving school without basic GCSEs was, unfortunately, problematic and contributed to the skills gap and the gap in other qualities required for employment. People went to university to study media and other courses they saw as attractive, but behind the scenes some universities were setting up remedial centres to teach students basic reading and writing. Even if we manage to incentivise young people and make engineering an attractive option, that will not get over the fact that some of them might not have the basic maths and other skills required.

I applaud what the Secretary of State for Education has done, not only with education reform and academies, but in the rhetoric he has used in education debates. He is imploring schools and society to realise that we need much more rigorous standards in education and much more reform in the basic, core subjects, such as English, maths and science. We need to show young people that they can achieve in science and that it is an attractive subject that they can master.

It is a pleasure to serve under your chairmanship, Mr Bayley, and to respond to the debate. It is great to see so many Members here from across the House. There has been, I fear, an outbreak of consensus about the need to tackle the problem, and I am very much part of that. There is passion on both sides. I congratulate my hon. Friend the Member for Mid Bedfordshire (Nadine Dorries) on securing the debate. I know that we often have debates in this Chamber and on the Floor of the House, but raising awareness and constantly making the arguments that hon. Members have made today is an important part of the solution. I hope that through this debate we are helping to solve Britain’s problem of a shortage of engineers.

In the 10 minutes that I have, I will provide some context and go through some of the things that the Department for Business, Innovation and Skills is doing to rise to the challenge and answer the shortfall that many Members have eloquently described. Many estimates have been made of the shortage of engineers in the country, and although it is impossible to put a precise figure on that shortage, it is clear that we need more engineers. We need those who are qualified at university level, both undergraduate and postgraduate, and those who are qualified through apprenticeships at technician level.

Over the past few years, steps have been made in the right direction. The number of engineering and manufacturing apprenticeships has risen to 60,000 starts in the past year, up from 25,000 starts a decade earlier. This year, the number of applications to university to study engineering is 127,000, which is up 8% on last year alone. The proportion of those applying to university to study computing, which is an important element of engineering, has risen even more sharply. At school, participation at GCSE in maths, physics and the sciences, which are an essential bedrock of engineering, has been rising sharply. The Department for Education, as well as BIS, is playing a big role in ensuring that the building blocks, which for too long have been deteriorating, are in place.

Let me set out the action that we are taking in four areas. First, we are making the whole skills system more focused on the needs of employers. The employer ownership of skills is important to ensure that we provide and support the skills that employers need.

I urge the Minister to consider working closely with schools, colleges and universities in areas where enterprise zones are developing and to focus on apprenticeships, particularly in engineering, in those areas.

That is an important point, and I will look at what more we can do in enterprise zones to add a skills element. The employer ownership strategy is about ensuring that we provide the skills that employers need. We have a conundrum in this country. Although youth unemployment is falling, it is still slightly less than 1 million, which is too high, but, at the same time, we have skills shortages. That tells me that the skills and education system has not worked to match up the supply and demand for skills.

My colleague, the Minister for Universities and Science, has already given a very full answer on this issue. When I spoke about it earlier, I should have made it clear that Mr Lester had accepted a pay cut, not a tax cut. In addition, there will shortly be an urgent question on the matter, when any further details can be pursued. As for the wider policy questions, we made it very clear last week that we believe that our reforms of executive pay will radically reduce the rewards for failure and mediocrity in business.

The hon. Lady is absolutely right: our Department looks at the majority of employment law for the rest of Great Britain but not for Northern Ireland. However, I can assure her that officials from my Department are in regular contact with their counterparts in the Department for Employment and Learning in Northern Ireland. Examples of that include frequent conversations during the consultation on resolving workplace disputes, and close working between the employment agency standards inspectorate and the equivalent team in Northern Ireland. Indeed, we are currently working with it to understand the impact of the agency workers directive, and we will continue to do so.

Nothing has more impact on a child’s achievement than the quality of the teaching that they receive. We are raising the bar for new teachers, supporting existing teachers to improve and making it easier for head teachers to tackle underperformance among teachers who cannot meet the required standards.

We are offering strong financial incentives to the best trainees, and are consulting on issuing bursaries of up to £20,000 to the best trainees in priority subjects. We are also expanding and doubling the successful Teach First programme and introducing trips for teachers to bring the skills of service leavers into schools. We will ensure that all trainees have a good understanding of maths and English, by requiring them to take tests prior to entering initial teacher training. We are reviewing the qualified teacher status standards under the excellent chairmanship of Sally Coates, the principal of Burlington Danes academy. I could go on, Mr Speaker, but I will stop there.
