It is a pleasure to serve under your chairmanship, Mrs Moon, and I congratulate the hon. Member for Stoke-on-Trent South (Jack Brereton) on securing this important and, as it turns out, wide-ranging debate. It is my duty to sum up the debate, and I hope hon. Members will forgive me if I miss any salient points. I shall start with the previous speaker, because I felt that the hon. Member for Birmingham, Erdington (Jack Dromey) was directing his remarks at me, although I will try not to take it too personally. I recently had an eye operation, and at the moment I have a self-imposed ban on driving, even though I have been reliably informed by my consultant that I am fit to drive. The hon. Gentleman’s points were well made.
The hon. Member for Stoke-on-Trent South introduced the debate with a wide-ranging discussion that covered traumatic tales of accidents, as well as the need for us to use data properly, to data-mine why accidents happen, and to use that information to further road safety. I do not think that anyone disagrees with him. The hon. Member for Poplar and Limehouse (Jim Fitzpatrick) wants us to think about road safety, and to consider 20 mph zones as well as looking at the reduction in the number of traffic police that has led to other accidents. The hon. Member for Stirling (Stephen Kerr) commended his local police and road safety people on their “Safe Drive Stay Alive” campaign. He touched us all when he spoke about foreign drivers and how there is no way to enforce the bans imposed by Scottish sheriffs. That is a tragedy.
The hon. Member for Stroud (Dr Drew) spoke about local speeding issues and data from local cameras. I cannot go into the technicalities of English law, but anything that helps to increase road safety should be used, and it is the duty of all Members of the House to ensure that roads in their constituencies are as safe as possible. The hon. Member for St Ives (Derek Thomas) spoke about country roads and made an important point about the A30. I will try to get through my remarks quickly, because there is a lot for the Minister to answer.
The hon. Member for Strangford (Jim Shannon) gave a comprehensive overview of road safety in Northern Ireland, and he spoke about the education of young drivers and how graphic illustrations really help. The hon. Member for Brentford and Isleworth (Ruth Cadbury) is a real advocate for cycling and walking. She may be surprised to hear that until recently I cycled frequently, but I take on board her views that most people do not cycle because of road safety issues. I only ever cycled on cycle paths, and I thank Sustrans for its work in Scotland and for the number of cycle paths that pass by beautiful places.
It is important to consider amending The Highway Code—that returns to the point about education because we must ensure that people understand those amendments. The hon. Member for Newport East (Jessica Morden) eloquently paid tribute to the Smith family in her constituency and the trust that they have set up. The investigation of such road accidents can only help to improve the lives of people in her constituency and across the UK.
The hon. Member for Ayr, Carrick and Cumnock (Bill Grant) spoke about his more than 30 years’ service in the fire and rescue service, and about the devastation caused by accidents. People who are trapped often require a simple hand hold, which is an immensely powerful thing. I thank him for his service. As he said, the improvements made to motor vehicles by manufacturers are important, but, as we know, vehicles are driven by people and education is the most important thing. The hon. Gentleman mentioned seatbelts, crash helmets and so on, as well as breathalysers. Drink-driving is still rising in the UK, but I am glad that things are improving in Scotland, because of the actions of the Scottish Government. I think those were all the Members who spoke, so I will briefly do some quick headlines.
I want the Minister to consider the Scottish Government examples that I will give him. Scotland’s road safety framework to 2020 has produced really good results, with cuts in the numbers of accidents. Things that the Scottish Government have done include cutting the blood alcohol limit, and we must take on board the fact that the limit has been reduced from 80 mg to 50 mg, which is lower than for the rest of the UK. We really must look at, and I would like the Minister to think about, the 7.6% reduction in drink-driving as a result of that.
The Scottish Government are also looking at drug-driving limits—I commend that idea to the Minister—and they are going to introduce roadside testing. They have considered where they can make prosecutions for different types of drug, specifying the limit for each and testing against that. Importantly, they also want to ensure that it is not just people who are driving in an impaired manner—zig-zagging across the road—who can be stopped by the police.

It is a pleasure to serve under your chairmanship, Sir Edward. I congratulate the hon. Member for Liverpool, Riverside (Mrs Ellman) on securing the debate, which I have found fascinating—I must confess that I did not think I would. I am pleased to be here to sum up for the third party in the House.
The hon. Lady was encyclopaedic in her knowledge and wonderful in explaining the key issues. I will not repeat each and every one, but she talked about ticketing—as did the hon. Member for Cleethorpes (Martin Vickers), to whom I will come in a moment—and that rings all sorts of bells. We need a method across the entire rail network for getting the best deal for customers.
At this point, I should declare an interest: I frequently use the Virgin Trains West Coast, and with my senior railcard I manage to get some good discounts. However, because of the nature of how we work in this place, I cannot always book a ticket when that would be cheapest, which makes it very expensive.
I totally understand overcrowding on trains. I am fortunate in that I do not have to commute around London; even though my claustrophobia is now much better, I do not know whether I could do it. Sometimes, when I see how bad the tube is, I am able to step back and wait for 20 minutes until things calm down, but that cannot be done on a train. I feel very sorry for people who have to go through that on a daily basis.
The biggest issue seems to be how the franchises are handed out. We hear that some franchises were given to operators who did not have enough drivers—that is a complete disgrace. As the hon. Member for Liverpool, Riverside said, passengers should be entitled to a full service, but, if I picked it up correctly, 58,500 cancellations took place in a week—not in a year?
I stand corrected. However, in anyone’s book that number of cancellations is not acceptable. The management fee basis on which the Southern franchise was put out seems to be quite a drain on the public purse and something that the Government should look at as quickly as possible.
Did the Scottish National party Government in Scotland learn anything from the franchising process we have undergone in England? The passenger survey shows that, since the Scottish Government privatised the service to Abellio, satisfaction in the service has declined, and the service has declined since then. I wonder whether any lessons—
Order. I do not think we need to start debating Scottish railways—unless you really want to, Marion Fellows—because I am not sure they are germane.
Perhaps we should. It is important that the Minister hears how we dealt with these things in Scotland so that he can take on board some of the things the Government there have done.
The hon. Member for Cleethorpes gave us an interesting and humorous list of journeys from Cleethorpes to Haverfordwest. I really enjoyed that. I could introduce him to someone I know well who regularly journeys from here in London to north of Dundee. She is an expert on how to get the best deal with split ticketing. However, the whole point is that people should not have to become experts in that area. There should be a way of simply going on to a website and finding the cheapest journey as easily as possible.
The hon. Member for Eltham (Clive Efford) referred to his time on the Select Committee in a former Parliament and was disturbed to find that we are still dealing with the same issues. I know you do not want me to go on for too long, Sir Edward, so I will not do a full summing up of what everyone else said, but, for the Minister’s benefit, yes, there were issues in Scotland over the franchise given to Abellio, but after much consternation among passengers, the Scottish Government brought in an improvement plan and since then things have moved forward. The score for ScotRail on the passenger satisfaction survey was at 83%, which was lower than the previous year, but in the last month or so it has gone back up to about 90%—a number that many companies and commuters in the south-east of England would be delighted to have.
The Scottish Government have put more than £5 billion in an investment programme for the five-year period to 2019. We will open new stations and build new lines. We see that as a way to get a greener Scotland and to increase Scotland’s economic base.
I commend to the House the ten-minute rule Bill that my hon. Friend the Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry)—I myself have to read his constituency because it is so vast—introduced in the Chamber only this week. What we really need in Scotland is Network Rail to be devolved. The Scottish Government can take forward many programmes, but ultimately Network Rail is not devolved, which means it does not have full control over the rail network in Scotland.

Yes, I shall do—I apologise, Sir Edward. It is important for the Minister to understand that it is possible to improve things and move them forward. As part of the process of making things better on the English railways, if I can put it that way, he may also want to look at taking powers to nationalise them again, as we did in Scotland, so that Government organisations and national organisations could bid for franchises. That happened on the east coast main line, and it ran very well.
I want to come back to the hon. Lady’s point on further fragmentation of the rail network. How does she feel the passenger experience of travelling on the railways would improve if the management of the infrastructure were further fragmented by having part of it devolved to Scotland, even though many franchises operate in both Scotland and the rest of the UK?
I thank the hon. Lady for her intervention. I could speak of a personal constituency issue: there were real difficulties with the electrification of the Glasgow to Edinburgh line. Transport Scotland was responsible for part of it, but some of the issues were being dealt with down here with Network Rail. That made it difficult to get real accountability. The Scottish Government wanted to be accountable for everything, but they could not be because Network Rail is not devolved. That is why we ask for it to be devolved.
The hon. Lady is being generous with her time in giving way. When we consider some of the services that operate on the west coast main line and the east coast main line that cross the border, does she not accept that it would be even more difficult to operate a seamless passenger experience if those operators had to deal with both Network Rail in England and a separate network rail in Scotland?
I see where the hon. Lady is coming from, but no, I would not agree with that; at the moment it is working well. I see no reason why the Scottish Government would make life difficult for Network Rail in England, Wales and Northern Ireland. I am sorry, but I cannot agree with her on this occasion.

4. What recent discussions he has had with Ministers in the Scottish Government on development of the high-speed rail network.
I shared the platform with the Scottish Minister, Keith Brown, at the HS2 supply chain conference on 5 November in Edinburgh. We discussed the benefits that Scotland will get from HS2. My right hon. Friend the Secretary of State has arranged to meet Keith next week.
The Minister will recall that he was previously asked by my hon. Friend the Member for Kilmarnock and Loudoun (Alan Brown) about the potential for increased journey times north of Crewe to Scotland under the current proposals for HS2. At the time, he suggested that upgrades on the line were already under way. Therefore, will he now commit to providing the Scottish Government with a definitive timetable for those upgrades?
I can tell the hon. Lady that HS2 will deliver increased benefits to Scotland. From day one, journey times from Glasgow will be reduced from four hours 31 minutes to three hours 56 minutes. Indeed, the full Y network will benefit Scotland to the tune of £3 billion. Interestingly, she does not mention Nicola Sturgeon’s own bullet train, the Glasgow-Edinburgh scheme, which she announced as infrastructure Minister in 2012. It appears that Scotland’s First Minister has now given her bullet train the bullet.
There is a reason why Gloucester has elected my hon. Friend twice now, because unlike the last lot, he stands up for rail links to his constituency. He knows very well and has made the case many times that the rail link is important. The CrossCountry direct award consultation process is currently in operation. I am sure he will continue, along with the council, to make these very good representations.
T7. What discussions has the Secretary of State or the Vehicle Certification Agency had with Volkswagen to ensure that the UK taxpayer is not out of pocket for the re-testing of Volkswagen vehicles following the recent scandal?
I refer the hon. Lady to the response I gave to the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron). Discussions on this particular matter are ongoing. I have taken the issue up in meetings with Volkswagen, which I believe appeared before the Transport Select Committee earlier this week.
