Commons ChamberThe Task and Finish Group was established as a result of the ingenious foresight of a previous Transport Minister, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes). Its report was made public only in the summer, but I am evaluating all its recommendations and will make a statement shortly.
HS2 will bring significant extra capacity and resilience to our railways. What more will it do to help and support places such as Nuneaton on the existing west coast main line?
There is a lot of discussion about HS2 and I simply wish to state again today the Government’s commitment to the project; it is, I think, supported across the House and I welcome that support. The point about HS2 is that we have a rail system that is bursting at the seams and we have to create extra capacity on it. By creating the extra capacity on HS2 and taking the express trains off the conventional lines and putting them on to HS2, we will free space for more commuter services into the cities affected and to places such as Nuneaton.

Commons ChamberI absolutely accept that. The hon. Lady highlights one of the problems across the network. The new trains on the Great Western franchise that are coming as part of the Wales & Borders franchise will help. I am also focused with the CrossCountry franchise on making sure that, as we take this forward in the interim period we do not lose sight of the need to expand capacity. She makes a good point, but what she is experiencing is true across the whole network. It is why we have this big programme of train replacement, with longer trains, new trains and more space right across the network, funded by the train operating companies and the lease companies.
I welcome my right hon. Friend’s statement. Many of my constituents commute from Nuneaton to Birmingham or Leicester. That service has become so popular that there is a massive demand for new capacity. I hear what my right hon. Friend says about the CrossCountry franchise, and I will be grateful if he says today what that means in relation to the improvement in capacity that is so desperately needed for my constituents.
We are now looking at what we do with the CrossCountry franchise over the coming years, but I assure him that one part of that planning is dealing with overcrowding on the routes. There are too many parts of the CrossCountry network where the trains are just too full, and we have to address that, and we will.

As ever, Mr McCabe, it is a pleasure to serve under your chairmanship. I thank my hon. Friend the Member for Bosworth (David Tredinnick) and congratulate him on securing this debate, which is a very important one for my constituents. I am delighted to see my hon. Friends the Members for Rugby (Mark Pawsey), for North Warwickshire (Craig Tracey) and for South Leicestershire (Alberto Costa) present.
The part of the A5 under discussion is a vital part of the national strategic road network and the UK distribution and logistics network. All the constituencies represented by the hon. Members present are part of what is known in the logistics industry as the golden triangle, because of its excellent links to the rest of the country. As my hon. Friend the Member for Bosworth has identified, the A5 is a vital resilience route for the operation of the west midlands section of the M6 and the east midlands section of the M1.
My speech will address the particular challenges facing the route along the northern boundary of my constituency. This is often a heavily congested part of Watling Street, where there are challenges associated with heavy volumes of local traffic meeting heavy volumes of traffic travelling long distance along the A5. This section of road also includes a number of busy junctions, which are not just traffic bottlenecks; at times, there have been significant accidents, and there has been a very sad history of fatalities.
On the positive side, the A5 between the Royal Redgate junction and the MIRA Technology Park, which my hon. Friend the Member for Bosworth mentioned, has been upgraded in recent years to dual carriageway. That was done under a £17 million regional growth fund grant in 2014. Since then, as my hon. Friend also said, over 600 jobs have been created at the MIRA Technology Park, and it is thought that another 1,500 to 2,000 could be created on that site.
We are therefore seeing economic development as a result of that comparatively small investment, but my constituents have also seen significant safety improvements. That is because the once lethal Royal Redgate junction, where people have to cross the A5 to go north or south on the A444, has been significantly improved and is much safer than it was.
My constituents also have significant issues in relation to the Woodford Lane junction, which my hon. Friend mentioned. I have a number of constituents in the Hartshill ward who use Woodford Lane. It is a minor but extremely busy junction, where it is possible to turn both left and right on to a very wide part of single carriageway. In recent years, there have been a series of minor accidents, some major accidents and, regrettably, several fatalities. Although there have been some very minor upgrade works there, we have not seen anything approaching the type of major upgrade scheme that is needed to make the area much safer. I must also say that a number of my constituents have contacted me recently about the quality of the road surface on the A5 in the area; currently, it is far from ideal.
Probably the most difficult area for the majority of my constituents who use this stretch of the A5 is the Long Shoot junction, where the A47 meets the A5. Despite upgrade works undertaken in 2015, which have been relatively successful, the sheer volume of traffic at this junction at peak times creates huge delays for my constituents on the A47 and the A5. Also, for those living at the top of the Long Shoot junction and on that stretch of Watling Street that runs alongside it, there is a significant problem with pollution from standing vehicles, given the length of time it takes them to get through.
The Minister will know that an upgrade is planned for the short section of the A5 between the Long Shoot junction and the Dodwells island, where Nuneaton meets Hinckley. He will not need me to tell him that, given the challenges in that area, that upgrade is very much a short-term fix. It is important and it is required, but it will not deal with the fundamental issues. I also understand that the work to upgrade that short section of road has been put back slightly, to facilitate the important upgrade of the M6.
Although this debate is not about the M6, there is the issue of resilience to consider, and I am glad that the Government are investing significant money to bring smart motorway to junctions 2 to 4 of the M6. That will hopefully cut down significantly on the accidents there, which have the knock-on effect of causing gridlock for my constituency, as people see fit to get through to the A5 and the M69. As my hon. Friend the Member for Rugby has said, we can absolutely guarantee even today that the people of Nuneaton will suffer absolute gridlock as a result of the closure of the M6, so we need to consider resilience.
As I have outlined to the Minister, there are challenges but they are set against the backdrop of a very positive economic story around the A5. We heard from my hon. Friend the Member for Bosworth of the plans that exist. As I understand it, there are 500 hectares of new employment land being planned along this stretch of the A5, which could deliver £1.4 billion in gross value added to the regional economy of the midlands and create thousands of jobs in the next 15 to 20 years.
There will also be significant housing growth, with 15,000 new houses being built in my constituency and in the neighbouring Bedworth part of the constituency of my hon. Friend the Member for North Warwickshire. Although many of my constituents are concerned with that development—I myself am concerned, because much of it is taking place on the north side of Nuneaton, in one large block—it highlights the necessity to find a better solution to the A5 problem, so that we can facilitate the new development.
I have explained the challenges; I will now turn to the solution. I am enthused by the concept of the midlands expressway. It will transform the A5, fully dualling the highway from Tamworth right down to Crick. As I understand it, there are several options to achieve that transformation, which would open up the potential for growth and, above and beyond that, transform the lives of many of my constituents, improving their quality of life tremendously.
As my hon. Friend the Member for Bosworth has pointed out, there is a partnership of local authorities, and I pay tribute to the excellent work of the Conservative-controlled Hinckley and Bosworth Borough Council. It is a medium-sized district council, but it has been instrumental in the work of this A5 partnership. On my side of the A5, it is being very well supported by Warwickshire County Council, and on the side of my hon. Friend the Member for Bosworth, it is being very well supported by Leicestershire County Council.
All those authorities are backed by a number of business organisations and businesspeople. Sir John Peace, the chairman of the Midlands Engine and Midlands Connect, is backing this project, as is Andy Street, the West Midlands Mayor, who sees the value of the works being proposed for this area.
Considerable feasibility work has already been done, as the Minister will know. Highways England has looked at this project and, encouragingly, it has concluded that there is a strong economic and strategic case for a scheme of this type on the A5. It has also concluded that there are a number of credible options and that the project would deliver “high” value for money.
The Minister is currently working on roads investment strategy 2. My ask is that the A5 scheme is acknowledged as part of RIS2 and that our request for the resource to develop more detailed work on a specific route for early implementation is looked on favourably. My hon. Friend the Member for Bosworth said that £10 million is needed to take that initial work forward, so I will just impress on the Minister that this is an important matter for my constituents. If we are to achieve this transformation, it needs to be thought about now—even if the work itself is carried out several years from now—because this route needs safeguarding. That is because there is a lot of new development in the area, and the last thing we want is for that new development to take place where the route of the A5 should be.
I am sure that, throughout this roads strategy process, my hon. Friend the Minister will have colleagues from across the country knocking down his door to try to get a response on the road projects that they want. However, I just say to him that, on this stretch of the A5, there is clearly a solid business case, and the project will help to deliver significant numbers of new houses and significant amounts of commercial development and new jobs, allowing the midlands to fulfil its economic potential.
Finally, the time for quick fixes and sticking plasters along this stretch of the A5 is over. We very much need to take a more substantive approach. We need to make this once Roman route fit for the 21st century.

I accept that young people cannot do all those things at 16 without the consent of their parents, but the fact is that they can still do them.
Contrary to popular myth, young people are interested in political issues—from climate change to racism, and from education to crime. I meet young people in my constituency, as I am sure do many of my hon. Friends, who are studying politics at A-level and are completely engaged with the political process, yet this country still denies them a vote.
In a democracy, voting is the fundamental way for our young people to express their opinions. As the Power commission report put it,
“it is worth remembering that we enlist 16-year olds into the armed forces and expect them to pay taxes if they are earning so they should be able to participate in the selection of those who govern them. We believe that any reform to encourage young people to engage politically will be very severely limited in its effectiveness while the current constitutional, party and electoral arrangements remain in force.”
Given that Government decisions will naturally affect the future, it is arguable that the young are more likely to be affected than older people by some political decisions.
Preventing 16 and 17-year-olds from voting sends a signal to them and to society that their views are not valid or important. The next generation of voters are the first to have received citizenship education in schools, yet they are being denied their full rights as citizens. This seems particularly unfair and unjust. At a time when some people feel that politics is not relevant to them, young people need to be encouraged to take part in democracy, not kept out of it. The Scottish independence referendum showed once and for all that 16 and 17-year-olds are more than capable of taking important political decisions. If young people are registered early and get into the habit of voting, we will see lasting improvements in turnout.
My hon. Friend the Member for Rotherham (Sarah Champion) secured a Westminster Hall debate on this very subject last year. She argued that the time was right
“to open the democratic system even further and to include 16 and 17-year olds among the people who are able to vote.”
She continued:
“We cannot expect 16 and 17-year-olds to contribute to our society through various means—economically, physically, intellectually or socially—in a capacity where we recognise them as an adult, but then give them the democratic rights of a child… We trust our young people to contribute to society in many ways, so we should start to give them their democratic rights.”—[Official Report, 6 May 2014; Vol. 580, c. 7WH.]
I fully support that. I urge all Members to support the retention of clause 20, and to welcome our 16 and 17-year-olds to the democratic process.
Let me now say a few words about clause 21. I am very pleased that, on this issue at least, the Government are listening. I pay tribute to my hon. Friend the Member for Bristol South (Karin Smyth), who is present, and who has done a great deal of work in connection with the issue of the Bristol mayor. As I am sure everyone knows, Bristol was the only city to vote “yes” in the mayoral referendum of May 2012. I think it fair to say that the current mayor has proved to be a somewhat controversial figure, but my hon. Friend has rightly said:
“This isn’t about whether you support the current mayor or would prefer a different person in that office, it’s about whether citizens of Bristol should be allowed a voice about the post itself.
It’s about democracy, and the right of Bristol people to decide how they are governed seems to be a fundamental aspect of democracy.”
She has also said that
“citizens of Bristol deserve the right to reverse that decision at any point”,
and that the Lords amendments
“offering Bristolians that opportunity are to be welcomed”.—[Official Report, 14 October 2015; Vol. 600, c. 372.]
I bow to my hon. Friend’s superior knowledge of the issue of the Bristol mayor, but I am very pleased that all Members seem to support clause 21, and I look forward to our giving Bristolians the same democratic rights as those enjoyed by the rest of the country.

Commons ChamberI agree with my hon. Friend entirely. He showed me some of the transport problems in his constituency. He has been a leading advocate of the case for better road infrastructure. I hope that we have gone some way towards showing how that will be achieved.
Pursuant to the question from my hon. Friend the Member for Bosworth (David Tredinnick) and my recent Adjournment debate about the A5 between the M42 and the M69, will my right hon. Friend consider the request for an in-depth feasibility study to search for a long-term solution to what is one of the most congested sections on the strategic road network?
My hon. Friend raised that issue in an Adjournment debate a few weeks ago. It was framed as a debate about congestion problems in the midlands, but I know that they affect his constituency specifically. He has often made the case for improvements to road infrastructure. I hope that some of the announcements that I have made today will lead to some improvements, but we will no doubt have to go further.

Commons ChamberDoes the hon. Lady welcome the partnership between Stagecoach, Conservative-led Warwickshire county council and employers on the new service from Nuneaton to Birch Coppice? The service is being run in conjunction with employers to fit their shift patterns, which will help many Nuneaton people to get to work.
I do indeed welcome that. I welcome any innovation from bus companies. It is important that we get large employers working with bus companies to talk about their shift patterns and, in particular, with NHS hospitals, which often tend to be built by the NHS outside city centres, without any consequential thinking about how people will access those health services or designing a bus service for people to use.
As I have said, Southampton council is doing no more than delivering the very strong cuts to its budgets that the hon. Lady’s Government have imposed on it and that she has voted for as a loyal servant of her party, so I tell the people of Southampton to vote Labour next time.
No, I am going to conclude my remarks as many Members wish to speak.
We introduced free concessionary bus travel for pensioners and the disabled, bringing freedom to millions.
I will not give way; I have two sentences left, and then I am going to sit down.
Only a Labour Government will tackle the cost of living crisis and drive renewal of our buses. Britain’s bus market is broken. The next Labour Government will fix it, and make buses once again a transport of delight.

Commons ChamberI am delighted to have been able to secure a debate about one of the busiest and most congested parts of our strategic road network. I am pleased to see that my hon. Friend the Member for Bosworth (David Tredinnick) is present—he, too, has a constituency interest in this busy stretch of the A5—and I thank my right hon. Friend the Minister of State for his time, and for the consideration that I hope he will give to the debate.
Let me explain why I am concerned about this stretch of the A5, and why I believe that there needs to be a fundamental rethink about the future of that busy highway for the sake of my constituents who live on the route, and for the sake of economic growth in the west and east midlands corridor.
The A5, or Watling street, which marks the northern boundary of my constituency, was built by the Romans, who originally built the road from Londinium to Deva—or London to Chester, as we know them today. I have not established the exact date when Watling street was built, but the fact that the Romans withdrew from Britain in 410 AD gives us a slight clue as to the longevity of the route. I am certain that the sheer volume of traffic that would use Watling street in the 21st century was never envisaged, even once the ownership of cars became commonplace after the second world war. That is why so many other sections of the busy road, which now stretches from London to Holyhead, have been substantially changed to reflect the volume of vehicles that use it.
Today, the A5 between junction 10 of the M42 and junction 1 of the M69 is one of the most congested routes on the strategic road network, particularly between the Longshoot junction and the Dodwells roundabout. That section is considered to be the 15th most congested section of road on the network. Many of my constituents live along Watling Street and on feeder roads such as the Longshoot, Higham lane, Weddington road and Woodford lane. They live every day with the imposition of queuing traffic, high levels of noise and massive pollution.
The pressure on the route is often compounded when traffic shifts from the M6 to the A5. There are regular closures on the M6. As my right hon. Friend knows, I have expressed concern in the House before about the safety of junctions 1 to 4 on the M6, where there are regular accidents. My constituents are affected by the way in which the traffic shifts from the motorway through my constituency to the A5 in order to reach the M42 and the M69. You probably think that that is a subject for a debate on another day, Mr Deputy Speaker, but I am sure that my right hon. Friend will give my comments some consideration tonight.
Over the decades, this section of the A5 has undergone numerous redesigns to deal with safety issues and to mitigate the growing number of vehicles on our roads. For many years my constituents have suffered from the disruption of regular roadworks that are intended to improve the situation. At this very moment, work is taking place from the Dodwells roundabout to the Royal Red Gate junction, where the A5 meets the A444. Just tonight, I was interviewed on BBC Radio Coventry and Warwickshire about the issue, along with a very disgruntled lady who was less than happy about the current disruption. I think that that disruption is extremely unfortunate, but it is quite necessary. Much of the work that is being undertaken between the Royal Red Gate and Higham lane junctions is facilitating the new Motor Industry Research Association technology park, which is creating more than 2,000 new jobs. As well as the new jobs, that part of the route will have a very positive effect on the local area because it is being turned into dual carriageway. Inevitably, that progress will put greater stress on the Longshoot junction and the Dodwells roundabout east of MIRA, but that will largely be mitigated by the current pinch-point scheme now under construction. The changes now taking place on the A5 will have a positive effect and there will be gain for the pain that my constituents and the many users of this busy route are experiencing.
I am also convinced, however, that we need a longer-term solution and we must seek it now. We cannot wait five, 10, 15 or 20 years before we consider the future. That would not be right for my constituents or the wider west and east midlands economy.
A substantial amount of development is planned along the A5 corridor both in my constituency and in that of my hon. Friend the Member for Bosworth. As my constituents know, I do not agree with all the development plans being promoted by the local planning authority in my constituency. However, it appears from the approach it is taking that these developments will go ahead whether I or my constituents like them or not. We must therefore think about substantive solutions for this section of the A5 to deal with the future issues.
My right hon. Friend the Minister will also be aware of the significant partnership-working currently taking place on the issue between the Highways Agency, the Coventry and Warwickshire local enterprise partnership, the Leicester and Leicestershire LEP, Warwickshire county council, Leicestershire county council, and the Nuneaton and Bedworth, Hinckley and Bosworth and North Warwickshire borough councils. The Minister will know that those agencies have jointly started to conduct some very embryonic work on a strategic enhancement of this section of the A5. They are looking at the issues and constraints that affect that busy section of highway.
That work has been conducted by the partnership, which has been formed because there is a strong business case for a long-term solution to the problems we face on that section of highway. It is thought that a long-term solution for that section of the A5 could bring savings of £680 million through better travel times, lower vehicle operating costs and a reduction in the accident rate on what is a busy stretch of road. That proposal aligns with the strategic growth aspirations of both the public sector and the private sector in the area. This evening I am asking the Minister to look at the detail of the embryonic work that has already been conducted and that I am sure his Department has seen.
My hon. Friend is making a very strong case for the A5, which is an important route from the M1 at junction 18 to the north-west, avoiding the M6. I wonder whether we might persuade the Minister to look at the southern part of the A5 as well, from the M69 down to the M1. There will be very substantial housing and commercial development at the junction 18 end, and we could use that as an opportunity to improve that thoroughfare.
I thank my hon. Friend, who represents Rugby. I completely agree with his request in relation to the section further down the A5, which can only help the situation further up the A5, to the benefit of my constituents and the constituents of my hon. Friend the Member for Bosworth. I would also say in that regard that the work currently going on at the Catthorpe interchange, where the M6 meets the M1-A14, will have an extremely positive effect for our constituents in addressing, hopefully, some of the issues—not all, but some—that I referred to earlier: the A5 and Nuneaton get so clogged with traffic due to accidents on the M6.
This evening, I am asking the Minister to speak to my right hon. Friends the Secretary of State for Transport and the Chancellor about this issue, which is a matter of major concern for my constituents and many other people living in the region. He will know that the embryonic work has been carried out. I am now looking for a sympathetic ear in the hope that he will put forward my argument that funding for a further in-depth investigation and feasibility study of this busy stretch of the strategic road network should be made available. The investigation needs to include all stakeholders, particularly the people who live on and are affected by the current route.
I know how diligent the Minister is. He has helped me personally with other issues in my constituency, including the fallout following the closure of Daw Mill colliery. I remember the assistance that he gave me at that time, and I am confident that he will try to help in whatever way he can now. We have an autumn statement coming up, and I am sure that he will make a strong case to the Secretary of State and the Chancellor so that we can look at the long-term future of this busy section of the A5, which needs urgent consideration. I hope that the points that I have put on record tonight will go some way to enabling the case to go forward, so that we can do the right thing for my constituents. That has not been achieved under numerous Governments over the decades, and my constituents have had to put up with absolute mayhem on that section of this busy route.
My hon. Friend follows in the tradition of his predecessor, Sir Robert Peel, who also represented Tamworth, in his determination to do what is right for those whom he serves. I prefer to be inspired by Disraeli, as perhaps my hon. Friend does too. None the less, that is an important tradition, and he makes, as always, a powerful argument in this Chamber.
The Government already recognise the importance of improving the A5. The Highways Agency pinch-point scheme for the M42 junction 10, which was completed earlier this year, along with the Highways Agency pinch- point scheme for the A5-A47 Longshoot and Dodwells junctions, which has recently started on site, are due to be completed by March 2015.
In addition, the MIRA enterprise zone, which is located adjacent to the A5 in Hinckley, was successful in securing regional growth funding with which it is providing A5 improvements. Those improvements include increasing the capacity at the A444 Red Gate junction as well as improving the access arrangements to the site itself. Those works are currently on site and are expected to be completed by March 2015.
Overall, these schemes show Government investment of around £15 million into improving this section of the A5. However, I recognise that my hon. Friend the Member for Nuneaton is concerned that the scale and potential economic and housing growth along the corridor will place increasing pressure on the A5 and that—he has made the case tonight—further investment in the route is necessary. To that end I commend the efforts made by—
Let me finish what I was saying, as I am about to commend my hon. Friend and I know that he would not want to miss that.
I was about to say that I commend the efforts made to date by my hon. Friend, along with the relevant local stakeholders, to engage with the Highways Agency through its route strategy process. I recognise that concerns over the capacity of the A5 were raised by a number of local stakeholders during the Highways Agency’s route strategy stakeholder event, with a particular reference to the notable economic and housing development planned along the corridor.
I thank my right hon. Friend for his kind words, which will, I am sure, be matched with action by him to support my constituents in relation to this important route. May I also impress on him the importance of consultation with the public in relation to any changes to the A5? Over many years, there have been lots of different reconfigurations, particularly at the Red Gate and Longshoot junctions, on which, unfortunately, my constituents have not been consulted. Many think that, as a result, they have not seen the best outcomes.
At this point, to the distress of my officials no doubt, I will detach myself from the prepared brief and say two things. First, if that is the case, then I will give this guarantee to the House tonight from this Dispatch Box that we will improve the way in which we engage with local stakeholders to ensure that any omission or error is not completed. Secondly, as my hon. Friend mentioned that the A5 was a Roman road, I will draw on G.K. Chesterton’s poem, “The Rolling English Road”. I am inspired by the following words. Chesterton talked about walking with
“clearer eyes and ears this path that wandereth.”
I assure my hon. Friend that with that clear sight, this listening Minister in this listening Government will ensure once again that local people’s views are taken fully into account.

Commons ChamberLet me deal with whether the academy should be in Coventry in the west midlands. Of course, the west midlands is a very large area. From Coventry to Wolverhampton to Birmingham, all those areas are making bids for the college and I am very pleased about that. [Interruption.] The hon. Member for Stoke-on-Trent South (Robert Flello) is saying that Stoke-on-Trent is in the west midlands. It is in the west midlands government area, but I am talking about the old west midlands metropolitan areas, which he may sort of remember.
The skills academy is vital so that we ensure that HS2 is built by skilled British workers. Notwithstanding the comments of my hon. Friend the Member for Redditch (Karen Lumley) and the hon. Member for Coventry South (Mr Cunningham), where better to build the skills academy in the geographical heart of the country, at the centre of this project, than in Nuneaton?
I had a very interesting visit with my hon. Friend when I went to Nuneaton station, when he made the case for a number of extra services that he would like to see calling there. I understand his bid for the academy. I am slightly worried as I am not sure what we will talk about on HS2 when we have made a decision on the location of the academy

The hon. Lady makes a good point. I have asked the train operating companies to do a lot more on the social media network, which they are doing. One of the frustrating aspects of this situation for people is trying to get information. A lot of people who use the railways do not use social media, and there is a difficulty there, but we are trying to make as much information available as we possibly can.
These are unprecedented weather conditions, and I commend my right hon. Friend for the work he is doing. I also commend all the people across the country who are working so hard to get our rail and road network open again and back to normal. Many of my constituents depend daily on the west coast main line. What more is the Secretary of State doing to make sure that there is better resilience against this type of weather on that line?
As I said, north of Rugby, a huge amount of money has been invested on the west coast main line. There is still more work to be done; for example, there is more work to be done on signalling, which will be happening this year as far as Watford is concerned. That will have an impact, providing better resilience overall to the services to which my hon. Friend refers. As he rightly says, that line is one of the busiest railway lines anywhere in Europe.

Commons ChamberMy hon. Friend makes yet another representation from the Birmingham grouping—[Interruption.] The Birmingham mafia, as Members say. As he knows, there is nothing to stop Birmingham airport expanding significantly. There is spare capacity there at the moment and it has to attract carriers in to the airport. I am keen to see it do that and for that to become available to the whole of the west midlands.
The west midlands is one of the only regions to have a positive balance of trade. The Government want to build on that rebalancing by investing in HS2. To properly integrate our transport infrastructure, does my right hon. Friend not agree that the future development of Birmingham international airport should feature far more heavily in the final Davies report than it does in the interim one?
I do not know whether I have been kiboshed as far as Birmingham is concerned, but my hon. Friends on both sides of the House have made clear to me how important they consider the airport to be. There is nothing to stop the expansion of Birmingham airport. It has done a lot to increase capacity and I hope that more services can be attracted to Birmingham.
